The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4/ issued by the Bureau of Mines, the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Upbeat, surprisingly so, might describe the mood at the2002 SME Annual Meeting and Exhibit in Phoenix, AZ. More than 4,000 mineral professionals gathered for three days of education, networking and product perusal. The Annual Meeting featured the theme, “Minerals for the Future@ SME” at the Feb. 25-27 gathering. Meeting attendance reached 4,039along with 479 exhibit booths show-casing 325 companies. Exhibitors found a good mix of industry types:37% from mining, 19% from processing, 20% from manufacturing and 28% from environment, education and government.

This paper focuses on the underground tunnel work at the Hollywood Water Quality Improvement Project (HWQIP) in Los Angeles, CA. The HWQIP is being constructed to provide a water distribution system to bypass the existing Hollywood Reservoir System, which supplies drinking water for 500,000 people. The major project features include, a 2.9-meter diameter 1,829 meter long bypass tunnel, a 1.8-meterdiameter 366 meter long utility tunnel, 3 jack and bore tunnels, two 136 million liters underground circumferentially wrapped pre-stressed concrete water storage tanks, associated piping, and mechanical facilities. The physical project location coupled with strong community involvement and stringent environmental concerns was a considerable driving force for this project located in the Cahuenga Pass area of the Hollywood Hills north of Los Angeles, CA.

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. In August 2018, the first full-scale HydroFloatTM cells for the recovery of coarse composited copper and gold were commissioned at Newcrest’s Cadia Valley operation in New South Wales, Australia. The primary objective of the installation is to recover coarse value-bearing composites that are lost to conventional flotation tailings, without the need for additional power input for particle size reduction to improve mineral liberation. This paper examines the application of Eriez HydroFloatTM technology for the recovery of coarse, poorly liberated copper sulphide particles drawing on recent experience from lab scale testwork through circuit design and commissioning of the full-scale installation at Cadia Valley. INTRODUCTION In the face of declining copper head grades and a tightening regulatory environment around the use of wet tailings dams, the processing of copper ores at coarser particle sizes has become a focal point for the industry. Sulphide flotation using the Eriez HydroFloatTM is one of the emergent technologies that sits under this umbrella of coarse pre-concentration. It has been demonstrated through numerous lab and pilot scale testwork programs carried out by Newcrest and others (Awatey, Kohmuench, Thanasekaran, Skinner & Zanin, 2013), to improve the flotation recovery of sulphide-rock composite particles with low surface liberation, relative to conventional flotation technology. The HydroFloatTM technology has been used widely for the recovery of coarse potash, phosphate, coal, vermiculite, spodumene and diamonds but has never been applied at full scale in either gold or sulphide flotation. In August 2018, the first full-scale 3.4 m diameter HydroFloatTM cells for the recovery of coarse composite copper and gold were commissioned at Newcrest’s Cadia Valley operation in New South Wales. Introduction Examining the short- and long-term job prospects for engineers in the coal industry might include looking at coal tonnage projections, future export markets, federal regulations, and the decrease in overall graduates. But coal is the US most competitive basic industry. As such, why not go back to basics? That is, there are three basic challenges that need to be faced by students, faculty, and members of the coal industry. These challenges are counseling, career placement, and professionalism. Counseling Counseling can include elementary, high school, and college students, as well as individuals already employed. But what happens to students after they have selected a course of study at a particular university? As shown in Fig. 1, only 87,000, or 7.25% of our graduates have technical degrees. Generally, there is a strong market projected for these engineering graduates. However, many students who have majored in other nontechnical curriculums, have to scramble for jobs. This says something about our ability to make students aware of where the real job opportunities are. As a student spends four or five years pursuing a degree, he or she is looking for professional guidance. The student has the right to expect "real world" counseling - counseling that is not "the way it should be" but "the way it is." The influence of faculty members is significant. They should take this long opportunity to tell students not what they want to hear or what the problem's of academia or the industry are, but what the real job market is all about. If faculty do not use this opportunity, they in-advertently-through omission - mislead their students. Once a student graduates and is a working alumnus, faculty should take advantage of their relationship with the student and continue to stimulate conversation leading to a two-way exchange of ideas and information. Faculty should also encourage and solicit financial support for their mining departments from their alumni. These monies, in many cases, will be matched dollar for dollar or more, depending on the company the alumnus works for. In the private sector, the responsibility is to communicate with faculty and students. Alumni can be effective by participating in this two-way dialogue with their professors at meetings, technical seminars, and conventions. In many cases, alumni will employ summer or co-op students in their organizations. While getting to know these students, industry members should level with them on where the true opportunities are and what it takes to be successful. It is important to communicate with both faculty and students candidly on both the posi-

Discrete (digital) signal processing techniques are proving to be very valuable tools for miners using the block cave method. Waveform analysis of different measured signals associated with active mining provides valuable information on production dynamics and safe operation of the mine. For example, correlation of the three-dimensional surface displacement velocity waveform and the production output waveform reveals a remarkably predictable time-varying physical process. In this paper, the authors discuss the signal processing techniques used to study these relationships, as well as the related implications for mining.

The Reclamation Program for the Northern Zone of the Indus Plains in West Pakistan involves the construction of 30,000 irrigation wells to serve 20 million acres with an annual pumpage of nearly 40 million acre-ft. Detailed hydrologic studies indicated that mild steel would be satisfactory for casing; however, within two years after construction, about 10% of the wells began to fail due to encrustation and corrosion of the casing. A search to find a noncor-rosive substitute for the steel casing disclosed that only fiberglass-reinforced plastic pipe satisfied all requirements. The results of initial use of fiberglass have been highly satisfactory and have resulted in a lower over-all well cost. Advances in technology pomise further reduction in prices and improvement in performance. The northern zone of the Indus Basin comprises a vast area of essentially level land in West Pakistan which is irrigated by means of a complex system of canals that distribute more water to more land than any other irrigation system in the world. In spite of the development of this extensive irrigation system, production of food and fiber has not met the requirements of the country. The major reasons that crop production has not reached anticipated levels are the lack of adequate irrigation supplies and effective subsurface drainage. As a result, yields per acre are among the lowest in the world for areas where irrigation is practiced, and many thousands of acres of valuable crop land have been removed from production or seriously affected by salinity and waterlogging. To rectify the problems of irrigation supply and drainage the Government of Pakistan has undertaken a program of Salinity Control and Reclamation which is being administered by the Water and Power Development Authority. The Authority retained Tipton and Kalmbach, Inc., of Denver, Colo., as engineers for the program in the northern zone of the Indus Basin. This program consists of the construction of about 30,000 irrigation wells to provide drainage for waterlogged lands and full irrigation supplies, including leaching requirements, for all cultivated lands. (Malcolm Gladwell) The mining industry is a crucial provider for virtually every person?s needs and thus indispensable. Yet, mining is a complex and risky business: plenty of high risk factors can occur and severely affect nature and the miner?s life and health. Especially for small and medium enterprises (SME) risks may also threaten the economic existence of the company. The responsible and sustainable management of a company should thus be based upon the systematic finding and handling of risks or briefly upon an efficient risk management system. Why do we need risk management? Because nobody is perfect and we make mistakes in the normal course of operation.

In this work, a new flotation strategy was proposed for the flotation of rutile. In this strategy, rutile was activated by Pb(NO3)2 and then floated with amyl xanthate (AX) as a collector at pH 8. Pb(OH)+ was the dominant lead species in the solution at pH 8 and is believed to be the major species reacting with the rutile surface. Time-of-flight secondary ion mass spectrometry (TOF-SIMS) study revealed that the lead activation products were well distributed on the rutile surface, and AX− could further bind with the Pb atom on the Pb-activated rutile surface. In this regard, the Pb-activated rutile could be floated by AX. Furthermore, X-ray photoelectron spectroscopy (XPS) analysis indicated that Pb(OH)2 was generated on the Pb-activated rutile surface. The electron transfer during the adsorption of the AX− on the Pb-activated rutile surface was also investigated by XPS analysis.

The early history of the mine is traced from the beginning of shaft sinking in 1886 to the purchase by the Broken Hill Proprietary Co. Ltd. in 1949. A necessary preliminary to mechanisation of the Borehole Seam was development of the Young Wallsend seam, andthis development is described. Surface reorganisation and coal handling arrangements are dealt with in detail. Then follows a description of the Borehole Seam mechanisation, the provision of power supply for this purpose, arid pumping arrangements in themine.INTRODUCTIONStockton Borehole Colliery is in the Parish of Teralba, between the townships of Teralba and Boolaroo, and about 12 miles from Newcastle. The colliery holding, a freehofd area of 2,560 acres, was apparently an original land grant when acquired by Teralba Co-operative Coal Company who decided to mine for coal and named the mine "Teralba Colliery." Shaft sinking was commenced in 1886 but was delayed by financial and water troubles to such an extent that it was not until 1901 that the Borehole Seam was reached.Coal was won until 1904 using a single 16 ft. diameter shaft, ventilation being achieved by means of a wooden boxing down one side of the shaft. This collapsed, and operations ceased until the mine was taken over in 1906 by a company known as "Borehole Colliery Limited," the principal stockholder being the Stockton Coal Company. It renamed the mine "Borehole Colliery." This new company immediately commenced sinking a 13 ft. diameter air shaft. In 1908 the Stocktol1 Colliery at Stockton was abandoned, and during the following year much of its equipment was transferred to Borehole Colliery. Underground coal mining in Illinois has a lengthy history dating back to the early 1800?s. High extraction underground mining has played a significant role in production through out this time. Modern mechanized longwall mining methods were introduced in the 1960?s and have been in continual use ever since. Regulations governing subsidence from underground coal extraction and the mitigation of resulting impacts to surface structures and surface land initiated in 1983. Despite the history of experience with subsidence, recent plans to longwall in Illinois have stirred public emotions and strong opposition. Anti and pro longwall groups formed and divided a community over the potential economic benefits new mining ventures could bring verses the potential problems associated with longwall mining in productive flat farmland. The debate culminated in a county wide referendum vote on the use of longwall mining. This paper provides an overview of the history of underground mining in Illinois, the controversy that has risen in central Illinois regarding longwall mining, and the efforts to educate the public about regulations that govern longwall subsidence.

The decisive action taken by mine managements in recent years has been the main factor in bringing about the present downward trend in mine fires. A better understanding of the fundamental factors that govern the ignition and spread of fires. obtained as a result of investigations into mine fires, has provided useful guidance to production personnel. Similar investigations into fire-fighting techniques have assisted the Rescue Training Service and mines to institute more effective fire-fighting techniques. Some of the more important findings of recent investigations in these areas are outlined.

The Jollyville Transmission Main will be a 10.5-km- (6.5-mile)-long, 213-cm (84-in.) diameter rock tunnel. The tunnel will pass beneath the Balcones Canyonlands Preserve, which was established to protect two endangered bird species, six endangered cave invertebrates and a threatened salamander. To address the sensitive habitat that the transmission main is to pass through, the city of Austin developed an environmental commissioning (EC) process that brought together environmental engineers and scientists, the city?s project management team and the designer team to work collaboratively to meet the city?s goals of producing a cost-effective design while also protecting the environment. This paper describes the environmental commissioning process and the benefits it brought to the project and environment through some unique environmental mitigation measures to protect this sensitive area.

"The flowsheet for the Voisey’s Bay mill had to meet the challenge of processing an ore containing high pentlandite and chalcopyrite values in a largely pyrrhotite/troilite matrix. In the 1994-97 period, circuit development focused on making a high-grade copper concentrate and a relatively low-grade nickel concentrate. However, in 1998 a circuit with copper concentrate, high-grade nickel concentrate and a Ni/Cu middlings concentrate was specified. Following a three year project delay, work resumed on the flowsheet in 2001, and the target for the overall grade of the nickel concentrate was raised from 14% to 20% nickel. To achieve this target triethylamine tetramine (TETA) and sulfite pyrrhotite depressants were used in an all lime circuit. It later became evident that, with appropriate selection of collector and adjustment of the circuit by the addition of a scavenger on the scavenger cleaner, it would be possible to approach the grade of concentrate required without the use of pyrrhotite depressants. The recycle of water and the contained thiosalts was also proven to be instrumental in raising the grade.Construction and commissioning of the mill were fast-tracked with start-up of the mill in September 2005 some six months ahead of the original schedule. Ramp-up of both throughput and metallurgy was faster than any other recent nickel installations with tonnage being limited mainly by concentrate dewatering due to the higher than initially planned ore grades.INTRODUCTIONNickel was discovered in the vicinity of Voisey’s Bay by Chislett and Verbiski working for Diamond Field Resources in 1993 and the Ovoid deposit was delineated in the winter of 1994/95. By the end of 1995 the Ovoid had been well explored and at that time was thought to have a reserve of at least 30 million tonnes with an average grade of 2.83% Ni and 2.0% Cu. Drilling to the east of the Ovoid had indicated the presence of significant mineralization. In June of 1995, Inco Limited bought a 25% share in the Voisey’s Bay Nickel Company (VBNC) which was a subsidiary holding company set up by Diamond Fields. Inco also bought 8% of Diamond Fields and negotiated the right to sell all the nickel produced from VBNC for twenty years as part of this agreement. In April 1996, Inco bought the 75% of VBNC shares that it did not own."

"Large quantities of slag are produced every year and dumped on slag heaps around the world, posing a potential environmental threat due to contained heavy metals content. Slags are waste minerals produced during furnace smelting of minerals. The contained values of base metals may be released into the environment under natural weathering conditions polluting ground and underground water. Copper losses into slag are a continuous problem in pyrometallurgical smelting operations. Due to shortage of ore concentrate, various mining operations have initiated the recovery of copper from dumped slag. The typical process uses crushing, milling and flotation. These operations create excessive liner wear rates during crushing and milling because the bond work index of copper slag is 22 kWh/t and this is considered a very hard slag. The process also has reduced flotation recoveries and requires high flotation reagent consumption. The present work shows that digestion of the milled copper slag slurry with concentrated sulphuric acid at a temperature of 250oC forms a solid cake and leaching of the solid cake with water is a possible option. However, the consumption of sulphuric acid can have a considerable cost on the recovery process. This can be limited by producing a leach residue containing gypsum and silicate materials as amorphous silica which are suitable for use as an additive for Portland cement. Laboratory results show that 90% copper recoveries can be achieved. The leaching is conducted to prevent silica gel formation and iron co-extraction. Leaching is optimum if silica gel-free solutions and good filterable residue are obtained. INTRODUCTION Slag is a waste by-product of smelting and converting operations in metallurgical plants. Both smelting and converting operations are aimed at iron separation from base metal sulphides in non-ferrous metallurgy. The iron sulphide component of the ore or concentrate is oxidized to iron oxide at higher temperatures in the molten form, and then fluxed with silica and other oxide rock minerals to produce fayalite (2FeO•SiO2) slag (Schlesinger et al., 2011). Slags are generally deposited on dumps and considered to be unreactive materials. Smelter copper slag contains significant concentrations of several potentially toxic elements, including arsenic, lead, cadmium, barium, zinc and copper. These elements can be released into the environment under natural weathering conditions and cause pollution of soils, surface waters and groundwater (David, 1998)."
