The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

"FOREWORD (By O. P. Hood, Chief mechanical engineer).During the war certain suggestions concerning power production were made by Mr. Walter E. Trent to the War Inventions Board, and at the request of the War Department facilities for experimental work were provided on the grounds of the. Bureau of Standards.The experiments were along the line of controlling the conditions of combustion in a closed space. In order to reduce slag troubles, experiments were carried out for removing ash from powdered coal. After the war, work along this line was continued, resulting in the Trent Process, which agitates or beats together powdered coal, water and oil.A new technology had previously been given to ore preparation by the use of small quantities of oil in water with froth flotation, and although the methods, results and mixtures of the Trent Process were quite different, yet the same physical phenomena of differential wetting used, and the possibility of there being interesting results in fuel technologic was evident. A cooperative agreement was entered into, whereby the Bureau of Mines was to investigate the underlying physical and chemical facts and make them public, and the Trent Corporation was to pay the cost of the investigation.The several reports as made have been available to any one interested, and are now to be published. While the Bureau of Mines felt justified in investigating the physical phenomena so far as might be done in a laboratory, and so far as public interest might reach, no attempt was made to discover the commercial possibilities which development might bring. The question of commercial possibilities must be left for commercial enterprise to answer."

The consumption of slab zinc in the United States increased sevenfold in less than a half century since 1900. Therein is reflected the innate characteristics of this versatile and nearly indispensable nonferrous metal whose use has grown at more than twice the rate of industrial production. The total metal consumption was substantially stimulated during the two World War periods, which were likewise marked by notable changes in use pattern accompanied by shifts in geographic distribution. This information circular summarizes basic data collected for many years by the Bureau of Mines, but in particular presents for the 1940-45 period details derived from the comprehensive slab zinc consumption survey inaugurated in 1940. The total consumption of slab zinc has been broken down into four major categories galvanizing, brass products, rolled zinc, and zinc-base alloys -- with minor applications grouped under a fifth heading, other uses. Ex- cept for the inclusion of zinc-base alloys with other uses before 1926, the above-named segregation has been shown for the entire period 1900-45. 11- though a substantial tonnage was taken by all groups in all years, there were large shifts in the use pattern in both World War periods. In both, the Allied Powers depended heavily on the United States for zinc-bearing products, especially those required by war industrius. The departures from usual uses were, however, much more marked during the second than in the first period, mainly because the United States could not have met the tro- mendously expanded war-materiel demands had the greater slab zinc needs of a period of high industrial activity been supplied. The geography of consumption is known in detail only for 1940-45. Even in that short period, substantial shifts are observable, largely the reaction from conversion to war production in 1940-41 and reconversion to peacetime consumption in 1945. However, there is so evidence of other shifts in consumption centers that appear to reflect longer-term develop- ments.

The oxidation of sulphide minerals in aqueous suspension is discussed from several viewpoints. Limitations of our present knowledge are pointed out, and several points where further information would be of special interest are mentioned.Firstly, some properties of minerals and their effect on oxidation are discussed. Properties of different species, such as crystal structure, lattice bonding, and "metallic" properties are mentioned, and then the effect of variation within a given species is discussed. The effect of physical factors, especially particle size, is also considered. Other variables discussed include the importance of solution composition, and its effect on the nature and rate of reaction, and the use of various oxidising agents. Some factors concerned with the whole system, such as temperature, pulp density and stirring rate are then considered.Finally, the nature of various oxidation products is discussed with reference to the kinetics of reaction and the nature of the rate limiting step. It is suggested that more attention should be paid to electrochemical explanations of the reaction mechanism.INTRODUCTIONKnowledge of the factors governing the rate of oxidation of sulphide minerals in aqueous suspension is a prerequisite for the effective control of many ore treatment operations. Rapid oxidation of sulphides is usually desired during the leaching of sulphide ores and concentrates, but in the cyanidation of gold ores, or in the leaching of uranium ores, any oxidation of sulphides may be regarded as an undesirable side reaction. "A number of coal mines in India are affected by fire. Most of coking coal reserves in the country are located in Jharia coalfield where more than 18 sq. km is in the grip of fire. Generally such fires are confined in areas near to our crops. About 37 million tonnes of coking coal are lost in recent yearsdue to fire and another 48 million tonnes are blocked in fire areas. Preventive measures adopted to control fires were only partially successful and the cost of such measures was exorbitant I Temperature of blast holes in fire area varies between 60 and 300° C or even more. Even after thorough quenching of holes with water, it become difficult to bring down the temperature below SO"" C. For blasting hot holes primary need is to select safe and suitable commercial explosives and detonating fuse and to measure hot hole temperatures. More than 50 round of blast were conducted in fire areas. For blasting at temperature exceeding SO0 C a heat resistant gel/ solution was developed by the authors and is being used in number of fire areas."

"Modern tundishes have evolved as vessels to serve as the final step in refining of molten steel by removing inclusions and promoting thermochemical homogeneity.In this study the flow behaviour in a four-strand tundish was investigated by means of a ½-scale water model as well as numerical modelling. The numerical and physical models were used to characterize residence time distribution and calculate properties pertaining to tundish flow regime. Three different tundish configurations were investigated: a bare tundish with no flow control devices, a tundish with a turbulence inhibitor, and a tundish with both a turbulence inhibitor and a dam.The physical and numerical models showed that a tundish without flow control devices is prone to significant short-circuiting. A tundish with a turbulence inhibitor was shown to be successful in preventing shortcircuiting and provided surface-directed flow that might assist the removal of inclusions from the melt. However, it was also observed that the upward-directed flow caused the maximum turbulence kinetic energy near the surface to increase dramatically. The potential for slag entrainment should therefore be considered during the design and operation of tundishes with turbulence inhibitors."

Keywords: accurate control, matte level, smelting operations, process control, tapping, sounding bar, electromagnetic measurement [ ] Accurate control of matte levels during primary matte smelting operations is desirable in order to improve process decision-making. High matte levels in the vessel could have to disastrous consequences, particularly in the new generation of intensive smelting furnace with deep-cooled copper coolers. Knowing when to commence tapping and a better understanding of melt times can only be improved if the furnace levels are monitored correctly. At Lonmin Marikana Smelter Division it has long been understood that the matte level information being provided by the manual sounding bar is only as good as the operators? following of measurement procedure, their skill in assessing what the sounding bar is displaying, and their individual interpretation of what they are looking at. This paper sets out to show how this problem was identified as an area of major concern to the plant, how a solution was sought and how an electromagnetic measurement system was installed as an alternative measurement to the matte sounding bar system. Other areas discussed in the paper are the difficulties to be overcome when first installing new equipment and how these teething problems were solved by close co-operation between Lonmin and equipment suppliers, which led to some design modifications to the delivery system. In conclusion the paper discusses the results between the electromagnetic measurement and the manual sounding measurement and how best to integrate the generated data into the plant?s process control system for improved decision making.

In view of their size and favorable characteristics, Shell's heavy-oil fields on the eastern coast of Lake Maracaibo, Venezuela — known as the "Bolivar Coast" — are obvious candidates for the application of thermal recovery methods. During the last decade various methods have been tested, such as steam drive,', steam soak and in-situ combustion.3 Steam soak was discovered as a promising production method rather accidentally in 1969, during early steam drive testing in the Mene Grande Tar Sands1 When steam erupted at the surface due to breakdown of the overburden, the injection wells were back-flowed to relieve the reservoir pressure. This resulted in high oil production rates, all the more impressive because the reservoir is unproducible by primary means. It was concluded that injection of limited amounts of steam might be a very effective method for stimulation of heavy-oil wells. To obtain information that would be more widely applicable, testing of the process was continued in the eastern part of the Tia Juana field (Fig. 1). Here even more favorable results were obtained than in Mene Grande. This created sufficient confidence to prompt a large-scale project, which was considered essential for an adequate evaluation of ultimate recovery, steam requirements, mechanical problems and economic prospects. To obtain an early answer on the ultimate recovery a fairly depleted area was selected in the western part of the same field ("A" in Fig. 1). The first steam was injected in March, 1964. This paper describes the performance until the end of 1966. The production mechanism and well inflow performance are discussed in some detail. In view of the favorable results obtained so far, steam soak operations have expanded considerably since the start of this project. Presently, five other projects are under way, of which two are about the same size as the one under discussion, with further extensions being programmed. Description of the Project Reservoir Data Shell's part of the Main Tia Juana reservoir has a proven area of 8,800 acres and an average net oil sand thickness of 130 ft. It contained an initial quantity of 2,750 million bbl of stock tank oil (STOIIP), with an API gravity ranging from 10 to 15 API and a viscosity of 100 to 10,000 cp (at 122F). As a geological unit it is known locally as the Lower Lagun-illas member of the Lagunillas formation, which is early Miocene in age. The sand bodies are believed to be distributary channel sands deposited in a lower coastal plain. Most of the channel sands have lateral and some vertical communication. The field was developed mainly in the period from 1936 to 1950. The ultimate primary recovery is estimated at 18.1 percent of STOIIP, of which 12.5 percent STOIIP had been produced by the end of 1963 from some 540 wells. When defining a ?megaproject,? one need only to look at Seattle, WA?s State Route 99 Alaskan Way Viaduct replacement project. This $3.1-billion project is one of the largest of its kind in the world, and includes the use of the world?s largest tunnel boring machine (TBM). However, for as large as the Alaskan Way project is ? especially given the size of the TBM being used ? there are several other megaprojects underway around the world. Each has its own challenges that require innovative design techniques and financing arrangements, as well as variations on established tunneling technologies. So it was that 266 tunneling and underground construction professionals ? owners, contractors and engineers ? convened in Seattle in November for the Cutting Edge Conference on Megaprojects. This was the second joint meeting between the Underground Construction Association of SME and the North American Tunneling Journal. The first joint conference took place in April 2012 in Miami, FL and attracted 238 attendees. A third joint conference, to be held in 2014, is in the planning stage. The key reason Seattle was chosen as the site of the megaprojects conference is the Alaskan Way Viaduct project. Before the conference began, many of the attendees were able to visit the project and get a close look at Bertha, the Hitachi Zosen earth pressure balance TBM that is boring the tunnel. In addition, the conference included an exhibit that attracted 20 industry suppliers, up from 10 the previous year in Miami. The 25 presentations during the two-day conference covered all aspects of the tunneling and underground construction of megaprojects. Topics included the Alaskan Way Viaduct project; considerations for procurement and contracting; political risk, financing and insurance; international megaprojects; risk and risk sharing and project delivery. Each session concluded with panel discussions.

"The Laronde mill was commissioned in 1988 and has been treating the Laronde Penna ore since 2000. The Laronde plant, situated in the Abitibi region of Quebec, has experienced mill expansions to accommodate 7500 mtpd and to recover gold and silver as well as important amounts of base metals (Cu, Zn, Pb). Ten sequential metallurgical and environmental processes are responsible for metals recovery and process viability. Over 200,000 ounces of gold, 4,5 million ounces of silver, 7000 tonnes of copper, and 78,000 tonnes of zinc are produced annually.In 2008, the Goldex plant began trucking high grade (35-45 g/t Au) pyrite sulphide concentrate (TCGO) for gold extraction at a newly constructed treatment plant, increasing gold output at Laronde by 40,000 ounces. In 2009, the high gold grade Lapa ore processing facilities were annexed to the Laronde plant increasing output by 120,000 ounces of gold. TCGO and Lapa productions are forecasted until 2018 and 2015 respectively, with known reserves of each mine.Today, up to 140 permanent employees run and optimise the Laronde plant operation. As a result, Laronde has intricacies intrinsic to a large and varied operation. The paper will outline the metallurgical highlights, challenges, and future outlook related to the treatment of each ore type (Laronde, TCGO, and Lapa).INTRODUCTIONFollowing the 2000 to 2003 expansions, the Laronde plant evolved into a mature milling complex with developed processing, man power, and water treatment capabilities able to accommodate the complex Laronde ore. The ore requires a series of grinding, copper/lead flotation and separation, zinc flotation, zinc tails precious metals leaching, followed by a counter-current decantation circuit and Merrill Crowe precipitation. A paste backfill and SO2-air cyanide destruction operate intermittently. The tailings area has a dedicated cyanide destruction and metals precipitation plant prior to water recycling to the mill. A biological water treatment plant was put into service in 2004 to address the build-up of thiocyanate in the tailings ponds at Laronde. This was the result of the high sulphide content of the Laronde ore and 90% recirculation of the process water. The plant uses bacteria to oxidize and destroy thiocyanate, and removes phosphate from the water before it is released to the environment."

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

RECORD production of crude petroleum, lime, crushed marble, and talc highlighted the mineral industry of Alabama in 1963. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by mining and processing coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 86 percent of the total value of production, compared with 82 percent in 1962. The iron-ore industry continued to decline; in 1959 the value of iron ore produced was 12 percent of the total State production value; in 1960, 11 percent; in 1961, 10 percent; in 1962t 8 percent; and in 1963, 5 percent.

This report summarizes the results of a review of foreign coal mining literature conducted under the Bureau's Advancing Coal Mining Technology program. In addition to a discussion on the historical development of mechanized longwall systems, and the current state-of-the-art method in Europe, this report summarizes the previous and ongoing Bureau efforts to adapt longwall technology to U.S. conditions. The bibliographic section of this report, divided into major categories such as mine design, face management, roadway development, strata control, powered roof supports, coal winning, conveying, and automation, contains over a thousand individual entries. The purpose of this report is to provide U.S. mining engineers with background information on longwall methodology and equipment developed in foreign countries (principally Europe). The Bureau of Mines, as part of its Advancing Coal Mining Technology program, is funding R&D projects to demonstrate that the longwall mining method, successfully used in the deep mines of Europe, can boost productivity and improve safety in certain U.S. mines.

The initial evaluation of two potential systems for the location of well casings, voids, and tunnels in coal are described. The pulse measurement equipment used for the evaluation of the antennas selected possible use with a pulse time domain system and an FM-CW system is described. A TEM horn antenna design potentially suitable for use with these systems is given. An operational comparative analysis between various antenna types is presented.

Editor’s note: Mining companies doing business in Central Asia, and parts of the developing world, should look for ways to promote community development through the introduction of appropriate technology. This article should be of interest to SME members. It shows sustainable development type projects need not be massive or expensive. Smaller, utilitarian projects are equally valuable to developing communities as they seek to develop their own economic and social infrastructures. Joint Development Associates International (JDA) began humanitarian relief and community development in Central Asia in 1992, following the collapse of the former Soviet Union. Appropriate technology has played an important role in the company’s efforts to assist those segments of society that are most vulnerable to poverty and disease.
