One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objective and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the following material is presented: (i) review of related literature, (ii) mathematical models to perform quantitative analyses of accident/ injury experience data using the tools and techniques of risk analysis, time series analysis, and the Markov process, and (iii) descriptions of the HDBSEL and ACIM programs which are used to perform accident/injury experience analyses and cost analyses, respectively.

The increase in f.o.b. mine prices of coal from $5/ton to over $18/ton in five years [1] has increased the significance of transportation costs. Coals produced in the vicinity of the consumer bear a much lower transport cost than those produced in the west. This differential may be used for flue gas desulfurization, other cleaning, or further processing of local coals. To the extent that western coals are cheaper to produce and have a lower sulfur content, they offset the locational disadvantage. To the extent that they have a lower heating value, the disadvantage is exercabated. Given the other conditions, an accurate analysis of transport costs will help suggest the location of coal mining and the moue of transport both transport costs and tariffs have risen. Together they have increased delivered coal prices, altered the balance between the use of coal and other fuels, helped to alter the location of mining activity, and put pressure on consumers to examine the cost effectiveness of alternative transport modes. Transportation options for long distance coal movements include rail, barge, pipeline, and EHV transmission lines. A summary of system parameters is shown in Table 2.1. Barge transport, pneumatic and slurry pipelines are discussed elsewhere in this report. Together with EHV, they have been the subject of previous studies [2,3,4]. Slurry pipelines have been shown to be especially useful where rails are not available [2] but the technical problems of dewatering, handling, and utilization of lines [5] remain unresolved. They are discussed in Section 3. Barge transportation depends on the location of the mine and consumer with respect to the waterway system. One drawback of barge shipment is interruptions due to winter, and low or high water conditions. Mine mouth power generation followed by EHV transmission of over 500 miles has been shown to be the most expensive means of delivering an equivalent amount of energy to consumers [2].

The Niblack polymetallic volcanogenic massive sulfide deposits are located on Prince of Wales Island in southeast Alaska, approximately 50 km southwest of Ketchikan. The property hosts a number of polymetallic volcanogenic sulfide occurrences within the folded Lookout rhyolite volcanic succession. The Lookout deposit is the primary focus of current resource delineation and contains an indicated resource of 4,136,000 tonnes at 1.13% Cu, 2.32 g/t Au, 2.27% Zn, 38.70 g/t Ag and an inferred resource of 1,736,000 tonnes at 1.09% Cu, 1.77 g/t Au, 2.02% Zn, and 25.52 g/t Ag as of March 2011. Sulfide mineralization is interpreted to have formed sub-seafloor, within permeable felsic fragmental volcanic rocks. Sulfide minerals of economic interest include chalcopyrite and Fe-poor, Zn-rich sphalerite. Of considerable importance, the Lookout deposit contains elevated gold that occurs as inclusions within the base metal sulfides.

Selection of resistance factors within Load and Resistance Factor Design (LRFD) requires accurate assessment of uncertainty and bias in load and resistance. To date, many studies have focused predominantly on the assessment of uncertainty, while the potential for bias appears to be the dominant factor in design for consistent levels of reliability under a variety of situations. Bias comes from factors which have been ignored in design method development but significantly influence resistance when extrapolating from conditions typical of databases to those at a given site. Uncertainty and bias can be quantified as the coefficient of variation and mean (or median) of a data set, respectively, for statistical assessment of load and resistance factors. This paper first presents an overview of statistical assessment of resistance factors, and then discusses factors that influence uncertainty and bias when extrapolating to situations outside of conventional databases of driven pile axial capacity.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration. Introduction The Open Cut is one of the best known landmarks in South Dakota's Black Hills. It is the site of the original discovery of the Homestake ledge, or lead, in 1876. Between that time and 1945, the Open Cut produced about 36 Mt (40 million st) of gold ore, the majority of which was drawn from underground operations. In 1981, a drilling program was undertaken to determine how much ore the old timers left behind. The results of this study indicated an ore body made up of broken and caved ground, and solid blocks in pillars and crowns. Reserves are estimated at about 6.8 Mt (7.5 million st) of gold ore, grading at 4 g/t (0.116 oz per st). Total tonnage of material, including waste, is estimated at more than 60 Mt (66 million st). The mining plan is a combination open pit and underground operations. The bottom 78 m (255 ft) will be mined by the underground panel-caving method. The open pit was designed as a contractor operation up to the expected milling stage or the point of sustained ore production. The pit was designed to avoid disturbance of US Highway 85 near Lead, SD. In 1983, the South Dakota Board of Minerals and Environment approved the mining and reclamation plan. Test mining began in the north of the Open Cut using open pit methods. Upon completion of the test pit, Homestake Mining's board of directors approved an expanded mine plan. They committed an additional $27.1 million to prestrip the ore body that is expected to yield 23 t (750,000 oz) of gold. Project life is estimated at 15 years. Exploration program In early 1980, 10 diamond drill holes were drilled from the surface in the vicinity of the east side of the Open Cut. The reserves delineated by that drilling were too small to justify their development. A continuation of this study attempted to quantify the tonnage remaining in the bottom of the Open Cut in the crushed remnants of old stope-and-crown pillars. This was originally thought to be minable by improved drawhole methods using highly mechanized procedures. By early 1981, however, thinking turned toward surface mining methods. The effort to quantify minable ore tonnage ultimately involved drilling 385 reverse-circulation rotary drill holes. These were drilled from August 1981 to March 1983 in several groups of holes. Each group, or drilling program, had a slightly different immediate goal or purpose. The holes were drilled to various depths using truck-mounted Drill Tech 40 drills with doublewalled 76 mm (3 in.) pipe with 134 mm (5.25 in.) three-cone rotary bits. Initially, wet drilling was employed using a cyclone collection system. Since cutting recovery was not as high as it should have been, all subsequent drilling was dry. The cuttings were collected and deposited by way of a cyclone into the sample bag. The pickup for the cuttings using the three-cone bits was about 50 mm (2 in.) above the bottom of the hole. Overall cutting recovery for the drilling program was estimated at 75%. Samples were taken on each 1.5 m (5 ft) of hole drilled. Each sample was split into three 48-g (1-2/3 assay ton) charges. The accepted value was the straight average of the three charges. Because of the known "nugget effect," assays were nearly impossible to duplicate. Therefore, to validate the regular assays, a series of screen fire assays were run. Based on this method of assays and checks, it was concluded that 10% more ounces would be produced than indicated by mine grade. Test pit The northernmost portion of the mine as planned is known as the Terraville test pit. This portion was mined ahead of the rest and separately. It provided answers to questions on slope stability, reserves correlation, mill recoveries, mining costs, and surface mining conditions in various weather and ground conditions since many boulders and much timber were expected. The mining plan for this portion of the pit was successful. More ore was mined than was expected. Mixing of Open Cut ore with underground ore in the mill feed was successful. "In ports, piled berths are designed and constructed for berthing of ships with a finite draught. Piles in a bridge foundation also have a large free stand above scoured level. The piles of these structures have to withstand large horizontal forces imparted by the impact of the approaching vessels or due to longitudinal and transverse action in a bridge. It is also imperative that these piles have to project out of the dredged / scoured bed. These piles are normally designed as slender compression members subjected to bending also. They are subjected to vertical load tests for assessing the soil resistance. Lateral load tests, as a rule, are also stipulated. IS and IRC codes stipulate a deflection criteria for lateral load test to arrive at the capacity. These tests are usually conducted on a working pile by jacking out two piles. At the time of the test, pile will be free headed. But in service, piles are fixed head. There is a large difference in deflections between a fixed head and a free headed pile. Besides, a free headed pile will be subjected to a much higher bending moment than the fixed head one. This will put the working test pile under risk of breaking during the test. The problem is analyzed with case studies. INTRODUCTION Vertical capacity of piles is assessed by static formulae. This formula is based on the soil properties obtained from random soil exploration and laboratory and in-situ testing. Since soil is not a homogeneous medium, properties can vary. The design parameters taken for computations may be different from the ones at the interface of the pile with the soil. The best way is to find out is by a load test. The code IRC:78-2014 has rightly stated that initial load test is part of the design process. This is true with the vertical load test. But there are certain problems with the purpose and inference of the lateral load test. In both the tests the criteria for acceptance is the quantum of movement of the point of application of the load. In the former, the movement is vertical and depends more on the compression of the soil than the compressive strain in concrete. But in the latter, this movement is partly on account of the flexural rigidity of the pile and partly due to the horizontal compressibility of the soil. The role of rigidity of the pile is more when compressibility of the soil is higher. Lateral load test is done by jacking one pile against another because it is difficult to get an independent horizontal reaction. Please see Fig.1 Photo."

It is difficult to remove cadmium from raw indium using only electrolytic refining because their standard potentials are similar. In this paper, physical and chemical methods were used to remove Cd from raw indium. Indium metal is vacuum refined for two hours at 400°C with a vacuum pressure of 20 Pa. In this process, 99.70% of the Cd can be removed. The removal rate of Cd reaches 90% to 95% when indium is further smelted for 10 minutes in a 20% glycerin solution of KI and I2 at 180°C. When pre-indium is electrolytic refined in an In2(SO4)3-H2SO4 system, in which the indium content is 80 to 100 g/L, the pH is 2.0-3.0 and the current density is 80 to 100 A/m2, the contents of the impurities decrease and the purity of the indium product reaches 99.99%.

In July 1892 the Amalgamated Mining Managers' Association of Australasia held its annual conference in Ballarat, Victoria, Australia, when it was suggested by the delegate from Broken Hill that the time had arrived for the establishment of an Australasian Institute of Mining Engineers. Coal dust and float coal dust, produced during normal mining operations, in underground coal mines, are carried from the point of origin downstream by the ventilating air, where it deposits on the surfaces of the mine entry. In an explosion, this dust is lifted from the surfaces by the aerodynamic disturbances and, if of sufficient quantity, can continue to propagate the explosion. To prevent the surface coal dust from contributing, it must be inerted, typically by spreading pulverized limestone, i.e., rock dust, over the coal dust surface. To facilitate the dusting operation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory(PRL), developed an automated system that continuously monitors the accumulation of coal dust. This system could activate a rock-dusting machine that disperses rock dust into the ventilation air when dangerous deposits accumulate and deactivate the machine when sufficient inert has been deposited on top of the coal dust. The system consists of a microprocessor-controlled optical float dust deposition meter. This device measures the light intensity reflected from a deposited layer of dust. A standard cap lamp is used as a fixed-position light source. From the reflected light signal, the microprocessor determines the hazard level of the deposited layer and performs the appropriate action. Full-scale studies conducted in the Experimental Mine at PRL's Lake Lynn Laboratory, using alternating thin layers of rock dust and coal dust, successfully demonstrated the operation of the device. Based on the statistical data from these studies, a mathematical model was developed to predict long-term error in total rock dust content using this inerting procedure. Downwind dust dispersion was also examined to provide optimum placement of the dust sensors and to determine the need for better rock dust dispersion techniques.

Disposing of coal mine waste at the surface has been and continues to be a problem which has yet to be resolved within the coal mining industry. A possible solution to this problem is to return the refuse back into the operating underground mine generating the waste material. It is believed that the approach described will provide an inexpensive and pratical solution to the problem. The designed system is installed and operable at the Millers Cove Energy Company, Inc. property in Lee County, Virginia. This system limits surfact facilities to a minimum size. It incorporates state-of-the-art hydraulic transport and backfilling technology and equipment to systematically backfill areas within the active mine. It maximized the benefits of reducing treatment of coal wasts while it minimizes environmental impacts on groundwater. The system approaches the problem in a manner to maximize benefits and minimize risks. The cost of returning coal waste back underground at the Millers Cove site is estimated at $0.67 per ton of marketable coal (1982 dollars), which is slightly higher than their surface disposal cost of $0.61 per ton of marketable mat (1982 dollars). The underground disposal costs do not include cost savings that should be realized within the preparation plant and treatment facilities at the surface. Preliminary tests of the system were conducted at the surface; funding restrictions prevented an in-mine trial. Efforts should continue to demonstrate the feasibility of solving the problem of refuse disposal. The installed system and plant at Millers Cove should provide the opportunity to test an underground disposal operation. This report contains guidelines to pursue this opportunity.

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

"INTRODUCTION In accordance with the outline of investigation described in a previous report 5 of the Bureau of Mines dealing with the use of acrolein for detecting leakage of methyl chloride from unit--type refrigerating systems, the work has been extended to include an investigation of its use in a multiple system, This report gives the results of analysis of samples of the gas from representative units of a multiple system charged with methyl chloride containing approximately 0.9 per cent acrolein by volume, The results furnish a basis for estimating the Warning that would be given in event of leakage. Modern electrolysis technologies can provide possibilities for developing sustainable processes in terms of energy and environment. Laboratory experiments were carried out to study electrodeposition of iron from molten salts and aqueous solutions using an inert oxygen evolving anode to eliminate the emissions of CO2. The possibilities of molten salt electrorefining of metallurgical grade silicon to produce solar grade silicon were also investigated. Electrochemical techniques were used to study the electrochemical behaviour of dissolved iron, silicon, and titanium species. Bulk electrolysis was carried out to deposit pure iron, silicon, and titanium. The quality of the deposits was studied by SEM/EDS and XRD analyses. A consideration of mining ventures and the changes of an environmental nature that occur. The paper is introduced with a general statement claiming recognition that mining ventures are important to human well-being but that these need to be justified against the environmental changes that they bring about. The various factors that need to be considered are cited followed by an historical review of mining activities. The various environmental issues are discussed under three headings; socio-economic, physical and biological, prior to reviewing the world's demand for minerals including fossil fuels. In conclusion guidelines for appraising mining ventures relative to environmental changes that may occur, are given.

Understanding the interaction between rock bolts and underground rock movement is critical for safe and cost effective underground excavation design. Although early research on this subject involved a balance of theoretical analysis and field measurement, recent work has been heavily focused on analytical and numerical studies. This paper describes technologies that have the potential to redress the balance through instrumentation of rock bolts deployed under routine operating conditions in underground mines. Two new products are presented in this paper. Firstly the U-cell coupler is a load cell device that can be routinely coupled to the threaded end of a bolt prior to installation. It measures the ?series? load at the head of the bolt. Secondly, the d-REBAR involves an array of small-diameter, long-base length displacement sensors recessed into grooves along the entire length of the bolt. Both new instruments are interfaced with on-board digital signal conditioning and telemetry. Methodologies for the deployment of the new instrumentation and guidelines are presented for the interpretation of results based on data obtained from field trials. Successful field installations demonstrate the viability and practicality of these new technologies and, moreover, provide important insight in to rock bolt/rock mass interaction.

The MODSIM mineral processing plant simultor is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open- and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.
