Injury experience at coal mines and mechanical-cleaning plants (excluding officeworkers ) in 1967 was 222 fatal and 10,115 nonfatal disabling work injuries during an exposure time of 241.8 million man-hours. These injuries occurred at a frequency rate of 42-75 per million man-hours worked; the severity rate was 7,699 days lost or charged per million man-hours. Each of these general measures of injury experience was lower than similar data recorded for 1966. Employment at 6,885 coal mines and 569 mechanical-cleaning plants, excluding officeworkers, averaged 139,312 men in 1967. The average number of days worked was 220. Coal production totaled 560.8 million short tons, at rates of 2.32 tons per man-hour and 18.32 tons per man-day. A total of 2,779 onsite officeworkers at coal mines and mechanical- cleaning plants worked 5.2 million man-hours in 1967 without a disabling work injury.

The present communication records the results of a research investigation conducted in the Porcupine Gold Mines in Timmins, Onto. Soon after silicosis became a compansable disease in Ontario under the Workmen's Compensation Act in 1926, the attention of mine operators and physicians was drawn sharply to the prevalence and importance of this condition in the mining industry. A number of examining centres were established in Northern Ontario by the Workmen's Compensation Board, and the yearly X-ray examination of miners was made compulsory.Although working conditions were soon improved, the mining industry realized that they were confronted by a problem demanding basic research for its final solution. The late Sir Frederick Banting had, for a number of years, been interested in silicosis, and it was upon his suggestion that an experimental investigation was undertaken at the McIntyre-Porcupine Mines Ltd., Schumacher, Ont., in November, 1932. A preliminary report of this investigation was published in 1937 by Denny, Robson and Irwin and a further report by the same authors in 1939.Accepting the theory that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid in the presence of body fluids; these authors assumed that if the solubility of the silicious material retained in the lung could be sufficiently reduced, the usual fibrotic response would be modified or would not occur. A search was therefore undertaken for some non-toxic compound that would fulfil this purpose. After investigating ma:qy substances, Denny and Robson discovered in 1936 that the presence of small amounts of aluminum powder almost completely inhibited the solubility of silicious material in vitro. An intensive study of the mechanism involved later showed that the reduction in solubility was due chiefly to a coating of the silica particle with a thin film of a gelatinous hydrated alumina which on drying formed the crystalline alpha aluminum monohydrate boehmite (AI203.H20). The presence of this absorbed layer on the surface of the quartz was indicated by -staining it with aurin (ammonium salt of aurin tricarboxylic acid) and proved by Germer and Storks by means of electron diffraction patterns.Inhalation experiments with animals were at once begun, using pure quartz dust with and without aluminum powder. IN all wet concentration processes it is of primary importance to determine to what degree the crushing must be carried in order to obtain the maximum profit per ton of ore milled.To effect a clean separation, either by gravity or flotation treatment, between either one valuable sulphide from another, or a sUlphide from the gangue, the ore must have been subjected to grinding to such an extent that the particles to be separated are completely liberated from each other.Insufficient crushing will result in either an incomplete separation of the sulphides from each other, and thus a loss of the one sulphide in the other, or else a loss of the valuable sulphide in the gangue.This being so, the question arises whether the added cost of extra crushing would be economically warranted by the increased recovery consequent on such a step.

Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly In the form of byproduct salt cake from the acid manufacturers, has been tending to decrease due to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the Kraft paper industry, especially in the South, has brought about greater demand for sodium sulphate in that section. This dean is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorable situated domestic deposits of Glauber salts and tile anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far removed from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2SO4 ? 10H20), which must be dried or dehydrated in order to meet consumer requirements. The water of hydration represents, roughly, 55 percent of tae total weight of the crude salts and therefore has a very important influence on transportation costs. In marry instances the cost of getting, even the dehydrated product to market is the deciding economic factor. Therefore, the recovery oil production of anhydrous sodium sulphate from plant-.waste liquors or from natural brines of suitable composition might be economically feasible. The U.S. Bureau of Mines, at its nonmetallic Minerals Experiment Station, New Brunswick, N. J., has, for a number of rears, been investigating the commercial possibilities of treating the complex saline mineral polyhalite (K2SO4?NgSO4?2CaSO4?2H20) for the recovery of potash and magnesia. Certain proposed processes (1, 2, 3, 4)4/ yield waste liquors that contain the bulk of the magnesium and sulphate originally combined as magnesium sulphate in the polyhalite molecule. The importance of the Broken Hill mining field may be gauged from the fact that since the discovery of the ore-body in 1883, till the end of 1931, approximately 43,000,000 tons of ore have been raised.The lode covers a length of 31 miles, and in places is upwards of 300 ft. in width. The ore, as at present mined, consists of an intimately blended mixture of lead and zinc sulphides with silver and gangue minerals.Structurally the lode conveys the impression of a huge longitudinal arch (when viewed from the east or west), having its apex or crown near the centre of the field, in the leases of the Broken, Hill Proprietary Co. Ltd., where the lode outcropped at the surface.The minimum depth of the lode in the Proprietary mine was some 500 ft. from the surface, but huge undulations, having an average pitch of 45°, carry the extensions of the arch gradually deeper, to those places where active stoping operations are now in progress in the workings of the North mine at one extremity, and the South and Zinc Corporation mines at the other. The depth of the lode from the surface, as exposed at present, is approximately 1700 ft. at these extremities.The structure and physical character of the ore-body, and its containing walls, are so complex and varied that almost every type of mining problem is met with.

Equipment-washing facilities at Freeport-McMo-Ran?s Sierrita Mine in Arizona produce a mixture of oil and water that was difficult to dispose of easily or cheaply. However, after some changes in the facility, waste oil is now used as part of the mining process. Freeport-McMoRan Copper & Gold Inc., head-quartered in Phoenix, AZ, operates copper, gold and molybdenum mines. It is the world?s largest producer of molybdenum. Heavy equipment used at the mine is hosed off periodically in the wash bay. The dirty water and oil mixture drains into the sump next to the bay. Oil was manually collected for disposal. This was a tedious and dirty process Mine managers sought a more efficient method of removing the oil. Instead of spending the time and effort skimming the tank with vacuums or sorbents, they enlisted the help of Abanaki Corp., manufacturer of the Model 4 Oil Grabber. Engineers designed the sump to utilize prevailing winds to blow the oil to one corner. This was the ideal place for the Abanaki skimmer. The skimmer removes the oil and discharges it into a plastic storage container. ?This reduces the time needed to keep the area clean, and the staff can focus on cleaning the equipment rather than worrying about the oil,? according to Jay Salerno, construction manager at the Sierrita Mine. Salerno is considering adding an optional oil concentrator to the skimmer to make the process even more efficient. The concentrator would remove any water picked up by the belt and return it to the sump, leaving nearly pure oil for disposal. Because the mine is located in the Sonoran desert, most of the water evaporates in the hot, dry air and is not reused.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

A range of supported gold catalysts was prepared by ion exchange, varying many of the preparation variables, including concentration in the precursor solution, washing procedure, as well as drying and calcination procedures. These catalysts have been characterized extensively. TEM images show essentially the same crystallite size distributions, between 2?5 nm, for almost all catalysts, the only exception being catalysts not washed in ammonia, which did not show any small crystallites. Additional characterization with SEM yielded an interesting discovery. Catalysts that appear identical on the TEM also contain some large crystallites in the range of 50?500 nm. Differences in dispersion due to the drying procedure not seen on the TEM can now be observed. Oxygen chemisorption is being investigated as an additional method to characterize gold based catalysts to complement the typically used electron microscope techniques.

"For new mining projects or for medium- to long-term areas of existing mines, drilling data is invariably on a relatively large grid. Direct estimates for selective mining units (SMUs), and also for much larger block units, will then be smoothed due to the information effects and the high error variance.The difficulty is that ultimately, during mining, selection will be done on the basis of SMUs on the final close-spaced data grid (grade control), which will then be available, i.e. the actual selection will be more efficient, with fewer misclassifications. However, this ultimate mining position is unknown at the project feasibility stage and therefore has to be estimated. This estimation is required because any cash flow calculations made on the basis of the smoothed estimates will obviously misrepresent the overall economic value of the project, i.e. the average grade of blocks above cut-off will be underestimated and the tonnage overestimated for cut-off grades below the average grade of the orebody. Similarly, unsmoothed estimates will be conditionally biased and will give even worse results, particularly in local areas of short- and medium-term planning or mining.This paper presents a case study of indirect post-processing and proportional modelling of recoverable resources designed for mediumand long-term mine planning at the Gold Fields’ Tarkwa Mine in Ghana. The case study compares long-term indirect recoverable mineral resource estimates based on typical widely spaced feasibility data to the corresponding production grade control model as well as the mine production. The paper also proposes certain critical regression slope and kriging efficiency control limits to avoid inefficient medium- to longterm recoverable estimates, and highlights the danger of accepting block estimates that have a slope of regression less than 0.5."

If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . THE Wonthaggi coal-field lies south easterly from Melbourne at a distance by rail of 86 miles, on the flats of the Powlett River, immediately to the south of the deep-cut valleys and steep intervening ridges in the Jurassic rocks of the Bass Range and itsfoot-hills. The coal-bearing area is covered with a thin layer of late Tertiary and Recent deposits, which serve to mask the true character of the underlying coal-bearing rocks and effectually prevent the appearance of any coal outcrop. Two or three bores sunk prior to 1890 had shown the locality to be really a potential coal-bearing one. Only one additional bore was sunk in the State Coal Mine area until 1908, when energetic boring was resumed, with the result that in November, 1909, when an acute shortage of black coal in Victoria resulted from the prolonged strike on the New South Wales coal-fields, coal-seams had been located at Wonthaggi offering sufficient inducement to start an...

WHEN mining and treatment first started at Broken Hill only oxidised ores were available. These ores were rich in silver and lead-the silver mainly existing as chloride and the lead as carbonate.Treatment processes aimed mainly at the recovery of silver, lead being regarded as a by-product, and its recovery, except in so far as it affected silver recovery, was of minor importance.The first ore mined was carted to Terowie and thence railed to Melbourne, being smelted by the Intercolonial Smelting and Refining Co., of Spotswood.The first parcel (50 tons) returned £7442, or £148 16s. per ton to the Broken Hill Proprietary Company.The second parcel of 1053 tons, smelted at the Day Dream smelter, returned 132,142 oz. of silver, but no record is available as to its lead content.These results obtained from two parcels showed that by smelting the ore a handsome profit could be obtained, and Mr. La Monte was engaged to erect two 30-ton Nevada water jacket blast furnaces on Block 13. An on-stream shale detector has been developed that is suitable for use on conveyor belts carrying iron ore of up to 200 mm particle size. The shale is distinguished from high-grade iron ore by means of the substantially greater total natural gamma-ray activity (400-3000 keV) of the shale, which is due to the presence of uranium (214Bi), thorium (208TI) and potassium (40K). Other gangue materials, sueh as highly siliceous cherts and jaspilites, escape detection because of their low activity. A dynamic trial of the shale detector at Mt Whaleback, using a large-volume (100 × 100 400 mm long) "Polyscin" Nal(TI) gamma-ray detector, demonstrated that as little as 20 tonne of ore on a conveyor belt (equivalent to partial truckloads of ore) can readily be monitored for shale content.

The aqueous chemistry of niobium and tantalum compounds with hydrofluoric acid is a mature field of investigation. In contrast, very little attention has been paid to reactions of these compounds in non-aqueous environments. Similarly, reactions of elemental fluorine with niobium and tantalum compounds have received little more than cursory attention in literature. This work discusses the isothermal reaction kinetics derived from thermogravimetry, using a less redundant approach than is currently the standard. We also discuss the most likely kinetic models for this reaction.

The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. This "barren liquor" results from sulphuric acid leaching of Radium,Hill uranium concentrate, followed by separation of solid residues and removal of uranium from the clear solution by ion exchange. In 2007, Rosebud Mining Company (RMC) opted to extend the reserve base of Tracy Lynne Mine by developing through a sandstone channel. The extension provided access to approximately 6 million additional recoverable tons (approximately 8 years of mining) which originally had been deemed inaccessible. An evaluation of the mine?s existing ventilation system, which was designed to meet the needs of the original limited reserve, concluded that two ventilation shafts would likely be required to adequately ventilate the projected workings in the expanded reserve. To assist in the evaluation, a ventilation model of the mine was developed using Ohio Automation?s ?ICAMPS MineVent? software based on field data from Tracy Lynne Mine, prior ventilation survey experience at similar RMC mines, and relevant published sources. Model results suggested that the most economical shafts would be an 8-ft diameter return and a 4-ft diameter intake. Unfortunately, issues related to property leasing and shaft site permitting caused construction delays. Therefore, the model was also used and proved to be effective in prioritizing interim ventilation upgrades which could be implemented in order to maintain coal production. Model results indicated that the best interim upgrades included rehabilitating restricted entries and damaged stoppings and replacing the main fan with a higher pressure fan. From late 2010 to mid-2012, all interim upgrades and shafts were implemented. Current models and mine experience indicate that ventilation will not be the limiting factor for mining the additional reserve.

"The Victor Diamond Mine is located in the James Bay lowlands, 90 km west of the First Nations village of Attawapiskat. The project was the first of its kind in northern Ontario and was completed approximately 9 months ahead of schedule.The Victor Mine process plant flowsheet was designed to produce a 95 - 98% by weight diamond concentrate. Main processing steps include 3 stages of comminution, dense medium separation and proprietary x-ray technology for final recovery. Reagent consumption for this process is limited to flocculant, for thickening of fine processed kimberlite, and FeSi for the dense medium separation.The commissioning phase of the Victor Project was executed over a period of 6 months and commenced prior to substantial completion of construction. The approach used was to focus on and complete commissioning of the higher risk dense medium separation and recovery systems prior to construction completion of up stream systems.INTRODUCTIONThe development of the Victor Diamond Mine took place over a period of approximately 5 years and had a capital cost of CAD997 million. It was a greenfields project in an undeveloped region of northern Ontario, only accessible by winter road. Figure 1, below, displays the location of the project within Ontario.The main stages of the project included feasibility, environmental permitting, engineering, construction, and commissioning. At the onset of the engineering phase, the mine was scheduled to enter production in October 2008. Through a team effort between AMEC and DeBeers Canada, the schedule was advanced by 6 months towards the goal of project completion in April 2008. Production status was attained in January 2008, approximately 9 months ahead of the original schedule. This paper focuses on the commissioning aspects of the project and includes a less detailed discussion of the engineering stage."

PURPOSE OF THE PROJECT The Big Walnut Augmentation Rickenbacker Interceptor project began in 1995with the preparation of the Scope of Services for the design of the Rickenbacker Interceptor, with service to and around the Rickenbacker Air Force base. The air base was soon to be placed under civilian control through a Port Authority, with an expected influx of businesses and services, requiring increased sanitary service capability. Due to political differences regarding annexation and other issues, the project was placed on hold. In mid 1996 the Scope of Services was rewritten with more emphasis on a tunneling option, but still only addressing the air base and surrounding tributary are a sanitary service requirements. The consultant selection process began in late 1996 with the Request for Statements of Qualifications issued in December. Three firms were selected to furnish proposals based on the revised Scope of Services that now included requirements for hydraulic modeling of the service areas and the Big Walnut Outfall (BWO) and an expanded soil investigation requirement. All three firms were requested to make presentations to the selection committee, with the committee selecting URS Greiner for further consideration and negotiation. A contract was entered into in August of 1997with URS Greiner. The major sub-consultants were Lachel and Associates, Inc., H.R.Gray and Associates and Solar Testing Laboratories, Inc. The project began with geological investigations, preliminary soil borings, well investigations, tributary area evaluations, hydraulic modeling of the BWO system and research into other projects planned for the Rickenbacker airport and surrounding area. The hydraulic modeling of the BWO and the proposed Rickenbacker Interceptor confirmed that the BWO suffered wet weather surcharging and would require augmentation to properly convey the future flows to the Southerly Wastewater Treatment Plant(SWWTP). The project scope expanded to include evaluation of both the Rickenbacker Interceptor and the Big Walnut Augmentation projects. Both projects previously identified in the Capital Improvements Program. The work on the expanded scope for the Big Walnut Augmentation and the Rickenbacker Interceptor began with the evaluation of a parallel 2.75 meter (108") diameter augmentation sewer from SWWTP to S.R. 317and Parsons Avenue, then continuing east along S.R. 317 as the Rickenbacker Interceptor. A combination of novel and æclassicÆ methods, namely electric pulse disaggregation (EPD), hydroseparation (HS), preparation of monolayer polished sections, and mineral liberation analysis (MLA) was employed to study ores from platinum pipes (Bushveld Complex, South Africa), pristine PGE mineralisation of the Main Sulfide Zone (Great Dyke, Zimbabwe), as well as ancient and modern gold/PGM placer deposits. It is shown here that the EPD technique liberates mineral grains of interest without any visible destruction allowing the study and analysis of individual rock-forming and ore minerals, in our case especially platinum-group minerals. The HS method is an effective tool in concentrating heavy minerals by factors up to 10 000 fold. As near-total recovery of grains >10 ¦m is achieved, the nugget effect can be overcome also in case of limited availability of samples (drill core, museum specimens). The MLA technique is a fast tool to detect and characterise mineral phases in ores and ore processing products. Many mineralogical parameters of individual grains and mineral assemblages can be deducted and documented. The results show that the techniques employed, either on their own or in combination, provide a wide range of additional information especially on platinum ores which is beneficial to both the researcher and the metallurgist.
