Rock joint stiffness is not only a poorly known parameter, but also has no established laboratory measurement procedure. This paper presents methods used to determine the normal and shear stiffnesses of healed joints filled with vapor-altered minerals obtained from the Yucca Mountain site in Nevada. Results show that these joints behave linearly up to 85% of their loading history and are stiff with strengths very close to the strength of the intact rock. Factors that might have contributed to the linear behavior of these joints are discussed and areas requiring further investigation are provided. Joint normal stiffness ranges from 7.16 to 64.77 GPa/mm with an average value of 26.93 GPa/mm, while joint shear stiffness averages 11.41 GPa/mm and ranges from 3.09 to 28.41 GPa/mm. Young?s modulus of the vapor-altered joint infilling was calculated from the stiffness of the healed joint. Young?s modulus of the vapor-altered joint filling material averages 7.89 GPa and ranges from 2.15 to 19.43 GPa. Given the pervasive presence of such altered rock, usually in the form of sub-spheroidal 3-D pockets, this property should be of value in any numerical modeling attempting to describe the mechanical behavior of these tuff formations at the level of detail where inclusions might be a factor.

Hudson River Pier 86, home of the historic USS Intrepid Aircraft Carrier and the Intrepid Sea-Air-Space Museum, is currently undergoing a $30M reconstruction. This project involves the demolition of the old timber pile supported pier and construction of a new 150 ft wide by 782 ft long concrete pier, built over the footprint of the old piles. The new pier consists of steel pipe piles, precast concrete pile caps, and a composite deck, made up of precast, prestressed concrete planks and cast-in-place concrete topping. This paper focuses on both the structural design and construction of the new pier, with emphasis on the pile foundation. Pier 86 is unique in that it is required to resist the extremely high lateral loads imposed on it by the permanently moored 898 ft long aircraft carrier during severe storms. A total of 360 steel pipe piles support the new pier. These piles, which are 24 in. in diameter and range in length from 58 ft to 175 ft, were driven down to bedrock. The piles, each having 200 ton allowable capacities, work together to resist the significantly large lateral loads exerted on the pier by the ship. The installation of the piles was unique in that all the piles, including the ?super-longs?, were fabricated to-length offsite, delivered to the site via truck and barge, and installed in one piece, eliminating the need for field splicing. The Pier 86 reconstruction will be completed within an extremely aggressive 18 month schedule, from January 2007 through June 2008. The refurbished aircraft carrier Intrepid will return home in September 2008, and the grand re-opening of the pier will be on Veteran?s Day 2008. This paper provides a case history for owners, government agencies, engineers, and construction professionals that will be faced with the challenges of designing and building new piers.

"INTRODUCTION .Very little information regarding coal mining in Spain has been published in the American technical press, and few people realize the extent of this industry or the conditions under which coal is mined. The information in this publication was collected in 1945 and consists of personal observations in Spain, statistics, and other data of a, general nature obtained from official sources.Spain produces bituminous coal, lignite and anthracite, but the total tonnage mined is less than the national requirements. Before the war, an appreciable tonnages coal was imported from Great Britain under the Anglo-Spanish treaty, which rebated import duties and effectually prevented competition from any other foreign source. The war stopped the major part of the important of British coal and caused rapid expansion of the domestic sources, but this was not sufficient to supply the industrial demand. Coal that formerly was not acceptable to industry because of quality is now mined and marketed. The Government, allocates the better-grade bituininous coal to the various industries in accordance with the national importance of the work in which they are engaged; for example, the railroads are allotted 100 percent of their requirements, but cement companies can obtain only 25 percent.The Government offered to inducements to increase the production of coal of any class, but the larger part of the increased tonnage obtained was in inferior grades; as a result, the lignite production was taxed, while a bonus was paid for bituminous-coal production in excess of the 1942 tonnage.The anthracite and bituminous-coal areas were severely damaged during the Civil War and many experienced miners migrated to the lignite mines in eastern Spain. This has resulted in an acute shortage, particularly the Province of Oviedo where the most important bituminous-coal deposits are located."

The blast -hole method for drilling and breaking ground is not new to the mining industry . For several years it has been used rather extensively in Canada , particularly in the gold mines , where it was first developed and where the major advances in the technique as applied to present - day mining problems have been made . At present , 40 mines in Canada and the United States are using the method in one form or another , and from all indications its use will increase in the future . In two California mines , blast -hole diamond drilling is now used for a part of or for all stoping operations , and in one of these it is used to some extent in development work . At the Mountain Copper Co.'s Hornet mine in Shasta County, about 50 percent of the pyritic sulfide ore produced is mined by the blast - hole method , and the U. S. Vanadium Corp. mines 80 percent of the ore produced at its Pine Creek tungsten mine in Inyo County by this method . At Pine Creek , long -hole drilling and blasting is used for mining pillars also , and in pre - stoping development . The blast -hole diamond - drilling method is not applicable to all types of ore bodies . A third property in California , the El Dorado Limestone Company , El Dorado County, tried the method for several months in 1943 and 1944 , but , owing to certain factors that greatly increased mining cost , the company soon returned to conventional mining methods .

The introduction of social media platforms has ushered in a new era of interaction and information exchange, which impact business-to-society relationships. Mining companies are closely watching these platforms, as the industry takes a cautious approach to control flows of information. This paper explores the risks, challenges and opportunities of using social media, based on a qualitative mixed methods investigation with stakeholders from the Canadian mining industry. Generational and language barriers, misunderstanding and limited motivation from regulators make implementing social media platforms challenging and risky at an organizational level. The benefits of social media include being able to mobilize communities and share information in real time. Despite the challenges, the study found that 62% of mining stakeholders are incorporating social media tools, mostly in an ad hoc manner. Flexible strategies for transparent communication and public engagement are creating new opportunities for information exchange.

At Fermilab, located in Batavia, Illinois, a 4,000-foot underground complex of tunnels and caverns is being excavated on a decline of six percent, at depths of up to350 ft, below grade. The site geology consists of dolomitic and shale formations overlain by glacial till. Since the start of construction in March 2000, work to date has concentrated on the excavation and support of the Target Hall cavern, which is characterized by a low rock cover and a final lining of shotcrete. Ground vibrations, noise levels, and rock movement were monitored during excavation by drill and blast methods to prevent damage to experimental facilities, impacts on surrounding communities, and to allow evaluation of cavern performance. The cavern design was based on a UDEC numerical analysis that was validated during construction by comparison to encountered conditions and measured cavern movements.

"A paste backfill plant and underground piping distribution system was commissioned at the Brunswick Mine in June, 1998. Concentrator tailings, composed mainly of pyrite and lesser amounts of silicate minerals with a P80 of 37um (45 YO-20 pm), are pumped to the backfill plant. The backfill plant uses conventional thickening and disc filtering to dewater the solids, which are then mixed with binder in twin screw mixers. The paste is discharged through a gob hopper and one of three boreholes by gravity. Approximately 65% of the concentrator tailings will be placed underground at full production. The remaining thickened tailings will be pumped to an existing impoundment area. Application of paste technology will completely replace the use of cemented rock fill in the mine by the end of 1998.The design capacity of the paste backfill plant is a total of 360 dmtph of cemented paste through two parallel production lines. The plant is highly instrumented and controlled via a hybrid Programmable Logic Controller (PLC-5) and Fisher ProVox Distributed Control System that is in communication with the property information highway. Video and audio signals from the underground system are carried to the surface plant via a leaky feeder communications/fiber optic system.The underground distribution system consists of a network of 200mm diameter boreholes and piping. There are approximately 3.5km of boreholes and 5.5km of piping in the system. To minimize pressures, the greatest piping length from any borehole is approximately 400m with all piping being open-ended. There are no valves in the entire paste distribution system.Construction of the plant, including installation of piping to and from the plant and preparation of the underground distribution system, was completed in less than one year from the time of management approval for the $M 22.3 project."

The original manuscript of section 2 of this series of miners' circulars devoted to accident prevention in bituminous-coal mines was completed in September 1944. At that time roof bolting had been tried with some success in the lead-mining district of south-eastern Missouri, but information on the subject was so fragmentary that it was not included as a method of roof support. References to roof support in bituminous-coal mines, therefore, were confined almost entirely to conventional timbering methods. In 1947 the Bureau instituted a research program and intensive study of the general problem of roof control, which emphasized roof-bolt application. The rapid increase in mechanized mining following the close of World War II provided the impetus for the Bureau's roof-control investigations, because the vertical supports used with conventional timber restricted the maneuverability of mechanical face equipment, and the industry wanted to explore every possible method of eliminating interference with the production cycle to gain full advantage of mechanized mining. Moreover, the accidental dislodgment of vertical supports greatly increased the roof-fall hazard. As roof falls have killed and seriously injured more mine workmen every year than any other cause or classification of injury since records have been kept, the Bureau assumed this investigative leadership with the prime objective of substantially reducing the annual toll from falls of roof, including falls of rib and face.

"This information circular discusses drilling and blasting in open-cut iron-ore mines and is one of a series of papers describing iron-ore mining practices in the Lake Superior district to aid in preventing accidents in that industry.The Lake Superior district consists of the Marquette and Menominee ranges of Michigan, the Gogebic range of Michigan and Wisconsin, and the Vermilion, Mesabi, and Cuyuna range of Minnesota. Open-cut mines produce 8o percent of the iron ore mined in the district; 98 percent of the total Lake Superior district open-cut ore is produced in Minnesota and 2 percent in Michigan. The entire Wisconsin iron-ore production is from underground nines. The Mesabi range in Minnesota produced 93 percent of the open-cut iron ore and 76 percent of the total iron ore in the district in 1947.During the 8-year period 1940-47, 619,000,000 gross tons of iron ore were shipped from mines of the district, or 85 percent of the United States output. Approximately 78,000,000 gross tons of iron ore were shipped from the mines of Minnesota, Michigan, and Wisconsin in 1947.This paper is based primarily on observations daring the period July 1947 to March 1948. Thirty-two open-cut mines were visited; 28 on the Mesabi range, 3 on the Cuyuna range, and 1 on the Marquette range. In 1947, 36,100,000 tons of iron ore was shipped from these 32 mines, or 59 percent of the open-cut ore and 46 percent of the total iron ore shipped from the district. During 1947 about 90 open-cut iron-ore mines were operating in the district, and the annual production of each ranged from 25,000 to 10,000,000 tons.Many recommendations included in this paper for improving safety and preventing injuries to employees were taken from Bureau of Mines Information Circular 7387.Data were collected under the direction of Frank E. These formations are designated by one commonly applied name, ""iron formations.""4/The Mesabi range in northern Minnesota, about 70 miles northwest of Duluth, was opened to mining in 1892; it is the largest single source of iron ore in the United States. It is 75 miles long and, because of the gentle dip of the ore formation, it ranges in width from 1-1/2 to 3 miles.5/ The ore formation, which is nearly horizontal, has a maximum thickness of about 450 feet and is covered by a glacial drift that ranges from 10 to over 100 feet in thickness. Most of the ore is near the surface and adaptable to open-cut mining."

Coal mining in the United States, had a somewhat higher death rate per million man-hours of exposure among the employees in 1937 than in 1933 to 1936. However, the rate in 1937 was lower and therefore more favorable than that in any year since 1921 but previous to 1933. The nonfatal injury record, which began in 1930, was lower and therefore better in 1937 than in any other year since 1930. Separate figures covering bituminous-coal mines in all States showed a lower fatality rate in 1937 than in any year since 1920 but before 1933, and a lower nonfatal injury rate than that of any year since 1930 except 1933 and 1936. Reports for anthracite mines in Pennsylvania revealed a better safety record for fatal accidents in 1937 than in any year since 1930 except 1933, 1934, and 1936 and a better record for nonfatal injuries than in any year since 1930 except 1933.

The Tennant Creek goldfield is situated in the Northern Territory, 360 miles north of Alice Springs, or a tot~l distance of 1,300 miles north of Adelaide, and 600 miles south of Darwin. The auriferous area extends 20 miles north and south by 50 miles east and west. The overland telegraph line and the AIice Springs-Darwin road pass through the centre of the field.HISTORY, PRODUCTIONThe country comprising the goldfield was traversed by J. MacDouall Stuart between 1859 and 1861 in the course of his last three exploring expeditions, which terminated respectively at Attack Creek, Newcastle Waters and at the mouth of the Adelaide River. The explorer named Tennant Creek and also Mount Samuel, on which mining operations are now in progress. The overland telegraph line was completed in 1872 and a relaying station established eight miles north of the site of the present township. There was no other settlement in the adjacent country prior to the opening up of the goldfield.Gold was discovered in 1926 on what is known as the Great Northern lease, three miles north of the township. The field was remote; the nearest plant at which gold ore could be treated was at Peterborough, in South Australia, 1,186 miles distant, and it was not until 1932 that the development of the field actively commenced.The production of the field from its inception to December 31, 1939, was 57,895 QZ. of gold, valued at £522,000, recovered from 61,793 long tons of ore, won from 98 mines. In 1940 seven of these mines had reached depths between 100 ft. and 230 ft., the workings of the majority being less than 60 ft. below surface.TOPOGRAPHY, WATERThe country is traversed by parallel and sub-parallel lines of hills trending east and west and rising to altitudes varying from 50 ft. to 100 ft. above the intervening valleys. The low ranges and isolated hills owe their survival to the resistance offered by their indurated, harder rocks to erosion which has removed the softer intervening formations. Their elevation and area depend to a considerable extent upon the presence of; and, the size of, the more or less exposed haematite formations, or are due to the influence of extensive siliceous dykes which traverse the locality.Watercourses head from the hills and either flood out on the flats within a short distance, or in a few cases follow longer courses to the northward. Over 1500 literature citations related to diesel exhaust sampling and analysis were obtained as a result of both computer and manual searches of nine data bases. Abstracts and hard copies of relevant citations were reviewed and those considered appropriate for evaluation were included in a bibliography. Based on the literature collected, available sampling and analysis methods for the following diesel exhaust contaminants were evaluated: CO, CO2, NO, NO2, Hydrocarbons, Particulates, PNA, S04, Oxygenates Emphasis was given to both laboratory and field methods for these species. Methods were evaluated on the basis of sensitivity, selectivity, accuracy and reliability and a selected list of preferred methods was developed for each compound/ class. The selected methods were additionally evaluated through communication with current investigators. Sampling and analysis methods for all compounds except CO and CO2 were observed to have some unreliability. Recommendations were made for future research to develop, improve, and validate methods.

This publication covers the work of the Division of Coal Mine Inspection, Bureau of Mines, as performed under provisions of the Federal Coal Mine Safety Act. It presents background information and data since 1952 when the Act became effective and includes up-to-date statistics for the calendar year 1962. During that year, approximately 9,704 coal mines were active in the United States, and the Bureau made 12,810 regular inspections. BACKGROUND The Federal coal-mine inspection program was established to carry out the provisions in Public Law 49, 77th Congress, (H. R. 2082) approved May 7, 1941. This act has since been amended as Title I, Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also included Title 11, Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal Mine Safety Act.

To achieve safe and healthy working conditions in shaft sinking operations, ventilation, and where necessary cooling, must be provided. These requirements are considered for sinking vertical, sub-vertical and decline shafts. Regulatory requirements, determining air volumes and amount of cooling required, the various ventilation methods used such as force, exhaust, twin columns, air reversal using four gate systems and the equipment required to achieve this, are discussed. Consideration is also given to the sinking of single and twin declines using diesel equipment, calculating the air volumes required to dilute pollutants and the various methods for achieving this. Also discussed is the importance of having early ventilation design input to the overall design of the mine. In many cases ventilation can be the prime determinant for the size and configuration of the shafts or declines that have to be sunk.

The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. Numerous different instruments and techniques have been developed for the purpose of measuring rock stress and stress changes around excavations. The interpretation of the output from many of these instruments has often been problematic. This paper covers the research performed in attempting to analyze one particular stress measuring instrument called the Borehole Platened Flatjack (BPF) . The approach used in this analysis was to combine the analytical solution for the displacements around a borehole and the analytical solution for the bore- hole-platen interaction with the empirical stiffness behavior of the flatjack. The resulting model of the BPF response was then verified using measured laboratory data with very good results. In addition, techniques for applying the method to the field are briefly discussed. The major accomplishments of this comprehensive modeling and testing program are; 1) the establishment of the critical installation and site parameters of the hydraulic pressure cell and 2) the development of a systematic procedure for calibrating the cell based on the given values of these critical parameters.
