With access to the World Wide Web, many resources are readily available for improving claim reports. With a little time spent on line, a more thorough report can be created. Claimants will accept the conclusions of a report more readily when they can view support information on their own computer, particularly when the support information is not just from blasting related web sites. Some suggested resources are discussed including aerial pictures, local tax maps, topographical maps and home repair web sites. This paper provides suggestions for tracking down support information on the web and information on how to properly reference this information. Case studies of several claim investigations are presented. These are some examples of how a little time spent online provided clear and convincing evidence to support the conclusions of the investigation.

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

Most of the estimates are based on nine months data. These summaries have been prepared in cooperation with State geological surveys or related agencies. The work of the copper metallurgy section during the year was devoted to laboratory studies of sulphur recovery from smelter smoke and combination smelting of copper and manganese. Both of these subjects were new this year. Combination Smelting of Copper and Manganese According to published work, the affinity of manganese for sulphur is greater than that of iron for sulphur, so that if a suitable mixture of com-pounds of iron, copper, and manganese be smelted to form a matte and slag, manganese should concentrate in the matte, together with copper.

Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

The story gives, in chronological order, a technical account of the steps taken to investigate, fight and contain the fire. "Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

[Nine wire rope terminations were pull tested and fatigue tested to destruction to measure the termination efficiency and relative fatigue life. The terminations were selected on the basis off mine site visits and the specimen were assembled in a manner similar to industrial slings. To measure a termination's sensitivity to poor workmanship, both standard and modified assembly specimen were tested. Lang and Regular construction of the 6x19 and 6x37 class wire ropes were used in diameters of 13 mm (1/2 in.), 19 mm (3/4 in.), 25 mm (1 in.), 38 mm (1 1/2 in.), and 51 mm (2 in.). In static pull tests rope class, construction, and diameter interacted with the termination to influence the efficiency of the termination. In axial fatigue tests using only the 6x19 class rope, the effect of rope construction was negligible since failure was primarily dependent on the termination type. The Swaged Socket, a termination requiring a high capacity hydraulic press, gave the best overall performance in terms of efficiency and fatigue life. The short body length of the Zinc Poured Socket (RR-S-550) was attributed with the short fatigue life of this termination. The use of thermosetting resins as a replacement for zinc was demonstrated successfully for some socket designs. The fatigue life of the termination, expressed as a percentage of the fatigue life of the wire rope, was shown to be a guide for the retirement of the wire in these applications where the wiry' rope is primarily in axial loading.]

The resistance of yielding rockbolts to multiple impact loads was tested by means of a drop hammer. The methodology was based on the ASTM D7401-08 standard as well as the requirements specified for rockbolts by Luossavaara-Kiirunavaara Aktiebolag (LKAB – a Swedish mining company) and the Safety In Mines Research Advisory Committee of South Africa (project number GAP 423). During the tests, the loading force and bolt elongation were measured with a sampling frequency of fs = 19.2 kHz. In order to analyse the phenomena involved, the tests were recorded using two independent high-speed video cameras (600 and 1000 frames per second) and one thermal camera (128 frames per second). The tests demonstrated that all the samples transferred double the gravitational potential energy of Ep = 50.85 kJ from the impact load of mass m = 2825 kg and impact velocity of v = 6.0 m/s without failure. Damage to the bolt-resin contact in the upper anchoring zone of the bolt in the steel tube occurred after subsequent impacts. As a result, the macro-deformed bolt exhibits additional yield, and its operation following the shearing of the resin bond is similar to that of a ‘cone bolt’. Only one test resulted in damage to the threaded bolt rod-nut coupling, during the fourth impact; however, no damage to the bolt-resin contact zone was observed.

The Mining Foundation of the Southwest (MFSW)promotes public understanding and education related to the mining industry. Towards this goal, the Foundation has funded several projects from donations and fundraising activities. The MFSW was incorporated in 1993 by combining the Mining Club of the Southwest and the Mining Club of the Southwest Foundation. The Mining Club began in 1971 as a social organization. It provided members of the mining community an opportunity to meet. The club also provided a means for public education about mining. In the early 1990s, the club’s efforts were directed mainly toward educational activities. And in 1992, discussions began concerning incorporation into a non-profit foundation to further the public understanding of mining. In 1983, the American Mining Hall of Fame was inaugurated to honor significant contributors to the industry and profession. The Hall of Fame serves to educate people about prominent persons associated with the mining industry, present and past. The honorees number 75. Plaques commemorate their induction and are on display at the Arizona Historical Society’s Museum in Tucson, AZ. The combined honors ceremony and banquet have remained one of the fund raising activities.

??care has to be taken that the design is driven by sound geological reasoning and rigorous engineering logic rather than by the very attractive images that appear on the computer screen.??Hoek 1999 Design of a cavern is inextricably linked to the engineering geology of the site. The importance of sound geological reasoning will be illustrated by transportation projects in New York City where there are proposals for at least 11 caverns. These caverns have been the subject of advanced exploration techniques and geological interpretation but even so the raw data falls short of the sophistication of modern numerical methods. This paper will give geological explanations for the engineering characteristics of the rock in New York City which will provide guidance for practitioners when approaching cavern design in New York and elsewhere.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

The Bureau of Mines surveyed the solid wastes that have accumulated from coal mining in Washington, Oregon, and Montana. Location, amount, character, and condition were determined, and both economic and environmental factors were considered. Areas covered by waste comprise 800 acres in Washington, 5 acres in Oregon, and 1,200 acres in Montana. In a few cases waste is being utilized, particularly cinder from burned refuse dumps, as fill in road construction and as a ceramic raw material. It is estimated that wastes deriving from coal mined for electric power generation by 1974 may amount to 3 million tons of washery refuse, 2.7 million tons of fly ash, and 1,000 acres of spoil banks.

Nickel laterite pressure acid leach plants and reduction roast plants have had a checkered history in their engineering, construction, startup and operational reliability. Many potential projects have been the subject of detailed studies over the last thirty to forty years but relatively few have advanced to commercial production. Four reduction roast plants are currently operating, an additional one was partially constructed but never completed, and another was started up in 1974 and shut down after 12 years operation. Three acid leach plants have been built and commissioned in the last five years, trying to follow the example of the Moa Nickel plant in Cuba. An additional acid leach plant project is currently on hold, following limited construction work, its future subject to review by the owner because of potential cost over-runs. This paper attempts to discuss difficulties that may be encountered as a project is developed and will address factors which may affect production ramp-up schedule, long term production performance and overall production success. Comparisons are made with ramp-up performance at other large metallurgical plants that employ some comparable unit operations. Precast prestressed concrete piles designed to be end-bearing in a sand stratum at Drax Power Station met with extremely variable resistance during driving. Some piles came to virtual refusal almost immediately on entering the sand whereas others were driven to considerable penetration with very low resistance. Redriving and load tests on piles experiencing low resistance on initial drive showed that take up in strength occurred over a relatively short period of time. Investigations involving the use of pneumatic piezometers revealed the development of significant excess pore pressures during driving. Samples from boreholes showed that piles met the least resistance when the sand had a high silt content. Comparison with the original site investigation data demonstrated the difficulties in predicting detailed pile behaviour. The varied behaviour could not be related to the original borehole logs or to SPT or static cone penetrometer results. The factors controlling pile driving behaviour were essentially geological and could only be explained with reference to local soil grading.

Traditionally comminution optimisation has been focused on energy minimisation, whereas flotation optimisation has been focused on recovery improvement. One of the largest, if not the largest, operating cost over the life of a flotation circuit is electrical energy. With increasing pressure on operators to lower production costs and the cost of energy increasing, reducing the energy consumption of the flotation circuit can be beneficial to site economics. This paper reviews the use of energy by mechanically agitated flotation machines and discusses the measurement and benchmarking of energy consumption in modern flotation concentrators. Mine closures have traditionally prioritised environmental rehabilitation, often overlooking the deep socio-economic disruptions that follow, particularly in mining-dependent communities. This paper argues that mine closure should not mark the end of prosperity but rather the beginning of a sustainable transition. The coproduction model, which integrates community participation, governance, and economic planning, offers a transformative approach to closure planning. Drawing on case studies from Ghana, Zambia, and Indonesia, this research examines the successes and failures of past closures, highlighting the critical role of stakeholder engagement, skills development, and economic diversification. By incorporating emerging technologies such as AI-driven economic forecasting, blockchain for governance transparency, and decentralised finance (DeFi) models, mining companies can ensure a just and sustainable post-mining future. This study challenges outdated closure models and presents a forward-looking strategy that sees mine closure not as an endpoint, but as a catalyst for social resilience and economic transformation. It underscores the need for policy reforms, stronger governance, and investment in alternative industries to prevent mining towns from becoming economic wastelands. By shifting the paradigm from remediation to regeneration, this research calls for a new era of mine closure planning that puts people and prosperity at its core.
