Originally constructed between 1939 and 1941 as part of Franklin D. Roosevelt’s New Deal programs, the Bonneville to Hood River 115 kV Transmission Line required an infrastructure upgrade to remain reliable and in-service. The line traverses the rugged landscape of the Columbia River Gorge on the Oregon- Washington border, featuring steep, talus slopes; uneven, rocky terrain; and a variety of environmental sensitivities. This paper details the design and construction of 27 micropile foundations for new, fire- hardening steel poles through a particularly challenging stretch of the alignment. The difficult access and environmental constraints at these sites designated them as helicopter-accessible and precluded the collection of detailed geotechnical information prior to construction. Micropiles provided a viable foundation alternative due to their portability and flexibility during construction. Detail will be provided on the extensive preliminary desktop study performed, as well as the process of developing engineering designs to successfully accommodate for variability and unknowns in complex geological conditions. With an increasing number of electric power projects traversing challenging terrain and facing similar obstacles, this project stands to provide valuable lessons learned to the industry.

A pond rehabilitation and environmental education project were proposed by Cleveland-Cliffs Michigan Operations (CCMO) and approved by the Michigan Department of Environmental Quality (MDEQ) and the United States Environmental Protection Agency (USEPA) as partial fulfillment of conditions for a stream mitigation permit. The goals of the project were the rehabilitation of a pond on a tributary of a local trout stream, enhancement of public access and appreciation, and the initiation of a site-based environmental educational curriculum. Cleveland-Cliffs undertook a suite of actions to rehabilitate a pond created by a previous mining operation in 1912 and make accessible to local schools the aquatic and riparian ecosystems. Cleveland-Cliffs partnered with the local governmental unit and two local school districts. The rehabilitated pond and riparian zone provide an accessible natural area that local residents can use for such activities as hiking, biking, walking, fishing and nature study. Vegetative enhancement includes the planting of native shrubs, wildflowers and showy herbaceous plants in the pond, on the riparian fringe and the surrounding area. An interpretive trail was developed around the pond with signs created by a local master watercolor artist. Local schools built and installed picnic tables, benches and a kiosk. Cleveland-Cliffs created pond lesson plans tied to the Michigan Curriculum Framework, developed inexpensive teaching kits and hosted a workshop for teachers from nine local schools. Classes regularly utilize the pond during the school year conducting environmental studies. Nesting boxes, wildflower gardens, bat houses, frog deformity surveys and water quality studies are a few of the activities that classes have conducted at the pond.

This report discusses fire-resistant hydraulic fluid safety from three different directions. First, results of a survey prepared for the Fire Resistant Hydraulics Journal by the staff of the Fluid Power Research Center are analyzed. Second, operational limitations of fire-resistant hydraulic fluids are examined. Finally, laws and standards of various foreign countries are investigated. Three conclusions are derived from a close study of fire-resistant hydraulic fluid safety from these three directions. First, a significant number of experts in the fluid power industry are no in agreement about aspects of fire-resistant hydraulic fluid fire-resistance and toxicity. This indicates a need for more in depth research. Second, the use of fire-resistant hydraulic fluids involves a compromise between the decreased fire hazards and increased toxicity and machine incompatibility problems. Finlly, major foreign governmental agencies have thorough laws and standards concerning fire-resistant hydraulic fluids. These laws and standards may provide a solid framework for further international research into fire-resistant hydraulic fluid safety.

Within the metal/nonmetal mining sector, fall-related incidents account for a large proportion of fatal and non-fatal injuries. However, the events and contributing factors leading up to these incidents have not been fully investigated. To help provide a clearer picture of these factors, an analysis of imminent danger orders issued by the Mine Safety and Health Administration (MSHA) between 2010 and 2017 at both surface and underground metal/nonmetal mine sites revealed that most orders are associated with fall risks. Of these cases, 84% involved the workers not using fall protection, fall protection not being provided, or the improper use of fall protection. Fall risks for workers most frequently occurred when standing on mobile equipment, performing maintenance and repairs on plant equipment, or working near highwalls. In most cases, a single, basic, corrective action (e.g., using fall protection) would have allowed workers to perform the task safely. Overall, these findings suggest that a systematic approach is needed to identify, eliminate, and prevent imminent danger situations. Furthermore, to protect mineworkers from falls from height, frequently performed tasks requiring fall protection should be redesigned to eliminate the reliance on personal fall protection.

This paper presents an algorithm for optimizing the classification of surface mine material subject to excavating constraints. High-resolution expected profit models are input and optimized to classification maps subject to site-specific rectangular excavating constraints. This optimization problem defies traditional closed-form analytical solutions; a practical heuristic algorithm has been developed to quickly determine the optimal final destination for the material subject to realistic constraints. The optimization is fast and generates results that achieve up to 98–99% of the total expected profit achieved with free selection. This algorithm provides a fast viable option for practical application in short-term grade control and in managing multiple realizations in long-term resource estimation.

"Hard rock mines move large volumes of material, which can cause the conveyors that are essential to this movement to suffer lots of problems, including carryback, spillage, dust and belt wander. Many of these issues are created at the transfer points where the belts are loaded.This article provides an overview of the latest transfer point systems that incorporate safety and serviceability by design as well as a report on recent projects. One project is the Conveyor B Transfer at the Coeur Rochester silver mine near Lovelock, NV. Here, performance was improved with the installation of belt support cradles, engineered chute walls with external wear liner, and a compact dust collector. A second project is the improvement of belt support idlers and skirtboard sealing in a long loading zone of a conveyor under the concentrator at an Arizona copper mine.The importance of transfer pointsConveyors are essential in mine material handling. Their performance will often make the difference in mine productivity and profitability. A key to conveyor performance is the transfer points where the conveyor belt is loaded and discharges. At these transfer points, many of the problems encountered with the conveyor system are created.The problems that arise at the transfer stations include off-center and segregated loading, mistracking, blockages and plugging. And there are a variety of problems originating with fugitive material — cargo released in the form of carryback, spillage or airborne dust — that are created or exacerbated in the transfer points. These fugitive materials turn into other conveyor-related problems, including shortened component life, unplanned outages for conveyor maintenance, unexpectedly high labor costs for maintenance and cleanup, worker health and safety problems and issues with community relations. The U.S. Mine Safety and Health Administration estimates that 85 percent of conveyor maintenance is a result of fugitive material at conveyor transfer points.Technologies to improve transfer pointsA number of techniques to improve the performance of conveyor transfer points have been developed. "General *The mining experiences of the coal mining industry in Western Canada have been extremely varied, with the mining companies having to adjust their operations or fail due to the harsh economy of the country in the first part of the century. The bituminous or mountain mines had the railways as main consumers with, at times, optimism that potential steel producers would require metallurgical coal. The prairie and foothills mines mainly provided household fuels, with the fine coal sold to local thermal power plants at discounted prices. In practically all cases fuel competition was very keen, and the less successful mines ceased operations in short-time spans. Knowledge of the parameters that governed the success or failures of the past coal operations should be of value to the present and future mining companies. The initial coal mines were small and were started to supply local demand. These mines had little in the way of capital machinery, engineering, or transportation equipment; therefore the mining methods and mine plans were very simple. The first industrial-sized mines imported most of their management and mining methods from other mining areas, mainly Great Britain. It took time to change the bias of management and mining methods to the requirements of strata characteristics, with rapid closure to those mines that were slow to adapt working methods. The main markets for coal were for household fuel, thermal power plants and railways, with very few other industrial markets developed. The economy of the period was harsh and cyclic and the coal mines were affected more than most industries by these boom and bust periods. It led to the survival of the fittest or the most efficient. Due to the economy, mechanization was introduced to the mines very slowly, with the inability to sell coal fines at a profit being another reason for the delay. Manual labour with hand tools was the main means of production. The work was heavy and arduous, and the pay was based on contract coal tonnage; therefore both men and management paid close attention to details so that nonessential work could be eliminated. Mine openings were dimensioned so that coal could be loaded easily by hand and support requirements were kept to the minimum. Transporting and handling the timber supports required heavy labour; thus the most efficient dimensions were chosen to suit the strata. On the other hand, during the main production seasons the mines tried to make the strata stress work for them so that the pressure was kept on the coal face to keep the coal loose while the strata, a short distance back, was induced to cave to minimize the abutment stresses. This caused mining to be an art, using skills developed by experience with the strata. This led to the development of efficient mine layouts with the openings dimensioned to the strength of the strata and the type of support available. The lack of capital and mechanization, and the manual labour, induced the mines to correlate their service and haulage systems with their mining methods. This caused many innovations that proved very practical."

While a sizable amount of data exist as to the activity and distribution of minor elements between matte and metal, there has been no unifying theory presented delineating the form of dissolution of these elements in molten sulfides. In order to alleviate that deficiency the literature concerning the behavior of As, Sb, Bi and Pb in mattes is reviewed. Models present in the literature, regarding the thermochemical behavior of minor elements, are tested, and new models are presented and evaluated using thermodynamic theory. The results of those analyses are used to predict optimum conditions for the volatilization of minor elements. The dearth of data on the behavior of minor elements in nickel mattes requires that this review focus on copper- iron mattes. An effort is made, however, to utilize basic knowledge regarding nickel sulfides and the interaction of nickel with the minor elements to predict the behavior of those elements in nickel-copper and nickel-iron mattes.

[Secretary's Note.—The following official tables, prepared by the government of the State of Nuevo Leon, and presented to the Institute at the fifth seseion of its Mexican meeting, held at Monterrey, November 26, 1901, present in compact form a general summary of the mineral and metallurgical industry of the State for the preceding calendar year, together with a statement of the railway-shipments of ores from January 1 to October 31, 1901, which, in the absence of direct official mining and metallurgical statistics (not yet available for that year), clearly indicates an increased activity and productiveness of these industries. In other words, the mines are reported to have yielded in 1900 a total product of 83,960,169 kilos of ore; whereas, the railway is reported to have carried, in 10 months of 1901, a total of 108,318,647 kilos of ore. At this rate, the railway-shipments for 1901 mould amount to nearly 130,000,000 kilos. It is, of course, possible that the railwaystatistics include other freight than ores, or that they include duplications, such as would be involved in the record, first of certain ores transported, and afterwards of the " base bullion " produced therefrom. An accurate comparison is therefore impossible ; yet, after making all reasonable allowances for such items as have been named, it seems safe to infer that the mining and metallurgical industry of this State accomplished in 1901 a substantial progress.]

IN the parlance of Hollywood, it was a super-colossal meeting. In the more restrained language of engineers, the Institute's 75th Anniversary Celebration attracted the largest crowd ever; was the longest Annual Meeting ever held, occupying a full week; had more important papers, more important people, more of an international flavor, and more glamour than ever before. And in the minds of those who came to the big city from the wide open spaces, one other record should be mentioned: for those not on an expense account, it was the most expensive affair ever staged by the Institute! To state the attendance down to the last digit for a meeting such as this is impossible. The total names registered on cards, plus those who attended the Annual Banquet but were not otherwise registered, came to 3149. But a few were registered twice, and probably a still larger few did not register at all, but just dropped in for a session or two in which they were interested. It would appear that 3200 would be about as close an estimate of attendance as could be made, and that is some 300 more than came to the biggest Annual Meeting of the past-in 1944. A considerable number of members brought their wives, but most were delegates at large.

Based on laboratory structure analyses, a pilot plant investigation was undertaken to evaluate a Michigan conglomerate native copper ore. Comminution or sized feed was accomplished using wet, closed circuit autogenous grinding with and without crushing of the recirculating load. Coarse metallics were concentrated in two stages of jigging with fine metallic copper being recovered in a three-stage xanthate flotation circuit. With a feed averaging 2.09 % Cu, copper recovery ranged from 86-93 % Cu with an average grade of 55.5 % Ca. An evaluation of the processing flowsheet is made in terms of pertinent independent, dependent, and external variables and design factors. Rate equations are developed to describe the grinding and flotation circuits separately as well as the entire circuit as a whole. Performance equations for the overall operation and for the unit operation of autogenous grinding alone are developed in terms of suitable capacity, efficiency and energy consumption terms. Thus, the effects of feed rate, recirculating load and flowsheet design can be rationally evaluated. Energy consumption for various conditions in the pilot plant is compared to the laboratory value. Additionally, size and scale up factors are discussed. Recommendations are made for further studies to be undertaken to further quantify the ore characteristics and the nature of the autogenous grinding operation. However, the feasibilty of beneficiation of this type of native copper ore by means of an autogenous grinding/jigging/flotation circuit is clearly established.

"The ores of the Iberian Pynte Belt are typically massive sulphide ores with very fine grained mineral textures. EuroZinc Mining Corporation is currently evaluating one of the massive sulphide deposits located near the town of Aljustrel, in South Central Portugal. The deposit contains significant grades of lead, zinc and silver. The ores are comprised solely of sulphide mineralization consisting of pyrite, sphalerite, galena and some secondary copper minerals. Liberation requirements for these ores are typically 22 to 25 microns. A selective flotation process has been utilized to produce separate lead and zinc concentrates for sale to off-site contract smelters.This paper outlines the process test results and describes the process parameters required to optimize the process parameters. Ths test program has been conducted in support of the re-opening of the facilities in Aljustrel. The 3500 tpd mining and milling facility was commissioned in 1990 and operated for 18 months before closing. The previous facility was designed to produce three products using a selective copper-lead-zinc flotation process. EuroZinc Mining Corporation is proposing to re-open the operation, selectively mining from a lead-zinc phase of the massive sulphide deposit and produce only lead and zinc concentrates.Results are presented and discussed.PROJECT HISTORY AND CURRENT PROJECT OBJECTIVESThe EuroZinc Aljustrel Project is a potential major producer of lead, zinc and silver located in the Iberian Pyrite belt of south-central Portugal. The town of Aljustrel is historically associated with mining dating to the time of the Romans. The area is rich in pyrite deposits, and sections of the pyrite deposits contain significant zones of copper, lead, zinc and silver. Mining in Aljustrel during the last century (1900’s) included a major pyrite mining operation, which produced feed for sulphuric acid production. Pynte mining operated from the 1930’s to the early 1970’s and a short-lived base metal operation from 1989 to 199 1."

Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation's operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

Underground mining of stone in the US is increasing, as is the depth of overburden above the mines. Data gathered from mine visits, maps, discussion with operators and numerical simulation have been used to investigate pillar design and recommend safe practice. Many pillars have slender shapes with relatively large adjacent mine openings: width-to-height ratios range from 0.54 to 3.13 and extraction ratios from 0.56 to 0.91. The pillar material is often very strong and average overburden only 80 m, but occasional failure due to excessive local stress has occurred where pillar size had been unintentionally reduced, overburdens were greater than 200 m, width-to-height ratios were less than 1.25 or extraction ratios were greater than 0.83. Pillars with width-to-height ratios of less than 1.5 appear more likely to fail under excessive stress. When width-to-height ratios fall below 1.0, defects such as through-running discontinuities can have a significant influence on stability. Dip, orientation and material properties are also important

A process has been developed in the laboratory and expanded to semi-pilot-plant scale for recovering titania, iron, and byproducts from two types of titaniferous iron ores. A reducing roast with coke and soda ash followed by grinding and magnetic separation produced powdered iron and slag from which titania and byproducts were recovered by H2SO4 decomposition. Based on the steps tested on a. semi-pilot-plant scale supplemented by the results of the laboratory investigations, enough data are available to make a balanced flow sheet. Combined data from the laboratory and semi-pilot plant indicated that 85 to 9O percent of the titania content of the ore was recoverable and that approximately 90 percent of the iron could be recovered as a metallic-iron powder. Tahawus magnetite from the Maclntyre mine at Tahawus, N. Y., was successfully treated as follows: (1) The ore was roasted at 1,050° to 1,080° C. with carbon and soda ash, thereby reducing the iron to metal sponge and retaining the titania in the slag. (2) The metallic iron was separated, after wet grinding, by magnetic or gravity means. (3) The slag fraction was air-roasted at 850° C. and leached with NaOH to recover Na3VO4. (4) The leached solids received a dilute-H2SO4 leach to remove interfering impurities, chiefly Na2O and SiO2. (5) Titania was dissolved from the leached solids of step (4) by a H2SO4-bake followed by a water leach. (6) Titania was precipitated by seeding and boiling the resulting solution. The spent liquor was used for the dilute-H2SO4 leach in step (4). The following scheme was found to be technically feasible for recovering other byproducts of the process. (1) The gelled filtrate from the dilute-acid leach step was washed and dehydrated to produce a commercially acceptable silica gel. (2) The wash liquor containing sulfates of Na2O, Al2O3, Fe2O3, and TiO2 was combined with the highly alkaline filtrate from the wet-grind and metallic iron-separation steps, precipitating iron and titanium hydroxides, which were separated for special treatment. (3) Anhydrous Na2SO4 and Al2O3?3H2O were recoverable from the alkaline filtrate from step (2) by evaporation and carbonation, respectively, and the barren liquor was recycled to the magnetic-separation step.

Accidents involving powered haulage and mobile equipment such as haul trucks often account for the greatest number of fatalities in the mining industry each year. Despite previous analyses that have identified root causes and other contributing factors, there is still a need to better understand the events leading up to these types of accidents, what lessons may be learned, and what strategies can be employed to prevent fatal accidents from occurring. This study examines Naturalistic Decision Making (NDM) using the critical decision method (CDM). The CDM is a retrospective interview approach used to explore timelimited, high-stakes, decision-making. In this study the CDM is used to obtain more information about what happens prior to, during, and after a potentially fatal situation such as a near-miss event, loss of control, or minor accident involving equipment damage. Researchers captured firsthand accounts from 21 haul truck operators involved in near-miss events from mine sites of various sizes and commodities throughout the United States. These accounts provide rich and detailed narratives from the perspective of haul truck operators themselves and reveal insights into what decisions haul truck operators make, what sensory cues they perceive, and what strategies they employ during challenging and non-routine situations. Decision-related themes that emerged from the data are presented and discussed. These results, along with potential solutions offered by study participants, can help to inform future research, raise awareness about hidden hazards, and build more creative interventions and realistic training scenarios for use by the industry to address haul truck safety issues.
