Many Third World African countries are well-endowed with minerals - especially gold and diamonds - while only a few have important base metal deposits. For decades since colonial rule, political and economic conditions discouraged interest by Western capital. Influence from Soviet Bloc countries, however, has declined with the move toward multi-party rule. And the left wing orientation, once widely favored by Third World African countries, has almost disappeared. With International Monetary Fund (IMF) encouragement, these Third World African countries now encourage representational government and solicit western finance to expand their industries. Mining is especially encouraged. The North American mining industry is following the same trail as other capital intensive industries and looking abroad for opportunities. The Prospectors and Developers Association of Canada released figures that show exploration expenditures in that country were halved between 1987 and 1990. Figures for the United States are not so easily found but every indication points to a downward trend. While total annual expenditures on US exploration by corporations as a group are either declining or remaining constant, expenditures away from North America is increasing. Gold exploration expenditures in 1991 by the major companies tracked by Minerals Economics Group were less in the United States than for Latin America and the Southwest Pacific combined. The same study showed as much was spent in the Republic of South Africa and "Other" areas combined as in the United States. Expenditures by major corporations in these "Other" areas amount to only 5.2% of their total budget. Third World Africa is a major component of these "Other" areas.

INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. Systematic planning of underground work is increasingly important in this era of advancement of rapid underground excavation techniques. The day when planning consisted of deciding which men would shovel and which would push wheelbarrows - and the answer to any problem was more men - has faded into the past. The modern underground constructor faces economic and competitive conditions which demand exacting planning, logistics and scheduling; the most efficient operating methods and equipment known; and realistic, comprehensive, analytical risk evaluation with adequate contingencies or other protection. Proper planning to cover all these elements - plus one other element: old fashioned "good luck" - will insure a successful underground project. Underground work, because of its inherent characteristics, is among the most risky types of construction. The forecasting of underground conditions is at this time only educated predictions based on sometimes faulty data, insufficient data, or no data at all. The predicted conditions of numerous operations have deviated far from the actual conditions encountered. Opportunities for error exist in profusion seldom present for surface operations. Other than this unusual risk factor, the planning for underground work does not differ greatly from planning for surface work. In planning and starting an operation there is seldom available the information or time to thoroughly analyze all unknowns. It then becomes necessary to develop a plan predicated on assumptions and trade-offs that appear to be safe and economical and to add time and cost contingencies that will provide some degree of protection. Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

INTRODUCTION This paper presents a method of calculation of internal moments and thrusts in tunnel liners of any material. The method is intended for hand calculation, but as it is numerical in nature it can be programmed for use in computers. The information required for design or analysis is presumed active internal and external pressures, the effective moment of inertia and cross-sectional area of the tunnel liner, the liner's modulus of elasticity, and the coefficient of subgrade reaction of the material surrounding the tunnel. Starting with active external and internal pressures and following the procedure described herein using the structural properties of the liner and surrounding medium, external passive reactions and internal moments and thrusts are calculated. The method is intended for use by design engineers. GENERAL Experience has shown that flexible tunnel liners have less internal bending stresses than those calculated using classical structural theory applied to free-standing arches. In fact, liners which are very flexible in relation to the surrounding soil or rock have virtually no bending moments when compared to free-standing arches supporting equal active loads. In order for this phenomenon to occur, the original active pressure diagram must be "modified" by additional external reactions (passive pressures) from the surrounding material, so that the thrust line within the lining follows the centroid of the tunnel arch more closely than that of a similar free-standing arch. Introduction The Gold Quarry gold deposit is the largest bulk tonnage epithermal gold deposit in northeastern Nevada to be developed by Newmont Gold Co., formerly known as Carlin Gold Mining Co. Exploration and development of the deposit extended over a period of nearly 50 years before bulk tonnage mining became economically feasible. Proven reserves at Gold Quarry are currently estimated at more than 255 t (8.2 million oz.) of gold, accounting for more than 40% of the total Carlin Trend mineable reserves for 1986. Milling began in late 1985; dump leaching of lower grade ores began in May of 1986. The mill has exceeded the initial design throughput rate of 6.3 kt/d (7000 stpd) and is now processing more than 8 kt/d (9000 stpd). The dump leach facility will process more than 7.3 Mt (8.1 million st) of lower grade ores in 1986. The Gold Quarry ore body is to be developed by an open pit that will eventually be 1830 m (6000 ft) long, 1220 m (4000 ft) wide and 300 m (1000 ft) deep. The mine currently produces 77 kt/d (85,000 stpd) on a 24-hour-a-day, seven-day workweek. Planned pit production will increase to nearly 168 kt/d (185,000 stpd) in 1988. Production equipment currently includes one Demag H-/285, three Komatsu PC-1500 hydraulic shovels, two Cat 992C loaders and 21 90 to 135 t (100 to 150 st) haul trucks. Each year, US coal cleaning plants landfill or impound millions of tons of high-quality, fine-sized coal. This coal is not only difficult and expensive to capture during cleaning, but, if captured, can pose serious materials handling problems. The GranuFlow. Technology was developed and patented by the U.S. Department of Energy (DOE) to address these problems. GranuFlow involves the addition of a coal binding agent such as an asphalt or heavy oil emulsion to coal to reduce moisture, dusting, and freezing and to improve the flow properties of the coal in bins and chutes (1, 2, and 3). When the emulsion is added before mechanical dewatering, the binding agent causes the formation of fine-sized coal agglomerates that dewater better than untreated coal. In addition, the binding agent increases the capture of ultra-fine coal in screen-bowl centrifuges. Previous work by DOE has also demonstrated that such treatment results in a significant reduction in dustiness and a reduced potential to freeze. To address concerns about the handling and combustion characteristics of GranuFlow treated coal, DOE performed a pilot-scale pulverization and combustion test (4). No problems were encountered during pulverization or combustion, and use of this fuel in a p.c. boiler was found to be feasible from a technical perspective. CQ Inc. has an exclusive license from DOE to market this technology and is currently performing a series of commercial demonstrations to determine if GranuFlow is both technically and economically viable.

In an effort to lower production costs and improve profitability, mining companies have adopted a variety of management practices emphasizing productivity and cost containment. One set of practices that has been used successfully in the manufacturing and electronics industries is "world-class manufacturing" (WCM). It is applicable to mining as well. World-class manufacturing is based on the twin concepts of "just-in-time" inventory practices and total quality control. A few mining companies have implemented quality control programs that are similar to WCM in some ways and substantially different in others. This article considers the use of WCM in the processing environment, although the techniques are applicable throughout a mining operation. The article is also mindful of the variety of customers to whom mineral products are sold. Industrial minerals producers may sell brand-name products to specific customers with exacting requirements, while metals producers often sell their fungible output on a faceless commodity market. Customer requirements are emphasized in WCM, and so the range of these requirements must be recognized. World-class manufacturing In any milling process, specific goals are set for product and process characteristics - concentrate grades, minimum daily throughput, moisture content, etc. WCM has two overriding objectives: the reduction of deviation from these standards, and the reduction of variability in all aspects of the process and product. By definition, reduction of deviation also includes minimizing plant downtime for repairs or process changes. WCM plants use just-in-time inventory practices and total quality control. WCM plants use these techniques to simultaneously improve productivity and reduce costs.

Introduction Groundwater resource evaluation has historically required extensive field investigative work, usually at great cost. More recently, the advent of the microcomputer has made difficult aquifer and groundwater evaluations comparatively simple and less expensive. A groundwater model is a numeric solution to a set of equations that calculates the water level in an aquifer or other types of water bearing strata. A computer will execute the solution of the set of equations rapidly and thereby permit evaluation of large amounts of hydrogeologic data rapidly. Computer modeling of groundwater resources is very often used to forecast the effects of multiple uses of a single groundwater resource. Modeling of heavily used aquifers has proven to be beneficial for averting problems arising from competitive use of a groundwater resource. This paper describes the work tasks performed in order to evaluate a large alluvial aquifer and thereby predict the hydrologic impact of additional groundwater withdrawal. Purpose and Scope Neyer, Tiseo & Hindo, Ltd. (NTH) was retained to evaluate the groundwater supply potential of the Missouri River alluvium underlying the Fairfax District in Kansas City, Kansas (Figure 1). The proposed groundwater supply is being considered for industrial use as non-contact process water and a heat exchange medium for plant climate control. The anticipated peak groundwater demand is estimated to exceed 30 million gallons per day (MGD) during the summer months, with an average daily demand of nearly 25 MGD. The proposed groundwater supply was to be developed from 15 large-diameter production wells located at positions that would minimize potential interference.

INTRODUCTION Hydraulic sand fills have been extensively used in the United States in deep metal mines since 1940, and hydraulic fills have been placed in coal mines in Europe for many years. Numerous surface hydraulic fills exist in Appalachia for the disposal of coal mine waste and throughout the United States for the disposal of other mining, manufacturing, city, and paper company wastes. Hydraulic fills, as they are now deposited in stopes in mines, are often deposited at near minimum density and hence provide very little support to stope walls and pillars. If the support strength of fills could be increased, perhaps ground conditions in deep mines could be improved making them safer and more efficient. Surface fills deposited at higher densities could be covered with top soil upon which grass could be planted. The purpose of this paper is to describe procedures where the support strength of hydraulic fills can be considerably increased, and the focus of the paper is on applications to deep mines. In deep mines the objective of increased fill strength is to reduce heavy ground problems, improve destressing techniques, reduce or eliminate rock burst incidences, provide better working conditions, provide wall support so that more or all ore pillars can be removed, and improve mine safety, efficiency, and reduce surface environmental problems. The authors have shown that it is possible to improve fill strength used in deep mines. This paper reports the slurry filling procedure, fill testing techniques, and some recommendations for application in deep mines. Some of the reasons for low strength hydraulic fills are:

Chile leads the world in copper production with an annual capacity nearing 2 Mt (2.2 million st). Most of the country’s copper production, about 74%, is mined by open-pit mining methods. Open-pit mining also accounts for a major portion of Chile’s production of other commodities, including iron, gold, silver and coal (Table 1). Chile’s mining boom began 10 years ago and is expected to continue through the end of the decade. From 1980 to 1990, copper production in Chile increased 48.7%. During the same period, gold production increased 303%, silver production increased 119% and coal and iron ore production increased 163.7% and 6.6%, respectively (Table 2). It is estimated that copper production will be in the order of 2.3 Mt (2.5 million st) by 1996, when new projects now under construction come onstream. Gold production could reach 35 t (1.1 million oz) and coal production could increase another 1 Mt/a (1.1 million stpy). Open-pit mining has played a significant role in Chile’s minerals production growth. The expected increases in mine operations will come about mainly through new open pits or expansions of existing surface operations (Table 3). However, the number of open-pit copper mines will decrease from 74% to 66% of the total number of Chilean mines. Gold mines will increase from 63% to 69% of the total, while coal mines will go from 41% to 59%. Most all of the present iron ore production is from surface mines and will continue that way.

Quebrada Blanca (QB) is a copper project located in the semi-arid Andean highlands of northern Chile. The operation is situated 170 km ( 105 miles) southeast of the port of Iquique and 30 km (18 miles) west of the border with Bolivia, at an altitude of about 4300 m (14,000 ft) (Fig. 1). The QB ore body is a secondarily enriched porphyry copper deposit containing reserves of 85 Mt (93 million st) grading 1.3% copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million tons grading about 0.5% copper. In the late 1970s and early 1980s Falconbridge and its affiliates spent $20- $30 million exploring the deposit and conducting feasibility studies. Falconbridge, however, decided not to develop the property. It was returned to its owners, Empresa National de Mineria (ENAMI), a Chilean state mining corporation. In 1988, ENAMI announced its intention to privatize the property through public bidding. Cominco Resources, then 61% owned by Cominco Ltd., examined the property and the extensive data base developed by Falconbridge. In conjunction with its parent company, Cominco Resources submitted a proposal to ENAMI to construct an open- pit mine, with heap leaching and solvent extraction/electrowinning (SX-EW) processing facilities. The plan would use patented heap leaching technology developed by Sociedad MineraPudahuel (SMP), a privately owned Chilean mining company. At that time, a $150-million project that would produce about 45 kt/a (50,000 stpy) of cathode copper was envisaged.

INTRODUCTION AND SUMMARY This short paper deals with the history of the Nickel Plate Mine from 1898 to 1987, with the major focus on the time period 1984 to 1987. Operations from 1898 to 1955 are reviewed in a cursory manner with the emphasis on some interesting points in the early 20th century. A review of the major exploration work carried out in 1984 to 1987 is presented and the process of moving the project through feasibility, government permitting and construction is described. The Hedley gold camp is situated approximately 40 kilometres east-southeast of Princeton, in southern British Columbia. The area has had a long history of gold mining and between 1902 and 1955 approximately 1.5 million ounces of gold were won from several mineralized skarn orebodies. Most production came from the Nickel Plate and Hedley Mascot mines. AN EARLY TO MID 20TH CENTURY SUMMARY The Nickel Plate is one of the oldest mines in the province. The mine had operated from 1904 to 1930 and, after a period of shutdown, from 1934 to 1955. The mine was revived in 1967 for exploration and. will resume production during the first half of 1987. In the first period the Yale Mining Company and Daly Reduction Company operated for six years and Hedley Gold Mining Company for twenty-one. In the second period the mine was operated by the Kelowna Exploration Company Limited and Kelowna Mines Hedley Limited for twenty-one years. In the present period the mine has been revived by Mascot Gold Mines Limited.

By implementing various mining practices, mine operators can reduce the respirable dust exposure levels of the roof bolter and the continuous miner operators. The Bureau of Mines has developed a computer program, entitled AMP (Alternative Mining Practices), that gives a quantitative comparison of these reductions. The alternative mining practices and their corresponding reductions in dust exposure levels that are evaluated by the program include a remote control continuous miner, a half-curtain ventilation system, two auxiliary fan-tubing bypass ventilation systems, a modified cutting sequence, a comparison between single-split and double-split ventilation networks, and a comparison between exhausting brattice and exhausting tubing. Descriptions of each of these mining practices are included in the report. The report also includes a hypothetical case study to show how AMP enables mine operators to select the technique(s) that is best suited to their particular needs. AMP is a compiled basic program that has been designed to run on computers with a DOS version 2.0 or later operating system. It includes high resolution graphics (640 X 200 dot positions) designed to run with video boards that are functionally compatible with the IBM Monochrome/ Printer Adapter. Graphic screens are selected from menus, and can be bypassed if the computer is not equipped to handle high resolution mode. Their primary function is to show proper implementation of the mining practices evaluated by the program. This package requires a minimum of 256K bytes of RAM. To concede that I am the most surprised - not to mention the least likely - recipient of the Daniel C. Jackling Award is a true confession I must share with you. Quite honestly, I've asked myself, "Why me?" The Jackling Award has a well-deserved reputation of being a practitioner's, a doer's, a CEO's award - not kudos for a retired school teacher! While at least five of the previous recipients have taught in universities, to my knowledge I am the first to earn the award for "alleged" academic accomplishments. It is humbling enough to keep me livable for a long time. If you glance over the roster of Jackling Award lecture topics, you will spot another anomaly: The lectures last year and this deal with the subject of education - the only two in the 37-year history of the award. The two complement one another rather well, too, C. Allen Bom of Amax addressing critical needs of public education, while I am going to look at the post-high-school years. But I want to focus on more than engineering education. The training role of industry - the principal consumer of our product-also warrants examination. As I hope to establish, there is something unique about mining engineering - education and practice - that is both strength and weakness. We need to recognize that, if we are to cope with the weaknesses in order to capitalize on the strengths. We look at five premises that relate to the uniqueness of the mining engineer and his or her preparation for a professional career.

A finite-difference model using a digital computer was constructed to assist in the water management of a proposed oil-shale mining operation in the Piceance Basin in Colorado. The presence of ground water is both a detriment and a benefit for development of the resource. On one hand, dewatering is required because permeable zones are present in and above the oil-shale sequence, and rich oil shale at the proposed mine is as much as 457 m (1500 ft) below the water table. On the other hand, ground water is the most feasible source of water for processing the oil shale. A ground- water model was constructed to simulate the development of an environmentally acceptable water-management system that will satisfy both the mine-dewatering requirements and the water-supply requirements for processing. The ground-water model discussed in this chapter was constructed for the Rio Blanco Oil Shale Co. (RBOSC) by International Engineering Co., Inc., a subsidiary of Morrison-Knudsen Co. The model was applied to evaluate dewatering and water control systems for several open-pit mining plans initially investigated to develop Federal Lease Tract C-a. A collateral application of the model analyses was to project effects of the proposed dewatering operation on the regional ground-water regime in connection with a permit acquisition program by RBOSC. Subsequently, RBOSC has completely changed its mine development plan and has adopted modeling and related techniques more suitable for study of that plan and dewatering operation. The authors of this chapter are solely responsible for the contents and conclusions.

INTRODUCTION Under a Federal grant by the Urban Mass Transit Administration (UMTA) (80%), and sponsored by the State of New York (200), Niagara Frontier Transportation Authority is constructing a 10.3 km (6.4 mile) light rail rapid transit system in Buffalo, New York. The $450 million project, which began construction in the Spring of 1979, is unique in rail transit alignment designs in the U.S.A. and the first predominantly underground light rail system in North America. The Buffalo project is unique in that the first phase of the expandable system follows the alignment of Main Street and is on the surface in a proposed 1.6 km (1.0 mile) pedestrian mall in the downtown business district. The alignment then progresses northward into a cut-and-cover portal and standard double-box configuration for 2.74 km (1.7 miles) at a depth of 9.1-10.7 m (30-35 ft) and subsequently drops into bedrock at depths of 18.3-27.4 m (60 to 90 ft). The 5.63 km (3.5 mile) rock tunnel section consists of two single tunnels 4.88 m (16.0 ft) nominal finished diam. and includes five stations. The rock tunnel line section was divided into a north and south contract of 2 316 m (7,600 ft) and 3 243 m (10,640 ft), respectively. INTRODUCTION Much of present fracture toughness testing con¬cerns chevron notched specimens (Newman Jr., 1984) since these, in principle, require neither fatigue precracking nor more registration than failure load to determine fracture toughness. Two such specimens which can be made from diamond drilled rock cores with minimal machining are the Short Rod (Barker, 1977) and the Chevron Edge Notch Round Bar in Bend¬ing or CENRBB Specimen (Ouchterlony, 1980). Even if the precracking property is especially valuable for a material like rock, practice has made the relative advantages of these chevron notched specimens much less apparent (Ouchterlony, 1982; Ouchterlony and Sun, 1983). Enough remains, however, to have the Commission on Testing Methods of the International Society for Rock Mechanics (ISRM) focus on them as standard configurations in a "Suggested Method for Determining Fracture Tough¬ness of Rock Material", which is in preparation. This paper presents material which supports the ISRM effort: 1. An experimental compliance calibration of the Chevron Bend (CENRBB or CB for short) and re¬sulting formulas. 2. Specimen tolerances, evaluation formulas, and loading rate requirements relating to both Short Rod and Chevron Bend Specimens of suggest¬ed standard proportions. 3. Some fracture toughness values obtained with the Chevron Bend Specimen. This material is mainly based on two reports (Ouchterlony, 1984 and 1985). Controlling worker dust exposure on longwall mining systems is difficult because the working face area serves as an immediate return during the mining cycle and the amount of airborne dust generated is directly related to production. Since improvements in longwall mining technology have significantly boosted production levels, additional technology is needed to control the airborne respirable dust generated at present and future production levels. One concept to reduce longwall worker's dust exposure is to maintain two splits of air at the face -- a clean intake split in the workers walkway, and a return (dusty) split over the face conveyor. The U. S. Bureau of Mines has recently investigated a concept to overcome the visibility handicap of face partitions by utilizing a permeable polyester mesh. The mesh material was anticipated to provide adequate air-splitting capabilities as long as the pressure differential between the face and worker walkway was minimal. Initial testing of this concept at the Bureau's Lake Lynn Laboratory showed that notable reductions could be achieved with a 1/8 in (3.18 mm) and 1/16 in (1.59 mm) mesh opening size. Dust reductions at 100 ft (30.5 m) and 200 ft (61.0 m) downstream of source were 58 and 36 pct, respectively, for the 1/8 in mesh and 79 and 55 pct, respectively for the 1/16 in mesh. Longwall application of the 1/8 in mesh showed similar results to the Lake Lynn Laboratory tests. A flame retardant mesh was used underground with portable lighting mounted on the shearing machine for face side lighting.

Exploration by Anaconda Minerals Co. in the Rico area from 1978 through 1983 resulted in dis¬covery of the Silver Creek molybdenum deposit. The drill-indicated resource is 40 Mt (44 million st) of 0.31% Mo, and projections suggest that the deposit may exceed 182 Mt (200 million st). No source intrusion has been intersected by drilling, but its presence is sugested by intramineral silicic alkali-alaskite porphyry dikes observed at the surface and in drill holes. Age dates and fluid inclusion studies indicate that the deposit was formed 5.2 ± 0.2 m.y. ago and that more than 1200 (3937 ft) of cover has since been removed by erosion. The deposit is hosted by Precambrian quartzite and greenstone, and Paleozoic sediments. Three prominent faults intersect in the vicinity of the molybdenum deposit, and one of these, the Last Chance fault, strongly influenced the shape and location of the deposit. The juxtaposition of host rocks across the Last Chance fault reflects significant offset spanning at least three different periods. Wallrock alteration associated with the deposit includes potassic, phyllic, and propylitic zones in noncalcareous rocks and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Premineral faults that intersect the deposit contain the only surface molybdenum, tungsten, and fluorine anomalies. Dispersion halos of the indicator elements were defined by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.
