The Washington State Highway Department consists of seven geographic dis¬tricts. District offices are located in Seattle, Wenatchee, Olympia, Vancouver, Yakima, Spokane and Bellevue. District is covered from the Spokane office, and is responsible for the six counties in the northeast corner of the state (Fig.l). It is bordered on the north by the International Boundary, on the south by the Snake River, on the east by the Washington - Idaho border, and on the west by a north-south line thru Lake Roosevelt. The landslides to be discussed in this paper are at Colfax, Washington, which is located in the southeast corner of the district. The town of Colfax is situated in a narrow valley eroded into the Tertiary volcanic basalts by the Delouse River. The valley walls are steep and generally colluvium mantled. State Highway 1°c, from Spokane to Colfax, descends into the valley from just north of Colfax on a bench cut into the valley wall. The highway department designed a widening project to increase the misting two lane roadway to three lanes, thus providing a passing lane for uphill traffic. The third lane was constructed as a cut section for the entire length. Construction excavation was begun at the top of the hill in silts of eolian origin. Proceeding downhill, excavation encountered three individual basalt flows with two zones of palagonite tuff separating them. The upper palagonite zone was dry, and excavation proceeded across this zone with no mishaps. The lower palagonite zone carried considerable groundwater. As excavation crossed the lower zone landsliding became contemporaneous with excavation, due to removal of toe of slope and saturated conditions. Remedial measures for landsliding consisted of designing shot rock buttresses across the palagonite zone and also the installation of horizontal drains to reduce hydrostatic pressure.

In this paper the phrase "exploration for blind metal deposits" refers to exploration activities geared to the discovery of metal deposits which cannot be located by visual surface inspection. The word "system" refers to all of the components (people, money, corporations, techniques, etc.) which collectively result in an exploration process. The details of the system or systems which I have employed in exploration will not be discussed because of client relationships. However, some of the more severe problems in exploration result from how the system's components interact and our attitudes as to what exploration data is telling us, if anything. It is these items which will be discussed. Exploration for blind metal deposits, which has been relatively intense over the last 2S years compared to rather minor outlays prior to World War II has often been an uncoordinated assortment of various specialists employing various techniques (see Dickerson -1). In a program geared to the location of blind deposits, the lack of outcropping deposits or occurrences should not be a deterrent to a well conceived and well planned program. The severe cyclical swings in exploration activity, although often coinciding with depressed metal prices, by and large result from the failure of exploration operators to present a coherent and realistic program to management. It is my opinion that the stream of complaints criticizing management for cyclical exploration support are mostly unwarranted, as many of the programs and goals are ill defined. Although depressed market conditions may serve as the catalyst for exploration cuts, the underlying cause is that when the "chips are down", the non-directional, non-specific nature of many programs is revealed. Thus management should not be castigated for eliminating such programs during bad times, but rather they should be castigated for supporting them during boom periods.

"Tunnel inspections are increasingly needed to ensure that aging infrastructure does not fail in service. To this end the time between inspections is being reduced, the thoroughness of each inspection is being increased to provide for a more detailed assessment of conditions and inventory defects. The conventional Tunnel Report, containing hand-drawn maps and/or photos, and a log describing observed defects and areas of deterioration, is being increasingly replaced by LiDAR generated 3-D surface maps. The data collection process that traditionally supports development of a Tunnel Report is labor-intensive, taking crew-days of engineering effort, and requires partial or full stoppage of tunnel operations. In an urban setting, such multi-day interruptions in service are difficult to countenance for a near-capacity tunnel operation. Under time pressures, the detail and accuracy of the manual inspection process will inevitably be compromised, resulting in a high cost, low quality product. As the tunnel inspection window decreases the argument for incorporating laser scanning in to the inspection process is increased dramatically... The 3D scan technology allows detailed and accurate data to be collected within the tight time frames demanded by the owners and operators of critical infrastructure. Not only does the use of laser scanners improve the 3D accuracy of the data collected, it also, enhances the efficiency and safety of the inspection process, reduces data collection and processing costs and enhances the reliability of results over time. The paper will also demonstrate the value of adding photogrammetric data to the 3D Model to show surface defect discoloration. The accurate and detailed data collected by a combination of LiDAR and photogrammetric techniques provide superior data needed to inform critical asset management decisions related to maintenance, repair and replacement."

"In recent years, much has been said and written on Lake Superior ores, giving the impression that the quality of the ore is deteriorating in grade and that the reserve of high grade ore is rapidly being depleted. Average analyses of ore produced in this district since 1902 show that the average quality has been practically uniform since 1910, and now closely approximates the average for the total reserves of merchantable ore.The accompanying tables and charts show the average analyses for the past ten years, weighted according to tonnage: The chart above shows graphically the average natural iron content for the old range, Mesabi, and grand total Lake Superior ore shipments since 1902.During the last ten years the decrease in iron content for shipments from all ranges except the Menominee was only' .05 of 1 per cent, while for the Menominee ores there was an increase of .052 of 1 per cent. These tabulations and the chart prove that the average quality of the total annual production of iron ore from the Lake Superior district is uniform. Mining men of the district know that all of the merchantable ores of every ore body are being mined out cleanly, and therefore the present average iron ore content of total annual shipments from the district may be expected to continue as long as the present merchantable ore reserves last. There is no logical reason to expect a decrease in the average iron content. Furnaces require ore of definite quality, and if this quality of ore cannot be produced from the natural ore bodies, it must be produced by mechanical means—that is, by concentration of low grade ores or iron formation."

Though the first patent on a bucket wheel excavator was granted in 1881 in the U.S. this technology was developed in Germany to the high standards of today. However, this development was only possible in parallel with the development of shiftable belt conveyors and boom stackers. The combination of these three types of equipment in the open pits of the Federal Republic of Germany has made lignite the cheapest energy source for power generating, despite the low heating value of German lignite in the order of 8500 kJ/kg (3600 BTU/lb) only. Comparing the costs for fuels used in power generating on the basis of their heating value, the relation between lignite, high quality black coal, and imported crude oil is in the order of 1 to 1.5 to 2.5, hence highly in favour of lignite. These cost advantages for lignite in Germany are due mainly to the concentration of lignite mining in a few high-output open pit mines. The largest one, Fortuna Mine in the Cologne district, produced a, total of 45 000 000 t lignite in 1976. That equals the annual fuel need of a 5750 MW power plant running 7000 hours per year at full capacity. Altogether 95 200 000 bank m3 equal to 200 000 000 t overburden had to be removed to accomplish this lignite output. The largest BWE (Fig. 1) ever built is working in the Fortuna Mine, too. At a digging height of 51 m above crawler level, the total vertical reach in relation to the face conveyor level is 98 m by means of its conveying bridge and loading unit. The hourly output is 10 400 bank m3. Its weight in operation is 13 000 t, its wheel diameter 21.6 m, as high as a 7-storey building.

From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. Pyritic sulfur in coal occurs as discrete mineral particles, and its liberation and physical rejection is the primary target for coal desulfurization. An acceptable solution to the pyrite removal problem from fine coal is not found in the standard methods of coal cleaning such as jigging, heavy-medium separation, tabling, and hydro-cycloning. Although fine coal is an ideal size for froth flotation, this method, as currently practiced is also unsuitable as the fine pyrite usually floats with the coal. One possible solution to this problem may be the froth flotation of pyrite from coal. This reverse flotation scheme would have the major advantage of removing both free pyrite and locked pyrite-coal combinations. With this possibility in mind, we have, as a first step, compared the flotation and adsorption. characteristics of an ore-pyrite and coal-pyrite with potassium-ethyl-xanthate as a collector 1 Related Research. The action of ethyl-xanthate on coal has been studied 2 by Horsley. He measured the contact angles of coal in distilled water and in the presence of purified ethyl-xanthate. The results indicated that the xanthate was not adsorbed by the coal. Additional contact angle data were obtained to determine the effects of cupric, ferric, and ferrous salts on the system. Then either the ferric or cupric salts were in, solution with the xanthate, there was an increase in the natural contact angles of the coal. This indicated that these heavy metal ions activated the flotation of the coal with xanthate. However, ferrous iron did not act as an activator. Horsley stated that the most attractive explanation was that the xanthate is oxidized to dixanthogen in the presence of the ferric and cupric ions.

Polymer utilization has increased steadily over the past several decades; however, their usefulness is sometimes limited by natural forces. For example, polymers tend to degrade when subjected to elevated temperatures. This degradation can release toxic fumes, create excess smoke, and aid in the spread of fire. For these reasons, many polymers are filled with various compounds which impart flame retardancy (FR) properties. These fillers do not make polymers non-combustible; rather, they increase resistance to ignition and reduce bum rate. Also, they suppress smoke generation, which is important as up to 80% of fire-related deaths are due to smoke inhalation [1]. Therefore, methods to impart flame retardancy in polymers are industrially important. The early flame retardants used in polymers were halogen-based, working on the principle of inhibiting free radical formation in the vapour phase thus impeding combustion propagation [2]. Usually these were combined with antimony compounds such as Sb203 to decrease loading, yet provide the same FR qualities. However, questions have arisen recently concerning toxicity of halogenated flame retardants. Possible release of toxic compounds (such as dioxins) upon combustion has been reported [3]. Fear of future regulations concerning halogen addition has led to the search for different FR fillers. Two of the more common replacements for halogen-based systems are alumina trihydrate (Al(OH)3 or ATH), and magnesium hydroxide (Mg(OH)2)' These systems impart flame retardancy through heat absorption and by release of water of hydration upon their decomposition. ATH has a low decomposition temperature (230°C), limiting its use to unsaturated polymers, epoxies, urethanes, and some wire and cable formulations. However, some advantages of ATH over halogenated FR are that it is relatively cheap, doesn't generate toxic gases, is non-volatile, and is impervious to moisture [2].

The traditional impeller system for aeration and suspension of slurries, e.g., in bacterial oxidation plants, is the vertical flat blade turbine (VFBT) . This type of impeller is energy-intensive, which results in a heavy-duty design of shaft, gearbox and drive. The VELMIX bio-reactor development programme is designed to evaluate the use of the new generation of hydrofoil impellers which consume less power and thus have poten­tial for capital and operating cost savings as well as being possibly less damaging to the bacteria. The early tests on pyrite oxidation in a 300 litre laboratory pilot tank using the Thiobacillus ferro oxidans bacteria, showed that hydrofoil impellers had superior charc­teristics to the VFBT impeller and to air­ agitated pachucas, with lower energy input. The geometry of the sparge _ring was found to be very important in optimizing the system.

This is a truly exciting time in surface mining technology. A revolution is coming - a revolution made possible by complete mine management systems working in concert with many devices currently available or in the prototype stage. By the turn of the century, the face of surface mining will indeed be different. Imagine . . . an operatorless drill moving around a blast pattern drilling off rounds in record times ... a satellite-based positioning system and drill data combining to report diggability to a shovel operator based on the position of his shovel in a blast ... a driverless truck warning central dispatch of an impending mechanical problem and being reassigned to the shop ... an infrared detector diagnosing the problem, for which the mine management system generates a maintenance work order and, once the problem is corrected, re-dispatches the truck to the optimum shovel.

Rinker Materials Corporation (Rinker) operates construction aggregate operations in 15 states across the US. Thirteen of those operations are located in Florida, where Rinker produced approximately 40 million tons of aggregates in 2002. Because the deposits being mined in Florida are shallow sedimentary deposits of limestone and natural sand, with the deepest being approximately 75 feet deep, abundant acreage is mined annually. Rinker mines about 300 acres/year in Florida alone, and because there are so many wetlands and complete avoidance is nearly impossible, there are also wetland impacts. Thus, there is ample need for reclamation and mitigation, which presents an opportunity to involve local school groups with the planting and monitoring of these various projects. Rinker has successfully worked with a half dozen or so schools on these projects, involving students from grade school through college, with surprising success and outstanding results.

Recovery of phosphate concentrate at Texasgulf’s Aurora Mine has received increased attention as existing mine and plant production capacity limits are reached. Improved mining techniques and mineral processing of waste streams offer the potential to increase phosphate production without major expansion. Innovative processes are being identified to maximize pit mining recovery and to minimize waste stream losses. This results in more effective use of the phosphate. Texasgulf Inc., is a wholly owned subsidiary of Elf Aquitaine. The Aurora phosphate rock mine and refining facilities are located in North Carolina on the south shore of the Pamlico Sound. Phosphate ore is recovered by open- cast mining techniques. Draglines and other earthmoving equipment are used to uncover and mine the phosphate ore. The mined ore then is slurried and pumped about 8 km (5 miles) to the processing plant.

No group has been harder hit by the problems confronting the coal mining industry than small, independent surface mine operators in the eastern US. Burdened by costly government regulations, major capital shortages, declining productivity, high unemployment, and idle and closed mines, many in the industry think the breed will not be able to survive much longer. But there are a few sole owners fighting to remain independent-and succeeding. John Wagner is running a coal stripping operation in northwest Pennsylvania on a unique blend of aggressive management and marketing, support from a team of blue-chip professionals, and some unusual tactics. Though Wagner's approach is hardly an across-the-board formula for survival-he is currently reorganizing under Chapter 11 of the Bankruptcy Reform Act-a look at his operation helps illustrate some of the unique problems confronting eastern surface miners.

Mine floor failures, such as floor heave and floor buckling, occur frequently in underground coal mines where soft mine floor exists. The types of failure can usually be classified into two categories; shear punching failure and tensile failure. A model based on the Winkler's elastic foundation is proposed in this paper for floor stability analysis. The model considers material properties of floor strata, in-situ horizontal stress, pillar size, entry width, and configuration of multiple-entry system and predicts stress conditions in the mine floor based on given in-situ mining and geological conditions, as well as deformation of the mine floor. This information is used to predict possible failures of mine floor by comparing the strength of mine floor with its stress condition. The validity of the model is verified by in-situ data described in this paper.

Discussion by E.S. Cheney Minter (1990) has provided an excellent summary of the sedimentology and theories of origin of the Witwatersrand paleoplacer Au/U deposits. However, recent stratigraphic, metamorphic and structural -tectonic research is radically changing the concepts about the Witwatersrand that now occur in most textbooks, review articles and North American minds. Presently, these concepts are biased by the past sedimentological research so well described by Minter. Specifically, the Witwatersrand Supergroup is Archean, does not occupy a depositional basin and is significantly metamorphosed and deformed. Thus, many of its sedimentary features, including the mineralogy of its ores, have been modified. The importance of the Witwatersrand ores cannot be overestimated. The use of controlled recirculation began in the early 1930s. Although this method has been applied in many mines since then, a generalized comprehensive network analysis is still lacking. This paper presents a unique approach in which the ventilation network with a controlled district recirculation is divided into two subsystems: a main subsystem and a recirculation subsystem. The subsystems are analyzed individually, and the results and their relationships are then integrated into discussions of the total ventilation system. The analysis of the recirculation subsystem is facilitated by introducing a nondimensional parameter (A), which represents the ratio of the air quantity for the working face to that for the subsystem. As a result, far and regulator pressures and air power for various recirculation arrangements can be effectively expressed as a function of and the subsystem air quantity. Numerical examples are included.

The method of mine ventilation involving heated air, which is frequently used in mines in cold regions, does not correspond to the natural conditions prevailing in permafrost regions; it is not economical and leads to a series of complications which can be prevented or greatly reduced by lowering the temperature of the air stream entering the mine until it is equal to or very close to the temperature of the frozen ground This paper presents ventilation design approaches which can be engineered to provide the required micro-climate and thus en- sure the stability bf the ground for placer mines in permafrost. Specifically three ventilation design approaches are presented: 1) design based on minimum thermal impact; 2) design based on positive/negative heat accumulation in the existing mine airways; and 3) design based on heat exchanging devices such as thermosyphons placed above ground.

Although column flotation is known to be more effective than conventional flotation for cleaning fine coal, little attention has been paid to the considerable sulfur removal potential of this process. Whereas conventional flotation can only with difficulty remove pyritic sulfur from coal, flotation columns can make this separation readily due to their greater selectivity. This project has used a modified flotation column to remove pyrite from fine coal. This column has been shown to be capable of removing 70 to 85 percent of the pyritic sulfur from coal while recovering 80 to 85 percent of the total calorific value. However, the remaining pyrite is too finely disseminated to be readily removed by physical means. Currently, experimentation is in progress using bacterially-catalyzed dissolution of pyrite in acid solution to remove ultrafine pyrite and aid in the removal of coarser pyrite inclusions.

By encouraging proper mentoring practices, we foster strong careers, we transmit important wisdom to the next generation, we fortify the industry with better talent, and we encourage the best possible advocates for the minerals industry. This paper illustrates the consequences of poor mentoring, offers an example of positive mentoring practice at the college or university level, reviews some guidelines for stable and fruitful mentoring, and proposes a plan to spread appropriate mentoring practices. Authors' note: The use of masculine pronouns is for convenience and simplicity only. Our best engineers and managers come from both genders, and the authors intend no slight to either one.
