The Caltrain Downtown Extension (DTX) project will extend commuter and future statewide high-speed rail service into the Transbay Transit Center, which will be located in the business district in downtown San Francisco. The DTX project includes 1.5 miles of underground construction, comprising complex sections of mined and cut-and-cover tunnel. As part of the DTX preliminary engineering process, development of appropriate contracting practices, including contract packaging, procurement methods and contract terms for the underground construction, has been initiated. This paper provides a summary of the evaluations undertaken, preliminary conclusions reached, and proposed next steps to promote industry interest and maximize bid competition.

Limonite is a general term for a group of amorphous iron oxide and iron hydroxide materials. It is considered as one of the very refractory iron ore types due to its wide variation in chemical composition, iron content, moisture content and easily sliming in the course of comminution. Iron grade of test sample is 25.48%, the iron minerals are mainly limonite; and the gangue minerals consist of quartz and feldspar in majority, secondarily silicate minerals. In this test work, high intensity magnetic separation (HIMS)-cationic reverse flotation and magnetic roasting-low intensity magnetic separation (LIMS) tests were conducted on limonite ore. The test results show that the concentrate with iron grade of 50.97% and recovery of 68.50% can be obtained by HIMS-cationic reverse flotation technique; while using magnetic roasting-LIMS technique, the better concentrate indexes of iron grade of 60.36% and recovery of 89.71% are achieved, and the iron grade of tailing is only 4.42%. Therefore, the magnetic roasting-LIMS technique is a better suitable method for beneficiation of low-grade limonite ore. This paper describes the basic requirements for the utilization of belt air to ventilate working sections at remote locations in relation to the main fans. It highlights the risks involved, potential problems, and the provisions that must be followed by mine operators for the safe use of belt air. The paper also presents a brief review of the current regulations, conveyor belting tests, atmospheric monitoring system requirements, and the experience gained by mine operators to utilize the belt entries to ventilate remote working sections or areas where mechanized equipment is being installed or removed. The paper concludes with a set of recommendations with respect to the utilization of belt air and the composition of belt material in under-ground coal mines.

Underwater exploration for marine resources using camera-equipped devices (OFOS, ROV, AUV) is receiving growing attention. This development is creating a continuously growing pile of digital underwater images leading to a serious bottleneck in the analysis. However, any harvesting strategy must be coupled to an efficient and effective assessment of the biodiversity in the area of interest and in nearby control areas. To integrate manual image and computational image interpretation on different levels (i.e. regarding geology and environmental sciences and taxonomy), sophisticated software support is required, which is not yet offered explicitly, neither by commercial software companies nor by academic or other publicly founded institutions. Here, we present the first version of a new digital asset management system that offers functionalities for easy data management, sharing, manual annotation and integration of computational modules for image enhancement/pre-processing and interpretation. The functionality is demonstrated with data from the CCZ provided by the BGR Hannover.

We are no longer short of viable Rare Earth deposits. As little as 2 years ago China mined and produced 97% ofthe world?s rare earths. Only a few deposits were in an advanced stage of exploration and development. Now Technical Metals Research (TMR) Gareth Hatch *5 reports that 347 deposits are being developed by 265 companies down from 440 on July 6th. Their Index of Advanced projects lists 45 projects in 14 countries. They will sustain the world for centuries to come and many good deposits are yet to be found. The problem is mining 14 elements in balance. Each of the deposits listing production in the chart has a unique set of minerals which they think will give them a cost advantage. Which of these will make it to production is a question. Most of the Advanced won?t be mined soon, but which ones? China is still in the driver?s seat in Light Rare Earth production (LREO) with one deposit with 35 million ton Baiyunebo deposit in Inner Mongolia which is part of a working iron ore deposit. The number of HREE deposits have been reduced and they attempting to eliminate unpermitted mines. This report will tell you what a Rare Earth is, how rare they are, why they are important, and where they are being developed which includes Australia, the United States, Africa, Greenland, Brazil and Canada.

SUMMARY Commitment by all parties to partnering goals established early in the contract aided Affholder, Inc. in constructing 2,360m (7,700') of soft ground tunnel in Rancho Cordova, CA. Despite two zones of known contamination, encountering a zone of loose cobbles and boulders in a matrix of flowing sand, some perched water tables and a flooded tunnel after 2 upstream safety plugs failed, the Contractor finished the work 33 days early and only 1.91% over his original bid.

De Beers? Finsch diamond mine began operation in the 1960s as a surface project using the latest technology available. During the 1990s, the operation, located about 160 km (100 miles) west of Kimberley, South Africa, began its move as an underground mine. The earlier stages (Blocks 1, 2 and 3) of underground work at Finsch used open stope mining methods, also using the latest in technology. The mine began developing Block 4 in 2004. How-ever, studies on this level showed that block caving was a more efficient mining method than open stoping. It was during those studies that De Beers determined that Block 4 would be a good candidate for testing Sandvik?s automated truck haulage technology.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 13, 2008 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. This will be the 21st Annual National Mining Museum and Induction Banquet. The four inductees are Lew Eklund, 76, Carrie Jane Billings Everson (1843-1914), ?Colonel? William C. Greene (1851-1911) and Arthur L. Hawkesworth (1860-1905). Lew Eklund founded Eklund Drilling that is now based in Elko, NV. He invented many designs that play a major role in today?s mining industry. His Cyclo Blower and various sampling devices he designed helped to revolutionize gold deposit exploration by allowing mining companies to effectively sample microscopic gold. Carrie Jane Billings Everson discovered and proved a method for bulk oil flotation concentration of mineral ores, the precursor to modern froth flotation methods of minerals concentration. She patented her process in 1886. In the early 1890s, coworkers built and operated demonstration plants incorporating her bulk oil flotation process. ?Colonel? William C. Greene was responsible for the development of the great copper mining properties of Cananea, Mexico. In seven years, he went from ragged cattleman and adventurer to the greatest captain of industry the borderlands have ever seen. Arthur L. Hawkesworth was a master mechanic for Anaconda Copper. He invented the detachable drill bit. His invention generated tremendous savings for the mining industry in time, in dollars and in safer operating conditions underground. His bit?s long lasting contribution to improved mine economics is immeasurable. The 21st Annual National Mining Museum and Induction Banquet will begin with an open house and reception at 5:30 p.m. followed by the dinner and program at 7 p.m. The inductions will bring to 201 the number of mining ?greats? whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Contract 240 of the Channel Tunnel Rail Link comprises construction of twin4.7 km long running tunnels through a densely populated area of East London. The tunnels were constructed by EPBM in Sands and Sandy Clays, passing 4.4 m below the existing London Underground tunnels, and at depths of 20–30m below ground level beneath the Great Eastern railway lines into London Liverpool Street and a series of railway bridges and hundreds of buildings. This paper describes how the project team managed the challenges relating to the issue of settlement: mitigating settlement effects, prioritising the structures to be assessed, controlling resource expenditure by incentives and flexible response to urgent work relating to unforeseen events such as ground collapse and discovery of unusual structures.

For the construction of tunnels and other underground structures, extraction of the exact amount of material is of paramount importance both economically and for engineering purposes. In the Sequential Support Method (NATM) immediate (sequential)and smooth support by means of shotcrete, steel arches, lattice girders and rockbolts, either singly or in combination are used; cutting of the precise (albeit sometimes of complex geometry) profile is an integral part of the method. In order to save unnecessary excavation and provide better information to the machine operator, VMT GmbH has developed a system to support precise excavation of the tunnel profile when using road headers or other partial face cutting machines. This paper outlines the principles of this system with examples from Australia, Ger-many, Sweden and Spain and will cite examples of typical savings achieved.

The Niblack polymetallic volcanogenic massive sulfide deposits are located on Prince of Wales Island in southeast Alaska, approximately 50 km southwest of Ketchikan. The property hosts a number of polymetallic volcanogenic sulfide occurrences within the folded Lookout rhyolite volcanic succession. The Lookout deposit is the primary focus of current resource delineation and contains an indicated resource of 4,136,000 tonnes at 1.13% Cu, 2.32 g/t Au, 2.27% Zn, 38.70 g/t Ag and an inferred resource of 1,736,000 tonnes at 1.09% Cu, 1.77 g/t Au, 2.02% Zn, and 25.52 g/t Ag as of March 2011. Sulfide mineralization is interpreted to have formed sub-seafloor, within permeable felsic fragmental volcanic rocks. Sulfide minerals of economic interest include chalcopyrite and Fe-poor, Zn-rich sphalerite. Of considerable importance, the Lookout deposit contains elevated gold that occurs as inclusions within the base metal sulfides.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Introduction The Open Cut is one of the best known landmarks in South Dakota's Black Hills. It is the site of the original discovery of the Homestake ledge, or lead, in 1876. Between that time and 1945, the Open Cut produced about 36 Mt (40 million st) of gold ore, the majority of which was drawn from underground operations. In 1981, a drilling program was undertaken to determine how much ore the old timers left behind. The results of this study indicated an ore body made up of broken and caved ground, and solid blocks in pillars and crowns. Reserves are estimated at about 6.8 Mt (7.5 million st) of gold ore, grading at 4 g/t (0.116 oz per st). Total tonnage of material, including waste, is estimated at more than 60 Mt (66 million st). The mining plan is a combination open pit and underground operations. The bottom 78 m (255 ft) will be mined by the underground panel-caving method. The open pit was designed as a contractor operation up to the expected milling stage or the point of sustained ore production. The pit was designed to avoid disturbance of US Highway 85 near Lead, SD. In 1983, the South Dakota Board of Minerals and Environment approved the mining and reclamation plan. Test mining began in the north of the Open Cut using open pit methods. Upon completion of the test pit, Homestake Mining's board of directors approved an expanded mine plan. They committed an additional $27.1 million to prestrip the ore body that is expected to yield 23 t (750,000 oz) of gold. Project life is estimated at 15 years. Exploration program In early 1980, 10 diamond drill holes were drilled from the surface in the vicinity of the east side of the Open Cut. The reserves delineated by that drilling were too small to justify their development. A continuation of this study attempted to quantify the tonnage remaining in the bottom of the Open Cut in the crushed remnants of old stope-and-crown pillars. This was originally thought to be minable by improved drawhole methods using highly mechanized procedures. By early 1981, however, thinking turned toward surface mining methods. The effort to quantify minable ore tonnage ultimately involved drilling 385 reverse-circulation rotary drill holes. These were drilled from August 1981 to March 1983 in several groups of holes. Each group, or drilling program, had a slightly different immediate goal or purpose. The holes were drilled to various depths using truck-mounted Drill Tech 40 drills with doublewalled 76 mm (3 in.) pipe with 134 mm (5.25 in.) three-cone rotary bits. Initially, wet drilling was employed using a cyclone collection system. Since cutting recovery was not as high as it should have been, all subsequent drilling was dry. The cuttings were collected and deposited by way of a cyclone into the sample bag. The pickup for the cuttings using the three-cone bits was about 50 mm (2 in.) above the bottom of the hole. Overall cutting recovery for the drilling program was estimated at 75%. Samples were taken on each 1.5 m (5 ft) of hole drilled. Each sample was split into three 48-g (1-2/3 assay ton) charges. The accepted value was the straight average of the three charges. Because of the known "nugget effect," assays were nearly impossible to duplicate. Therefore, to validate the regular assays, a series of screen fire assays were run. Based on this method of assays and checks, it was concluded that 10% more ounces would be produced than indicated by mine grade. Test pit The northernmost portion of the mine as planned is known as the Terraville test pit. This portion was mined ahead of the rest and separately. It provided answers to questions on slope stability, reserves correlation, mill recoveries, mining costs, and surface mining conditions in various weather and ground conditions since many boulders and much timber were expected. The mining plan for this portion of the pit was successful. More ore was mined than was expected. Mixing of Open Cut ore with underground ore in the mill feed was successful. It is difficult to remove cadmium from raw indium using only electrolytic refining because their standard potentials are similar. In this paper, physical and chemical methods were used to remove Cd from raw indium. Indium metal is vacuum refined for two hours at 400°C with a vacuum pressure of 20 Pa. In this process, 99.70% of the Cd can be removed. The removal rate of Cd reaches 90% to 95% when indium is further smelted for 10 minutes in a 20% glycerin solution of KI and I2 at 180°C. When pre-indium is electrolytic refined in an In2(SO4)3-H2SO4 system, in which the indium content is 80 to 100 g/L, the pH is 2.0-3.0 and the current density is 80 to 100 A/m2, the contents of the impurities decrease and the purity of the indium product reaches 99.99%.

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

The MODSIM mineral processing plant simultor is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open- and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

When defining a ?megaproject,? one need only to look at Seattle, WA?s State Route 99 Alaskan Way Viaduct replacement project. This $3.1-billion project is one of the largest of its kind in the world, and includes the use of the world?s largest tunnel boring machine (TBM). However, for as large as the Alaskan Way project is ? especially given the size of the TBM being used ? there are several other megaprojects underway around the world. Each has its own challenges that require innovative design techniques and financing arrangements, as well as variations on established tunneling technologies. So it was that 266 tunneling and underground construction professionals ? owners, contractors and engineers ? convened in Seattle in November for the Cutting Edge Conference on Megaprojects. This was the second joint meeting between the Underground Construction Association of SME and the North American Tunneling Journal. The first joint conference took place in April 2012 in Miami, FL and attracted 238 attendees. A third joint conference, to be held in 2014, is in the planning stage. The key reason Seattle was chosen as the site of the megaprojects conference is the Alaskan Way Viaduct project. Before the conference began, many of the attendees were able to visit the project and get a close look at Bertha, the Hitachi Zosen earth pressure balance TBM that is boring the tunnel. In addition, the conference included an exhibit that attracted 20 industry suppliers, up from 10 the previous year in Miami. The 25 presentations during the two-day conference covered all aspects of the tunneling and underground construction of megaprojects. Topics included the Alaskan Way Viaduct project; considerations for procurement and contracting; political risk, financing and insurance; international megaprojects; risk and risk sharing and project delivery. Each session concluded with panel discussions.
