Bolting the mine roof is one of the noisiest underground mining operations. The main contribution to the high noise is the drilling of the roof bolt holes, especially in hard rock. A previous research shows that the specific energy consumed in drilling the bolt holes is inversely proportional to the bite depth (i.e., penetration per drill revolution). Less specific energy at a reasonably high bite depth means less energy is wasted in the drilling process to produce heat, bit wear and noise. Therefore, control of drilling operation to achieve a higher bite depth can provide an opportunity to reduce drilling noise from its sources as a proactive noise control approach. In order to explore the feasibility and to develop the proactive technology for reducing drilling noise, drilling tests have been conducted in laboratory settings. The preliminary results show significant reduction in noise dose can be achieved by drilling in medium hard rock at a reasonably high bite depth. This paper presents the findings from the laboratory experimental studies conducted so far.

General History The first jaw crusher in the US was patented about 1830, but the Blake crusher that has maintained a substantial advantage over other types was invented in 1858 by Eli Whitney Blake. For going on 150 years the jaw crusher has been an invaluable machine; even today, when gyratory crushers have assumed most of the burden of crushing large tonnages of large rock and ore, the jaw crusher has a firm place in the mining industry. It is interesting that soon after the invention of the Philetius Gates gyratory crusher in 1881, a contest between the first No. 2 Gates and Blake jaw crushers of equal gape showed the gyratory to be 3.2 times as fast. This foretold a day not far in the future when the jaw crusher would not be adequate on the largest jobs. In his Textbook of Ore Dressing (1909) R. H. Richards recom¬mended that the word breaker be used for all machines breaking to relatively large sizes (say to 5 in. or greater), and crusher be used for finer work. Even in the 1968 US Bureau of Mines dictionary of mining terms the work breaker is defined by Richards in this context. However, in modern US usage it is nearly limited to coal breaking. Over the years the jaw crusher has been developed in a variety of forms but it appears today in these three general forms: (I) Blake type, (2) Dodge type, and (3) single toggle (or overhead eccentric) type. All of these crushers have a fixed jaw and a moving jaw, between which the coarse rock fragments are intermittently caught and crushed. The three types are differentiated by the manner in which the movable jaw is moved in relation to the fixed. Types The Blake-type crusher is shown in cross section in Fig. 1. The simplicity and strength that have made it first among jaw crushers are evident. The movable jaw is suspended from a cross-shaft at its upper end, this shaft being carried in bearings on the sides of the frame. The actuating mechanism consists of an eccentric shaft, also supported in frame-mounted bearings, which imparts through a pit¬ man and a pair of toggles a reciprocating motion to the bottom of the swing jaw, the return movement being effected by several spring¬loaded rods. The whole is built into a box frame with the crushing chamber at one end. As in all jaw crushers, the eccentric shaft is equipped with a heavy flywheel that maintains an even speed through¬out each stroke. The Dodge-type crusher illustrated in Fig. 2 is simple, mechani¬cally. Its movable jaw, being pivoted below the discharge opening, has minimum movement at crusher discharge and maximum at crusher feed. Because the choke point coincides with the point of least motion, these crushers are of relatively low capacity, and the rapid action in the feed area gives the machine the advantages of large reduction ratio and closely sized product. Thus, it fits well into low-capacity operations like sample reduction. Besides low capacity, its principal disadvantages are tendency to pack and make fines. The single-toggle or overhead-eccentric type of jaw crusher (see Fig. 3) has gained in usage, starting as a modification of the Dodge idea in that the greatest movement of the movable jaw occurs at the top, and being gradually improved and strengthened to its position today where it covers just as wide a field of application as the Blake type from the standpoint of feed opening. The motion of the movable jaw is the result of the circular motion of the eccentric shaft at the top of the swing jaw combined with the rocking action imparted to the bottom by the inclined toggle plate. Because of light weight and mechanical simplicity, it is economical in small mills and portable plants where the rock is not as tough and abrasive as to punish the machine with excessive impact from shocks, or excessive wear result¬ing from the pronounced vertical component of motion.

Introduction The gas shortage is going to be with us for some time to come. If we can set aside political and industry rhetoric (along with subjective personal opinions), we still are confronted by two serious "facts of life": (1) for almost a decade the U.S. has been consuming natural gas at a greater rate than we have been finding new reserves; and (2) there is a finite amount of natural gas present within the earth&apos;s crust. Much of the known and easily exploitable sources of gas (the so-called "conventional" sources, such as the high permeability sand reservoirs of the Tertiary sequence along the Gulf Coast) already have been developed; their production is declining rapidly. The total producible reserves from conventional gas reservoirs amount to only 216 Tcf, less than an 11-year supply. However, several large potential resources of natural gas remain to be developed. These "unconventional sources" have low permeability and/or peculiar producing characteristics. The DOE program for development of these unconventional sources of gas is called the enhanced gas recovery (EGR) program. The primary goal of this program is to provide a data base of resource characterization and production technology that will lead to commercial development. DOE will encourage and support industry participation in developing and demonstrating technologies needed to reach this goal. Unconventional Resources Four major unconventional resources of gas have a high potential for commercial development. There are other unconventional sources (such as gas hydrates) that are too poorly defined to warrant a major development thrust at this time. The four unconventional sources of gas currently included in the EGR program are: 1. The carbonaceous shales of Devonian age in the Appalachian, Illinois, and Michigan sedimentary basins are the targets of the Eastern Gas Shales Project (EGSP). 2. The low permeability, low porosity so-called "tight" gas sandstones of the Upper Cretaceous/Lower Tertiary in the Rocky Mountain areas constitute the resource target for the Western Gas Sands Project (WGSP). 3. The free methane trapped in coal beds of both the eastern and western U. S. constitute the Methane from Coal Beds Project (MCBP). 4. The abnormally high pressured, high-temperature saltwater aquifers of the Texas-Louisiana gulf coast are targets of the Geopressured Aquifer Project (GPAP). Basic implementation strategy for these EGR projects involve (1) assessing and characterizing the resource potential of the resource; (2) conducting cost-shared field testing with industry to improve, develop, and demonstrate various stimulation and production technologies; (3) coordinating EGR activities within DOE and with other federal agencies (such as the Bureau of Mines) to minimize duplication; and (4) aiming all projects toward commercial development of the gas resources. EGSP What type of "geological animal" is the EGSP dealing with? While gas undeniably is related to the occurrence of natural fracture systems within the shale, the overall producing mechanism and precise location of fractured, gas-bearing locales within each basin is still poorly understood. By developing reliable resource characterization techniques and applying effective stimulation technologies we intend to elevate the Devonian shale from the status of a potential gas resource to that of a proven gas reserve. Once we have done this the private sector can take over the large-scale commercial development of the Devonian shale gas resource. WGSP The second largest project (both in terms of complexity and level of funding) is the WGSP. The primary targets for this project are the low permeability (< 1 md) gas sandstones of the Piceance, Uintah, and Greater Green River basins and the Northern Great Plains Province. Project success in these four primary geologic locales will permit investigating additional low permeability sandstones in 16 other sedimentary basins. It appears that the only practical means of increasing permeability and resultant flow rates from these sandstones lies in the use of massive hydraulic fracturing techniques. INTRODUCTION Shaft sinking represents a relatively small proportion of the activities involved in mine development. Because of this limited utilization, shaft sinking has been one of the most difficult functions to mechanize. Although shaft machines (muckers) were introduced more than 30 years ago, the first machines were low-capacity units, and machines of this type did not gain wide acceptance by the mining industry until the late 1950s. However, the increasing depth of underground mines and the es¬calating costs of labor have increased the benefits obtain¬able from high-speed shaft sinking. The result has been a growing need for high-capacity shaft machines. Most of the machines available at the present time have been developed by modifying existing equipment to increase the payload capacity and performance. AVAILABLE SHAFT MACHINES In general, shaft machines may be classified accord¬ing to the types of digging mechanisms and the mecha¬nisms of operation. The available digging mechanisms include clamshells, cactus grabs, front-end buckets, and backhoes. The mechanisms of operation can be classified as either pneumatic or hydraulic. Selection Criteria For efficient operation, the primary consideration in selecting a shaft machine is its capacity. The minimum capacity of the machine should match the capacity of the hoisting system at the ultimate depth of the shaft. In many cases, two machines may be needed to obtain a sufficient mucking capacity. The shaft dimensions and configuration often dictate the type of machine that may be utilized; for example, an overshot loader does not work well in a circular shaft that has a diameter of less than 5.5 m (18 ft). Similarly, a single Cryderman mucker is not suitable for a large-diameter shaft, nor is it applicable where very high sinking buckets are to be used. Other factors for consideration include the degree of material fragmentation, the abrasiveness of the rock, and the amount of ground water that is inter¬sected. Machine Descriptions Riddell Mucker: The Riddell mucker, illustrated in Fig. 1, was first introduced in 1948. This is one of the most common shaft machines in the medium-capacity range. The Riddell mucker consists of a hoisting and traveling mechanism that operates a clamshell suspended on cables. The early machines operated with a 0.3 m3 (10 cu ft) clamshell and had an hourly capacity of approximately 27 t (30 st). This type of shaft machine has gained wide acceptance throughout North America. Essentially, the Riddell mucker consists of standard components, such as the pneumatic tugger hoists that operate the clamshell. The carriage is suspended on rails that also serve as the blasting set, located immediately below the shaft timbers. To effectively position the clam¬shell in the shaft, the operator controls the carriage travel by means of wheels that are driven by a pneu¬matic motor. The Riddell mucker most commonly is used in rec¬tangular timbered shafts. However, some units have been installed with circular rails, allowing them to work in circular concrete-lined shafts. A popular practice with many Riddell muckers is to increase the capacity through the use of larger clamshells, often ranging up to 0.76 m3 (1.0 cu yd), in conjunction with more powerful tugger hoists. In some large rectangular shafts, two Riddell units have been used side by side to achieve a sufficient capacity. Cryderman Mucker: The Cryderman mucker, illus¬trated in Fig. 2, is another common shaft machine in the low- to medium-capacity range. Developed in the early 1950s, it also has gained wide acceptance throughout North America. Equipped with a 0.3 m3 (10 cu ft) bucket, the Cryderman mucker has an hourly capacity of approximately 23 t (25 st). The Cryderman mucker is operated entirely by means of pneumatic cylinders and a pneumatic telescopic boom. The boom is suspended from a sectional frame¬work that is usually located at one end of the shaft. Introduction A longwall operator can make few changes to increase output, significantly reduce respirable dust, and decrease power consumption. Reducing drum speed, and thereby cutting with increased pick penetration, is one. This article defines the benefits of deep cutting in terms of reduced dust production and power consumption. It also identifies the practical aspects of high pick penetration in terms of shearer performance and coal loading. Before examining some practical aspects of reducing drum speed and looking at the theoretical background, it is worthwhile to summarize what is meant by high penetration and deep cutting, and what potential benefits and pitfalls may be expected. Deep cutting (in the sense of high penetration rather than wide web) can be defined in one or more of the following ways: • Cutting with an average pick penetration distance higher than that used in the past. • Cutting with a pick penetration higher than the longwall operator would have used if the advantages of deep and slow cutting were not considered. • Cutting with a well-designed shearer drum below 40 rpm. All these definitions are slightly arbitrary. They are given to provide a basis for discussion and to make the point that any move towards deeper, more efficient cutting can result in operational benefits. The benefits of deep cutting appear in many different areas. The most noticeable benefit, provided suitable instruments are available, is the reduction of airborne respirable dust. During an experiment on a longwall in the Pittsburgh seam, a nearly four to one reduction in dust levels was seen when drum speed was halved. Not all studies have shown such a big reduction, but it seems that some benefit is almost always obtained when drum speed is reduced. Production rate and specific power consumption are also affected (in a positive sense) by reducing drum speed or increasing pick penetration. Although these changes may not be as spectacular as those in dust level, they contribute to the economic return of the longwall operation. Similarly, improved washability through fines reduction may have a beneficial economic effect. Cutting with shearer drums operating at lower speeds does have some possible deleterious impacts that an operator should be aware of. For example, cutting reactions - loads imposed on the picks by the coal being cut - will be increased as a deeper cut is used. Steps must, therefore, be taken to ensure the stability of the shearer and provide an adequate haulage effort. These increased cutting reactions also result in higher loads on the power transmission system (gearboxes, ranging arms, pick boxes, etc.) from the shearer motor(s) to the pick tip. These higher loads must be anticipated and provided for with the necessary hardware. In particular, extra haulage power must be provided with low drum speeds, since haulage effort required increases roughly in proportion with pick penetration. Because the drum will be rotating more slowly or will have fewer picks, the load on shearer components will also be more variable. If suitable, robust equipment is not used, this increased vibration will decrease reliability. Benefits of Deep Cutting Lower dust levels, decreased specific power consumption, and improved product washability are the most noticeable benefits of reduced drum speeds. Although the benefits will vary greatly with mining conditions and the type of coal, some examples of what can be expected are described below. Reduced Dust Levels Figure 1 shows principal results of a study on the effects of reduced drum speed conducted on a longwall in the Pittsburgh seam (Ludlow, 1981). This figure shows that average dust production was reduced by about 70% when drum speed was halved. By making some assumptions about such quantities as coal density, it is possible to apply this proportional reduction to the quantity of respirable dust liberated per ton of coal mined. When this is done, two kinds of results are obtained: • At 70 rpm, about 1 g (15 gr) of airborne respirable dust is created for every ton mined (roughly one part per million). At 35 rpm, only 0.28-0.37 g/t (3.9-5.1 gr per st) of coal mined become airborne respirable dust. • At 35 rpm, nearly four times the amount of coal may be mined before the compliance level is exceeded, compared with 70 rpm.

Background Iron ore is the No. 1 metal mining industry in the U.S. with dollar value of $2.3 billion in 1984 (U.S.B.M Mineral Commodity Sunnnaries , 1985). However, during the past decade this nation&apos;s iron ore industry has been subjected to a major market depression and a correspondingly downward adjustment in output. The recent trend in the curtailment of iron ore production traces a slow-down of the country&apos;s steel industry. Both pig iron and steel production have decreased significantly over the past several years. These trends are shown in Figure 1 from data collected by the federal Bureau of Mines (U.S.B.M. Mineral Commodity Summaries, 1985; U.S.B.M. Mineral Industry Surveys 1986). The industry is presently operating at less than 60% of its annual capacity. The domestic steel industry has been forced by reduced profits or losses to close facilities, curtail operations and restructure the financial status of several corporations. Companies have been sold or are trying to sell selected properties to improve their financial circumstances. Even with such actions, many of the steel companies are in very serious straits, including the seventh largest steel company, LTV, which has filed for bankruptcy. Many of the major steel companies have financial interests in iron ore mining and thus their adverse economic conditions directly reflect those operations. Several iron ore producers have been shut down including Reserve Mining Company in May, 1986 and Butler Taconite in June, 1985. The latter recently filed for bankruptcy under Chapter 11. A1 so in mid-1986, U.S. Steel Corporation, owner of the Minntac mine and iron ore processing plant, underwent corporate restructuring. The effect on their Minnesota plant is not known at this time. An excellent summary of the interrelationship of the iron ore companies and the steel producers has been provided by Skillings (1986), and an analysis of the iron ore situation was given by Robert F. Anderson, CEO of M. A. Hanna Company, in his keynote address at the 1986 University of Minnesota Mining Symposium (Anderson, 1986). Steel imports to the United States decreased slightly in 1985 because of import restrictions, but the long-term import situation remains dim and uncertain. As shown in Figure 2, the imports averaged about 25% in 1985, and the preliminary indications are that this figure could be as high as 30% when the final 1986 information is collected by the U.S. Bureau of Mines. At best, the industry can only hope for imports to stabilize at a constant level in the near future. Although the tonnage is small, the quantity of U.S. export steel has fallen over 50%. With many other materials replacing steel , the projected demand through 1990 is expected to increase only about 1% per year. Consequently, 1986 U.S. iron ore production will probably be 15% lower than in 1985. The 41 mil lion tons of iron ore production expected in 1986 represents only 53% of the industrial capacity, which is about 74.5 mil lion tons. Over 95% of this iron ore is in the form of beneficiated pellets. Today there is not an iron ore producer west of the Mississippi River, nor is there any production in the South. The Birmingham (Alabama) iron ore industry has been shut down since 1971. The western producers ceased operations in the early 1980&apos;s. Only the taconite operations in Minnesota and the plants in the Upper Peninsula of Michigan remain as our major domestic iron ore source. The economic situation for both the iron ore producers and the steel industry can be described as confused and in turmoil. Such a condition directly impacts the iron ore processing plants&apos; operations and plans for the future. Plant Practice At present the nation&apos;s eight major operating iron ore mines, listed below, are concentrated in northern Minnesota (Mesabi Range) and the Upper Peninsula of Michigan (Marquette Range). The only exception to the Minnesota/Michigan location is the Pea Ridge Iron Ore plant in Missouri, which is a subsidiary of St. Joe Mineral s.

INTRODUCTION In any mining operation all possible steps should be taken to increase efficiency. One area for improvement is mine planning and design, particularly in the area of equipment selection for room-and-pillar systems. Be- cause of the availability of a wide variety of face machines, a fair degree of selectivity can be exercised in the choice of equipment for a particular job. However, this choice must be made on the basis of quantitative facts and forecasts related to the mining application. The purpose of this section is to develop and analyze the details of the mining process. Some specific areas studied include the relationship of system design to productivity, suboptimization as a result of equipment changes, and measurement of system performance. The plan of work leading to a quantitative description of these study areas is based on the growing interest in total system design using simulation as an analytical method (Manula, 1963). CHARACTERISTICS OF PRODUCTION OPERATIONS FROM ROOM-AND-PILLAR SECTIONS For a given mining method, raw production in a given section of a mine is primarily dependent upon the coal seam thickness, roof and floor conditions, methane emission, the mining methods, and the man-machine element. Average section production varies from 300 to 800 st per shift for conventional and continuous mining in high seams and from less than 100 to 300 st per shift in low seams. Since the reject varies from 0 to 40%, these figures must be decreased by the appropriate percentage to reflect the amount of clean coal mined. Personnel requirements per production section per shift for the various methods are listed in Table 1. Table 1. Production Personnel Method No. Method No. Conventional 12-1 5 Longwall 9-14 Continuous 9-1 2 Shortwall 9-12 MINING VARIABLES To evaluate the constraints and interrelationships for various mining methods, it is necessary to categorize the variables which underlie system production potential. Seven critical independent variables which determine production can be identified and categorized (Suboleski, 1978) : Seam Height The five categories are as follows: less than 36 in.;. 36 to 55 in.; 55 to 100 in.; 100 to 180 in.; and greater than 180 in. Floor Quality Floor quality ranges from : Excellent: Smooth, hard, grades less than 1 to 1 % % , and dry. Good: Smooth, soft but dry, with grades less than 3 % . The floor will deteriorate, but cautious operation can prevent it. There may possibly be heaving at some later time. Fair. Soft and damp. There is occasional interference with equipment operation; requires the use of four-wheel drive shuttle cars; ruts with regular use, and may have adverse grades of 5 to 7%. This may be coupled with slippery bottom and/or occasional steep rolls. Poor: Soft and wet. Requires blocking of the bottom to support equipment. There are frequent steep rolls and grades in excess of 7%. Roof Quality Roof quality ranges from : Excellent: Men are able to work under the unsupported top during the initial production cycle if legally permitted. Good: The roof is bolted on a 4 x 4 or 5 x 5 pattern with short bolts (442 in.) or <seam height if the seam >42 in., or requires posting with no bolts on a 4 x 4 or 5 x 5 pattern. There are no falls. Average: The roof is normally bolted on a 4 x 4 or 5 x 5 pattern, but with long bolts (>seam height or >6 ft.). There are infrequent minor falls or there may be an excellent roof which is difficult to drill. Fair: This type often requires spot bolting in addition to the regular pattern or bolting with planks. The roof conditions require shorter than planned cuts, or narrow cuts. Poor: This type requires bolts plus crossbars and posts, or installation of yielding supports or truss-type support. It is almost certain to fall if this is not done. Methane Liberation This ranges from none detected to low (no buildup at the face, even with minimum ventilation requirements) to moderate (the curtains must be extremely tight and tubing close to the face or methane will build up to 1 % during the loading of the car) to high (methane will build up to 170 if the miner is operated at the normal rate, even with proper ventilation). Hardness of Coal Coal hardness falls into the following categories: Soft: Soft coal is easily cut by a continuous miner. A plow could be used by longwall. Average: Coal of average hardness could be easily cut by a miner, and a shearer would be used in the longwall. Moderate: Moderately hard coal causes difficult cut-

Discussion by B. Mather I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming&apos;s discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2Oe; Na2Oe = % Na2O + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete. ? Mr. Mather&apos;s discussion of the mechanism of alkali-silica reactivity (ASR) notes the critical role of the hydroxide ion. While the alkali hydroxides are highly soluble (reducing the solubility of the other primary hydroxide in pore solution, i.e., calcium hydroxide, and providing hydroxide ions that initiate alkali-silica reactivity), it is, as Mr. Mather quite correctly notes, the hydroxide ion that attacks the silica structure. This point was not clearly stated in my original article. Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That&apos;s bad news for an already depressed industry, even though increased taxes may be the least of the industry&apos;s worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project&apos;s discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone&apos;s reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can&apos;t save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration&apos;s leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President&apos;s contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Each year with a bigger shopping list and more money to spend the Federal Government went into the marketplace to buy. This action altered the

Introduction My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rap- idly developing knowledge of how stressed, brittle solids fractured, based on the Griffith crack theory. On the other hand, reading in the grinding literature gave me: • Kick&apos;s Law, which was clearly not correct in the light of modern fracture theory; • Rittinger&apos;s Law, which was also clearly not correct; • Bond&apos;s Third Law of Comminution, which was claimed to have something to do with the Griffith crack theory, but where the connection between the two was made by intuitive pseudo- scientific reasoning I could not accept; • the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. incorrect statements abound in the literature, such as “the Hardgrove Index is based on Rittinger&apos;s Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1 948) and Broadbent and Callcott (1 956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1 953) in Germany. We confirmed experimentally the validity of the equations for describing batch grinding (1 962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, (Fig. 1) (Berenbaum and Brodie, 1959). Irwin (1949) showed from solution of the stress-strain solutions that a small hole in a region of tensile stress reduces stress concentration at the hole, that is, the tensile stress at the tip of a crack or flaw in a solid is much higher than the general tensile stress in the region. The longer the crack, the higher the stress concentration. Griffith (1920) hypothesized that when the regional tensile stress is large enough, then the chemical bonds at a preexisting crack tip are stretched to breaking point, as illustrated in Fig. 2. When the bonds break, the crack becomes longer, the tensile stress concentration increases, the situation is unstable and a crack opens up (propagates) a surface of tensile stress, creating its own tensile stress at the leading edge. Stored strain energy is converted to the kinetic energy of the moving stress field, which is analogous to sound propagation through the solid, so the crack tip accelerates to velocities approaching those of sound. The moving crack will pass through regions that were previously under regional compressive stress. With the advent of faster micro-processors, the use of numerical methods to simulate complex fluid dynamic phenomena in three dimensions for use in design has become prevalent in the automotive, and turbo-machinery industries. The Computational Fluid Dynamics (CFD) method divides the region of interest into small control volumes which form the mesh representing the physical characteristics of the problem, and uses the finite volume method to intergrate the equations for the conservation of mass, momentum, energy and species over each control volume. Recent developments in CFD software expedite mesh generation, and enable the use of unstructured grids, comprised of tetrahedral volumes in three dimensions and triangular areas in two. CFD more accurately represents complex geometries and allows for relative movement of meshes enabling simulation of multiple moving bodies. &apos;ibis paper presents two examples of how CFD simulation can be used to assess mine and tunnel ventilation problems formerly addressed by application of analytical solutions which were developed assuming ideal incompressible conditions. CFD simulation is used to evaluate the impact of varying the airflow in a descentionally ventilated airway on the layering along the roof of smoke and hot gases resulting from a vehicle fire. Control of the smoke layer is required to enable safe egress from the vehicle, particularly if the vehicle is for personnel transport, and to ensure control of the fire contaminants throughout the ventilation system. The airflow required to prevent layering against the ventilation direction, calculated from the Bakke and Leach relations (Bakke and Leach, 1962), is compared with the CFD simulation results. An evaluation of the pressures, generated as a vehicle enters a tunnel portal, using CFD simulation, is also presented for unflared and flared portal configurations. These simulation results are compared with predictions derived using an analytical method which assumes one-dimensional and incompressible flow. Results of the CFD simulation are presented in an animated video format. SIMULATION OF BACKLAYERING In designing a ventilation system for a transit tunnel, the ability of the ventilating air to control and prevent backlayering of smoke and hot gases resulting from a vehicle fire is of prime concern. The buoyant nature of hot smoke causes it to rise relative to the colder, fresh air provided by the ventilation system. If the vehicle fire occurs in a descentionally ventilated tunnel, the smoke may tend to move upgrade in a layer above the incoming ventilation airflow. The layer may become thick enough to engulf a substatntial part of the tunnel cross-section upgrade of the incident that comprises the evacuation route. This effect is termed "backlayering&apos; and it is similar to the development of methane layers in mines for which most studies related to backlayering have been done. Prediction Techniques Analytical A number of studies have been conducted (Bakke and Leach, 1962) to define the characteristics of this phenomena and as a result have produced relations which are used both in the mine and transit ventilation fields to define the air velocities required to control layering. In the transit industry the air velocity required to prevent the backlayering phenomena from occuring during a vehicle fire is called the "critical velocity" (Associated Engineers, 1975) and is dependent upon a number of factors: tunnel height, cross-sectional area and grade; ambient air temperature and density; and the heat release rate of the fire. Common practice in transit ventilation design is to provide an airflow which meets or exceeds the critical velocity. In order to determine whether or not the critical velocity can be achieved with a particular ventilation system, a one-dimensional simulation of the tunnel network is typically performed using programs such as the Subway Environment Simulation program (SES) originally developed in the late 1970&apos;s (Associated Engineers, 1980). The results obtained from SES are compared to the critical velocity to determine the adequacy of the ventilation system. Computational Fluid Dynamics For the backlayering simulations, a commercial CFD code which has been used successfully in a wide variety of engineering applications, was used. It provides numerous options for modeling laminar and turbulent flows, multiple turbulence models, definition of multiple species and chemical reactions between them, a variety of boundary conditions (including constant pressure and constant velocity inlets) and the ability to apply user-defined FORTRAN subroutines. It includes the ability to model conductive, convective, and radiative heat transfer. FLUENT also permits the use of "body-fitted coordinates" to match the computational mesh or grid to complex real-world geometries. Computational Fluid Dynamics Model The model developed to simulate the backlayering phenomena is comprised of an airway of rectangular cross-section, 4 meters wide, 4.5 meters high, and 200 meters long. To mining people who have experienced the tremendous expansion of existing operations and the development of new properties over the last several years we do not have to point out the difficulties in hiring skilled equipment operators. To those of you who have opened operations in some of the more remote places in the world this is not just a difficulty. It is an impossibility. Your only recourse has been to try and train whatever manpower has been available. Depending upon your success in training, the next problem has been to keep them. On todays modern equipment, the skill of the operator remains as the greatest single variable affecting the performance of the machine. On a blast hole drill, for example, a skilled operator will get good production footage, acceptable bit life and minimal machine downtime The unskilled operator will not only fail to get the acceptable production footage but all too frequently this failure is coupled with low bit life, high repair costs and excessive machine downtime. Even between experienced operators, on identical machines, in the same kind of material we find significant variations in performance. It is, therefore, the skill of the operator, not just his experience, which makes the difference. The problem, as presented to us by our customers, has been to find a way for the unskilled man, with minimal training, to match the performance of the most skilled and experienced operator. The obvious answer is automation.

Rare earth element (REE)-and gold-bearing breccia pipes are a potentially significant economic target in the Pea Ridge iron ore mine, Washington County, Missouri. The Pea Ridge deposit is one of eight known volcanic-hosted iron ore deposits in the Middle Proterozoic St. Francois terrane, which are similar to the Olympic Dam-type deposits of Australia. The iron orebody is steeply dipping, tabular-shaped, and cuts across the host rhyolite. The footwall of the deposit is zoned from the massive apatite-bearing magnetite core outward to heterolithic breccia, pseudobreccia, specular hematite zone, to an extensive silicified zone. The hanging wall is zoned from the massive magnetite core outward to a heterolithic breccia, pseudobreccia, and an amphibole skarn zone. The REE-rich breccia pipes cut through the various lithologies along the footwall at or near contacts. They are typically 60 m long, 15 m wide, and extend at least 120 m vertically. The pipes are comprised of fragments of rhyolite host rock, massive magnetite zone, specular hematite zone, and silicified zone rocks supported in a matrix of rock flour, barite, feldspar, monazite, apatite, chlorite, xenotime, and, locally, gold. Total REE oxide content of samples of the ground mass material, which are not diluted with lithic fragments, average about 20 weight percent. Grades from working faces in the mine are lower and average about 12 weight percent. Gold distribution is erratic, but concentrations are as high as 371 parts per million.

The dispersion of oily collector has significant effect on the flotation recovery of ultrafine coal. Generally, reagent dispersion is accomplished by mechanical mixing and/or ultrasonic agitation, followed by direct addition of dispersed collector into the flotation cell. However, such dispersion and reagent addition techniques are invariably inadequate and non-selective. A new collector utilization technique involving gas phase transport of atomized collector has shown improved results when compared to conventional reagent addition techniques. This new technique involves atomization of the collector into the gas stream. Under these circumstances an aerosol is introduced into the flotation cell. Initially, the oil is dispersed within the gas phase (continuous with respect to oil) and the gas phase is dispersed within the pulp (continuous with respect to aerosol). In the flotation cell, the atomized oil droplets coalesce on the bubble&apos;s surface and create a de-facto oil-encapsulated bubble. This approach provides excellent dispersion, increases selectivity, and most significantly increases the flotation rate of ultrafine coal. Furthermore, atomization of collector/frother combinations yielded improved flotation yields and maintained near uniform froth levels which is a desirable feature in coal flotation. In addition to flotation experiments, microscopic examinations of the attachment of oil-coated bubbles at a coal surface were conducted by attachment-time and contact-angle measurements. The oil coated bubbles attach at significantly faster rates and with a higher contact angle than do oil free bubbles.

In June, 1981 the Electric Power Research Institute (EPRI) issued a report titled "Control Systems in Coal Preparation Plants" to determine the status of instrumentation and automation systems in the coal preparation industry. EPRI concluded that the control systems presently being employed in the U.S. coal preparation plants "are relatively primitive compared with those in other mineral processing industries; and analytical instrumentation is virtually non-existent". Until recently, clean coal has had a low selling price and satisfying the purchasers&apos; specifications required only minimum cleaning. However, it is becoming more apparent that the increases in coalfired utility power plants forced outage rates are relative to the deterioration in the quality of fired coal. Utility companies are becoming aware of the economic value of reducing the variability of ash, moisture and sulfur in steam coal purchase orders. New contracts are currently being negotiated between electric utilities and coal producers that include provisions for increased penalties if the product does not meet specifications. With tighter specifications on the quality of steam coal, interest is increasing in more sophisticated control systems. One type of device that is currently assisting the preparation plant operator optimize and control the coal cleaning process is nuclear based instrumentation. Nuclear instrumentation includes methods for measuring weight, level, and density as well as for performing elemental analysis on coal. This paper discusses the various types and applications of nuclear instrumentation currently in use in the coal preparation industry.

This paper summarizes the benefits ofusing an in-situ analyzer in a sampling and valuation program. The tests and studies cited quantify the problems associated with current conventional sampling techniques and contrast conventionally-obtained results with those obtained through in-situ analysis. Data are presented to show the improved precision in valuation resulting from the in-situ method. Greater precision in estimating the mineral content of unmined ground becomes increasingly important as mines strive for optimum exploitation of their deposits. As the following analysis shows, the variable distribution of minerals within a deposit, along with the difficulty and the cost of high density sampling limits the precision which is currently possible in practice. An inherent problem exists in the conventional method of sampling. The erratic values of ore grade necessitate the collection oflarge numbers of samples for statistically accurate valuation and ore reserve estimation. Owing to the cost of manpower, current sampling techniques do not allow for the collection of sufficiently large numbers of samples. The most common method of sampFng in current practice is chip sampling, although bulk sampling is sometimes used. The intent of sampling is to obtain an estimate of the value of blocks of ground prior to mining. This information is used to plan the rate and sequence of mining, yet the sampling intervals which are possible in practice cause these block estimations to be ubject to considerable uncertainty. This inevitably leads to mcorrect mining decisions which may be vy costly.

A computer model capable of simulating the basic production system in a variety of underground mining methods has been developed at the Twin Cities Mining Research Center. This Bureau of Mines paper describes the simulation of the basic production system at the working face, which includes drilling, blasting, mucking, and roof bolting. The model is event-oriented; that is, the status of the system is updated at the occurrence of an event. All event or activity times, including failure and repair of equipment, are treated as stochastic variables. A location dimension, in addition to the time dimension, is used, allowing the simulation of multiple location systems. To aid the user in determining the efficiency of his system, the model provides several reports. An event or activity report gives the frequency of occurrence total active time, and cumulative delay statistics for each event. An equipment report delineates the availability and utilization of all equipment. A production report provides information on various performance measures such as tons produced and holes drilled. The cost report gives the cost of various elements in the system. Operating data from an actual mining situation were used in validating the model. In addition to the description of the model, examples of simulation experiments which were performed on a room-and-pillar mine system are given. Use of the model to determine methods for improving the efficiency of the system is discussed.

During .the past five decades or so we have passed from a time when it was difficult to point to a mine or an ore body and verify that it had been discovered by geological methods, through the. Twenties when the common saying was, "Who ever heard of a mine found by a geologist?", to recent decades when hundreds of mines and ore bodies are acknowledged geological discoveries and the above query can be ignored. Recently, however, the application of mining geology appears to have been downgraded, or so it seems to me. Basic geology in mining has been cheapened and glossed over in favor of geophysics and outcrop sampling, even though the latter is merely one technique of mining geology and, to some extent anyhow, has been used for a. long time. (Locke, 3, pp 81-87). Geophysics by itself and in conjunction with geology has had success in certain geological provinces, but limited attainment in mountainous terrane except in those few cases where strongly magnetic minerals are associated with ore. Nevertheless, in the Cordillera .many experimental techniques are offered as proved ones. This is not an intent to try to depreciate honest geo- physics. Continued experimentation and use of it is approved by all, but at the same time it is foolhardy to throw mining geology overboard, Generally both approaches should be considered and usually, at first anyhow, geology is the most direct one.
