"There’s a bit of confusion and misinformation in the tunneling and underground construction industry regarding contractor joint ventures. If it was all so clear I would not have been "asked" to write this article. For those of us on the contractors’ side of the fence, joint venture business relationships have been a part of life for a long time. But even for contractors, there can be a bit of confusion, and it normally begins on bid day.How often have you received bid results and wondered (out loud, usually), "Who the hell are the Lake Mead Intake Constructors"? or the "Regional Connector Constructors"? Once you get past the name, you see that there is nothing behind Oz’s curtain other than a couple of contractors bidding and building work in an attempt to make a profit. So take a few minutes to read the rest of this, and I’ll do my best to dispel a few mythWhat is a joint venture?In some form or fashion, joint ventures are as old as industry itself. In the United States, some of the earliest (and largest) joint ventures involved the railroads and oil companies in the late 1800s. In the United States’ underground construction industry, joint venture names such as, Healy-Greenfield, Green and Winston, Gates & Fox and Walsh, Shea-Ball, Kenny-Paschen and S&M-Traylor bring back memories of successful joint ventures that operated over many projects.There are nearly as many definitions for joint ventures (JVs) as there are attorneys. A short and simple definition is, "an association of two or more companies engaged in a singular, for-profit business enterprise without actual partnership or incorporation." That’s it. Two or more contractors decide to partner up for one or more projects. One benefit of the JV relationship is that the partners typically do not need to file incorporation documents, or articles of organization within the state where they intend to operate. So it is a relatively easy business arrangement to pull together. Other benefits of the JV arrangement include: • Oportunities to gain new expertise and capacity.• The ability for firms to move into new geographic markets.• JV agreements are not long-term commitments.• Sharing of financial support for a project.• Sharing of financial risks within a project. between the partners.• Can complicate dispute resolutions with the owner and between partners"

In a continuing effort to improve plant efficiency, United States Steel's Atlantic City Ore Operations completed the rubber lining of its balling drums in late 1982. This resulted in benefits of reduced bentonite consumption, reduced maintenance costs, improved production rates, and lower power consumption. These advantages far outweigh the disadvantages of increased oversize production and increased surging on the roll screen sizing devices. Certain operating characteristics and variables are discussed herein.

The coal companies of today have to make all of their in-the-field managers MAINTENANCE PRODUCTION MANAGERS. By using a computer application to monitor all aspects of the daily production as well as the maintenance, a company can immediately effect a cost reduction by studying the down-time and delay trends on an everyday basis. This paper will outline how a company can use a program to not only put a stop to the increasing supply and maintenance costs but start trimming each of these cost centers while actually increasing the efficiency and productivity of the current work force.

GENERAL DESCRIPTION History The most striking feature of mining in the United States has been the infrequent use of longwall systems. This system, which accounts for the majority of coal production in Europe, Japan, and other countries, is only recently growing out of its infancy in the mining of normal coal seams and is still untried in the mining of thick coal seams in the US. Its use in the mining of metal and nonmetal ore bodies has been virtually ig¬nored, except for isolated instances in trona, copper, and uranium. Longwall mining is believed to have originated in Shropshire, England, towards the end of the 17th cen¬tury (Laird, 1973). Although the method used would be considered primitive by today's standards, many of the basic concepts have remained unchanged. Longwall mining of coal in the US was first introduced before the turn of the century, but it never gained acceptance as it did in Europe. Historically, longwalling was a cyclic method where a single cut of coal was removed from the face on the producing shift each day, and the work of building stone packs in the gob and manually moving roof support was completed on the off shifts. Due to the amount of dead work, productivity was extremely low. In Europe, however, longwall methods were required despite the high costs involved, because only by this method could coal under heavy depth be mined with any reasonable degree of recovery. Reserves of coal lying under shallow cover, and therefore minable by room¬and-pillar methods, were long ago inadequate to supply most of Europe's coal requirements. In the US coal min¬ing has historically proceeded laterally with the new mines in virgin areas to replace old mines; in Great Britain, Germany, Japan, and many other countries, mining must proceed downward to greater depths. The depth of cover for most coal operations in the US is shallow, i.e., 61 to 305 m (200 to 1000 ft). This, combined with large reserves, has made room-and-pillar methods almost universally applicable. However, longwall systems were tried around the turn of the century. Whenever used, it was frequently noted that the opera¬tion was under the direction of men with foreign ex¬perience and was tried under ideal conditions. Some of the mines that were using longwall or had tried longwall prior to 1910 were the Radiant mine, CO; Vinton Coal Co., PA; Cambria Steel Co., Johnstown, PA; Grundy County and Spring Valley, IL; and unnamed mines in Washington, West Virginia, Kentucky, Iowa, and Kansas. As late as 1961, there was one circular longwall in operation at Centerville, IA. The first modern-day op¬eration to take advantage of European technology and longwall methods was Kaiser Steel Corp. at its Sunnyside mine near Price, UT. Due to deep cover and extremely poor roof conditions, combined with a need for in¬creased production, Kaiser management decided a new method was required and turned to longwall in 1961. The first longwall consisted of an Anderson Mavor shearer loader, British Jeffrey-Diamond conveying equip¬ment, and Dowty roof supports with a capacity made up of two and three 27-t (30-st) capacity props. After nor¬mal start-up problems, this unit averaged over 454 t (500 st) per shift (White and Palacios, 1976). During and after World War II, technology in hy¬draulics and controls had advanced to the point that self-advancing supports and hydraulic props were being developed. In 1960 only I % of West German produc¬tion was from mechanized longwall faces. This in¬creased to 37% in 1970 and 63% in 1973 (Kohlgruber, 1974). In 1976 there were 246 coal mines operating in the United Kingdom. Although this is only 50% of those operating ten years ago, the production has increased 42%, mainly through improvements in longwall equipment and methods (Hunter, 1976). In France and other European countries, the devel¬opment of longwall mechanization has been similar in seams up to 2.44 m (8 ft) thick. In seams that exceed 9.14 m (30 ft), a variety of longwall caving has been developed for coal seams with dips of 0 to 1.6 rad (0 to 90°). Those with the greatest success will be discussed later. As noted, the development of longwall mining to its present state of the art has mainly taken place since World War II with substantial gains in the last ten years. Mechanized longwall has been the result of several re¬lated major innovations (Jackson, 1975) 1) Development of the flexible armored face con¬veyor which can be installed along the face and moved forward without disassembly. 2) Development of face machines such as single and double drum shearer and coal plows which operate in conjunction with the armored conveyors. 3) Development of self-advancing hydraulic roof supports which now include chocks, chock shields, and shields. 4) Reliance of caving of the immediate roof based on proper planning and development. 5) Use of pneumatic slowing to enable extraction below overbuilt areas. The most recent developments in the mining of coal by longwall in the US include the introduction of shield supports at Kaiser's York Canyon mine in New Mexico, single-entry longwall development at Kaiser's Sunnyside mine, and Mid-Continent's advancing longwall system in Colorado. Metal and nonmetal longwall systems in the US have included the mining of copper at White Pine, MI; uranium in Utah and New Mexico, and trona in Wyoming.

Centromin is a Mining Company owned by the peruvian government. It's considered as one of the major mining and metallurgical center in Latin America. The main operations of the Company are: Mining, Concentration, Smelting and Refining of several metals (Figure 1). At present, dentromin operates with six mining units: Cerro de Pasco, Morococha, Casapalca, San Cristobal, Yauricocha and Cobriza; which are located in the Central part of the country between 2 100 m and up to 4 800 m above sea level. The installed capacity of concentration all together ranges about 14 000 tons per day. There's also a metallurgical plant in La Oroya with a production capacity of 220 000 tons per year of refined metal. The production of the Company is diversified in twenty two (22) final pro- ducts, whose major productions are : copper, lead, zinc, silver, gold, tungg ten and bismuth. The minor products are: arsenic, antimony, cadmiun, teluriun, sulphuric acid, indium, selenium, etc.

Sometimes in assessing where we are and where we are going it is informative to take a look at where we have been. Whether or not it adds to our understanding of the present, I think it may be interesting to review some of the past history of our industry. As a starting point I chose to use the famous Paley Commission Report, formally known as "The U. S. President's materials Policy Commission -Resources for Freedom."(l) The Paley Commission report said "Fluorspar is an essential raw material for the steel, aluminum, and chemical industries." Of course this statement is still true. It also said, "United States known reserves of fluorspar would be sufficient for some 15 years at present rates of consumption--about 426 000 short tons in 1960. Projected consumption for 1975, however, is several times as great, and reserves in other free countries do not appear adequate to supply United States deficiencies during the next 25 years." This simply demonstrates how even the most learned and competent people can observe all the facts avail-able to them at a given time and yet be unable to predict the future very accurately. We all know that reserves in other countries are more than adequate to supply the United States today, 25 years since the report was published. In fact, the report estimated free-world reserves at something over 36 million tonnes (40 million short tons). Contrast this with 246 million tonnes (271 million short tons) estimated as total world reserves from the section on fluorspar from Commodity Data Summaries of 1974, published by the Department of the Interior. (2) The Paley Report discusses other matters pertaining to fluorspar that are still of interest, such as improving mining methods. Furthermore, it certainly did a good forecasting job in noting that greater recycling should become possible in the aluminum industry in regard to fluorine lost in wastes and also concerning the substitution of fluorspar in the steel industry by other fluxing materials. It also suggested that non-fluorine containing propellants should be investigated as a replacement of those containing fluorine as a conservation matter. Some discussion was devoted to recovering the fluorine content of phosphate rock, which is being practiced today, but was in its infancy in 1950.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? The discovery of the New Lead Belt in the mid-'50s began a search for mill design criteria that is continuously updated. The opportunity to design, construct, and operate four new mills in the span of 20 years provided fertile areas for new concepts. The central theme for design parameters encompassed simplicity, functional, and economic consideration. Ore characteristics for each plant remained relatively constant, providing stable criteria for grinding circuits. Bond index nominally 10-12. Flotation circuit parameters were based upon power application with 10-20% excess capacity built-in to protect recovery. Newer equipment exhibits greater power application efficiency lowering horsepower requirements per ton. Instrumentation was installed to stabilize circuits, protect equipment, and improve products. With ever increasing requirements of higher quality products, environmental considerations, and operating cost pressures, the upgrading of operating procedures is in a constant state of flux. Installation of more efficient equipment, chemical processing, or any other technique would be considered as feasible. Current practice is for St. Joe to design and engineer in-house its own plant design. The exception being detailing of structural steel. It is felt that familiarity with past design criteria serves as a valuable foundation to incorporate changes. Also, direct contact with operator provides specific data, and feedback for constructive criticism that is utilized for defining and correcting problems. The results are in reality an operator's plant with the benefit of advancing technology that meets the demands for improved products without sacrificing the economies of throughput or recovery.

This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. For every blast pattern, zones of unique material types need to be classified before mining. Most material types can be summarized into different kinds of ore and waste. Blocks generated from blasthole assays are too small to be selectively mined, so areas with a single material classification meeting the mine’s selective mining unit must be defined. Current industry standard practices are to manually draw ore/waste dig limits, but this process is subjective and results in quantities of dilution and ore loss that can be improved upon to enhance the profitability of mining operations. In this study, two weeks of production data from a homogeneous copper (Cu) porphyry and heterogeneous manto-type Cu deposit were used to assess the variability in the hand-drawn dig limits of 20 geologists, mining engineers and ore control specialists, which were compared with the optimal ore/waste delineation. The profit for 20 distinct hand-drawn dig limits for the homogeneous mine varied by 3.7 percent, from $10.5 million to $10.9 million, averaging at $10.8 million. The percentage was nearly double for the more heterogeneous mine at 5.9 percent, from $17.9 million to $19.0 million, averaging at $18.6 million. Using the optimal ore waste delineation, the profit increased to $11.0 million (1.9 percent increase) and $19.3 million (7.0 percent increase) for the homogeneous and heterogeneous deposit, respectively. The natural variability, diggability requirement and selectivity are identified as the main drivers of ore loss and dilution. Recommendations are provided for reducing the subjectivity in manual hand-drawn dig limits by integrating dig limit optimization algorithms as a tool to assist practitioners.

The past year has been difficult for Canada's primary industries. The mining, oil and forestry industries have been hit by low prices and a reduced demand for natural resources. Foreign competition, militant environmentalists, the breakdown of the Asian and European economies and Canada's shrinking dollar have all put additional pressures on the commodity purchaser to buy smarter. It is easy to appreciate why operations and maintenance supervisors want the best performing product. It makes good sense. The challenge is to source that quality product while staying within the budget. The bottom line (price), however, often becomes the control- ling factor, usually at the expense of quality and performance. This is short-term thinking, often with expensive consequences.

The sodium smectitic clays (bentonites), have more industrial applications in that class of mineral, a driving force to obtain this mineral. In Brazil, there are several occurrences of smectitic clays, unfortunately they are polycationic, with a distribution of several exchangeable cations, where the cation sodium occurs in minor quantity. In this work, the original polycationic smectitic clay was firstly proper characterized and then treated with sodium carbonate obtaining homoionic sodium smectitic clay. The rheological tests in the optimized sodium smectitic clay showed good results for drilling fluids, typical of a sodium bentonite ones.

Ever since the industrial Revolution both major and small companies have put much emphasis on the use of incentives to compensate top management for extra effort and extra skill. For many years industries have also provided hourly rate employees with incentive plans. More recently incentive plans have been extended to include the "front line" supervisors. Many companies have what are called Christmas bonus or profit-sharing plans. The incentives for foremen in mining, which we shall discuss, differ from such bonus plans in that the incentives are paid on a definite measured performance for each individual, and thus directly reflect his effort and skill. What is the objective for paying incentives? The objective for any part of an industrial Engineering Program is to increase productivity and reduce unit cost. The unit cost must include the entire cost of the program. From what base do we start an incentive plan? One should think of art incentive program as the top rung of the Industrial Engineering ladder. Therefore, a company must take several steps before reaching this top rung. BART Facilities Standards (BFS) Structural Criteria is a living document that governs planning, design, and construction of all BART projects. Since its development, the document undergoes incremental changes and updates to reflect policy changes, changes in local, State, or national design codes and guidelines, advancements in engineering and technology, or based on the performance of past built infrastructure. In 2020, the BFS-Structural Criteria underwent a comprehensive update and was released with BFS version 3.2. This paper summarizes the updates to the Tunnels and Underground Structures Section of the Structural Criteria, and provides insights to the basis and logic of the requirements.

Pebble phosphate deposits of Florida have been established from south of Hardee County to north of the Georgia state line or a distance of over 200 miles and mining has been carried out in an ever-increasing scale since 1885. Deposits that can be mined on the economical standards of today, however, are confined in a roughly circular area about 30 miles in diameter, generally within Polk and Hillsborough Counties, in the central part of the State. The phosphate deposit, which is in the Bone Valley formation of the Pliocene age, is covered by Pleistocene terrace deposits of unconsolidated quartz sand. The matrix is composed of approximately 1/3 clay slimes, 1/3 silica sand and 1/3 phosphate pebbles. The phosphate occurs usually as rounded pebbles, ranging in size from about 1 inch down to approximately 400 mesh. The phosphate may vary from well- defined hard pebbles to soft weathered rock. The color and character of the phosphate will range from smooth buff pebbles to black and white or "salt and pepper rock." The screen size distribution varies considerably between locations and the recoverable phosphate varies may extend down to the 400 mesh size in some areas, while in others the phosphate may cut off sharply at about 35 mesh.

It highlights the transition from early metallurgical forecasting methods to a comprehensive model that includes spatial distribution of metallurgical forecasts. This model helps in planning and adapting to the variability in ore characteristics, such as hardness and mineralogy, which affect processing performance.

Measuring the specific gravity of a pulp in concentrating plants is a relative, y simple procedure, but the desired accuracy is often difficult to attain. Many plants use the system of weighing a known volume of the pulp on a scale. In many cases, this method is quite accurate, but obtaining a true sample presents quite a problem. This is especially true when the pulp tends to froth, the solids settle rapidly, or the flow is fast at the point of sampling. There is also the problem of the operator neglecting to take the sample because of duties elsewhere, or, if everything Is apparently running smoothly, he assumes the pulp density is also all right. In 1952, the Pine Creek plant of Union Carbide Nuclear Company began working on a better method for measuring and controlling pulp density. After an extensive investigation of different methods for measuring the specific gravity of moving pulps, the Research Department decided that the bubble tube method appeared to be the simplest and most promising for our applications. It consists of two bubble tubes, of different lengths, submersed in a pulp. Low pressure air is supplied to, the two tubes through sight bubblers to maintain approximately equal volume of air to each bubble tube. The bubble tubes are also connected to a differential manometer, one to each side. Therefore, knowing the vertical distance between the outlets of the bubble tubes, the manometere can be calibrated to measure directly the specific gravity of the pulp. (Figure No. 1 illustrates this model.)

A major problem in future discoveries of base metals is their "explorability". By this I mean an exploration program must be designed that assures accurate assessment of the potential for ore, but is within reasonable budgetary constraints. As we are compelled to depend more and more on non-outcropping prospects, "blind" deposits, and as drilling costs multiply, the costs of exploration increase significantly. Solutions to the problem of defining exploration targets are influenced by our conceptions of the origin and recognition o f conditions that localize ore. The maxim that "elephants should be sought in elephant country" presumes we can recognize elephant country. This paper presents a suggested origin for some mineral deposits, and their controls; particularly those termed ?Mississippi Valley type". Tennessee is used as an example of the ideas offered. Mining districts designated "Mississippi Valley type" are, and have long been, the principal sources of barite, fluorite, lead and zinc ores in the United States and elsewhere throughout the world. A large volume of literature is available describing this class of ore deposits, explaining their habitat, and invoking genetic models for them. The quality of this literature is notably uneven, some of it demonstrably erroneous, and much of it is restricted to detailed descriptions of one aspect of the problem, or to detailed descriptions of one aspect of the problem, or to a single mine, or even a single stope.
