Installation of equipment and structures at mines often requires mine planners to evaluate unique loading and operating conditions. Consideration of these unusual features is required throughout design and construction and into operation. Most planners understand the necessity of employing sound civil, structural and mechanical engineering techniques to design these structures and equipment. However, the influence of geotechnical factors on the overall progress of construction and operation is less appreciated. Mine operators routinely perform exploratory drilling to define ore deposits. These exploration activities can be extensive and often include provisions for assessment of subsurface conditions as they relate to the mining operation - requirements for ground support. All of these factors are important to the economics of the mine and are well justified. Surface facilities are provided to access and service the mine, and they play an important role in the successful development and operation of a project. Headframes, hoist foundations and shaft collars, in particular, are examples of unique installations encountered at underground mine sites. The design and above-surface behavior of these facilities can be analyzed with the usual fundamental engineering practices employed throughout the engineering professions. However, near surface exploration for the purposes of assessing soil and rock conditions for foundations is often given a reduced priority and less consideration. This article provides an outline of the benefits and importance of performing such exploration. References here relate particularly to shaft headframes, hoists and shaft collars. But the issues raised apply equally to other installations of a similar nature, including milling equipment.

At present the feasibility of developing underground facilities for the storage of a number of products including toxic waste, oil, nuclear waste and low pressure gas is under investigation in e number of countries. A possible method of storage is in large excavations, Preliminary ventilation design work has identified that the climatic conditions encountered within these large excavations are a limiting ventilation pollutant within the ventilation system. This paper examines the design of a variety of sizes of excavation from a ventilation viewpoint. The main phases of an excavations lifetime can be divided into four main phases, these being construction, civil and mechanical fitting, storage, full and sealed. The paper details ventilation design options for the first two phases of e vaults lifetime, giving climatic simulations to assess the likely climatic conditions within the excavations for e number of facility depths. The options for climatic control are given and analyzed by means of climatic simulations techniques. l. INTRODUCTION The feasibility of developing underground facilities for the storage of a number of products is under investigation at present in a number of countries. This paper details a possible design for such a facility where the product is to be stored in large underground excavations. A facility layout has been designed with the aim of allowing concurrent construction and storage operations. Thus from a ventilation perspective the facility consists of two circuits , a construction ventilation circuit and a product ventilation circuit both of which are served by an intake and a return surface connection The construction and storage circuits are considered as independent of each other , any interaction in the form of leakage must be from the construction to the storage circuit. From the facility design a ventilation network was developed to assess the ventilation requirements of the facility. In analyzing the pollutant loads for the construction circuit two pollutants were recognised to be critical to the ventilation design , these being diesel exhaust fumes and heat end humidity. In this paper ventilation design options for the construction and civil and mechanical fitting phases of the excavations are analyzed by means of climatic simulation and options for climatic control within the vaults are outlined . 2. FACILITY DESIGN A schematic diagram of a facility design is illustrated in Figure 1. There would be two distinct ventilation circuits , one to service the construction operations and the second to serve the storage operations which occur concurrently with construction , the circuits are separated by ventilation bulkheads . Access to the facility for intake air is provided by two drifts, one to serve each circuit. Two shafts act as returns to surface. The facility consists of two distinct zones for the storage of two types of product. One type is to be stored in smell linear excavations. The second zone is for the storage of a second product in larger excavations. The maximum cross-sectional area and perimeter for the smell linear excavations are 456.25 m2 and 83.2 m, while for the larger excavations they are 440.1 m2 and 86.4 m. Excavation construction consists of three phases: 1. Initial pilot tunnel development between main intake and return to provide through flow ventilation. 2. Enlargement to produce the required finished cross-section. 3. Civil and mechanical engineering work to fit out the excavation ready for storage. It is proposed to excavate the excavations using drill and blest methods utilising diesel equipment. Spoil is to be transported to surface by a conveyor belt system. At any one time the maximum number of working places requiring ventilation will consist of ; 3 storage sites, 2 excavations under construction, 2 excavations undergoing civil and mechanical fitting. Methane drainage on a mine-wide scale is a relatively new technology to South African coal mines. Shallow seams and apparently low methane contents have been assumed to result in less methane problems than experienced in other countries. The introduction of deeper mines however, has now resulted in methane drainage taking on a higher priority. Methane contents in the region of 12 m3\t have resulted in one colliery introducing drainage as a ventilation support. Although a low seam permeability initially indicated reduced potential for drainage, early borehole flows of 90 m3\m\year have since increased to 450 m3\m\year. Rapid inflow of methane into goafs and sealed areas from seams surrounding the main production seam at another colliery have warranted extensive evaluation of the methane properties of these seams with the projected introduction of predrainage from surface. Methane pressures in excess of 1000 kPa and contents in the region of 10 m3\t again give methane volumes suitable for drainage. Coal seam drainage ahead of mining is becoming more significant and is likely to see an increase in the near future. INTRODUCTION Methane gas is an everpresent hazard associated with underground coal mining. Safe working levels of methane in the mine atmosphere are normally maintained by ventilation practises, ensuring sufficient dilution of the gas. However in some cases the ventilation must be assisted by methane drainage, either from the mined seam, or from adjacent seams and strata, or from goafed areas. South African collieries have practised only limited methane drainage until now. Relatively shallow mining depths, and apparently low in-seam methane contents have been assumed to result in fewer problems with methane than are the normal for other countries. This is now being shown to not necessarily be the situation. Work carried out by the Coal Mining division of COMRO (Cook and Erwee, 1991) indicates South African production coal seams have very similar methane retention properties to those of coals in other countries, with seam gas contents of up to 12 m3/t. This awareness, as well as greater mining depths, and higher degrees of mechanisation, has resulted in higher priority being given to methane emission problems throughout the industry. Increased levels of safety, as well as possible commercial applications, are the main reasons for the interest now being shown in methane drainage. Not only is there possible applications in the present production coalfields, but South Africa has vast areas of coal reserves which are presently non-mineable, now being seen as possible alternative energy sources. Limited methane drainage is practised within the industry, but only on collieries that have identified specific methane problems that can be alleviated by drainage. Historically this has been restricted to surface drainage of longwall goafs, reducing emissions onto the faces. More recently, horizontal in-seam holes have been drilled, until now for bord and pillar sections, but the results are being evaluated for later application to shortwall faces. Adjacent seams pose problems at some sites and vertical and cross measure boreholes are now being considered.

Introduction The role of marketing in the minerals and mining industry takes on different degrees of importance depending on the commodity, but nowhere are sales and marketing more important than in industrial minerals. This article compares industrial minerals marketing with the marketing of other mining and mineral products. Marketing in Mining Some broad generalizations on the marketing of industrial minerals in relation to other mineral products can be made without getting bogged down with exceptions to generalizations. Two totally different areas of mineral production are crude oil and natural gas, and metals, including ores and concentrates. Although these commodities are the basis for two completely different industries, they share two things in common from a marketing standpoint: • Their value per unit volume is usually high enough so that they can be transported great distances. • Their specifications are readily definable and, therefore, the quality of a standard product from a production run can be communicated by stating certain chemical and physical features. This permits sales to be consummated by telephone, telex, and letter, without the need to pretest the products under use conditions. In regard to the first item, industrial minerals, as opposed to oil, gas, and metals, are in most instances site specific. Location of the point of production in relation to the point of use is of paramount importance based on a generally lower unit to volume value. This means that transportation is a major factor, with the cost of getting the mineral to market commonly exceeding its f.o.b. value. INTRODUCTION In February 1981, the Canadian Institute for Radiation Safety (CAIRS) initiated a routine Personal Alpha Dosimetry service for personnel of the Canadian uranium mining industry. This service is based on the use of the [Personal Alpha Dosimeter] developed by the French Atomic Energy Commission (CEA). The origins of personal alpha dosimetry and its rational are briefly described. Technical and organizational aspects of a routine personal alpha dosimetry service are outlined in this paper. HISTORICAL BACKGROUND International recommendations (1) and Canadian regulations have established Maximum Permissible Exposures (MPE) for each source of radiation exposure. Uranium workers in mines and mills are exposed to external radiation ( [y] rays) and to internal radiations ( [B] and [a] particles) which are delivered to the respiratory track by airborne alpha emitters (Rn and Th daughters and Long Lived Dust). To date, dosimetry for uranium workers has been performed by area monitoring/collective dosimetry. In North America the concentration of radon daughters is routinely measured by grab samples taken at the work place and by on-site gross alpha counting. The concentration of potential alpha energy is then calculated (usually by Kusnetz method) and expressed in Working Levels (WL). The time spent by each worker at a given work place is determined from his time sheets and used to calculate the individual monthly exposures to airborne alpha emitters, which is then expressed in Working Level Months (WLM). The uncertainties attached to such a procedure are obvious even in the case of frequent grab samplings and can be expected to lead to an underestimation of individual doses. Among fifteen possible sources identified in a mine situation, (2) four may stretch the standard deviation of the measurements' distribution, nine may lead to an underestimation and two may lead to either an underestimation or to an overestimation. To improve this situation, in 1971 the Atomic Energy Commission began studying the use of personal alpha dosimeters to determine individual exposures from the airborne alpha emitters encountered in the uranium industry environments. Criteria for a Personal Alpha Dosimeter In order to minimize the difficulties encountered in determining exposures received by uranium workers, the CEA in co-operation with the Atomic Energy Control Board of Canada (AECB), has developed a set of criteria for personal alpha dosimeters. Exposures may be determined easily and accurately using this criteria. Autonomy The dosimeter must operate for at least 10 to 12 hours. Excess time spent in the mine or in the facility may possibly be related to an accidental situation causing unusual levels of radioactivity. Since the dosimeter may be needed in non-underground settings where a cap lamp is not used, full autonomy is desirable. Maintenance, Periodicity of Reading In order to complement other dosimetry systems, the personal alpha dosimeter should be read monthly when the filter should also be changed. Routine air flow checks can be made according to local conditions (e.g. diesel loading). Radioisotopes Identification Since the exposure unit (WLM) is based on the concentration of potential alpha energy in the air, the personal alpha dosimeter should be capable of identifying each short lived alpha emitter included in the calculation of the WI, and WLM. Permanent Exposure Record Three points may be considered here: 1. In many countries, lung cancer in uranium workers is a compensable occupational disease. In some instances, compensation is awarded when it can be proven that the worker has received an exposure above a certain limit. The present uncertainty of the individual exposure makes the compensation procedure difficult. 2. By design, a personal alpha dosimeter must representatively sample all airborne particles, ranging in size from the unattached fraction to the upper limit of respirable aerosols (0.001 to 5 µm). The dosimeter must offer minimal resistance to the penetration of these aerosols. While the mining/ milling environment presents harsh conditions which may accidentally contaminate the dosimeter, it is important to be able to distinguish these cases of contamination and still obtain accurate readings. 3. A dependable dose register is most valuable for further epidimiological studies. The dependability of such a data base increases with the possibility of a second assessment of the dosimeters' reading (filter, film).

Severe climatic conditions in mines are normally associated with working at depth. More precisely, it is a matter of working in regions of high strata temperature, since, for example, some coal mines in the Ruhr have strata temperatures at 1000 m which are matched only at 3 times that depth in the South African gold mines. In Britain we are perhaps fortunate in encountering strata temperatures in our deeper coal mines some 10-15 K lower than at the same depth in the hot mines of the Ruhr. Nevertheless the problems of high temperatures and humidities in UK mining operations, which in the past have been confined to a few specific sites, have in recent years become more widespread, and there is every reason to suppose that the trend will continue. Clearly strata temperature is not the only .causative factor. Long ventilation circuits serving districts remote from the shaft must also play a part, while the heavy use of machinery and the rapid, rates of excavation of modern mining methods are obviously important. It is necessary to understand the mechanisms of all such factors, and to measure their magnitudes and fluctuations, if remedial measures are to be properly designed or predictions made which are accurate enough to be of use in ventilation planning. This paper presents the results of a long-term (and continuing) investigation carried out in several mines to measure the major sources of heat and moisture on longwall districts and trunk conveyor roadways. The variation with time of these sources is reported, and the resultant effect on the climate is considered. In their investigations of the heat exchanges occurring in a whole mine Oakes and Hinsley (1955-56)1 listed and estimated the magnitudes of a large number of heat sources. Some of these, namely autocompression of the air in the shaft, diesel engines and compressed air mains, do not apply to the present investigations, which refer to longwall districts with conveyor transport and no compressed air supply. Others, such as oxidation of coal and, desorption of methane, have not been taken into account in the measurements, but are discussed later. One other source, the importance of which was pointed out by Gracie and Matthews (1975)2, is the coal on the conveyor, a form of strata heat emission, but one which is strongly dependent on the rate of coal production. The heat emissions measured in the present investigations were the energy consumed by electrical machinery, the heat conducted from the strata and the heat lost by the conveyed coal. Most of the emitted heat was removed from the district by the ventilation air, and was measured by continuously recording the enthalpy of the air at fixed stations. The heat removed by service water, supplied for machine cooling and dust suppression, was also measured. Account was of course taken of the relatively minor changes in level around the districts, in terms of the potential energy gained or lost by the coal and by the ventilation air (autocompression).

Introduction The history of mining machine development has been and is one of "bigger is better." While this may not always be true, it is currently the only approach open to machine designers without specific in situ cutting force information. The US Bureau of Mines has tried to modify this approach by supporting research, both in the laboratory and in field tests, that demonstrates that bigger is only better if the equipment is used correctly. In-house research has shown conclusively that deeper cutting reduces both dust and energy (Roepke, Lindroth, and Myren, 1976). This approach has been applied to a large Lee-Norse (LN456) continuous mining machine, which confirmed that slow deep cutting is beneficial and does not have a negative effect on production (Black and Rounds, 1977; Black et al., 1978). Specific in situ engineering data needed on coal cutting forces have not, however, been obtained by field tests with the LN456. Although the machine was instrumented to obtain data on one seam, it would be impractical to move the machine from mine to mine. It became apparent that a portable, easy to use device was needed for obtaining coal cutting forces in situ. Such a device could provide the engineering data needed by manufacturers, the site-specific cutting information needed by operators, and a field research tool to establish correlation with laboratory cutting tests. Design and Development According to a set of design guidelines established by the Bureau, the proposed device should be able to measure cutting forces directly with standard coal cutting bits, be transportable by two miners, and be self-contained. These guidelines were given to Ingersoll-Rand Research Inc. (IRRI). The contractor performed a rigorous review of 16 existing in situ portable tester designs, none of which could use a standard coal cutting bit to measure cutting force directly. These included a wide range of devices, all of which are discussed in the final report (Banerjee and Wisner, 1982). A series of design tradeoffs were established to satisfy initial design guidelines. The final deci¬sion was heavily weighted by an industry survey to determine the preferred concept from four man¬ufacturers and four operators. To assure ease of use with maximum information, all respondents wanted a linear cutting device that could work in seams down to 1 m (40 in.). The final design choice was between a linear and a rotary tester. The rotary tester would cut on an arc in the same manner as a rotary drum machine. It had several faults, however, that could not be resolved within the scope of this contract. The worst was related to arc cutting (Roepke, Lindroth, and Myren, 1976). Since any bit cutting on arc enters the coal at zero depth, goes to maximum depth only at the horizontal centerline, and exits at zero, maximum cutting force is obtained only at the instant the bit crosses the horizontal centerline. This centerline peak response would require that many replications be made with an arc-type cutter to get reliable force information. The arc-type tester would require extensive face preparation to establish the cutting path and extensive wasted clearing cuts to advance the device for additional layers of cuts. The linear tester could be mounted directly on any face or rib with only minor preparation. By its nature, a linear cut at a constant depth provides multiple peak force data over the length of the cut, thus reducing the required number of replications. INTRODUCTION The placement of concrete by means of pumping is one of the fastest growing practices in the construction industry and is widely used in mining applications. In¬troduced in the United States in 1933, this method has been adapted to many aspects of the industry, especially where space for equipment is either limited or inaccessi¬ble. Concrete pumping offers many advantages over other methods of placement. Using pumping equipment, the concrete mixture can be transported in a single operation from a central mixing site to numerous forms in many remote locations, eliminating the need for rehandling the mixture and reducing the labor costs to a minimum. Pressurized pumping provides an extra mix¬ing and blending step, resulting in concrete of improved uniformity and greater density. In turn, this produces high compressive strength and increased durability. Various placement defects can be reduced or pre¬vented by pumping. The steady and even flow of the concrete minimizes the form distortion and delays caused by vibration problems that are common to fast dumping of the concrete mixes. Segregation, planes of weakness, bleeding, and surface faults are diminished considerably. Perhaps the greatest advantages of concrete pump¬ing are the distances and volumes that can be handled. Depending upon the equipment used, pumping rates of from 8 to 115 m'j/h (10 to 150 cu yd per hr) can be achieved, with a horizontal range of up to 460 m (1500 ft) and a vertical range of up to 140 m (450 ft). Theoretically, almost any concrete mixture could be pumped. However, consistency is an important consid¬eration for efficient operation. Mixes that are too wet, too dry, too hard, or poorly graded can cause difficulties that increase the costs. Similarly, mixes containing aggregate material that is over the maximum size or that is porous and highly absorptive can also result in diffi¬culties and increased costs. For the best efficiency, the mix formulation must have a well-graded sand and aggregate combination, with enough fines to provide flowability. If additional water is required for pumping, additional cement must be used to meet the design criteria of the structure. Each pump manufacturer can provide recommended mix formulations for the specific equipment furnished. Since the 1950s, many improvements have been made in pumping technology. Originally, only rigid steel pipe of 168 to 245 mm (6.625 to 9.625 in.) diam was used; today, both rigid steel pipe and flexible conduit are available in diameters of from 76 to 203 mm (3.0 to 8.0 in.). Improved pumps have been developed, and the introduction of power-coordinated booms has in¬creased the versatility of concrete pumping. The older and more conventional placement methods can no longer compete with the flexibility, efficiency, and econ¬omy of the pumping method, and continued research and development can only improve the system and expand its use throughout the mining industry. PUMPING EQUIPMENT The three major types of concrete pumping units currently available are the piston pumps, the pneumatic pumps, and the squeeze-type pumps. Table I provides a comparison of capacities, horizontal ranges, and vertical ranges for pumps of all three types. INTRODUCTION The planning process for projects requiring construction of tunnels in urban environments can be highly complex and involves interaction with professionals of many disciplines. Typically the initial step in the planning process is to establish basic design criteria for the tunnel or tunnel system consistent with its intended purpose. Such criteria might include acceptable tunnel geometry, minimum and maximum slope or other associated criteria. Ideally, once the basic criteria have been established, the next step in the process might include establishing technically feasible horizontal and vertical alignment and shaft siting alternatives and developing "ball park" construction and operational cost estimates for the alternatives. Comparisons can then be made regarding the relative technical and economic merits of the alternatives and the most favorable alignment(s) are selected for further study or preliminary design. Typically the last and perhaps the most important task that is conducted during the planning stage includes identifying issues and potential problems to be addressed during the design and construction stages of the project. Many issues warrant consideration during the planning phase of a tunneling project. For the purposes of this paper, these issues can be divided into two broad categories: technical and non-technical. Important technical issues include, among others, general design criteria, geotechnical and geoenvironmental issues, and constructibility issues. Important non-technical issues include, among others, right-of-way and easement related considerations, project scheduling constraints, both short and long term environmental impacts and overall cost/benefit aspects of the project. With respect to influence on the planning process, these two groups of issues often cannot be separated completely. For urban tunneling projects, however, it is most often the case that the non-technical

In west-central England, 183 m (600 ft) below the Cheshire Plain, lie the evaporate remains of an ancient sea. Stratified into nine beds of salt separated by marl bands, the deposit stretches roughly 21 x 12 km (13 x 7.5 miles) and contains reserves of rock salt estimated as high as 400 Gt (440 billion st). The Winsford Salt Works, one of England's largest underground mines, extracts the Cheshire salt and sells it for use as animal feed, for application in de-icing programs, and as a key ingredient in sodium fertilizer production and a variety of other industrial processes. Because road de-icing is an important market, demand for Winsford's salt varies with the severity of British winters. Design capacity is 2.25 Mt/a (2.5 million/year). However, production peaked at 2 Mt (2.2 million st) in 1987. Over the past five years, annual production has averaged 1.6 Mt (1.7 million st). Run-of-mine salt averages 92.5% NaCl, mixed with about 5% marl. The marl was formed by deposition of a reddish dust blown into the Cheshire basin from deserts in what is now central Europe. Association with the marl adds color to the salt, producing tea-colored crystals that resemble unrefined sugar. Adaptation of coal mining systems Rock salt mining in the Winsford district began at least as early as 1682. Mining at the current site dates from 1844 but was shut down from 1892 to 1928. In the early 1900s, a series of catastrophic collapses and floods plagued and ultimately shut down then-active Cheshire brine-salt producers. Subsequently, Winsford reopened and began adapting mechanized underground coal mining systems to rock salt extraction.

In 1986, Gold Fields began negotiations with a large Nevada electrical power utility to supply power for its Chimney Creek mine in northern Nevada. After the long negotiations reached an impasse over various costs associated with the power line, a decision was made by Gold Fields to generate its own power. Self-generation is not uncommon overseas, but it is rare for any but very large or very small operations in the United States. Surprisingly, under certain conditions a mine can generate its own power profitably, and Gold Fields has found that the associated operating and maintenance problems are minimal. The following report details what factors went into this decision and how it works. Hopefully, it can serve as a guideline for those who may find themselves in a similar position. History In the spring of 1986, Davy McKee Corp. was contracted by Gold Fields Mining Corp. to provide design engineering and construction management for the chimney Creek Mine. Chimney Creek is located about 50 mi northeast of Winnemucca, NV in a remote part of Humboldt County. The nearest industry using utility power was the Pinson Mine, about 13 mi from the proposed plant site. The existing electric line was not capable of carrying another mine the size of Chimney Creek, which required 29 million kwh per year. There were three options available to Gold Fields for the power supply: 1 )Power could be supplied by the public utility from a coal-fired plant about 30 mi away by constructing a new line to the mine,

Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for con¬tinued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. . The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950; the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

he Broken Aro coal mine is located at the Woodbury Wildlife Preserve 11 km (7 miles) west of Coshocton, OH on State Route 541. Underground min¬ing at the 16-hm2 (40-acre) site took place during the 1910s. During the past five years, surface mining has occurred along the western and northern perimeters of the underground region. The Ohio Department of Natural Resources (ODNR), R&F Coal and American Electric Power (AEP) are involved in a project to remine the abandoned underground complex. The program also includes installing a mine seal made of fixated flue gas desulfurization (FGD) material. Previous mining activity in this area has resulted in an acid mine drainage (AMD) problem on portions of the reserve. In particular, a prominent AMD source is present in the Simmons Run drainage. The project goal is to eliminate or reduce the AMD that is discharging into the watershed. It was initially hoped that the Simmons Run drainage area could be economically mined. Accordingly, this area was included in the mine permit. However, experience with other previously mined areas on this reserve showed that the old mine workings were more extensive than originally thought. Old mine workings present several problems. The most significant are reduced coal recovery, poor coal quality and AMD liability. All of these problems increase mining costs. And the more extensive the old workings, the more significant the increase in cost. Based on R&F's experience with old mine workings in this area, it was decided that economic recovery of the Simmons Run drainage reserve was not possible. As a result, R&F excluded the Simmons Run drainage area from its early mine plans. Some time after it was decided not to affect the Simmons Run drainage area, R&F and ODNR's Division of Mining and Reclamation discussed the possibility of removing this area from the permit and attempting to correct the AMD problem as an Abandoned Mine Lands (AML) project. Specifically, the discussion centered around mining through a portion of the old mine workings to expose the mine openings in the highwall. Once exposed, the mine openings would be sealed using FGD material from the nearby Conesville power plant operated by AEP. In addition, there was interest in reclaiming the old tipple and associated gob pile located adjacent to Coshocton County Road 17 on the opposite side of Simmons Run. R&F attempted to eliminate the AMD problem by sealing the mine openings with FGD material. Once the seals were installed, they were covered with overburden. Monitoring wells were installed to determine the effectiveness of the seal and the inundation progress in the old mine workings as well as monitoring the quality of ground water. The project was jointly funded by revenue from the sale of the coal recovered during the project and AML funds. The FGD seal is expected to cause well water levels to increase above preseal elevations. However, the additional head pressure due to increased water depths in the underground mine may cause seepage through the bottom of the mine or out through the perimeter. The in¬creased water depth in the underground mine is expected to cause lower oxygen concentrations in the underground mine water. Since acidity is produced by oxidation of iron pyrites, less oxygen should result in better quality water. Monitoring wells will be installed before seal installation so that pre- and postseal water levels and well water quality can be determined. Surface sampling locations will be identified. These will be monitored before and after seal placement.

With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. The general consensus among tunnel men is that Mother Nature is much more likely to be murderous than motherly. Without attempting to make too much of

There are many problems faced by ventilation engineers in deep underground mining operations, not the least of which is controlling miner exposure to radon gas and its daughter products. Radon gas is commonly found in uranium mining operations, but may also be present in other deep metal mines. For example, tin mines in England, iron ore mines in Sweden, gold mines in South Africa, and molybdenum mines in the U. S. have potential radon exposures. This is because uranium and accompanying radium ore are ubiquitous to the earth's crust albeit at low levels. The fact that the activity represented by one WL can be caused by a relatively low concentration of radon gas increases the difficulty of control. Since the source of the radon gas is usually widespread throughout a mine, local exhaust ventilation is not a viable control schema. The technique used to control exposure is then dilution ventilation and, in fact, huge amounts of air must be moved in order to reduce potential exposures to an acceptable level. An interesting comparison can be made of ventilation rates in different types of mines. It is estimated in modern coal mines, which are generally acknowledged to have high rates of ventilation, that about eleven tons of air are moved for each ton of ore mined. A typical operating uranium mine may have ventilation flows of 14-15 tons per ton of ore mined. This provides an idea of the scope and importance of ventilation in modern mining operations where radon is a hazard. Further pressure is put on ventilation engineers by the steady downward trend in exposure limits set by national and international standard setting agencies. Much of this tendency toward lowered standards is based upon longitudinal mortality studies of miner populations. Another important factor is the limited number of experienced miners available in the labor pool. For optimum production, it is important to have as many experienced miners underground in each shift as possible. However, the average daily exposure in a U. S. mine must be less than .3 WL to permit the miner to work underground for a full year. The ventilation system then must provide enough uncontaminated air to maintain the WL below the .3 TTL level to maximize production efficiency and minimize personnel turnover and the problems associated with it. Ultimately, the goal of the ventilation engineer and health physicist is to protect the working miner from harmful exposures based upon currently acceptable standards. U. S. Federal regulations require that in uranium mines all active work sites must be monitored every two weeks if they measure above .1 WL. Areas that have .3 WL ratios or higher must be monitored on a weekly basis until five consecutive weekly samples show the level has dropped below .3 WL. Also, exposure records must be kept for all individuals exposed to levels exceeding .3 WL. These requirements provide a strong economic incentive to have a ventilation system that minimizes exposure of any personnel. A good ventilation system requires careful planning, operation and backup in order to fulfill its mission of providing adequate clean air. Its proper operation also requires coordination with production personnel so it can be adapted as new areas in the mine open up and old areas are sealed off. The ultimate indicator of ventilation efficiency to control radon daughter exposure is, of course, monitoring working levels. Historically, this has been done using the Kusnetz, Tsivoglou, and Rolle's methods, among others. These methods all require cumbersome equipment and tedious calculations to obtain the measurements that results in WL. More important, however, they require a significant time lag between sampling and counting, typically 40-90 minutes. This time lag is, in fact, what can cause significant economic losses due to unnecessary downtime as well as high WL exposures. In a typical mining situation, a sampling technician using the Kusnetz method takes a sample, moves to the next location and takes another sample and so on. Forty to ninety minutes after the first sample, the technician will stop, run the activity count on the filter and calculate the WL. The technician may be one-half mile away or several levels removed from where the first sample was taken when it is counted. If the WL ratio is high the technician must then backtrack to the sample position. There are then two options. If the sample area is a working stage, it can be shut down or a second sample can be taken. If the first alternative is chosen; i.e., shutdown and correction of the ventilation, then another sample must be taken, followed by a forty minute wait for results. If the ventilation adjustment didn't correct the problem, then the whole process must be repeated with a minimum of forty-five minutes per sample cycle when using the Kusnetz method. It has been estimated from operating uranium mines that the cost per hour for downtime on a production slope is about $1,50O/hour. The time lag between sampling and resultant data can be very costly. If the second alternative is chosen to verify the first reading, the miners may be unnecessarily exposed to high levels while waiting for the result. Clearly, such a sampling system can be markedly improved by eliminating the excessive time lag between sampling and analysis.

INTRODUCTION Large areas of the United States coal reserves have been undermined by room-and-pillar mining over the past century. These abandoned mines generally cause subsidence of the ground surface many decades after mining. Reports from England (1) where there is a longer history of room-and-pillar mining indicate that mines abandoned two centuries ago may still be causing subsidence, and causing surface destruction to urban areas or farm lands that have been developed in the interim. The devastation wrought by subsidence, both in terms of property loss and societal disruption is enormous. The authors discuss here the methods by which subsidence in abandoned mines may be controlled. Two distinctly different subsidence control technologies have been developed in the U.S. for abandoned coal mines. These are referred to as (1) Point Sup- port methods, and (2) Areal Backfilling. As the names imply, point support methods are used to protect individual structures, or even individual foundation elements of structures, whereas areas backfilling techniques may be applied to protect entire neighborhoods or urban districts hundreds of acres in extent. Both point support methods and areal backfilling have specific sub-categories of techniques that may be applied under different conditions as appropriate. POINT SUPPORT METHODS Point support methods are characteristically employed by civil engineers chartered with the design of a new structure or the protection of an existing structure. The subsidence control measures are only a part of a larger project, the safety of which must be assured to a degree of near certainty. The costs of point support methods involve a large number of bore-holes and the use of expensive materials in relatively small quantities. There exist several dozen point support methods, which operate either to support the underground cavities, controlling subsidence, or to isolate the structure from the effects of subsidence if it should occur. The latter methods usually involve deep foundations through the mine opening supporting the structure on the underlying strata. Our concern will be with the former method to support underground cavities to prevent subsidence. Gravel Columns and Associated Methods Gravel columns may be placed in the mine opening using the methods shown in [Figure 1]. Boreholes are drilled through the mine strata, and gravel poured down the borehole to form a pile on the mine floor. When the tip of the pile contacts the mine roof, it is rodded down to spread the pile, and permit additional gravel to be placed. The objective is to place as much gravel as possible in the mine opening, and to achieve firm contact with the mine roof. The gravel pile acts to reduce subsidence by three mechanisms. The filling of a significant fraction of the open mine volume reduces the amount of potential subsidence simply by killing open volume within the mine. In effect, the extraction ratio has been reduced by introducing the volume of gravel. The toe of the gravel pile abuts against nearby pillars, providing lateral support and protection against pillar deterioration. In effect, the height of the pillars has been slightly reduced by burying their lower portions. Finally, some direct support is provided to the roof strata, reducing the roof span and enhancing stability. The gravel column method may be used in a variety of applications, and with materials other than gravel. For example, gravel columns may be placed in a close line around the perimeter of the building to form a continuous gravel wall. The interior of the site may then be completely filled with sand, slurry or other material. Alternatively, a lean concrete may be used in place of gravel, so that the piles achieve significant structural capacity. The grout column, shown in [Figure 2], begins with the installation of a conventional gravel column which is placed around a grout pipe that extends through the borehole into the mine opening. When the gravel column is in place, portland cement grout is injected in stages. At each stage, sufficient grout is injected to fill the interstices in the gravel to build a column perhaps two meters in diameter and a meter tall. INTRODUCTION The United States Uranium Registry (USUR) tissue program was funded in 1978 by the United States Department of Energy (DOE) through its Human Health and Assessments Division, and registrant enrollment began in 1980. It is operated by Hanford Environmental Health Foundation (HERF), Richland, Washington, with support provided by Pacific Northwest Laboratory (PNL).** The USUR tissue program is the first systematic effort to contact and gain assistance of workers occupationally exposed to uranium and to seek and study uranium deposition in human tissue. This paper describes the program objectives, populations selected for study, procedures for enrolling workers in the program, types of tissue to be studied, and analytical procedures to be used. PROGRAM OBJECTIVES The objectives of the USUR tissue program are to: 1) Determine the distribution and concentration of uranium, if any, in the tissues of occupationally exposed workers. 2) Compare bioassay measurements of exposed individuals with the results of analyses of tissues obtained at autopsy. 3) Seek evidence of histopathologic changes related to any uranium deposition that may be present. 4) Conduct analyses of whole bodies, when available, to obtain more precise data on the uranium burdens, if any, in the body and organs, and especially the distribution in parts of the body, such as the skeleton, that are not usually accessible for sampling. 5) Develop data that will assist in evaluating a) the accuracy of current in-vivo measurement techniques, b) the propriety of existing regulations, and c) the adequacy of current protection programs. SELECTION OF POPULATIONS FOR STUDY Selection of the populations for the USUR tissue program was based on studies of the United States Uranium Registry described elsewhere (0c81). Potential populations for study were quite varied because of occupational exposure to different chemical forms of uranium, different levels and eras of exposure, varying ability to identify populations exposed in the past, and the general interest and cooperativeness of the populations. Nevertheless, certain identifiable populations emerged that were both willing to participate in the study and likely to provide useful information. Among the targeted populations are individuals who were exposed to uranium prior to the existence of modern exposure standards. These individuals are presently being enrolled by the USUR. The reliability of concentration and distribution data and the demonstration of effects are more likely in such individuals than in those who have received less exposure. However, the targeted groups also include individuals who Have been exposed to permissible levels of uranium, and reference employees in uranium plants who have not worked with uranium. The lesser exposures are of immediate interest because of the rarity of heavy exposures under current standards. The sampling of potentially exposed individuals with negative in-vivo measurement results may serve to check the adequacy of in-vivo measurements in the detection of deposition. [ENROLLMENT PROCEDURE] The enrollment of participants follows three patterns. 1) Presently employed workers are enrolled by the cooperative efforts of USUR staff with the medical, industrial relations, and/or health physics personnel of the uranium facility. Volunteers may be enrolled by medical personnel at the time of their physical examination or by health physics personnel at the time of a bioassay or lung counting procedure. Follow-up after initial contacts with currently employed uranium workers is carried out by on-site personnel, but subsequent follow-up is the responsibility of the Registry. 2) Retired workers are contacted by mail, with a covering letter from their former employer supporting the principles of the study but leaving participation in the program on an entirely voluntary basis. 3) An alternate method of enrollment is to obtain a USUR autopsy consent after death from the next of kin. As part of enrollment in the program, permission is requested for access to the individual's medical and exposure data, and a short occupational history is filled out. The autopsy permission agreement signed by the individual is for an initial period of 5 years; the USUR ordinarily seeks renewal of the agreement upon its expiration. While this agreement provides
