Natural aggregate is the number one non-energy mineral resource in terms of value and volume and is a necessary commodity for sustainable communities. While aggregate is a non-renewable resource, supplies are nearly inexhaustible on a global scale. Natural aggregates have characteristics that differentiate them from most other mineral commodities: a high number of potential extraction sites, a high volume to value ratio, significantly different set of potential environmental impacts, and regional importance combined with a narrow economic transportation radius. Because of these and other differences, resource management policies for aggregates should differ from ?general? mineral resource policies, even though the end goal is the same for both ? ensuring sustainable resource management. To achieve the goals of sustainable aggregate management each stakeholder ? government, industry, the public, and non-governmental organizations ? will need to accept certain responsibilities, one of the most important of which is to become informed about natural resource issues. Sustainability is about making trade offs among competing objectives, and people disagree about the appropriate balance among the goals of economic prosperity, social equity, and environmental health. One of the primary purposes of mineral indicators is to provide information to decision makers and the public so as to ensure that the public debate about policy choices is grounded in fact. We identify the unique aspects of aggregate resource management and introduce the concepts of sustainable mineral resource management. We then present mineral indicator sets for aggregate resources from Italy, the United Kingdom, and Slovenia to demonstrate that effective mineral indicators should be specific to the resource in question and the public values and objectives.

Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. Recycled materials are increasingly being used in road construction to supplement natural aggregate derived from crushed stone, sand, and gravel. An understanding of the amount of substitution that is taking place, its economics, and factors affecting the level of substitution is useful in estimating the potential for recycling and in assessing the total supply of aggregate. While U.S. consumption of recycled aggregates from crushed concrete is estimated to have increased 160 percent between 1994 and 1996; it comprised less than 5 percent of total aggregates consumed in 1995. Construction waste supply is regional, and is determined by infrastructure decay and replacement rates. Aggregate recycling rates are greater in urban areas where infrastructure is being replaced, natural aggregate resources are limited, disposal costs are high, or strict environmental regulations prevent disposal. Recycling is expected to increase as construction contractors attempt to save on transportation, disposal, and new material costs. Aggregate producers include recycled material as an option to consumers in order to prolong the life of their reserves and improve their range of products. Recycled aggregates can be a supplement for natural aggregates in selected applications, but their use should be evaluated locally based upon relative cost, quality, and market factors Because aggregate recycling is often affected by local and regional transportation systems, disposal and tipping fees, resource supply, the market for specific products, and municipal support, costs for three representative fixed site operations of different sizes were modeled. Under study conditions, all were found to be profitable, but highly dependent upon local tipping fees and market prices, which can differ significantly by location. Smaller operations were found to have different operational dynamics, often requiring creative marketing or incentives to maintain profitability.

Core Laboratories, a division of Western Atlas International, maintains laboratories in all energy-producing areas of the United States, as well as in many foreign countries. Central to laboratory operations has been the incorporation of computers and computer software. Core has developed a mu1tiuser Laboratory Information Management System (LIMS) , which is currently installed in numerous company sites in the U.S., and is now undergoing installation in Canada. In addition, Core has provided custom soft ware to contract laboratories which Core operates on behalf of mining firms. The software development was done under the direction of the author in Denver, Colorado, and Casper, Wyoming. The intent of this paper is to pass some of the practical experience gained by our efforts on to those who wish to utilize computers more fully in the laboratory setting. The product of analytical laboratories is numbers. Nothing else comes from our work. We deal in information about samples. It is then reasonable to assume that the computer would be central to a laboratory operation. The hard part is to initially define what kind of computer the lab operation needs. The choices today can be very complex, and almost every hardware salesman is full of bad advice. Even the people in your own information services department may hold divided opinions. Since the advent of the personal computer, we have lived with a polarized data processing community. The PC boys consider their machines equal to any challenge, while the "save the mainframe" crowd view the PCs as limited toys that are only good for the things that clutter up a real computer. Management tends to lean toward whatever costs the least.

This paper addresses two issues affecting the international ferrochromium market as they pertain to the changing pattern of U. S. chromium import dependency. These issues are 1) the long-term ferrochromium production cost differential between the United States and the Republic of South Africa and 2) the ability of Zimbabwe to expand ferrochromium production and exportation. This paper draws upon the data and analyses of a recent Bureau of Mines Minerals availability Program appraisal that evaluated the international availability of chromium in the form of chromite and ferrochromium from 10 market economy countries. South African ferrochromium producers are shown to have a long-term production cost advantage over U.S. producers of $0.03 to $0.04 per pound of contained chromium, in 1981 dollars. Zimbabwean ferrochromium production and exportation are expected to increase in the future. Major expansions of production capacity will be dependent upon alleviating potentially serious constraints in electric power, rail, and port facilities. In the long term, ferrochromium production costs in Zimbabwe are expected to increase faster than the rate of inflation, because as chromite mining from the podiform resources in Zimbabwe decreases, production from the Great Dyke resources will increase.

Kaiser Resources Ltd. operates a coal mining complex in Southeastern British Columbia. A large surface mine, a conventional underground mine, and an innovative hydraulic underground mine are presently in operation. The products of these mines are fed to the Elkview plant. This coal has to be prepared to 9. 5% ash and 6'o total moisture for export from the port of Roberts Bank near Vancouver, British Columbia to Japan at a rate of 4. 5 Mltpy. The moisture requirement for the coal product was recently increased to 8. 0% total moisture. The entire operation has been described in various publications (1), (2), (3). Details of the venture will not be repeated in this paper. In this paper we hope to describe the modifications made to the original coal preparation plant in order to satisfy market requirements for quality and quantity of coal.

Gold Quarry is a sediment-hosted, epithermal disseminated gold deposit located along the Carlin Trend. Gold, hosted by allochthonous Ordovician siltstones and cherts, is localized at the intersection of structures sympathetic to the major Good Hope and Gold Quarry faults. The magnitude of Gold Quarry was discovered in 1979 by surface exploration and by percussion holes drilled near the Maggie Creek orebody. Four years of development drilling delineated an open pit mineable gold deposit that contains 130 Mt (144 million st) of ore at an average 1.68 g/t (0.049 oz per st) of gold and includes a high-grade core of 46 Mt (51 million st) that average 2.64 g/t (0.077 oz per st) gold. Milling of the higher-grade portion began in 1985.

Epigenetic ore deposits in Nevada and Utah occur in clusters or belts in a variety of tectonic settings. Many are concentrated in the western half of Nevada in a region containing numerous, relatively large intrusive bodies. Throughout Nevada and Utah, they tend to be clustered in elongate zones or belts. Some of these belts are well defined by the distribution of mineral deposits, patterns of igneous rocks, alinements of faults, and aeromagnetic anomalies, whereas others are equivocal. The Pioche belt in eastern Nevada and western Utah, the Eureka belt in central Nevada, and the Manhattan belt in western Nevada exemplify the general characteristics of these belts, the close relation of some belts to geologic structure, and the lack of a clear correspondence in other belts. Some of these belts are characterized by alined or en echelon faults that disrupt the north-trending Basin ranges, by belts of Cretaceous and Tertiary granitoid and porphyry intrusive rocks near which the ore deposits occur, and by alined magnetic anomalies generally related to the Cretaceous and Tertiary intrusive rocks. All the mineral belts have produced precious and base metals and tungsten; the Manhattan belt in addition has produced magnesite and brucite; and the Pioche belt, uranium, fluorspar, and alunite. The belts in Nevada and Utah may be related to a variety of factors, such as zones of structural weakness in Precambrian rocks, transverse zones of lateral faulting, localized areas of igneous activity, or a combination of these and other factors. Specific types of ore deposits in Nevada and Utah seem related compositionally to the intrusive bodies with which they are associated. Iron deposits, for example, are associated with mafic intrusive rocks such as diorite or gabbro, whereas copper deposits generally and tungsten deposits almost exclusively are associated with granitic intrusive rocks such as quartz monzonltc and granodiorite.

In July 1997, Krupp Canada obtained the contract to design and supply the conveyor system for Chile's Los Pelambres copper mine expansion project. Progress on the overland conveyor system is currently on schedule. It is a challenging task to convey copper ore from an open-pit mine located on a mountain site 3,000 m (9,840 ft) above sea level down 1,300 m (4,265 ft) to the processing plant at the valley floor below. The Los Pelambres conveyor system moves copper ore at a rate of 8.7 ktlh (9,600 stph) and at a speed of 6 ml sec (1,180 ftlmin) for 12,750 m (41,830 ft). The distance is divided in three conveyors, each 1,800 mm (71 in.) wide. The largest conveyor is 6 km (3.7 miles) long. To protect against avalanches and rockslides, the conveyors run through a 12-km- (7.4-mile-) long tunnel system. The lowest of the three conveyors is equipped with a shuttling head end. With this, the conveyor discharge point can be moved back and forth by 100 m (330 ft), allowing it to build up a longitudinal stockpile at its end. To meet the extreme design parameters, the limits of conveyor design had to be pushed to record-setting marks. For instance, the ST-7800 steel cord conveyor belt is the strongest belt ever installed in a conveyor system. A total drive power of 25 MW (33,535 hp), consisting of 10 2.5-MW (3,352-hp) drives, is included in the design plans. In loaded condition, the electric motors act as generators and feed electric energy back into the power grid. The motors are controlled by variable frequency inverters that provide an infinite adjustment of motor speed. This technology allows starting and stop- ping the conveyors precisely along predetermined acceleration and deceleration ramps. This is done so harmful belt jerking and stress waves can be avoided.

The search for mineral deposits is a difficult high-risk enterprise whose likelihood of success is influenced by a great many factors. Among the most important of these factors are the knowledge and judgment brought to bear on an exploration problem. If, for example, a panel of expert highly experienced geologists could be convened to examine every prospect, it is at least plausible that fewer deposits would be overlooked in the exploration process. Unfortunately, whether a project is undertaken by a private company or a government agency, it is not usually feasible to convene such a panel. Our purpose in this chapter is to describe an experimental system of computer programs called PROSPECTOR that is intended ultimately to provide expert consultation on problems of mineral exploration and resource evaluation. Ideally, PROSPECTOR would serve as a surrogate for a panel of expert economic geologists. However, because the cost of computation is very low and is projected to drop by a factor of about 100 over the next two decades, systems like PROSPECTOR could be made available to the exploration enterprise at large. When consulting about a prospect, the PROSPECTOR system first gives the field geologist an opportunity to tell the program about the most significant features of the site: the major rock types, minerals, and alteration products. The system then compares these observations with a number of stored models of various types of ore deposits and forms alternative hypotheses about the types of deposits that might be present. The system next engages the geologist in a dialogue in order to obtain additional data that would be useful in resolving the multiple hypotheses. The geologist can interrupt the system at any time to obtain clarifications of questions, volunteer additional data, request the reason a particular question has been asked, or obtain a general summary of the state of the consultation process.

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. Phosphate is one of Florida's major industries. The US Bureau of Mines estimates it contributed $3 billion to the state's economy in 1981 and an additional $1.4 billion to the US economy. The Rødsand Gruber mining company is a subsidiary of the Norwegian industrial corporation Elkem AS, and its mine is situated in the northwestern part of southern Norway. The ore from this mine is a relatively low grade, magnetite ore with a small amount of vanadium. The ore bodies are very irregular in shape, resulting in a high amount of waste rock intrusion in the stopes. The annual underground production in the mines is approximately 1 million t. Because of varying dimensions of the ore bodies, both transverse and longitudinal stopes are employed. The inclination of an ore body is usually 1.04 to 1.59 rad (60 to 90°), and the horizontal width varies up to 100 m. Sublevel stoping has been the traditional mining methods in this mine. Until a few years ago, the ore was primarily blasted using horizontal blasthole fans drilled from Alimak raises. Recently, however there has been an increasing demand for a les expensive mining method. Alternate systems were considered, and finally a method based upon large blasthole stoping was found to be the most suitable. GENERAL LAYOUT The general layout of a stope is shown in Fig. 1 As with all the figures in this chapter, only the prin¬ciples of the method are emphasized and the details may not be valid for any particular site in the mine. In transverse stopes, the horizontal width of the ore determines the length of the stopes. The average length is approximately 50 m, the width of the stopes is 20 m, and there is a 10-m wide vertical pillar between. The distance between the main levels is 60 m. Usually a horizontal (sill) pillar 10 m thick is left below the mucking level. Each stope is first undercut along the entire stope length. This undercut is made with 50.8-mm (2-in.) diam drill holes in a fan pattern. At the moment this is being done by a trackless Atlas Copco Promec jumbo equipped with two Cop 130 pneumatic rock drills. The drill drift is 4 X 4 m, and the crater is 20 m high. This leaves a 36-m stope height to mine with large blastholes. To achieve a fair portion of vertical drilling withlarge blastholes, there are two parallel drill drifts at the top of each stope. These drifts are 4 m high and 9 m wide, separated by a 4-m wide pillar in the middle of the stope. To ease the drilling of perimeter holes, the drifts extend 1 m into the vertical pillar on each side of the stope. The pillar will thus be only 8 m wide on the drill drift level, but 10 m wide down the rest of the stope.

The deep South African gold mines rely on refrigeration to provide a safe working environment. Chilled water, which is produced in large central refrigeration plants, is distributed throughout mines In insulated pipes. In view of the high cost of the insulation materials and recent regulations which prohibit the use of certain insulation materials, a careful examination of the actual benefits of insulating chilled water pipes was undertaken. The objective of the investigation was to produce general guidelines regarding the use of insulation, but the results of numerous studies have shown that the use of insulation is extremely site specific and thus no general guidelines can be given. To assist ventilation engineers with studies on insulation requirements for their cooling systems a computer program has been developed. This paper describes the personal computer program which contains the same user friendly interface as developed for other COMRO programs. Is fully menu driven and incorporates a comprehensive HELP facility which provides background information and assistance with the selection of input data. The effects on the ventilation air and chilled water temperatures from not insulating chilled water pipes in certain areas are calculated. Air leakage, heat flow from the surrounding rock to the ventilation air and heat flow from the ventilation air to the water flowing in chilled water pipes are taken into account. A simple cooling system is considered in which cold water is distributed over a distance of 1 000 m through pipes to a single air cooler. The influences of changes in the temperature of the chilled water and ventilation air, as well as air leakage on the insulation requirements are determined.

INTRODUCTION The Panna Maria Uranium Project is located in South Texas, between San Antonio and Corpus Cristi, approximately 10 kilometers (6 miles) north of Karnes City, Texas. The tailings disposal facilities are located immediately south of the mill area and the central portion of the west pit. The mine and mill drainage pond is located north of the tailings pond. Location of the facilities is shown in Figure 1. The tailings pond is a disposal area for mill process wastes and has a capacity for storage of approximately 9 million metric tons (10 million tons) of tailings. This capacity is adequate for approximately 10 years of milling at a maximum rate of 2,700 metric tons (3,000 tons) per day. The tailings disposal facilities were designed to essentially eliminate discharge of contaminated waters to preclude degradation of surface streams or ground water. Water levels in the ponds will be maintained. through reuse in the mill and by evaporation. WASTE CHARACTERISTICS The sources of waste that is stored in the tailings pond include runoff from the mill area and tailings from the mill processing. The tailings consist of a sand slime slurry; the percentage passing the No. 200 sieve varies depending on the ore material, and it is generally in the range of 10 to 25 percent. The tailings have a density of approximately 1.2 metric tons per cu m (75 lb per cu ft) and an average specific gravity of 2.55. The liquid effluent from the mill consists of waste solutions from the grinding, leaching, extraction, and washing circuits of the mill. These solutions have an initial pH of 1.5 to 2.0 and contain the remnants of the leaching agents used in the mill process, sulfates, some silica as the primary dissolved solid, and trace quantities of soluble metals. This liquid is discharged with the solids into the tailings pond and is diluted by rainfall and runoff from the tailings dam. Runoff from the mill area, drainage from the mine area, and de-oiled water from truck washing facilities is discharged into the mine and mill drainage pond. Runoff from the mill area drains approximately 28 hectares (70 acres) from offices, shops, the mill site, the ore pad, haul roads, and adjacent areas. Mine drainage is collected in the mine area and pumped to the mine and mill drainage pond.

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company's policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

Summitville is an old mining district located south of Wolf Creek Pass in the southern San Juan Mountains of Colorado at an elevation higher than 3500 m (11,500 ft). The Summitville mine site is about 40 km (25 miles) southwest of Del Norte. The current mine, developed by Galactic Resources Ltd. and its subsidiaries in the mid-1980s, is on the north facing side of South Mountain. The area is drained by Cropsy Creek to the east and Wightman Fork to the north, both tributaries to the Alamosa River. Mining in the Summitville area began in 1870 when James Wightman discovered placer gold on what is now known as Wightman Fork of the Alamosa River. The first vein-type deposits were located in 1873 on South Mountain near the current Summitville Mine. Mining began in the district in 1875 and continued sporadically through 1942. Major mining episodes occurred from 1875 to 1894 and from 1926 to 1942. Total gold production from the mining district through 1949 totaled 7.5 t (240,000 oz). An additional 7.7 t (249,000 oz) were produced during Galactic's tenure. Natural degradation of the outcropping sulfide-rich veins in the area and the early mining activity, including development of the Reynolds, Dexter and Iowa drainage tunnels in the late 1890s, have polluted the streams draining the area with heavy metals and acidic water. Names of the various tributaries to Wightman Fork, such as Iron, Alum and Bitter Creek, testify to this natural pollution. This degradation has reduced, or killed, aquatic life in several area creeks, including Wightman Fork, for many years before recent mining activity.

INTRODUCTION Phosphate, one of the three major elements essential for all living plants and animals, has been mined in Florida for over a hundred years. Comprising roughly 80% of the U.S. total and 25% of the world's supply, the bulk of the 35 to 40 million annual ton output is converted to chemical fertilizers. With the exception of one mine in north Florida near the Georgia state line, today's mining activities are centered in the middle of the peninsula just east/southeast of Tampa in Polk, Hillsborough and Hardee counties. These "bone valley" deposits extend into Manatee and DeSoto counties, but there is little active mining there as yet. Because strip mining is, perhaps, the ultimate environmental insult and because Florida has a proactive environmental community, it is not surprising that the mining of phosphate rock has become increasingly controversial. This paper describes how phosphate rock is currently mined, the environmental problems presented by mining and processing the rock, and some mitigating technologies being employed to answer such problems. THE PHOSPHATE DEPOSIT AND ITS EXTRACTION Florida's phosphate deposits containing the calcium phosphate mineral, carbonate-fluorapatite, are between ten and fifteen million years old. The typical "bone valley" matrix is 15 feet thick and lies under 20 to 30 feet of overburden.(Fig. 1) Both the sandy overburden and matrix are unconsolidated and can be removed with standard 45 to 65 cubic yard, walking electric draglines. After removing the overburden, which is windrowed nearby, the dragline operator casts the matrix into a "slurry" pit where it is broken up by high pressure water monitors. Pit pumps (with boosters where necessary) transport the matrix slurry through 16 to 20 inch pipelines to a washer where the three components of the matrix (sand, clay and apatite) are separated. The phosphates contained in central Florida matrix are approximately half pebble/half flotation feed, through the pebble ratio decreases as the industry mines southward. Again, the matrix is roughly equally divided among sand, clays and apatite. The phosphatic clays, 75% of which are less than one micron in size, leave the washer as a 3 to 5% colloidal suspension. The impoundment of these waste clays is one of the environmental challenges to be discussed later. The sand (silica) is separated from the similarly sized phosphate particles by a double float process (fatty acid followed by a reverse mine or cleaner float), and the sand tailings are then pumped to disposal or reclamation sites. The apatite flotation product is combined with the screened phosphate pebbles and stacked to dewater before shipping.

Recent experience over extensive areas of the Basin and Range Province has demonstrated the importance of the basin's (valley's) geology and geomorphology in locating large quantities of good-quality aggregate. First, a geologic map depicting basic geomorphic-geologic units in a valley is made in the office from aerial photography. Next, derivative maps are made from geologic maps and field-derived information such as parent rock type, source area and depositional environment, relationship to adjacent deposits, and Quaternary geologic history. Studying the derivative maps leads to selection of test sites for potential deposits of high-quality aggregates. Subsequent field studies provide more detailed information about geologic processes and samples for laboratory testing. Combining all information allows the characterization of aggregate potential of very large areas. Favorable areas can be further tested. This phased approach has proven to be cost effective. The methodology used in mapping and characterizing basinfill deposits is applicable over much of the western United States. Map units were developed by focusing on the predominate geomorphic process, grain size, cementation, and relative age. The resulting functional map units are of use to engineers and planners. This study led to many conclusions, including the fact that the best quality basinfill aggregates are found in selected alluvial fan deposits and Pleistocene lakeshore deposits. The best quality aggregates are derived from Paleozoic carbonate and quartzitic parent materials that can also provide high-quality crushed-rock aggregates.

Introduction The best way to eliminate the possibility of rapid excavation in tunnel work is to start an argument between Owner Engineer and Contractor. And arguments are readily started when work is progressed without a frank open agreement on the rules of the game. Fifty years ago a tunnel contractor took a job to excavate and line a tunnel, providing all labor and materials under the guidance and continuous instruction of the Engineer who provided all survey work, checked each new heading and set the lines for the next round of drill holes, usually designed and ordered protective measures, kept record of progress and controlled payment for the work. In my first job in a tunnel, muck cars were loaded by hand and hauled by donkeys. Progress was, at today's criteria, not rapid. The Contractor or in the case of a large concern, his executive field representative was always at the site, knew most of his men by name, and there was a mutual feeling of respect between him and the Engineer in charge of the work. Misunderstandings were cleared up when they came up, expeditiously and fairly, even though satisfaction was not always expressed. The Owner came for the ground breaking and usually for the holing through shot. The Owner had full reliance on the Engineer's ability and integrity. The Engineer recognized the Contractor's expertise in being able to man the job and produce results.
