The ‘Westerschelde Tunnel’ underpasses the estuary of the Schelde in the Netherlands. The tunnel will consist of two tubes which are driven by two hydroshields (slurry shields). The tunnels will each have a length of approx. 6.6km and a bore-diameter of 11.33 m. Demanding ground conditions had to be considered during the design of the shield machines. Loose sands, extensive clay formations and high ground water pressures of up to 6.5 bar will be encountered during the tunnel drive. The tunnelling activities will start in the middle of 1999 and are scheduled to end by the end of 2001.

The Monterey Coal Company, a wholly owned subsidiary of The Carter Oil Company of Houston, Texas, recently awarded a contract to build the Monterey No. 1 Preparation Plant, which will be located near Carlinville, Illinois, to the McNally Pittsburg Manufacturing Corporation. The preparation plant will be one of the most modern jig preparation plants in the State of Illinois. Illinois No. 6 coal will be delivered by a 48" slope belt having 35-degree carrying idlers, operating at 650 FPM and operating on an incline of nearly 17 degrees. The slope belt is driven by two 450 BP motors and will deliver the mined coal at the rate of 1800 TPH to a stationary step-type ' screen having six-inch openings. The overproduct from the stationary screen will discharge into a 10' x 24' McNally Rotary Breaker and the underproduct will bypass the rotary breaker. The rotary breaker is equipped with heavy manganese screens with 6 ½" diameter openings. The sized 6" x 0 coal from the stationary step screen and the rotary breaker will be discharged by gravity to a 4%" raw coal incline storage belt. The 48" raw coal storage belt will deliver the 6" x 0 sized coal at the rate of 1800 T?H to an 8000 ton concrete raw coal silo, 70 feet in diameter and 1x7 feet high. The 6" x 0 sized coal will be drawn from the concrete storage silo by seven (7) 36" wide reciprocating plate feeders. Five feeders are to have constant speed drives at a rated capacity of 145 TPH each. Two (2) feeders will have remote con- trolled variable speed drives, to provide a varying feed.

Visible-wavelength and near-infrared multispectral image cubes for the Animas River Watershed from Hermosa, Colorado to the headwaters at Animas Forks, Colorado were acquired on June 18, 1996 using the Jet Propulsion Laboratory's AVIRIS (Airborne Visible and InfraRed Imaging Spectrometer) instrument (Green et al., 1998). These image cubes have been analyzed using the USGS Tetracorder V3.4 implementation (Clark et al., 1995), an expert system which utilizes a database of more than 300 laboratory spectra of endmember minerals and mineral mixtures to generate maps of mineralogy, vegetation coverage, and other material distributions. Major iron-bearing, clay, carbonate, and other minerals were identified along with several minerals associated with acid-generating hydrothermal systems including pyrite, jarosite, alunite and goethite. Additionally, distributions of alkaline minerals such as calcite and chlorite indicate a relation between acid- buffering assemblages and stream geochemistry within the watershed.

INTRODUCTION Stillwater Tunnel construction is scheduled to start in the spring of 1973. The tunnel will be the site of an extensive program in rapid excavation research. This paper presents a progress report regarding our plans and relates the tentative decisions which have been made on how to carry out the research effort. The details are subject to revision as more input is obtained from other Government agencies interested in tunnel construction and from experts in industry and educational institutions. The objective of the research program is to bring about faster, less costly tunnel construction. This objective will be pursued through the development, improvement, and evaluation of various construction systems and investigative techniques. The need for this kind of program was recognized by the National Research Council, in its authoritative report "Rapid Excavation - Significance, Needs, Opportunities." (1) The Council advocated a federally funded $200 million, 10-year program to help meet the $69 billion market it expects in underground excavation between 1970 and 1990. The significance of tunnel construction to Reclamation is made clear by statistics of its tunneling experience and outlook. Reclamation has constructed 174 water conveyance tunnels totaling over 190 miles, Six tunnels are presently under construction which have a combined length of about 27 miles. There are on the books nine authorized, but unfunded tunnel projects totaling another 70 miles in length. Many more miles of tunnels are included in programs in various stages of investigation.

The Lake Mead Intake No. 2 is a project constructed for the Southern Nevada Water Authority which includes a 12-foot diameter lake tap and intake shaft constructed in over 225 feet of water; 1650 feet of 16x14-foot horseshoe-shaped tunnel leading to a forebay that is 165 feet long, 35 feet tall, and 30 feet wide; twenty-two 4-foot diameter steel lined well shafts extending 325 feet from the ground surface to the forebay; 3500 feet of 12-foot diameter pipeline crossing a bay in Lake Mead that has water depths of up to 80 feet; and 2700 feet of 9-footdiameter steel-pipe-lined tunnel. Major site grading for a future pumping station in the area above the forebay is also included as part of the project. The project is on the schedule’s critical path for completing the first phase of a $2 billion water supply program for the Las Vegas Valley. In this paper, the owner, the designer and the construction manager present a discussion of the risk management strategies that were used to control costs, minimize project delays, and facilitate problem resolution. The discussion includes an assessment of the effectiveness of the risk management strategies in meeting these objectives. This paper will be of interest to owners and engineers planning underground projects, especially those projects that present unique risks during the construction phase.

The Solution Mining review arrived too late to appear in the May issue. Solution mining, in its broadest definition, includes all forms of leaching where a lixiviant solution is brought into contact with a metalliferous or non-metallic ore and the resulting pregnant solution is processed for recovery of the valuable soluble material. Technologies such as dump leaching, heap leaching, stope washing and in situ lixiviant solution injection and recovery fit into this definition of solution mining. A publication entitled the US Gold Industry (Dobra and Thomas) reflects the major impact that solution mining techniques have had on precious metal recovery. In 1989 (the last year for which statistics are available), the United States passed Australia to become the third largest gold producing country in the world after South Africa and the Soviet Union. It is estimated that when the final figures are in for 1990, the US will probably pass the Soviet Union in gold output. If the state of Nevada is ranked as a separate country, it will rank fourth in the world in gold production for 1990. A good proportion of this increase in gold production over the past few years can be attributed to the application of solution mining technology to low-grade, precious-metal-bearing material. Solution mining techniques have also made inroads in copper production. Many operations located at former underground mine sites employ in situ leaching as an adjunct to conventional dump and heap leaching practices.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is currently being constructed for the United States Department of Energy in SE New Mexico. The purpose of the project is to store low level transuranic waste in an underground environment which will ensure a safe atmosphere for the life of the stored waste. Ohbayashi was contracted by the DOE to sink two shafts and underground drift development which will be used to conduct a series of long term experiments in order to finalize the suitability of the geology and the environment for the transuranic waste storage. The two shafts sunk at the WIPP site were excavated around a borehole by conventional methods. The excavation around a borehole eliminates some of the established blind bottom sinking techniques, but creates unusual problems which must be pre-planned and scrutinized closely. An analysis of the slashing to the borehole technique will be given. WASTE SHAFT The waste shaft (w/s) is 5.8 meters (19 feet) in diameter and will be used primarily to transport the radioactive waste to the underground storage area. A pre-existing 1.83 meter (6 feet) diam borehole was taken to a depth of 655 meters (2150 feet) to the existing drift; at this level, a 38 meter (125 feet) sump was installed using blind bottom sinking techniques. The Yakobi nickel-copper deposit is located essentially at tidewater in the east-central part of Yakobi Island, about 16 1 airline km (100 airline miles) west of Juneau, and can be reached by float plane and boat from Juneau and Sitka. The fishing village of Pelican, population 400, is situated 14.5 km (9 miles) to the east. An unimproved road, approximately 4 km (2.5 miles) long, connects a dock site at Lisianski Strait with the main part of the deposit known as the Basin Area (Fig. I). Other mineral occurrences are known as the Takanis, Flapjack, and Beach Areas. Another smaller nickel-copper deposit is located about 32 km (20 miles) to the south on Western Chichagof Island and is known as the Mirror Harbor nickel-copper deposit. The original discovery of the Yakobi deposit was made by S.H.P. Vevelstad about 1920 and a 47.5-m (156-ft) long adit was driven on the southwest side of the deposit in the Basin Area. The deposit was examined by J.R. Van Fleet of Union Carbide in 1930 and by J.G. Fairchild in September 1931. Stanley and Yates of the International Nickel Co. of Canada (Inco) visited the property in August or September 1937. In 1942, the controlling interest in the deposit, covered by 124 unpatented claims, was said to be held by Vevelstad and associates

INTRODUCTION Detailed investigation of a 60-ft-deep excavation in a mixed profile of sands and stiff clay was performed by the University of Illinois for the Washington Metropolitan Area Transit Authority (METRO). The work was coordinated through DeLeuw, Cather and Co., the General Engineering Consultant of METRO. Instrumentation was concentrated in a portion of braced excavation for the Gallery Place Station near the intersection of 7th and G Street. The early construction date, the 60 ft depth of cut, and the proximity of large buildings formed the basis for selection of this site as the focal point of observation and measurement. A history of lateral and vertical displacement is provided wherein movements which occurred during excavation to the full depth of cut and, subsequently, during station construction and the removal of braces are described in detail. Observations of preloading and the consequent brace loads and wall displacements are described. The effect of temperature change on brace loads is discussed and the measured apparent earth pressure for the 60-ft cut is provided. The paper discusses the relationship of lateral displacements of the cut wall to the construction procedure, and compares the lateral wall displacement with both lateral and vertical movement in the surrounding soil mass. Based on observed movement, the method by which displacement was predicted for a nearby 82-ft-deep excavation is described. The performance of the 82-ft-deep excavation has been summarized elsewhere (2).

Under drastically deteriorated situations, diesel equipment was introduced to some of local coal mines, aiming at higher productivity and better safety. To accommodate various diesel equipment in conventionally developed mines, mining system itself had to be modified; much larger trackless haulage ways were excavated. Possible health hazards of diesel not taken into account at the beginning become a serious concern and effective control measures are being searched for. The purpose of this paper is to study the diffusion characteristics of diesel exhaust in local coal mines. One of the parameters affecting dispersion of diesel contaminants is the coefficient of turbulent diffusion. Since CO2 is known to be closely correlated with other contaminants such as CO, NO, NQ, SO2 and RCD, it was chosen as a tracer gas in a series of dispersion experiments. A large diesel passage as well as a conventional track haulage way were the sites for the experiments. Rectangular dispersion pulses were generated for 30 ~60 seconds and CO2 concentrations were recorded at several locations 50~190 m downwind. The diffusion coefficients calculated graphically vary between 0.10~0.48 m2/s at both haulage ways. The results are analyzed to find any correlation with the air velocity and the distance from the disperser. Technological changes in programmable logic controllers (PLC)'s and the need to improve the architecture of Mine Wide Monitoring Systems (MWMS) has resulted in the design of a PLC based system at the Virginia Division of Island Creek Coal Company. The system which is presently in the installation phase, is a joint effort of Island Creek Coal Company, Westinghouse Electric Supply Company and Mining Controls Incorporated. The system uses an ethernet based network for graphic display of system data operating under the Genesis software package. Telemetry for the system utilizes the Seimens/Westinghouse L1 network operating over two twisted pairs. Remote telemetry uses fiber optic links and modems operating over standard telephone lines. 500 and 2000 series PLC's provide distributed data processing for the system with hierarchial processing operating under the Genesis software on the ethernet network for individual mine site monitoring along with the remotely located division office monitoring. System control and data acquisition is provided for underground MWMS operations and on the surface for a vast methane gathering system that is used for degasification of the mines and collection of pure methane for sale to the Columbia Gas Company as natural gas. The inability of industrial MWMS companies to keep up with the vast changes in technology, along with economic considerations associated with expanding the existing MWMS created the need for the development of the PLC based system to replace the older industrial monitoring systems.

BHP Iron Ore initiated a program in January, 1995 at their Mt. Whaleback operation in Newman, Western Australia to develop a decommissioning plan for the waste rock material. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper evaluates field performance of cover systems constructed on a horizontal and a sloped waste rock surface. The cover system is constructed using suitable run-of-mine waste material to minimize closure costs. The moisture is subsequently released to the atmosphere as evapotranspiration. Rainfall entering the waste material is buffered due to the presence of the cover material thereby significantly reducing net percolation to the underlying waste rock. The objective is to control acid rock drainage by preventing moisture movement into and through the waste rock material. Two years of field data are presented to illustrate low percolation rates to the underlying waste rock and key performance characteristics of the moisture store and release cover system design. Field data collected to date demonstrates that a moisture store and release cover system constructed with suitable run-of-mine waste material has good potential as a final acid rock drainage control cover system at the Mt. Whaleback site. The performance of the cover system on a sloped surface was significantly altered as compared to placing the cover system on a horizontal surface.

Usually stresses generated by explosive charges during blasting are considered to propagate through materials in a spherical manner. Although conical stress-waves had been suggested by a few investigators they have never been clearly defined or critically observed. An experimental technique using models and lengths of Mild Detonating Fuse was developed to produce conical stress-waves and study their effects. Several materials with different properties were tested to compare the influence of those properties on wave shape and crater formation. The investigations showed that whenever column charges were end-initiated, conical stress-forms were produced if the explosive's velocity exceeded the energy propagation velocity of the surrounding material. The stress-cone angle significantly affected fragment size and shape as well as the geometry of craters produced.

A mathematical model is proposed as a general formulation for the analysis and simulation of once-through crushing machines. Methods are described which can be used to estimate parameters of the proposed model from experimental data, thus minimizing reliance on backcalculation. The applicability of the model is demonstrated in the analysis and simulation of laboratory and full scale double roll crushers, and with evidence given for a laboratory scale cone crusher. An extension of the model for closed circuit crushing is also described.

After mope than fifty years Of Continuous operation, the Nevada Mines Division found itself faced with declining ore headings and metallurgical efficiencies, and rising operating costs. Although intensive process improvement programs had been initiated at various times in its history, insufficient return on investment served to defeat plans for any major changes in circuitry. The advent of practical large-volume flotation machinery, along with the success of long-range exploration drilling programs, complimented the results of an intensive program of research and development. The result of laboratory testing, pilot plant testing, and full scale plant tests was the proven indication of metallurgical improvement given increased flotation residence time and the effect of mechanical agitation in flotation.

Novel and innovative mining methods are attracting the attention of mining engineers at an unprecedented level. Historically, the US mining industry has responded rather conservatively to new technology. The financial difficulties affecting the domestic mining industry in the early 1980s changed attitudes toward new technology. The market contraction during that period, coupled with an expanding world mine capacity, created a serious oversupply of many raw mineral products. Many mining companies found that retaining a share of world markets while making a profit required drastic cost-cutting measures.

The U.S. Virgin Islands consist of three major islands (St. Thomas, St. John, and St. Croix) and some 50 smaller islands that are located primarily along the coasts of St. Thomas and St. John. St. Croix, the largest of the islands, is located approximately 160 km south-southeast of San Juan, Puerto Rico and is about 218 km in area (Fig. 1). St. Thomas, the second largest island is located 64 km east of Puerto Rico and incorporates approximately 77 km2. St. John is located immediately to the east of St. Thomas and incorporates approximately 49 km2. The climate in the U.S. Virgin Islands is maritime tropical. The average annual rainfall at higher elevations is 127-152 cm and at lower elevations 51-76 cm. There is no well-defined wet or dry season. Temperatures generally average in the 80's (F°) with only a 5°-7° F variation throughout the year.

The basic goal of this investigation was to determine the degree of drying of high moisture lignite through the use of high temperature and pressure steam autoclaves. Specific items studied were: a) the effect of lignite particle size, b) steam temperature and pressure required, and c) the time of ahydration. Although removal of sodium, ash, sulfur and other ash-forming minerals was not the goal of this study, basic analysis of effluent water showed organic material and alkalai metal content. Removal of inherent moisture from run-of-mine lignite was tested by lock-feeding the lignite, which was previously sized by screening into 25 kg autoclaves. High pressure, up to 4.053 MPa (588 psi), saturated steam was then introduced into the pressure reactor. Reaction time, pressure, temperature, and depressurization rates were strictly controlled for each reactor test run. Results indicate that about 80% of lignite total moisture was removed, including some of the inherent moisture, yielding a non-oxidized, and thus stable, lignite product. As stated, a side benefit occurred as some reduction of non-combustible portions of the lignite also took place. The conclusion reached as a result of the tests is that the steam-drying process can be successfully applied to reducing moisture in lignite, and may be considered for additional studies on acceleration of the coalification process. On the basis of the data presented, the author believes that lignite can be economically upgraded in steam autoclaves by simultaneously reducing the moisture content by 80 percent and the sulfur content by at least 50 percent. Upgrading the lignite by this method will result in large energy and financial savings.

Historically most mine management teams have been forced to operate in a more or less subjective manner. The objectives of mine management are simple and clear. Like other operational managements, mine management teams have the traditional well defined goals of improving efficiency and production while decreasing costs. Unlike other operational managements however, mining teams deal regularly with a vast assortment of uncertainties caused by: - Key production tools being mobile and widely dispersed, and - Non-uniform mining conditions At best in most operations these conditions cause obstacles to productivity and at the same time cause long delay in managment awareness of the obstacles. Planning with delayed feedback of information about necessary deviations is incomplete planning. For these reasons increased operational efficiency remains a constant though somewhat elusive goal.

A new agenda has risen. Born out of governments' policies and world economies, the years ahead will carry with them reduced growth. For inflation dependent and capital intensive industries, such as metals and mining, as well as most other natural resource industries, a period of long-term contraction in outmoded and costly capacity will evolve. This will be supplanted by new, lower cost capacity in some cases, but only if the total cost of production, including cash operating and debt service costs comes in at or below current market conditions. The industrial outlook can be characterized as bearish. As one major U.S. bank economist put it, mining companies planning their five-year forecast from 1984 out, should take the current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or slightly declining. As a result, capital funding will be problematic. The low cost producer, that is one with low cash costs and low principal and interest costs per unit of production, will succeed.
