"Repairing and replacing the nation’s aging and crumbling infrastructure has become a major issue with the American public. It is no secret that the upkeep of roads, tunnels, bridges, and water and waste water facilities has been neglected for decades. Cities, states and towns across the United States are now grappling with these issues, ones that will take decades and billions of dollars to fix.Because of this infrastructure issue, the North American tunneling industry is flourishing. Cities across the country are looking to go underground to alleviate traffic issues, transporting water and waste water to more people in more efficient ways.In October, the seventh annual Cutting Edge conference was held in Atlanta, GA. Put on by the Underground Construction Association of SME and Britain’s Tunnelling Journal, about 175 tunneling and underground construction professionals from around the world attended. Attendees included owners, designers and contractors. An accompanying exhibit included 28 companies.The theme of the two-day conference was Advances in Tunneling Technology. Speakers examined the latest advances in tunneling technology, its methodology and how these advances can be harnessed to assist upcoming major tunneling projects. The conference featured a tailored, high-end, single-track program of subject-specific presentations that focused on innovation and practical experience. Two in-depth panel discussions at the end of each day were also included.Patricia Mulroy was a keynote speaker on Monday. She is senior fellow for climate adaptation and environmental policy at The Brookings Institution. Like many others, Mulroy believes the U.S. infrastructure in in a state of disrepair. But, she said, no one wants to talk about it. “We need to have a conversation about infrastructure. We cannot be afraid to talk about building it and the cost.” For this to happen, though, the nation needs leadership."

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. Introduction Many discoveries have been made during the-past decade of low grade gold-silver deposits in the western US. This has stimulated development of low cost cyanidation procedures for precious metal extraction. Heap leach cyanidation techniques possess considerable potential for application to these low grade ores, small ore bodies, mine strip waste, and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successful, these resources must have good permeability to achieve uniform distribution of the cyanide solution throughout the heaps. Some of the most difficult of the gold and silver ores to treat successfully by heap leaching are those containing excessive amounts of clays, or fines generated by crushing. Presence of excessive amounts of slimes, -50 µm (-270 mesh), in the heap leach feed will slow percolation, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap. This causes the leach solution to run off the sides of the heap rather than penetrate the ore bed. The problem of heap leaching ores with fines can be aggravated while preparing ore heaps because of the natural sorting of coarse and fine material that occurs. This phenomenon results in concentration or ore fines in the center of individual ore piles and concentration of larger rock fragments of the lower slopes and base of the pile. When the individual piles within the heap are leveled off for the installation of the sprinkling system, additional segregation occurs as the fines sift through the coarser ore particles. This results in localized areas or zones with marked differences in permeability. Consequently, the leach solutions follow the course of least resistance. They percolate down through the coarse ore regions and bypass or barely wet areas that contain large amounts of fines or slimes. Effective use of marginal gold and silver resources by heap leaching required development of new methods to achieve more uniform size distribution when preparing ore heaps and better slime control during leaching. Early methods Agglomeration and balling of crushed ore to produce a porous and more uniform feed material for heap leaching is a viable method for treating clayey ores. Researchers from the US Bureau of Mines in Reno, NV began agglomeration pretreatment research in the mid-1970s for applications to and exploitation of these poor percolating feed materials. Little attention had been given to such methods before the Bureau's research. In 1905, T. C. Scrutton developed a unique technique for obtaining rapid vat leaching of a clayey ore where the gold was finely disseminated. His technique consisted of rolling the ore down a chute inclined at 60° to form agglomerates or balls readily permeable by the cyanide solution. However, these agglomerates lacked rigidity. And, to ensure good percolation leaching and washing, they could not be bedded in layers more than 1 m (3 ft) deep. If this depth was exceeded, it is difficult to obtain uniform leaching and washing. This results in reduced gold recovery. Shepard and others in 1937 studied the addition of lime and carbon dioxide or calcium carbonate to gold-bearing tailings to form agglomerates suitable for vat leaching. Satisfactory percolation flow rates were achieved in 90 g (3 oz) scale experiments, but the reagent requirements were cost prohibitive. "Temporary retaining walls are ordinarily used for tunnel construction work conducted using the opencut construction method. Retaining walls in such instances are typically installed vertically. However, shoring (such as struts and king posts) is required to ensure the stability of retaining walls in cases of excavation work to depths that exceed approximately 4 m. A new design and construction method that focuses on the effectiveness of retaining walls that are installed on an incline was studied with the aim of improving construction workability by omitting shoring. The inclined braceless excavation support (IBES) method, which was developed for use with the inclined buttress method, requires no shoring, even for deep-open-cut construction work and can be applied to deep excavation work on ground with a high groundwater level. This method has been applied at six work sites in Japan in recent years. This paper introduces the IBES design and construction method and presents verification results based on the design method, a model experiment, finite element analysis, and measurements obtained during construction work.INTRODUCTIONBackgroundIn the past, temporary retaining walls used in open-cut construction work have been installed vertically, and shoring (such as struts and king posts) has typically been used to ensure the stability of these retaining walls when the excavation depth reached 3–4 m. However, shoring interferes with structures built within excavations and requires box-outs and penetration sections in the structures, as well as concrete joints that raise concerns about their impact on the watertightness and long-term durability of structures (Figure 1).Shoring also narrows the space available for conducting construction work and reduces construction work efficiency, and the installation and removal of shoring increases the construction duration and cost. As a result, there has been a demand for ways to reduce or eliminate shoring to improve the quality of structures and construction work efficiency."

As per most other earth science engineering problems, the underground coal geotechnical environment and the way in which roof and rib support interacts with the rock mass are complex issues. While the problem should not be oversimplified (i.e., the dominant failure mechanisms or critical data input parameters should not be ignored), without question judicious simplification is at the heart of all good engineering design. Engineers play a vital role in supplying the world with solutions and products; however it is crucial that engineers make practical and readily useable contributions. One way to ensure this is to employ simplification in the engineering process.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. Throughout all segments of the United States mining industry, 163 independent contractor employees were fatally injured between 1990 and 1997. Factors that contributed to these injuries were identified after reviewing descriptive information contained in Mine Safety and Health Administration fatality reports for each of the incidents. Thirty-three unique contributing factors were identified and multiple factors were noted for each fatality. Those most frequently discerned were "failure to follow `standard operating procedures"', (35% of the fatalities), "poor positioning of employee" (26% of the fatalities) and "failure to maintain equipment" (23% of the fatalities). Contributing factors were then associated with the accident and job classifications of the victims. Factors having the highest frequencies in the top five accident classifications where most fatalities occurred were as follows: powered haulage - "failure to maintain equipment"; machinery - "poor positioning of employee"; slip/fall of person - "inadequate fall protection" and "failure to wear safety line"; electrical - "equipment contact with power line"; and falling/rolling/sliding rock - "poor positioning of employee. " Among the job classifications in which most fatalities occurred, leading contributing factors were as follows: truck driver - "failure to follow standard operating procedures" and "poor positioning of employee"; laborer/utility man/pumper - "poor positioning of employee"; mechanic/ repairman and welder - "failure to follow standard operating procedures." Recommendations for utilizing contributing factor information as a basis for safety training are proposed. Training programs may be developed that inform independent contractor employees of factors which, in the past, have contributed to fatal injuries in their job classifications. Then, by combining this information with contributing factors identified in "related" accident classifications, a truly focused training intervention that addresses very specific workplace hazards may he developed.

Two recent Bureau studies evaluated workers' dust exposures in automated pallet loading processes. The first study involved a Bureau designed dust control system using a push-pull ventilation technique. The unit was shown to reduce workers' dust exposures by 76% during pallet loading at a ground silica operation. A hydraulic lift table was used to automate the bag stacking process; this kept the loading height constant throughout the entire pallet loading cycle. The second study evaluated different commercial automated pallet loading systems. These systems automatically stack the bags onto pallets, shrink wrap the pallets, and deliver the pallets to a fork lift pickup location. Results from a ground silica evaluation site indicated respirable dust samples taken were below the Threshold Limit Value (TLV) as established by the Mine Safety and Health Administration (MSHA).

The required reclamation of land disturbed by surface coal mining often results in the creation of some over steepened slopes which are prone to rapid erosion and sediment production. This natural activity on such slopes is not desirable nor allowed under current regulations. Experience has indicated that novel approaches must be devised to address the problem. Research conducted on field sites in Missouri has indicated that construction, during the reclamation and grading processes, of a man-made drainage system will control the erosion. The drainage system must replicate or exceed the natural system in terms of drainage density and channel frequency. Basic design considerations will be summarized in this paper and field results shown.

The Narragansett Bay Commission (NBC) Combined Sewer Overflow Abatement Program is a major effort to address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area. The proposed system consists of three deep rock tunnel segments totaling 17.8 km (11.1 miles) in length that will provide 860,000 cu m (227 million gal) of storage at depths up to 99m (325 ft). This paper discusses 13.5 km (8.4 miles) of 6.64m (21.8 ft) finished diameter tunnel, four construction shafts, 19 dropshafts and one large diameter pump station shaft tapered from 1 5.2m (50 ft) at the surface to 27.4m (90 ft) at depth. All facilities are in preliminary design.

A large body of readily available Na-montmorillonite is present about 24km (15 miles) east of Fallon, Nevada. The clay is comparable to Wyoming Na-bentonite, but with somewhat less MgO and somewhat more Fe2O3 in its crystal structure. The physical and industrial properties of the Nevada clay are comparable to those of the Wyoming clay. The Na-montmorillonite is presently mined for use as hazardous waste barrier material and as a sealant for canals. It may be economically feasible to process the clay material for removal of impurities.

1, Introduction Location Kalengwa mine is located in the North Western Province of Zambia, 402 kilometre by unpaved road to the west of Kitwe, which is roughly in the centre of the Zambian Copperbelt, well known as one of the world's centres of copper mining. Its position is illustrated on the map of Africa in Figure 1 and on the map of Zambia in Figure 2. It is a mine of Roan Consolidated Mines Limited whose other properties, Mufulira, Luanshya, Chambishi and Chibuluma Mines, are all located on the Copperbelt. It is managed by the Chibuluma Division of the company. The rate of production from Kalengwa will vary from 12 000 to 17 000 tonnes of saleable copper a year over the next six years. Kalengwa did not exist as a place until the first prospecting parties and later the mine became established and the early working population was recruited entirely from small villages in the surrounding area as much as thirty miles away. The mining area consists of fourteen mining locations amounting to 3.35 square kilometres and the land may be used for any purpose connected with mining, including housing, wood cutting and other utilities. The whole area is, except for minor undulations, a fairly flat plateau with main rivers running from north to south and flood basins known as "dambos" located in a general east west direction. Vegetation is, with the exception of the grassy dambos, temperate forest with relatively light undergrowth. Game of great variety is prolific, as is the associated tsetse fly.

"Mine ventilation is in every underground mine a crucial process to ensure mine safety as well as acceptable working conditions. On the other hand is also a major cost factor depending on air requirement and air resistance. Due to the fact that the special layout of mines develop over time, ventilation systems change as well. This may result in complex systems which are suffering severe problems and low efficiency. With attention to the mine safety and costs, ventilation systems have to be controlled repeatedly and optimized continuously to fit changing conditions. The project “Improvement of ventilation systems in narrow vein mines” has been commenced with measuring and data collection in the Bogala Mine, Sri Lanka. This over 150 year’s old graphite mine consists of about 20 levels. The resulting ventilation system is highly complex and suffers problems like high temperatures and humidity as well as a mixing of fresh and used air on lower levels. To solve these problems and to optimize the system the complete ventilation system had been measured on-site first. The gained data have been used for simulations to develop and select an optimal and cost efficient solution. OBJECTIVE As an important process in mining ventilation is a major cost factor and can determine the economic feasibility of a mine. Due to the production mine layouts develop over time and mines increase in size and depth while the ventilation system becomes more complex and may suffer severe problems and inefficiency. Therefore mine ventilation systems have to be controlled and optimized regarding the general requirement of mine safety and health of the miners as well as the costs. Depending on the deposit type, depth, mining method, climate and as well corresponding laws and regulations the possible solutions are varying strongly. The work carried out paid special attention to the improvement of ventilation in narrow vein mines in tropical climate, in this case the graphite mine “Bogala” in Sri Lanka, South Asia."

Acid mine drainage (AMD) can occur as a natural phenomenon through oxidation of sulfide minerals. Oxidation by air and water can be exacerbated by mining. Because AMD can exhibit low pH, it is capable of extracting heavy metals from mineral deposits. The result is highly acidic drainage with elevated heavy metal concentrations -the combination of which can cause extensive environmental damage. Because of the importance of these factors, this paper is focused on sulfate based AMD. Due to widespread mining, the occurrence of AMD is ubiquitous. As a result, several approaches to treatment have been developed. Chemical treatment using alkali is most commonly employed to treat AMD. There are alternative methods of treatment, as well as alternative ways of handling treatment sludges or concentrates. Dewatering of sludge or concentrates is beyond the scope of this paper.

Air-sparged hydrocyclone (ASH) flotation technology has been evaluated for phosphate recovery from the central Florida phosphate deposits. As expected, it was demonstrated in pilot-plant tests that the ASH system has a specific capacity about 50-100 times higher than that of a traditional flotation cell. In the case of fatty acid flotation, single-stage ASH flotation produced a recovery of 75-77% in a rougher concentrate containing 24% P2O5 In reverse flotation with amine, the single- stage ASH system produced a phosphate recovery of 98% in a cleaner concentrate containing 31% P2O5. These results are comparable with those obtained at plant operations in the Florida phosphate industry. Based on these pilot-plant results, the effects of process variables are discussed in terms of separation efficiency. Subsequently, a 6-inch ASH system was fabricated and tested in a central Florida phosphate plant for reverse flotation in the amine flotation circuit. The high capacity of the ASH system was again demonstrated for the 6-inch ASH system. A single-stage phosphate recovery of 91% was achieved with a concentrate grade of 30% P205. During plant tests, it was established that porous tube plugging, the most significant engineering problem identified, was due to the poor quality of the plant water. Possible solutions to this problem are discussed.

In the minerals industry today, the ?low hanging fruit? that once existed to debottleneck production and improve recovery, while meeting market needs for quality in mineral processing operations, are more and more difficult to find. Systematic methods for establishing plant mass flow, recovery, operational efficiency and control strategy in context with customer specifications provides the necessary insight and confidence for plant operators to prioritize improvement projects in order to maximize return on investment (ROI) for the site. The evaluation of aggregate and industrial mineral processing plants requires the following steps when projecting cost saving opportunities: collecting background data, conducting a base-line evaluation, analyzing specific unit-operation performance, defining investment options, prioritizing the selected improvement opportunities and the implementing process changes. The following paper describes the approach and challenges of developing an improvement plan for a dry and wet mineral processing operation.

Since the turn of the century the mining industry in the United States has had a number of serious mine explosions, fires and ground fall disasters that have led to a major re-evaluation of mine communication and rescue practices. One of the hindrances of current underground communication technologies is the potential of lost or cut connections when a serious accident, such as an explosion, fire, inundation or major ground fall, takes place. The Mine Improvement and New Emergency Response Act of 2006 (MINER Act)1 mandated that each underground coal mine in the U.S. must provide for two-way wireless, post-accident communications between underground and surface personnel as well as electronic tracking of underground workers One area that has gained renewed attention in the mining sector is Through-The-Earth (TTE) communication. TTE technology has a major advantage in that transceiver devices can be carried by miners and set up quickly during an emergency, since they require no wire connection to the surface. TTE technology uses ultra-low frequency (1 to 4 kHz) electromagnetic waves, requiring relatively large wire loop antennas and highly sensitive receivers. The signal bandwidth is narrow and the permissible antenna currents in coal mines are restricted, which has led to limited usability of TTE technology in the past, as evidenced in research studies conducted by the U.S. Bureau of Mines in the 1970s. Yenchek (2012)2 pointed out that recent advances in receiver and signal processing technology have enabled voice and text communication capabilities and much improved sensitivity that offers new possibilities for TTE communication in mining applications. One company that has been developing such technology is Vital Alert Communication Inc. Vital Alert has been providing TTE communications since 2003 with a growing focus on emergency response and portable systems. The company?s Canary® Go System is one such product that looks to provide reliable communication capabilities in a portable, user friendly unit that can be utilized both for normal operation and mine rescue scenarios. Researchers at the Colorado School of Mines (CSM) have tested the Canary Go TTE communications system in the CSM Edgar Experimental Mine to determine signal propagation distances, signal quality and aspects of practical application.

There has been a recent revival of interest in concentrated coal/water slurries as a substi¬tute for fuel oil or for coal/oil mixtures, particularly in electric power generation. The idea is not a new one. Coal/water slurries were transported by pipeline in the U.S. in the early nineteen-sixties, and the Black Mesa coal pipeline has been in operation for several years, while in Germany, coal/water slurries were being burnt for power generation in the early nineteen-seventies, as described by Merten and Höner (1972). Since coal is not a pure substance but a carbonaceous mixture, the different chemical and physical behavior of coal/water dispersions from different deposits must be understood in order to optimize the properties of the result¬ing slurry fuels. Since minerals which are minor constituents of coal may also strongly affect slurry properties, coal chemistry may vary considerably even within a single deposit. Thus it is unlikely that there will be a single formula for optimizing the slurry properties of all coals, and even the answer for coal from a single source may change with time.
