The conventional rare earth element (REE) industry has historically sought to develop ore deposits where geologic processes have produced mineralized zones with commercially attractive REE concentrations. These deposits are extremely uncommon, particularly in the USA. Given the criticality of these materials and the need for sustainable domestic supply, the current research seeks to leverage other autogenous processes that lead to concentrated REE resources. One such process is the generation of acid mine drainage (AMD). AMD is very common in many coal mining districts and results from the exposure and oxidation of pyrite during mining. During the generation and migration of AMD, liberated sulfuric acid mobilizes several metal ions including REEs. Treatment of AMD is required under U.S.C §1251, the Clean Water Act, and often consists of neutralization, oxidation, and metal hydroxide precipitation. To investigate the deportment of REEs during this process, a field sampling campaign was undertaken, whereby the concentration of REEs in AMD and AMD precipitates was measured directly. In the nine sites evaluated in this study, the REE concentrations of the precipitates varied from 29 to 1286 ppm with an average of 517 ppm among the sampled sites. The individual elements were enriched compared with the associated bulk Northern Appalachian (NAPP) coal material by factors ranging from 3 to 15. Furthermore, the distribution of REEs in all precipitate samples favored the heavy REEs (HREEs) when compared with traditional REE ores. This research represents the first part of multi-part research endeavor to characterize, classify, and determine the practicality of refining REEs from AMD and its by-products.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment, and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. But this efficiency also comes at a cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impacts of underlying assumptions in each method is essential to proper use of results in mine design. INTRODUCTION This paper summarizes the result of a two and a half year research program. The objective of the research was to develop a fundamental understanding of the Rib-in-Roc method. Through the development of a new model technology, namely three-dimensional physical models which powerfully exploit the results of dimensional analysis Stillborg, Stephansson and Swan (1), it has been possible to establish the contribution to both permanent and immediate stabilization of a large underground opening pre-reinforced by the Rib-in-Roc method. Using the results from these physical models and earlier work by Stillborg and Stephansson (2) and Åkesson (3), a conceptual synthesis is given in this paper so demonstrating the Rib-in-Roc method to be a practical working system of pre-reinforcement. DESCRIPTION OF THE RIB-IN-ROC METHOD To give the reader an idea of how this method of pre-reinforcement is performed, a short description will be given, Figure 1. Before any full-scale excavation takes place an entry is made in the host rock and rib raises are driven around the proposed opening. These raises are made at a spacing that is dependent upon rock quality; an opening in poor rock needs more ribs per length of opening. As the ribs are driven they are used as a site from which very competent rock bolting can be done. As a rib is excavated it is filled with reinforced concrete. Finally after having in this way reinforced the zone around the proposed opening, (a reinforced arch is formed) the displacements are automatically controlled as the opening is being excavated. Using this method openings with a span of 50-60 meters (160-200 ft) and a height of 60-80 meters (200-260 ft) are likely to be realised.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. A methodology has been developed and demonstrated to be effective in reclaiming surface-mined land for a forestry post-mining land use. The Forestry Reclamation Approach (FRA) has been applied, almost exclusively, to flat or gently rolling surfaces. One of the primary steps in the FRA is to loosely grade the top 1.22-m (4-ft) of soil or substitute root growth medium to avoid excessive compaction. Concern has been expressed by regulators and the public that loose grading on steep slopes could lead to slope failures, which is one of the issues that SMCRA sought to correct. A field investigation was conducted at a steep-slope contour operation in eastern Kentucky to test the applicability of FRA in this setting. Final grading was performed according to FRA standards. The surface consisted of two distinct substitute rooting media. One was unweathered gray sandstone and the other was a combination of gray sandstone, brown sandstone, and topsoil. A variety of native hardwoods was planted following the FRA guidelines. The slope was instrumented with 70 survey monuments to monitor for mass movement. The reclaimed spoil was also characterized using bulk density and penetrometer resistance methods. The characteristics of both spoils are similar to those observed on flat to rolling surfaces where the FRA has been used and, after one year, approximately 70% of the trees had survived. There has been no major mass movement of the slope and slope stability analyses indicate that the application of the FRA has little impact on the overall stability of the slope.

The Functional Performance Equation for ball milling circuits provides plant staff with a new means to improve circuit performance. However, successful execution of a plant project, with verifiable circuit processing performance improvements, requires a significant number of accompanying steps beyond the equation alone. In order to identify and articulate all these steps, a study with plant staff from two milling operations and a grinding media supplier was undertaken. ?Task analysis? of improving plant grinding performance was carried out. This analysis called for the development of a number of system components, and ultimately yielded a ?Plant Grinding Circuit Processing Performance Management/Improvement System.?

Historically, as for most reagents used in flotation, the wide-spread use of dialkyl dithiophosphinates as collectors in practical applications has preceded a detailed scientific understanding of how they work. Dialkyl dithiophosphinates are a technologically and commercially important class of collectors used in the flotation processing of Cu-Au, complex polymetallic, and precious metal ores. Plant usage has demonstrated that dithiophosphinates exhibit higher selectivity and flotation rates for Cu sulfides, galena, and precious metal values in the presence of other gangue sulfides, than the traditionally used collectors such as dialkyl dithiophosphates and xanthates. They also have an attractive health, safety, and environmental (HSE) profile. Although dithiophosphinates received little attention in the past in the flotation research community, recently, there has been significant interest in this chemistry, and numerous studies have been conducted to understand the fundamental interactions of dithiophosphinates with several base metal sulfides and precious metals. A critical overview of fundamental studies, laboratory ore flotation, and plant practice of dithiophosphinates is given in this paper. The findings from these studies are rationalized and explained by drawing on concepts and insights from coordination chemistry. A comparison between the interactions with various minerals and metals of dithiophosphinate and dithiophosphate analogues brings out some of the subtleties that seemingly minor changes in collector chemistry can make. The critical overview and analysis given here is useful in identifying gaps in knowledge regarding this important class of compounds. This in turn can provide a basis for the design of studies to advance our understanding of dithiophosphinate flotation performance.

The current study is part of the U.S. Department of Energy's (DOE) on-going subsidence research program. The long-term objective of the DOE program is to develop analytical methods of subsidence prediction applicable over a broad range of geologic and mining conditions encountered in the United States. The DOE currently has several contracts in progress to develop a sound data base that can be used in the development of predictive models. Dames & Moore is currently under contract to the DOE to collect and analyze detailed subsidence and hydrologic data from a coal mine employing longwall mining methods in the Eastern Coal Province. Work under Contract No. DE-AC22-80PC 30335 began in October of 1980 and will continue through September of 1984. This paper summarizes the work that has been completed through September of 1981 and presents the results that have been achieved during this period. Technical difficulties encountered during both the installation and monitoring phases are discussed, and recommendations for future work are presented.

The growing availability of information and data analysis capabilities of recent years provides new opportunities for improving the performance of mining operations. By using real-time measurements and artificial intelligence, it is possible to respond faster to changing conditions, while accurate and timely information permits rapid evaluation of changes and fast business improvement decisions. This article presents a blueprint for alignment of systems, organizational design, and management practices to leverage these developments in performance-driven operations management in mining and mineral processing. The first component of the blueprint is a performance framework with a system of key performance indicators for production control that can be used across organizational levels. This system places improvement at the core of management activities, giving greater importance to improvement skills at lower organizational levels, so companies can leverage available information for improving operational control. Secondly, the blueprint defines an organizational structure that strengthens performance improvement with technological and change management capabilities. Finally, the blueprint proposes alignment of management practices, covering the optimization of short-interval controls, the application of an improvement project portfolio management system that determines the ownership of improvement projects, and the coordination of controls across the organization. This combination of systems, organizational design, and management alignment supports rapid decision-making at the right organizational level. Introduction of the presented blueprint for operations management enables mines to leverage the developments in information and analysis capabilities to improve the performance of operations.

Haul truck fatal accidents and injuries continue to be a significant concern for the mining industry. However, the availability of high-quality training materials continues to be limited. Near-miss incident accounts, if packaged well, could help fill this gap, because for every fatality, there are hundreds of reportable accidents and thousands of undocumented near misses. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected detailed accounts of 21 near-miss incidents in virtual interviews with mineworkers at surface mining operations across the country. From these interviews, researchers created four simulation videos. The videos bring these events to life through first-person retelling and various visual perspectives of actual events. Each video exemplifies a critical safety message and a common haul truck hazard. This paper describes the process of taking narratives and turning them into impactful visual stories. NIOSH plans to co-release these simulation videos with the Mine Safety and Health Administration (MSHA) to the mining industry to raise awareness and ultimately help reduce haul truck-related accidents and fatalities in mining.

The U.S. Bureau of Mines has conducted underground tests and computer analyses to study coal mine roof behavior. Southern Ohio Coal Company provided test sites it) their Heigs mines located near Athens, Ohio. Testing apparatus was adapted for monitoring roof behavior at the face of mining from a remote surface location. Finite element analyses were applied to study the structural conditions present. Test sites were located at three different intersections of entries and crosscuts of the room-and-pillar mine. Electrical read-out instruments were used to record roof bolt loads, roof sag, and roof-floor convergence. They were installed during the roof bolting cycle of a conventional mining section and data was recorded for several months. Normal mining operations continued throughout the test period with minimal interruptions due to the installation and monitoring of the instruments. A computerized data acquisition system, partly underground, partly on surface, permitted continuous monitoring of data and its retrieval, display, manipulation, and storage. The finite element code used to model the test sites accounted for three-dimensional geometry, nonlinear material behavior, and the mining excavation and bolt installation sequences. Results of the test are highly variable. Comparable values between test and analysis results were obtained by applying statistical averaging of. roof test data. Results of the analyses indicate that bolts have a lesser effect on the gross behavior of mine roofs than has been indicated and that bolt load changes are strongly influenced by mining excavation sequence, bolt-placement sequence, and face distance

Introduction Atlas Consolidated Mining and Development Corp. (ACMDC) started gold production at its Masbate gold mine early in 1980. This involved an open-pit mine and a 3.5-k/d (3850-stpd) carbon-in-pulp processing facility (Pizzaro and Antonio, 1981). When this operation started, the mine began stockpiling sub-grade milling material averaging 1 g/t (0.029 oz per st) gold. Furthermore, geologists estimated that there were additional low grade reserves within the ultimate pit limits. These amounted to 2.4 Mt (2.6 million st) with an average grade of 1.1 g/t (0.03 oz per st) gold. The success of low cost heap leaching prompted an investigation to determine if this tech¬nique would be applicable for the low grade Masbate ore. The findings were favorable and a series of laboratory tests were undertaken. These tests indicated the amenability of this subgrade milling ore to heap leaching. Depending on ore size, gold extractions of more than 60% were obtained. To further define operating parameters for a commercial heap leaching plant, a 400-t (440-st) batch pilot plant was built and operated. These test results were used to design the first commercial heap leaching plant in the Philippines. One design concern was the control of solutions during the rainy season. Due to the material's low grade, every effort was made to minimize capital and operating costs. To this end, surplus mining equipment from the copper operations of ACMDC and used machinery in the crushing circuit were considered. Location: The Masbate gold heap leaching operations are located on the northeastern part of Masbate Island, Philippines. This is about 480 km (300 miles) south-east of Manila. Climate: The climate is moderate with two distinct periods. The dry season runs from January through June, and the rainy season extends from July through December. During the wet season, the rainfall at the mine site averages 300 mm/m (11.8 in. per month) for a total of about 2000 mm/year (78 in. per year). However, heavy downpours in excess of 100 mm/h (4 in. per hour) can occur. Geology: Four distinct rock types have been identified in the pit area. They are tuffaceous agglomerates, andesitic agglomerates, metasedimentary rocks, and hornblende augite andesitic porphyry. The tuffaceous agglomerate occupies the northern and western flanks of the mine. Andesitic agglomerates are localized distinctly in the central portion of the volcanic plug within the mine site. The eastern boundary of the mine is occupied by metasedimentary rocks, whereas, the hornblende augite andesitic porphyry occurs as an intrusive within the andesitic agglomerate and tuffaceous agglomerate. Some areas of the pit contain high proportions of clay minerals, requiring an agglomeration step in the flowsheet. This ensures satisfactory percolation through the heaps. Bench-scale selective-flocculation tests were conducted on samples of Florida and Western phosphate process tailings. Physical, mineralogical, and surface characteristics were determined for both types of samples. The flocculation tests investigated dispersant and flocculant types and doses, pH, and slurry percent solids, while other parameters were held constant. Where selectivity was achieved, phosphate minerals remained dispersed, whereas silicate minerals flocculated and settled. In single-stage tests, flocculants having low to medium anionic character effectively upgraded products at moderately elevated pH. Multiple-stage tests, and tests in which flocculants of lower molecular weight were used as site-blockers, gave improved results.

Ambient electromagnetic (EM) noise (natural or manmade) is a major limiting factor for the design and operation of many electronic devices, including through-the-earth (TTE) communications and tracking systems. Extensive studies on EM noise were conducted by the US Bureau of Mines in the 1970s and 1980s. Changes in the design and operation of electrical equipment since then, however, have resulted in changes in the EM noise environment. This paper reviews past research on surveying EM noise in the extremely low-frequency (ELF) and very-low-frequency (VLF) bands, which are the operating bands for TTE systems, and introduces a new battery-powered, rugged, portable measurement system for surveying EM noise in mining environments. Examples of surveyed EM noise measurement results in and above an active underground coal mine, using the new system, are presented in terms of absolute magnetic field strength levels. A new metric, average noise level (ANL), is introduced to characterize the noise level relative to a particular frequency band for a specific location. It is found that EM noise in mining environments varies significantly with time and location. EM noise levels at frequencies of 30 Hz that shifted from power harmonics (e.g., 90, 150, 210, 270 Hz) are relatively low and their variation with time can be statistically modeled by a Gaussian distribution. The conclusions and findings presented in this paper can help better design and operate TTE communications and tracking systems in underground mines.

Mine seals are used in underground coal mines throughout the United States to isolate abandoned mining areas from the active mine workings. The objective of adding inert gas to a sealed mine area is to quickly reduce the oxygen concentration in the sealed area to a level that will not support combustion. In the US, this process is typically conducted from the ground surface and because surface-to-mine access is constrained by so many variables, it is very difficult to provide a source of inert gas to the place where it is needed underground. To alleviate this problem On Site Gas Systems, under a NIOSH contract, built a nitrogen (N2) generation plant that operates in the underground environment. The purpose of this work was to create a reliable in-mine mobile plant that would extract N2 gas from the mine atmosphere and use the gas to create and maintain a safe sealed mine area. The plant is based on a novel design using pressure swing adsorption technology and is sized to fit on a standard shield car or mine dolly for easy transport in and around an underground coal mine. The plant is capable of producing about 900 scf/min of N2 gas at ambient mine conditions. After an exhaustive series of laboratory tests, the plant was field tested at the NIOSH Safety Research Coal Mine (SRCM) where a portion of the mine was sealed and rendered inert. During the test, the movement of the injected gas was monitored at several underground points to observe the progress and extent of the inerting process. This paper describes the plant design and the results of the field test at the SRCM. "Lucky Strike and Menez Gwen are two hydrothermally active sites located along the border of the Azorean plateau, southwest of the Azores islands where the alteration processes affecting basaltic rocks are prominent (Costa et al., 2003). Here we report on a slabby brecciated rock, abundant at both Lucky Strike and Menez Gwen, composed mainly of basaltic fragments cemented by hydrothermal precipitates from warm fluid circulation system. Research reveals that hydrothermal alteration takes place mainly by replacement processes, in which silicification is dominant (Costa et al., 1997 and Costa, 2014).Petrographic observations, including scanning electron microscopy (SEM), microprobe analysis, and mass balance studies made on basaltic fragments within the breccia show that silicification is one of the main processes resulting from hydrothermal fluid circulation. This alteration process leads to complete replacement by silica, in extreme cases, forming an impermeable cap that may contribute to the formation of sub-seafloor sulphide deposits, including examples in the geological past."

Particulate matter (PM) is one of the main actors related to air pollution caused by surface mining. Fugitive dust, considered as particulate matter that cannot be collected by conventional measures, is classified by the particle size. The Environmental Protection Agency (EPA) categorizes PM as coarse and fine particles based on the particle size being less than 10 μm (PM10) and less than 2.5 μm (PM2.5). Basic operations of surface mining such as drilling and blasting, loading, haulage, and processing are processes that can potentially generate fugitive dust. Regulations and legislations enforce the mining industry to use environmental monitoring systems, fugitive dust level measured by PM10 level as part of this. Air quality monitors are positioned at different locations around surface coal mines and track air quality levels during production. This study introduces a data-driven methodology to handle air quality issues related to fugitive dust at surface coal mines. Data is sourced from different mine equipment in real-time and they are integrated with air quality monitoring systems to provide information to support decisions for fugitive dust. The method is implemented and demonstrated in a case study at a large surface coal mine.

The increasing demand for coal and depletion of shallow depth reserves are pushing towards deeper mining. In deeper coal mines with multiseam workings, the problem of ventilation surges many folds primarily related to air quantity requirement, heat, humidity and spontaneous heating/fire in goaved (gobbed) out areas. The paper describes the design of a new approach to improve the ventilation system of a real-life deep underground coal mine with multiseam workings. For this, the ventilation problem of one deep underground coal mine 6&7 pits Bhutgoria Amalgamated Colliery of Tata Steel Ltd. with multiseam workings has been studied in detail to determine an appropriate solution. A ventilation survey of the mine and computer simulation of the ventilation network has been carried out to reach a practical solution. Ventilation survey results have been analysed to develop a representative ventilation network of the mine for both qualitative and quantitative analysis. Further, computer simulation of the ventilation network of the mine has been performed to virtually verify the application of a highcapacity booster fan in the present ventilation circuit without disturbing the vulnerable areas. Field validation is also carried out after the implementation of the solution in the mine to determine its efficacy. Thus, the findings of this paper can be directly applied for the installation of booster fans to achieve the required air quantity in deep underground coal mines with multiseam workings having spontaneous combustion liabilities of upper seam goaved out areas.

"Slope failures that occurred in 2008 and 2009 at the Pikeview Quarry in El Paso County in Colorado in the United States were investigated using three-dimensional discrete element modeling methods. Large-scale block sliding failures occurred along weak bedding planes that dip steeply into an excavation located at the toe of the slope. Several mining sequences at the toe of the slope were simulated to evaluate the effects of various degrees of extraction and backfill on slope stability. Slope stability back-analysis was conducted using prefailure and post-failure conditions to determine the joint shear strength properties. Laboratory testing was also conducted to determine intact rock properties. Three-dimensional discrete element analysis was uniquely applicable to this evaluation because it allowed representation of shear stress of the basal sliding surface and afforded evaluation of several scenarios of extraction and backfill at the toe of the slope. IntroductionThe Pikeview Quarry is an aggregate quarry located approximately 8 km (5 miles) northwest of Colorado Springs in El Paso County, CO, USA. The quarry has been operated by several owners since the early 1900s. According to the U.S. Mine Safety and Health Administration (MSHA, 1986), the quarry has been a major source of construction aggregate for the Colorado Springs area for many years. In the 1950s, the site was mined by Peter Kiewit and Sons to provide limestone for the construction of the nearby Air Force Academy.A large-scale slope failure occurred on Dec. 2, 2008, which stopped mining activity at the Pikeview Quarry. A second, related slope failure occurred on Sept. 13, 2009. The second slope failure was located immediately adjacent to the initial December 2008 failure.The objective of this paper is to discuss the three-dimensional slope stability evaluation. The causal relationships of slope instability are not within the scope of this publication. However, omitting the precursors to slope failure would limit understanding of the nature of the slope stability evaluation. The regional and local geology and the history of slope instability at the Pikeview Quarry aid in understanding these precursors. Two main failure mechanisms were hypothesized during the failure investigation to explain the triggering of the 2008 and 2009 large slope failures at the Pikeview Quarry, and both of these mechanisms were given equal credence in the present study. Quarry excavation and backfilling was a key factor in the slope instability for both failure mechanisms. The excavation was backfilled in stages in an effort to provide slope support. The objective of the three-dimensional model was to evaluate the effects of extraction and backfill at the toe of the slope with respect to slope stability."
