President Bush’s National Energy Program and his Clear Skies Initiative both emphasize the use of coal to help meet the nation’s growing energy needs. And why not? Coal is currently responsible for more than 50 percent of the nation’s electricity generation. That fact, though, seems to be lost on policy makers, the environmental community and the public. Critics of coal advocate the increased use of renewable energy sources and the increased use of natural gas. Renewables, though, are only capable of generating a tiny fraction of the power required. Natural gas is expensive. And natural gas production cannot keep up with demand, especially given the nation’s increasing energy needs.

Soft laminated iron ore (SLO) having a higher hematite content and Martite goethite iron ore (MGO) having a higher goethite content were subjected to detailed characterization and beneficiation. The present research was designed to investigate if these abundant, low-grade ores can be enriched adequately using standard industry techniques. No significant enrichment of the ores using jigging operation on the coarse (-3,200 +595 mm) size fraction could be achieved. Good liberation was only attained in the 150 to 300 mm particle size range in both cases. Desliming enriches the ground ores significantly. The effect of the feed size on the separation efficiencies of the ground ores were studied using flowing-film concentration on a Wilfley table. Better enrichment is obtained in the case of 150-mm sized feed by tabling. The grade of SLO is improved from 56.14% to 66.51% Fe, while the Fe content of MGO is enriched from 55.16% to 65.83%. Substantial rejection of alumina and silica is also achieved. Due to the friable nature of MGO and the higher goethite content in it, the loss of Fe in the form of ultrafines is greater in this case compared to that of SLO.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

The desire for dry passageways promotes the NATM as it provides a final support system most suitable for the installation of a waterproofing membrane. Waterproofing during construction is a cost effective way to enhance safety and function as well as increasing the life of an underground structure. The NATM approach utilizes the surrounding mass as an integral element of the "ringlike" support system. At the Pennsylvania Turnpike Commission Lehigh Tunnel No. 2 various rock classifications were determined to require support measures ranging from 2 to 12 inches of shotcrete along with spiling, wire mesh, deformed bar, lattice girders and rock bolts as needed. Field instrumentation and monitoring programmes are a key factor for the success of the NATM. When the support "shell" stabilizes smoothing shotcrete, waterproofing and a final liner can be placed.

Well-designed and maintained haul roads are the key to minimizing truck haulage onroad hazards and costs, as well as increasing productivity. In practice, however, designing and managing a haul road for optimal performance is often difficult to achieve, especially when resources assigned to design and construction are constrained. By understanding how a road design is developed from geometric, structural, functional and maintenance considerations and, critically, the interplay between these components in design and operation, optimal performance can be achieved. This paper briefly summarizes the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for safer and more efficient haulage systems, the truck manufacturers’ requirements for a more predictable and controlled operating environment and the recognition of human factors as a significant contributor to haulage accidents. While the human factor is the most problematic to address in a road design, the paper shows that the more that is known about human error, the better a road can be designed to accommodate those actions or non-standard practices that would, on a poorly designed road, invariably escalate an error into an accident.

Coal gasification solid residue (slag) contains unconverted carbon (char) which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal -3.4 mm gasifier slag (~85% ash) to separate high (~100%) ash slag from low (~50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71% was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1 mm in size.

Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.

In this study, the flotation performances of ethoxycarbonyl thionocarbamate (ECTC), dialkyl thionocarbamate (DATC) and xanthate copper sulfide collectors are compared by the structure-reactivity relationship using generalized perturbation theory and density functional calculation at the B3PW91/6-31G(D) level. The electron-donating power of xanthates is strong and, therefore, xanthates can strongly react with metal cation on the surfaces of copper and iron sulfide minerals through the formation of normal covalent bonds. This explains the poor selectivity of xanthates and also the high pH levels (above 13) required for the flotation separation of copper/iron sulfide minerals. DATCs are more selective for copper sulfide flotation, particularly against gangue iron sulfides. Although less powerful than xanthates, DATCs can perform copper/iron flotation separation at lower operating pH (commonly at pH levels below 11.5). ECTCs use an ethoxycarbonyl replacing an alkyl N-substituent in DATCs. The presence of the ethoxycarbonyl group effectively changes the functional group of collector from -C(=S)NH- to -C(=S)NHC(=O)-. The strong electron-withdrawing ethoxycarbonyl group adjacent to the C=S group decreases the electron density of the sulfur atom, which improves ECTC?s selectivity against iron sulfide minerals at slightly alkaline conditions. The lowest unoccupied molecular orbit (LUMO) of ECTC, which is constituted by the pz-orbit of every atoms in the conjugate -O-C(=O)-N-C(=S)-O- group and which is pleased with accepting richly d-orbital electrons (feedback electrons) from the (t2g)6(eg)3Cu(II) or t6e4Cu(I) configuration of copper cation on the surfaces of copper sulfide minerals, resulted in the formation of dative p-bond. The iron atom, which has a (t2g)6Fe(II) or (t2ga)3(ega)2 Fe(III) configuration on the surfaces of iron sulfide minerals (Fe(III) is the predominant composition at alkaline conditions), has difficulty in offering its d-orbital electrons (feedback electrons) to ECTC?s LUMO. ECTC collectors are powerful for copper sulfide minerals and very selective against iron sulfides, which has been further confirmed by UV spectra and bench-scale and industrial-scale flotation tests.

Modern shield TBMs allow tunnel drives through almost any type of ground. Thanks to high elaborated technical measures, significant subsidence of the ground surface can be almost entirely avoided. The tunnel lining behind the TBM must be capable of withstanding all loads without deforming, especially during ring erection and advance. Single-shell tunnel linings behind the TBM, usually reinforced concrete segmental rings, can be designed to fulfill this demand. With many projects, however, damage occurs to the lining. Repair costs may be extremely high. Reasons for damages and possibilities to avoid them are shown and explained.

When the price of gold cracked the US$9.60/g(US$300/oz) mark last year, the gold-mining industry began to crank up again. This followed several years of gold prices that had languished in the mid-200s. Existing mines increased production and mines that had lain dormant for many years were getting second looks. The United States still produces a large amount of gold. But not much of the new production is coming from that country. Instead, strict environmental regulations still have companies wary of trying to invest the millions needed to start a new mine or expand existing ones. And after years of studies and negotiations between legislators, environmental interests and the mining industry, the United States still has not crafted a new mining law.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. The concept of using fluid dense media to separate heavy ore constituents from the lighter gangue dates back to 1858, when it was patented by Sir Henry Bessemer. Its use in coal did not begin until after 1917, however, when Chance invented a process (which bears his name) in which lighter coal floats in a suspension of fine sand in water while heavier refuse sinks. Conklin used fine magnetite in suspension as a medium for floating anthracite in 1922, DuPont designed a plant employing organic liquids in 1936, and Belknap used a solution of calcium chloride (which Bessemer had suggested, among other media) in 1937. Separation of magnetic media by magnetic separators from the suspensions in which they were carried was introduced in a Butler Brothers ore concentrator pilot plant in 1937. The media first used were crushed steel and various grades of ferrosilicon. Since 1940, when American Cyanamid used magnetic separators to recover and clean magnetite in a coal washing circuit, virtually all heavy medium circuits have been of that type. As long as static baths are employed, as they are in the processes above, coal smaller than 9.5 mm or 6.4 mm cannot be cleaned economically in heavy medium. The settling velocities of the fine material are very low, and consequently the time required to separate the lighter coal from the heavier refuse becomes excessive. In addition, stray currents in the vessel and the upward velocities induced to keep media solids in suspension affect the finer solids to the degree that physical size becomes a more important factor than specific gravity.

Signal processing is a major challenge for In-Seam Seismic (ISS) technique. Fourier Transform is an important tool for signal processing such as frequency analysis. However, for ISS signal, localized information, especially time-frequency localization is even more important. Wavelet Transform (WT) provides another approach to study the signal as a function of frequency and time. The objective of this paper is to demonstrate the application and advantages of WT to seismic signal analysis. Both transmission and reflection signals from coal mine void detection experiments are analyzed. The results illustrate that WT appears to be a powerful and convenient method for the in-seam seismic signal processing.

INTRODUCTION The Metropolitan Expressway Central Circular Route with a total length of approximately 47 km is located outside the Inner Circular Route of Tokyo (at a radius of approximately 8 km from the city center). Sections with a length of approximately26 km, slightly less than 60% of the total length, on the east and north sides are in ser-vice. Completing the Central Circular Route (Figure 1) is expected to enable through traffic concentrated at the city center to get around, and to form a well balanced trans-port network, which will alleviate traffic congestion considerably. The Central Circular Shinjuku Route, a section with a length of approximately 11 km on the west side, is now being constructed at a fast pace. The route is being built mainly by the shield tunneling method to carry out work smoothly under a trunk highway carrying heavy traffic and to reduce adverse effects of tunneling work on residents in the neighborhood. Shield tunnels have recently been becoming longer and deeper, and no secondary linings have been used in an increasing number of cases because of the over-crowding of cities or the reduction of budgets for public works. Economical, durable and high-quality segments have been required for linings of shield tunnels. Segments are made of concrete, steel, cast iron or combination thereof. Concrete segments are generally used in shield tunnels of medium to large diameter. Concrete segments are highly durable and resistant to compression, so they are highly resistant to earth pres-sure, water pressure and jack thrust. They are, however, heavy and have low tensile strength, so they are brittle and their corners are likely to spall. Concrete segments should therefore be handled carefully.[1] The authors have developed a steel fiber reinforced highly flowable concrete segment (referred as SFRC segment) that overcomes the weaknesses of concrete segments[2] to construct economical, durable and high-quality linings. SFRC segments have been applied to outbound sections SJ51 through SJ53 of the Central Circular Shinjuku Route. Unlike conventional concrete segments (referred as conventional RC segments), SFRC segments are made of steel fiber reinforced self-compacting highly flowable concrete. SFRC segments require less reinforcing bars than conventional RC segments because steel fibers are expected to work as reinforcements. Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

Filtration systems with disposable filter elements (DFEs) are used in the underground coal mining industry to control particulate matter emissions from diesel-powered permissible and nonpermissible coal mining equipment. This study was conducted in underground mine conditions to evaluate three types of high-temperature DFEs used in those filtration systems. The DFEs were evaluated for their effects on the concentrations and size distributions of diesel aerosols and concentrations of nitric oxide (NO) and nitrogen dioxide (NO2). Those effects were compared with the effects of a standard muffler. The experimental work was conducted directly in an underground environment using a unique diesel laboratory developed in an underground experimental mine. After an initial DFE degreening period, the filtration system with all three DFEs was found to be very effective at reducing total mass concentrations of aerosols in the mine air. The effectiveness of DFEs in filtering aerosol mass was found to be a function of the engine operating conditions. The efficiency of the new DFEs significantly increased with accumulation of operating time and buildup of diesel particulate matter in the porous structure of the filter elements. A single laundering process did not exhibit substantial effects on performance of the DFE elements. The effectiveness of DFEs in removing aerosols by number was strongly influenced by engine operating mode. The concentrations of nucleation mode aerosols in the mine air were found to be substantially higher for both DPFs and DFEs when the engine was operated at high-load modes than at low-load modes. Initial heating of certain DFEs resulted in visible white smoke and substantially elevated aerosol number concentrations. The effects of the DFEs on total nitrogen oxides (NOX) concentrations were found to be minor. The NO2 fraction was found to be generally lower for the DFEs than for the muffler. The engine-out NO2 fraction of the total NOX was found to be substantially higher for low-load modes than for high-load modes.

Tunnel boring machine (TBM) development continues to take on not only larger diameters, but also more difficult ground conditions. Ground conditions consisting of unstable faces with water pressures up to 15 bar have required innovative design approaches. A systems approach has been required to produce tunneling machines that can safely excavate the tunnel in an efficient, cost-effective manner that stresses production and labor saving approaches. This article reviews the current design developments and present recent projects where these most recent principles have been applied. The world?s growing population and rapidly proceeding urbanization are boosting an enormous demand for new and high-capacity infrastructures to secure the mobility of goods and people. Densely populated areas face the challenge of providing efficient traffic infrastructure such as a modern public transport system. At the same time, the maintenance and modernization of supply and disposal structures for water, sewage, energy and communication are essential. Last but not least, are supra-regional transportation routes such as long distance water diversion schemes. All of these projects are as demanding and are characterized by a tight time schedule. In this context, the demand for efficient tunnels for traffic and utility lines is increasing, as new infrastructures often leads underground because of limited space above ground. Also, tunnels are the obvious choice to cross natural barriers like mountain ranges. To handle the complex and variable geological conditions and other constraints, such as low overburden, high water pressure or long tunnel drives while facing increasing demand of a quick completion of a project, mechanized tunneling sets standards regarding safety, profitability and environmental protection in traffic tunneling projects as well as in the trenchless construction of utility tunnels. Different machine types and working principles have been developed to master various geological and hydrogeological requirements. Continuous activity in research and development leads to constant improvement of the mechanized tunneling process.

Various attempts have been made to build leadership and management expertise with little success. There are numerous reasons these attempts have failed. Three reasons, along with suggested solutions, will be explored: 1) lack of ownership of the development process by those affected; 2) lack of congruence of the development process used and the business strategies of the organization; and 3) a comprehensive development process. We will discuss a development model applied inside a smelter and refining complex over one year involving all levels of management. The process was credited with helping to substantially reduce cost and enable breakthroughs in production, quality and safety results.

This is the final article in a three-part series on microcomputers and application software in the mineral industry. The first article covered microcomputer terms and concepts. The second discussed exploration and mining software. This article will examine plant, administrative, and geotechnical software. Every effort has been made to be current in the latest software developments. Rapid change, however, is a fact of life in the computer world and any omission is inadvertent. Introduction Geotechnical disciplines have received considerable attention in software programming. Calculations are repetitive and the formulas needed to solve them are not extremely complicated. These programs are ideally suited to the microcomputer and the microcomputer is ideally suited to the consulting geologist or engineer, due to its low cost and reliability. In fact, the advent of the Apple (a registered trademark of Apple Computer Inc.) and, more recently, the IBM personal computer has caused an explosion of inexpensive software programs available to the microcomputing public. Another area that has benefited from computerization, although not in the same way, has been mineral beneficiation. Here, process control for start-up or phase-down operations has been used in newer plants for some time. Programs to perform various calculations are becoming more common as micros increase in number. Tappi Journal has a section with solutions to handheld-calculator and microcomputer problems. Process Modeling Most process modeling is still done only on mainframes. One such program is called ASPEN PLUS (a registered trademark of Aspen Technology), and a one-week course is recommended so the user can best use the program. This program is available through timesharing from University Computing Co. Programs to find an optimal solution using Linear Programming (LP) have been around for some time. Also, plant process simulation has been possible using simulation programs. Both simulation and LP are expensive to program and run. Although there are LP programs available for some micros, the user must be fairly knowledgeable about how to set up the problem. This is because each problem must be set up as a unique program that typically requires custom programming. There are some programs that can handle blending of mine crudes and examine economic parameters over the life of the mine. Plant Applications Areas relating to mine and plant applications with programs available for micros are maintenance, production reporting, inventory, accounting, and personnel scheduling. Maintenance Maintenance typically requires that certain jobs be performed in a particular sequence and parts be ordered with enough lead time for maintenance to take place on time. There is, therefore, a critical sequence of tasks that must be performed or the scheduled maintenance will not take place. The aim of this study was to investigate the effects of various water mediums on desulfurization and deashing of a coal sample using flotation. For this purpose, experimental studies were conducted on a coal sample containing high ash and sulfur contents. The effects of pH, solid concentration, collector amount and frother amount on the flotation were investigated separately in Mediterranean Sea water, Çermik thermal spring water, snow water and tap water. Flotation results indicated that, when comparing the various water mediums, the following order for the ash content was obtained: snow water < Çermik thermal spring water < tap water < the Mediterranean Sea water. For the reduction of total sulfur, the following order was obtained: snow water > Çermik thermal spring water > Mediterranean Sea water > tap water. When snow water was used as a flotation medium, it was found that a concentrate containing 3.01% total sulfur and 27.64% ash with a total sulfur reduction of 57.06% was obtained from a feed containing 7.01% total sulfur and 41.17% ash.
