The Sheppard Subway extension is currently being constructed in Toronto, Canada for the Toronto Transit Commission (TTC). McNally International Inc., in a joint venture with PCL and the Foundation Company of Canada were awarded the Twin Tunnels contract of the Sheppard extension. The Twin Tunnels project is approximately 4.4 km in length and consists of two separate twin bore drives each 3.3 km and 650 m in length and approximately 400 m of cut and cover construction. This paper presents a case history of the construction of the soft ground tunnels through the complex Toronto glacial deposits using two 5.9 m outside diameter Lovat earth pressure balance (EPB) tunnel boring machines.

A comprehensive critical review on the subject of sulfates-induced swelling behavior of lime-treated soils is presented in this study. Starting with the description of a well documented case study, the mechanisms behind the swelling behavior and the factors that affect this behavior are discussed. Then, the major experimental methods of sulfates content determination are briefly presented. Finally, an attempt is made to categorize sulfates level and equivalent risk for civil infrastructure. The paper indicates that limited work has been done, not only on identifying safe conditions for use of chemical stabilizers in presence of sulfate rich soils, but also on developing materials and methods to avoid, or at least mitigate, the problem.

LITHOPROBE is a collaborative, multidisciplinary research project that is providing new insights into the tectonic evolution of the North American continent through its work within 10 study areas across Canada. For the mining industry, such results provide a well-constrained regional framework and better understanding of the tectonic processes that lead to the development of ore deposits. In mining camps, seismic-reflection methods have proven effective in imaging shallow to moderately dipping lithologic contacts as well as structural features and, in some cases, have been used for the direct detection of orebodies. Here, short case histories are provided for the Abitibi greenstone belt (VMS deposits) in Quebec and the Thompson nickel belt in Manitoba.

The Mission Valley Light Rail will loop through San Diego State University (SDSU)and to minimize the impact of construction most of the works will be underground. The project will require construction of a 330-m long (1080-ft), 11.24-m wide (36.9-ft),single twin track tunnel through Stadium Conglomerate, a poorly cemented dense sandy gravel with cobbles. Key technical issues are discussed including the ground conditions and predicted ground response, the use of sequential excavation methods to control deformations and specific construction concerns such as instrumentation and monitoring. Management of the construction process to minimize risk is particularly important in this environment and the strategy selected to control the works is also considered.

Noise induced hearing loss (NIHL) continues to be a problem in the mining industry. New noise standards (Part 62) promulgated by the Mine Safety and Health Administration (MSHA) are aimed at reducing NIHL in the mining industry. The National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures to address NIHL in mining. Noise surveys, including full-shift worker noise exposure and equipment noise profiling, have been completed in several surface coal mines, with an emphasis on draglines. The results of these studies are reported, their implications concerning worker NIHL are addressed, and their application to administrative and engineering controls is discussed.

A coupled finite element geomechanical- hydrology code is currently under development for application to the problem of predicting groundwater disturbances associated with mine subsidence. The structural-fluid coupling is addressed by calculating the subsided mine geometry, with emphasis placed on determining the strata disturbance and locating damaged regions, for input into a hydrology code, which determines localized volume flow rates and aquifer fluctuations. Benefits from coupling will be best realized when field measurements, an additional aspect of the study concurrent with analytical investigations, indicating the relationship between increasing rock strain and increasing permeability are incorporated into hydraulic material descriptions. Hydrologic and struc- tural calculations are presented to demonstrate computational capabilities applicable to mine subsidence

10.1 I~RODUC1'ION In order to understand the effects of surface subsidence due to underground mining on the ground water hydrology, a brief introduction to the rate, direction, and general pattern of ground water movement in aquifers is necessary. Ground water movement in an aquifer is controlled by aquifer lithology, structure, permeability, water levels, topographic set¬ting, and pumping patterns (Sgambat et al., 1980). Fig. 10.1 shows an idealized flow pattern of ground water in a hilly terrain (Coe and Stowe, 1984). The hill is made up of a series of interbedded permeable aquifers (mostly sandstone) and confining units (mostly shale). Since sandstone is porous and permeable, ground water moves through it downward and laterally until it reaches the interbeddings of the confining unit immediately below. The ground water then moves laterally along the interbeddings, be¬cause the confining unit is less permeable, and comes out as springs on the surface at the intersection of the aquifer and the confining unit. If there is a ground water table in each aquifer, it is a perched water table (e.g., right side of Fig 10.1). On the other hand, if the ground water recharge is larger than can be drained out, the interbedded permeable aquifers and confining units will be filled with water and a ground water table will exist only at the uppermost permeable aquifer. This is the semi-perched water table (e.g., left side of Fig. 10.1). There are three ground water flow systems: shallow, interme¬diate, and deep. Shallow flow systems occur near the land surface and the surface drainage system. The flow depth ranges from a few to several hundreds of feet with a resident time of a few weeks to a few years after entry, depending on the permeability of the rock strata. In a shallow flow system, the drainage coincides with sur¬face run-off water divides. Intermediate flow systems occur in minor hills some distance away from surface drainage. The travel distance ranges from several hundreds to several thousands of feet, the travel time from several months to tens of years. These systems are less dependent on seasonal recharge or discharge. In deep flow systems, the ground water travels from thousands of feet to miles, and transfers between surface basins. The travel time ranges from several tens to several hundreds of years. The systems generally receive recharge over a large area on major mountains and dis¬charge into major stream systems. 10.2 CASE STUDIES There are two ways of monitoring water wells for studying the effects of dewatering due to underground mining, i.e., water level and piezometric level. The water level is the water elevation in a water well that has penetrated two or more aquifers. Thus it indi¬cates the combined flow of all the aquifers that the water well intersects during the time of measurement. The piezometric level is the level to which water rises in a piezometer cased to a specific aquifer, and coincides with the pressure level of water in that aquifer. Therefore piezometric level reflects the water condition in that particular aquifer to which it is confined, while the water level represents the total yield of a water well without regard to the source of water. For instance, if a water well intersects two aqui¬fers, and if the lower aquifer is affected by undermining and goes dry while the upper aquifer does not, the water level in the well will drop, but may never go dry. Under this condition, the data obtained by monitoring the water level do not indicate the true behavior of the individual aquifers, especially if they are located at widely separated heights. 10.2.1 WATER LEVEL EFFECTS The effects of underground mining on ground water flow have been the subject of many investigations (Booth, 1984; Coe and Stowe, 1984; Owili-Eger, 1983; Rauch et al., 1984). However, the problems are very complicated, as have been exemplified by the conflicting conclusions reached by various investigators in var¬ious case studies. The most dramatic examples were described by Coe and Stowe (1984). In the first case (Fig. 10.2), the coal seam was 5 ft thick with cover from 400 to 800 ft deep. The majority of water supplies came from a sandstone aquifer in most ridge tops. When the face of the Panel No. 3 passed under it, dug well WW-1, which was approximately 670 ft above the coal, went dry, while the water level in Borehole B- 1, which was located at the center of Panel No. 4 with the bottom reaching the coal seam, also dropped about 160 ft. In Panel No. 5, the developed spring DS-2, which originated from the surface of the sandstone/shale contact and was approximately 750 ft above the coal seam, stopped when the face passed under it. The water level in the dug well W-2, which was dug into the shale about 700 ft above the coal seam dropped about 22 ft, but the well did not go dry. Therefore, nearly every spring or well located above or near the active panels was affected by longwall mining. In the second mine (Fig. 10.3), the seam was 5 ft thick with cover from 200 to 400 ft thick. Dug well DW-2, the bottom of which was 35 ft deep and approximately 330 ft above the coal seam in a perched sandstone aquifer, went dry right after the longwall passed under it. Drilled well W-3, in the sandstone aquifer, about 220 ft above the coal seam, experienced a 75-ft drop in water level when the face was under it, but showed some re¬covery after the face had passed under it. Ponds P- I and P-2 were developed in shale bedrock and were spring fed. They were not affected by longwall mining. Pond P-3 was developed in the sand¬stone aquifer, and its water table showed some decline when the face passed under it. Spring ST-1, which originated from Pond P-1 and was fed from several tributary valleys, was affected by longwall mining, probably because it passed across the panel edges where tension cracks drained off the water. Although the overbur¬den in case 2 was about half of that in case 1, the majority of water resources were not affected by longwall mining. Coe and Stowe (1984) attributed this discrepancy to: (1) a higher percentage of clays, shales, and claystones, resulting in a lesser degree of inter¬connected fracturing, and (2) a less rugged topography resulting in a less localized ground water flow system. Therefore, in order to assess the effects of underground mining, the premining ground water flow patterns, topographical, lithological, and meterological conditions must be known. Booth (1984) also monitored the ground water effects of a longwall mine (Fig. 10.4) in a seam 5 ft thick and 300 to 800 ft deep. There were three major aquifers: Morgantown sandstone approximately 30 ft thick and 630 ft above the coal; Saltsburg sandstone of up to 50 ft in thickness and 520 ft above the coal; and

Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. The U.S. Bureau of Mines develops technology to help ensure that the Nation has an adequate and dependable. supply of minerals at reasonable economic, human, and environmental cost. Our research programs seek improvements for almost every aspect of the mineral production cycle--from evaluating the availability of minerals, removing the ore from the earth, to enhancing the performance of mineral materials. The health and safety of the men and women who work in the Nation's mines and minerals processing plants and the environmental impact of mining and mineral processing are major Bureau research concerns. In recent years, the U.S. mineral industry has found it increasingly difficult to compete for a share of world markets. Many foreign producers benefit from lower production costs and higher grade deposits. Some foreign governments subsidize their mineral industries and impose fewer restrictions with respect to environmental controls and health and safety regulations. If the United States is to compete in world mineral markets, innovative technology must be found to lower the cost of recovering and processing minerals. Mining and mineral processing research by the Bureau identifies ways to help the country maintain a sound, competitive industry and a dependable mineral supply, so vital to economic growth and the national security. This work includes efforts to improve existing techniques and procedures; but more and more of the Bureau's resources are being focused on long-term, high-risk research directed at developing new approaches to mining and mineral activities--approaches like in situ mining. Bureau scientists are studying the mining applications of computer assisted mining and investigating a variety of "high tech" approaches to extractive metallurgy. Such cutting-edge research will be necessary if major advances in health and safety, environmental quality, strategic and critical minerals availability, and overall U.S. competitiveness are to be achieved. It is just such high-risk research that the industry cannot afford to conduct itself, but--in the long run--cannot afford to be without. It is this type of research that will help us arrive at a revolutionary breakthrough rather than small incremental changes in health and safety technology as well as recovery methods. Our mining and mineral processing research is also directed at reducing the Nation's dependence on imports of minerals that have key defense and industrial uses. Some of these strategic and critical minerals are particularly vulnerable to supply disruptions. We are working on technologies that would allow the United States to take advantage of domestic sources of these minerals--sources consisting primarily of deep or low-grade ores, ores with complex mineralogy we do not yet know how to process, and small deposits that are now uneconomical to mine and process. Other research activities focus on ways to reduce the Nation"s consumption of key minerals and increase the recycling of these minerals. The opportunities in this area include coal. The current middle eastern crisis reinforces the need for a stable energy supply--preferably a domestic supply. The extensive reserves of coal in this country are well documented. Perhaps what is not as well recognized is the impact that the price of coal can have on its competitive position both for domestic fuel selection considerations as well as for the ability of this country to compete in the coal export market. Today, the role to the United States is as a reliable, but high-cost exporter of high-quality coal. U.S. export coal competes with supplies from other major suppliers, including Australia, Canada, Poland. If U.S. mining costs were lowered by at least $8 per ton in the year 2000, then coal exports would surge by a projected 46 percent, and U.S steam coal displaces significant quantities of foreign coal imports in Europe. Introduction Operation is underway at the Dutch Creek No. 1 mine of the first US longwall panel to be mined under the cooperative agreement between the US Bu¬reau of Mines and Mid-Continent Resources. The 244-m (800-ft) wide longwall face is part of a multilift longwall demonstration. A 3-m (10-ft) top slice is being extracted from the 8.5-m (28-ft) coal seam. This occurs in an area of the property where the Coal Basin A and Coal Basin B beds have come together to form one seam. This face, longest ever operated in the US, is being worked on an advancing longwall system. During the first months of its operation, this longwall face has been very productive and safe. Mid-Continent Resources operates two coal mines in the Coal Basin, located in the White River National Forest near Carbondale, CO. The Colorado Fuel and Iron Co. originally opened this property in 1895, and conducted a small mining operation for 10 years on the north rim of the basin and then abruptly shut down. Mid-Continent began operations in 1956, after the Coal Basin fields had lain idle for about 60 years. Operations commenced at the outcrop of the Coal Basin B bed situated at the 3-km (10,000-ft) elevation. At this time, coal was produced from Coal Basin A and Coal Basin B seams in the area. Since 1981, operations have been centralized at two mines, the Dutch Creek No. 1 and the Dutch Creek No. 2, both located in the center of the basin. Since 1981, Mid-Continent has shifted its emphasis to longwall mining as the primary method of production, and each of these mines is equipped with state-of-the-art longwalls using shields as the method of roof support. A 4-km (13,000-ft) long twin-bore rock tunnel is being driven at a lower elevation of 2.4 km (8,000 ft) to intersect the coal seams at depth, as they dip 12° in a westerly direction. This tunnel will enable the company to reduce costs by replacing trucks with conveyor belt haulage (Fig. 1). Mid-Continent began longwall operations in May 1976 with the US's first modern, mechanized advancing longwall face, using chocks. In August 1978, a second advancing longwall face was started. Results from two faces showed that the mining system could be used effectively to manage the difficult conditions encountered in both the Dutch Creek No. 1 and the L. S. Wood No. 3 mines. Unfortunately, low productivity and high costs plagued the company's advancing faces. The problems resulted principally from major equipment failures, poorly designed chocks and face conveyors, and the lack of an efficient, cost effective system for building packwalls. Flushing of rock between chocks and roof control were also major problems. In Sept. 1979, Mid-Continent and the US Bureau of Mines entered into a cooperative agreement to demonstrate the feasibility of mining thick coal seams using the multilift longwall mining method. Two lifts are to be used to mine the 8.5-m (28-ft) thick coal seam in Dutch Creek No. 1 mine. The Bureau provided mining equipment for 180 m (600 ft) of longwall face. This included the shields, face conveyor and drive units, shearing machines, panel belt, and stageloader. As a result of previous experience in advancing longwall mining, Mid-Continent purchased an additional 60 m (200 ft) of face, including roof supports and an additional face conveyor. INTRODUCTION The attempt to interprete lung cancer incidence caused by inhaled radon decay products in items of radiation dose raises the question of the relevant dose. The various dosimetric approaches published by now are characterized by an increasing complexity in the structure of the models used. Ranging from organ doses to microdosimetric specific energy distributions in the cells at risk, a significant trend from the macroscopic to the microscopic scale can be observed. Since tumors originate preferentially in the basal cells of the lobar and segmental bronchial epithelium, these cells are regarded as the critical target for inhalation carcinogenesis. The evaluation of basal cell doses is, therefore, the main objective of lung dose assessments. Various dosimetric models have been published in the past (Altshuler, Nelson and Kuschner, 1964; Haque and Collinson, 1967; Harley and Pasternack, 1972; Hofmann, Steinhäusler and Pohl, 1979, 1980; Jacobi, 1964; Jacobi and Eisfeld, 1980; James , Greenhalge and Birchall, 1980). Due to incertainties of physical and biological parameters involved and the application of different anatomical and physiological models the claculated doses are varying up to one order of mangitude. Independent of the choice of these dosimetric models applied to the calculation of lung doses, deposition, clearance and resulting dose are affected essentially by the properties of the inhaled aerosol as well as by personal characteristics. Both the properties of the exposed individual as well as of the inhaled environmental atmosphere have to be considered in radiation protection. It is the main objective of this paper to illustrate the influence of both parameter sets on basal cell doses by varying the above parameters. PERSONAL CHARACTERISTICS Though it might be more convenient for radiation protection calculations, the biological "man" cannot be represented by a uniform standard man. In Tab. 1 these personal characteristics which cause the variability of man are listed together with the region of their effectiveness. In the following the influence of these parameters will be discussed with regard to lung dose assessments. Besides these factors the great biological variability of all anatomical and physiological parameters involved as well as pathological alterations due to lung diseases cause additional variations in lung dosimetry. [ ] Age Age can be considered as the most important personal factor influencing the anatomical structure of the lung between birth and about 15 years of life. This period is characterized not only by an enlargement of already existing respiratory units but also by structural changes. Besides these anatomical alterations deposition is strongly dependent also on respiration parameters, such as tidal volume (TV) and respiratory frequency (RF). Whereas RF decreases with progressing age in an exponential manner, TV increases significantly resulting finally in a growth of the respiratory minute volume (RMV). Also mucus clearance in the infant might be more effective than in the adult, though no reliable experimental data are available. Superposing all these age-dependent changes mean basal cell doses are higher for children by about a factor of 2 than for adults living in the same radioactive environment (Hofmann, 1981). In the adult the following alterations of respiration standards with age are reported: total lung capacity diminishes with age, functional residual capacity is unchanged or increases with age and the dead space rises slightly with age (ICRP, 1975). The influence of these lung capacities on deposition, however, can be regarded as insignificant. Due to the ageing process mucus velocities my be considerably smaller in older people. This effect can also be superposed by the simultaneous influence of ciliatoxic effects of cigarette smoke and air pollutants or other bronchial diseases. Since the lower age limit for occupational exposure is about 18 years, age can be disregarded in the uranium mining industry for the determination of radiation doses, though lung cancer induction is significantly dependent on age.

INTRODUCTION Although the mining method described in this chapter is locally designated "modified Mitchell," there are so many features which are characteristic of square sets that the designation "modified square set" would describe the method equally well. The method was developed as a result of local operating experience with various mining methods, observing operations in mines in the southwest where Mitchell stoping had been thoroughly developed, and an exhaustive study of min¬ing methods literature. Since 1941, modified Mitchell stopes have con¬tributed over 50% of the total stope production and were largely responsible for supporting production dur¬ing the war years and period of declining manpower and increasing costs. GEOLOGY The community of Gilman is situated on Battle Mountain at an elevation of 2743 m (9000 ft) in the Battle Mountain mining district, about 45 km (28 miles) by highway north of Leadville, CO. The sur¬rounding area, including the Mount of the Holy Cross and Eagle River Canyon, is noted for its beauty and recreational facilities, both summer and winter. Massive sulfide ore bodies of the limestone replace¬ment type occur as chimneys and mantas or as blankets in strata dipping 0.19 rad (11°) northeasterly. A chimney is shaped like an inverted cone with shale, quartzite, and porphyry caprocks forming its base. This relatively impervious capping apparently blocked rising ore constituents which formed the chimneys and mantas. At the apex or lower extremity of the chimneys, the ore follows small fractures and bedding planes in under¬lying quartzite. Dimensions of chimneys vary, ranging up to 61 m (200 ft) vertically and 76 m (250 ft) horizontally near capping. The manta or blanket ore bodies vary in vertical cross section from one hundred to several thousand feet. One such manta was developed from its outcrop to its chimney source approximately 610 m (2000 ft) downdip. Another manta of substantial cross section and length did not follow shale but extended updip with limestone capping from its source at a lower horizon. All chimneys, however, make up to the shale¬quartzite-porphyry capping. Chimney ore minerals are mainly pyrite and chalco¬pyrite with accessory copper and silver minerals, surrounded by, and in places overlain with, marmatite, pyrite, and galena. Manganosiderite extends into the ore. It may or may not be impregnated with sufficient marmatite and galena to be of commercial grade. Ore may be massive, coarsely crystalline, or sandy, some¬times rubbly. Generally speaking, chimney ore masses are incompetent and of variable grade. Caprock is heavy and caves readily. Manta ore minerals are mostly marmatite, pyrite, and galena associated with manganosiderite. Structural characteristics of the ore are similar to those found in chimneys and where the manta contact shale capping the ground is unusually heavy. However, the large manta with limestone capping mentioned previously consisted of a hard strong ore mass in fairly strong host rock. Commercial ore contacts are fairly regular in this manta but in others the ore waste contacts along the walls are irregular with shaly limestone pendants extend¬ing downward into the ore at capping. Dolomite sand is also quite frequently encountered along wall contacts and less frequently overhead. MINING METHODS Practically all stoping in the Gilman ore bodies has been carried on with timber and fill methods and the features which have been briefly described have dictated the choice. Although at the present time modified Mitchell and underhand square-set stopes account for the total production, considerable production has been obtained from alternate horizontal cut-and-fill stopes with Mitchell truss stopes in the pillars. This method was highly satisfactory in the hard manta ore body mentioned earlier and where ore excavations 11 m (35 ft) wide and 23 m (75 ft) long required no auxiliary timber support. INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

This paper discusses the ways in which the metals industries dealt with surplus capacity in the past, primarily the twenty years, 1950 - 1970. During this period, the bulk of metals production in the market-economy countries was controlled by private sector companies. Since then, public sector companies have played an increasingly important role in the metals industries of the market-economy countries. Of course, the change was not overnight. It occurred gradually over a period of many years. Indeed, by 1965, several developing nations had adopted policies of government control of metal operations previously in private hands. The metals industries are so many, so large and so diverse that the constraints of time make it impossible to deal with all segments. To illustrate the problems of surplus capacity in the metals industries during the period, this paper focusses primarily on three metals. One experienced rapid market expansion between 1950 and 1970; one had a growth more or less in line with the expansion of the world economy; and one lagged well behind the pace of industrial expansion. No one will be surprised if aluminum is identified as the metal with rapid growth; copper is identified as the metal that kept pace with the world economy; and tin is identified as the laggard. Individual computations of the rate of growth for these metals show some variations, but most estimates place the increase in aluminum consumption in the market economy countries between 1950 and 1970 at a compound annual rate of about 8%. The corresponding figure for copper is a compound rate of 4%. Tin consumption showed no growth. A widely accepted point of view is that sharply rising demand will force the price of a commodity to increase substantially in order to attract a necessary expansion of supply. The corollary to this is that stagnant demand will hold prices down, as there is no need to stimulate new supply and it may be necessary to force marginal producers out of the market. The experience with aluminum, copper and tin in the years 1950-1970 does not support this theory. In 1950, the average prices in the United States market as reported by the American Bureau of Metal Statistics were 17.74 a pound for aluminum, 21.24 a pound for copper, and 95.54 a pound for tin. The corresponding figures in 1970 were 28.74 a pound for aluminum, 57.74 a pound for copper and 174.24 a pound for tin. Aluminum, with the greatest market growth, rose by 60%, whereas tin rose 82% and copper by 172%. Clearly, other factors were a more important influence on price than was the trend of demand To revert now to the capacity issue, during the period under review aluminum demand was rising so sharply that that industry had no sustained problem with surplus capacity. Instead, if anything, capacity may at times have been a constraint on demand. The industry succeeded in attaining explosive market growth through imaginative research and promotion programs. Some of this growth was the result of substitution of aluminum for other commodities – steel, copper, wood and glass as examples. But much of the growth was the consequence of developing entirely new products through technological innovation. Prior to World War 11, the number of aluminum producers was extremely limited. Alcoa and Alcan in North American and Pechiney and Alusuisse in Europe were the dominant firms. The developing countries had virtually no production and in Japan and Germany production was only a small fraction of the North American output. During the War years the United States had financed the construction of many new facilities. After the war these plants were sold by the government to Reynolds and Kaiser in order to foster more competition in the market. Subsequently many other concerns became aluminum producers, both in the United States and elsewhere and competition for markets intensified.

"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

"Mercury (Hg) is toxic and has long-term effect on the muscle tissues, the brain and the central nervous system functions due to its bioaccumulation and biotransformation effect. Hg pollution around the world is high and this has attracted much global concern such as the Minamata Convention on Mercury, held in 2013. For several years, mercury has been the chemical of choice for Artisanal and Small-Scale Mining (ASM) gold extraction, accounting for about one-third of the global mercury consumption. A greater percentage of this ends up in the environment through open burning of amalgam, spillage and indiscriminate disposal of waste. To break this wall of mercury pollution, it is very important for the mercury used to be recycled through the use of mercury retort units. This brings into the limelight, the Lantern Retort which tries to synergise the high conductivity of steel and the see-through effect of glass, thus, improving the amalgamation process. A research conducted on improving the original Lantern Retort arrived at an appropriate distillation length of 5.08 cm which was used in redesigning a more efficient retort. The improved Lantern Retort recovered about 98% of the mercury used. INTRODUCTION Artisanal and Small-scale mining (ASM) is an informal mining activities which employ quite simple tools such as pickaxes, sluice boxes, shovels, chisels, metal bars, mattocks and water pumps for mining and processing of gold ores. The artisanal and small-scale mining (ASM) sector has served as source of employment for many people in developing countries including Ghana (Aryee, 2001; Hilson and Potter, 2003; Amankwah and Anim-Sackey, 2004; Amankwah et al., 2010) and has provided a substantial amount of foreign exchange through its activities (Hilson, 2001; Styles et al., 2010). Hentschel et al. in 2003 estimated that about thirteen (13) million people are said to be engaged directly in the small-scale mining activities worldwide. However, an estimated 100 million people are said to depend on this sector for their livelihood mainly in developing countries. In China alone, a projected number between 3 and 15 million people are engaged in artisanal and small-scale mining activities (Hentschel et al., 2003), whilst in Ghana, it is estimated that more than 1,000,000 people are employed directly or indirectly in the artisanal and small-scale mining activities, with 10% being women (Amankwah and Anim-Sackey, 2004; Amankwah and Ofori-Sarpong, 2014). In Ghana, ASM gold production has grown from a low of 2.2% in 1989 to a high of 34% in 2014. This figure is estimated to increase with proper documentation. This indicates that the sector has made significant socioeconomic impact on many individuals and communities as a whole. Notwithstanding the above positive contributions, the sector has also contributed to negative impacts on human, aquatic life and the environment in general due to indiscriminate mercury emission. This ‘pollution wall’ needs to be broken, and several interventions have been put in place including the use of retort units like the lantern retort (Adjei et al., 2014; Amankwah and Ofori-Sarpong, 2014)."

Numbers, arithmetic, mathematics. Where did it all come from? Who needs it? We all do, but many school children would not agree. Engineers, physicists, accountants, tax collectors, and most of the general public are well aware that modern society in large part is founded on mathematics and could not exist without it. Mathematics developed over thousands of years as part of the everyday life of man. No one area, tribe, or race can claim discovery. In fact, from the records that do exist, it is evident that many facets of mathematics were discovered independently of others who made similar discoveries. While proof may be lacking, the earliest concepts of mathematics may be some 250,000 to 300,000 years old. The first use of numbers as written records is unknown. However, a bone of a young wolf deeply cut with 55 notches-arranged in two rows, one of 25 notches, the other of 30-was found in Czechoslovakia. Dated to be about 30,000 years old, it is perhaps an early record of some kind of counting system. It is assumed that mathematics was developed as an answer to man's practical needs, but anthropological studies suggest that the art of counting may have developed in connection with the needs of primitive religious ceremonial rites. Fingers probably were first used to designate sets of from one to five objects. Using both hands, up to 10 items could be indicated. As civilization developed, so did the need for more flexible systems to record items of trade, measure land, and figure taxes. Aristotle noted that the development of the decimal system comes from the fact that most people are born with 10 fingers and 10 toes. In spite of this obvious fact many early civilizations used binary, ternary, and quinary systems while vigesimal systems (with 20 as a base) and even sexagesimal systems (with 60 as a base) were used by others. A form of writing was in use in both the Mesopotamian and Nile valleys as early as 3000 to 4500 B.C. In Mesopotamia, wedge-shaped marks were impressed upon soft clay tablets that were hardened in ovens or by the sun. Many thousands of such tablets have survived. When the tablets were finally deciphered, some were found to be records of items shipped in trade, inventories, tax accounts, and mathematics exercises for teaching. Mesopotamia is also the source of an interesting board game dating back to about 2500 B.C. Its buttonlike men and triangular dice were apparently used with squares of shell, inlaid with lapis lazuli and red sandstone. Unfortunately, rules of play were not found. In Egypt, record preservation was somewhat better. Discovery of the Rosetta Stone in 1799 eventually led to deciphering the Egyptian hieroglyphics that included a numbering system at least 5,000 years old. These records show a competence in counting and numbering. A calendar of good accuracy may have been in existence as early as 4,200 years ago. Recent mining regulations have increased the need for detailed engineering and environmental information pertaining to the hydrogeologic environment in mining areas. The cost of obtaining such hydrogeologic information has also increased. After mineralization of potentially economic grade ore and tonnage has been identified, and after completing preliminary mining feasibility studies (suggesting that development is merited), a second exploration phase can incorporate a simple, cost-effective baseline hydrogeologic data reconnaissance program that is limited but useful. Using exploration drill holes only, this program can provide a direct indication of where ground water is encountered. Also, reasonable estimates can be made on the relative production of water from various water-bearing strata, a composite potentiometric surface map can be prepared, and the general chemistry of the ground water can be characterized. This article outlines what typical baseline hydrogeologic data are needed and describes how it can be easily obtained during exploration drilling. Introduction Major engineering and environmental ground water parameters can be identified early in a project by using, drill hole data obtained from a mineral exploration program, designed by the mine geologist and hydrogeologist. Most importantly, data obtained in the exploration drilling program can be used to design a logical, defensible, and cost-effective baseline ground water data reconnaissance and monitor well program, which would be required for mine design and ultimately for mine permit approval. Drilling Where possible, exploration drill holes should be drilled with conventional rotary drilling equipment using air or, if necessary, water as the drilling fluid. Rotary air or water drilling generally allow good delineation of the first major saturated or water-bearing zone. If mud must be used during drilling, distinct hydrogeologic zones can still be defined, although the task may be considerably more difficult. Water Levels Static water levels can be obtained from selected exploration drill holes at specific depths while additional boreholes are drilled. Such measurements should not, however, be conducted until the hole has been developed with air (no water) and has stabilized at each of the depths to be measured. Such water-level information can be particularly useful when more than one aquifer exists. Where mine development is eminent, the hydrogeologist should install 50-100 mm (2-4 in.) diameter PVC casing in select drill holes. The PVC should be slotted, gravel packed, and properly sealed so additional hydrogeologic data can be collected for specific hydrogeologic zones at a later date. Such data could include water level information, permeability estimates based on injection and /or pumping tests, and water quality data. Where casing is not installed in drill holes, or when the drill holes are abandoned, the holes should be properly grouted and back-filled to the ground surface to prevent potential future ground water contamination. Monitoring Air Lift Water Production Estimates of the relative production from various water-bearing strata can be obtained from selected exploration drill holes. If ground water is encountered, its air lift (ground water flow) production can be measured at distinct intervals using a surface water flow measuring device, such as a portable Parshall

The Deister No. 7, "77" and "88" Coal Washing Tables have been used by the coal industry in the cleaning of finer sizes of coal (-1/2") since washing of coals became necessary. This paper will deal with the in-plant use of the CONCENCO "88" Deister Coal Washing Table, along with a brief description of the Deister Refuse Superscalper. Efficient in-plant operation of the Deister Coal Washing Table can be accomplished by the adjustment of six basic variables. These variables are: 1. Headmotion 2. Feed 3. Riffle Pattern 4. Dressing Water 5. End Elevation Adjustment 6. Side Tilt Adjustment VARIABLE NO. 1 HEADMOTION The reciprocating movement of the "88" Table is developed within the headmotion entirely by rotating eccentric weights. Four parallel shafts each carry pairs of eccentric weights (Figure 1-A). The shafts are geared together with gears of 2 to 1 and 1 to 1 ratios, so that the two shafts in vertical alignment which carry the small eccentric weights operate at twice the speed of the other two shafts. The other two shafts are also in vertical alignment with each other and carry large eccentric weights. As power is supplied to one high-speed shaft, once each revolution the forces produced by the large eccentric weights are reinforced and then opposed by the small eccentric weights in a horizontal plane. The direction of movement of the table decks is reversed much more sharply at the forward end than at the backboard end of the stroke, causing material to move toward the refuse end of the table. Because in the vertical plane all centrifugal forces oppose each other and cancel out, there is no vertical movement and virtually no impact to the support steel. The "88" Coal Washing Table is suspended by wire-rope cables from three overhead steel beams, and operates with a perfectly uniform and exact differential motion curve in every stroke (Figure 1-B). The decks, being attached to the headmotion, are reciprocated in a parallel line from the head- motion to the refuse corner at speeds varying from 260-300 strokes per minute. Both length of stroke and speed are set at the factory for the coal characteristic desired and should not be changed. A 3 HP motor is mounted on the top of the headmotion and uses 3 V-belts to transmit driving power to the headmotion. The headmotion must be kept running on a horizontal plane. Punch marks are provided on the side and end of the main frame for use in leveling the motion (Figure 1-C). In leveling the motion, the work must always be done with two cables. To level the long side of the headmotion both front or both rear cables are raised or lowered to bring motion back to level. To level side to side, both right side cables or left side cables are raised or lowered to bring motion back to level VARlABLE NO. 2 FEED When tabling different size coals, each deck of a "88" DIAGONAL-DECK Coal Washing Table will handle feeds as described in figure 2-A.
