"In presenting this list of permissible explosives and blasting devices, the Bureau of Mines desires to call attention to pages 20 and 25 outlining the conditions in use under which, and only under which, the explosive or blasting device is permissible.In view of a recent publication recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 20 and condition 2 on page 25. An explosive or a blasting device enumerated in the permissible lists of this Bureau is not permissible in use unless it is properly confined with clay or other incombustible stemming.PERMISSIBLE EXPLOSIVES TESTED UNDER SCHEDULE 17CAn active list of permissible explosives was published in October 1938 as part of Bureau of Mines Report of Investigations 3421, under the title ""Active List of Permissible Explosives and. This list included 191 brand names.Changes in the list that have been authorized to June 30, 1939, placed 56 additional brands of permissible explosives on the active permissible list as a result of tests, changes in brand names, or transfer from the inactive list. Fifty-seven permissible explosives were transferred from the active to the inactive list. The brand names of four explosives were rescinded curing the year. The present list contains 18G brand names. The facts are generally accepted that an atmosphere containing large quantities of any dust is objectionable to breathe and that some dusts are more dangerous than others. Therefore, knowledge of the composition of dusts is important in evaluating the hazard entailed on exposure. At present, free silica, of which quartz is the most abundant form, is considered one of the most significant dusts, from the standpoint of pneumoconiosis, and one State5/ has established permissible limits of air dustiness on the basis of the free-silica content of rock. The amount of free silica in materials used for rock dusting also has been limited.6/ Determination of free silica or quartz, therefore, is important.

This report discusses the configuration and system deployment for the postdisaster surface seismic system for detecting and locating trapped miners. It analyzes the results of 15 field tests to define a signal model, background noise levels, and subarray performance. A waveform modeling procedure is described and compared with observed waveforms. The resulting similarity indicates that the major factors affecting the signal amplitude, waveform, and spectral character are understood. A model is presented which gives the signal amplitude as a function of source type, source depth, and horizontal off- set between source and receiver. Using this model a curve is presented which gives the range at which a signal will be detected for different signal and noise levels. Finally, and most important relative to the mission of the sys- tem, the ability of the system to detect signals on one or more subarrays is put into a probabilistic framework. For a strong source it is almost certain that a subarray directly over the source will detect the signal. After signal processing, it is highly likely that signals will he detected on sufficient subarrays to locate the trapped miner. Location errors have been found to be less than 100 ft in the majority of cases. Techniques have been used that can reduce the location errors to this level even when soil layer variation between subarrays is severe.

THIS SUMMARY appears in Minerals Yearbook volumes I and III, which cover mineral production in the United States, its island possessions, the Canal Zone, and the Commonwealth of Puerto Rico, as well as the principal minerals imported into and exported from the United States. The several commodity and area chapters contain further details on production. A summary table comparing world and U.S. mineral production also is included. Mineral production may be measured at any of several stages of extraction and processing. The stage of measurement used in the chapter is normally what is termed "mine output." It usually refers to minerals in the form in which they are first extracted from the ground, but customarily includes for some minerals the product of auxiliary processing operatons at or near mines.

"The realization that fuel costs, high as compared with those enjoyed prior to the war, are apparently permanent, has caused steam power plant operators to apply their best efforts towards improving the fuel economy of their plants.Though they have given much attention to the reduction in combustion losses by improving methods of firing and improved equipment, and to diminishing the heat losses by more care in maintaining clean heating surfaces and tight and adequate baffling, they have almost universally neglected the waste that occurs from discarding unconsumed combustible with the boiler refuse.This loss varies between extremely wide limits, depending on the quality of the coal, the type of plant and the firing practice in general, the higher the ash content of the coal the greater will be the amount of combustible appearing in the refuse, and the losses will be greater as the boilers are driven at higher ratings. The refuse from stoker fired boilers is apt to have a lower aver-eve percentage of combustible than that from hand fired boilers if operated at the same rating, but stoker fired boilers are usually pushed to higher ratings and the combustible in the refuse will run higher.In actual operating practice the amount of unconsumed combustible in the boiler refuse may range from a few percent to as high as forty or fifty percent. In an informal statement one well known combustion engineer estimates that the average amount of combustible in the refuse from a large stoker fired central station boiler plant is about 15 or 20%. Assuming that the coal burned contains 12% of ash, and allowing for flue dust losses, approximately two percent of the coal will be lost through this channel. The operating engineer of one large modern central power plant reports that when burning coal of about the same ash content, the average amount of combustible in the refuse was in the neighborhood of 33%, en tailing a loss of approximately 4% of the heating value of the fuel fired. Where the coal used daily runs up into hundreds of tons, an appreciable economy could be effected by recovering this percentage."

Carbonate minerals constitute a major fraction of the oil shale in Colorado's Green River Formation. Quantification of carbonate minerals is important for the characterization of oil shale, particularly because of their thermal activity in production of oil from shale. The carbonate minerals found in this oil shale are nahcolite (NaHCO3), dawsonite [NaA1(OH)2CO3], dolomite [(Mg1-xFx)Ca(CO3)2], calcite (CaCO3), and ferroan [(Mg1-xFex)CO3]. Although carbonate minerals can be removed by acid extraction from the balance of the oil shale, direct determination of carbonate minerals is complicated by the occurrence of the same cations in more than one mineral. A method for assigning the acid-soluble cations to the individual carbonate minerals was developed from two assumptions based on oil shale geochemistry: (1) Calcite and ferroan do not occur together, and (2) the ratio of iron and magnesium is the same in dolomite and ferroan. These assumptions were tested by the Bureau of Mines by applying the technique for assigning cations to 219 samples from the saline section of the formation. The reported carbonate mineral amounts were compared statistically with X-ray diffraction peak heights, verifying the cation assignment method.

As with the first article in the May-June issue, it is based on interviews with 214 miners conducted at 7 underground mines (?A? through ?G?) by researchers of the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Center [Vaught et al. 1996].In the first article, the authors presented an overview of the study conducted by NIOSH on mine fire response preparedness and provided a general perspective on underground mine fires. In this article, we will describe miners? preparedness to evacuate a fire and their experience with incipient fires.

Gypsum plaster is calcium sulfate hemihydrate (CaS04-1/2H2O). There are two varieties, commonly designated as a and ß. The hydration setting) of this plaster involves the chemical reaction: CaS04?1/2H20(c) + 3/2H20(l) = CaSO4?2H20(c); that is, the hemihydrate combines with water to form the dihydrate. Many substances, when present as impurities, either in the hemihydrate or the water have influenced the rate of the hydration reaction. The objective of the Bureau of Mines work described in this report was to investigate the accelerating or retarding effects of small amounts of dissolved substances and to attempt to classify these effects upon a chemical basis. To eliminate competing effects, the work was conducted separately on the two varieties of hemihydrate; both were in highly pure form. (Commercial plasters usually are a mixture of the hemihydrates, with other substances present as impurities.) As the hydration reaction of each variety of hemihydrate evolves heat in amounts known from previous work, 5,6/ the authors decided to use calorimetric methods to follow the extent of the hydration reaction as a function of time. Two calorimetric methods were employed. One was designed to study the hydration reaction with a large water to plaster ratio and the other with a small water to plaster ratio (to simulate commercial practice in utilizing plaster).

Gas occurs in coalbeds in an adsorbed and a free gas state. Adsorbed gas is stored in the micropore structure and its transport is governed by Fick's law. The free gas occurs in the fracture system and flows according to Darcy's law. These two modes of mass transport are interdependent. Production decline curves of coal-gas wells are of the constant percentage decline type and, thus, show no indications of flow characteristics peculiar to coal-gas reservoirs. The effectiveness of surface boreholes as a degasification scheme depends upon both good fracture permeability and a high fracture density. Conventional methods of reservoir engineering analysis are not applicable to coalbeds

Not long after electrically driven equipment was introduced into coal mines it became apparent that the spark-producing parts, such as controllers and motors, required safeguards to prevent the ignition of mine gas that might come into their vicinity. Many of the early designs attempted to provide protective enclosures having ventila¬tion and relief for pressures if ignition should occur within. The principal feature of the Davy safety lamp, namely, the wire gauze, was employed widely for this purpose. Other devices were developed to reduce the temperature of products of combustion escaping through the protected openings to a value below that which would cause ignition of surrounding explosive atmospheres. Although many such devices performed their intended function satisfactorily under laboratory conditions they were not so satisfac¬tory when subjected to the rigorous conditions encountered under¬ground. Corrosion, mishandling, and accumulations of grease and dirt reduced or destroyed their protective qualities after a period of service in the mines. In the United States this has led to abandon¬ment of special devices in favor of what is called " total enclosure " which means that no regular provision is made for ventilation and release of pressure but rather that the housings or enclosures are built strong enough to withstand the explosion pressures without rupture. As a further protection the joints usually are made of broad, closely fitting surfaces. It is impractical to make such joints absolutely gastight in ordinary machine practice when provision must be made for partial or complete disassembly to facilitate ad¬justments and repairs. Therefore, when an explosion occurs within such enclosures flames may escape through the joints. If the latter are broad enough and not separated too widely, however, the flames will be cooled by contact with the metal surfaces (flanges) of the joints, by rapid expansion, or by both cooling and expansion, with the result that an explosive atmosphere surrounding the enclosure will not be ignited. The author, who himself has worked inn the field with various types of torsion balances, expresses in the article his experience with the recently marketed Haff-Torsion-Balance. The advantages of practical work with Haff?s s torsion balance as compared with other types are mentioned. In spite of low weight and corresponding small dimensions (Model M = 23.5 kg., Model Al = 11.5 kg.) the sensitiveness is not less than that in the largest instruments. It is at 1.10-9, which is proved by calculations. A comparison with the corresponding values of other types of torsion balances (Eötvös, Askania, Gepege) is given. The mechanical features of the instrument are briefly described, and the balance is illustrated by a, cross section of it. -- W. Ayvazoglou. An ion-exchange-instrumental analysis technique is described for analyzing impurities at 1 to 1,000 parts per million level in rare-earth metals. A cation-exchange flame photometric method is used for the alkali and alkaline earth groups of metals, and an anion-exchange procedure is used in conjunction with polarographic and X-ray fluorescence techniques for selected transition elements. The standard deviation is about 6 percent, and the average error, about 5 percent.

Because of the absence of an iron-producing industry, the Pacific Northwest is working under an economic handicap. This is particularly apparent in the gray-iron-foundry industry because of the high price of pig iron imported from foreign sources or shipped in from producing ?areas within the United States. The high prices and sometimes short supply of ferrous metal products has put a brake on industrialization, which has been only partly compensated by the availability of cheap electric power. The economic condition of the gray-iron-foundry industry could be improved by establishing a small iron-producing industry based on the locally available ores. Moreover, establishing a local iron smelter would create a market for resources now dormant. Low-grade ores of manganese, chromium, and nickel would become usable in industry when combined with the iron ore from Scappoose. Pig iron produced in even limited quantities would level out the fluctuation in supply. The ore deposits, being small, would not supply enough pig iron to satisfy the entire demand. This condition necessitates designing special pig irons that will carry abnormally high proportions of scrap in the cupola charge.

The helium resources base of the United States was estimated by the Bureau of Mines to be 1,070 Bcf as of January 1, 1985. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas reserves, 280 Bcf, (2) helium in probable natural gas resources, estimated at 243 Bcf, (3) helium in possible natural gas resources, estimated to be 287 Bcf, and (4) helium in speculative natural gas resources, which makes up the remaining 260 Bcf. These helium resources are further divided into depleting, non-depleting, and stored classifications. The depleting resources are those associated with natural gasfields that are, or will be, produced for the natural gas they contain. Almost all of the helium in potential (probable, possible, and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 900 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, those in shut-in, abandoned, or otherwise nonproducing natural gasfields, are estimated to total 133 Bcf. There is 37 Bcf of helium in storage in the Federal Government-owned Cliffside Gas Field near Amarillo, TX.

The Bureau of Mines subjected three commercial compressed-oxygen self-contained self-rescuers to a series of laboratory treatments designed to simulate various environmental conditions in underground coal mines. The environmental treatments consisted of extremes of temperature and of shock and vibration. The tests were designed to predict the ability of the self-rescuers to withstand those environmental stresses without causing a decrease in wearer protection. A critical concern was internal damage to an apparatus that would cause it to malfunction or seriously degrade its performance without any obvious external signs. The Bureau has previously tested chemical oxygen self-contained self-rescuers in a similar research program. Although the three compressed-oxygen units are not as sturdy as the chemical oxygen self-rescuers tested previously, they performed reliably after treatments on treadmill tests with human subjects and on machine tests using a breathing and metabolic simulator. Serious damage was caused by both the heat treat-ment of 71° C (venting of the 02 bottle in most cases), and in the shock treatment (breaking open of the case and dislodging of the components). When physical damage is obvious, a complete refurbishing of the damaged self-rescuer is recommended.

"INTRODUCTION Oxygen, because of its vital relationship to man's physical well being, is the most important chemical_ element. It may be breathed, however, only in a rather limited range of concentrations and pressures without producing ill effects. An excess of oxygen may be equally as harmful as too little of it. Because of the importance of these effects, the study of the physiological action of oxygen has received attention for many years and by many investigators. Much of the investigative work has been directed toward determining the limits within which oxygen in abnormal concentrations and at abnormal pressures may be breathed with safety in such applica¬tions as deep-sea diving, work in comprossod-air, aviation, the wearing of apparatus designed to permit entrance into irrespirable atmospheres, and in the therapeutic applications of the medical profession.The Bureau of Mines frequently receives requests for information on the effects of breathing essentially pure oxygen, because of the Bureau's association with the use of self-contained oxygen breathing apparatus for entering irrespirable mine atmospheres, and the use of oxygen in conjunction with artificial respiration as a moans of resuscitation. The purpose of this paper is to summarize briefly the effects upon the human body of the inhalation of oxygen in various concentrations and at various pressures and to give reference to other published information that deals in greater detail with the diverse phases of the subject. The literature in this field is voluminous; therefore, a complete bibliography has not boon presented in this paper. No paper on this subject would be complete without reference to the classic pioneering work of Paul Bert (1) 3/ in this field. Articles such as those of Stadia, Riggs, and Haugaard (2), Bean (3), Specht (4), and others cited contain extensive lists of references that will leadthe reader to information in a degree of detail that is not within the scope of this publication."

The art of flotation has developed rapidly. Numerous technical staffs and individual investigators have, by their combined efforts, developed practicable methods of concentrating ores which ten or even five years ago were considered complex and impossible of commercial treatment. Also the work of those who have been engaged in pure research on the fundamentals of flotation has helped greatly to expedite the general development of the process. However, in spite of the highly successful practical operation of the flotation process, results are obtained and things happen that we are unable to explain completely, although much is known about the theory of the process. The rapid stride in flotation concentration, it is noteworthy to point out, is due to the freer exchange of facts and data by the staffs of the larger mining companies and the patent controlling corporations, and by investigators in general. Generally speaking, one may visit any mining plant and by presentation of proper credentials, be shown all that is going on or that is being done.

Several methods of calculating ore grades by diamond-drill sampling in the Homestake mine, Lead, S. Dak., have been evaluated by statistical analyses of assay data. The natural distribution of gold particles, partly masked through sampling and assaying procedures, is probably lognormal. As a consequence of the gold particles being clustered rather than randomly distributed within the ore bodies, (1) more mine samples are needed to obtain a specified precision of mean grade than the number predicted by the standard-error-of-the-mean law; (2) the variance of gold values is not inversely proportional to sample volume, and, therefore, small-diameter drill core yields samples nearly as good as larger diameter core; and (3) sampling at 5-foot intervals provides nearly as good results as sampling at shorter intervals.
