The Bureau of Mines determined the gas contents of 135 oil shale samples obtained from approximately 630 ft of core drilling. Drilling was done within a projected mining zone of the Cathedral Sluffs Mine, located in the Piceance Basin of western Colorado. Methane contents were determined by the modified direct method, which can measure the volumes of several gases released from or reacted with mine rock without destructive sample treatment. Over the duration of the test, nitrogen was largely unreactive, CO2 increased slightly, oxygen decreased markedly, and methane increased more than the total increase of all contained gases. The gas volumes were normalized per unit sample mass and are given in cubic centimeters per gram. Common time irzdices for test duration of 3, 40, and 125 days were used to compare methane desorption among samples. The means of the sample populations for these indices were 0.0316, 0.114, and 0.195 cm3/g, respectively. These quantities are lower than those reported in a Bureau emissions study at the Horse Draw Mine in the Piceance Basin. Oil shale samples that were gas enriched beyond the mean methane contents frequently contained bitumens and pyrite.

This Bureau of Mines report presents results of a detailed study of water usage in the Wyoming mineral industry along with projections for the future In 1964, the mineral industries of Wyoming used 20 billion gallons of new water, nearly all self-supplied, and reused 72 billion gallons, a total usage of 92 billion gallons. Consumption amounted to 2.8 billion gallons. About one-half of the 20 billion gallons of new water was obtained from [srface] sources and the rest from ground water. Reported costs, covering power and maintenance, for the self-supplied new water at mineral industry operations ranged from less than 1 cent to 20 cents per thousand gallons and aver-aged 8 cents. At one mineral-related operation, water was hauled by truck to supplement a well supply. The cost was $2.00 per thousand gallons delivered. However, the supplemental requirement was only 10 gpm. Cost figures for the recirculation of water, covering power and maintenance, averaged 2 cents. In terms of water usage, the value of product for the entire industry was $25 per thousand gallons of new water intake and about $180 per thousand gallons consumed. The study revealed that Wyoming has a water deficiency but that the shortage is less severe than in the arid Southwest. Projection of the water needs of the Wyoming mineral industries indicates that the demand for new water will increase from the 20 billion gallons used in 1964 to 25 billion gallons in 1980, a 25-percent increase. The projected new-water requirement for the year 2000 is 40 billion gallons, a 100-percent increase compared with the 1964 figure.

The overall disabling work injury experience, excluding office- workers, at nometal mines and mills during the period 1961-63, as reported to the Bureau of Mines by operators, was 77 fatal and 7,201 nonfatal injuries during an aggregate worktime of 335,029,685 man- hours. These injuries, fatal and nonfatal combined, occurred at a frequency rate of 21.72 per million man-hours, comprising 0.23 for the fatal and 21.49 for the nonfatal injuries. The combined severity rate of the disabilities was 2,312 days lost or charged per million man-hours, consisting of 1,379 for the fatal and 933 of the nonfatal injuries, The average severity of all disabilities during 1961-63, was 106 days per injury, The number of days lost or charged, excluding officeworkers, at nonmetal mines and mills during 1961-63, was 462,000 days charged to fatal injuries and 312,461 days lost from nonfatal injuries. The outstanding causes for fatal injuries were explosions (18 fatalities occurred in a major mine-explosion disaster in a potash mine in Utah in 1963) and falls of rock or ore from back or side, while most nonfatal injuries were caused by handling materials, slips or falls of persons, haulage, and machinery. The parts of the body most frequently injured during the period 1961-63 were the trunk, hand and finger, and foot and toe, An average of 52,810 men were at work daily, There were 20 nonfatal disabling injuries reported for office- workers at nonmetal mines and mills during the period 1961-63 during an aggregate worktime of 23,088,496 man-hours, These injuries occur- red at a frequency rate of 0.87 per million man-hours, There were no fatal injuries reported.

The contractor examined L.T. White's Patent No. 3524680 and, finding it in need of engineering refinements, proceeded with a conceptual design of a variable wall mining machine. The contractor then proceeded to assess the feasibility of the variable wall mining machine measured against the criteria specified by the U.S. Bureau of Mines. The feasibility was judged from a physical aspect, a health and safety aspect, and an economic aspect. The Variable Wall Mining Machine was judged to be feasible on all three aspects provided that certain specified practices were adopted. Description The specifications and design and performance parameters of the Variable Wall Mining System as conceptualized are summarized in Tables I and II. The system consists of a side-cutting auger operating in a string of identical 12 ft. sections, along a 500 ft. retreating longwall face. In addition to the 41 identical sections, there is a special drive and discharge section at the head gate.

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal , expressed in British thermal units , and the composition as shown by proximate analyses . To these , when required , are added the ash- softening temperature , the free - swelling index , and the Hardgrove grindability index . Under most of these specification contracts the bidders guarantee the quality of the coal , and that guaranteed by the successful bidder becomes the standard of his contract . The deliveries are sampled in accordance with instructions 4/ issued by the Bureau of Mines ; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and , if it is not , a price adjustment is made . Analyses of the delivered coal and tipple samples ( samples collected at mine tipples as coal is being loaded into railroad cars or trucks ) provide valuable data for use in evaluating future bids . In addition , the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal . The Government purchased approximately 5 million tons of coal in fiscal year 1962. In connection with these purchases , the Bureau analyzed 7,114 samples . These are published ( table 1 ) for the use of Government officials and the public . A series of publications has been completed on coal analyses by States or , where production is small in any one State , by groups of adjacent States . Economic investigations indicate that bituminous coal can be mined underground in the Uinta region and marketed at a cost competitive with that of other energy sources in the West. A selling price of $3.90 per ton of coal was calculated from a cost analysis of a projected coal mine in the Emery coal- field of Utah. Although mines in some of the coalfields have extremely difficult mining conditions and cannot compete in the energy market at this price level, at least two other coalfields in the Uinta region contain coal reserves that could be mined and sold at a price of approximately $3.90 per ton. Projections by power companies and other coal-consuming industries indicate a strong future market for the large coal reserves in the Uinta region.

"Under contract to the U.S. Bureau of Mines, a study was conducted to investigate the feasibility of using the microorifice. uniform deposit impactor (MOUOI) to measure the size distribution of aerosols containing various mixtures of coal dust and diesel exhaust particles. The project objective was to determine if the mass concentration of diesel exhaust particles, in an airborne mixture of coal dust and diesel exhaust particles, could be determined on the basis of the size distribution of the two aerosols. In general, the mass of diesel exhaust particles is in the submicrometer size range while that of the coal particles lie in the larger size ranges.The MOUDI is a cascade impactor with small diameter nozzles to obtain small cut sizes and rotating impaction plates to avoid particle overloading of the deposit. For this study, a 7 stage version was used. At the sample flow rate of 30 L/min, the cut sizes were 0.10, 0.23, 0.70, 1.0, 2.6, 4.9 and 10 pm.Size distributions of aerosols generated in the laboratory and in several underground coal mines were measured. The primary emphasize of the laboratory tests was to ascertain if the diesel exhaust particles could be separated from the coal dust, regardless of mass fraction of the diesel exhaust particles in the total aerosol mixture. Diesel exhaust, from a Caterpillar Type 3304 NA diesel engine, was mixed with coal dust generated with a· TSI Model 3400 fluidized bed dust generator. Experiments showed the size distributions of the mixed aerosols exhibited two definite modes with the minimum between the two modes in the 0.7 to 1.0 um size range. Distinct modal separation was obtained as the mixture fraction of the diesel exhaust aerosols was varied from 3% to 98%.The field study was conducted in three underground coal mines, two utilizing diesel-powered equipment and the third exclusively using electric equipment. Sampling sites were selected to obtain a wide variety in the diesel exhaust and dust aerosol concentrations. Size distribution data showed these aerosols are bimodal. The mass median aerodynamic diameters of the diesel particulate mode and the coal dust mode were approximately 0.15 µm and 3 to 10 un, respectively. The results, in all cases, clearly show a separation between the two modes in the 0.7 to 1.0 µm size range with the minimum in the vicinity of 0.8 pm. The separation was found to be independent of mass fraction of the diesel exhaust particles, total particle concentration and sampling site."

To initiate this project a critical evaluation of the pre-sent phosphate mining industry in the Western phosphate field was conducted. Mines were visited, mine operators were interviewed and pertinent literature studied. Three phosphate mining enterprises were reviewed and mining cost estimates prepared. The report discusses the present state of phosphate processing, rock alteration and location. New ideas and concepts are proposed to improve the recovery of phosphate rock from the Phosphoria formation. The report evaluates two variations to the present phosphate open pit mining methods, which were developed to improve the economics of mining phosphate and to better accomplish necessary reclamation and accelerate the time for environmental recovery. A material handling system using conveyor haulage will eliminate the need for trucks. Terrace haulback utilizes safety benches to haul and dispose of waste in the mined out pit. Ore will be removed from the pit via an inclined, cable-supported mobile conveyor.

Virtually every available measure of total world mineral industry activity demonstrated that 1982 was little, if any, better for the industry than 1981 had been. Levels of production, trade, and consumption for virtually every major commodity declined; unit prices for most commodities fell, particularly in terms of constant dollars, and as a result of cutbacks in output and lower prices, capital available for investment within the industry was reduced. These conditions, coupled with the existence of considerable idle capacity, tended to retard investment, although there was an upturn in U.S. oil industry investment overseas. Despite the overall depressed situation of the world's mineral industry, there were indications of possible improvements in market economy countries near yearend, as output of some materials increased marginally and as prices for some mineral commodities reversed their downward trends. The downturns in total world mineral industry activity were not universal from the viewpoint of individual countries. Indeed, output of a number of commodities increased in centrally planned economy countries, and these gains were insufficient to offset declines in market economy countries, thereby sharply altering the proportion of total world output accounted for by each of these two groups of countries. There was a similar shift in consumption on a percentage basis.

The problem of obtaining enough manganese for use in the manufacture of steel appears likely to recur when international relationships are disturbed and to become serious at any time when the United States is cut off from its customary supply. Some idea of the problems that an e under war conditions may be obtained from a description given by Ellicott3/ in 1918 before the American Iron and Steel Institute. This condition arises because in normal times there is an economic advantage in importing available high-grade foreign ores to the neglect of our own less satisfactory resources. That considerable low-grade manganese ore and a much smaller amount of high-grade material are available in this country is well known from geological surveys 4/ and has been confirmed by Bureau of Mines investigations. Locations of the various deposits are indicated in figure 1. The possibility of greatly expanding domestic production was actually demonstrated from 1913 to 1918, when the annual production of manganese from domestic ores rose from about 4 percent to approximately 35 percent 6/7/ of the total consumption of ferromanganese and spiegeleisen. In idea of how domestic production compares with total consumption in the United States can be obtained 1 from figure 2, taken from the Minerals Yearbook8/ for 1970. Assuming that it is possible to increase production of manganese ores sufficiently to supply all our needs, such a program presumably would require 2 or 3 years, and the cost of production would certainly rice considerably, for some time at least. Although falls of roof, face and rib (or side) of coal mines were the third ranking cause of disabling accidents in 1966, the accidents from these falls resulted in the most serious injuries and accounted for approximately 50 percent of the total fatalities (I). Further breakdown of these statistics shows that 88 percent of the fatal accidents occurred within 100 feet of the working face and that 96 percent of the deaths were in bituminous mines, with only four percent taking place in anthracite workings. These figures demonstrated the need for improved reinforcement procedures in operational coal mines, and they provided ample justification for research in the area of accident prevention. The purpose of this project was to investigate the use of polymers and of related techniques to achieve rock bonding and reinforcement of coal mine structures, in order to obtain better or permanent ground support (e.g., drifts, entrees, coal and ore passes, galleries, tunnels and shafts) by the fill ing of fissures in the rock, thereby preventing or delaying the onset of serious rock degradation processes.

Brazil's gross domestic product (GDP) grew only slightly in 1988 to $277 billion at current prices.2 The growth rate was the smallest registered since 1983, when the rate was minus 2.8%. The economy's performance was strongly influenced by a 2% to 3% decrease in industrial production and civil construction. The mineral industry, however, countered the downward trend in the industrial sector and grew a modest 1.4%. In November, Brazil adopted a new Constitution that placed significant restrictions on foreign investment in the mineral industries. Under certain provisions of the new Constitution, foreign companies were prohibited from establishing new mining ventures in Brazil as sole or majority owners. They could now enter the mineral industry only as minority shareholders with Brazilian partners. Foreign companies already established in Brazil had a 4-year grace period to find majority Brazilian partners, or to establish vertically integrated processing operations (mining, processing, smelting, and refining). The new Constitution also prohibited foreign risk contracts for petroleum exploration.

Mineral dressing research was conducted by the Federal Bureau of Mines under a cooperative agreement with the St. Joseph Lead Co., on three samples of iron ore from the Pea Ridge deposit in central Missouri. The objective was to provide information on how to upgrade these submarginal ores and produce marketable concentrates. Samples were prepared from drill-hole cores of similar composition and character to produce (1) a medium-grade mixed hematite and magnetite, (2) a high-grade mixed hematite and magnetite, and (3) a high-grade magnetite. In all three ores phosphorus and sulfur constituted objectionable impurities; excessive amounts of silica were also present in the medium-grade ore.
