Mr. President, Mr. Mayor, Ladies & Gentlemen: IT GIVES ME great pleasure to have the opportunity, today, to speak on behalf of all the constituent. bodies of the Common-wealth Council of Mining and Metallurgical Institutions. For the past month we delegates have been right royally entertained across the length and breadth of Canada by Provincial Governments, City Councils, and other equally generous public organizations and private corporations. On this occasion, however, the President of The Canadian Institute of Mining and Metallurgy, our good friend Dr. H. J. Fraser, has been our host at the enjoyable reception preceding this Institute Luncheon, which luncheon was sponsored by our official host, The Canadian Institute of Mining and Metallurgy, one of our .constituent bodies.

Due to changes in the solid-state conditions of minerals in the rocks surrounding hydrothermal, contact meta-somatic or metamorphosed ore deposits, positive or negative thermoluminescent anomalies may be found in their vicinity. Several types of equipment which can be used for both quantitative and semi-quantitative measurements of the emission are discussed and compared. Methods of selecting, preparing and testing samples to ensure reproducible results are outlined, along with the kind of data which can be obtained from different types of equipment. The normal thermoluminescence of rock-forming min~ erals in the common rock types is noted, and variations in the solid-state conditions in the wall rocks which will cause marked increases or decreases of true thermoluminescence are outlined, as well as the thermolum-nescence-like emissions which are present in the vicinity of ore deposits. Hatch Ltd. has recently completed a project to increase refractory gold ore processing capacity at Newmont Mining Corporation’s Twin Creeks facility. The objective of the project was to increase throughput by approximately 10% by adding a third autoclave feed pump to each of the two autoclave circuits. To minimize project capital cost, autoclave feed pumps from Newmont’s decommissioned Lone Tree facility were evaluated and found to be suitable for this new service. The existing pressure oxidation circuit was reviewed in a debottlenecking study to determine other upgrades required to facilitate the increased throughput. Interruption to operations was minimized with a detailed construction plan, supplemented with detailed 3D layout model sequencing studies. The focus of this paper is project development, multi-discipline design considerations, and implementation results.

"The Canam property is in southern British Columbia, 24 miles southeast of Hope. It is reached by 5 miles of road from Mile 26 on the Hope-Princeton Highway.Between the years 1930, when the property was discovered, and I 938 development work by The Consolidated Mining and Smelting Company of Canada, Limited included some open-cuts and six adits totalling 2,700 feet in length. Canam Copper Company Ltd. explored the property intermittently from 1947 to 1955 by diamond drilling and underground work, including driving No. 10 adit. From surface down to the level of No. 10 adit, about 1,250,000 tons of ore has been outlined with an approximate grade of 1.25 per cent copper, 0.8 ounce silver per ton, and 0.01 ounce gold per ton. The ore in the upper part of the deposit also contains a little molybdenum and a little uranium.In June, 1955 Canam Copper Company Ltd. made arrangements to have the property brought into production under the direction of Mogul Mining Corporation Ltd. of Toronto, and a new low level adit has been started.GENERAL GEOLOGYThe principal rocks on the Canam property are chert, cherty argillite, and argillite. They are considered to be Jurassic or Lower Cretaceous in age. Although massive bands to 150 feet in thickness occur, these rocks are in general thinly bedded. Conformable bands of pyrrhotite, a fraction of an inch in thickness, are not uncommon in the well-bedded rocks, and fine tourmaline can be observed in various places.The sediments strike slightly west of north and dip quite steeply, generally eastward; however, sharp divergences from this general attitude are fairly common.Dark grey dioritic sills, in which slender prismatic crystals are conspicuous, are fairly common in the sediments. In general the sills are less than 25 feet in thickness, but a few are as much as 100 feet thick. Under the microscope the sills are seen to consist largely of amphibole (pargasite) and plagioclase (near An50)."

To improve recoveries of Ni, Cu and Co in the Inco flash furnace, a new operating concept was investigated. By adding sufficient coke to form a supernatant coke layer, a reducing barrier would form allowing for improved reduction of descending oxidized sulfide mineral particles formed in the flame. The objective of this investigation was to study the kinetic mechanism and efficiency of the coke layer to produce a sulfur deficient matte. The mechanism and rate of carbon reduction of each of the phases formed in the flash flame, i.e. sulfides and oxysulfides were investigated by means of X-ray visualization tests. Graphite-slag reduction was also conducted for comparison purposes. In the case of slag, poor wettability and the formation of a gas film on the surface of the carbon reductant are often blamed for limiting the reaction surface area that ultimately results in poor reaction kinetics. The X-ray visualization tests confirmed that matte and oxysulfide wet coke better than slag and that the rates of reduction of matte and oxysulfide are faster than that of slag.

"THE property of Red Mountain Mines Limited is located 11/2 miles north and west of the town of Rossland, in southern British Columbia. The mine is situated on the flank of Red mountain, famous in pioneer days as the site of a number of profitable gold-copper producers. Mining and milling commenced in May, 1966, and by the first of July the concentrator was treating close to its average design capacity of 400 tons per day. The following description of the property and its operations is divided into three parts, dealing respectively with geology, mining and milling.GeologyAll the known ore reserves of Red Mountain Mines occur on the Coxey claim, on the west slope of Red mountain. Although there are indications of molybdenite mineralization elsewhere on the Company's property, these have not been developed.The Coxey and adjoining areas are underlain by the Mount Roberts formation of the Rossland volca-nics. This formation consists of an interbedded series of volcanic and sedimentary rocks, mostly brecciated and silicified near the ore zone, and all intruded by igneous rocks which occur in various forms, and vary in composition from basic to acid. The country rock in the vicinity of the mineralization seems to be mostly a volcanic, approximately andesitic in composition, and possibly a surface flow. There is much banding, some of which is undoubtedly due to tuff and agglomerate layers, and some to narrow, siliceous, sedimentary horizons such as the surface exposure of the main ""A"" orebody, much of which was a thin capping of greyish banded rock that looked like quartzite. The drill holes also intersected occasional layers of black, argillaceous quartzite, sometimes altered to a greenish colour. The whole assemblage has been silicified with varied intensity, sometimes to such an extent as to have obscured or obliterated the original characteristics. The mineralized zone has also been strongly brecciated, the fragments varying in size from less than an inch up to large masses, best described as a mega-breccia. Anomalous results obtained in drilling, such as sedimentary sections that do not appear in adjoining holes, may sometimes be due to the presence of these large blocks, no longer in their original position. The whole volcanic unit is thus very complex and confusing. For practical purposes, the ore may be said to occur in a greenstone formation with minor sedimentary interbeds and considerable later igneous material."

Selenium (Se) based materials find wide applications in rectifiers, solar cells, photographic exposure meters, data storage devices, xerography and anticancer agents. They are also used in the glass industry to eliminate bubbles and remove undesirable tints produced by iron. In addition, Se is highly reactive towards a wealth of chemicals that can be potentially exploited to convert Se into other functional materials such as CdSe, ZnSe, Ag2Se. Here, we report a review of structural investigations of Se based materials in glassy and nanostructured forms. Glasses having varying amounts of Se and Tellurium (Te) were doped with group IV and V elements such as antimony and tin. Structural changes accompanying the composition variation were characterized with x-ray photoelectron spectroscopy, differential scanning calorimetry and x-ray absorption near edge spectroscopy. At the same time Se-Te nanoalloys were synthesized in aqueous micellar phase using Na2SeO3/Na2TeO3 as the Se/Te source. Morphology change from nanoparticles to nanoribbons was investigated using Scanning and Transmission Electron Microscopy (SEM/TEM) techniques. Structural investigations were also done for well defined morphologies of Se based nano-biomaterials obtained in the presence of water soluble protein bovine serum albumin (BSA).

After World War II Canada?s fledgling iron ore mining industry developed along the ill-defined Quebec / Labrador border near what became the town of Knob Lake and later renamed Schefferville. For about twenty-five years from 1954 to 1982 Schefferville was the epicenter of Canadian iron ore mining and the foundation of the Iron Ore Company of Canada. In about 1982 it all stopped, shut down, the miners moved away leaving behind a mining camp and a ghost town that have sat idle and almost deserted for the past twenty five years. The story looks set to change with new plans to re-establish the former mining operations in the historic mining camp. This paper outlines the proposal to reactivate the direct shipping iron ore operations in the Schefferville mining camp, and specifically the properties in Labrador owned or optioned by Labrador Iron Mines Limited (?LIM?), a wholly owned subsidiary of London Stock Exchange listed Anglesey Mining plc. The Schefferville mining camp is located about 1,000 km northeast of Montreal. There are no roads connecting the area to southern Labrador or to Quebec. Access to the area is by rail from Sept Iles to Schefferville, or by air from Montreal and Sept Iles.

Blast vibration induced by mining activities, such as stope production blasts, could lead to the initiation of seismic events that inflict damage to mine openings. In this paper, the effect of stope production blasts on nearby fault is examined. First, validation of blast vibration attenuation is performed with a numerical model representing a single blast hole through comparison with that calculated from charge-weight scaling law derived from in-situ data. Subsequently, a mine-wide scale model with a fault parallel to a steeply dipping, tabular ore deposit that is mined out with sublevel stoping method is generated, and the stopes are extracted and backfilled with static analysis to simulate burst-prone conditions on the fault. Based on the stress states, dynamic analysis is performed, in which blast vibration is applied to grid points on a stope wall on the hanging wall side. This assumes 9 blast holes located close to the wall, and blast-induced particle velocities that consider the positional relationships between the assumed blast holes and the stope wall are applied. During the dynamic analysis, blast sequence is considered, and stress states and shear displacement on the faults are examined. It is found from results that, after a rise in normal stress on the fault due to compressive waves induced by the blasts, the normal stress decreases because of the reflection of the compressive waves on the fault. The reduction in the normal stress due to the reflected waves is found to be large enough to cause the fault to slip. The results also show that the level of normal stress eventually keeps decreasing with time as the blast sequence proceeds and that an increase in shear displacement on the fault is accompanied by a decrease in normal stress. This study clarifies the mechanism by which blast vibration causes the fault to slip. In addition, the simulation technique to apply blast vibration that takes into account blast sequence and the locations of blast holes to a stope wall is developed.

"Barrick Gold is in the process of expanding one of its grinding circuits at the Goldstrike property as a response to both increasing ore hardness and increased ore sensitivity to finer grinding as it relates to gold recovery. The plant currently operates with two parallel grinding lines, each with a SAG mill, a pebble crusher, and a ball milling arrangement. As part of determining what additional equipment was to be required, a CEET evaluation program was conducted (CEET is an acronym for Comminution Economic Evaluation Tool). The work included: Development of a hardness ‘model’ for the ore body, as described by SAG Power Index and Bond Work Index;Site benchmarking surveys to fine tune the SAG and ball mill calibrations within CEET;Conducting CEET studies to examine the process options;Comparing CEET results to standard grinding circuit design techniques.The recommendation of the study, presently being implemented, is the installation of an additional ball mill on one of the two grinding lines. This paper reviews the sizing techniques applied, providing a CEET case study for circuit performance analysis and circuit design. OVERVIEW OF COMMINUTION AT GOLDSTRIKEOre feeding the autoclaves at Goldstrike are first processed through two parallel grinding lines. Both lines use SAG mills with cone crushing of pebbles followed by ball milling. A summary of the key circuit parameters is provided in Table 1. Line 1 primarily processes underground Meikle ore, although when no Meikle ore is available, it processes open pit Betze ore. Line 2 processes Betze ore exclusively. The Mill Line 1 P80 objective for Meikle ore is 74 microns. According to the recovery optimization analysis, a P80 of 90 microns was recommended for Betze ore. The potential however exists to perform co-mingling of both ore types and feed the higher grade Betze ore to Line 1, in which case the P80 of 74 microns would be retained."

Industrial minerals are plentiful in Alberta. Although exi ting in variety and in quantity, they constitute a minor segment of the province's mineral industry, which is based on oil and gas. In 1983 Alberta led all the other provinces in value of mineral production with a total of $22,2 18 million, 62 per cent of the total for Canada. Of Alberta's total, $22 million or about 3 per cent came from the indu trial minerals. Nearly two-third of this production is accounted for by sulphur, which is actually a by-product of the oil and ga industry. Alberta ranked third among the province in industrial minerals production for 1983, with about 20 per cent of the national total.

In manufacturing for the 21st century, the first company to market often leads the pack in product development and sales. In this respect, manufacturing processes play an important role in transforming “raw materials” into a product(s) for sale to a customer. Thus it can be seen that upfront modelling of a design concept, or modelling of manufacturing processes in a plant, can play an important role in effectively ensuring the overall design and manufacturing route is carried out in an expeditious manner. In the paper various scenarios are considered with respect to modelling the microstructure and/or process, in various manufacturing processes. Also considered are the effects of service condition on the manufactured product in terms of creep and fatigue.

"Equipment selection is a key decision in mine planning. Equipment size affects decisions from pit size to the total operation cost. Particularly when replacing haulage fleets for long-life surface mining operations, mining operations focus solely on haulage productivity. Road width and specifically ramp width are significantly affected by an increase in hauler size in terms of overall strip ratio through required highwall set-backs or sterilizing of lower ore access due to required overlying ramp fill structures. In addition, in light of ever increasing regulatory and reporting emissions requirements, bigger equipment may not translate into lower emissions per tonne moved. This study analyzes hauler-scale impacts on aspects not currently incorporated into conventional mine planning, including expansion of roads to accommodate larger equipment, road layer thickness variation depending on hauler size, and fuel consumption and emissions. Results indicate that such relationships have a large impact on cost. Therefore, an expanded consideration of the capacities of increasing equipment size in mine planning is highly recommended. ¦ KEYWORDS Equipment selection, Grade resistance (GR), Haul road, Haul truck, Mine planning, Payload, Rolling resistance (RR), Total resistance (TR) RÉSUMÉ La sélection du matériel est une décision importante dans l’aménagement des mines. La taille de l’équipement a une incidence sur la prise de décisions, depuis la taille de la fosse jusqu’aux coûts totaux des activités. L’exploitation minière se concentre uniquement sur la productivité des moyens de transport, particulièrement lorsqu’il s’agit de remplacer les parcs de camions de transport dans les exploitations à ciel ouvert à longue durée de vie. La largeur des routes, et spécifiquement la largeur des descenderies sont considérablement affectées par une augmentation de la taille des camions de transport en termes du coefficient global de recouvrement qui dépend de la taille requise des parois (si les descenderies sont agrandies, les parois devront être creusées de haut en bas afin d’agrandir la taille du fond de la fosse). Il faut aussi pouvoir procéder à l’excavation des gradins les plus profonds de la mine et ainsi préserver l’accès à cette zone, ce qui pourrait devenir difficile si la quantité de stériles utilisés pour la structure des descenderies augmente et s’ils occupent une trop grande partie du fond de la fosse. En outre, au vu des exigences de plus en plus strictes en matière de réglementation et de déclaration des émissions, un équipement plus volumineux ne sera pas nécessairement synonyme d’une réduction des émissions par tonne déplacée. Cette étude analyse l’incidence de la taille des camions de transport sur des aspects actuellement non intégrés dans l’aménagement classique des mines, notamment la création de routes permettant le passage d’un équipement plus volumineux, la variation de l’épaisseur de la couche d’asphalte des routes en fonction de la taille des camions de transport, ainsi que la consommation de carburant et les émissions. Les résultats indiquent que ces relations ont des répercussions importantes sur les coûts. Introduction There are times when meditation on the past is worth while. Too often does it happen that in the busy routine there appears t9 be little time for reflection, and little good or benefit to be derived from what has already taken place, or what has become past achievement. Under conditions such as those that prevail at present, consideration is being given to many subjects that a few years ago were not looked upon as worthy of time or thought. The temporary lull in industrial development is permitting of a stock-taking investigation, a perusal of past activities, and a planning for future development with the return to normality. It is not proposed to include much new data in this address, but the endeavour will be made to survey, in resume, the sequence of events which led up to the birth of the mining industry in Canada, and to show how, as new discoveries were made, the centres of interest changed from time to time until mineral development extended across Canada from the Atlantic to the Pacific. It will appear, also, that external causes have accentuated mineral development at one time and retarded it at another. Early Records A, historical background to the mining industry extends even to an earlier date than the discovery by white men of that part of the continent of North America represented by Canada. It has been stated that the aborigines were still in the neolithic stage when the white man arrived. One metal only was known to the natives, and that was copper, obtained from possibly many parts of Canada, but particularly from the shores of lake Superior in Ontario, from the Coppermine river on the Arctic coast, and from die coastal regions of British Columbia.

Bench and pilot scale testing results suggest that significant improvement in dewatering characteristics of fine particles could be obtained by the addition of fibrous materials. Case studies involving flocculation and dewatering of wastes from phosphate, bauxite, and kaolin processing plants are presented in this paper. Several dewatering techniques were investigated, including sedimentation thickening, filtration, centrifugation, dewatering on screens, and seepage-induced dewatering and consolidation. Advantages and limitations of commercial application of some of the developed techniques arc discussed.

"Abstract -A test survey using the MEGATEMII airborne electromagnetic system was flown over the Iso and New Insco massive sulfide orebodies in the Rouyn-Noranda mining camp, Canada. The results were compared with data from historical systems (INPUT, DIGHEM) used to discover the deposits. The historical data show that the two deposits have comparable conductances. However, the modern MEGATEMII system reveals that the New Insco deposit has a much slower decay than the Iso deposit, and it is, therefore, interpreted to be more conductive. The MEGATEMII anomaly maps provide estimates of the location, depth, dip, and strike of the two deposits, information that was not available from the historical anomaly maps. The signal-to-noise ratio of the MEGATEMII data is greater than the historical data, yielding more sharply defined anomalies. The investigations also included a comparison between 90 Hz and 30 Hz MEGATEMII data. The 90 Hz data were found to be useful for mapping the less conductive parts of the Iso body, whereas the 30 Hz data demonstrated that the New Insco body is more conductive. Analysis of height attenuation data over the Iso body indicates that the body could be seen by the MEGATEMII system if it were buried an additional 230 m deeper (in highly resistive material). On the other hand, the INPUT system would detect the Iso body only if it were buried no deeper than an additional 60 m. Tests with the transmitter turned off showed that, for this flight, the MEGATEMII system noise levels on the processed data are about 300 pT/s. Sommaire - Dans le cadre d’un projet de recherche, un ensemble de levés d’essais électromagnétiques aéroportés employant le système de MEGATEMII a été effectué au dessus des dépôts d’Iso et de New Insco, Rouyn-Noranda, Canada. Les données ont été comparées avec les réponses des systèmes qui ont découvert ces deux dépôts (INPUT et DIGHEM). Les données antérieures montrent que le dépôt d’Iso a une conductance comparable à celle de New Insco. Cependant, les données de MEGATEMII démontrent que le dépôt de New Insco a une haute valeur de la constante de décroissance, ce qui reflète une plus forte conductivité. The equilibrium solubilities of gibbsite, Al(OH)3, and boehmite, A1OOH, have been extensively studied in our laboratory from 30 to 90°C, and 100 to 300°C, respectively, to ionic strengths of 5 mol.kg-1 (NaC1) over a wide range of pH. The resulting solubility constants have been treated with consistent empirical models that incorporate appropriate experimental data taken from the literature. These studies were initiated in part to understand and quantify scale formation in geothermal fields as a result of fluid re-injection from electric power generating plants. Most of the experimental results were obtained through application of a unique potentiometric method that allows for rapid, precise measurement of the in situ pH and allows the approach to equilibrium to be monitored from under- and super-saturation. The experimental program was extended to deal with more basic solutions (e.g., five molal NaOH), in which the dissolution of boehmite was measured for application to the refining of bauxite by the Bayer process. More recent results in strong caustic solutions at temperatures below 90°C were obtained to investigate the dissolution of aluminum-containing sludge from holding tanks at the Savannah River waste reprocessing site. In this case the solubility enhancing effects (kinetic and equilibrium) of triethanolamine were also established and quantified. Finally, potentiometric solubility experiments were conducted (50°C in 0.l mol-kg-1, NaCl) on aluminum alloy sheets to identify mainly the nature of the aluminum oxide/hydroxide surface layer formed under these conditions.

The hot deformation behavior of Pure Mg and Mg-0.29Ce alloy were studied by isothermal hot compression tests in the temperature range of 250 - 500°C and strain rate range of 10-3 - 102 s-1 in a computer-controlled 50kN servo hydraulic universal testing machine (UTM). The results show that the flow stress of Mg pure and Mg-0.29Ce alloy increases with strain rate and decreases after a peak value, indicating dynamic recovery and recrystallization. Process efficiency was increased by nearly 10 to 12% by addition of Ce in Mg. Mg pure exhibits instability zones between 250-275°C at 10 ? 102 s-1 and 400¬500°C at 101 ? 102 s-1 temperatures and strain rates respectively, rest is the safe deformation zone. Wherein, Mg-0.29 Ce exhibits two low efficiency zones from 250 ? 300°C at 10-2? 10° s-1, 400 ? 500°C at 101 ? 102s-1 and high efficiency zone at 450 ? 500°C at 10-3? 10-1s-1. 4D process maps were generated for the above said alloys which illustrate contours of power dissipation and instability in the 3D space of strain rate, temperature and strain.

"For the fourth time in five years, residents of northern Canada have seen a change in the tax treatment of housing and travel costs. The latest changes announced in December 1990 by the Minister of Finance are to become effective in 1991. When will the tinkering stop?IntroductionFor man y years prior to 1987, certain travel and housing allowances received by employees in remote areas were generally considered by Revenue Canada to be tax-free, even though some observers suspected that such generous treatment was contrary to the provisions of the tax legislation. In the mid-eighties, Revenue Canada decided to reconsider the tax treatment of the mining industry's long standing practice of providing housing and travel assistance to these employees. The tax- free treatment was continued by virtue of annual remission orders, but only pending the enactment of legislation which would tackle the issue head-on and layout the rules in black and white to be seen by all. The sequence of events since then may be chronicled as follows:February 26, 1986-Finance Minister Wilson's budget present s the framework for the future tax treatment of travel and housing benefits provided to residents in remote regions of Canada.December 22, 1986-The Minister of Finance announces detailed rules to fill in the earlier announced framework.January 1, 1987-The new tax rules come into effect.April 29, 1988-The Minister of Finance announces the establishment of a Task Force to examine the existing criteria for determining the eligibility of residents of northern and isolated areas for tax benefits.October 27, 1989-The Task Force presents its report.December 7, 1990-Finance Minister Wilson announces a new system of tax benefits for residents of Canada's northern and isolatedregions.January 1, 1991-The new rules become effective."

Lightweight magnesium alloys are gaining in popularity for applications in the automotive and aerospace industries, Their use, however, remains limited due to their relatively low strength and creep properties. Lost Foam Casting (LFC) is a new casting process and the strength of foam cast magnesium alloys has not been investigated in great detail thus far, In this research, magnesium alloy AZ91 E and three new alloys were cast by the LFC process to study the effect of varying aluminum and manganese content on the alloy's tensile properties, The study reveals, that the tensile strength of the magnesium alloy is closely related to the relative amount of aluminum in the system. Formation of ß-Mg17Al12 phase was seen to significantly affect the yield strength and ductility of the alloy, Furthermore, formation of manganese intermetallic compounds was seen to effectively increase yield strength of the base alloy, Individual alloy morphologies were analyzed via optical and SEM techniques.
