Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. Underground mine planning is characterised by a series of designs, starting with prefeasibility and culminating in operational. Information on the mineralisation and geotechnical conditions is available in increasing levels of detail, as development occurs. In the recently completed AMIRA Planning and Rapid Integrated Mine Optimisation (PRIMO) project, a methodology for producing good strategic and then tactical designs using new optimisation tools, was developed. At the strategic level, fundamental decisions must be made such as those relating to cut-off grade, bench heights, mining methods, access and haulage systems, properties of the mill, etc. The inputs are the block and financial models, geotechnical data, infrastructure and production costs, etc. Stope definition for strategic designs includes bench RLs (relative levels), orebody envelopes, and design and placement of amalgamated or simplified stopes. If multiple mining methods are under consideration, then stopes need to be associated with these. Access design must take into account decisions such as declines versus shafts, a template for level layouts and the topology of the access network. Some of the geotechnical and physical constraints are relaxed for strategic design stages. Strategic scheduling is high level, from a month to a year at a time. In the PRIMO project, software tools have been developed enabling the mine planner to rapidly produce a large number of such strategic designs. After the designs have been evaluated, the highest value designs are chosen and a small number of these can then be further refined at a tactical level. For these designs, the first step is determination of all stopes meeting physical and geotechnical requirements and constraints, allowing for complex stope shapes. Next, detailed layout of the mine access network is obtained, satisfying all operational and geotechnical constraints. Finally, more detailed scheduling is performed, over shorter time periods. The Melbourne University group has focused on optimal access design. In particular, the access network is optimised for minimum cost, taking into account the cost of haulage and development over the lifetime of the mine. Costs vary over the different parts of the network depending on the quantity of haulage and so a weighted network optimisation problem has to be solved. We have developed two software tools for this task, decline optimisation tool (DOT) and planar underground network optimiser (PUNO). DOT produces an optimal network of declines and crosscuts connecting access points on the levels to a portal or break-out point from existing infrastructure. PUNO designs the level layout, including footwall and hanging wall drives, development drives and connections to vent raises. A survey will be given of the capabilities of DOT and PUNO when used on some recent case studies. Our current goals include incorporating some aspects of ventilation design and modelling the development costs when additional ground support is required. This is an abstract only. Attempts to rationalise the geological environment of nickel sulphide deposits associated with Archaean ultrabasic rocks has produced much speculation as to the origin of the sulphides and the relative importance of geochemical, mineralogical, textural and structural characteristics of the host rocks. From an economic viewpoint the object of such work is to establish geological criteria which can be used as an exploration guide. Exploration procedure for nickel sulphide mineralisation of the 'Kambalda type' (Hudson, 1972), which occurs at or near the basal contact of Archaean ultramafic flow units and lenses consisted of geological mapping, surface prospecting with soil sampling and rock geochemistry.

Many sampling standards arrive at a value for the prescribed sample mass by assuming a specific relation between the sample mass and the relative standard deviation of the fundamental error and assigning a value to the tolerated coefficient of variation. In order to obtain an equation that provides a relation between the minimum sample mass and the particle properties, many different models for the drawing of a sample have been developed. Here, a model for the drawing of a sample is proposed which can be considered to be a generalisation of the model used in GyÆs sampling theory. Using simulations, it is illustrated that the generalised model can lead to a better correspondence with actual sampling processes.

A study was undertaken to investigate the relationship between the quantity and value of economic demonstrated resources discovered for 12 mineral commodities over a ten year period and the expenditure required to yield such mineable resources. The results showed that for every dollar spent on exploration, there is an apparent in-ground average value of around $54 dollars contained in the economic resources found. While this appears to be a satisfactory return, it should be remembered that more than 99.9% of exploration programs are judged to be failures because a viable ore body or mineral deposit was not proved up. What is behind this seeming paradox?   The fundamental truth behind mineral exploration is the fact that the more you explore, the more you find, and that one success will often lead to further discoveries. It appears that one rich and viable deposit creates such surplus that its inherent high value ('the pot of gold') makes up for all the failures. In short, mineral exploration is a high risk business with uncertain returns. However, with skill, enthusiasm, experience and venture capital, it can yield larger than normal returns for the brave and the fortunate.   Analysis of exploration expenditure and economic resources discovered for the period 1987 to 1996 revealed that the apparent in-ground value of economic ore discovered per dollar of exploration expenditure varied from a high of $429 for iron ore and $261 for bauxite to a low of $22 for gold and for lead, and $5 per dollar of diamond exploration expenditure. Preliminary conclusions drawn on the reasons for the variations observed include the inherent ease or difficulty of discovery for different mineral commodities which may in some cases, relate to the natural prospectivity of Australia as a whole. Layered deposits like iron ore and bauxite appear to yield higher in-ground value returns on the exploration dollar. To some explorationists, this may be considered as seemingly obvious, but it may have more to do with very large-exploration tenement grants pursued by various Australian State Governments in the early 1950s and 1960s than the apparent ease of delineating a stratabound deposit.   Despite the apparent relatively low in-ground value produced by the gold exploration dollar of $22, the 5660 tonnes of gold discovered in this ten year period was worth $9.1 billion and representing over a quarter of the new mineral wealth created in the ten years to 1996. This contribution, along with that from the other minerals discovered over the period, led to a significant boost to Australia's export income and standard of living.   It is concluded that, given the nexus between the amount of mineral exploration expenditure and the quantity of new resources likely to be discovered, this knowledge may help policy makers seek to influence the rate of resource discovery in countries like Australia for the benefit of the nation.

World demand for iron ore is far from peaking, and the substantial price decline that has captivated commentators since early 2014 is not the result of widespread misreading by producers of the prospects for global market growth. Recent price movements provide little useful insight into the industry’s longer-term fortunes, apart from reminding mining companies that their businesses need to be robust against the volatility and inescapable cyclicality of mineral commodity markets. It is timely to take a strategic view of the history and longer-term prospects for the iron ore industry and of Australia’s place in it.CITATION:Barkas, J P, 2015. Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. In April 2000 Mount Isa Mines installed hoist ropes of a new design on the double-drum winder at their P49 shaft. The ropes, CASAR Duroplast, were about three times as expensive as the previously used triangular strand ropes. The P49 shaft is situated at Mount Isa MinesÆ George Fisher Mine, located some 30 km north of Mt Isa. This shaft used the tried and proven 6 x 33 triangular strand style ropes. The rope life attained by these ropes at the time was acceptable due to many years of satisfactory performance. The following study indicates the improvement of service life using CASAR Duroplast rope in P 49 shaft, which depends on shaft and winder parameters of that particular shaft and cannot necessarily be generalised to other shafts.

The REFLUX Classifier is used to perform particle separations on the basis of density utilising a set of parallel inclined channels positioned above a vertical fluidised section. In continuous mode, feed enters part way up the vertical section, while fluidisation water is introduced from below. Lower density particles are conveyed upwards and collected in an overflow stream, while high density particles segregate onto the inclined surfaces, settle to the base of the system and empty via an underflow stream. Pressure transducers are used to measure the suspension density in the vertical section. This suspension density is maintained by a pneumatically controlled underflow valve to maintain a target suspension density or ‘set point’.Previously, Galvin et al (2010) demonstrated the significant improvement achieved via a new laminar-shear separation mechanism, achieved by utilising closely spaced inclined channels in the REFLUX Classifier. For the separation of low-density coal particles from mineral matter, a channel spacing of 6 mm proved effective; however, for the separation of gangue minerals from much higher density minerals such as iron ore, the shear-induced lift needs to be even higher. In this paper, we examine the influence of two different channel widths on the continuous processing of an industrial iron ore feed in the REFLUX Classifier. It was found that when moving from 6.0 mm to 3.0 mm channels, the ability of the system to reject coarser gangue material and retain finer high density material across a particle size range from 0.125 to 1.0 mm was increased, resulting in a higher grade product.CITATION:Hunter, D M, Zhou, J, Iveson, S M and Galvin, K P, 2017. The relationship between comminution testwork results and the milling circuit that is subsequently selected is not a direct one and frequently involves recourse to databases of past test results. This in itself reflects the lack of a systematic engineering approach in the design process. This paper reviews comminution tests for SAG mill design in an attempt to identify where the essential information comes from that will be used in mill selection. The conclusion is that results from traditional test methods, including obscure and little used procedures like the Mokken test, are more valuable from an engineering perspective than parameters for breakage rate based modelling. Suggestions are made on ways in which existing test procedures can be enhanced in order to generate parameters that can be directly related to characteristics of the milling circuit being designed.

"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. Technical disputes, commercial negotiations and workplace/societal conflict are a natural part of doing business and just living itself. Conflict is everywhere û at home (between family and neighbours); in the workplace (between management, co-workers and unions), with contractors and with other companies; and everywhere at the community level, dealing with land access (pastoralists/farmers and indigenous/First Nation people), environmental protestors and NIMBY-ites - Civil Society in general. Exploration and mining companies, operating in more remote, less developed and culturally diverse regions, tend to encounter myriad areas of conflict (typically emotion-charged) and they are outlined. Dispute prevention, management and various binding and non-binding resolution techniques are discussed. The paper gives a general overview of the ADR nomenclature and framework (mediation, conciliation, expert determination, adjudication, arbitration and litigation) encouraging technical professionals to participate. Its thesis is that lawyers should not necessarily be the first port of call when problems arise between the mining workforce, contractors, joint venture partners, purchasers of prospects/mines, traditional land owners, protest groups, etc. If the matter must be litigated, the role of the expert witness is critical in pretrial planning, negotiations, mediation and litigation management, so a few guidelines are provided. Whilst dispute resolution has a legal context, the paper is written from an AusIMM technical professionalÆs perspective, emphasising practical long-lasting pragmatic solutions.

A knowledge of the value of the activity coefficient of cobalt oxide in slag as a function of composition and temperature is necessary if effective strategies are to be devised to maximise the recovery of cobalt in nonferrous smelting processes. This work reviews previous studies and shows that comparison and evaluation of the results is hampered by variations in the choice of standard states for the species. Published results have been recalculated to a common set of standard states with a preferred value for the Gibbs free energy of formation of cobalt oxide. It has been shown that the value of the activity coefficient of cobalt oxide referred to the solid standard state in iron silicate slags is approximately two, at temperatures from 1523 to 1623¦K. It is suggested that some contradictory results are most likely due to errors in the measured partial pressure of oxygen.

The Brisbane Airport Link Project (AirportlinkM7) includes the design and construction of more than 12.5 km of tunnels, with the Kedron interchange including four ramp tunnels that intersect with mainline tunnels and result in caverns with spans of up to 26 m. These caverns are in highly variable ground conditions with less than 35 m of cover underlying residential neighbourhoods and commercial properties. The Kedron caverns were constructed using the sequential excavation method (SEM). Owing to complex geometry and excavation sequence, the caverns were designed based on numerical modelling methods, including both two- and three-dimensional models. These numerical methods were used to develop a suite of support types with excavation sequences for the expected range of ground conditions. A combination of methods that included in-tunnel monitoring (convergence monitoring and extensometers), probe holes, endoscope probes, face mapping and ground settlement measurements were used to verify performance of the tunnel support systems and to select and refine the appropriate support system for each section of the caverns. The construction monitoring data indicated that numerical modelling can provide a good basis for predicting the performance of large-span underground openings in highly variable ground conditions. Hydraulic mining shovels can be successively used at open-pit mining operation in severe climatic zone with air temperature interval from -700C to +450C typical for some northern region of the world particularly of Russia, Canada and Sweden, if they would be equipped by special preheating facilities for their diesel engine, water, hydraulic oil and lubrication systems. All shovels manufactured by the Komatsu Mining Germany GmbH for operation at ambient air temperatures down to -50¦C have cast and forged structural design elements, bolted connections made of special steel grades, electric cables with special insulation, flexible high-pressure hoses manufactured by ICE-Champion with connectors made of special steel grades.Generally at the temperatures below -25¦C the ordinary machine has to be stopped, the attachment should be placed in the parking position, the generator should be switched on, or the external electrical power supply connected, for the preheating equipment. For rapid start-up in winter after a long shutdown of a hydraulic shovel, there is a procedure for preheating of the main systems. It is applied for the following systems: engine cooling system, engine oil, hydraulic oil, pumps and drive motors of the propel gears, electric cabinets, machinery house, especially near the ventilation inlets and outlets.Start-up of the main drive engine is permitted at a hydraulic oil temperature of -20¦C, when it has a viscosity of 1000 cSt. In this case the rotation speed of the diesel engine crankshaft is lower by two times than the nominal value and this is the most favourable condition of start-up of the engine and hydraulic pumps and motors, which work with half of their rated rotation speed until the hydraulic oil reaches a viscosity from 100 to 10 cSt. After that the hydraulic system and the entire shovel begin to operate under normal conditions.

"Water evaluation and management during mining exploration and operational activities is crucial to minimise direct and indirect operational costs and also in delivering mining companies the less tangible, but equally critical æsocial license to operateÆ.Mining is often carried out in remote areas, where the mine will be the most significant and visible user and potential contaminator of water resources. However, wherever it is located, a mineÆs use of water must be managed in the context of two key aspects: the natural parameters of the resource; its abundance, its temporal variability and its chemical and physical qualities other users of the resource; other industry, potable water supplies and ecological requirements of local habitats.It is vital, therefore, that this commodity be assessed to an appropriate degree to help establish the viability and sustainability of the mining project and identify those other stakeholders who may be affected by the mining companyÆs activities.This paper outlines the background to catchment-scale model and presents a cost-effective method for establishing a robust water baseline and creating a water management tool to be used throughout whole mine life cycle. Numerical surface and groundwater modelling has long been established as a tool for reactive management, following collation of yearsÆ worth of data. Now, using freely available remote sensing data and desk study information, analytical modelling techniques can be used cost effectively to provide mining companies with a tool for assessing and managing their water consumption requirements at the outset of a new project venture.The paper includes a selection of case studies to show how the use of analytical modelling can be used as an evaluation and management tool to help not only assess general watershed parameters and water availability but also how it can be used as a tool to provide decision makers with the information to complete æwhat if?Æ scenario assessments. The Clyde Power Project, and its Clutha Valley Development forerunner, has taken widespread investigations for various hydroelectric purposes both along the valley floors upstream from Alexandra and on the higher schist terrain. As part of this work the nature and extent of many of the alluvial deposits have been resolved and the ages established with varying precision. Gold values have been approximately appraised in some areas as an element of environmental assessment.

In November 1986 the Australian Minerals and Energy Council (AMEC) endorsed an "Australian Code for Reporting Identified Coal Resources and Reserves" for use by the Federal and all State Governments. Before this endorsement there were six different coal codes in use in Australia. The code is broad in nature to accommodate the wide range of coal deposits in terms of rank, quality and geological environment, that are present in Australia. In the code, Resources refer to all of the coal in situ which may have potential for use and the various categories indicate the level of confidence of the assessment. Reserves are those Resources which are planned to be mined and for which such planning has been undertaken. Only minimum guidelines are set by the code and the onus is on the estimator to state clearly the criteria used in any Assessment.
