IT will be recalled that the first professor of metallurgy in the United States, appointed in 1855, never really gave any instruction in metallurgy and gradually turned into a professor of mineralogy. Metallurgy was included with. mining in the early curricula, two students who took the B.S. in mining engineering from the Polytechnic College of Pennsylvania in 1862 wrote their graduation theses on the metallurgy of copper and zinc, respectively. Even after Columbia School of Mines established, in 1868, a separate curriculum leading to the Ph.B. degree in metallurgy, very few students elected it,* preferring to take the mining degree, since they received in its curriculum nearly all the metallurgical instruction they would have in the metallurgical curriculum. For many years a large proportion of the men who attained prominence in metallurgical enterprises had taken mining rather than metallurgical degrees. METALLURGY Clifton Sorby's study of thin sections of rocks under the micro¬scope, beginning in 1850, and its subsequent development by Zirkel and others, had made microscopic petrography a recog¬nized department of geological research as early as 1873. . It was inevitable that the idea of studying polished metal surfaces-¬under the microscope by reflected instead of transmitted light would occur to investigators. Sorby himself did it in 1864, and Adolph Martens and Floris Osmond may -be especially named among the many European workers who, by the late eighties, had so developed the, necessary techniques that they were able to photograph polished metal surfaces at magnifications as high

INTRODUCTION After a mining company has discovered a mineral deposit, the problem is then how to mine and process that deposit the best way. The principal problem facing managers or engineers who must decide on mine plant size, equipment selection, and long-range scheduling is how one can optimize a property not only in terms of efficiency but also as to project duration. Mine opti¬mization is dependent upon the interaction of con¬tributing parameters which leads to maximizing the net present value (NPV) Realistic mine planning is the key, to the analysis. The process is to be used when evaluating undeveloped properties or when a complete revamping of existing facilities is scheduled The proc¬ess is not intended for detailed mine design but rather for property evaluation and feasibility studies. The derivation of the various input parameters will only be discussed to the point where a meaningful correlation can be made with the overall analysis. The interrelationship of the parameters will be the central point because most company guidelines and financial analysts have their own standards when deriving the various inputs. Assume that the data is totally acceptable and pro¬vides at least the following categories of information and guidelines- (1) mineral and waste inventory; (2) geologic, hydrologic, and geotechnical criteria; (3) topographic layout including property boundaries; (4) metallurgical flowsheet, recovery and design criteria; (5) access, water, power, and environmental base-line study; and (6) financial constraints (minimum rate of return, payback period, etc).

MINING methods and customs in many districts of England are to this day strangely bound about by the records and traditions of the past. In some mining fields this is more apparent than in others, yet it is everywhere in evidence, for Cornwall with her mines under the sea, Wales with her famous quartzites, and Derbyshire with her remarkable cavern deposits, are all tinctured with quaint customs that have come out of the almost forgotten past. Here, modernism has never replaced tradition, and many of the laws are woven of the woof and warp of ancient custom. Indeed, these things exist because they have come to be part and parcel of the civil laws. And these laws are observed with meticulous care and accorded all the reverence due their venerable age. All activities pertaining to the mining of metals are hedged around by curious and ofttimes clumsy laws, each minute and trivial detail being covered by the civil code, and each petty law enforced by an ofttimes pompous official.

THE following experiments were conducted in order to study the influence of the rate of cooling through and below solidification on the dendritic structure (macrostructure) and microstructure of some hypoeutectoid steel. The steel selected was of commercial grade and had the following composition: C, 0.40 per cent.; Mn, 0.85; Si, 0.70; P, 0.099; S, 0.043. After melting in vacuum in an Arsem furnace, the various samples were allowed to solidify and to cool to room temperature as indicated in Fig. 1. Samples were thus obtained representing all possible combinations of slow and fast cooling through the various ranges of temperatures indicated, namely: (1), zone of solidification or primary crystallization, (2) zone of granulation, and (3) zone of secondary crystallization. The location of the different temperature zones in the iron-carbon equilibrium diagram is shown in Fig. 2. The authors adopted. Belaiew's notations. The designations of the various samples readily indicate their treatment, as will be apparent from Table 1.

During the year 1945, the drilling pace in West Texas increased above that in the year 1944, and represented the highest number of well completions since 2941. The 1680 new wells drilled 8,287,958 ft. of hole for a per well average of 4933 ft. This depth is approximately 30o. ft. deeper than the average for the year 1944. Although the deepest well drilled in West Texas (Phillips Petroleum Company's Ada Price No. 1, in Pecos County) was completed during the year. 1944 to a depth of 15,279 ft. and tested the Ellen-burger horizon, the producing depth record for West Texas was set during the year 1945 with the completion of Amerada Petroleum Corporation's Jones No. I-A, in the Jones Ranch field, Gaines County, which now is producing at 11,422 ft. from the Devonian formation.

IN this day of steady progress in the mining industry, especially along mechanical lines, the question of whether to discard present equipment for that of a new type often engages the minds of many officials of mining companies. The rapid strides made from year to year sometimes cause this question to be brought up within a year after new equipment has been purchased and installed. It is a moot question whether a machine that has been purchased last year should be replaced by a new one put on the market this year. As I see it, the reasons for the replacement of present equipment may be summed up as follows: (1) because of increased safety; (2) because of legal regulations; (3) because of increased profits. I think all of us, as engineers, will endeavor to put in as safe equipment as it is possible to devise. The tendency of mining companies in that direction is very gratifying.

The Washoe plant, 1 in Anaconcla. Mont., together with the local street-railroad, ranches a. foundry and machine-shop a brick-plant and the Montana hotel, form a property under one management; to which should be added the mines in Butte owned by the company, from which part of the ore-supply of the plant comes. The Anaconda Copper Mining Co., controlled by the Amalgamated Copper Co., was reorganized under the laws of Montana in 1893. A map of the plant, showing the numerous departments and illustrating the details of tracks, pipe-lines, and charging-stations for compressed-air locomotives, is given in Fig. 1.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." THE Board of Trustees, made up of three from each of the four societies, conducts the business com- mitted to United Engineering Society by its Founder Societies under its Charter, the Founder's Agreement and the Library Agreement. A draft of a budget of revenue and expenditures for the ensuing calendar year is presented each September to the secretaries of the Founder Societies for the information and comment of their governing bodies. After revision, the budget is adopted, by the incoming Board of Trustees at its meeting in January.

IN view of the many articles that have been written on the proper classification of mining systems without so far having produced any particular tangible results it might seem that the subject is hopeless of solution. I do not believe that is so, and my intention in contributing the following outline is to present a slightly different viewpoint. Too much attention is often focused on unnecessary details and not enough on general principles. Too much attention and emphasis is often given to the system employed at one particular mine or in one particular district. In addition, names that are entirely misleading are applied to mining systems, and their adoption by the coming generation perpetuates a condition that needs clarification badly. The following classification is the result of several years of practical experience in mining and also several years' practice in teaching the same subject. It therefore represents a broad picture of the entire field of mining systems from the viewpoint of the miner as well as the teacher. It seems that the difficulty in the past has been in reconciling these two viewpoints. The need of such a reconciliation requires no explanation.

Calculating machines permit the use of the more rapid cotangent and semigraphic solutions of plane triangulation. The results of these methods are as accurate as those of other methods. Simple adjustment of the net, and ease of calculation encourage more complete field work. Errors in field work or in computation are easily localized.

Plans for a multi-million dollar uranium mill in southeastern Utah were confirmed by Vanadium Corp. of America officials. Atomic Energy Commission has been dickering with two private firma for mill construction at Hite, Utah and Shiprock, N. Mex. Colorado Fuel & Iron has contracted to purchase all manufacturing business, plants and inventories of John A. Roebling's Sons Co., through a wholly owned subsidiary. CF&I currently the nation's ninth largest steel producer, will operate the new subsidiary under the Roebling name.

AS good health is the most important asset in life, the development of healthful conditions should be the one common meeting ground of agreement between management and labor. Health should not be a subject to be pulled apart, shoved around, or bargained about. Differences of opinion may exist in the procedure and techniques employed in approaching the goal of maintaining the health of workmen, and in the method of increasing the ultimate profit of the employer by improved working and living conditions. Such matters are doubtless appropriate subjects for discussions between the interested parties, but techniques are only tools. If an employer fails to remedy a hazard or a menace which contributes to poor working condlions, this constitutes a legitimate grievance. It should not be necessary, however, nor is it desirable that fundamentals of health maintenance become matters of collective bargaining, any more than should the principles of management and engineering. I have been especially concerned during the last few months with the propaganda in collective bargaining negotiations throughout the country for including in union contracts a given number of days of sick leave with pay. The operation of Kennecott's Bingham Canyon copper precipitation plant, one of the world's largest, is described. This description includes a brief historical review of precipitation at Bingham and the general layout and operation of the present cone cementation facility. Current practices are based on results of studies undertaken to define improvements needed in each unit operation. These improvements were required to meet changing plant conditions and were implemented primarily within the constraints of the existing facilities. Specific unit operations included were the cone precipitators, the cone discharge thickener, the cone effluent settling basins, and the plate and frame filter presses. As a result of these improvements, loss of precipitated copper decreased and the degree of precipitation increased, raising copper recovery by 9 t/d. At the same time, iron consumption was reduced by 22.5 t/d. Problems in drying the cement copper were also overcome so that a product containing 12 - 15% moisture could be consistently delivered for smelting.

Using a combined decoration and etching technique the dislocation structure of annealed and deformed a brass has been studied. Annealed crystals revealed a low density forest and well-developed subboundaries; lightly deformed crystals contained discrete groups of dislocations. The dislocation density and the number of dislocations in a group were obtained from the micrographs. Using slip-line data, the mean path of a dislocation and the configuration of groups along an active slip plane have been deduced. Observations on secondary and cross-slip are reported. It has been the aim of many investigations to obtain detailed knowledge of the dislocation patterns which are present in metals before and after their deformation. The "decoration" of dislocations with impurity atoms has been considered as one of the promising experimental approaches, and much work has been done to develop this technique for revealing dislocation sites in metals. Following the early work by Castaing,' Castaing and Guinier,' and Lacombe and Berghezan~ on aluminum-rich aluminum-copper alloys, dislocations in this material have been studied extensively by others.+' In these alloys the dislocation sites act as nuclei for the precipitation of the second phase. The main results of the investigations on aluminum with copper are: i) the confirmation of the earlier contention that subboundaries consist of dislocation walls, ii) that many more dislocations are found in slip bands than in regions where less glide had taken place, iii) the observation of individual dislocations, lying nearly parallel to the surface investigated, and iv) that parts of dislocation loops, apparently emitted from a dislocation source, could be made visible. Recently, Jacquet, Weill, and Calvert have succeeded in revealing nearly concentric dislocation loops in quenched A1-4 pct Cu and thus indicated directly the existence of dislocation sources in a fcc metal specimen of normal dimensions. Another decoration method developed by Dash10'11 and applied to silicon crystals makes use of diffusing copper to the dislocations from a surface deposition. The dislocation pattern can then be observed by an infrared technique. His results include evidence for symmetrical and spiral Frank-Read sources, and for arrays of dislocation loops which follow simple crys-tallographic directions. THE Tennessee Copper Co.'s mines are in the southeast corner of the state of Tennessee. Polk Co., in the well-known Ducktown copper basin. Their new circular production shaft will eventually be the only ore hoisting shaft, and is located for handling ore from Boyd, Calloway, Mary, and Cherokee mines. A circular, rather than a rectangular, shaft was decided upon because: 1-The circular shaft section is stronger when lined with concrete. Reinforcing steel was not required, thus reducing lining cost by one- quarter. 2-Water sealing was desired; it was thought it could best be done with a concrete lining followed by pressure grouting to eliminate water seeps. 3-The shaft labor saving equipment could best be used in a large opening, so the round section was made for economy, sinking, mucking, concreting and water sealing. Less shaft steel is used than could have been possible with steel sets. There are no posts required; center beams and Tee plate assembly placed at 10 ft hold the 100 lb steel guide rails. The shaft is 12 ft 7 1/2 in. ID of the concrete walls. This is large enough for two 10-ton hoisting skips and a ladder compartment. One of the skip compartments is for hauling equipment. The grouting equipment was a 2%xlO-in. Gardner-Denver grout pump, air powered and developing 1000 lb pressure. A grout mixer, also air driven, fed the mixed solution into a tank coupled to the pump suction. Grout materials used were mostly water and Portland cement. Some Bentonite was used to seal porous ground near the surface.

Much new data on the flow of gases have been discovered by recent experiments by the United States Bureau of Mines and others. Although additional investigation is still desirable, the information now collected seems sufficient to attempt a tentative coördination of the friction factors. This study is confined entirely to fluid friction when the density throughout the duct is so nearly constant that it may be so considered. In the subsequent discussion the following notation is used: v = mean velocity of fluid in duct, feet per second. v' = mean velocity of fluid in duct, meters per second. R = hydraulic radius of duct, feet. R' = hydraulic radius of duct, meters. S = the hydraulic slope. P = pressure absorbed by friction, pounds per square foot. p = pressure absorbed by friction, pounds per square inch. p' = pressure absorbed by friction, kilograms per square centimeter. The basic formula for the flow of all fluids at constant density appears in the three following forms, which may be denominated: (a) The slope formula, v = CRS (b) The ventilation formula, " n = (c) The pipe formula, C is Kutter's coefficient, which is extensively applied to the flow of water in ducts and channels of all kinds; E is Atkinson's coefficient, used principally with air in ventilation problems; B is a coefficient conveniently adapted to studying the flow of water, gases and vapors in pipes. 312
