THE research and policy committee of the Committee for Economic Development, a non-profit research organization composed of leaders in industry and the professions, including such prominent figures as Dwight D. Eisenhower, Paul G. Hoffman, and Charles E. Wilson, recently published a report entitled "How to Raise Real Wages." Since its founding in 1942 the CED has initiated many objective studies on matters of national economic policy, and has gained a fair measure of prestige from its activities. The CED's latest report cites the more than three- fold rise in real wages in the United States in the past 50 years and attributes the accompanying improvement in the standard of living to the great in- crease in production per man hour. The report states that in order for production to continue rising in the future with the attendant increase in real wages four basic conditions must be manifest: (1) better methods, (2) more capital, (3) better training of workers, and (4) better management. The report cautions that although prospects for increases in output per man hour are good "it is desirable that steps be taken to encourage such a rise."

INDUSTRIAL Pittsburgh, the center of the coal and iron and steel industry of the world, was host to the Coal Division at its Fall Meeting held there on Oct. 21 and 22 at the William Penn Hotel. The past year has witnessed remarkable progress in new methods of mining and burning of coal and many of the papers on the program discussed these developments. Nearly 100 had registered at the time of the first session on Wednesday morning and this number increased to 168 on Thursday. Owing to the large number of papers on the program, eighteen in all, it was necessary to hold group meetings on Thursday morning, with a capacity attendance at each meeting. . Chairman McAuliffe was on hand early Wednesday morning to open the meeting. George Otis Smith, representing President Lovejoy, came over from Cleveland where he attended the meetings of the Institute of Metals Division. Secretary Parsons arrived later from Cleveland and spent the whole morning with the executive committee of the Division. Doctor Smith, Secretary Parsons, and J. T. Breunich were the official representatives from Institute headquarters.

IN speaking, on the subject, "Engineer-Citizens," at the Lehigh Valley Mineral Industries Conference dinner, on April 26, at Easton, Pa., George Otis Smith, Director of the United States Geological Survey and President of the American Institute of Mining and Metallurgical Engineers, said in part: "It would be carrying coke to Connellsville to bring to the Lehigh Valley the idea that mineral resources are the foundation of national prosperity. Unfortu-nately, however, this obvious, fact is not everywhere recognized. Too many of our economists, journalists, statesmen and other dopesters of present business con-ditions stress the human factor so strongly that they overlook the material with which men work out their destiny. To them the financial psychology of Wall Street and the political logic of Capitol Hill and the business commonplaces of Main Street all loom far larger than the geology of the Lehigh Valley or the engineering triumphs of Bethlehem, or, the creative thinking at Lehigh and Lafayette. "The present situation in the industrial and .business world is a complex of interacting causes and reacting effects not easily itemized and entered on our trial balance sheet. But, chief among the liabilities of today is the excess of production capacity in most branches of industry. The farmer has no. monopoly in his desire for relief. Whether your professional connections are with steel or cement, coal or oil, copper, or zinc, you; know too well that for, the moment America is over-engined, and you keenly realize the ever-present hazard of industry speeding up regardless of the curves or grades just around the corner.

The chloridizing mill of the Standard Reduction Co. is located about 75 miles south of Salt Lake City on the Tintic branch of the Denver & Rio Grande Western R. R. and 12 miles from the Tintic Standard mine. The daily capacity is 200 toss of a siliceous, low-grade, silver-lead ore from this property. It has operated continuously since it was started in January, 1921. The process consists essentially of a chloridizing roast followed by a percolating leach with a nearly saturated solution of common salt, acidified with sulfuric acid, the precipitation of silver on sponge copper and of copper and lead on tin-plate cuttings. The precipitates are shipped to a smelter. Some of the general ideas involved are said to have been used by Augustin in England, in 1840. A number of textbooks treat of the subject, especially the chloridizing roast followed by a leach with sodium hyposulfite or amalgamation. The process was revived in this district by Theo. P. Holt, N. C. Christensen, the Bureau of Mines, and others. The revolution in equipment for blasthole drilling, ore loading, and ore hauling has been so rapid over the last ten years that it has generated an important new profit potential in the mining industry. With the new high-capacity machinery now available, it is possible for a mining enterprise to earn a profit from larger and lower grade orebodies than ever before despite the ever-increasing burden of rising costs. Just what such equipment can accomplish when coupled with improved mining practice has been demonstrated with startling success at the No. 1 mine of Minerva Oil Co. near Cave-in-Rock in Hardin County, Ill. The No. 1 is an underground operation which has been producing fluorspar and zinc ores and concentrates continuously since 1944. A few years ago, when the mine neared the familiar cross-roads where rising costs, increasing tonnages, and relatively static product prices converge, company officials decided to bolster the operation with new mobile equipment. They chose three machines which proved so effective that output at the No. 1 doubled between 1963 and 1965,while costs dropped by about 40% in the same period.

I. INTRODUCTION. SINCE the discovery of silver at Cobalt, Ontario, in 1903 more than 100,000,000 oz. of silver have been produced b: the mines in the Nipissing district, and there is reason to believe that at least as much more will be produced in the next five years. The estimated value of the aggregate output o ore to the end of 1910 is $48,327,280. The ore yielded 93,977,833, oz. of silver and was mined at a net profit of about $26,000,000. For 1910 the production was 30,558,825 oz. valued at $15,436,894, and yielding a profit of about $9,000',000 The details of the production of the Cobalt district for the years 1904 to 1909, inclusive, are given in Table I. ANNOUNCEMENT on August 6 of the historic event of dropping an atomic bomb on Hiroshima, Japan, was more dramatic even than V-E day, since that had so long been forecast whereas the bomb production had been the best-kept secret of the war, even though at one time more than 100,000 people had been at work in connection with its production, and some two billion dollars had been spent on the project. Mining men had long been aware of an unexplained abnormal interest in uranium production, and suspected that something of the sort was on foot, while metallurgists were aware that various men of their acquaintance were engaged in some top secret research. The first announcement was soon supplemented by other official releases which told more about the research laboratories for theoretical and pilot studies, and the plants in Tennessee and Washington, but none of them made clear what the modus operandi is of these terrific bombs. Inquiry at Colum. bia University, where Dr. Dunning and his associates had succeeded in 1939 in splitting the uranium atom, and where laboratories known only as SAM have been feverishly active since the beginning of the war, was unproductive, since none of those officially connected with the project could give out anything beyond the official releases.

THE TERM "physical metallurgy' is used in the title of this lecture in preference to "metallography ?because the former has a broader meaning with most audiences, some people thinking of the latter as being limited to work with the microscope. This distinction, how- ever, has not been held by the out- standing workers in the field of metallography, such as the late Professor Sauveur. In the broadest sense metallography is essentially the same as physical metallurgy. The American Society for Testing Materials has adopted-the following definition: "Metallography is that branch of science which relates to the constitution and structure, and their relation to the properties of metals and alloys." This definition might be improved by adding after "properties" -"and their industrial and scientific uses." Metallography has also been defined as the science of metals and alloys. Physical metallurgy is to be distinguished from process metallurgy in that the latter relates particularly to the production of metals from the ores.

Three explosives with different detonation characteristics were tested by studying their cratering ability in a granite-gneiss. The strain wave generating characteristics of these explosives were also studied in the same rock medium. Correlations between the relative performance of three explosives as evaluated by crater studies and other methods of evaluation are indicated. Numerous test methods have been employed to evaluate the output performance of explosives; for example, the underwater explosion method, the airblast method and the ballistic pendulum method.'*' For blasting applications, the study of explosion produced craters and explosion generated strain waves are the most meaningful. This laboratory has employed these techniques extensively for many years and has shown that the detonation properties of explosives and their ability to generate strain waves in rock are related and that the amplitude and shape of the strain wave is related to some of the crater parameters such as slab thickness and fly rock velocity.3'11 However, a good comparison between the relative performance of explosives as determined by the crater and strain wave methods had not been made. The purpose of this investigation was to determine if the relative performance of three explosives as determined by the crater method shows a correlation with the relative performance as determined by the strain wave method. If a good correlation exists between these two sets of relative performance, it should then be possible to relate the detonation properties of an explosive to its ability to break rock in a crater test. In most commercial blasting operations, the diameter of the blast hole remains constant even though the type of explosive may change. In general, it is the explosive volume rather than the weight which remains constant when two or more explosives of different density are compared. Therefore all tests in this investigation were conducted on a constant volume basis rather than on a constant weight basis. TEST SITE AND ROCK PROPERTIES The tests described in this paper were conducted at a granite quarry owned and operated by the Consolidated Quarries Div. of the Georgia Marble Co. at Lithonia, Ga. The tests were performed in an area where the exposed rock surface was nearly horizontal and where the general rock mass had few joints or faults. The rock has an apparent sp gr of 2.6 and a longitudinal propagation velocity of 18,000 fps. The characteristic impedance of Lithonia granite gneiss is 53(lb - sec/in3). EXPERIMENTAL PROCEDURE There are many parameters which must be considered in the study of explosion-produced craters. The role played by each variable in the explosive-rock-crater system can be determined by experimental techniques in which one parameter is varied while others are maintained constant. In this investigation, the crater geometry was studied as the depth was varied for each of three explosives. The explosive volume and rock-type were held constant for all crater tests. The experimental arrangement used in performing the crater tests is illustrated schematically in Fig. 1.

Serrated plastic flow in stable austenitic alloys based on Fe/Ni has been shown to be related to the presence of carbon and/or chromium in the systems. Strength peaks and plateaus in the serrated-flow temperature region for a commercial alloy correlate with an increased dislocation content, arising, presumably, from enhanced multiplication as a result of a strong interaction between dislocations and solute atoms. The data generally support a mechanism controlled by migration of vacancies, with the energy for vacancy motion being modified by the presence of chromium. Chromium atom -dislocation interaction is responsible for effects above 500°C, whereas the defect interacting with dislocations between 200" and 500°C is suggested to be a carbon-vacancy Pair. ThE phenomenon of jerky flow, serrated flow, or the Portevin-le Chatelier (P-C) effect in austenitic stainless steels is usually attributed to substitutional at1,2 mospheres1,2 or to precipitates&apos;-4 which form at dislocations during plastic deformation. On the other hand, evidence exists which supports a direct inter-stitial-dislocation interaction mechanism for serrated flow in fcc Ni-C,5,6 Ni-H7-9 and in nickel-austenites containing carbon." The present work consists in a study of serrated plastic flow in stable austenitic al-loys. The effects of carbon and of chromium were investigated separately, and a commercial stainless steel with different levels of interstitial impurity concentration was studied in an attempt to delineate the combined effects of the alloying elements. EXPERIMENTAL TECHNIQUES a) Materials and Fabrication. A commercial AISI 330 stainless steel and several specially prepared aus-tenitic alloys have been studied. The experimental alloys were prepared by arc melting the constituents under purified argon. Analyses of the materials are given in Table I. The commercial alloy was obtained as 5/8 in. bar stock and rolled to 0.092 in. sq, with several intermediate anneals. At this stage some of the material was annealed in Pd-purified hydrogen at 1100°C to establish different levels of interstitial content. All other heat treatments were in vacuum (10-5 torr). The "pure" alloy ingots were swaged to 0.120-in. rod and annealed in Pd-purified hydrogen at 1100°C. The analyses for these conditions are also contained in Table I. Sonon. were obtained by either swaging or cold drawing. The test results did not vary with these techniques. b) Specimen Preparation. Two sizes of specimen and two gripping systems were used. i) 0.070-in. wire with a chemically milled gage section: 0.75 in. long, 0.060 in. in diam. These were fastened into grips containing tapped grooves. ii) 0.050 in. wire, gage length 1.5 in. Ball bearings were welded to the ends of the wires and the gage length was taken to include all material between the welds. Socket-type grips were used with these specimens. With specimens of type ii), joining was performed in a specially constructed brass jig, under argon, and automatic timing was utilized in the procedure. No adverse effects of welding were noted. Specimens were encapsulated and solution treated for 1 hr at temperatures selected to produce the same average grain size, -50 µ. Annealing twin boundaries as well as normal crystal boundaries were counted. The temperatures used are listed in Table 11. Table 11. Specimen Size. This is an era of " expansion; and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confreres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary, relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. In like manner, the engineer, whose report was, as I have said, formerly confined to the determination of the geological and other cognate features of a mining enterprise, is now expected, not. only to embody information on these subjects in his report, but also to give his opinion whether the property offered for sale in pursuance of such an enterprise is worth the price asked for it. Moreover, if he recommends the purchase of a property, he incurs a certain moral responsibility for its efficient manage-

THE Aldrich Mining Co. holds under lease from the Illinois Central R. R. Co. about 14,000 acres, in the East half of Township 12, Range 12 `V., in Marion county, Alabama, and owns other lands, of which about 1,000 acres adjoin this leased tract, making a total area of about 15,000 acres, all of which is underlain by the coal-seam upon which the company is operating. This seam is nearly horizontal ; and a ravine, diagonally crossing the tract, exposes the outcrop on either side for about 2 miles. The territory has been so divided that nearly the whole of it can be worked out by two collieries. The mines at Brilliant were opened in the Fall of 1898, and shipments began in the following spring. The original plan was to furnish steam-coal for locomotives to the Illinois Central R. R. Co.; and upon this expectation the investment of capital was made. The field was entirely new; and the softness of the coal at the outcrop induced the belief that it could be very cheaply mined. A contract for the delivery of a large quantity of coal to the railroad was accordingly executed. But with the advance of the entries to increasing distances from the outcrop, the coal proved so hard that it could no longer be drilled with a breast-auger; and the expense of mining became so great that the contract for cheap steam-coal had to be cancelled. It became evident that the work must be done with machinery and explosives, if it could be profitably done at all. On the other hand, the excellent quality of this coal opened, at the same time, a possible market not specially contemplated at the outset-namely, that of a first-rate coal for domestic and general uses. IN times like these, the A. I. M. E. and similar societies have their greatest usefulness. . . . Individuals and companies acting alone in the development of public opinion are merely voices crying in the wilderness. United and organized they make a great force that can and does influence public action. . . . What part, if any, then, shall the A. I. M. E. take in these great stabilization processes of civilization? Shall it help to give direction and force to scientific knowledge which comes within its field of activity or shall it merely develop more of it? . . . Is it the A. I. M. E.&apos;s function to help bring system, order and direction out of this situation so that the world can again have forward economic movement, or should it rest on its oars until other agenciess develop that public understanding and direction so necessary for economic progress? As we understand the functions of the A. I. M. E. Petro¬leum Division, they are to discover and promote knowl¬edge for the benefit of society on the mining of oil and gas. To the individual member of the Petroleum Division, there are certain advantages of social and professional contacts, but the collective purpose is that described. And the individual is benefited by membership only as the Division measures up to the purposes of its existence. Consequently, the welfare of this Division and that of its members depends on the extent to which it keeps pace with the needs of society on matters relating to the mining of oil and gas.

THE fall meeting of the Petroleum Division, held at Tulsa, Okla., on Oct. 11 to 14, devoted two days to technical sessions and two to field excursions. A representative attendance of 250 to 300 engineers and operating officials engaged in oil production marked the sessions and paid close attention throughout to a notable series of highly technical papers. Restricted as the program was to consideration of production problems only, the time proved too short for discussion or even the presentation of the 20 papers submitted. Much informing and pertinent discussion none the less took place, and the sentiment was general to the effect that the meeting was one of the best ever held by the Division. The meetings were held in the auditorium of the Municipal building and local arrangements were well looked after by the Mid-Continent Section of the Institute and the Oil and Gas Association. The combination of the three organizations served to bring together engineers and operators most usefully. F. Julius Fohs, chairman of the Division, presided at the sessions on Monday. Tuesday morning John M. Lovejoy of the local section took over this responsibility in the absence of T. E. Swigart, who was detained in California. The afternoon session was presided over by A. G. Heggam of the Oil and Gas Association and the Tuesday evening banquet by W. C. Franklin of the same organization.

[SECRETARY&apos;S ]NOTE.-The following notes, arranged and edited in this office, but not yet revised by the author, were placed at my disposal with much modest hesitation (due to their incomplete and fragmentary character), upon my earnest request, and my argument that such recent and trustworthy data concerning a new and important mining industry ought not to be withheld from our Transactions, simply because they are not sufficient to constitute a, complete academic treatise on the subject. This argument is recommended to the attention of many other members, who are waiting for the opportunity to contribute something "monumental" to our Transactions. In a number of instances, death has nulli¬fied this ambition, and the intended "monumental" contribution has turned out to be an obituary notice by the Secretary, instead of a valuable record of the professional experience thus hopelessly lost to the world.-R. W. R.] The official publications of the the Russian Government give fairly complete statistics of the dredges operated in the Empire; and in a recent English bluebook, Mr. Cook&apos;s report on Siberian Trade presents a brief account of dredging in Siberia. The data in Table I. (not given by Mr. Cook) have been taken from the Gold Mining Messenger (Russian) for July, 1905. These interesting statistics, though incomplete, show that the Yenisei dredges are working on poor ground and yield small returns. According to report, but few yield a profit exceeding 10 per cent. per annum on the capital invested. In the summers of 1904 and 1905, I traveled in the Urals as far north as lat. 61° N., long. 61° E., on the the Lozva river, a part of the vast system of the 01) river. This clear-water stream starts from the summits of the Urals at an altitude of 4,000 ft., and flows through a flat country, densely wooded with larch, spruce, pine, fir, birch and poplar. The river is full of fish, and is navigable for good-sized steamers as far as Ivdell. Winter lasts from early November to late April, the temperature rang¬ing from -60° F. to a summer maximum of 90° F. The rain¬fall is 20 in.. The climate is healthy, although mosquitoes,

In October 1939, a drilling program was commenced on the Atlantic seaboard of Brazil, with three steam rotary rigs of medium capacity. One of these was assigned to the State of Alagbas and the other two to the State of Bahia. During the remaining few months of 1939 and during the year 1940, some eight wells were drilled, two in Alagbas and six in Bahia. Two small producers were found in the latter state. In early 1941 three medium-weight Diesel rigs were added to the equipment, thus permitting the drilling of some 15 wells during the year 1941. The two small producers found in 1940 in the State of Rahia were near the city of Silo Salvador. In 1941 three additional small wells were brought in, in the same area, and a further producer on an isolated structure some 75 km. to the northwest of this production. No commercial production has been found in the State of Alagbas. Approximately 26 wells have been drilled or are drilling, six of which are producers— five in one area and one in another. All production in the area of the several producing wells is somewhat less than 2000 ft. and in the other area about 3800 ft. The area of the several wells is known as the Lobato field, and is practically within the city limits of Sao Salvador. The area 75 km. northwest of the city will be known as the Candeias field.

In October 1939, a drilling program was commenced on the Atlantic seaboard of Brazil, with three steam rotary rigs of medium capacity. One of these was assigned to the State of Alagbas and the other two to the State of Bahia. During the remaining few months of 1939 and during the year 1940, some eight wells were drilled, two in Alagbas and six in Bahia. Two small producers were found in the latter state. In early 1941 three medium-weight Diesel rigs were added to the equipment, thus permitting the drilling of some 15 wells during the year 1941. The two small producers found in 1940 in the State of Rahia were near the city of Silo Salvador. In 1941 three additional small wells were brought in, in the same area, and a further producer on an isolated structure some 75 km. to the northwest of this production. No commercial production has been found in the State of Alagbas. Approximately 26 wells have been drilled or are drilling, six of which are producers— five in one area and one in another.
