Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

According to reports in August, Botswana RST's copper- nickel-cobalt smelter at Selebi-Pikwe produced 7 percent above the rated capacity of about 3,500 metric tons of matte per month. This record production occurred after 2 years of plant production difficulties and was brought about by a new management team. A shutdown for furnace maintenance had been planned for this year, but was postponed because of the improvements in production and operations. However, the mining operation continued to face problems relating to higher costs and some outstanding claims. COPPER: Effective December 1, ASARCO, Inc. and Phelps Dodge Corp. reduced their domestic copper prices by 54 per pound. Within a period of 3 days, a11 other producers (Kennecott Copper Corp., Newmont Mining Corp., Cities Service Co. , Copper Range Co. , Duval Corp., and Inspiration Consolidated Copper Go. ) had either lowered or discounted their market postings by 5¢ to 65.625¢ per pound on electrolytic wirebar and 65$ on cathode plate. Between November 29 and December 3, New York merchants decreased wirebar quotations by 1.8¢-2¢ to within a range of 57.8¢-58¢ per pound. New York Commodity Exchange (COMEX) spot-contracted copper in the week was priced at 57. 1¢ on Monday, 56.7¢ on Wednesday and Thursday, and 57.4¢ on Friday, resulting in a 5-day average of 56.9¢, London Metal Exchange (LME) cash (prompt) wirebar averaged 56.3¢ last week, opening Monday at 56.6¢, falling from Tuesday?s high of 57.2¢ to Wednesday?s low of 55.6¢ and closing Friday at 56.1¢. Foreign producers, guided by LME market transactions, lowered wirebar quotes to 56¢ per pound. Copper stocks as of December 3 totaled 187,702 short tons at COMEX warehouses and 654,573 tons at LME depositories, compared to 97,413 and 537,481 tons, respectively, for the corresponding 1975 period.

I. INTRODUCTION. OF primary importance in mine-installations is the hoist, which has a very direct bearing on the successful operation of a mine. Conditions vary greatly with different mines, and especially in different localities. Such factors as depth, incline, the number of levels, permissible or desirable speeds, conditions of ore, etc., are always more or less special in each case. Veins of ore are never exactly duplicated, and the nature of the ground through which shafts are sunk may considerably modify permissible values. As mining-laws are made by the different States, they necessarily vary somewhat, and, even when not fully observed, they introduce factors which qualify the conditions of hoisting men and ore. The amount of timbering required is often of importance as relating to hoisting-conditions. Methods of loading ore affect the time required, as also does the question of the use of cars or skips. Safety-precautions must be very carefully considered, and the number of men in each mine, the number of compartments, and often the method of removing water from the mine, must. have careful consideration. While a general discussion of the subject. of hoisting is possible, most cases are entirely special, and can be considered only in connection with the peculiar conditions pertaining to that particular installation. The cost of installation of the hoisting-plant may be an appreciable amount, while the cost of raising the ore may be but a small part of the total operating-charge. In many cases, however, the output of the mine is limited by the capacity of the hoist, and the latter thus becomes of the first importance. * Presented also, by mutual agreement, at the meeting of the American Institute of Electrical Engineers, New York, N. Seismic areas were in the eastern margin of the Qinghai-Tibet plain, whose structures were complicated, mainly composed of Maowen fault, Yingxiu fault and Pengxian-guanxian fault. The rapid rise of the Qinghai-Tibet plain led the crustal material of the eastern edge to move to the southeast along the faults on a large scale since the late Cenozoic; Minshan block structure and Long Men Mountain tectonic zone represented the strong nappe thrust movement as the east boundary of Chuanqing slip block; the stress was accumulating when squeezed, which to a certain extent resulted in breakdown of the crust, and earthquakes. The shock speed, high-energy accumulation, and the reversed dextrorotation of the earthquake fault characteristics et al. happened, which caused the development of secondary geological disastersts. According to on-site investigation, the typical geological disasters had thrust rock collapse, the instability deposit, the revival of potential debris flow et al. whose genetic model had been analysed.

In conjunction with the research study of the Coronation Mine recommended by the National Advisory Committee on Research in the Geo-logical Sciences and coordinated by the Geological Survey of Canada, Canadian Aero Service Limited per-formed a detailed, low-altitude air-borne survey over a block of ground encompassing the .Coronation Mine. The in-phase/out-of-phase air-borne electromagnetic data are com-pared with "horizontal-loop" ground data with reference to: size and nature of conductors detected; criteria in selection of targets for drilling. In-formation provided by Hudson Bay Mining and Smelting Company on their drilling of the numerous conductors in the area is employed in this comparison. The merits of combining a sensitive airborne magnetometer with an air-borne electromagnetic unit are discussed. The magnetic data are considered very important in assessing conductors as prospects for commercial sulphida deposits in this area of numerous electromagnetic anomalies. Sulfide-ore concentrates containing cobalt, nickel, copper, lead, and iron from the operations of the National Lead Co. at. Fredericktown, Mo., were treated successfully on a laboratory scale to recover more than 90 percent of the cobalt, nickel, and copper. A cobalt -nickel-bearing, lead-copper matte., produced by the St. Joseph Lead Co. at Herculaneum, Mo., was treated to produce a lead-zinc fume, a copper sulfide concentrate, and a cobalt nickel-iron product, netting a recovery of over 75 percent of the cobalt and about 90 percent of the nickel and copper. National Lead Co. bulk concentrates were chlorinated with gaseous chlorine to form anhydrous metal chlorides and sulfur chlorides, sulfur chlorides were recovered by distillation, a high percentage of the ferric chloride was converted to ferric oxide, and the chlorinated residual metals were extracted with water. Metal ions were removed from leach liquors by pH-controlled fractional precipitation as hydroxides. Cobalt solutions "were prepared from cobaltic hydroxide, and procedures were developed to remove contaminating metal ions. Purified cobalt solutions were employed as electrolytes for deposition of high-purity cobalt.

"In November 1942, a preliminary report on the Swartz Mining District by John H. Soule, an engineer of the Bureau of Mines, recommended an exploratory program of diamond drilling. The existence of zinc and lead deposits in this region had been known for many years. In 1943 and 1944, the Federal Geological Survey made a detailed study of the same area. Later work done by the Bureau of Mines in this district followed the suggestions made by these geologists.3/In the latter part of 1944, Felix A. Vogel, Jr., another Bureau engineer, made a study of the Grey Eagle mine in the Kingston Mining District, a few miles northeast of the Swartz district, and his recommendations for diamond drilling were followed in so far as funds permitted. Drilling was started in October 1943 and was completed in June 1945.4/In its program of exploration of Mineral deposits, the .Bureau of Mines 'Ms as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution t national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.With respect to this report, special acknowledgment for assistance is due to C. H. Johnson, chief of the Rolla Division, Mining Branch, and to various members of the Geological Survey."

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent no improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silver-bearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores char because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.

In the following paper it is aimed to present only an outline of the geologic relations of the ores, since the Appalachian geology of Alabama has been discussed by many previous writers, but to describe rather fully the ore of the Birmingham district, and to discuss its relations and probable extent. IT. OUTLINE OF THE GEOLOGY. 1. Stratigraphy. The pre-Pennsylvanians rocks exposed in and along the borders of the valley-regions of Alabama, range from middle Cambrian to Mississippian (Lower Carboniferous), and at the SW. extremities of the valleys these rocks are overlain by coastal-plain deposits of Cretaceous and Tertiary age. Kinetics studies and other rate measurements are reviewed in the amine extraction of uranium and of some other related and associated metal ions. Equilibration' is relatively fast in the uranium sulfate systems most important to uranium-hydrometallurgy. Significantly slow; equilibration-has ' been encountered' in some other systems. Most of the recorded rate information, both qualitative and quantitative; has come from exploratory and, process-development development work, while some kinetics studies have been directed specifically toward elucidation of, extraction mechanisms. In contrast to some other extraction systems, relatively little attention has been given to the kinetics of uranium extraction by amines. This is because investigators have not been troubled by slow extractions. Instead, when rate limitations have been of concern in amine extraction (Amex) process developments, they have been mainly from slow phase disengagement rather than from slow equilibration. Nevertheless, taking uranium together with several other elements that are closely related to it or associated with it in typical processes, a considerable body of rate information has been recorded.

The objective of the Automatic Fire Sensing and Suppression Systems for Mobile Mining Equipment program is to document the design, fabrication, factory testing, 11-month in-mine testing, and final demonstrations of auto¬matic fire protection systems on several units of mobile mining equipment including trucks, front-end loaders, cranes, draglines, coal haulers, and cutters. Proper sealing of all system components from the elements, especially in corrosive mine conditions, is essential for reasonable life-cycles with minimum maintenance. Also, adequate power supplies, wire, connectors, and plumbing with adequate protection from the harsh mine environments and physical damage were necessary during the in-mine tests. The fire protection systems were developed from technology employed during two previous Bureau of Mines contracts: HO122053, Improved Sensors and Fire Sensing Systems for Mining Equipment, and H0232059, Validation Testing of Truck Fire Protection Systems.

"Archean lode gold deposits of both vein and chemical sedimentary types typically have major enrichments of certain rare elements, including Au, Ag, As, Sb, B, W, Se, Te and Bi, coupled with low or negative enrichments of the more abundant and mobile base metals, Cu, Pb and Zn. On the other hand, in massive base metal sulphide deposits Au, Ag, Cu, Zn and in some instances Pb are all enriched by a factor of 200 to 2000 t:'Jf'1pared to background and there is no large separation of gold relative to the base metals.The fluids from which gold was precipitated in veins were at temperatures of 320 to 480°C, at lithostatic pressure, had significant C02, and Na """" K; whereas the fluids which generated base metal deposits were at 250-300°C, at hydrostatic pressure, had C02 < < H20 and Na > > K.Many lode gold deposits are characterized by K, C02 and Si additions to their enveloping rocks, whereas base metal deposits typically have a fixation of Fe, Mg, Si and S in footwall rocks. Lode gold deposits may also have a relatively large halo of low-temperature oxidative, sadie spilitization in enclosing volcanic rocks, where seawater has later streamed into cooling stocks or flows that have initially acted to focus gold mineralizing fluids along thermal contraction fractures. The submarine environment is one hydrologically appropriate for the mixing of two initially independent hydrothermal systems, and the blending of their separate characteristics. Hence, lode gold and base metal massive sulphide deposits appear to be products of two distinctly different crustal and hydrological regimes. The former involves a high-temperature, high-pressure discharge of fluids which probably were generated during dehydration accompanying burial and progressive accumulation of volcanic-sedimentary sequences, with an additional influence of marine water in the near-sea-floor environment. The latter represents thermally driven convection of ocean water at lower temperatures and under hydrostatic conditions.Auriferous fluid systems with only minor base metal content could plausibly be generated during dehydration accompanying burial and metamorphism, when the water-to-rock ratio is low and halogen availability is limited by crustal abundance (- 60 ppm Cl). These two factors may constrain the uptake of the abundant base metals into fluids, but the solubility of rare elements is not constrained by limited fluid; and preferential uptake of Au along with other rare elements may be promoted if such elements compete more successfully for the limited halogens than the base metals, and/or have an alternative complexing agent such as CO or C()j-."

When a gasoline locomotive is used in a mine there is danger of the noxious gases of the exhaust vitiating the air, but if enough air is circulating in those parts of the mine in which the locomotive is used, these gases are so diluted that they are rendered harmless, and the health of the workmen is not affected. In some mines the use of gasoline locomotives is impracticable, though in the majority of mines where they have been tried they have proved to be safe and economical. To determine the limitations that should surround the use of these machines in mines so that they shall not be detrimental to health and so that their economic advantage may be retained, it is necessary to ascertain the volume and the character of the exhaust gases and the amount of these gases that may be safely allowed in the mine air, and also to determine safe conditions of operation. The problem is primarily one of ventilation and like all ventilation problems must be intelligently computed to meet the conditions of each mine. The investigation described in this bulletin was undertaken 'by the Bureau of Mines in an endeavor to obtain exact information on some of the basal questions involved in the use of gasoline locomotives in mines, this investigation being one of many that the bureau has been conducting in its efforts to increase safety and efficiency in mining.

AFTER the completion, in 1905, of the Hammond Mining and Metallurgical Laboratory of the Sheffield Scientific School, Yale University, it became necessary to secure and assay a large assortment of ore-samples, and to arrange the results in such a manner as to admit of use with the least amount of work on the part of the instructor. At first, pulp-samples, together with their respective assays, were secured from the mines, smelters, and public assayers, but this practice did not prove satisfactory. It was not only difficult to secure a sufficiently large supply of material, but it was also impossible to secure the proper assortment required for instructing students. It involved considerable work for the donors to select the samples and furnish a record of the assays, and also for the instructors to examine each pulp and determine its character. Some of the samples did not contain a sufficient quantity of pulp for the student to check his work in case his first assay did not correspond to the record. In order to increase the number of samples and to vary the character of the material, pulp-samples were later mixed with barren rock and with sulphides, but this method also was unsatisfactory and has been discontinued. At present., small lots of ore are secured by gift or purchase from engineers, public assayers, and the managers of mines, mills, and smelters. These lots weigh from 10 to 100 lb. each, and are rarely finer than 0.25 in. in size. The larger samples permit of a careful study by the instructor in order to determine the best method of assaying to be followed. Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today&apos;s large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

IT is the purpose of the present paper, while not excluding chemical considerations, to deal more extensively with some of the physical and mechanical aspects of the blast-furnace process, and to point out its dependence in these respects on well-known laws. The quantity and cost of ore and flux required to make a ton of iron being determined by circumstances over which the furnace-man, under given conditions as to quality and quantity of product, has commonly little control; the principal item of cost, apart from the saving of labor, which he can aspire to reduce, is that of fuel. To determine the limits of possibility in this direction is clearly the first step in d practical inquiry; and this step is represented herewith in Fig. 1, a diagram showing the total useful effect obtained from a pound of fuel under various conditions, and thus permitting direct comparison, under any given conditions, between actual results and the maximum possible results. The following statements will explain the basis upon which this diagram has been constructed. One pound of fuel, containing 90 per cent. of fixed carbon (which represents average conditions), is taken as the unit. The degree of oxidation of the carbon is measured by the ratio of the two oxides of carbon contained in the top-gases. It is necessary to remember that a considerable quantity of carbon is brought in as carbon dioxide by the flux, and to take account of it and of its condition. It is here considered that the carbon dioxide liberated by the limestone does not affect the analysis of the toll-gases, and that the ratio of CO to CO., will remain unchanged by the addition of limestone; enough CO, being reduced by the solution

ELECTROSTATIC methods are used to separate and concentrate or purify granular particles derived from ores or various synthetic and agricultural products. Compared with other separation methods that require many technological refinements, the electrostatic attraction of fibers, grass, and seeds to charged surfaces clan be accomplished under the most primitive circumstances, and the early development of this method of beneficiation seemed very promising. Precise application of the method to provide high selectivity, however, is a complex procedure, and interest in this method declined. During this period Mr. O. C. Ralston initiated a Bureau of Mines research program oil electrostatic separation. It is the purpose of thins publication to describe the development of the electrostatic method of particle separation from the early beginning to the present resurgence of interest. Most of the information for this description bas been derived from references, a few of which were not available for thorough review. Much information has been drawn from the investitions of the Bureau. Acknowledgments Mr. O. C. Ralston, former Chief metallurgist of the Bureau of Mines, began the research program on the subject and did research on the mils literature. Both Mr. Ralston and Mr. H. B. Johnson, former president of the Huff Electrostatic Separator Co., furnished patent references. A critical review by Mr. F. D. Lamb, Research director, and Mr. M. J. Spendlove, Supervisory metallurgist, Bureau of Mines, College Park Metallurgy Research Center, lifts been of much value in preparing this report.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . "The major Archean gold deposits in the Red Lake greenstone belt, which have produced over 374 million grams of gold since 1930, occur near the top of the lower komatiitic to tholeiitic mafic to ultramafic metavolcanic sequence. The upper calc-alkalic mafic to felsic rocks form three discrete and separate ediftces overlymg this lower sequence.The gold deposits are classified according to their stratigraphic or lithologic associations into:1) mafic-volcanic-hosted deposits;2) felsic-intrusive-hosted deposits; and3) stratabound deposits.Group 1 and to a lesser extent Group 2 deposits occur within zones of alteration several square kilometres in extent. The nature of this pervasive alteration can be characterized by comparison of petrochemical data from the altered rocks and their fresher equivalents some distance away. The altered rocks have substantial addition of SiO2> CO2, K2O, As and Sb and subtraction of Na20, CaO, MgO and total Fe. Cr, Ni, Co and Zr appear to have been relatively immobile. Hydrothermal alteration and gold deposition probably accompanied early fumarolic activity and continued during subsequent deformation the metavolcanic sequence, with gold eventually being mobtltzed and concentrated into major vein structures to form the present orebodies. The smaller Group 2 deposits formed by emplacement of felsic intrusions into already altered, anomalously gold-bearing mafic metavolcanics, with the heat from the intrusions setting up parasitic hydrothermal systems which mobilized the gold and deposited it along with minor sulphides in fractures in the cooling intrusions."

The criterion for assessing the accuracy of coal reserve estimates proposed by Philip and Watson (1982) is criticized.Following Royle (1977), it is suggested that the global estimation variance found by geostatistical methods is more appropriate.This method is applied to coal data from the Bowen Basin. This shows that two factors (the inherent variability of the variable under study and the total number of drill holes) have more influence over the accuracy of the reserve estimate than the form of the drilling pattern. Comparisons between the relative errors for different sized regions demonstrate that the spacing between drill holes is of secondary importance. The dominant factor is the total number of holes.Comparisons between the relative errors show that some variables such as sulphur need a much denser sampling than the others to obtain the same level of precision.
