The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

This paper evaluates the effectiveness of remotely applied nitrogen-enhanced foam to aid in efforts to isolate and suppress a mine fire. The foam, in combination with a remotely-installed cementitious mine seal and a novel borehole pressure sampling methodology to determine the location of the suspected ignition source, was used to help control ventilation and inert the area surrounding the suspected ignition source by isolating it from oxygen. This allowed mine rescue teams to safely enter the mine, seal the area, and begin recovery operations to successfully return the mine to full production.

Conventional ground support in accordance with latest state-of-the-art considers proper preparation of geotechnical investigation, structural design, observation during construction and fair risk sharing documents. Depending on the ground, there are different means and methods, reflecting different experiences. The paper is presenting ground support concepts, as mostly used in Europe during the past three decades. It discusses the use of anchors as well as the use of steel arches respectively combinations. It also discusses different applications of plain shotcrete, respectively fibre reinforced shotcrete. As excavation sequence is a major input to create the ground arch, the paper discusses also criteria to create closed ring conditions. Finally deformation criteria will be presented with case histories in order to control stability of the structure.

The 73rd Street Tunnel Project is part of “The Tunnel and Reservoir Plan” (TARP)also known as the Deep Tunnel Project, and is located in the Village of Bedford Park, County of McCook, State of Illinois. The project consists of a ø 4.42 meter × 2,060 meter long (14´-6? bore, 6,760 foot)tunnel. The completed tunnel is used as a bypass tunnel for the McCook Cup Reservoir Project. The project was awarded to Affholder Inc. of St. Louis, in 2000. The paper describes the project in which a new, high-powered open gripper type main beam machine was used in which high advance rates have been achieved using conventional muck haulage techniques. Features of the project include the installation of rock support consisting of counter-sunk rock bolts that are required to be pull-tested for strength per project specifications. Installation and testing of the bolts are done during the boring cycle. Muck haulage was done by conventional muck car train and hoisting at the construction shaft. As the site layout did not include a tail tunnel, the trains needed to be shuttled at the shaft bottom. Even with the bolting requirements and the muck haulage without a tail tunnel, the Affholder site personnel still achieved high advance rates on the 73rd Street Project.

When most people think of explosives transport they think of a hazardous operation. We all know that we aren’t allowed to transport explosives through tunnels and are discouraged from traveling through heavily populated areas. Popular opinion suggests that explosives transport is a very risky operation. The authors decided to look into this a little more thoroughly and found just the opposite to be true. While there have been some disastrous world-wide accidents involving the transport of industrial explosives, this is not the case in the U.S. Over the past 10 years, accidents related to the transport of explosives used in mining and construction have resulted in 5 major injuries, 11 minor injuries, and no fatalities. Explosives and ammonium nitrate (AN) transport outside the U.S. has not had such a good record; there have been 4 major explosives or AN transport accidents resulting in a total of more than 300 deaths. Most of these fatalities could have been prevented if the accident site had been evacuated once the explosive or AN cargo began burning. The safe history of explosives and AN transport in the U.S. is due to diligent efforts by government, labor, and industry. However, accidents will become more common and disastrous if we become complacent.

Research was undertaken by the Bureau of Mines to assess the technical feasibility of smelting cement-copper precipitate in an electric furnace to produce commercial-grade copper. The blister-grade copper produced in smelting was refined by gaseous oxidation and reduction methods to rive a product equal in quality to fire-refined copper. The cement copper used in the study was typical of the material produced in commercial operations. The sample product was received in a partially oxidized state and analyzed 77.5 percent Cu, 3.4 percent Fe, 0.8 percent Pb, 0.05 percent Ni, 0.6 percent Sn, and 0.9 percent S. Smelting tests were made on the precipitate using laboratory-size induction and electric-arc furnaces. Three types of furnace linings were tested during, the investigation: Carbon, including graphite; clay-graphite; and silicon carbide. Although all proved satisfactory, either carbon or graphite was preferred because of their superior refractory properties and low permeability to molten copper. Copper recoveries in the induction and arc smelting tests averaged 92 percent in commercial-grade metal assaying 99.8 percent copper. Refining the molten copper by oxidation and gaseous reduction or by chlorine lancing increased the purity to plus 99.9 percent.

Although two-entry yield pillar-based gate roads supported by wooden cribs have been commonly used throughout longwalling in the Wasatch PlateadRoan Cliffs coalfield of central Utah, a three-entry yield-abutment gate road configuration was recently trialed in the Hiawatha Seam at the Genwal Resources (GRI) Crandall Canyon No. 1 Mine, near Huntington, UT. Pillar, entry, and cable bolt performance were monitored through second panel mining using a fairly extensive array of geomechanical instruments installed over a span of four crosscuts. Ground pressure and entry closure measurements confirmed that the 9.1-m-wide (30-ft) yield pillar was partially shielded from first panel longwall loads by the 36.6-m-wide (120-ft) abutment pillar, and consequently, experienced only minor yielding until the approach of the second panel face. Complete yielding of the 9. I-m-wide (30-ft) pillar occurred when the second panel was approximately 6.1 m (20 ft) inby the instrumentation site. Average cable bolt loads and differential roof sag remained low through second panel mining and tailgate entry ground conditions were excellent; however, very high ground pressures in the abutment and yield pillars, and second panel rib strongly suggest a high potential for coal bumps utilizing this gate road configuration at mining cover depths in excess of 396 to 457 m (1300 to 1500 ft). This conclusion is supported by the suspected occurrence of small coal bumps along the abutment pillar ribs, observed indirectly as fresh debris in the middle entry just behind the second face. This paper presents a case history developed from the geotechnical measurements and on-site observations of this unique application of a yield-abutment gate road configuration and cable support system in the Hiawatha Seam.

Although lifetime estimates for sulfate reduction based on total substrate carbon typically range from 20 to 30 years, field and laboratory experiments showed that rates of sulfate reduction decreased over time as readily available organic material was consumed. When the rate of acid input exceeded the rate of sulfate reduction, alkalinity was removed from the substrate, pH decreased and metals increased. Output pH increased from 4 to over 6 after the system was shut down for several weeks and the rate of acid input was reduced. Successful long term treatment requires a design based on the input pH and the long-term organic decomposition rate.

In his account of the Thackaringa sulphide ore, Lawrence (p. 92) reports the presence of valleriite as a minor accessory in chalcopyrite. He says that it is readily identified by its intensive anisotrophy and reflection pleochroism. He also gives (p. 87) the chemical formula as Cu8Fe4S7 Recent work by Evans et al. (1964), Chamberlain and Delabio (1965), and Schidlowski and Otteman (1966) suggests that most material identified as valleriite is, in fact, mackinawite. Mackinawite and valleriite are both extremely anisotropic and strongly reflection pleochroic, and so with fine-grained material it would be hard to distinguish them optically.Mackinawite, according to Evans et al. (p. D66) is a copper-free iron sulphide (PeS) with small quantities of nickel, whereas valleriite is considered to be a dimorph of chalcopyrite (CuPeS2 ). They found that mackinawite is much more widespread than valleriite, and, unlike the latter mineral, is commonly included in other sulphides, particularly chalcopyrite.Lawrence (p. 92) states that the valleriite inclusions are up to 0·01 mm long, so that an electron probe microanalysis should be quite feasible and provide a ready answer to this query.L. The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5-9 dB at the operator’s left ear and 2-5 dB at the operator’s right ear while hammer-drilling. This paper will briefly discuss the preliminary design of a cab and the testing of materials for construction of the prototype. Explanation of the ideas behind the prototype design and fabrication will be covered. Finally, the field test method and results will be discussed in detail.

The area around Big Bell was actively explored and sporadically mined for gold from 1904 onwards. The lease was named Big Bell in 1913. The property became established as a major mining centre with the development of the Big Bell underground mine in 1936. Mining operations commenced in late 1937 and ceased in January 1955, after milling 5.56 million tonnes of ore and producing nearly 21 tonnes of gold. In 1969 Australian Consolidated Minerals Ltd (A.C.M.) acquired the deposit then explored it alone and in joint venture until the current joint venture agreement with a subsidiary of Placer Pacific Limited (PPL) was negotiated in 1984. Following exploration and evaluation of near surface mineralisation, and a reassessment of the remnant pillars underground, the concept of a large open pit in conjunction with an underground mine evolved. The feasibility study was completed in October 1987, and the decision to go ahead was formally announced on 2nd December 1987. Placer Dome Technical Services Ltd were contracted to be the Project Managers, commencing construction on site early in January 1988 and handing the plant over to the operators 13 months later. The capital cost of the project at handover was estimated to be $133 million. The operating team commenced pre-production stripping of the open pit on 1st May 1988. By 31st January 1989 almost 16.0 million tonnes had been stripped and 350,000 tonnes of ore stockpiled.

A rotating disc geometry was used to provide a uniformly accessible surface for a kinetic study of copper cementation with zinc in sulphate solution. For copper concentrations of the order of 10 p.p.m., a porous, adherent deposit is formed on the zinc surface and this has a significant influence on the reaction rate. When the specific mass of deposit is less than about O· 35 mg/cm2 the surface may be considered as smooth and the rate is described by simple convective counter diffusion of zinc and copper ions through a laminar diffusion boundary layer to the deposit-solution interface. In the presence of additional deposit, the diffusional mass transfer rate is increased by increased surface roughness.The rate under these conditions is first order, with the degree of enhancement independent of further increases in the specific deposit mass. The enhancement in rateis, however, directly related to the initial mass flux and the species involved in the reaction.Preliminary work showed the same mechanism to apply to cementation from chloride solution, solutions of high zinc concentration, and cementation of copper with iron..

Iodine is a bluish-black, crystalline solid with sub-metallic luster, and has a specific gravity of 4.93. It volatilizes (sublimates) at ordinary temperatures into a blue-violet gas that has an irritating odor. Iodine is the least active of the halogens, all of which readily displace it. Only slightly soluble in water, iodine also dissolves in carbon disulfide, carbon tetrachloride and chloroform, giving a deep violet solution. The primary sources for iodine production are sub-surface brines associated with petroleum and natural gas deposits, and as a byproduct from nitrate deposits in Chilean desert caliche. The largest source of iodine is seawater which contains 0.05 ppm, or about 31 Mt (34 million st). Seaweed of the family Laminaria can extract and accumulate up to 0.45 percent iodine on a dry basis. Seaweed was an important source of iodine prior to 1959. However, it remains a significant source of iodine in the diets of many populations throughout the world.

Approximately 420 VertiMills« (VTM) have been installed in mineral processing plants throughout the world, mainly in tertiary and regrind applications plus several in secondary grinding duties. Metso Minerals (Metso) and the Julius Kruttschnitt Mineral Research Centre (JKMRC) have commenced a collaborative research program in stirred milling technology focusing on mill performance evaluation, model development and scale-up methodology. Industrial VTMs are being assessed using a consistent circuit survey protocol to evaluate the performance of VTMs in comminution circuits. The survey protocol includes identification and modification of sampling points, appropriate sampling techniques, controlled circuit stability, and best sample analysis practice. To initiate this study four surveys were conducted in the tertiary grind circuit in the Ridgeway Concentrator at Cadia Valley Operations (CVO) that treats the full circuit throughput of over 800 tph. To deal with the high feed rate the site opted to lead the world in the application of stirred mills by installing the largest VTM, at 3000 hp (2240kW) in closed circuit with a hydrocyclone bank. On average the operating work index was 13.1 kWh/t, reducing the secondary grind product by 40 - 50 ¦m to the required 80 to 100 ¦m range. The applied specific energy is relatively low in these low-intensity stirred media mills at 2.7 kWh/t. The size specific energy was 24.2 kWh/t-75¦m. Modelling the effect of blasting-caused damage, anisotropy of rock masses and excavation sequence on deformational behaviour and stability of large-scale underground caverns is important in the design and information-oriented construction of the pumped storage power plant. A powerful three-dimensional numerical method that can be applied for that purpose is presented in this paper. Damaged range caused by blasting and mechanical properties of rock masses near to the walls of caverns are determined by using the back analysis approach in which three lines of the measurement results during the arch part excavation process were used to verified the simulations. Finally, applying the improved model and properties of rocks, the cavern stability and reinforcement effect of the preliminarily designed support system are also estimated for the safety in the bench excavation process. La création de modèles des effets relatifs aux dommages résultant des explosions, à l’anisotropie des masses rocheuses et à la séquence d’excavation quant au comportement à la déformation et à la stabilité des cavernes souterraines de grandes dimensions est une étape importante dans l’étude et la construction sur ordinateur de centrales hydrauliques à accumulation par pompage. Cet article traite d’une méthode numérique tri-dimensionnelle puissante applicable à cet effet. La gravité des dommages résultant des explosions et les propriétés mécaniques des roches à proximité des parois de la caverne sont déterminées par une analyse du fond dans laquelle les simulations sont vérifiées à l’aide de trois lignes de résultats de mesures prises durant le processus d’excavation de la partie arche. Finalement, la stabilité de la caverne et les effets du renforcement du système de support préalablement conçu sont estimés par application du modèle amélioré et des propriétés de la roche, pour application à la sécurité durant le processus d’excavation en gradins. Nachahmung der Wirkungen von durch Explosionen hervorgerufenen Schäden, Anisotropie der Gesteinsmassen und der Ausschachtungssequenz auf das Verformungsverhalten und die Stabilität großräumiger Untergrundhöhlen ist für das Design und den informationsorientierten Bau von Pumpenkraftwerken wichtig. Entsprechend der Vorgaben in dieser Arbeit kann ein leistungsfähiges, dreidimensionales numerisches Verfahren für diesen Zweck eingesetzt werden. Der durch Explosionen und die mechanischen Eigenschaften des Gesteins bedingte Schadensumfang im Bereich der Höhlenwände kann mit Hilfe eines retroversen Analyseansatzes bestimmt werden, bei dem die drei bei der Ausschachtung resultierenden Messlinien dazu genutzt wurden, die Simulationen zu bestätigen. Abschließend wurde außerdem durch Einsatz verbesserter Modelle und Gesteinseigenschaften die Auswirkungen vorläufig entworfener Unterstützungssystem auf die Höhlenstabilität und Verstärkungswirkungen hinsichtlich der Sicherheit bei Böschungsausschachtung abgeschätzt.

A localized nonlinear recoverable resource estimate technique has been applied using typical feasibility or new mining drilling data configurations drawn from a massive database from a mined-out area on a hydrothermal gold deposit. The results were then compared with the corresponding 8 m x 5 m grid grade-control data in order to determine the efficiency of the approach and the validity of the recoverable resource estimates for mine planning and financial forecasts.

Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route.The Australian Atomic Energy Commission is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and· calcination-reduction steps. Solvent extraction from sulphate media is also under study with a view to developing a process to produce a nuclear grade product at the mine treatment plant site.
