Outsourcing? and ?sub-contracting? have become buzzwords in recent years, as SA industry becomes increasingly exposed to the global economy, and global competitiveness. In its effort to ?catch up? after years of relative isolation, there is a concerted effort to learn from global ?best practice?, in order for South African companies, and the SA economy, to become ?winners?. There seems nothing wrong with this approach at face value. Companies need to compete and be profitable if they are to remain in business. Failure will in the end mean bankruptcy, and the loss of jobs. However, if one interrogates the precise practices, and their implications for all concerned?not just shareholders and employers, but workers, communities, the environment, future generations, the national economy?then the picture can change dramatically. ?Best practice? for whom?

The occurrence of fracturing due to high stress levels is a major factor in hangingwall stability in deep level gold mine stopes. However, rock falls cannot be the result of these fractures alone. Rock falls can result only from the occurrence of unstable rock blocks defined by the interaction of the stress induced fractures and naturally occurring geological planes of weakness. These planes include bedding planes and joint set planes. However, there is a general lack of information on the characteristics of these planes (orientations, spacings and lengths)?it does not appear that any such systematic and quantified information, if collected, has been published. To remedy this situation to some extent, joint mapping exercises have been carried out in several geological environments in two gold mines. The data collected on joint geometry included orientation, spacing and length, and this information is included in the paper. In addition, the paper describes the use of the data collected to evaluate the potential for rock falls and the probability of failure of stope support

Difficult topography and soils conditions required the adoption of a combination of specialist geotechnical processes. Particular attention was paid to the preparation of the site, programming and capabilities of each technique as additional soils information became available.

"A study of model rectangular mine shafts has been made in the wind tunnel, with the aim of reducing air-flow resistance elements to a practicable minimum. An analysis of Table 7 shows an indicated average decrease in resistance of 28 per cent by adopting the over-all modifications involved in the configurations actually tested. Much greater reductions (up to 68 per cent) are indicated by extrapolating beyond the test results directly achieved. Intermediate partial reductions in aerodynamic resistance are shown for individual modifications, such as: (1) about 3 per cent for locating the lagging in the No. 4 (inside flush) position as against the No. 1 position - 8 per cent as against the No. 2 position - and 23 per cent as compared with position No. 3; (2) about 12 per cent for using lagging instead of steel meshwork along the divider separating the skipway from the service compartment; (3) about 14 per cent for using steel gridwork ladder stagings at 3-set intervals instead of similarly spaced wooden stagings; (4) about 12 per cent for using steel gridwork ladder stagings at 3-set instead of at 1-set intervals; (5) about 13 per cent for fitting a streamlined fairing (see Fig. 5) to the upstream face of the skipway divider. Contrary to expectations, an advantage of only 3 per cent is indicated for lagging in the inside flush (No. 4) position over the outside position (No. 1). This slight gain does not appear to warrant the cost of moving the lagging. However, if the lagging is already in the No. 2 or No. 3 position, there is an 8 and 23 per cent advantage respectively."

These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropriateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the Institute at30th June, 1997, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.

When it comes to sampling theory, a bad sampler is a bad sampler, no matter what, and a sampler is either bad or good. It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progresses to make in that direction, although improvements usually pay for themselves very quickly.

Many accidents rightly classifiable as electrically caused are not so classified for the reason that in numerous accidents the part that electricity played in causing the fatality is only suspected. For instance, a workman might receive a shock that would cause him to lose his balance and fall beneath a trip of cars; if no one saw the first part of the accident, the cause undoubtedly would be charged to "haulage." This paper covers a brief study of fatal and nonfatal electrical accidents. The first usually result from direct contact with the electrical circuit or electrical apparatus; the second more often are the result of arcing or flashing due to handling defective apparatus or making repairs on "live" equipment or circuits. It is hoped that helpful suggestions may be offered for minimizing accidents of these two classes.

"Quality control of drilled shafts and CFA piles is greatly dependent upon the practices of the site personnel. In many applications it is difficult or not possible to fully inspect the shaft prior to concreting, such as when the shaft is drilled under slurry. CFA piles are cast with no ability to inspect the shaft prior to concreting. There are numerous methods currently available to assess the integrity of drilled shafts and CFA piles. This paper will compare evaluations by three existing non-destructive test (NDT) methods with a new method of Thermal Integrity Profiling for assessing integrity in drilled shafts and CFA piles. This Thermal Integrity Profiling method determines the integrity over 100% of the shaft cross section, both inside and outside the reinforcing cage, by measuring the hydration temperature of the concrete along the length of the shaft. These temperature measurements are made typically only 12 to 48 hours after concrete placement, thus accelerating the construction process. Thermal Integrity Profiling will be described in detail and the Thermal Integrity Profile (TIP) results from several shafts with purpose built defects will be discussed along with several case histories from drilled shafts and CFA piles where Thermal Integrity Profiling was used. The case histories will compare TIP with various other NDT tests utilized on these particular piles including comparisons with Low Strain Integrity Testing and Cross Hole Sonic Logging. Test results for the various methods will be discussed and the excavation of the upper portion of one drilled shaft will be shown and discussed. IntroductionDrilled shafts can be a desirable foundation element in many applications due to the large axial and lateral capacities which are attainable for very large drilled shafts. Drilled shafts can be cast in a dry hole which allows for inspection of the hole prior to casting, but the casting process is very difficult to nearly impossible to inspect with any accuracy. Drilled shafts are frequently cast under slurry as a means to stabilize the surrounding soils during the construction process. When casting a drilled shaft under slurry, it is very difficult to accurately inspect the hole prior to casting and it is equally difficult to inspect the shaft during the casting process. CFA piles are another popular choice for their relative ease and speed of installation. The trend has been larger CFA piles carrying greater loads, which makes quality control critical for these piles. Many of the above mentioned processes are blind to inspection and therefore the chances increase for having defects present in the completed elements."

This paper presents a case history of an engineered, monitored, and tested program that provided an effective and satisfactory basis for the completion of pile foundations for Twin Dolphins 1 at La Peninsula Condominiums located in the Isles of Capri in southwest Florida, U.S.A. An 8-story building (withl-story parking underneath) along with recreational facilities (such as a swimming pool and tennis courts) had been planned for final construction. Following an evaluation of various foundation alternatives, a precast prestressed concrete (PPC) pile-supported system was selected. The building foundations were designed for pile capacities of 445kN (50 tons) and 890kN (100 tons) in compression and 133kN (15 tons) in uplift. A test pile program was performed to provide site-specific pile driving data, verify design assumptions, determine production pile lengths, and evaluate pile driving criteria. A total of 24, 356 mm (14-in.) square, 19.8 m (65 ft) PPC concrete piles were driven and dynamically load tested utilizing a Pile Driving Analyzer (PDA) within the building limits. Dynamic monitoring during probe pile installation and restriking was performed to estimate the ultimate capacity of the piles and to evaluate driving stresses during installation. CAPWAP analyses were preformed on PDA data to better estimate pile capacity, resistance distribution, and predict pile freeze (increase in pile resistance with time) and thus optimized the production pile lengths. Upon completion of probe pile installation, 12 of the probe piles were tested using the Pile Echo Tester (PET) function of the Pile Integrity Sonic Analyzer (PISA). PET testing was performed to evaluate the integrity of piles which had exhibited high driving stresses during PDA testing. Information gathered during the probe pile driving program was effectively utilized as part of the overall quality control program to install a total of 539 PPC piles (including 24 probe piles) within the building limits at the project site to depths ranging from 9.1 to 19.8 m (30 to 65 ft) below the existing ground elevation as part of the foundation support system. Prior to installation of probe or production piles, a termination criterion was established using 1-dimensional wave equation analyses in addition to the design pile embedment requirement. The predicted pile capacities compared very well with the capacities from the CAPWAP analysis for probe piles. Use of geotechnical instrumentation and PDA assisted technology enabled each foundation support element to be constructed to its optimum capacity and at optimum cost. Furthermore, by using PDA the consultant was able to quantify a difficult to measure geotechnical phenomenon termed "pile freeze" which eliminated costly overdriving and unnecessary splicing of piles.

"The Mining Laboratories of CANMET are the principal federal government vehicle for the delivery of mining research in Canada. With research being performed at five locations, which are mostly mining communities, the laboratories are in close proximity to the industry which they serve.The Mining Laboratories have three principal roles: (1) to support government in its development of policy; (2) to aid industry in the enhancement of productivity; and (3) to improve the health and safety of Canadians,both in the workplace in mines and around abandoned mine sites.From 1994 to 1996, CANMET’s mining research was re-focused into four programs. These are: (1) Underground Mine Environments; (2) Mine Mechanization and Automation; (3) Ground Control, and; (4) Coal Mining Health and Safety.In this paper, the authors outline the work of the Mining Laboratories and also identify the areas considered to be primary targets for future mining health and safety research in Canada."

The Lick Fork prospect shows appreciable nickel sulphide mineralization in a narrow, steeply dipping, layered sequence of metamorphosed hornblende peridotite, gahhro and hornblende gahhro, intrusive into the Pedlar Formation (charnockitic pyroxene granulite) of the Virginia Blue Ridge Complex (Precambrian). Rocks of the intrusion have equilibrated to granulite- facies metamorphism, as indicated by pervasive polygonal texture of silicate aggregates, development of biotite- and hornblende-preferred orientation, compositional equilibration of the silicate minerals, the Mg-Fe2+ (orthopyroxene-dino- pvroxene) distribution coefficients (average 0.57), (MgO + FeO + Fe20 3)/Al20 3ratios in orthopyroxenes, and Ti contents and AI(i\)/A I(\i) ratios of hornblendes. The sulphides, consisting of pyrrhotite-pentlandite (with up to 4 wt% Co)-chalcopyrite-pyrite-marcasite-violarite- bornite—mackinawite, are virtually restricted to the ultramafic unit of the intrusion and constitute 20-30% of the samples of hornblende peridotite studied. Although the basal accumulation of the sulphides may suggest magmatic segregation, sulphide- silicate textures typical of sulphide liquid immiscibilitv are not present, even in the sparsely mineralized gahbro units. On the other hand, the transgressive and relict textures are strongly suggestive of replacement of the silicate minerals by sulphides. These include chaleopyrite ± pyrrhotite ± pentlandite (violarite) ± pyrite ±magnetite veins crosscutting silicates, sulphide penetration into silicates at silicate-sulphide contact zones, rounding of silicate grains against sulphide matrix, and islands of silicate minerals (olivine, hornblende, pyroxene, biotite) in sulphide masses. Metamorphic mobilization of pre-existing sul­ phides is a possibility, but involvement of post-metamorphic, hydrothermal fluids is suggested by the following features: paucity of annealing and deformation textures in the sulphides, replacement of metamorphic and deformed silicates, lack of differential sulphide mobilization and the common occurrence of sulphides along grain boundaries and triple junctions of poly gonal silicate aggregates. The consistent association between sulphides and hydrothermal alteration products of silicates suggests that they are cogenetic. The hydrothermal fluids may have merely mobilized and concentrated the pre-existing, disseminated, magmatic sulphides, or there may have been significant addition of sulphides during this process. This question cannot be resolved unequivocally with the existing data.

The Price Road Drainage Tunnel was constructed for the Arizona Department of Transportation (ADOT) in 1988 and 1989 to provide surface water drainage for the proposed outer Loop Highway (SR 117). The 5.4 km (3 mile) long, 6.6 m (22 ft) excavated diameter tunnel was driven through sand, gravel and cobbles utilizing an open face digger shield. Precast concrete segments were erected for initial ground support. A second-pass reinforced concrete final lining was placed, which was followed by contact grouting. This paper will consider the owner's representatives' view of the effectiveness of using precast concrete segments for this project. Topics discussed include segment design and erection, ground support, geotechnical instrumentation, segment erection verses contact grout interactions and tunnel production.

The results of over 900 coal strength tests done during the period 1993?1994 for the SIMRAC project COL021A were re-analysed with a view to find a method to delineate areas or seams that can be grouped together for analyses of coal strength and strength decay characteristics. It was confirmed that the strength of a coal specimen increases linearly with increasing diameter-to-length ratio and decreases exponentially with increasing size of specimen. However, by extrapolation of the data, it was shown that beyond a diameter of approximately 2 m, the size effect is insignificant. For larger specimens, the diameter-to-length ratio (referred to as the width-to-height ratio for full scale mine pillars) alone continues to influence the strength. The slope of the linear strength vs. diameter-to-length ratio relationship is independent of the size of the specimen and is not unique for coals from different mines. However, the intercept of that relationship is unique and is a function of specimen size. This offers a previously unknown method to distinguish between the coals from different mining areas and coal seams. This paper reviews the trends in the past two years in autogenous grinding throughout the world. It covers rock grinding in South Africa, Sweden, Canada, the United States, Finland and Germany. To properly orient the discussion on this subject, the paper attempts to define and classify the scope of autogenous comminution. As this is a relatively new subject, there is often considerable confusion regarding the various practices, which sometimes differ widely. By clarifying the types and forms, we hope to help clear up this con-fusion. Autogenous grinding is being carried out, throughout the world, either in mills grinding in water or solution or in dry mills using air classification to remove the finished material. The wet grinding, particularly, can be divided into: (1) (2) (3) Primary autogenous grinding, or "run-of-mine" grinding. Secondary autogenous grinding or semi-autogenous grinding or rock pebble grinding. Combination processes. -This covers plants in which pebbles made in the primary mill are re-moved and used as grinding media for fine grinding in secondary mills.

The physical properties and related geological and petrographic data for 81 rock types obtained from operating mines or selected test sites are presented in this report. Most of these rock data were obtained to supplement structural studies in underground mines; however, the data may be equally applicable to other problems where the physical properties of rock are an important factor. Stress-strain curves are presented, where available, and free medium velocities from laboratory and field measurements are compared for several rock types. Rock-type, geographical, and geo-logical indexes are included for reference relative to physical property data in this and previously published Bureau of Mines physical property reports. INTRODUCTION This report presents the physical properties of 81 rock types from 16 different projects (sections 53-68). Three previous physical property reports2 3 4/ (herein after referred to as parts I, II, and III) presented data on 244 rock types from 52 project areas. (Part I included sections 1-25, part II sections 26-36, and part III sections 37-52).

"The primary control objective of the project is to achieve milling optimisation by ensuring that the energy available for rock breakage is used as efficiently as possible. This is achieved by increasing the level of mill filing until a process constraint is reached. Stable operation against this limiting constraint is then maintained to ensure long-term optimised operation.Semi-autogenous grinding (SAG) mill control optimisation presents a number of challenges. SAG mills have multiple inputs that are used to control multiple outputs (MIMO process). Secondly, the SAG mill loading process is a ‘high inertia’ process that can be approximated as an integrating process. This means that it is open-loop unstable. The hybrid control strategy presented implements an advanced ‘load stabiliser’, which transforms this integrator process into a more manageable first order process, which can be steered stably against the constraints. This SGS hybrid Expert control strategy implemented on both SAG mills at the Porgera concentrator therefore consists of two integrated parts responsible for:stabilising the mill load to a targetdriving the mill load target to the maximum determined by the process constraints (eg maximum power draw) to maximise efficiency and throughput. A comparative study is done between the operation of the plant for a period of a month before and a month after the implementation of this strategy. Well planned and executed environmental management plans can reduce life-of-mine operating costs and the need to deal with major environmental issues at the time of mine closure. With proper planning during the exploration, feasibility and execution phases of a project, final closure costs can be reduced. The reduction of closure costs should be considered during exploration and initial feasibility studies and when process facilities, waste rock dumps and tailings impoundments are designed. During the mining of the resource, closure cost reduction will depend on effective and efficient environmental management plans for ongoing land clearance, segregation of mine waste materials, management of mine site water and workshop wastewaters, and the establishment of progressive rehabilitation strategies. These issues are the responsibility of planning, production, technical support and maintenance personnel at an operating site. The successful implementation of environmental plans will ensure that all impacts are reduced and that closure issues with major cost implications are addressed prior to closure of the mine.
