The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. The U.S. Bureau of Mines conducted a field study of mines and prospects of the Black Canyon RARE II area (No. 5061), Inyo County, California, from June to October 1981. Geological) geochemical, and geophysical studies were conducted by the U.S. Geological Survey. The Black Canyon RARE II area is east of Owens Valley and 6 mi east of Bishop, California. The principal mineral commodities are gold, silver, lead, zinc, and tungsten. Properties with resources in and adjacent to the area are listed in table 1; the locations are shown on figure 1.

A statistical technique, useful to analyze assay and other data characterized by location in three dimensions, is described in this Bureau of Mines report. If present, trends in the data are defined for the purposes of improving ore estimation, predicting ore beyond existing workings, and aiding geological interpretation. The technique is to fit linear and quadratic polynomial equations to the data through the statistical method of regression analysis. The fitted linear equations have the geometric form of hyperplanes; the fitted quadratic equations have the geometric form of ellipsoids or elliptic hyperboloids of one or two sheets. To visualize these three-dimensional forms, contour maps of a series of plane sections through the fitted surfaces are plotted. Both the fitting of the polynomial equations and the plotting of the con-tour maps are done by electronic computer to facilitate calculations and to obtain accurate results. Computer programs are described in appendixes. Methods employed are illustrated by an example analysis) based on data from a part of the Fresnillo mine) Zacatecas, Mexico.

The expert system component of Knowledge Base System supports the analysis and interpretation phases of ventilation design with an algorithmic program used for the solution of alternate design. The paper describes the ?ES-VENT? knowledge based system developed at Central Mining Research Institute, Dhanbad, India for an on-line diagnosing of the ventilation problems using the ?IITMRULE? expert system development tool. In the ?IITMRULE? expert system tool, it has been decided to use a backward chaining reasoning process to reach the goal state i.e. the final conclusion. ES-VENT system is made of three modules: On-line Data, Diagnostics and KBS. Each module is being a collection of several programs. The paper mainly deals with the parameters affecting the ventilation of underground mines such as air-velocity, air pressure, temperature, dust, and humidity and gas contents. The graphical presentation of these parameters on the computer and the interactive part of the developed program is expected to help a ventilation officer to determine the changes in a ventilation circuit necessary to bring the mine ventilation to the desired value. Once such changes are physically effected, the display will indicate if the changes have brought the desired effect or not on ventilation. The authors are to be congratulated for presenting the first comprehensive paper on the theory and practice of threshold pressure determination in connection with underground gas storage. It is of particular value since most previous experimental work on this subject has been proprietary to the commercial laboratories engaged in such testing and to their clients. This dlscussion is presented in amplification of the subject paper, not in criticism, and is based upon our experience with approximately 5,000 threshold pressure determinations. Our comments are directed primarily to the experimental procedures as described by Thomas et al. It should be noted that, while clay mineral-rich lithologies are the most common caprock materials, the samples used (Table 1) include low permeability sandstones and carbonates, but do not include shales or other formations in which clav minerals exert a dominant effect. While our experience on samples analogous to those investigated by the authors generally confirms their findings, we have found that even more rigorous experimental conditions must be imposed where clay minerals are the controlling factor. These additional conditions result from the well-known molecular character of the clay minerals themselves in which water is interlaminated with, and bonded to, silicate sheets, thus becoming an essential component of the molecule. In many clay minerals the character of the intersheet bonding, and thus the dimension of the lattice, is strongly affected by variations in the identity and concentration of cations present in the intersilicate water. On a supermolecular scale, adsorbed water films on particle or "flakes" of shale provide much of the cohesive force necessary to maintain mechanical strength. The thickness of these films is variable and inversely proportional to intergranular pressure within the dimensional limits involved in caprock investigation. The thickness of the intersilicate water layers may also be subject to pressure under some conditions. These considerations are reflected in several necessary modifications of the experimental procedures described by the authors. Two of these are, in our judgment and experience, of such importance that they cast real doubt on the validity of data obtained on argillaceous materials without their application. The very careful resaturation procedures proposed by the authors should give good results in connection with the relatively "inert" lithologies used in their experiments. Our experience suggests, however, that they would create more problems than they would eliminate if applied to argillaceous materials. 1. Drying of the sample at the temperature and for the duration indicated by the authors not only will dessicate the sample with consequent shrinkage cracking, parting along bedding planes, and even total disassociation in the case of fissile shales, but it may also alter the character of the clay minerals themselves — in some cases irreversibly. 2. Prolonged evacuation to 2 microns Hg further dessicates the sample and is even more effective in reducing the intersilicate water content. 3. Resaturation with water differing in pH or chemical content from that existing originally in the sample also serves to alter the nature of the sample, particularly its structure and strength. 4. Our experience has been that, even with the thorough precautions proposed by the authors, complete resaturation of very fine grained materials is rarely obtained. Yet our experience confirms the

The alkaline ethylenediamine tetra-acetic acid (EDTA) leach process for extracting tungsten from scheelite (CaW04) ores has been examined for the treatment of low grade (<0.5 per cent WO,) residue dumps. The process has been considerably simplified by applying solvent extraction directly to the leach liquor.Ammonium paratungstate is thereby produced in a one step process and this obviates the need to physically recover EDTA prior to recycling. This modified process should be an economical method of tungsten extraction.

The objective of this program was to develop a cost effective microprocessor-based electronic image sensor system for monitoring pit slope displacement to detect and/ or predict impending slope failure in surface mines. A background study and data analysis yielded a performance specification for candidate Video Slope Monitoring Systems. A design concept was developed based on using a pair of solid state video cameras located on precision pointing assemblies. The digital images from the cameras are compared and, using electronic triangulation, slope topology is calculated. The current and past locations of operator selected features are compared to determine pit slope displacement. A proof-of-concept test was performed using a laboratory model of a pit slope. Based on the successful results of that testing it is recommended that an in-mine evaluation be performed using a full-scale prototype Video Slope Monitoring System.

This article is a review of previous discussions about underground mining method selection and classification with the purpose to clearly define and classify the two groups of variables (indicators) involved in the mining selection process: key deposit indicators (KDIs) and key mining method indicators (KMIs). This paper provides a simple and clear approach for the classification and selection of a feasible underground mining method based on a predetermined set of favorable deposit characteristics, which are defined as key deposit indictors (KDIs). This article also gives a summary of the key advantages and disadvantages associated with every underground mining method based on their key mining indicators (KMIs). The selection method given in this paper is based on defining field KDIs and comparing them to the KDIs that are favorable to every considered mining method. By cross validating a matrix of favorable KDIs, the paper presents a simple approach to rank several underground mining methods using a scale from favorable to less favorable accordingly to the ore deposit characteristics (KDIs). KMIs are used to further complement KDI rankings by analyzing every method’s KMI performance based on the expected productivity of the mining operation being considered. To further assist the reader through the selection process, this paper gives basic sketches representing each of the primary underground mining methods discussed in this paper. Each method is given using the same 3D isometric view as spatial reference to assist the reader with visual interpretation and comparison between methods.

A remoção do fosfóro através do processo de desfosforação do ferro-gusa tem sido cada vez mais relevante, devido a influência que exerce de forma prejudicial as propriedades do aço e devido a extensão do cenário de escassez de minérios com menor teores de fosfóro. Este trabalho tem como objetivo a avaliação termodinâmica computacional de misturas a base de dolomita e finos de minério utilizadas no processo de desfosforação realizado em panela para o refino do ferro-gusa. Foi utilizado o software Factsage para avaliação termodinâmica, tendo este se mostrado eficaz na determinação da concentração de fósforo de equilíbrio no metal, fases presentes e temperatura de fusão das misturas. Verificou-se uma tendência de maiores valores de eficiência para o processo de desfosforação quando aumenta-se a razão de massa de desfosforante e massa de gusa.

The Winton Basin is one of three Southland sub-basins. The oldest known sediments are Early Oligocene terrestrial shales, sands and lignites deposited in half grabens formed as a result of oblique extension. A marine transgression in the Oligocene deposited mid-outer shelf to upper bathyal mudstones. Shallowing of the basin and tectonic quiessence lead to limestone deposition in the Early Miocene. Regional tilting led to uplift in the north and east and deposition of terrestrial lignites and gravels across the basin and the basement high to the south.

Recent innovations in mine safety include the use of mercury vapor lamps for mine vehicle illumination. Such lamps, however, extinguish whenever the line voltage at the machine momentarily sags or is interrupted. The lamps must then cool for several minutes before they will restart. By supplying reduced high frequency power to the lamps from an auxiliary source, it is possible to maintain ionization in the arc tubes preventing the lamps from extinguishing. Essentially an auxiliary high frequency supply, the keep alive system provides additional power to the lamps automatically whenever the lamps are in danger of dropping out. The system can also provide the operator with the ability to dim the lamps at will for periods of up to three minutes by simply interrupting the 60 Hz power to the conventional ballasts. Each unit, housed in a steel explosion proof enclosure with a volume of approximately 0.6 ft3, is capable of servicing up to six 175 watt H-39 mercury lamps and two 100 watt H-75 reflector flood lamps. A total of 16 units were produced for the USBM under this contract and its extension.

Many articles have been written on the general principles and details of gold dredging, a but it is not possible within the limits of this paper to recapitulate them, and it is thus necessary to assume some knowledge of this literature by the readers of this paper. Although the purpose of this paper is to describe gold dredging in Montana, a brief mention of some early appliances used in New Zealand, Australia, and California may serve as a world-connecting link in our consideration of the development of gold dredging. DREDGES EARLY USED IN NEW ZEALAND, AUSTRALIA, AND CALIFORNIA. Spoon dredges operated by hand were tried in New Zealand on rich spots in the Clutha River with some success as early as 1865. A dredge of this kind is shown in Plate I, A. In 1870 a modification of the spoon, operated by steam and being thus a primitive steamshovel dredge, was worked in New Zealand. Steam-shovel dredging was attempted in California as early as 1888 and 1893, and with some success in later years. The elevator gold dredge with endless bucket chain was put into operation in New Zealand in 1882. Plate I, B, illustrates a type of this dredge operated by current wheels. Plate II, A, shows a steam-operated dredge of this class, also started in 1882. In 1897 R. H. Postlethwaite, connected with the Risdon Iron Works, San Francisco, introduced the dredging practice of New Zealand into California. The first dredge built sank in the turbulent current of the Yuba. The second at Oroville, owned and operated by W. P. Hammon, proved effective and was the start in California of successful gold dredging. Since then the growth of the golddredging industry in California has been so rapid that the gold output from dredges in that State exceeds that of all other States in the Union, and, in fact, of any other country of the world, the value of the gold produced in California by dredging from 1897 to the end of 1914 having been about $71,000,000.

This article first explains the mechanism of forming strength in the Jet grouting reinforced foundation, and points out the function of cement hydrates and clay minerals in clayey soil, the reinforced body with the character of long-term growth of strength. Secondly, regarding the strength and the deformation characteristics of compound foundation, the article points out that the stress-strain curve of the jet grouting pile is approximate to hyperbolic curve. Finally, the article cites three examples of application in the construction of the metallurgical industry.

Efficient enrichment of high-carbon low-grade mica stone coal containing vanadium is a key problem in the mineral processing field, and the mature beneficiation process is yet to be developed and applied. In this paper, a special mineral mica type of stone coal containing vanadium from Tongshan, Hubei Province, China was selected as the research object. Chemical analysis results show that this mineral contains V2O5 0.71%, SiO2 49.28%, C 13.44%, and CaO 6.26%. Scanning electron microscope (SEM) shows that vanadium generally exists in all kinds of mica minerals in 20 µm to 50 µm fractions. Mica stone coal containing vanadium must be ground to a particular fineness (approximately 45 µm). To reduce acid consumption during vanadium extraction from stone coal through acid leaching, a pretreatment process was proposed to enrich micas by using shaking table and flotation methods. A new combined technology process was implemented, resulting in a 0.96% improvement in the vanadium grade of raw materials in the succeeding process. Vanadium losses were controlled to 4.57% through the pre-concentration process, which reduced the burden of the subsequent procedure. The content of high acid consuming minerals was also diminished, such that approximately 6612 CNY was saved from producing 1 t V2O5. Therefore, stone coal containing vanadium should be pre-concentrated by using an appropriate combined process to reduce costs.

"11.1. INTRODUCTIONA royalty is the most common form of interest retained by an owner who is disposing of his property or by a joint venturer who ceases, voluntarily or otherwise, to participate in the joint venture.1 Rarely does a non-participating party have a direct interest in the property and/or assets of a project, except during the period when a non-participating joint venturer may be having his interest diluted.2 In fact, it is most unwise to permit a non-participating party to have such an interest. It may give rise to significant problems that could prevent or substantially delay the development of an orebody and require a considerable amount of time, effort, and money to correct.3In negotiating a royalty, it is important to be aware that there is no law or convention that says, “You just don’t do that in a royalty agreement.” As with any agreement, inventiveness and flexibility on the part of the negotiator are not just assets, but virtual necessities. It is also for this reason that it is essential to read the royalty provisions, particularly the definitions, fully and carefully, especially if you are the recipient. On the other hand, if your inventiveness and flexibility cause your accountant to question the advisability of one of your ideas, pay close attention to him.4 He will, no doubt, have had experience with many royalties, and no competent professional adviser disparages a client’s ideas without good reason. Besides, he will probably be the person who will be determining the royalty or certifying the determination of it. At the very least, he will be auditing your general financial statements, which must, of course, reflect the royalty determination. Heeding his advice not only may make the determination easier but also will probably save you money in professional fees later on. Nevertheless, do not simply accept his comments or recommendations without understanding what they mean, why they have been made with respect to your royalty agreement (sometimes professionals have comments that they make as a matter of course and, even though they may be valid, you should require them to be justified to you), and how they will affect your royalty determination.It is surprising how many corporate payors insist that their standard royalty provisions5 be used as a matter of policy, thereby effectively tying the negotiator’s hands. It is even more surprising, and to professional advisers frightening, how many of the senior employees who insist that such a policy be adhered to, virtually without variation, do not know what is in the standard provisions and would be hard-pressed to explain them to a property owner. If standard provisions are appropriate, by all means use them, but do allow experienced and sensible negotiators some flexibility and make sure that everyone within the corporation who may have to use such provisions – negotiator and supervisor alike – knows what they contain and why they are as they are. For example, there are often good and convincing reasons to describe a deduction in a certain way or to include a certain specific type of deduction. On the other hand, quite often the answer to the question “why?” is that “it has always been there”; this is, or should be, an unacceptable answer. In any event, if you, as the negotiator, appear to know what you are talking about, are familiar and comfortable with your royalty provisions, and are backed up by your boss with the same words or reasoning, a property owner cannot help but be satisfied that you are knowledgeable, even if he still does not agree with your provisions. Finally, if you do use standard provisions, make sure that they are reviewed and updated regularly."

In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

Ocean mining has a number of problems which are critical to its development: ? Political hurdles on national and international stages ? The worldwide economic situation, with the possibliity of a recession ? Financial difficulties in funding further work ? Technical problems for the development of ocean mining and transport subsystems ? Demands for technology transfer This paper touches the last two points and provides some thoughts for discussion and creative objectification. The many technical problems of ocean mining will be identified and some proposed solutions will be investigated relative to the state-of-the-art technology of ocean mining and nodule transport. An outlook into the future attempts identification of the steps necessary to eventually develop components for workable systems that are not only technically but also economically feasible.
