The Bureau of Mines determined demonstrated tin resources and costs associated with tin production in order to evaluate the potential for tin production from 18 market economy countries (MEC's). Data were collected from tin producers, in most cases during on-site visits. The analyses evaluated the relative economic and resource position of 146 mines, deposits, or regions in January 1984 dollars. The demonstrated resource of recoverable tin within the nations studied is approximately 2.8 million metric tons (mt). Of this total, over 73 pct is recoverable from the Southeast Asian countries of Malaysia, Thailand, and Indonesia, which in 1983 accounted for almost 60 pct of the world's tin production. Brazil has joined the Southeast Asian countries as a major low-cost, high-volume supplier of tin and is likely to continue to expand its production. Given the 1984 market structure, over 60 pct of the tin in demonstrated resources was economically recoverable. Historically, the International Tin Council (ITC) has helped maintain relatively stable tin prices through a buffer stock and sales quotas. In late 1985, exhaustion of buffer stock funds led to suspension of tin trading on the world's major tin metal exchanges.

The train haulage system being designed for PT Freeport Indonesia’s Grasberg Block Cave (GBC) will be located within the mine at an elevation of almost 3000 m above sea level on the west side of the island of Papua, Indonesia. The developing block cave is beneath the active Grasberg Open Pit and will transport 160 000 t of ore per day from multiple chute galleries to the underground crushing plants. The design entails 28 km of rail and 119 ore chutes, which will be brought online over the course of ten years.The train haulage system will be driverless and fully automated. Sequentially, the system includes remote controlled rock breakers at the top of the chute grizzlies, followed by remote controlled chute loading of the trains, then autonomous train haulage and autonomous unloading. An overhead catenary system (OCS) will power the locomotives, which are equipped with on-board batteries to drive through the loading and unloading sections. Service locomotives with drivers move material-laden freight cars in and out of the service shaft, destined for workshops, the magazine and batch plants. Service locomotives are also used for haulage level maintenance. Highly reliable and redundant control and communications systems are required to manage 12 trains in simultaneous operation.This paper provides an overview of the train haulage system’s technical complexities and the associated support systems interactions. The Freeport-McMoRan Main Pass Mine development in the Gulf of Mexico is a complex designed to extract up to 67 million long tons of sulphur over a 40 year period. The initial development includes 15 platforms and 13 bridges located in water depths ranging from 208 to 214 feet, approximately 15 miles east of the Mississippi River Delta. Three additional platforms were designed and installed for the oil and gas development in the complex. Over 110, 000 short tons of steel were required to fabricate the structures. As the sulphur is extracted significant subsidence is predicted over a major portion of complex in the shape of a very large bowl. Vertical elevations are predicted to change as much as 65 feet. Horizontal movements and mudline slope changes cause adjacent platform decks to move as much as 30 feet relative to each other. Differential soil movement is predicted between piling of individual platforms causing the piling to spread, resulting in significant lateral loading on the piling. Relative vertical soil movements are predicted along the lengths of the piles which causes "up drag" or "down drag" forces on individual piles. This paper addresses the design of the piling for the structures in the complex. Design criteria will be discussed explaining how the more traditional offshore environmental and gravity loadings were combined with the unique loading caused by subsidence. Design and analysis procedures will be explained and analysis results presented. These results include the incorporation of 100 ksi steel in thicknesses up to 5 inches in some of the tubular piles. Comparisons will be made between conventional offshore structures and these structures designed to accommodate the subsidence.

This paper presents a case history on mitigating vibration problems associated with the installation of steel sheetpiles. The project in-cludes installation of steel sheetpiles for a utility trench within 40 feet (12.2 meters) of a very sensitive manufacturing facility. Numerous production line quality control instruments and manufacturing processes within the manufacturing facility are extremely sensitive to vibrations. To minimize the impact to the owner, we specified that the contractor perform a vibration study using different types of pile hammers. The results and conclusions of the vibration study are presented in this paper.

Investigations of underground coal gasification (UCG) have been actively pursued by the U.S. Department of Energy since the early 1970s; the Lawrence Livermore National Laboratory (LLNL) conducted its first field experiment in 1976. In conjunction with field and laboratory studies of the process of recovering energy in the form of combustible gases from the burning of coal deposits in situ, an extensive environmental program has been conducted at LLNL under the auspices of both the U.S Department of Energy and the U.S. Environmental Protection Agency. This program has focused on groundwater contamination and ground surface subsidence caused by UCG. The material presented in this paper is a summary of results from the environmental studies of UCG activities conducted by LLNL as described by Mead, et al. (1981) and supplemented by the author's experience with this program in 1980 and 1981. The following sections describe specific groundwater contamination and surf ace subsidence problems encountered during field experiments in northeastern Wyoming, and will discuss implications of preliminary findings from geohydrological investigations of a site in southwestern Washington. Finally, possible environmental control technologies that are most likely to be effective in mitigating environmental impacts are discussed.

In a Bureau of Mines investigation to develop lead alloys with improved tensile strength and creep resistance, lead-base alloys containing cadmium and antimony in nominal 1-to-1 atomic ratios were melted in air, cast, and rolled into sheet to 90 percent reduction at temperatures varying from room temperature to 175° C. Tensile testing at room temperature and stress-rupture testing at 900±3° F were conducted on the as-rolled alloys. The best tensile properties were observed in an alloy of Pb-4.2 wt pct Cd-4.5 wt pct Sb which exhibited an average tensile strength of 7,270 psi with 36 percent elongation in 2 inches. An alloy of Pb-5.5 wt pct Cd-6.0 wt pct Sb had 100-hour stress-rupture values of approximately 2,100 psi and 1,000-hour values of approximately 1,700 psi.

India is one of the fortunate countries that has substantial reserves of many raw materials for producing steel; however, for historical and economic reasons these resources have not been aggressively developed until recently. Production of steel on an industrial scale started in 1912, but annual output was below 1 million tons3 in 1938 and about 1,500,000 tons in 1951. Expansion of the steel industry became one of the objectives of India's economic planning after independence in 1947. The Planning Com¬mission's 1951 report emphasized the importance of steel production, but financial obstacles, emphasis on river valley projects, and priority for increased food production in the First 5-Year Plan (1951-56) did not permit large-scale expansion of steel capacity. The 1956 planned target for crude steel, only 1,650,000 tons, was actually exceeded by production of 1,737,900 tons. In the Second 5-Year Plan (1956-61), however, construction of steel plants received a high priority. Currently three new steel plants, each with an annual capacity of approximately 1 million tons of steel, are nearing completion in Rourkela, Dorgapur, and Bhilai. Simultaneously, the two privately owned steel plants and the small State-owned plant in Mysore have been enlarged and modernized. As a result, India's crude steel capacity will be about 6 million tons in 1961, almost evenly divided between Government-owned and privately owned plants. Actual production in 1960 totaled 3,254,000 tons compared with 2,434,000 tons in 1959. Assuming that the population will be 430 million and that capacity production will be achieved, the 1961 per capita steel output will be only 31 pounds compared with 200 pounds for Japan in 1959. Some Indian experts feel that development of steel-consuming industries merits greater emphasis in the Third 5-Year Plan (1961-66) than expanding existing steel-producing facilities. Nonetheless, the Third 5-Year Plan calls for a 10 million ton annual capacity by 1966 to be achieved by expanding the Government-owned plants in Bhilai, Durgapur, and Mysore, and by establishing a new integrated Government plant in Bokaro, in the State of Bihar.

Water solidification of mattes, metals, alloys and certain slags with high metal entrainment has customarily not been practiced due to the belief that such processes are too dangerous and unproven in the Pyrometallurgical Industry. Slag granulation on the other hand is extensively applied, although in some cases crudely, with disastrous effects, as a result of not recognising the high heat capacities prevalent in slags. This paper will examine the most common air solidification processes and compare such processes with water solidification, mainly slag and matte granulation processes and design criteria for safe and reliable operation. Finally, purpose designed granulation and solidification processes will be discussed taking into account specific applications and the individual signatures of alloys and slags, emphasising that no slag, matte or alloy responds in similar fashion to a granulation practice.

In his March 31, 1977 budget, Finance Minister Macdonald has attempted the delicate balancing act of stimulating the economy without reinforcing the inflationary pressures which Canada is continuing to experience. Several tax changes of benefit to the mining industry, as well as measures designed to encourage oil exploration in frontier areas, are among the budget proposals. Additional earned depletion of 66- 2 /3 %, which may be offset against income from any source, will be available on drilling costs in excess of $5 million incurred between March 31, 1977 and April 1, 1980 in connection with an exploratory well in Canada, including the continental shelf . Other changes include more favourable treatment of resource property dispositions, less restrictive rules r elating to "successor corporations" , increased capital-cost allowance on railway spur lines, the inclusion of certain production royalties in Canadian development expenses and the application of the lower "manufacturing and processing" tax rate to sulphur production. To encourage business capital spending, the 5% federal investment tax credit it to be extended an additional three years to mid 1980 and broadened to include spending on scientific research and development. The rate of credit will also be selectively increased on a regional basis, to 7.5 % in certain designated areas in Saskatchewan, Manitoba. Northern. Ontario and Quebec, and to 10% in the Atlantic provinces and the Gaspe.

The manganiferous schists occurring in the vicinity of Kings Mountain, North and South Carolina, suggest significant tonnages of potential submarginal ores. Although some reconnaissance work in connection with these deposits has been reported, no recent information has been published. Evaluation of the schists as a possible domestic manganese resource has not always adequately considered the fact that the manganese content occurs quantitatively both as oxide and as the silicate, spessartite. The Bureau of Mines investigation herein reported includes preliminary studies to indicate the extent of manganese oxide mineralization and to deter-mine the amenability of the material to sulfur dioxide leaching. The field reconnaissance studies suggest a resource containing in one area an average of 6.4 percent manganese as oxide. The procurement of depth information was beyond the scope of the investigation.

THIS REPORT covers the third in a series of five projects into which the Conowingo tunnel system has been divided for geographical and practical reasons. It outlines the work constituting Project No.3 that consists principally of the following: (a) To sink the No. 15 shaft and extend the Alden, Sugar Notch, Baltimore No.2, and Laflin shafts from their present depths to tunnel level; (b) to drive a tunnel off these shafts to connect with the western end of the tunnel in Project No.1 (Lackawanna) and to a point 1 mile south of the No. 15 shaft; (c) to construct an emergency pumping plant at the No. 15 shaft, complete with 3 centrifugal pumps of 200-cubic-foot-per-second (c. f. s.) capacity each, and a discharge-water shaft and a discharge tunnel for conducting the water from the pumping plant into the Susquehanna River; and (d) to construct a lateral tunnel 1 mile long off the main tunnel in the vicinity of the No. 15 shaft, to be known as the Wyoming lateral. The project, as outlined, is a self-contained drainage unit that will permit unwatering inundated mines and safeguarding active mines in the Wyoming Basin of the Northern field and also will handle the water in the Lackawanna Basin, thus permitting the temporary pumping plant provided in Project No.1 to be discontinued. The pumps installed in the temporary pumping plant provided in Project No.1 can then be moved to the emergency pumping plants recommended in Projects Nos. 2 and 3, to be installed as the third or standby unit.

This report describes a statistical analysis of 41,502 respirable quartz dust samples collected from 1974 through 1981 in metal and nonmetal mines and mills. The goal of this Bureau of Mines study was to identify commodities and occupations associated with high quartz dust exposure so that future enforcement and research activity can be focused on the high-exposure areas. For this analysis, the Bureau used its computerized Mine Inspection Data Analysis System (MIDAS), which contains data on nearly 350,000 air samples, including data for 61 contaminants in 45 commodities. The samples analyzed were collected by inspectors of the Mine Safety and Health Administration (MS HA). The data were entered into the MIDAS computer and coded according to commodity, occupation, location, and other categorical information. Occupations an. commodities with high quartz dust exposure were identified by grouping the data by code categories. Workers at sandstone, clay and shale, and miscellaneous nonmetallic mineral mills had the highest quartz dust exposures. Within these mills, occupations with high exposures were baggers, general laborers, and persons involved in crushing, grinding, and sizing operations. Dust concentrations in these mills were not necessarily the highest, but because the dust contained a high percentage of quartz, the health risk from dust exposure was the greatest.

"At the Big Five wetland, which was built to treat drainage from a metal mine, encouraging results have attributed to sulfate reduction. Cu and Zn were reduced to below detection limits of 0.50 mg/L, Fe was reduced by at least 90% to below 3 mg/L, and the pH was raised from below 3 to above 6. The study showed that treatment was primarily through microbial processes within the substrate and that plants were not needed to insure success.Constructed wetlands can be taken through design and proofing stages, and into operations scale in a meaningful time frame for on-line acid drainage remediation. In staged design, laboratory experiments are initiated to determine reasonable substrate materials for remediation of a particular drainage. When a reasonable substrate is found, bench scale experiments are initiated as the next stage in the design. In these studies, removal efficiency, permeability, and flow are analyzed to identify candidate substrate which will support sulfate reduction and be hydraulically reasonable. Using this design method at one site, an acid drainage of pH 2.5 was raised to a pH of above 7. Total heavy metal concentrations in this drainage exceeded 900 mg/L. In the pilot constructed wetland Cu, Zn, and Fe were reduced by 99%.Determining how well these anaerobic cells operate in the winter is done at the pilot plant site in Idaho Springs, CO. It's been found that over the last four winters, those cells that emphasize anaerobic removal within the substrate have operated continuously and effectively the year round. Winter operation is aided by the fact that the water temperature of the acid drainage is always between 14 and 16° C, and the cell can be readily insulated from the cold. Activity of the sulfate reducing bacteria may decrease during the winter. However, it appears that organic complexation of metals helps to maintain low concentrations of metals in the effluent."

WITH the example of the steel open-hearth men and their round table conference before the copper men, the query naturally arose "Why cannot we do likewise?" The advantage of pooling and comparing knowledge on smelting in the copper reverberatory furnace seems particularly pertinent at this time when all metallurgical economies possible must be rigorously enforced. A great deal of data had also been obtained and filed during the period of litigation over the Carson patent, and it would naturally be available with the cessation of further suits. With these ideas in mind, H. Foster Bain took up the advisability of holding such a conference directly with the heads of all the companies in the United States operating copper reverberatories, and found a nearly unanimous response. The mining companies appointed representatives directly, or indicated to the heads of various metallurgical operations what members of their staffs should be sent to such a conference.

Drilled shafts are a popular type of foundation for transportation applications. They feature the advantages of providing high bearing capacity and generating low construction noise. Advancements in construction technology make it possible to construct drilled shaft with large diameters. In some transportation projects, the full structural loads are carried by a single large diameter drilled shaft; therefore accurately determining the bearing capacity of drilled shafts has important practical and safety implications. The increase of drilled shaft diameter combined with the structure properties of the surrounding soil play in an important role in their bearing capacity. The conventional methods for bearing capacity determination, which mostly come from experience with small diameter drilled shafts, may not work satisfactorily. This paper studies the influence of diameter on the bearing capacity of laterally loaded drilled shafts. Numerical simulations are conducted to investigate the effects of pile diameter on the lateral bearing capacity, especially the influence of shaft diameter and its structural contributions.

A room and pillar coal operation in central Pennsylvania was experiencing roof cutters and long running roof falls caused by high horizontal stresses. The roof conditions created hazards for the miners, and caused several production panels to be abandoned prematurely. The mine requested assistance from the National Institute for Occupational Safety and Health (NIOSH) in applying the "advance and relieve" mining to reduce the affects of the horizontal stress during panel development. The "advance and relieve" plan that was developed called for removing a pillar on one side of the panel as it was being advanced, thus creating a cave. The caving then relieved a portion of the horizontal stress across the panel. Because the horizontal stress direction is key to the success of this method, stress mapping as well as mining experience was used to establish the direction of the horizontal stress. Subsequent field measurements provided an estimate of the stress magnitude. Three panels were mined using this technique, and good roof conditions were achieved in all these panels. Instrumentation was used to monitor the stress changes in the roof created by the cave. Stress relief of over 1,000 psi was measured 120 ft from the cave and to depths of 20 ft into the roof. The lateral extent of the stress relief zone across the panels appears to be about 400 to 500 ft. This case history has provided much insight into the practical application of the "advance and relieve" method discussed in this paper.

Not only do epithermal gold deposits provide many challenges in estimating mineral resources, the complexities of these deposits also provide technical challenges in assessing appropriate mining and processing strategies, as well as social and environmental planning and management. The characteristics of epithermal gold deposits include being highly variable with respect to geometry and gold grade distribution, the presence of other economic contributors, mineralogy, texture, rock strength, weathering and alteration overprint. These characteristics influence the economic value of mining projects in an interlinked manner. Consequently, successful exploitation of epithermal deposits requires a holistic approach, coupled with the effective integration of geological data to meet all aspects of mine development decision-making. This paper presents examples of the key technical challenges encountered in estimating and mining epithermal deposits. This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. According to the principle of computer simulation, the model and the method of computer simulation for optimum mix design are set up. Also, the precision of simulation results has been estimated and verified experimentally.
