In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This study by the Bureau of Mines documents the leadtime required for preliminary and detailed exploration, development of the mine, and construction of beneficiation and support facilities for selected copper deposits in Arizona. The time for major exploration ranged from 1 to 15 years, time for open pit development (or construction) was 1 to 4 years, and time for under- ground development was 4 to 8 years; one underground mine presently being developed may require 12 years to achieve production. Construction of the beneficiation plants required 8 months to just over 2 years. The data are supported by historical facts for each deposit during the leadtime stages from location of claims through exploration, construction, expansion, and leaching. The sequence of development and factors contributing to differences in the time spans are discussed. Histories are detailed for the Miami, Castle Dome, Copper Cities, San Manuel-Kalamazoo, and Twin Buttes properties; briefly summarized are the Pinto Valley, Miami East, Esperanza-Sierrita, Pima, and Mineral Park Properties. Each mining operation had its own pattern of development, and together they present a source of planning information for the development of other properties.

"This paper describes the design of an SABC grinding circuit using CEET technology applied to grindability data produced from testing 100 samples and distributed across the blocks of a mine plan using a geostatistical approach. The data distribution required the identification of the location of the sample points and a geological plan of the 130 million ton Ruby Creek orebody together with a mine plan of about 11000 blocks to be mined during the proposed 18 year life of the mine. The mill design was then made with consideration for the estimated hardness of each block in terms of both SAG and Ball milling with allowance for annual periods when the ore is harder to grind. Operating specifications were selected to achieve an optimum of capital and operating costs through use of the CEET program. The geostatistics assigned the statistical error that arises from having a limited amount of sample testing data to the hardness estimate of each block of ore in the mine plan. The final design could then include a quantification of risk and determination of safety factors based on the accuracy of block hardness estimates and CEET model fitting.INTRODUCTIONThe traditional approach to plant design involves the extensive testing of a single large composite sample or a small number of composite samples that are reputed to represent the ore body. It is accepted that the tests used can accurately measure in the laboratory the grindability of the sample by a process representing that to be used in the plant. The size of equipment required to achieve a specified throughput and product size is then calculated from one of a variety of models that have been developed by metallurgists over years of trial and error. Since these tests and models are tried and tested, they are accepted as reasonably precise; however during the operation of the resulting plant the design is sometimes found to be inadequate. It is then suspected that the flaw in the design process lies in the samples not being sufficiently representative of the ore body, since using only a single or small number of composite samples does not recognize the variability of the hardness of the ore, nor does it allow for the lack of precision in the hardness value used in the design.This paper outlines a design procedure suited to an orebody that is described by a geostatistical analysis of a reasonably large number of small samples of drill core. The analysis required the identification of the location of the sample points and a geological plan of the orebody, together with a mine plan of the blocks to be mined during the proposed life of the mine. The mill design was then made using the estimated hardness of each individual block with an allowance for annual fluctuations in the grindability of the ore. The geostatistical analysis assigned a statistical error to the hardness estimates of blocks and of each production year such that the final design included risk estimates and safety factors based on the possible errors that arise from having a limited amount of sample data (Kosick et al. 2002)."

Researchers from the U.S. Bureau of Mines conducted a field study to assess the safety of remotely controlled mobile roof supports (MRS) in a retreat pillar mining operation, Data were collected to provide the Mine Health and Safety Administration with criteria needed to develop guidelines for MRS use and to determine if precursors could be identified that would alert miners to imminent roof falls. Two test sites at which two different support methods-MRS's and posts were used and were monitored to obtain information on entry stability. Pressure transducers and string pots were installed on all four MRS's to obtain loading and displacement information. and roof bolt load cells. sonic probes, extensometers, and survey targets were installed in the surrounding entries to obtain information on ground behavior. Results showed a larger increase in roof bolt loading and roof movement when MRS's were used, especially in the intersection area. Roof bolt loads in the entries showed decreases in load when the MRS's were set and increases up to 11,1 kN (2,500 lbf) when the MRS's were unloaded. Unloading of one MRS in a pair did not significantly increase load on the other. MRS's I and 2 usually had the higher loads, with these loads increasing as the pillars on each side were being mined. MRS 3 normally had lower loads than I and 2: however, it also experienced some very high loads when in the last position near the pushout. MRS 4 usually had the lowest loads, primarily because it was located near the solid pillar that was not being mined.

High-grade copper ore was discovered in 1932 in the long-dormant Mountain City (Cope) mining district, Elko County, Nevada. From 1932 to 1947, the one producing mine in the district, the Mountain City Copper Mine, produced 1,109,878 short dry tons of ore averaging 9.745 per cent copper, 0.274 ounces of silver, and 0.0057 ounces of gold per ton. The Mountain City Copper Mine is developed in eugeosynclinal rocks of Ordovician age, the Valmy Formation, which is part of the upper plate of the Roberts Mountains thrust. On the Valmy were deposited unconformably first, a elastic formation of Devonian or Mississippian age, the Grossman Formation, succeeded unconformably by a ·sequence of three conformable formations, the Banner, the Nelson, and the Mountain City. The Banner Formation probably is early Late Mississippian in age; the ages of the Nelson and Mountain City are not known precisely but are believed to be of Late Mississippian and Carboniferous(?) age, respectively. A thick formation of elastic rocks, limestone, and volcanics, the Reservation Hill Formation, has been thrust over the Mountain City. The age of the Reservation Hill is unknown but is presumed to be Pennsylvanian(?) and Permian(?). Several plutons of Cretaceous quartz monzonite intrude the Paleozoic formations; they and the intruded formations have been laid bare by erosion, and several sequences of volcanic rocks of Miocene and Pliocene age, and perhaps in part older, have been successively deposited on irregular erosion surfaces. The primary mineralization of the Mountain City Copper Mine is believed to postdate the deposition of the Nelson Formation and to predate the intrusion of the quartz monzonite. The primary ore bodies are lenticular in shape and are composed largely of quartz, pyrite, and chalcopyrite. The ore lenses, in general, strike northwestward and dip northward. They occur in the Valmy Formation within a definite stratigraphic sequence composed largely of shales with associated minor quartzite lenses. The ore is epigenetic. The principal ore body, the "200," was completely leached to the 200 level. Abruptly beneath the barren gossan was supergene copper sulfide ore, much of which assayed 50 per cent copper. The secondary copper minerals are sooty and massive chalcocite, bornite, and covellite. The supergene enrichment of the ore may have required a large part of Tertiary time.

This paper describing the mining practices at the Old Dominion mine, Globe, Ariz., is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various minim districts in the United States. The Old Dominion mine is situated in the eastern port of the Globe-Miami district, about 1-1/2 miles north from the center of the town of Globe. An average of nearly: 1,200 tons per day was mined during 1928. The prevent production is about 1,500 tons per day; of this amount,, approximately 100 tons is direct-smelting ore that is shipped to the smelter at Miami and 1,400 tons milling ore which is treated in the company?s concentrator at Globe. About 600 men are employed at the mine.

During calendar year 1972, the Bureau of Mines was engaged in some 20 major areas of research for the development of new and improved efficient methods of conservation and utilization for petroleum and natural gas, oil shale, and coal. Made up of numerous projects described in this report, the program was carried out through research performed at research centers and laboratories in the field supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Based un this research, 186 technical reports were published by the Bureau or others, and numerous other reports were prepared for Federal agencies, State agencies, and organizations engaged in cooperative research programs with the Bureau.

This section of the Handbook deals with general principles to be evaluated in the development of a mining operation. It addresses the major issues that must be examined to fully evaluate a mining venture. Of course, one of the main topics to be evaluated is mine planning, which is covered in more detail in other sections (13, 17) of the Handbook and should be referenced in mine development projects. The topics to be discussed in this introduction include equipment and supplies, infrastructure, utilities, and project management. In any of the aspects mentioned, the current existing conditions at or near the mine site must be evaluated. This will include assessment of current use of utilities, infrastructure, housing, equipment suppliers, etc., as well as anticipated growth, both in the supply aspect of these systems as well as projected usage on these systems. After full assessment of both these aspects, an evaluation must be made as to the requirements the project will place on these items. Assessment must be made as to any up-grades required to bring the project on line, what impact the project will have on existing or expanded systems, and anticipated future growth impacts on support systems not only of the project but of other surrounding industry and urban devel-opment

Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

IN the parlance of Hollywood, it was a super-colossal meeting. In the more restrained language of engineers, the Institute's 75th Anniversary Celebration attracted the largest crowd ever; was the longest Annual Meeting ever held, occupying a full week; had more important papers, more important people, more of an international flavor, and more glamour than ever before. And in the minds of those who came to the big city from the wide open spaces, one other record should be mentioned: for those not on an expense account, it was the most expensive affair ever staged by the Institute! To state the attendance down to the last digit for a meeting such as this is impossible. The total names registered on cards, plus those who attended the Annual Banquet but were not otherwise registered, came to 3149. But a few were registered twice, and probably a still larger few did not register at all, but just dropped in for a session or two in which they were interested. It would appear that 3200 would be about as close an estimate of attendance as could be made, and that is some 300 more than came to the biggest Annual Meeting of the past-in 1944. A considerable number of members brought their wives, but most were delegates at large.

"Justified is a show on FX that takes place in Kentucky coal country. The two main characters, a cop named Raylan and a criminal named Boyd, are adversarial to the very end, yet they manage to maintain a seemingly inexplicable bond of friendship through it all. The final episode ends (spoiler alert) with Boyd asking Raylan why that is. He responds, “If I allow myself to be sentimental, there is one thing I wander back to” Boyd responds, “We dug coal together.” Fade to black.What creates these types of bonds between friends and co-workers in mining? I don’t know about you, but many of my best friends I met in mining. Certainly the people I respect the most in this world are a part of our industry. Good, honest, honorable men and women. And I am not just talking about the leaders of our industry. I am talking about great miners who taught me how to do the right thing and also be productive.I have had the pleasure to work for some great people and the misfortune of working for some of the loudest screamers. What I consider the worst butt-chewing in my life may surprise you. I once worked for a man I respected, because he showed me respect. He went on a business trip and left some instructions. For some reason, I was able to justify to myself that they applied to everybody but me, and I disobeyed them. When he returned he called me into his office and said to me: “Tim, you pissed me off when you did that.” He said it quietly and with no anger. I had lost his respect. This devastated me more than any screaming shift boss ever could have. I learned a lot about values from that conversation.Most of us will spend more time at work than we will with our families over a lifetime. It is natural that tight bonds be created at work. What I believe makes mining special is that these bonds are so strong. They are strengthened by the incredibly hard work our miners do. They work at all hours, on holidays and in all sorts of extreme weather conditions. The physical demands of the job are sometimes exhausting. Our bonds are further reinforced because the work is dangerous. Not only does management watch out for the wellbeing of their people, but each and every one of us looks out for one another. The bonds are made tight because our people are so passionate about what they do, no matter the department or profession. Finally, they are strong because of the thousands in the industry that keep doing the right thing, every day. We make great friends in this industry because of the strength of character of our people. That is why Boyd and Raylan respected one another so much."

It is proposed that a waste rock dump be constructed on slopes consisting of soft colluvium and weathered Chim Formation mudstone at the Porgera Gold Mine, in Enga Province, Papua New Guinea (PNG). Geolog- ical, geomorphological and geophysical investigations were conducted in support of geotechnical studies to assess the physical character of the 6km2 site. Geomorphological studies focused on the extent and nature of colluvium cover and landslide activity. Detailed ground traverse mapping resulted in classification and delineation of eight terrains and seven material types. Seismic refraction and resistivity profiling, combined with drilling, provided subsurface data. Results were presented as standard profiles, coloured contoured sections and plans. Subsurface features, including deep colluvial channels, buried cliffs, slump blocks and buried alluvial channels, were identified. Results of the combined investigations allowed designers to model the colluvium/ bedrock surface and identify critical areas of deep, mobile colluvium and weak bedrock. A design approach was developed which accounted for the morphology of landslide systems and distribution of colluvium types.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960/ from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963,1 The leading general and technical libraries of the United States maintain files of the Bureau's publications. Sooner or later the potential miner of industrial minerals reaches the conclusion that of the various factors he must consider, the marketing of his product is. the most important. The sooner he realizes this the better, as successful industrial mineral producers .will confirm. Herein lies a difference between i.ndustria1 mineral mining and metal mining. Often in the latter, technical problems of mining or concentrating are equal to or even surpass those of marketing. This is not meant to imply that there are no problems in mining and beneficiation of industrial minerals, but these usually are outweighed by the problem of marketing. Recentlv. an official of a nationally known corporation :i the elecl.ro-metallurgical industry made an industrial mineral survey in the Pacific Northwest. In the course of his investigation he interviewed producers and potential producers of the various industrial minerals scheduled for use in the plant now being constructed in this area. He stated that he was interested in only three factors: namely, (1) Can your product meet our specifications? (2) Are you able to supply our tonnage requirements? and (3) What will be the delivered price? If there are several sources of supply of sufficient grade and tonnage, as is often the case in the Northwest, then the third factor becomes the important and deciding one. While industrial minerals are usually sold f.0.b. cars with the freight being paid by the buyer, it is the delivered and riot the f.0.b. price that determines the competitive position of the producer and his industrial mineral product. Unfortunately for both the consumers and producers of industrial minerals in the Northwest, the sources are generally a considerable distance from the markets. This necessitates long rail hauls, for which transportation charges make up the largest share of the delivered cost and the delivered price of the product. Is it any wonder then, that rail rates play such an important part in the marketing of industrial minerals? In order to sell his product, the producer must be able to deliver to the market at a competitive price. It must be remembered that his largest cost factor is rail transportation, and that he is limited to markets that he can reach competitively. Since the cost of rail transportation is so important, let us compare various freight rates in the Northwest and attempt to determine their influence on marketing. A study of all rates on all industrial minerals transported in this area, is beyond the scope of this paper. For the purposes of comparison, let us consider limestone (broken, crushed, or ground), and silica rock. These are widely used industrial minerals, and are carried by several different rail routes from.the sources of supply to the centers of consumption in the Pacific Northwest. Markets and Sources of Supply: Limestone has a number of uses in western Oregon and Washington. There are no known published methods of estimating the degradation of coal measure rocks by water that are simple and efficient, yet still provide a quantitative, meaningful value for assessing the stability of coal mine floor, roof, and rib. The slake durability test, the standard index method for estimating the durability of rock subject to wetting, can provide misleading results for floor stability assessment. Additionally, slake durability testing is time consuming and requires specialty equipment. Methods based on humidity cycling have been demonstrated to be very effective for assessing coal mine roof, but require specialty equipment and do not address floor stability concerns. Visual observation techniques, such as that developed for the Coal Mine Roof Rating (CMRR) method, adequately qualify rock degradation, but lack quantitative rigor. This paper will describe an alternative method, coined the water sensitivity test, originally developed for floor stability analyses, but also found applicable for roof and rib stability assessment. The test was developed by CONSOL in the early 1990's, and in its current form, has been in use for approximately twelve years. The method is based on the basic slake durability principle of measuring the mass of the rock retained on a screen after submersion in water. The new test employs two screens of different sizes, and also uses modified submersion, drying, and data processing procedures. The method is relatively efficient and can be geared toward batched testing. As with the slake durability test, the resulting index value provides a quantitative measure of the susceptibility of rock to water degradation. In addition to discussing the test method and its development, this paper provides a comparison of results with those fiom standard slake durability tests, and tabulated results for various types of coal measure rocks. Examples of the technique's utility are provided, including assessment of longwall and development floor conditions, roof and rib rock weathering and stability, and drum-bit cutability.

"Mohawk Garnet has been operating a small pilot plant near Sudbury, Ontario for several years attempting to produce commercially viable garnet. The challenges of operating a pilot scale mining, processing, and product handling operation as a full time plant have led Mohawk Garnet to seek a better way. In co-operation with Mohawk Garnet, Outotec (USA) Inc. has taken on the technical and design challenges of increasing garnet product from twenty tonnes per day to two hundred tonnes per day.Outotec performed a comprehensive test and flowsheet development program applying Outotec’s density separators, spirals, flotation, and other technologies to design a successful process for the separation and recovery of the valuable garnet for Mohawk.This paper explores the test program, the process flowsheet development work, plant design and preliminary engineering of a new garnet processing.
