Many technical professionals (tp)* desire to occupy upper level management positions. But career paths for most scientists and engineers do not extend beyond their specific disciplines. This is unfortunate. Our technical frontiers are expanding so rapdily that it is difficult, if not impossible, to make sound top management decisions without understanding the technical complexities involved. Technical professionals often are not considered for upper level management positions because they lack the managerial and interpersonal skills necessary to become successful administrators. You've heard this before, but a key component of these skills is the ability to communicate. Technical professionals are often unable to communicate as well as they should with nontechnical professionals and nonprofessionals within the organizations that employ them. Communication is important for managerial success Communication is the network of interactions whereby knowledge and understanding are conveyed from one social set to another (Flippo and Munsinger, 1982). In order to be successful, managers must not only be "good" communicators, they must be "effective" communicators as well. Good communication occurs when managers are able to formulate and transmit their messages in such a way that they are received and understood. Effective communication goes one step further: It occurs when recipients accept messages as legitimate and respond to these messages in the manner desired. Before promotion into upper level positions, managers must have developed organizational skills (planning, decision making, organizing, and controlling) and interpersonal skills (directing, influencing, and motivating). Applying these skills effectively is difficult without a highly refined ability to communicate. Effective communication, then, is basic to managerial success. Nowhere, perhaps, has the importance of being able to communicate effectively been emphasized more than in Mintzberg's landmark study of managerial roles (Mintzberg, 1973). Mintzberg's results indicate that executives typically averaged 36 written and 16 verbal contacts a day. These contacts were both important and trivial. They generally occurred in a random manner. Time spent on each varied. Scheduled meetings averaged over an hour. Desk work, telephone calls, and unscheduled meetings required an average of 15 minutes or less. Why technical professionals have difficulty communicating Three reasons why technical professionals do not communicate well are: • The work motivational patterns and personal attitudes of technical professionals are not conducive to effective communication. • Students in technical professions are not encouraged by educational institutions to develop their communication skills. • Organizations do not insist that all technical professionals be able to communicate in the language of business. The work motivational patterns of most technical professionals are indicative of internals and high achievers (Hunt, Salisbury, and Whittington, 1968). As internals, they believe they control their own destinies. As high achievers, they believe that task accomplishment is a primary indicator of success. To ensure a task is completed in the manner desired, tp's attempt to structure and define work situations so they alone are responsible for results. TPs consider the task accomplished when they, and perhaps other tp's, are satisfied with the results. From the tp's perspective, the task may have been completed. From a communication standpoint, two other factors may apply. First, solving the problem required very little interaction (and thus, communication) with others. Second, the tp's, considering the task accomplished, have little concern for how their "technical" answers will be translated to nontechnical persons needing

Outokumpu Direct-to-Blister Flash Smelting is currently in operation in two smelters, a third one is under construction and a fourth one is in the design phase. The two smelters in operation are the Glogow 2 smelter of KGHM Polska Miedz S.A. in Poland and the Olympic Dam smelter of BHP Billiton in Australia. The Outokumpu Direct-to-Blister smelter of Konkola Copper Mines Plc. in Zambia is under construction and the new smelter of Glogow 1 is under design and waiting for final go-ahead decision. Additionally, the Garfield smelter of Kennecott Utah Copper Corp. makes blister copper out of matte in a Flash Converting furnace. A similar operation is under construction for Y anggu Xiangguang Copper Co. in China. The slag cleaning process, which is needed to clean the slag of the Direct-to-Blister Flash Smelting Furnace, has different requirements depending on the feed to the flash furnace. These differences are discussed in the paper. The differences between the processes and slag produced are discussed as well as the metallurgical requirements for slag cleaning. The Direct-to-Blister process, where the blister copper is produced directly from concentrate in one step, requires at least a partial treatment of the slag in an electric slag cleaning furnace. The existing impurities determine the specific requirements of the actual cleaning process. The different processes are discussed in the paper. The newest developments of Outokumpu Technology Oy for electric slag cleaning furnace design are presented as well as the characteristics which the furnace shape gives to the process.

A medição online de umidade de finos de minério de ferro sempre foi uma informação muito desejada nas plantas de pelotização de minério de ferro. Controlar a umidade do pellet feed produzido pela unidade de filtragem além de possibilitar maximizar a produção deste setor da planta garante uma maior estabilidade no processo de pelotamento e de endurecimento. Para conseguir entregar esta medição à sala de controle, iniciamos um projeto utilizando a metodologia Design For Six Sigma para desenvolver uma forma de medição desta grandeza. Inicialmente foi feita uma revisão bibliográfica sobre o assunto. Posteriormente, foram realizadas visitas técnicas que eliminaram algumas possíveis tecnologias de medição. Finalmente, foram avaliadas as tecnologias de Absorção de RF e medição por um braço robótico para serem avaliadas. O primeiro teste industrial foi realizado com um medidor de absorção de RF que não apresentou bons resultados. A faixa de interesse de medição é muito estreita (9% a 11% de umidade). Esse fato exige uma boa precisão do equipamento para que a medida tomada do processo seja útil e sua incerteza não ocupe toda a faixa. Como nenhuma das tecnologias de medição online existentes no mercado se mostrou precisa suficiente para a aplicação, a alternativa foi utilizar um braço robótico para coletar, secar e medir a umidade através do método tradicional feito por um robô. Esta última alternativa se mostrou robusta e adequada ao controle de processo da unidade de filtragem, produzindo resultados confiáveis e precisos.

Ventilation Air Methane (VAM) is a high volume low concentration methane source. The capture or use of methane from VAM is challenging, which results in the routine discharge of methane into the atmosphere. Mitigating VAM has the benefits of providing an energy source and reducing the atmospheric Greenhouse Gas (GHG) burden. The GHG radiative forcing effect of methane is 17?23 times as potent as carbon dioxide on a 100-year time horizon. Thus, any reduction in atmospheric methane would be beneficial. The calorific value of methane is 55.5 MJ/Kg; therefore, a 100 m3/s flow with VAM concentrations from 0.1?1% can provide 3.8?38 MW of exploitable power. Strategies to mitigate VAM such as: Thermal Flow Reverse Reactors (TFRR), Catalytic Flow Reverse Reactors (CFRR), Lean Burn and Catalytic Gas Turbines, Biothermica Vamox®, Megtec VOCSIDIZER©, and Vamcat? are briefly reviewed. The review of VAM mitigation technologies reveals disadvantages such as the need to maintain a minimum internal heat capable of oxidizing the methane. This requirement uses all of the available methane up to the point of reaction sustainability and up to half at the highest methane concentration in VAM. Some systems may introduce a pressure drop to the ventilation system, which would impinge on the existing ventilation system design. These impediments necessitate the development of a more amenable technology. In the proposed system, gas turbines (GT), coupled to a combustion chamber with an external fuel supply, assist the combustion of the VAM. The combustion-chamber coupled system provides electricity, while the heat contained in the GT exhaust gases increases the temperature of the VAM, encouraging the development of a flame inside a combustion chamber. The flow from the combustion chamber streams through a primary air/fluid heat exchanger capable of producing steam of a high enough quality to generate electricity using conventional steam turbines. The residual heat after primary extraction, directed through other equipment, provides additional heat based products such as industrial scale dry air, chilling by an absorption chiller or hot water. The overall design of the system is scalable for low to high VAM flows or variations in concentrations and is capable of providing the company or community with heating, chilling, hot water, electricity or motive force as needed by the particular site or community. The Multi-generation system uses heat from three sources to provide clean efficient energy while mitigating the atmospheric emissions of methane. These sources are heat from the GT, often considered waste heat, heat from fuel injected into the igniters and heat from the VAM. The opportunity to collect carbon credits may improve the economics. In order to design a system with this capacity, a detailed analysis of the combustion characteristics of three separate flows is required. VAM is the main airflow, having the highest volumetric effect, while the GT exhaust and the additional fuel added to the hot exhaust flow of the gas turbine are lower flows, but have a higher velocity and temperature. The aim of the modeling undertaken in this work is to establish the combustion dynamics, degree of pre-heating required and the geometry essential to the design of combustion based VAM mitigation multi-generation systems.

Patterns of quartz veining in epithermal gold-silver deposits at Wharekirauponga, Neavesville and Ohui in the Hauraki Goldfield, have been analysed to determine the effects of different lithologies on vein distributions. At Wharekirauponga, quartz veins are hosted in rhyolite and minor andesite, with the andesite containing slightly higher gold grades. Local basement andesite, rhyolitic tuff and silicified black shale host gold-bearing quartz veins at Neavesville. At Ohui, quartz veins are hosted in rhyolite, rhyolitic tuff and andesite. Fractal analysis was used to quantitatively describe the distribution of veining. The fractal dimension (D) of veining in silicified tuff is 0.25, moderately silicified rhyolite has D = 0.23 - 0.26, clay-altered andesite has D = 0.3, strongly silicified rhyolite has D = 0.3 - 0.39, silicified andesite has D = 0.4, and silicified black shale has D = 0.43. The D values are related to the composition of the host rock, and appear to be controlled by its competency. Hydrothermal silicification results in increased competency and higher D values. Vein thickness frequency plots for different lithologies show that andesite at Ohui, and to a much lesser degree at Wharekirauponga, contains more thick veins than rhyolite and tuff. Gold grades show a strong to fair correlation with higher vein density in three drillholes at Wharekirauponga. The fractal dimension of veining is an important control on fluid flow and gold deposition within an active epithermal system. Vein systems with higher D have a greater density of veining which would have favoured increased fluid-rock interaction. Lower D vein systems have more clustered arrays. The increased fluid-rock interaction induced by a high D vein system, when combined with a reactive host rock, results in an environment which is highly favourable for gold deposition. This situation is seen in the andesite at Wharekirauponga.

A Iaboratory drilling rig has been devised and placed in operation which permits the application of hydrostatic, terrastatic, and formation pore pressures to a rock sample for drilling under controlled conditions. Calibrated rests of this equipment in-dicate qualitative agreerment with field results on the effect of weight on bit, rotary speed, and rate of circ~~lation on drilling rate. Tests under pressure, using water and air as the drilling fluids, indicate that when drilling saturated limestone samples, a pressure differential between hydrostatic and formation pressure is the only pressure which affects drilling rate. A differential in either direction causes a reduction in rate, but the same diflerential from the wellbore into the formation causes the greater reduction. Also, in lime.stone, air favorably affected drilling rote only when compared to water at high hydrostatic pressurre, all other conditions remaining constant. Large increases in drilling rate with air could be obtained in the laboratory only while drilling a shale, which offered a limited permeability to nitrogen and which could be drilled with a differential from the formation into the wellbore. In general, the magnitude of the changes due to the pressure effect were small compared to changes in drilling rate obtainable by changing either bit weight or rotary speed. INTRODUCTION In the course of Humble's drilling research program, the desirability of investigating several factors which lend themselves to laboratory rather than field study became obvious. Principal reasons for this are the expense involved in field studies and the difficulty of exercising the required degree of control. Of primary importance are investigations of the effect of fluid pressure on rock rate, the effect of pressure on rock drillability, and a study of the fundamental mechanics of rock failure and chip generation. Several years ago some work in the laboratory on the effect of mud properties on drilling rate was re- ported to the API', but the completion of this work and the investigation of the other variables affecting drilling rate required equipment somewhat more elaborate than that used on these earlier tests. This equipment has been assembled to form Humble's Drilling Engineering laboratory. To date only the effect of pressure on rock drillability while using water and air has been investigated, and this work is not yet complete. Facilities are available to investigate the effect of fluid properties on rate of penetration, and information is being assembled on a current basis on the mechanics of drilling. The area encompassed by the political entities included in this study com-prises 11 million square miles or about 15 percent of the total Earth's land area. The bulk of the region is contained on the Asian continental land mass. Australia, the world's largest is-land or the world's smallest continent, alone is almost as large as the continental United States. The islands of New Zealand, New Guinea, Borneo, Sumatra, and Honshu are among the largest in the world. Collectively, they constitute a land area of 1.1 million square miles or an area about one-fourth the size of the United States. The region is noted for its great rivers. The Chang, Huang, Amur, and Mekong are respectively the fifth, sixth, eighth, and eleventh longest rivers in the world. The Ganges-Brahmaputra has created the world's largest delta, which covers 30,000 square miles. Abutting East Asia are the Sea of Japan, Dong Hai, Nan Hai, Bay of Ben-gal, and Arabian Sea. In the Southern Hemisphere, there is the Indian Ocean and the South Pacific Ocean. The Continental Shelf adjacent to the region constitutes a large proportion of the world's readily accessible shelf area. On the other hand, the Philippine and Java trenches and, further out, the Mariana Trench reach to formidable, abyssal depths, downward to 6,000 fathoms. Contrasting to this is Mount Everest, which reaches a lofty height of 29,028 feet. And then there is Xizang, whose high plateaus have been called the roof of the world.

IN dealing with this subject the intention is not to write a detailed description of the various methods in vogue on the Kalgoorlie field, but rather to give a brief outline of three of the methods which are most universally in force, and from which, ultimately, a few comparisons may be drawn. The three methods which the writer proposes embodying in this article are known as "The Rill," "The Flatback," and "The Shrinkage." For comparative purposes each method will be applied to a block of ore 500 feet in length, and opened up by levels 200 feet apart."The Rin" System. It is necessary in this system, for facilitating mullocking, to make connections between levels by rising and winzing at about every 100 feet or 150 feet along the orebody. After the leading stope is beaten off for the full length ofthe drive, the level is timbered. Single stulls are put in up to a width of fourteen feet. If the span is too great for stulls, set timbers or saddleback stuUs are used. Stulls are lagged over with 4-in gimlet poles, and wooden chutes are built at intervals of 50-feet. Ore passes are cribbed up through the filling directly above each chute, and are constructed of 7-in. round timber or 9 in x 3 in square timber, the passes measuring 4 ft x 4 ft in the clear.Occasionally a double pass may be carried up, one side serving as a travelling way. This paper will present detailed design drawings of a flexible single floor residential superstructure proposed for both longwall and room and pillar mining conditions. All efforts were made to provide an immediately available economical alter- native for future home builders on subsidence prone land. Based on this fact, a basement was not included in the design because additional costs and measures would be required to minimize cracking and leakage. A cost comparison with a traditional superstructure demonstrated that this would be a cost effective alternative. The criteria used to determine the design of the residential structure was as follows: 1. The appearance should not be different then a typical three bedroom residence; 2. Only commercially available devices and present architectural and engineering technology should be used to achieve the required "flexibility" of the super- structure; 3. The structure as completed would be capable of resisting a predetermined amount of vertical and horizontal movement; and 4. If the structure was to experience stresses beyond its capabilities, it could be easily removed from the foundation and releveled.

"The application of hydroxamic acid as flotation collectors is fast becoming of significant interest for the selective flotation of oxide minerals along with upgrading oxidised based metal ores and minerals. In the hydroxamate molecule, both O and N atoms in the -CONHOH group are identified as coordination atoms in many complexes and their characteristic structure determines the strength of the chelation complex between the hydroxamate and metal ion. The chelating performance of hydroxamates with transition metals including Cu, Ni, Zn, Fe, Cr, Mn and Co, the alkaline-earth metals (Be, Ca) and heavy metal (Pb) has been studied. Cytec has developed and patented a range of alkyl hydroxamates as flotation collectors for oxidised base metal sulphides, metal oxide minerals and precious metals. This paper introduces two new structures of hydroxamate collectors (Cyclohexyl and 4-tert-butylbenzoyl hydroxamates) and evaluates their characteristics relative to alkyl and benzoyl hydroxamates. Laboratory small-scale flotation tests were conducted with ilmenite and wolframite. The use of 4-tert-butyl benzoyl hydroxamate resulted in a best flotation performance for ilmenite. A relatively low cyclohexyl hydroxamate dosage was required in the flotation of wolframite to obtain comparable results to the alkyl and benzoyl hydroxamates. It is also shown a significantly improved flotation performance with 4-tertbutyl benzoyl hydroxamate in the flotation of ilmenite plant ore in comparison to the oleic acid or fatty acid collectors typically used for ilmenite flotation.INTRODUCTIONHydroxamic acid has been reported as an effective collector in small-scale flotation tests for a wide variety of oxide minerals and ores including copper (Lee et al., 1998, Lee et al., 2009), iron (Quast, 2000), tin (Sreenivas and Padmanabhan, 2002; Wu and Zhu, 2006), tungsten (Marinakis and Kelsall, 1987; Xia et al.,2004), and rare earth metal minerals (Ren et al., 1997; Pradip and Fuerstenau, 1991; Assis et al., 1996; Pavez et al., 1996; Zheng et al., 1996; Chen et al.,2005).As part of our previous research project, a selected suite of hydroxamic acid collectors including fatty, aromatic and modified hydroxamates (naphthoyl, cyclohexyl, benzoyl, octyl, 4-tert-butyl benzoyl, salicylic hydroxamates) were tested in order to examine their potential for recovery and selectivity of rare earth minerals. In these tests it was shown that the flotation performance with the hydroxamate collectors was significantly better than the phosphoric acid collectors on no slimes removed samples (Brian, et al., 2014; Liuyin, et al., 2014 and unpublished internal technical reports). Furthermore the tests revealed that for most of the hydroxamate reagents tested, their dosage requirements to achieve recoveries at the same levels was less than that for the phosphoric acid collectors. Recovery of both La and Ce was significantly better for the salicylic hydroxamate and that Nb, Y and Zr recovery were favoured by the octyl and benzoyl hydroxamates (Brian, et al., 2014; Liuyin, et al., 2014). Comparison among the hydroxamate collectors showed that the flotation and recovery performance of cyclohexyl (CHH) and 4-tert-butyl benzoyl (TBH) was not as good as the other hydroxamates for rare earth recovery."

Contract J0275007 was to consist of a thorough two-phase statistical analysis of respirable coal mine dust data from USBM Contracts H0232061, H0232060, H0230029, H0230031, H0210050, and H0242013. Consequently, BCR cataloged and assembled relevant data items from these contracts and formulated procedures suitable for the evaluation. The selected procedure was a Multilinear Regression Analysis which related dust concentrations measured in the mine to other mine parameters. Under the first phase, a thorough analysis of the date from USBM Contract No. H0230029 was completed. Primary results from this analysis are as follows: (1) The five variables that significantly affect dust concentrations in the return behind the brattice are the spray system utilized; the distance from the face to the return brattice; the return airflow; the production rate; and the water consumption rate, in that order. These five variables describe about 85 percent of the total variation in the return dust concentration. (2) Results at the miner and jack-setter locations were somewhat less conclusive due to the fact that only 17 percent of the variation in dust at the miner could be resolved and only 48 percent of the variation at the jack-setter location could be explained. The decision of the sponsor was that these initial results revealed as much information as could be expected; thus, per instructions from the USBM, the second phase (analysis of the other five contracts) was abandoned.

In sampling a process stream, conventional sampling theory deals only with the variation of the analyte content and neglects the impact of the variation in the mass flow on the sampling variance, whether the sampling regime is time-based or mass-based. This is an obvious simplification of the real state of affairs and it is worthwhile to study this impact via simulation.With a facility to simulate large (long) random functions having some thousands of points in the function and the ability to impose covariance functions on the mass flow and analyte variations, such a study is possible. It is also possible to evaluate the impact of correlation between analyte content and mass flows.This paper describes a limited study of the variance increase due to mass flow fluctuations over the usual sampling variance due to analyte variation during the sampling period. The bias in the sampling result is determined for specific modes of correlation. Simulation methods are used as they are the only means by which a sampling result can be compared to the true assay for the lot; in the physical circumstances of mineral process analysis, it is never possible to determine the true process stream assay.CITATION:Lyman, G J, 2017. Award of the Design/Build Agreement for construction of Ontario Power Generation’s (OPG’s) Niagara Tunnel Project was made after an intensive 8-month international procurement process. The 14.4-m diameter × 10.4-km long rock tunnel will divert 500 m3/s of water from the Niagara River to the Sir Adam Beck hydroelectric generating complex. The procurement process and Design/Build Agreement included features to address the owner’s requirements regarding risk allocation and cost and schedule certainty, while encouraging innovative ideas from the industry, both technically and commercially. The process included an international expression of interest and prequalification, followed by an invitation for design/build proposals to qualified proponents, and comprehensive proposal evaluations and negotiations with several respondent proponents. An honorarium was provided to the unsuccessful participants in the proposal stage. The resultant negotiated Design/Build Agreement includes Owner’s Mandatory Requirements, negotiated contract terms and conditions, performanceincentive bonuses and liquidated damages for schedule and water delivery performance, a multistaged Geotechnical Baseline Report, joint risk management, references to preexisting community impact agreements and measures to reduce impact on tourism. It also addresses regulatory approvals and permits, an owner controlled insurance policy that required reference to the International Tunneling Insurance Group (ITIG) Code of Practice for Risk Management as a condition of coverage, site specific safety, security and environmental plans, formal team building, a dispute review board, and escrow documentation.

"INTRODUCTION Coal is a compressed mass of heterogeneous, macerated, metamorphosed plant remains that have collected in the earth's crust. Probably no two beds of coal have identical properties, and different parts of the same bed may vary considerably when measured by some of the many empirical tests that have been developed to classify or differentiate the properties of coal. Because of this great variability in properties, the commercial processing of coal to produce coke and byproducts has developed largely as an art based on experience, rather than as a science. Much empirical chemical research, however, has been and is being conducted on coal carbonization, and this work is of practical value in obtaining larger yields of gas and byproducts and in the improvement of the physical properties of the coke.Both ultimate and proximate analyses have been used for correlating purposes. 3/ In the United States the proximate analysis is used for the classification of coal according to rank and grade. The proximate analysis can be employed usefully in the coal—carbonization industry because separation of the combustible matter of coal into volatile matter and fixed carbon is, in fact, a small carbonization test conducted on 1 gram of coal heated in a platinum crucible.Small—Scale Laboratory Coking Tests,Many empirical tests have been devised for determining the coking properties and measuring the yield and quality of gas and byproducts obtainable from various coals. These tests, made on samples ranging from 25 grams (about 1 ounce) to 5 kilograms (11 pounds), furnish information that is roughly proportional in practical value to the size of the sample carbonized. However, the cost of the carbonization test also increases with the amount of the sample, so that for preliminary surveys of a number of coals, samples of 25 to 1,000 grams usually are employed."

The need for elemental-analysis information on coal mine dust for use in health and safety research prompted this study by the Bureau of Mines. Neutron-activation and X-ray fluorescent techniques were used to obtain five-element analysis (silicon, aluminum, iron, calcium, and magnesium) on 444 samples from 68 coal mines in 10 States. From these analyses, the average composition of the dust in coal mines was determined. The contribution of the primary dusting material (limestone dust) to the makeup of coal mines was shown. Regional differences in mine-dust composition were indicated.

Weakly chaired a Mining Engineering committee formed to solicit materials for six planned "personal skills" articles, to be used in ME this year. What follows are Weakly's introductory comments to the series. Upon graduation from college several years ago, I thought that I was sufficiently prepared to embark in my chosen profession. A short time later I realized that several years of on-the-job training was going to be required before I could use my technical training effectively. It never occurred to me that, professionally, I was seriously lacking in any other skills. My spelling could use a little upgrading, but this was not a serious deficiency. I have been very fortunate to have had two employers that recognized that their engineering professionals did lack other skills and made every effort to give them training to correct these deficiencies. The skills I am referring to are those in administration and interpersonal relationships. Most mining engineers and geologists receive very little, if any, college training in these areas. In addition, many companies do not provide this training and many mining engineers and geologists are unaware of their deficiencies. It is for this reason the subject of personal skills development is being introduced in Mining Engineering. The mining engineer or geologist can pursue one of two basic career directions, managerial or technical. In today's technically sophisticated society and highly competitive business climate, both orientations require administrative and interpersonal skills. Most of us are technically qualified and we continue to upgrade our technical skills. But many studies indicate that we, as a group, are significantly weaker in administrative and interpersonal skills than other professional groups. In addition, these studies indicate that engineers, in general, take longer to reach managerial levels and fewer do so. This series in Mining Engineering, then, should help readers strengthen and broaden their professional capabilities. In all industries, including mining and petroleum, economic analysis of potential investment projects is done to select the projects that will give maximum future value from the investment of available capital. Rather than looking directly at the future values to be generated by investing capital in alternate ways for economic decisions, evaluators usually use either rate of return, present value, annual value, a profit to investment ratio, or various break even analysis results to reach economic analysis decisions in evaluating alternative investments. Alternative economic evaluation techniques are used in industry to properly analyze the economic potential of various investment projects. "Discounted Cash Flow" analysis is the phrase commonly used to describe these techniques. Whether you want to analyze projects in mineral, petroleum, real estate, refining, pipe-line transportation, or any other industry, proper application of discounted cash flow analysis techniques enables you to fairly compare the economic potential of alternative projects as well or better than you can using any other project evaluation approaches. It should be pointed out that investment analysis generally involves more than economic analysis. Financial and intangible considerations sometimes are as important or more important to investment decision-making than economic considerations. Economic analysis refers to evaluation of the profit generating potential of projects, that is selecting which alternative projects will generate maximum future value possible from available investment capital. Financial analysis, on the other hand, relates to analysis of where money is going to come from to finance various projects. Regardless of the economic potential of a project, if financial analysis indicates that we cannot finance the project, it likely will be shelved for financial reasons even though it may be economically satisfactory. Many evaluators use the terms "economic analysis" and "financial analysis" interchangeably, but this author considers that to be undesirable. The worldwide budget for non fuel mineral exploration was expected to increase by 27 percent in 2003 from the 2002 budget, according to the Metals Economics Group (MEG) of Halifax, Nova Scotia. The increase comes after five years of declining spending for mineral exploration. For the first time in several years, all regional exploration budget estimates for 2003 as defined by MEG would increase from similar 2002 estimates. However, MEG included 193 more companies in its 2003 survey than in 2002. As with previous MEG survey reports, estimates reflect anticipated expenditures rather than actual dollars spent. Caution, therefore, must be taken when comparing 2002 and2003 estimates or evaluating the magnitude of regional changes from year to year. Sample variations and currency exchange rates may influence year-to-year variations of MEG data. Even so, it is likely that the general climate of improved metal prices in 2003 encouraged companies that had previously left the mineral exploration sector or reduced their exploration activity to once again focus on minerals exploration or increase exploration activity and budgets.

With decreasing ore grades, the tailings of mining operations are becoming of increasing interest as metal-containing secondary raw materials. The objective of the current work was to investigate chloride leaching of gold, copper, cobalt, nickel, and zinc present in the flotation tailings. In the current study, the effect of cupric ion as an oxidant (0–50 g/L) and NaCl (150–250 g/L) on metals extraction was investigated. The other parameters, such as pH (1.8), temperature (95 °C), solid/liquid ratio (25%), oxygen feed rate (1200 mL/min), leaching time (24 h), and stirring rate (950 rpm), were kept constant. Gold dissolution rate was shown to increase with increase in cupric ion concentrations up to 50 g/L. Also, increase in NaCl concentration up to 250 g/L increased gold extraction. Majority of the copper present in the flotation tailings could be dissolved with all the all solutions investigated. The other base metals, cobalt, nickel, and zinc extractions were also shown to increase with increase in the cupric ion and sodium chloride concentration. However, even in the absence of cupric ion addition (t = 72 h, 250 g/L NaCl), the final extraction of Cu, Ni, Zn, Co, and Fe increased up to 98, 93, 83, 76, and 80%, respectively. This shows the power of inherently originating oxidants present in the tailings. Furthermore, the solid analysis of the leach residue indicated that leaching the flotation tailings in pure NaCl may result in partial gold dissolution. The results demonstrate that significant amount of metals present in the tailings could be extracted even with only NaCl as added chemical in the presence of oxygen feed, oxidizing agents originating directly from the raw material. This can provide an advantageous cyanide-free method for extraction of metals from very low-grade tailings with low chemical consumption.
