It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

An underground mine disaster is an accident of major proportions that takes a significant toll in human lives. A disaster usually disrupts the normal functioning of a mine and may result in entrapment of miners whose normal egress from the mine is cut off. A disaster often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. Explosion, fire, inundation of water or toxic gases, and collapse of a major portion of a mine are among the causes of mine disasters. Miners threatened by such an occurence must either bring the situation under control (e.g., by extinguishing a fire) or remove themselves from the danger. If control is unsuccessful, they must retreat to a place of safety. Four different activities may be involved: evacuation, escape, survival, and rescue. Evacuation is the orderly exit of people from the mine using previously identified escapeways and following a previously determined evacuation plan. Miners whose normal evacuation routes are blocked may be able to find alternative exit routes and escape by their own efforts. For those who cannot, the issue becomes survival while waiting to be rescued. The survival period may last for many days while rescue efforts are mounted from outside the mine.

This chapter summarizes data on crude mineral production for the United States, its island possessions, and the Common- wealth of Puerto Rico. Included also are tables that show the principal mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables 'were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the production of auxiliary processing at or near the mines.

Mongolia is known in western countries as the location of rich dinosaur fossil fields. However, the country is even richer in mineral resources. The Ministry of Industry and Trade reports 6,000 mineral occurrences of 80 metals and minerals. Mongolia has already attracted much foreign investment in the mining sector. Mining is the country’s largest industry. It is responsible for 17 percent of the gross domestic product, 65 percent of industrial output and 57 percent of export earnings.

The Excel No. 3 Mine is a room-and-pillar mining operation owned by MC Mining, LLC, a subsidiary of Alliance Resource Partners, LP, which produces coal from the Pond Creek Coalbed in Pike County, Kentucky. Late on December 25, 2004, a fire was discovered near the bottom of the slope and, after an unsuccessful attempt to fight the fire underground, it was decided to address the fire remotely from the surface. The mine operator developed a plan to fight the fire that called for the installation of temporary seals at the slope and mine shafts to eliminate the inflow of oxygen. In addition, the plan called for drilling and completion of vertical boreholes into select areas of the mine workings to monitor the mine atmosphere and inject nitrogen gas and gas-enhanced foam. Over the next 9 days, nitrogen gas was injected almost continuously and gas-enhanced foam was injected periodically as deemed necessary. On January 7, 2005 it was determined that the fire was successfully suppressed. This paper presents a discussion of the fire-fighting approach and an analysis of the results of the application of gas-enhanced foam technology.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

This report contains findings from a U.S. Bureau of Mines study concerning the inhibition of acid mine drainage formation from underground coal mines. A series of experiments was performed in which three different pyritic materials (wastes from coal production plants) were evaluated using several candidate inhibiting agents. Data obtained from the inhibitor-treated pyrites were compared with data from control experiments in which untreated pyritic wastes were used. The experiments were conducted by placing treated and untreated pyrite in columns, passing moist air through the columns to promote oxidation of pyrite, and washing the columns weekly to collect oxidation products for analysis. Experimental results indicate that quantities of acid mine drainage can be substantially reduced if soluble iron III (ferric) ion is controlled. The best inhibitors are neutral or alkaline siliceous materials such as fly ash, blast furnace slag, portland cement, and cement kiln dust. These materials appear to insolubilize iron III species to make them unavailable for reaction with pyrite. The data strongly suggest that the soluble ferric ion aqueous is a key oxidant for pyrite to produce acid mine drainage. The role of aqueous ferric ion as an oxidizing agent is substantiated further by data obtained using metallic iron (nails) as an inhibitor. The iron nails tended to keep the soluble iron in the iron 11 (ferrous) state. Experimental results indicate that sulfate and acidity levels are reduced when pyrite is in contact with the metallic iron.

Many high-grade iron ores are considered to result from the supergene enrichment of banded iron formations. The secondary processes may be related to either present-day or ancient erosion cycles and may reach a considerable depth. Other high-grade ores hosted by banded iron formations are regarded as either sedimentary or metamorphic in origin although often also subjected to the secondary processes. The evidence for this multiplicity of origins is reviewed with descriptions of selected deposits: Kedia d'Idjil and M'Haoudat in Mauritania, Bomi Hills and the Nimba Range in Liberia, the Itabira district in Minas Gerais, Brazil, and El Pao in eastern Venezuela. Emphasis is placed on the recognition of textures that show that some ores are tectonites, the precursor materials having undergone pervasive deformation accompanied by metamorphism. The question whether such ores are pre- or syntectonic is difficult to resolve, the evidence being inconclusive, but a diagenetic/early deformation origin is preferred. The possible range of origins has to be taken into account in exploration, particularly as regards the depth of drilling, and in the characterisation of ores for metallurgical use

Have you ever had a neighbor complain about a blast one day, but says the next day’s blast was better, even though the Peak Particle Velocity (PPV) increased? How about neighbors that complain about a small trimming shot, but don’t complain about a big production shot? Have you ever reduced the pounds/delay and gotten more complaints ? Mine operators are often bewildered when trying to correlate blast design parameters to homeowner complaints. When complaints come, standard practice is to set up a seismograph in the neighbor’s yard to monitor the blast. Immediately after the blast, the neighbor usually reappears from the house wanting to know the seismograph reading. When told that the PPV was 0.1 in/set, well below damage levels, the homeowner explodes saying “Your machine is wrong”. Perhaps he is right. Understanding why people complain about blasting is not about PPV, it’s all about structural response. People could care less about how much the ground vibrates; they only care about how much their house vibrates. In this paper we will examine the primary factors that control structural response. Through the use of a large array of digital seismographs, the effects of two production blasts on a community surrounding a quarry are studied. The predicted structural response resulting from each blast is calculated at 175 seismograph locations. The predicted response is then correlated to previous research on human perceptibility to vibrations. The results of this analysis and correlation give a better understanding of what the residents actually feel in their homes. The detonations of two single-hole signature blasts are also recorded by the array of seismographs revealing the dynamic characteristics of the geology ‘surrounding the quarry. Once the influence of the geology was understood, blasts were configured to disrupt the natural rhythm of the site through the use of millisecond delays.

A 6200 m² cement deep soil mixed (CDSM) wall was constructed for an addition to the Museum of Fine Arts in Boston, Massachusetts. The addition was located along the east side of the existing museum within an existing courtyard and in the area of a recently demolished structure. The basement for the new addition extended up to 9.1 m below the floor slabs of the adjacent buildings. The adjacent buildings are supported on a variety of foundations including; shallow spread footings on alluvial sand deposits, low capacity piles bearing in the alluvial sands and Boston blue clay, and caissons bearing on the alluvial sands and clay. Groundwater was less than one meter below the top of the CDSM wall. The new addition was founded on shallow foundations in the desiccated crust of the Boston Blue Clay. The CDSM wall was selected as the most economical means to control deep seated ground movements, limit movements of adjacent structures, and inhibit groundwater flow into the excavation. Braces and a continuous wale were used to support the CDSM wall where it was located adjacent to structures. Tiebacks were used where there were no structures. Other geotechnical construction at the site included: ? Jet grouting (JG) to improve the ground and provide an impervious subgrade layer at the west end of the addition, ? Concrete pier underpinning was used to support an existing structure on the west end of the site, and ? A secant pile wall using alternating drilled shafts and jet grout columns was used for earth support and a barrier to groundwater flow to allow for the installation of a storage tank at the south end of the site. Inclinometers, total station surveying, vibrating wire strain gauges on the braces and wales and load cells on the tiebacks were used to monitor performance of the excavation support system. The excavation support system performed better than required limiting lateral movements of the adjacent structures to less than 13 mm and vertical settlement to less than 8 mm. No settlements or movement were detected during the construction of the wall. Lateral movement of the CDSM wall was typically below 15 mm with the maximum movement occurring near subgrade.

Furthermore, the published reports of the Bureau on subjects pertaining to petroleum and natural-gas technology come to the direct attention of a relatively large number of persons, whose interest in results and appreciation of the value of this type of work have caused them to be kept currently informed regarding available data.

Deposits of the metalloids arsenic and antimony occur in quartz veins of mesothermal hydrothermalsystems in the South Island as arsenopyrite (AsFeS) and stibnite (Sb2S3). Arsenopyrite and stibnite occur in natural exposures in gold-mining areas, and additional arsenopyrite and stibnite have been exposed to the atmosphere by mining activity. At present the drinking water limits for dissolved As and Sb are 10 ppb and 3 ppb respectively. Sampling and analysis techniques are critical to determination of metalloid concentrations at these low levels. Endeavour Inlet in the Marlborough Sounds is an historic mining area (late 19th Century) with elevated As and Sb in waters emanating from mineralised rocks. Waters running out of abandoned adits have concentrations of As and/or Sb up to ppm levels. Natural waters have high Sb and low As, and the As levels increase markedly where anthropogenic activity has exposed rock. Changes in Sb/As ratio could potentially be used to quantify the anthropogenic component of metalloid mobility on mine sites on the 100-year time scale.

Recent developments in circulating fluidized bed (CFB) once-through supercritical technology (OTSC) have enabled this technology to be offered as a utility-scale alternative competing head-to-head with pulverized fuel (PF) OTSC offerings. One clear example is the CFB supercritical unit at the Lagisza Power Plant in Poland, owned by PoludniowyKoncernEnergetyczny SA (PKE). This unit has now been in commercial operation for three full years, exhibiting very good performance, and has validated Foster Wheeler?s performance model at this utility scale as well as for units in the 600 MWe and 800 MWe size ranges offering net efficiency of ~43 per cent (LHV basis). This operating unit has also proven the use of the world?s first FW/BENSON? vertical-tube OTSC low mass flux technology. Since the Lagisza original international tender specified OTSC PF technology, it is important to note that the alternative selection of CFB OTSC technology over conventional PF technology is of historic significance, not only for the validation of the CFB supercritical platform as a viable alternative to conventional PF technology, but it also positions the CFB OTSC with fuel flexibility for offering of sizes up to and including 800 MWe units. This paper explores the differences between CFB OTSC technology and standard PF OTSC in utility power generation. Selection criteria, fuel burning range in both technologies, and other selection drivers are discussed. Economic analysis of both technologies, based on existing cases, is also provided. Also discussed are the technical advantages and uses of each technology. Foster Wheeler has recently been awarded a contract for four units of CFB OTSC technology, which utilizes a 2 on 1 configuration of two 550 MWe CFB OTSC boilers on two single 1000 MWe turbines. Essentially this provides a fuel-flexible low-emissions alternative to a 2 × 1000 MWe solid fuel power block.

Total milling cost is composed of energy, liner and grinding media costs. In primary high ball load milling, the grinding media play the biggest role in total milling cost. This cost can be drastically reduced by improving the impact condition inside the mill. The impact condition inside the mill is influenced by shell liner design (as well as feed end and discharge design) and the type of discharge. The improvement of the impact condition will result in a significant decrease in grinding media consumption. The softened impact condition allows for better alloy optimization, resulting in a further reduction in grinding media consumption. Optimized liner design can also improve energy consumption as less energy is wasted in the projection of the grinding media. Magotteaux utilizes tools to simulate and show the grinding media trajectories for shell and end liners. This paper will present some practical examples where the media and energy consumption can be or has been reduced by optimizing liner design. This paper will review impacts on longwall design and ground stability assessment due to advances in mine automation and sensing technology. Several new approaches to the prediction and monitoring of longwall panel and gateroad stability have recently become mature, and are ready for application in problematic ground control situations. These methods are revealing significant detail regarding deformation and failure mechanics of critical underground structures. Examples of how these technologies have worked successfully will be given, and applications for the use of these tools for cost-effective engineering design and monitoring will be suggested.

Slag-metal equilibrium experiments were conducted at 1500ºC and 1580ºC under 0.03 atm, 0.05atm and 0.83 atm CO partial pressures using silica and Cr-oxide crucibles. The complex slags belonged to SiO2-CaO-Al2O3-MgO-FeOx-CrOxand the metal phase to the Cr-Fe-C-Si-(S)systems. The carbon saturation of the metal phase was avoided using oxide crucibles and thus the results are pertinent to ferrochromium refining slags and processes. From equilibrium data and thermodynamic calculations the CrO /(CrO+Cr2O3) ratio in the slag was determined as 0.75, 0.80and 0.86 under 0.83 atm and 0.05 atm of CO pressure at 1500ºC and 0.03 atm and CO pressure at1580ºC respectively. The results clearly demonstrated that a higher chromium content of the metal results in higher Cr in the slag, and chromium in slag decreases with increasing SiO2. The results were also sensitive to the crucibles used as these oxide crucibles saturated the slag either with respect to SiO2or Cr-oxides. It was also demonstrated that the relative amount of CrO in the slag was higher when SiO2crucibles were used in accord with thermodynamic calculations. Iso-concentration curves for carbon and chromium of the metal phase in equilibrium with the slag were drawn on pseudo ternary SiO2–(AI2O3+CaO+MgO)–(Cr2O3+Fe2O3) diagram. The activity coefficients and activities of carbon and chromium of the metal phase were also calculated from the experimental data and available thermodynamics information and were plotted as iso-activity curves in the same pseudo ternary diagram. The application of biogeochemical methods in mineral exploration in semi-arid to arid environments in Western Australia has been investigated in an area near Norseman.The study involved a comparison of trace element characteristics of rock, soil and plants in the vicinity of the Pioneer BB prospect, where nickel-iron sulphide mineralization occurs in a "greenstone" sequence of ultrabasic, basic and sedimentary rocks.Analyses of unweathered and partly weathered rock from diamond drill cores show the ultrabasic rock to be highly variable with respect to Ni, Cu, Co, Zn and Mn.Samples of weathered bedrock and overlying soil were analysed for total trace element contents and for the trace elements associated with secondary iron and manganese oxides. Approximately 30 per cent of the total nickel content of the weathered basic rock is associated with secondary iron and manganese oxides, compared with approximately 15 per cent in the weathered ultrabasic rock.The soil has a sufficient residual content to provide a reliable indication of the chemistry of the underlying rock. Total trace element analyses of the -89 mesh fraction show strong anomalies for nickel and copper over the mineralized zone. Important amounts of nickel, cobalt and, to a lesser extent, copper are apparently associated with secondary iron and manganese oxides in the soil.Melaleuca sheathiana (tea tree) has been used to study the relationship between soil and plant chemistry. No strong relationship between plant and rock type was observed. Analyses were made of leaves, twigs, wood, bark and roots, and all plant organs were found to have anomalous nickel and copper contents near the mineralized zone. Leaves were found to give the best contrast in the anomalous area and to show fewer erratic values than other organs. It is concluded that the uptake of trace elements by tea tree is low in the semi-arid to arid environment of Western Australia, but that analyses of the plants do reflect the presence of mineralization.
