Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

The first indication of tungsten in the Bishop area was the discovery of scheelite concentrations in a gold placer operation in the ( since named) Tungsten Hills in 1913. After early intermittent production, the deposits of the district were slowly discovered and developed. The Pine Creek mine, located in 1916 and under the direction of Union Carbide Corporation since 1935, became the principal producer in the district. By the end of 1965, the total production of the district had reached 3,450,932 units of WO3, 17,071,242 pounds of molybdenum, and 19,599,110 pounds of copper. The topography of the district is characterized by its extreme relief, ranging in elevation from 13,986 feet to about 4400 feet in the Mount Tom quadrangle. The present topography is the result of the uplift and erosion of the Sierra Nevada and the great subsidence of the Owens Valley with its related deposition and volcanism. The general structure of the pre-Tertiary rocks consists of a series of tightly-folded metasedimentary and metavolcanic rock remnants surrounded by exposed plutons ranging in composition from hornblende gabbro to alaskite. The metasedimentary rocks consist of low- to intermediate-grade metamorphic equivalents of fine-grained sediments deposited during the Paleozoic era in a miogeosynclinal environment. Later volcanics were deposited in a eugeosyncline. The ore bodies in the Bishop district consist of scheelite-bearing tactite formed by the pyrometasomatic replacement* of calcareous sediments along the contact with an acidic granitic intrusive. A number of the metasedimentary remnants have had tungsten deposited along their edges.

Ask someone what they can tell you about the Royal Canadian Mint and most likely the first thing that they will mention, is coinage. The Royal Canadian Mint manufactures Canada's one-cent coins, nickels, dimes and quarters - over 1 billion per year. Most of these coins use copper and nickel as base material, and all of this metal is mined, refined and processed in Canada prior to being shipped to the mint for coin production. In 1985 alone, 1270 metric tons of Canadian nickel and 2160 metric tons of Canadian copper were absorbed in circulating coinage. July 1987 will have marked the introduction of Canada's new one dollar coin, an important new addition to Canada's monetary system. The first phase of this program will consume about 2,235 metric tons of Canadian nickel in the initial production run. Annual requirements in subsequent years are estimated at 225 metric tons. The Royal Canadian Mint is also a major producer of circulating coinage for foreign countries. Since the state-of-the-art Winnipeg plant swung into full production in 1976 the Mint has struck more than 5.2 billion coins for some 35 nations around the world. 1985 sales have increased almost 6 fold over 1984. 1987 already shows commitments for a further significant increase in volume in this business. The use of Canadian metals in export to foreign nations as coinage adds still more to the Royal Canadian Mint's key role as a major market maker for Canada's mining industry. The success of the Mint in this realm can be directly traced to it's 75 years as one of the world's most important refiners of gold. 1. Domestic Production and Use: In 1974 twelve companies operated 31 primary aluminum reduction plants, three firms accounting for 64% of production. Washington, Oregon, and Montana accounted for 32% of the total production; Gulf Coast States, 24%; Northern States, 33%, and other Southern States 11%. Output of primary metal in 1974 was valued at $3.4 billion. About 80% of the secondary recovery was from new aluminum base scrap and 20% was from old scrap. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1974, building accounted for about 27%; transportation 19%; electrical, 13%; packaging, 15%; and consumer durab1es, 9%.

Orange County, adjacent to the populous and industrialized Los Angeles area, is the fastest growing county in California and is second only to Los Angeles County in total population (figure 1). In addition to an equable climate and a burgeoning economy, there is room in Orange County for growth and expansion. Growth over the past decade has resulted in rapid development of industrial tracts, housing areas, and shopping and commercial centers, mostly in former agricultural areas. The value of new building in 1972 was a record amount-over I billion dollars (figure 2). Problems relating to the proper direction of growth are the concern of both government and the private sector. The intelligent and efficient use of areas to be developed requires planning for the conservation and protection of the County's natural beauty and for the orderly development of natural resources. The availability of sand and gravel, which is used in many phases of construction, will be a major controlling factor in the future of the County.

Percussion drilling dates back to the hand operated star drill and hammer. Eventually steam and compressed air were substituted for muscle power and the mechanical percussion drill was born. From the hand held jack hammers, driving a forged steel bit into the rock, there evolved the jack leg, the rubber tired and crawler mounted drill carrier with automatic feed, increasing power and reducing man?s muscle requirements. Because the reaction of a blow on one end of a piece of steel has to be transmitted to the other end there is a limit to the depth or length of drill steel that can economically be used in out of the hole percussion devices. During the late 1800?s there is evidence that designers were attempting to put the percussion tool at the bottom of the hole, directly on the bit, in order to avoid the long drill steel which absorbed much of the blow, leaving little to be applied to the bit and the rock being drilled.

The general distribution of metal deposits in the Canadian Cordillera can be related to its tectonic evolution. The Canadian Cordillera is naturally divisible into five longitudinal tectonic belts within which rocks are broadly similar in type, age and history. From west to east they are the Insular, Coast Crystalline, Intermontane, Omineca and Eastern Marginal belts. Seven classes of metal deposits in the Canadian Cordillera are defined and their characteristics described. These classes are skarn, porphyry, massive sulphide, stratiform, magmatic, copper in basic lavas, and vein deposits. Maps showing the distribution of medal and metal-group concentrations serve to illustrate the relations in space and time between mineralization and geologic evolution.

It has the shape of a flat-lying lens 5 m to 30 m thick and shows a remarkable longitudinal and latera continuity from the information obtained to date. A well-defined bulge of the unconformity underlies the mineralized zone over its entire length.The deposit appears to be controlled by an east-west-trending structure within which a particular rock facies (""augen gneiss"") has developed in the graphitic metapelites of the Wollaston Group. It is surrounded by a strong alteration halo affecting both sandstone and basement, characterized by extensive development of Mg-A I rich clay minerals (illite-chlorite).The mineralization is hosted principally by the Athabasca sandstone, and consists mainly of uraninite and sulfo-arsenides of nickel and cobalt.Numerous geochemical and geophysical surveys have been carried out in the Cigar Lake area, and no specific geochemical or geophysical anomaly can be directly associated with the mineralized body, although there may be locally a good coincidence. This Bureau of Mines report describes the history, characteristics, distribution, and mineral development potential of 21 lode gold deposits in or near the Chugach National Forest (CNF), AK. It includes findings from a 4-yr (1979 to 1982) mineral evaluation of the CNF conducted by the Bureau and the U.S. Geological Survey (USGS). This evaluation, undertaken to provide the U.S. Forest Service with mineral resource data for use in making decisions on land use, included site-specific mapping and sampling of more than 200-lode gold deposits. The data presented here were compiled from the findings of this 4-yr evaluation and from existing literature. Fourteen of the 21 lode gold deposits described in this report contain a combined identified resource of 117,750 short tons (st) averaging 0.55 oz/st Au and 0.2 oz/st Ag. Two mineralized felsic dikes in the Summit Lake-Palmer Creek area contain a combined identified resource of 18 million st grading 0.02 oz/st Au and 0.16 oz/st Ag. Identified resources were not determined for the remaining five deposits because of a lack of information.

"Trials of automated technology at underground mine sites around the world have reported increased production and the potential for lower energy consumption. Autonomous mining eliminates a range of delays related to operator downtime and travel to the workface and facilitates continuous operation in conditions that are unsafe for workers. Automation also introduces complexities and safety hazards arising from equipment–personnel interactions; automated processes must be isolated from other stope-cycle–related activities such as production drilling, development, loading, and backfilling, poten¬tially requiring changes to the mine design to maintain an efficient and safe operation. The Tertiary channel gravel deposits in northern California were selected Or detailed investigation by the U. S. Bureau of Mines as part of a national program to locate potential sources of gold that might be developed rapidly by large-scale mining operations. Five bureau research centers representing mining and metallurgy subsystems coordinated their efforts in a team operation to identify and investigate possible solutions to the problem area, that long have discouraged the resumption of large-scale mining in the deposits. This report summarizes the individual investigations, conclusions and recommendations conducted and prepared by all mining subsystems research groups after the completion of two years of field work at the deposits on San Juan Ridge in Nevada County, California. The studies indicate that modern mining technology can cope with the environmental problems that closed the immense hydraulic mines in 1,884. however, they also indicate that mining can be conducted with only marginal profits its unless the price of gold remains substantially above $70 per ounce or unless sufficient by-products can be recovered and sold to place the average value per cubic yard of gravel into a positive commercial range. The by-product potential of the Tertiary gravels remains to be investigated in more detail.

Analytical procedures to determine the amounts of trace elements will be discussed. Other papers will deal with trace elements in streams downstream from coal mines, potential pollution from wastes from coal preparation plants, potential recovery of trace elements, and potential pollution from trace elements as a result of the combustion of coal.

The Overthrust Belt in portions of Montana, Idaho, Utah, and Wyoming, an area that has contributed generously to the Nation's mineral supply, is one of the few remaining oil and gas frontiers on the North American continent. Determination of the oil and gas potential and development of mineral resources of the area have been affected by a variety of land withdrawals and other restrictions, The purpose of this study is to determine the extent of these withdrawals and restrictions and to discuss the mineral resource potential within the study area. Statistics in this report refer to land status on January 1, 1979. At that time, of the 27.3 million acres of Federal mineral lands within the study area, applications tor Federal oil and gas leases for more than 4,4 million acres (about 16 percent) were pending; the average length of time was 2 years. Federal oil and gas leases covering 8.8 million acres were also on record. Although drilling has occurred on some of these leases, others are subject to restrictions that discourage or prevent development. Some in fact contain stipulations disallowing any development.

In October, the Aluminum Company of America restarted the fourth of seven pot-lines at its Point Comfort, Tex. primary aluminum smelter. The price of primary aluminum ingot, as quoted by American Metal Market, was increased from a range of 60.5 to 63.0 cents per pound at the end of September to a range of 66.0 to 66.5 cents per pound at the end of October. BERYLLIUM On October 15, Brush Wellman, Inc., of Cleveland, one of two U.S. producers of primary beryllium products, announced a planned $6 million expansion of its extraction plant at Delta, Utah, increasing the plant?s capacity to extract beryllium from bertrandite ore by 25%. Another $5 million will be spent on two mine expansion programs in Jaub and Millard Counties, Utah. Other mineral claims and 1 eases he 1 d by The Anaconda Company will be taken over by Brush Wellman through lease or purchase. This expansion, when completed in 1981, will decrease U.S. dependence on imported beryl ore.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. Entering June, U. S. producer pricing of 99.5 percent unalloyed aluminum ingot was divided at 53-57 cents per pound. The Kaiser Aluminum and Chemical Corp. took the initiative and raised its June 1 ingot values by 4 cents to 57 cents. Consolidated Aluminum Corp. announced plans to increase ingot prices by 4.5 cents per pound to 57.5 cents per pound effective May 15. Dealers increased their May ingot quotes by 1.5-2 cents to 50-50.5 cents. CADMIUM While producers in the United States kept May cadmium at $2.25-$2.50, dealers increased their quotes by 15-30 cents to as high as $2.15.

Federal Regulations require MESA to regulate the exposure of workers to inhalation hazards in the surface work areas of coal mining and processing operations. (1) The purposes of this study are listed below: 1. Determination of candidate inhalation contaminants for surface work areas of coal mining and processing operations. 2. Selection of appropriate sampling and analytical methods. 3. Performance of qualitative surveys of 56 representative coal mining and processing facilities. 4. Preparation of handbook to provide guidance for inspectors sampling for these contaminants. This report describes the work which was done to accumulate the information which was used in preparing the inspector's handbook. Specifically, this report contains descriptions of the surveys which were performed, analytical results obtained from these surveys, findings and conclusions, and recommendations for additional research.

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent no improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silver-bearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores char because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.
