Injection of inert gases to combat mine fires has been practiced in various parts of the world for a long time. Of late, nitrogen has become the preferred inert gas for control of mine fires and safe salvage of longwall equipment as compared to carbon dioxide or fuel gases produced from burning of fuel. In India, carbon dioxide has been used for fire fighting in a number of mines during the 1960s and 1970s. More recently inert gas produced from burning of fuel oil in surface plants has been used in controlling the atmosphere in fire areas in two mines. In yet other cases, liquid nitrogen has either been poured directly into fire areas in liquid form or injected in gaseous form to keep the fire in check. Nitrogen produced in liquid form in an oxygen plant is more costly than nitrogen produced from PSA (pressure swing adsorption) based plants. A PSA-based plant has been installed in one of the Indian mines in 1986 and more are in the offing. This paper reviews the application of various inert gases in Indian mines and discusses the likely trend of inert gas application in Indian mines in the future.

Most governments recognize that energy efficiency represents a partial solution to reducing global capital shortages and environmental crises that threaten to seriously impede economic growth. Much of the United States and many foreign countries are embracing the concept of Integrated Resource Planning (IRP) which incorporates Supply Side Management (SSM) and Demand Side Management (DSM). Since SSM comes at twice to three times the cost of DSM, it makes economic sense to employ the energy conservation techniques of DSM. This paper will explain these concepts and some of the incentives being put forward by governments and utilities to promote DSM.

In the past decade a principal growth area in refractory technology has been the development and use of extra high alumina refractories. The refractories user is asking for, and is prepared to pay for, higher purity, more dense materials with longer life, less maintenance, and better dimensional tolerance to meet the exacting demand of high output processes. High alumina and bauxite refractories are being used more and more to keep pace with the demand for guaranteed performance. The steel industry, for example, is starting to place great reliance on these products. A unique material now available with all the requirements for extreme purity and density is tabular alumina, already proving itself in many refractory applications.

As with most industries, mining must now include in its plan of operation mechanisms to address a project's environmental impact. New regulations have focused attention on the potential environmental impacts of industry, particularly the handling of wastes. Modifications are currently being proposed to the Bevill Amendment. And development is ongoing of Resource Conservation and Recovery Act (RCRA) Subtitle D regulations specific to mining wastes. The result is a growing concern on the part of lenders, developers, buyers and owners regarding acquisition and ownership of mining properties. One of the most effective tools in managing the regulatory requirements is an environmental audit. An environmental audit can be a literature review to determine regulatory requirements. Microcystaline silica has been mined in Illinois from the Clear Creek formation since the turn of the century, especially in the area around Tamms in Alexander County, in the southernmost part of the state. Production of this silica, consumed mainly by the abrasives and coatings industries but also sought after for many filler/extender uses, has grown with the economy with several new applications overshadowing traditional markets in recent years. Such an important commodity was given the early attention of the Illinois State Geological Survey and a very complete report was issued in 1953 (Report of Investigations No. 166), authored by J. E. Lamar. The mining and processing of the silica ore has changed very little since the first reported production in 1906, although emphasis has been placed on the production of the finer sized grades to meet newer market requirements. Industrial Mineral Notes 40, published by the Illinois State Geological Survey in June 1970, describes a method by which a less than 1-micron fraction could be commercially produced from the readily available finest commercial grade presently being marketed (99% minus 10 microns). The finer grades exhibit to a lesser degree the reinforcement, high flatting efficiency, thickening and dry brightness properties associated with the synthetically produced silicas. It is expected that the extremely fine grades of microcrystaline silica will become accepted in the markets that now use a combination of precipitated silica and less expensive extender/filler minerals such as kaolin or calcium carbonate.

It is also the dominant swedish producer of sulphur-based heavy inorganic chemical products and fertilizers and has an international trading organization covering, in adition to the group's basic products, industrial minerals and oil. Boliden's activities in- clude the marketing of proven Boliden technique and know-how. Boliden Metall - the mining and metallurgical company within the Boliden Group - produces about 13 million mtpy of ores at mines in northern and central Sweden. Boliden has, over the years, become a specialist in processing poly- metallic sulphide ores and its eight concentrators presently serve 15 mines. Boliden has a long history of close cooperation with Swedish and foreign manufacturers in developing new products and processes.

This paper presents-:a new multivariate mineral resource estimation model, referred to as the Related. Information (RI). Instead of relating a mineral resource descriptor directly to a set of geological variables, the RI model relates the mineral resource descriptor to a synthesized information measure RI, which is created from a set of geological variables. All of the variables are transformed into binary characteristics. This model comprises two stages of estimation: estimation of a synthesized information measure and estimation of mineral resources. The information carried by a variable is classified into three types: mineralized-barren information, mineral resource variation information, and variable-controlling information. The synthesized information measure is defined as the product of the three types of information and the responses of binary geologic characteristics. The RI model is demonstrated on the pegmatitic Nb+Ta deposits in China.

The exposure of miners to radon gas and its airborne daughter products is a serious health problem which has long been recognized in the uranium mining industry. The association of high exposure to alpha particle emitters with incidence of lung cancer is well established. There continues to be a pressing need to reduce and eventually eliminate the high incidence of occupational lung cancer among uranium miners through the development of new and improved measurement and control technologies. This paper highlights the current efforts of the Bureau of Mines radiation hazards research program. It is aimed at obtaining a fundamental understanding of the behavior and transport of radon and radon daughters, developing more accurate and reliable instruments and measurement methods and developing cost-effective control techniques. Also discussed are the most recent accomplishments and the future research plans of the program.

This paper is based on two recently (2002) published reports: - "Breaking New Ground". Final report on the Mining, Minerals, and Sustainable Development Project (MMSD). - "2002 Sustainability Reporting Guidelines". Published by the Global Reporting Initiative (GRI). The GRI guidelines can be applied in all kinds of industries and other organizations, whereas the MMSD project report is sector specific. However, both reports center on the three pillars of sustainability. The performance indicators as they are presented in the GRI guidelines have been assessed and compared with the sector specific arguments in the MMSD report. Based on this evaluation, the paper points at some indicators that may be useful in the start-up phase of sustainability reporting, seen from the perspective of the aggregate industry in an industrialized North European country with increasing environmental awareness and pressure on natural resources.

In Peru, the third destination in worldwide exploration based on expenditure, mining conflicts have spread dramatically over the last decade. Mining companies need to create new initiatives to avoid social conflicts and strengthen the social capital needed to keep mining in a country with proven mineralogical riches. This document provides information about a research project that explored the opinions and experiences of a resource many times overlooked by companies: the human resource. Over 30 surveys were conducted among professionals working at mines in the Peruvian mining industry, in different departments and from different organizational levels. Mining employees acknowledged that they play an important role in the development of company-community relationships and gave their impressions about initiatives implemented by international mining companies in Peru. Mining employees also provided their recommendations to succeed in a location where cultural differences have not been properly considered.

Agglomeration techniques have been successfully applied to commerical heap leach cyanidation operations for the recovery of precious metals from low-grade ores, mine wastes, and tailings. The major parameters important for successful agglomeration pretreatment of these feed materials are discussed. Several commercial agglomeration-heap leaching operations are described. Two of the operations converted from conventional heap leaching to agglomeration-heap leaching after coventional heap leaching proved unsuccessful. Heap performance before and after agglomeration is discussed. A fairly recent operation that began production using agglomeration-heap leaching technology is also described. Two operations that processed milled tailings by agglomeration are discussed. The tailings feeds could not have been economically processed by means other than agglomeration-heap leaching.

The requirements of today's and tomorrow's markets led to a new generation of facilities which handles large tonnages annually, loading them into larger vessels, at higher rates, efficiently and reliably, with minimum labor input, and significantly greater attention to the environment. A great variety of products are handled, including various grades of metallurgical and steaming coal, coke, iron ore in its many forms, shapes and moisture content, phosphates and fertilizer products, bauxite and alumina ores, limestone, sugar and grains, cement and many other products. When we examine the annual tonnages involved in these movements the economic value of handling these products on a bulk basis can be readily seen. Although nearly all these products have been handled by continuous bulk conveyors for many years, recent governmental response to environmental concerns require a re-evaluation of previous procedures. Most air pollution and emission control regulations and ordinances have recognized several specific sources of pollution. Detailed regulations and requirements have been developed concerning smoke emissions, emissions of visible air contaminants and particulate matter from power plants, heating plants, refuse burning equipment, coke ovens, steel furnaces, kilns, and other industrial installations. Although fugitive dust is also an environmental pollutant it is governed by regulations that are more general and therefore, more difficult to apply. A general definition of a "fugitive particle" is any matter which escapes or becomes airborne from an operation or which is emitted into the atmosphere without passing or being conducted through a flue, pipe, stack or other structure designed for the purpose of emitting air pollutants into the atmosphere. This paper deals with the aspects of fugitive dust emissions as they apply to shiploading. Fugitive dust emissions control is important not only because of environmental regulations but also to prevent the loss of valuable product, reduce housekeeping, and reduce breakdown and maintenance problems to land and vessel equipment. There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. "Philosophy" addresses the definition and assigning of importance to the marketing of by-products. Two examples, one in metals and the other in industrial minerals, explore prime product to by-product relationships. Relative revenues from all products illustrate the importance of by-products to economic feasibility. "Mechanics" takes a broad view of the types of marketing organizations that are applicable to individual circumstances in the marketplace. In-house marketing as well as agents, merchants and trading companies are outlined and discussed. Philosophy Definition Of Terms Philosophy Definition Of Terms The definition of terns for a paper such as this is generally a necessary but not-very-interesting exercise. However, in simply trying to clearly define the term "by-product" some interesting relationships between products arise and the line of demarcation between "product" and "by-product" often becomes obscure. The search for that distinction represents the philosophy portion of the title. A couple of definitions of philosophy can even help to set the tone for what follows. According to Webster, philosophy is : 1 Pursuit of wisdom. 2. A search for a general understanding of values and reality.

The size and depth of the ore bodies and their mineralogy dictate the types of products manufactured and the mining and processing methods which must be employed. The geology of the major deposits is well known and will be but briefly discussed The major emphasis will be placed upon the past history of the districts, the size and depth and configurations of the ore bodies, the ore mineralogy, and how all of these factors govern the types of mining and processing operations which may be employed in each of the districts.

The objective of this chapter is to discuss the interrelationship between industrial minerals and chemical manufacturing. It is intended to supplement rather than duplicate the commodity chapters. Particular emphasis is given to the pertinent chemical element and to market factors. Condensing this broad subject into a few pages of this handbook permits treating only the most important elements derived from industrial minerals. Hydrocarbons, which quantitatively dominate as raw materials for the chemical industry, are omitted, as are the metallic elements and the minerals covered in other "use" chapters such as phosphorous, potassium, and nitrogen for fertilizers, and titanium dioxide for pigments. The remaining six elements of major importance are: boron, bromine, chlorine, fluorine, sodium, and sulfur. These elements are treated individually under separate headings. [Table 1] affords an overview of the main industrial minerals, the chemical products derived from them, and end uses of the products. Salt brines have particular importance as raw material sources for the chemical industry. Table 2 is a chart of the chemical compounds derived from four types of brines: (1) Owens Lake-type brines, which are sources of boron and sodium compounds; (2) Midland-type brines, from which bromine, iodine, and chlorides of calcium, magnesium, potassium, and sodium are derived; (3) Searles Lake-type brines, yielding boron, bromine, lithium, magnesium, potassium, and sodium compounds; and (4) Silver Peak- type brines, produced mainly for lithium. MARKET ATTRIBUTES Some of the important market traits common to industrial minerals used by the chemical industry are: 1. They are international commodities, such as fluorspar and sulfur, which largely move to foreign consumers. 2. Grade, and freedom from deleterious elements are important factors affecting their usability in chemical processes. An example is salt (NaCl) used in electrolysis where ultrapure evaporated salt is required to meet rigid specifications. 3. Purified products take on the characteristics of specialty items and command a distinctly higher price than the basic commodity from which they are derived. 4. In practically all cases, chemical users require some sort of cleaning or beneficiation of the naturally-occurring mineral to bring it to specification, and individual specifications may vary from user to user for essentially the same use. 5. In some instances it is necessary to strike a balance between what the vendor can supply and what the buyer requires, with the result that specifications have to be eased to afford the needed materials in marginal cases. 6. Because they tend to be bulk commodities, low cost for handling and transportation are important and such costs may limit the area from which a chemical user can draw his supply. 7. Shipments are usually in bulk and frequently in multiple-car, full-trainload or full-shipload lots to reduce transport costs, which in turn may require large terminal investment facilities. 8. Purchases are generally by contract of one year or longer term, with spot buying playing only a minor role. 9. Contract prices are usually fixed in short term commitments, but may vary according to assay, with premiums and penalties for content above or below the norm; however, general practice is for specifications to be fixed in the contract with minimums being set for the desired material and maximums for undesired elements. In longer term contracts, prices are often escalated on labor, fuel, and other vendor processing costs. 10. Suppliers of individual commodities to the chemical industry tend to be limited in number and are generally medium- to large-size producers that supply a few major consumers. 11. The bulk of the mineral volume is for basic chemical uses, sulfur suppliers to sulfuric acid producers and fluorspar for hydrofluoric acid producers being typical examples. These basic chemical products then are used for the production of other products. 12. Shortage of a supply of adequate quality leads consumers to seek substitutes. In the case of fluorspar, much work is being done on recovery of fluorine from phosphate rock. Success in the form of fluorosilicic acid and/or hydrofluoric acid production could, in time, affect the hydrofluoric acid chemical industry. 13. Markets tend to be characterized by cycles of shortage followed by oversupply, with attendant wide price fluctuations. 14. Baniers to trade can have an adverse effect on the necessary movement of industrial minerals used by the chemical industry in international trade. Antidumping laws, quotas, and tariffs can disrupt or dislocate normal markets. 15. Chemical industry consumers may back-integrate for security of supply or for favorable economics, sometimes by joint ownership and often with experienced mining partners.

This paper outlines the chance constrained binary integer program developed by the author in his doctoral dissertation at Columbia University, New York, 1973. The optimum planning of a mining program involves the determination of a production schedule which maximizes the net present value of the mining property. The actual mining process has an inherent stochastic and discrete nature. In particular, the demand for the mined product and the grade of the mineralized material in the ore are the two most important stochastic mining variables. The decision to mine or not to mine any block of a mining property is a binary integer variable. This paper outlines the formulation of pit production scheduling problem as a chance constrained binary integer program. The deterministic equivalents of these chance constraints are nonlinear in binary variables which have subsequently been linearized. The planned objective is to meet with a stipulated high degree of reliability, all the random demands as they materialize with a random supply of the commodity being marketed as determined by the eventuating random grade values of the exposed ore blocks and the mining system's production constraints such that the discounted total production costs over the entire planning horizon are minimized or the profits maximized. The emerging surface of the mine in each scheduling period is determined by the values taken by the binary decision variable associated with each block of material in each scheduling period.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. The known high grade mineral re- sources in the United States are fast becoming exhausted; viable new deposits are more difficult to find and more expensive to develop; operating and capital costs have increased to meet more stringent regulatory standards. By contrast, international producers enjoy a cost advantage as a result of higher mining grades, improving technological competence, and more favorable government support. The domestic base minerals industry is finding it more and more difficult to compete in world markets. It has become essentially a marginal industry today. The current philosophy of taxation in the United States has evolved over the past century. The structure of the taxing system is based on the assumption that a firm must be able to pay its tax imposts out of profits. In principle, firms incapable of supporting the tax load should be replaced by others that can do so. This philosophy applies equally well to the mining industry, so long as it remains economically healthy. However, mineral resources are finite. The situation in the domestic base mineral industry has changed fundamentally in recent times. For the reasons given above, much of the industry now cannot continue to compete profitably in the open world market; and there are no known alternative domes- tic mineral resources more capable of doing so. Under these circumstances it is important to consider the effect of taxation not only on profitability, but also on survivability.

This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.
