Mines are constantly trying to improve production processes by optimizing work cycles, reducing operational delays, minimizing costs, controlling equipment utilization, and preventing occupational hazards. Currently, advances in digital mining technologies within the concepts of 5G and Industrial Touch Internet are allowing better control and monitoring of underground mining equipment, with centralized control systems that unify data analysis for proper decision making. A wireless 5G-based platform for controlling and monitoring systems for underground mine operations can be designed over a comprehensive layout in where bandwidth selection, sensor location, Wi-Fi repeaters and power distribution are put together to build a successful supervisory system. In order to confirm the validation of these concepts, a case study is proposed for a medium-sized underground mine with a multi-level network which includes tablets managed by production supervisors, along with other data collection devices installed in semi-autonomous mining equipment, collecting, and distributing data in near-real time, with interconnection to support and services areas on the surface.

The Society of Mining Professors/Societät der Bergbaukunde was established during a meeting hosted by the Montanuniversität, Leoben, Austria, in 1990. Since then, the Society has primarily functioned as a European entity of senior academics in the mining engineering discipline. The Society is considered the natural successor of the historic Societät der Bergbaukunde, formed in the early 18th century and recognized as the world’s first international scientific society. At the 14th Annual General Meeting of the Society, in Milos, Greece, 2003, a decision was made to examine the role of the Society in global minerals education, to reassess its vision and membership guidelines and to develop the future direction of the organization. A special Planning Subcommittee developed a plan of action to allow the Society to transform and position itself as the premier global voice of the academic minerals disciplines and to lead the effort of restructuring minerals education. The new vision calls for reconstituting the Society as a vibrant global society, representing the majority of minerals academics and making a significant contribution to the future of the minerals disciplines. This paper will present the history, vision, goals and action plans of the Society to help ensure that the necessary scientific, technical, academic and professional skills are available for the sustainable supply of minerals to mankind.

4.1 THE GENERAL COMPOSITION AND PROPERTIES OF CLAY-BASED GROUTS Clay-based grouts are visco-plastic systems; they are made by adding structure-forming reagents to a clay mineral mortar. Small amounts of cement and various chemical ad¬ditives constitute the reagents. If necessary, fillers also are added. The distinguishing feature of clay-based grouts is that throughout their entire stabilization period they do not form a crystallized structure as does cement grout. The structure of stabilized clay-based grouts does not deteriorate during minor rock movement or upon the initiation of blast¬ing during the construction of a shaft or a drift. Because they can possess good rheological properties during the ini¬tial structure-forming period relative to cement grouts, clay¬based grouts are not easily eroded from large fractures and karstic cavities by flowing ground water. In addition, their finely dispersed clay particles facilitate a greater fracture penetration capacity, especially in dual porosity rocks. Numerous investigations of the structural-mechanical and rheological properties of clay-based grouts by STG have demonstrated that the most effective grouts for pre¬venting the inflow of ground water into underground work¬ings are grouts that have a cement content of 8 to 10% (90 to 120 kg/m3) of the clay grout by mass. The grout should have a density of 1.18 to 1.30 T/m3. Various additional substances and chemicals can be added as additional fillers and structure-forming reagents. In pure ground water at temperatures above freezing, sodium silicate in the amount of 0.8 to 1 % by mass normally is the only structure-forming reagent that is necessary if the proper clay is selected and if it is available. The production process for making clay-based grout is divided into two stages: 1) the production of an initial clay mortar with specified properties and 2) the production of a clay-cement additive grout mixture using the initial grout along with the structure-forming reagents, including the ce¬ment. The properties of clay-based grouts depend on the phys¬ical-mechanical properties of the initial clay mineral, the properties of the cement and the properties of the chemical reagents that are added. 4.1.1 TECHNOLOGICAL PROPERTIES OF CLAY-BASED GROUTS The dynamic shear stress' To, the viscosity 11, the static shear stress2 0, the maximum shear stress of the structured that the rheological and structural-mechanical prop¬erties of clay-based grouts must fall within the following limits: the dynamic shear stress To = 50 to 200 Pa; the viscosity -9 = 0.02 to 0.07 Pa sec; the static shear stress 0 = 150 to 600 Pa; the plasticity strength Pm of the structure one minute after preparation (according to P.A. Rebinder's method) equals 150 to 500 Pa. The plasticity strength 10 days after preparation is ? 0.15 MPa. The general relationship of the change in the structural strength of clay-based grouts relative to stabilization time is shown in Fig. 32. The figure shows that the structure-form¬ing process for clay-based grouts is characterized by three stages. These stages correspond to the time periods required for conducting the principal operations during the injection of the grout into a fractured aquifer as described below. Stage I, corresponding to the time period T1, reflects the small development of structural strength during early stabi¬lization. During this time, the structural strength must not preclude the capability to pump the grout. The time Tl must correspond to the length of pumping time from the moment water is shut off and mixing occurs until the pump stops forcing the grout through the manifold block and pipeline into the fractured rock as described subsequently herein. Stage II, corresponding to the time interval T2, reflects a sharp but controllable increase in the structural strength of the grout. The length of time period T2 is controlled by the addition of appropriate reagents. Stage III produces the final value of the structural strength. This final strength is used to design the dimensions of the isolation curtain. Consequently, the development of grouts is guided by two principal criteria: 1) the grout must develop the highest possible structural-mechanical properties and 2) it must be able to be pumped by a piston pump prior to final stabili¬zation. INTRODUCTION The National Park Service is entering the seventh year of monitoring caves for the presence of radon and radon daughter products. The purpose of this paper is to summarize the radiation monitoring program at Mammoth Cave National Park, and to present some of the results of this program. Mammoth Cave National Park completed five years of collecting data on May 1, 1981: although Mammoth Cave encompasses approximately 361 km of underground passageways, this paper will concentrate on only a 2.2 km section of the cave known as the Historic Tour. Included in this paper is a discussion of the methods the Nations Park Service uses to protect employees from exposure to alpha radiation. MONITORING METHODS The National Park Service monitors cave atmospheres utilizing the procedures provided by the Mine Safety and Health Administration in their Radiation Monitoring Training Manual (Anon., 1976). This procedure is described as the Kusnetz Method (Kusnetz, 1956) of radon daughter monitoring. Due to the length of the tours at Mammoth Cave, it has been determined to be the most practical procedure. The Historic Tour is a 2.2 km (1.4 mile) loop through passageways ranging in size from 18 m high by 12 m wide, to 0.9 m high by 0.6 m wide. Seven five minute walking samples were taken for this cave tour by drawing at least 10 1 of air through a 25 mm fiberglass filter utilizing a Monitaire Sampler Pump. The radon daughter concentration levels were determined using an alpha scintillation counter to measure the alpha activity on the filter paper. The Monitaire Sampler Pump was calibrated each day prior to monitoring the cave tour and the scintillation counter was calibrated by procedures described by the Mine Safety and Health Administration (Beckman, 1975) at six month intervals. Guidelines established by the National Park Service and approved by the Mine Safety and Health Administration require weekly sampling when the average working level exceeds 0.30 (NPS-14, 1980). A working level is an atmospheric concentration of radon (Rn-222) daughters which will deliver 1.3 x 10 5 MeV of alpha energy per liter of air in decaying through Ra C' (Po-214). The Historic Tour has continually exceeded the 0.30 working level average and has been monitored weekly. Generally, only radon daughter working level data has been collected on the Historic Tour due to limited personnel. However, other special measurements of the uncombined fractions of radon daughters with wire screens, tsivoglou method for radon daughter sampling (Thomas modification, 1970), and thoron daughter monitoring. These special measurements have not been routine due to time limitations involved in radon daughter sampling of other occupied portions of the cave. SUMMARY OF DATA The Historic Tour has been the most consistantly monitored tour since elevated levels of alpha radiation were found to exist at Mammoth. Cave. It is also the only natural entrance to the main sections of the cave and provided an opportunity to study man made actions upon the natural entrance. For these reasons the Historic Tour was isolated for study. Beginning October 10, 1977, and ending November 20, 1977, a pilot project was undertaken involving the Historic Tour and the practice of covering the natural entrance to this tour with sheet metal in the winter months. The purpose was to study radiation levels on the Historice Tour while the covers were on and off the natural entrance. In this pilot project, comparisons were made with incast air with covers on and off the entrance, and outcast air with covers on and off the entrance. TABLE 1 Incast air Mean W.L. Decreased 5% Covers off. . . . 1.40 W.L. when covers on The natural entrance was artificially covered in the winter months (Yarborough, 1978) to protect the visitor from the extremely cold incast air, in the first four years of monitoring. The data in Table 1, illustrated in Figures 1 and 2, shows that this action increased the radon daughter working levels on the Historic Tour by 54% when the covers were on the entrance and the airflow was incast. While the air flow was outcast at the natural entrance, it made little difference as to whether the entrance was closed or open. Some interesting findings were observed when

A new sense of urgency permeates the mining industry concerning maintenance. Mining's continuous process environment demands around-the-clock maintenance support. And profitability conscious mining operations require that production targets be met on time - and economically. These goals require nothing less than an effective maintenance program. In turn, the effectiveness of the maintenance program depends on quality information: easily procured, complete, timely, accurate, and properly used. Information picture is changing Some of the fully integrated, mainframe maintenance information pro¬grams of better days remain. Their upkeep and cost of operation, though, is becoming more difficult to justify. Some operations, faced with production cutbacks a few years ago, downscaled and found they liked it. Now, during an upswing, these operations question the need for the more elaborate, administrative-heavy programs they used to operate. Package programs are not taking their place. Too often, the packages are vague and generic. Some vendors claim that if their offerings work in a hospital complex, they must work in an underground mine. That is not so. Maintenance information in the mining industry is different. The situation has changed There are now smaller, self-contained maintenance groups whose information needs are different. These include an electrical crew in a smelter, an underground mobile equipment shop, or a remote service shop between several distant operating pits. These working environments have changed the character of the information needed as well as the methods for obtaining and using it. Operations-maintenance link In coming back from a downturn, operations people realize that their ability to meet production targets hinges on reliable equipment and avoidance of downtime. They have become familiar with the need to use maintenance services effectively. They also want quality maintenance information. When coupled with the sense of urgency about maintenance, a business-like working environment emerges that has significant new differences in both work control and information. Work control impact Work control has been streamlined to improve communications. Supporting information has been streamlined as well. • Verbal orders are the rule rather than the exception to quickly bring a multi-craft crew to the flotation section or a pit crew to a disabled haulage truck. • Written work requests and work order forms are seldom used, or even needed. Rather, electronic work control logs permit operations to request work, maintenance to acknowledge it, get ready, and do it - quickly, without delay. • Routine servicing is triggered by operating hour accumulation (mobile equipment) or tons of throughput (fixed equipment). Operations is now taking the initiative in delivering mobile equip¬ment to the "bad order line," or switching to a bypass conveyor. This paper presents an analytical technique for prediction of the damaged rock zone (DRZ) around a circular drift subjected to an anisotropic stress field (analytical solution exists only for the case of hydrostatic stress field). The method can readily be adapted to micro or personal computers. Stress concentrations around the drift are calculated at the centers of small rock elements, using the analytical solutions for a hole in an infinite plate. Potential failure of a rock element is assumed to be governed by the Coulomb failure criterion. When the failure condition is exceeded for an element, the excess shear stress is transferred to the neighboring elements. Progressive failure is allowed to occur until convergence is obtained. The final configuration of the damaged rock zone so obtained can be used to assess rock support requirements, as well as modified modulus and permeability of the DRZ.

The mill project at Lone Tree was commissioned in October, 1993, followed by the commissioning of the autoclave pressure oxidation circuit in February, 1994. Discussion of the first year of milling operations at Lone Tree is presented. The mill is currently operating above the design rate of 2,267 mt/d (2,500 st/d). Both phases of the start-up were essentially trouble free. The few problems that were encountered and the respective solutions are addressed.

Two-dimensional, finite-difference elastic modeling aids in planning an optimum seismic-acquisition scheme to define the extent of subsurface cavities resulting from in situ gasification. To understand the seismic effects of a cavity, two models are compared and contrasted. Model A consists of a low-velocity layer (LVL) in a half space; Model B contains a rectangular water-filled cavity in the LVL. Amplitude differences are the dominant effect on the surface records for each model. Cavity resonance and diffraction effects are more definitive in vertical seismic profiles (VSP's) and in a "snapshot" of the wave field. Interpretation and subtraction of corresponding records for both models shows the need for pre- and post-gasification seismic recording. Also VSP data are more informative than surface records.

The Henderson mine is a large continuous panel caving operation in central Colorado. The orebody is roughly 760 m by 910 m and will be extracted from two production levels. Each level is divided into three north - south panels 244 m to 317 m wide. The general arrangement of a production level and its associated undercut drifts is shown in Figure 1. The production drifts (3.6 m by 3.7 m) are spaced 24 m apart center to center and have undercut drifts (3.4 m by 3.8 m) 17 m directly above them. The production drifts are interconnected with drawpoint crosscuts (4 m by 4.3 m) driven on 12 m centers. Drawpoint crosscuts receive substantial brow steel and concrete support prior to undercutting. The brow steel is a 15 cm by 46 cm wide flange beam with a 2.5 cm wear plate to box in the 'cave' side of the beam. The concrete is a minimum of 0.3 m thick and the batch design results in 27 500 kPa strength. The finished drawpoint opening is 3.7 m by 3.2 m with a choke area of 3.7 m by 2.4 m. (Figure la) Undercutting and bell formation is accomplished by blasting rings of 7.6 cm holes drilled from the undercut drifts. The rings have a burden of 2.0 m and six rings develop one complete bell.

Two pilot scale bioreactors designed to treat acid mine drainage primarily using sulfate reducing bacteria were constructed underground at the Eagle Mine Superfund site in Minturn Colorado. The project was designed to test th applicability of microbiological treatment on water with high metals concentration and to test the process in an underground environment. Objectives were, 1) to compare metal removal, pH increase, and sulfate reduction in a single stage reactor with a double stage reactor of equal volume at varying flow rates; 2) to determine where within the substrate treatment occurs· and 3) to examine volume versus surface ara as a design parameter for optimizing metal removal processes. Results from the reactors showed that the single stage reactor and double stage reactor performed equally well for the removal of Cd, Cu, Pb, Fe, Mn, and Zn. pH increased above 6.5 in both reactors. Greater than 97% of metals were removed within the first ten inches of substrate. Volume proved to be a more useful parameter for determining removal rates than area. Using volume as a design parameter rather than surface area enables PMDT systems to be constructed as packed columns rather than broad wetlands, Thus, space requirements are significantly reduced.

Most pyrometallurgical processes take place at high temperature with rapid chemical reactions when the elements and compounds are usually liquid or gaseous. Smelting. The classical method of obtaining a metal from its ore or concentrate is to smelt it in a furnace. The initial letter "s" of this word implies that, in addition to the physical process of melting, a chemical change also occurs. This is usually the reduction of metal oxide to metal by carbon or through a series of processes involving oxidation and reduction. Since solid-solid contact would not be sufficient to give a high rate of reaction, most smelting reactions occur by medium of two reactions involving solid-gaseous contact: where M represents a metal. The commonly preferred unit for carrying out these reactions is the blast furnace,1 which is a vertical shaft of refractory brick or water-cooled steel in which lumps of metal oxide and coke are fed at the top, and an air-blast is injected through tuyeres (water-cooled pipes) in the bottom. INTRODUCTION The Soudan 2 Cavern was completed in 1986 as a physics research laboratory located 713 m below ground in northern Minnesota. A paper in the 1985 RETC proceedings presented the background and planned usage for the cavern, site investigation and rock conditions, contract documents, and a bid summary. This is a follow-up paper describing construction of the cavern. The Soudan 2 excavation, 71.8 m long by 13.9 m wide by 11.6 m high, was excavated by drill and blast methods and mucked by crawler tractor and mine hoist. The excavation sequence consisted of twin top-heading pilot tunnels followed by removal of the top heading pillar and finally the bench. Various blasting designs were used to achieve adequate breakage and acceptable levels of blast damage control at the cavern perimeter. The geologic conditions exposed in the cavern, and the support needs of the rock encountered, are compared to the conditions interpreted from the site investigation. The influence of specific geologic features on cavern performance will be described. Initial support and final lining consisted of full length grouted rockbolts and reinforced and plain shotcrete. Trials were conducted with steel-fiber reinforced shotcrete and microsilica additives. Large roof outbursts began occurring in November 1986 at Domtar's Sifto Salt Mine in Goderich, Ontario, Canada, working the bedded Salina A-2 Salt unit. The outbursts, measuring about 13-20 m in diameter, released high concentrations of methane from cavities that extended into carbonate roof units. Spontaneous ignitions of methane gas during an outburst seriously burned a mine technician. The Canadian Ministry of Labour contacted the U.S. Bureau of Mines for technical assistance to aid in mine managements1 efforts in alleviating the problem. Initial gas content determinations of salt samples from the outbursts by acoustic test methodology revealed no methane enrichment. In- mine core drilling and subsequent methane content testing indicates the main source of methane in overlying roof units. Drilling the roof units demonstrated the potential of draining methane from areas showing signs of impending outbursting and alleviating the danger. Three mechanisms are considered the most likely means by which methane was introduced to the mine environment. These are (1) hydrocarbon gases released from brines, (2) gas transport along horizontal bedding planes or gas accumulations in bedding separations, and (3) mining-induced fracturing. The abundance of higher hydrocarbons in gas yielded by non-evaporite rock samples from the Goderich mine may be indicative of a former association with liquid petroleum.

The Endako Mine is an open-pit molybdenum mine located in the north central region of British Columbia, Canada, about 960 km (600 road miles) north of Vancouver. Production for the latter part of 1992 was expected to averaged 63.5 kt/d (70,000 stpd). Of that amount, 27 kt/d (30,000 stpd) was the mill feed. This production is achieved with five 11.5 to 14.5 m3 (15 to 19 cu yd) electric shovels, six Euclid R190 and two Unit Rig M120 diesel-electric haul trucks, and three 320 mm (12.25 in.) electric rotary drills. There are three ore zones delineated into pit areas: the Endako, Denak East and Denak West. Present mill feed source is the southeast stage of the Endako Pit. Stripping is carried out in the south wall stage also of the Endako Pit. The mine high grade aggregate is reduced in the primary and secondary crushing circuits before processing in conventional RM-BM-flotation circuits. The majority of the molybdenum sulfide (MoS2) is roasted on site to produce technical grade molybdenum oxide (M003). A portion is further refined and treated to yield a 99.9% pure MoS2 product.

At the Schwartzwalder Mine (Cotter Corporation, Golden, Colorado) ion exchange resins have been used in mine water treatment experiments. The experiments, initiated in October 1979 and currently in progress, demonstrate that mine water uranium values can be reduced to levels as low as 10 ppb. Duolite® A-101D, a strongly basic anion exchange resin, was tested in laboratory-scale columns (1 inch diameter) initially and then in pilot-scale columns (4 inch diameter), using both co-current and counter-current operational modes. Observations and conclusions resulting from these studies can be summarized as follows: (1) Duolite® A-101D appears to have successfully extracted uranium at influent levels of approximately 2.0 ppm over multiple loading and elution cycles, consistently producing effluent concentrations as low as 10 ppb uranium. (2) Based upon present test data, counter-current regeneration appears to be the key to successful operation. Upflow loading and downflow elution are the preferred modes for service and regeneration, respectively. (3) Filtration is a necessary pretreatment to remove fine clay and inorganic precipitates that will foul the resin, causing excessive pressure drop and poor loading and elution kinetics. (4) This waste treatment application is unique in that it offers the opportunity to recover some or all of the capital investment in the treatment facility

Industrial-mineral production contributes on the order of CDN$1.5 billion per year to the economy of Saskatchewan, Canada. Potash is the primary industrial mineral produced in the province, followed by aggregate, sodium sulphate, salt, potassium sulphate, peat, clays, silica sand, calcium-chloride brine, and "clinker." Potentially economic deposits of kaolin, diamond, and building stone are under evaluation. All of the major deposits of commodities discussed here are located south of lat 56°30'N. Most of the locations are presented on Figure 1 POTASH Saskatchewan supplies approximately 30% of the world's demand for potash. Eight conventional underground mines and two solution mines produced an all-time high of more than 13 million metric tonnes of potash (KC1) (8 million tonnes K2O equivalent) in 1997, valued at over CDN$1.4 billion. All of the mines exploit the middle Devonian Prairie Evaporite. The four potash-bearing members of the Prairie Evaporite underlie much of southern Saskatchewan and extend southward into North Dakota and Montana and east- ward into Manitoba (Fig. 2). Halite and anhydrite separate the potassic members. The evaporite beds locally are interrupted by solution structures (anomalous ground). Some of the structures may be related to deep-seated tectonic features.

Most oxidized manganiferous silver ores contain manganese associated with silver and are not amenable to conventional silver extraction methods, including direct standard cyanidation techniques. However, it is known that dissolution of the manganese might yield a suitable material from which silver can be recovered by conventional methods. In the segregation process, which involves heating the ore with a small quantity of salt and with a source of reducing agent to 680°C - 800°C, the silver is volatilized, migrates and is reduced to metallic silver particles. Conventional cyanide leaching is applied to the resulting calcine. Laboratory investigations have been conducted on a manganiferous silver ore analyzing 0.02 % Cu, 0.09 % Pb, 0.33 % Zn, 12.55 % Mn and 187 g/ton Ag to study the influence of roasting temperature and time, quantity of salt and quantity of coke on silver extraction by the application of segregation roasting followed by cyanidation. Cyanide leaching tests were carried out at room temperature on the segregated calcines produced by using an alkaline cyanide solution containing 2.0 lb/ton of NaCN at pH 11 for 72 hours. The results indicated that 97.8 % of silver extraction can be attained at 850°C, with 2.0 % salt, 1.0 % Coke and 30 minutes of roasting time.

In order to understand the intricate nature of blast damage mechanism and to counter the associated problems, small scale blasting experiments were performed on hydrostone, concrete and granite. This was followed by a 2.4 m x 2.7 m (8'x 9') drifting operation in a quartzite quarry. Interior as well as exterior damage was assessed by different techniques. On the basis of the experimental results, the effect of explosive characteristics on the damage was examined.

Large - scale tests at the Polish Safety in Mines Institute /established in 1925 as "Barbara" Experimental mine/ performed in underground and surface experimental galleries, simulating conditions in roadways in mines, are the basic source of knowledge about development and propagation of explosions. Investigations up to 1973 were performed under the Institute's former research director Professor W.B. Cybulski s supervision, whose handbook concerning combating of coal dust explosions in collieries has been also published in the U.S. (2), and are continued until now. For investigating explosions the "Barbara" Mine disposes of 170 m /7.5 sq m/, 200 m /5 sq m/ and 400 m /7.5 sq m/ underground gallieries as well as of 10 m, 25 m, 44 m and 100 m surface galleries. For example, in the 200 m gallery more than 5200, and in the 400 m gallery - more than 2200 test explosions have been performed. Basing on determination of explosion hazard in roadways in collieries and on data of scientific research performed at the Safety in Mines Institute, the strategy of combating the explosion hazard in mines was elaborated; it includes mainly diminishing of coal duet. deposition in roadways, and -because of the possible inefficiency of this safety means in some roadways in mechanized collieries -- the introduction of three additional defence lines against coal dust explosions. It should be mentioned that at the "Barbara" Mine the problem of coal dust explosion initiation was elaborated as contract work for the U.S. Bureau of Mines. The main aim of this paper is to discuss some aspects of methods and measures for combating coal dust explosion hazard in highly mechanized mines in the Polish mining industry where in some roadways explosible coal dust is present, but it is not the aim to evaluate the effectiveness of methods and measures for diminishing the make-up of coal dust and coal dust deposition rates in roadways.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use.
