The alchemists of old are remembered well for their tireless efforts in attempting to convert various common metals, such as lead, into gold. Not so well known generally, but no less intense, have been the efforts of certain individuals who attempted to manufacture diamonds over the last 100 years. Diamond, the most glamorous and permanent of gems and the hardest industrial abrasive, is carbon in a high-density unique crystalline form with a cubic structure and a density of 3.5. This contrasts with graphite at a theoretical density of 2.2 and possessing a hexagonal structure. Diamond is the hardest natural, material known and until very recently had no close competitor, natural or otherwise, with respect to hardness. The hardness of diamond exceeds that of any other industrial abrasive by a factor of approximately five. The early theories of diamond synthesis were rather vague. Since diamonds occurred in nature, man then looked to nature for clues as to how this might be accomplished. The original known diamond deposits of India are alluvial in character and provided little insight as to how diamond had been formed by nature, for in, these locales the diamonds have been washed by streams or carried by the glaciers long distances from the areas in which they occurred originally in the earth's crust. As a matter of fact, we are told that even today the locations of the mother ground for the Indian alluvial deposits are not known.

The Grant Town Power Plant is a nominal 80 MW (net) Waste Coal-Fired Electric Generating Plant which is located in northern West Virginia, approximately 15 miles southwest of Morgantown. The Steam Generator consists of two (2) Pyro-Power Circulating Fluidized-Bed Boilers (CFB), each rated at 400 000 lbs/hour @ 1,350 psig. Main Steam. The Turbine Generator is a single GEC Ahlstrom unit rated at 95 MW gross and 80 MW net. The Plant began commercial generation during April, 1993. The facility is owned by American Bituminous Power Partners, L.P. (AmBit), and operated by Mission Operations and Maintenance, Inc.

The January 1988 issue of Engineering and Mining Journal includes two short articles on blasting practices in surface gold mines (Anon., 1988 ; Carr , 1988). A reader of these articles learns, among other things, that a "12 x 13 ft" blasting pattern is used at the Carson Hill Mine, and a "17-ft burden and 18-ft spacing" is used at Echo Bay Mineral's Borealis operation, while at Mascot's Nickel Plate Gold Mine "ore shots are on a 10 x 10 ft" pattern. Like a new edition of the World Book Almanac, these articles are overflowing with useful tidbits of technical data; but, they never mention why the particular blasting patterns were selected. A survey carried out during the Winter of 1988 at six surface gold mines in the western United States also failed to produce a satisfactory answer. The responses from mine planning engineers to the question "why is your blasting pattern X by Y", reduced to "we use X by Y here because we used X by Y at our last operation, and it worked ok." Certainly, with the available decades of experience and professional practice in blast holes design, rock fragmentation in surface mines has been thoroughly investigated. However, and this is the central issue, fragmentation of the rock is not the primary purpose of most rotary drill holes in surface gold mines. Introduction Pebble mill grinding can be defined as wet or dry grinding in a tumbling mill with pebbles used as grinding media instead of metal balls. To clarify the terminology, which may differ in the various mineral industries, it is essential to point out the differences between grinding with partially sized and carefully sized grinding media. When grinding with partially sized media (limited top size only), sizing is usually the setting of the primary crusher and there is no bottom sizing-all fines, chips, sand, and small sizes are included. This is often called run-of-mine or primary autogenous grinding. In this case the entire crusher discharge is fed into the mill and part of it becomes "charge" and the rest is "sand feed." When grinding with carefully sized media (i.e., media that is sized both at the top and bottom of the size range), no fines or chips should be present in the charge to the mill. This is pebble milling and the grinding media consists of ore, rock, Danish pebbles, gravel pebbles, or ceramic pebbles-media that is appreciably lighter than steel balls. The grind¬ing charge is fed to the mill to maintain a load and it does the grinding usually on a classified sand product of suitable size. If the grinding media is the same as the raw material being ground, this type of grinding is also called secondary autogenous grinding. Pebble milling was in common use in the gold mines of South Africa in the early 1900s. It is by far the oldest form of autogenous grinding. It may be used to grind crushed ores from a maximum size of about -% in. to all -10 µm. Pebble milling differs from "run of mine" grinding in many ways, but two big differences are: I) The ore itself is crushed to approximately t/4 in., or it may be further reduced to 8 or 10 mesh in a rod mill or fine crusher. 2) Then carefully screened ore of the correct size is placed in one or more stages of pebble mills to grind the ore to its desired final size. The media size is carefully selected to be the most efficient for the particular size reduction required in each stage. This is a precise practice, and pebble mills can be designed as easily and accu¬rately as can rod mills or ball mills by those skilled in the art. A pebble mill is a rotating cylinder in which the grinding media has been carefully sized for the job in hand. If the mill is doing coarse grinding, the media will be correspondingly large and the mill might be called a primary (or intermediate) pebble mill or a lump mill. If it is to do fine grinding, the media selected is proportionately smaller and the mill would be called a secondary or tertiary pebble mill. The media itself is normally rounded pebbles made from screened ore from the primary-crusher discharge. The charge could be rounded pebbles of the correct size removed from a primary autogenous mill, or the pebbles could be carefully sized gravel, sized beach pebbles, or sized flint pebbles. Usually the specific gravity of a pebble is from 35 to 55% of that of steel balls. It commonly varies from 2.66 to 4.2, depending on the specific gravity of the ore. Primary pebble mills, or lump mills, would be charged with pieces of rock up to 10 in. maximum and 5 in. minimum and would grind crusher discharge with a maximum size of 1/4 in. on hard ores and 3/8 in. on softer ores. Secondary pebble mills could be charged with pieces of rock screened on 4 x 4-in. square mesh and retained on 1 1/2 x 1 1/2 in. These mills would grind material with a top size of 8 to 10 mesh. Tertiary pebble mills could be charged with screened rock that would pass 3 x 3 in. and be retained on 1 x 1 in. and grind 35 to 48 mesh sands. Principles of Operation Media Size To operate a pebble mill efficiently it is imperative that great care be taken in screening the rock feed that is fed into the mill to round up into a range of pebble sizes that are suitable for grinding of the sands that are also being fed into the mill, having regard to the top size and the average size of such sands. Since most mill operators know from experience the correct size of steel balls to be used in a mill to handle different sizes of sand feed, it is convenient to relate the pebble size to a ball size. If the correct ball size is not known, it is relatively simple to conduct batch laboratory tests in 12- to 18-in. laboratory mills to determine the optimum size of steel ball. Also, Bond and others have published formulas for calculating the optimum ball size. When the correct size of the individual steel ball is known, then a pebble of the same weight will perform the same grinding if used in the proper size of mill and under the proper conditions, which will be defined later. This media size, as defined by the average weight of the individual pieces, is most important. The following tests will serve to clarify this point. Laboratory Tests Using Steel Balls or Pebbles. Several labora¬tory grinds were made to compare a given size and weight of steel ball with a pebble of the same weight but larger size, and of the same size but lighter weight. The following loads were used in the 12-in. laboratory mill: All 1 1/4-in. steel balls weighing 122 ± 10 g. All 1 3/4-in. pebbles weighing 123 ± 5 g. All 1 1/4-in. pebbles weighing 45 ± 3 g. To equalize capacity, the test with the steel balls was run only 34% as long as the tests with pebbles. In each case, 2,500 g of primary sands were ground at the optimum gravity for the media being tested at a speed 78 1/2 % of critical speed, and for 170, 340, and 680 revolu¬tions for the steel balls, and 500, 1,000, and 2,000 revolutions for the pebbles. The first test is summarized in Table 74 by showing the 80% passing size in microns for the feed and for each of the grinds. Two other tests are summarized in Table 75 showing the screen analyses

Electrochemical oxidation of arsenopyrite (FeAsS) has been investigated as an attempt to gain a better understanding of its dissolution chemistry. Rest potential measurements, cyclic voltammetry and constant potential experiments were conducted in the pH range from 8 to 12 in the absence and the in the presence of cyanide. A two-step reaction sequence is suggested by the electrochemical measurements. The initial step is described by: [FeAsS+6H20=Fe(OH)3+H2AsO3- +S°+7H++6e] The second step involves the oxidation of the arsenite and sulfur according to the following reactions: [H2As03-+H20=HAsO24-+3H++2e and S° +4 H2O=SO4-+3H++6e] Stoichiometric determinations confirm that 14 electrons are involved in the overall reaction.

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. INTRODUCTION Interest in the recovery of methane from coalbeds has increased rapidly over recent years, because of its potential as an energy resource and to alleviate pollution and safety problems. The resource base of coalbed methane in the United States has been estimated at 11.2 Gm3, roughly equivalent to 20 years consumption (Mroz et al., 1983; Kuuskraa and Brandenburg, 1989). Methane contributes to the adverse environmental impacts of global warming, tropospheric ozone formation (smog), and potentially stratospheric ozone destruction. Association of methane with coal has always presented a safety problem in mines due to the potential for explosions. The rate of release of methane depends on the amount adsorbed by the coal, the adsorption isotherm for the coal, and the size of the coal particles. Mining operations can affect the particle size distribution and the production of fines and therefore the rate of release. The time the mined coal remains in the mine may also be important in determining total emissions. The methane content of some Utah coals was determined in this study. The methane content of the coals is compared with the chemical and physical properties of the coals and the properties of the seam and neighboring strata. Correlations are developed to better understand the formation and retention of methane by these coal seams. METHANE FORMATION IN COALBEDS Three mechanisms for methane formation may be considered: (1) nonbiogenic formation, (2) formation by anaerobic bacteria during plant material deposition and the early stages of diagenesis, and (3) formation from pyrolysis of coal material during coal maturation. Nonbiogenic formation by thermal processes involving carbon- and hydrogen-containing compounds has been proposed as a mechanism for methane formation in the earth. It is not likely to be of importance where other fossil fuel materials are present. Coal would not survive the temperatures required and hence the methane would need to migrate and be trapped by the coal seam. This mechanism is unlikely for coalbed methane. Formation of methane by anaerobic bacteria undoubtedly occurs during coalification, but the methane may not be trapped until the pore system of the coal is developed, and would likely be displaced by methane formed during further coalification. Methane formed by maturation of the coal material as it progresses from peat to coals of various rank is the most probable mechanism for the formation of coalbed methane. Most of the methane is adsorbed onto the walls of microvoids in coal. It has been estimated that the surface area of one kilogram of coal is between 20,000 m2 to 200,000 m2. Surface area measurements depend on the coal and also on the method of measurement. At 20 atmospheres, in some coals, the adsorbed methane is 10 times greater than methane as a free gas. At 100 atmospheres the adsorbed gas can be as densely packed as a liquid. The volume of methane gas held in coal depends on the volume of gas that exists as a free gas and the adsorbed gas capacity. The volume of free gas in the coal can be calculated from the kinetic theory of gases (methane can be assumed to be an ideal gas because errors would not be greater than 1 % for normal mining pressures). Langmuir (1916) derived an equation for the adsorption of gases on uniform surfaces and this is applied to the adsorption of methane on coal:

Introduction Samarco Mineracao S.A. is a Brazilian corporation jointly owned by S.A. Mineracao da Trindade (SAMITRI) and Utah International Inc., with 51% and 49% interests respectively. Headquartered in Belo Horizonte in the state of Minas Gerais, Samarco owns and operates an open-pit mine capable of producing 10 Mt/a (11 million stpy) of iron ore; a concentrator rated at 7 Mt (7.7 million st); a 12-Mt (13.2-million st) capacity pipeline transportation system; a 7 Mt (7.7 million st) filtering and pelletizing plant; and a harbor facility. The mine, concentrator, and initial pipeline pump station are located at Germano, near the town of Mariana, about 300 km (186 mi) north of Rio de Janeiro by air. The pipeline terminal, pellet plant, and harbor are at Point Ubu, 70 km (43 mi) south of Vitória the capital city of Espirito Santo State, and about 300 km (186 mi) by air east of the mine. The 396-km (246-mi) pipeline uses 508-mm (20-in.) pipe except for a 53-km (33-mi) section where 457-mm (18-in.) pipe is used to absorb and control slack flow through increased velocity in one of the areas along the route. Iron Ore Slurry The hematite iron ore concentrate produced at the Germano plant is processed by grinding the average 53% run-of-mine itabirite iron ore to -150 µm (100 mesh) for gangue liberation. It is treated further by cyclones to remove the 10 µm (1250 mesh) slimes to prepare the ore for flotation. During the multistage cationic flotation operation, the silica is reduced to make low silica (-0.9%) concentrate for the direct reduction (DR) iron-making process or to make normal silica (-3.5% +2.5%) concentrate for the blast furnace (BF) iron-making process. The concentrate then is reground further to meet the particle size requirements for pelletizing. The reground hematite concentrate is screened in closed circuit with the regrind mills for close control of the maximum particle size, not to exceed 3.5% +75 µm (200 mesh) for pipeline wear protection. Thickened concentrates at 70% solids are pumped to four 5-kt (5,510-st)(dry) agitated slurry storage tanks that hold the feed before it goes to the first pipeline system pumping station. Pipeline Capacity The pipeline system was designed to transport 12 Mt/a (13.2 million stpy) at 65% solids with an average minimum safe operating velocity of 1.5 m/s (5 fps). The pipeline will transport 5 Mt (5.5 million st) in 1982. The system, therefore, is moving the slurry in 13-kt (14,330-st) batches, dispatched at intervals to move 20 kt/d (22,050 stpd). In operation, the pipeline has exceeded its 93% availability design factor. Pipeline Facilities Pump station No. 1 is located at the Germano minesite 1 km (3,330 ft) above sea level. It has the following principal equipment: • four 5 kt (5,510-st) (dry) agitate slurry storage tanks; • two centrifugal charge pumps (one stand-by); • a 217-m (712-ft) safety loop; • seven mainline positive displacement triplex plunger pumps (189 m3/h, or 832 gpm, at 14.9 MPa, or 2,162 psi, maximum output pressure); • four corrosion-erosion spools; • a control and command center. Operation The output at pump station No. 1, with 66% solids, is pumped 151

Most of those involved in the mining industry are aware of the negative feelings that the well-informed citizens of this country, also known as the American public, have for the industry. As noted in an issue of Mining World News, “The general public perceives mining as dirty, noisy, destructive and belonging somewhere else.” The same theme was raised at a conference in Scotland in July 1991. It was noted there that mining has an unattractive public image around the world “as dirty, dangerous work that pollutes and degrades the environment.” Why is this? Why does mining have such a bad rap? I’m afraid that some of the blame rests with the mining industry itself - both in the past and in the present. Hopefully, we can do something about this in the future. And hopefully, the information here will help the reader to spread the word to offset the negative messages being issued almost daily by industry foes. I hope this will become more than just the words of another miner talking to miners and their friends. In the past, belching smokestacks and polluted streams and waterways were common sights. Today, the negative results of mining operations can also be seen in the form of waste dumps, leaked acid mine waste water and dust blowing from tailings piles. Some will argue that mining did nothing illegal in the past, and that all the regulations in force at that time were carried out to the letter. That may be so. The fact remains, however, that mining did these things, and the evidence is very clear in many parts of the country. It is visible to the well-informed citizens, in spite of the fact that many mine sites have been cleaned up and new technologies, such as flash smelting, dump leaching, pressure leaching and bioleaching, have greatly overcome many of the pollution problems. What is not so visible is the importance of the mining industry in our daily lives. Not long ago, knowledge about our non-renewable mineral resources ranked low on the list of qualifications for being a well-informed citizen. Events during the past two decades have changed this scenario. Politicians, writers, newscasters, economists and administrators, as well as the ‘public,’ are expressing opinions and forming judgments on oil company profits, desecration of landscapes, waste disposal sites and pollution by the extractive industries.

Digital systems have been employed in industry as an aid in process evaluation and control for about 20 years. The earlier systems were quite simple and did little more than periodically scan a multitude of process variables, perhaps comparing them to alarm limits, and print out the results. As time passed, the needs of industry and the imagination of process engineers became more demanding. Rather than perform only alarm checking and logging, operating guides were generated to help the operator gain optimum performance from the process. Eventually, systems were entrusted with the job of manipulating the set points of the local analog control loops in a (DDAC) digitally directed analog control mode. Today digital systems are used to gather all-the process information, including both analog and digital variables; to make the necessary data manipulations; and to control the process end elements in a (DDC) direct digital control mode. During these years of transition from the very simplest systems to the complex systems of today, the demands upon the system engineer have been every increasing. The process engineer has required, among other things, more computational ability at high speeds, faster input and output rates, greater flexibility, better communication facilities (man-machine interface), (process oriented software), and finally, greater reliability at lower cost.

An optimized counting scheme for a mixture of radon daughters and thoron daughters typical of Ontario mines, developed in a previous study, was experimentally examined under mine conditions. The counting scheme requires a 10 minute sample and 5 1/2 hours counting instead of a 60 minute sample and more than 40 hours counting as required by a previous method. Taking into account the uncertainties associated with concentrations, flowrate and radioactive decay, the precision of the counting scheme was analyzed and found to be on average better than the 40 hour method.

Pumice and volcanic cinder are volcanic rocks characterized by a cellular structure. They are formed as gases (primarily water) dissolved in molten rock, or magma, exsolve to generate a froth that cools and solidifies into rigid foam. The cells or bubbles are referred to as vesicles and they range in size from a few thousandth of a millimeter to several centimeters. Due to their vesicular character, both pumice and cinder have lower density and higher porosity than most other rock types, and, as the vesicle walls are broken, sharp cutting edges are continually generated. These properties are the basis for their commercial value as lightweight aggregates, insulators, absorbents, and abrasives. There is a certain imprecision in the terminology applied to volcanic products, reflecting to varying degrees the diversity of volcanic rocks, the relative youth of volcanology as a distinct field of study, and customs and practices of commercial trade. In general terms, pumice is light colored (white, gray, pink, pale yellow, or brown) and highly vesicular, usually with vesicle walls that are visibly glassy. Many pumice fragments are light enough to float on water. Pumice is readily cut by steel tools and some can be crushed by hand. Individual pumice fragments may range from 1 or 2 m in one dimension to c1 mm. Commercially, finer fragments are called pumicite or volcanic ash. In volcanology the term ash refers to any fragment c2 mm in size regardless of its composition. Cinder, or scoria, is dark colored (black, red, brown) with thick vesicle walls that appear dull or stony and that may exhibit iridescence. Cinder typically is heavier than pumice and has a higher crushing strength. In volcanology the term scoria refers to dark vesicular material throughout a wide size range while it is common commercial practice to use scoria for larger fragments (usually greater than 2.5 cm) and cinder for smaller fragments. GEOLOGY Composition and Physical Characteristics Most pumice is silicic ranging from 60 to 70% SiO2, that is, dacitic to rhyolitic in composition. Pumice of less silicic composition, including basaltic, occurs but it is less common and does not have extensive commercial use. Scoria and cinder are typically basaltic to andesitic with approximately 50 to 60% SiO2. Pumice and cinder may contain phenocrysts of feldspars and various ferromagnesian minerals that crystallized in the magma prior to eruption. Fragments of rock through which the magma has passed may be entrained in the melt and wall rock may be fragmented and admixed during an explosive eruption. Some scoria particles have lithic fragment cores. Phenocrysts and lithic fragments are relatively unimportant in cinder end uses but their presence may be detrimental in certain pumice products. Pumice typically has vesicles <1 mm in size separated by thin walls. Vesicle shapes include irregular, spherical, elliptical, and elongate to the point of being tubular with a silky appearance (Fig. 1). In some pumices, the vesicles are interconnected making the fragments permeable and highly absorbent; in others the vesicles are isolated forming a highly porous but very impermeable pumice. Floating masses of pumice fragments from the eruption of Krakatoa in 1883 were reported in the Indian Ocean for up to two years after the eruption. Vesicles in cinder are larger and range from spherical to highly irregular in shape with much thicker walls and abundant interconnections. Scoria and cinder are typically heavier, porous, and do not float. Density and hardness of pumice must be expressed precisely to avoid confusion. Density may refer to the glass itself, the apparent density of the vesicular pumice particle, or the bulk density of pumice in a deposit or in a product. Pumice glass has a specific gravity of 2.5 or more depending on its composition. Pumice fragments typically have a specific gravity of 4.0 and so will float on water, at least until enough vesicles are saturated to cause them to sink. Expressed as density, pumice fragments typically weigh less than 1 g/cm3. Depending on moisture content, particle density, and particle size distribution, the bulk density of pumice typically ranges from 500 to 700 kg/m3. Typical bulk densities of cinder range from 700 to 900 kg/m3 for material used as lightweight aggregate while the bulk density of cinder used for highways and railroad ballast may be considerably higher. Hardness in pumice may refer to the glass vesicle walls, possibly including crystals or lithic fragments, or to the apparent hardness of the particle as a whole, which is more a measure of the strength of the vesicle structure. Pumice glass typically has a Mohs hardness of 5 to 5.5. A pumice particle may have a much lower apparent hardness and be easily cut with a knife or steel saw because the vesicle walls break readily. Pumice and cinder are primarily pyroclastic deposits formed as fragmental products of volcanic eruptions. Several classification - systems differing in various details have been proposed for pyroclasts and pyroclastic deposits based on particle size (Fisher, 1961, Schmid, 1981, Cas and Wright, 1988). Generally, particles >64 mm are referred to as blocks or bombs depending on their shape. Particles between 64 mm and 2 mm (4 mm in some schemes) are called lapilli and smaller particles are called ash. These names may be modified by compositional terms, for example pumice lapilli or scoria lapilli. Most commercial deposits are composed of fragments in the lapilli size range. In the United States, pumice fragments having one dimension of 5 cm or more are legally defined as block pumice. The primary purpose of the Prototype Installation Facility (PIF) for the Superconducting Super Collider (SSC) in this conceptual design was to test the magnets and other physics equipment. PIF was located in the northwest quadrant of the SSC 54 mile (87 km) main ring and consists of the first segment of tunnels, approximately 17,060 lineal feet (5.2 km) of 12 foot inner-diameter (ID) (3.7 m) tunnel, three 250 ± foot (60 m) deep shafts, connecting tunnels, and associated niches and alcoves. PIF would be the first portion of the main ring collider tunnel to be constructed. The geology, underground excavation conditions, underground facilities, and contractual considerations are discussed.

INTRODUCTION The determination and use of mechanical properties of rock in engineering and rock mechanics are rapidly developing. Many of these properties are determined on intact rock specimens; thus, their application and repre¬sentation of rock mass properties may be limited. How¬ever, relative information often provides useful guidance in the solution to mine design and stability problems. Summarized in this chapter are some of the stan¬dardized techniques and procedures currently used to obtain these mechanical properties. Typical applications of the use of these properties are also presented. Stan¬dardized techniques include those advanced by the American Society of Testing and Materials (ASTM), International Society of Rock Mechanics (ISRM), US Bureau of Mines (USBM), Canadian Dept. of Mines and Technical Surveys, South African Institute of Min¬ing and Metallurgy, and other individual investigators. Information on the mechanical properties of rock and the behavior of the rock under a given system of stresses represents a necessary part of the information for rational engineering design for any given mining op¬eration. The mining method, the type and extent of sup¬port, the extraction ratio, the overall dimensions of the mine, and the orientation of the rooms and pillars are all decisions that are influenced by the mechanical prop¬erties of the ore, roof, and floor material under various stress systems and the magnitude and direction of the in situ stresses (Hooker, Bickel, and Aggson, 1972). Initial mechanical property information regarding a structure or mine property is generally obtained by two basic techniques: (1) static and dynamic property tests are conducted on intact and fractured rock specimens of exploratory drill core, and (2) dynamic properties are obtained by borehole logging techniques. When mining access becomes available, and as the mining horizon is expanded, additional information can be ob¬tained to verify preliminary mine design values. This chapter presents some of the standardized tech¬niques and equipment currently used in obtaining me¬chanical property data in the laboratory. The properties considered are: (1) uniaxial compressive strength of intact rock core specimens, (2) uniaxial compressive strength of rock cores containing planes of weakness, (3) triaxial compressive strength of intact rock core specimens, (4) triaxial compressive strength of cores with a plane of weakness, (5) Young&apos;s modulus, (6) Poisson&apos;s ratio, (7) density or apparent specific gravity, (8) modulus of rupture, (9) indirect tensile strength, and (10) creep characteristics. Where possible, an at¬tempt will be made to evaluate each property measure¬ment in relation to the problems of rock mechanics and application of results. TEST SPECIMENS The selection and care of drill core for laboratory testing require some consideration. It is recognized that laboratory-determined properties are not necessarily rep¬resentative of an in situ rock mass property. However, relative information between beds or zones of interest is still valuable information in selecting mining horizons and preliminary design criteria. To provide statistical data the number of drill core samples selected to repre¬sent each of the areas of interest should be from a mini¬mum of three to a maximum of ten test specimens. A judgment must also be made on site as to whether the recovered drill core should be wrapped and sealed in plastic to preserve moisture. On the one hand investiga¬tions of air-dried and saturated specimens have shown that moisture significantly affects the elastic properties and strengths of many rock materials (Obert, Windes, and Duvall, 1946; Colback and Wiid, 1965); on the other hand it is apparent that most core drilling is done with water which may saturate the specimen to a greater extent than in the in-situ condition. Whether or not the decision is made to retain the moisture, the core should be delivered to the laboratory as soon as possible after recovery for subsequent specimen preparation and testing. Specifications Shape: The shape of the specimens influences lab¬oratory testing in two ways: (1) time and cost of sam¬ple preparation and (2) strength of the material. Cy¬lindrical specimens of drill core are by far the least time-consuming to prepare for static or dynamic labora¬tory testing. In addition, the cylindrical shape lends it¬self to a more uniform stress distribution throughout the sample than other shapes, such as rectangles and hexa¬gons. The compressive strengths of various shapes have been studied (Grosvenor, 1963, and Price, 1960), and results indicate that the cylindrical specimens usually provide the highest strength for a given height-diameter ratio. However, reduction in strength from a cylindrical shape to a rectangular in situ pillar is not regarded as significant in relation to other considerations such as planes of weakness in a pillar or safety factors in the design process. Length-Diameter Ratio: The length-to-diameter ra¬tio, LID, has a significant effect on the compressive strength. Various recommendations have been made to use standard LID ratios ranging from 2 to 2.5 to 3 (ASTM, 1975c; ISRM, 1972). However, past work by others such as Obert, Windes, and Duvall (1946) has shown that excellent results can be obtained using LID ratios from 2 > (LID) > >/s. In selecting an LID ratio for testing, one should keep in mind the amount of material available for testing. In many instances, this may be limited. Thus, a shorter specimen such as 1: 1 LID may be necessary to provide enough test data for statistical analysis of results. Sec¬ond, it may be desirable to obtain elastic constants dur¬ing the test. This generally requires instrumentation such as linear variable differential transformers (LVDTs) or strain gages near the center of the specimen. I. INTRODUCTION The Massachusetts Water Resources Authority (MWRA) is a regional water and sewerage authority which provides wholesale water and sewer services to the Metropolitan Boston area. The MWRA was created by the Massachusetts Legislature as an independent authority in 1985 following the filing of a lawsuit in federal court to correct the pollution of Boston Harbor resulting from inadequate and inadequately maintained sewerage facilities. Immediately upon its creation, the MWRA began to tackle treatment plant issues, including addressing the need for a secondary treatment plant, planning for ceasing ocean discharging of sludge, and making interim repairs to the existing, antiquated treatment plants. The MWRA&apos;s initial activities led to a court-ordered schedule for construction of a single new primary and secondary treatment facility, for development of sludge management plan focussed principally on reuse, and for completion of a short term program of repairs to existing facilities. Once a schedule for completing these activities had been negotiated, the U.S. Environmental Protection Agency (EPA), a plaintiff in the federal court case, asked that the MWRA take "responsibility" for controlling discharges from combined sewer overflows (CSOs) within its service area. This article describes research conducted by the University of Alabama&apos;s Mineral Resources Institute on removing sulfur from coal using a combination of gravity concentration and flotation methods. The research used the gravity and centrifugal force capabilities of Humphrey&apos;s spiral to remove part of the pyritic sulfur and ash. Flotation of the Humphrey&apos;s spiral coal concentrate removed additional sulfur and ash. In addition to obtaining good recoveries of high quality coal, the tests demonstrated that pyrite in the wastes could be isolated as enriched flotation products by the combined gravity-flotation approach. Domestic coal production in 1980 reached a record 757 Mt (835 million st). Forecasts are that coal production and use will approach 907 Mt (1 billion st) by 1985, with much of the increased production being used for electrical generation. Of current production, it is estimated that about 454 Mt (500 million st) of coal nationwide are subjected to some degree of cleaning, ranging from crushing and screening to gravity concentration and flotation. With expanded coal production and more rigid controls placed on coal combustion, it is reasonable to assume that the tonnage subjected to some form of preparation will increase, with time, thereby adding to the burden of coal rejects being generated. A major problem associated with increased coal use for electricity generation is the need for utilities to conform to emerging federal air quality standards for sulfur oxide emissions from power plants. To a lesser extent, other industrial operations burning coal face a similar situation. Controlling sulfur oxide emissions by using low-sulfur coal or resorting to stack gas desulfurization are two recognized approaches, but removing sulfur from the coal, if possible, by physical beneficiation before combustion is preferred because of its simplicity and lower cost. Reducing the inorganic sulfur in coal to tolerable limits by physical beneficiation, including flotation, as now practiced, is still relatively inefficient and has not kept pace with the more sophisticated physical beneficiation approaches generally employed by the nonfuel minerals industry. As one phase of a broad program conducted by the Mineral Resources Institute at the University of Alabama on sampling and evaluating impounded fine size waste coal, tests were made using samples from two impoundments to determine the quality of coal recoverable by a combination of Humphrey&apos;s spiral concentration and flotation. Particular attention was given to organic and inorganic sulfur deportment and distribution in the various products. Another objective was to determine if pyrite in the waste could be recovered for possible marketing. The use of Humphrey&apos;s spirals to concentrate fine coal was practiced as early as 1947. At that time, the Hudson Coal Co. used spirals to concentrate anthracite fines. In 1950, spirals were used to treat fine-size bituminous coal and later, in 1976, spirals were reportedly used for removing pyrite from fine-size coal. More recent investigations have discussed the use of Humphrey&apos;s spirals for treating fine-size waste coal in Alabama. Samples Description Washer waste samples were obtained from two impoundments. One sample was representative of waste generated during washing steam coal from the American, Pratt, and Nickel plate seams in Alabama. The other sample represented metallurgical coal washer waste from processing coal from the Carter, Johnson, and Milldale seams. Partial samples analyses are shown in Table 1, and screen analyses of the samples are given in Tables 2 and 3. Screen ana¬lyses showed that one sample contained about 4% of material coarser than 2 mm (10 mesh) and the other contained about 13% of plus 2 mm (10 mesh) material. Also, the analyses indicated that ash and sulfur increased as the material&apos;s particle size decreased. Experimental Laboratory Tests Sink and float tests using a heavy liquid (1.4 specific gravity) were made on the different screen sizes shown in Tables 2 and 3 to determine the effectiveness of gravity concentration for separating coal from pyrite and other gangue constituents. Tests indicated that gravity separation, under optimum conditions, could be expected to yield coal products containing 10-12% ash, and 0.2-0.3% pyritic sulfur. "Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

Column flotation is emerging as one of the most important new separation technologies of the decade. Attendant to this development is the need for a quantitative understanding of the dynamic characteristics of columns. An understanding of the many important sub-processes occurring in the cell makes possible the development of dynamic simulators for flotation columns which will aid in the design of control systems for dynamic and steady state optimization. This paper presents a dynamic model for the column flotation cell developed from a population balance point of view similar to that which has been successfully applied to conventional flotation cells. In particular, the mixing that occurs within the pulp is modeled with a distributed-volume, mixer-in-series model as an approximation to the axially dispersed plug flow transport that occurs in the cell. This simpler approach avoids the distributed transport model which often leads to mathematical intractability. Other phenomena dealt with are the attachment and detachment of particles from bubbles in the froth and pulp, the transport of water and the bubble volumes with the froth and pulp phases. Simulation of the flotation of an Illinois No. 6 coal in a pilot plant flotation column were performed to test control strategies.

Before and in the early stages of industrialization, mining was the undisputed leader in technology. It represented the high-tech of the time. Early mechanization bears witness to that. Hoisting and rock breaking driven by waterpower are such examples. The mines&apos; use of the steam engine was a major incentive to its development. By these means new mines could be opened and more metal supplied. Understanding of systems was essential for miners when shaping the infrastructure of the mines for the transportation of ore, material and men and for the evacuation of water and for ventilation. The irrigation systems of ancient mines are such examples. However, with the industrial revolution other more specialized branches of industry advanced further, and the mines became users of other industrial branches technologies. The mining industry had, however, always been quick to recognize a good thing and use it, when time was right. But, compared with other branches of industry, the mining industry has the disadvantage of working in a rugged environment with (and actually inside) a raw material which is abrasive and highly variable with respect to mechanical properties. This determines the rather high unpredictability of mining machines&apos; performances and their low availabilities and explains a part of the delays in introducing technological advances.
