The new Track Etch* technique for uranium exploration has been utilized in several survey programs conducted during the last few years. The results from these programs have been very encouraging, and new uranium ore bodies have been discovered by using this new technique. The Track Etch method is being used in several exploration programs in various locations around the world. The Track Etch exploration technique utilizes small pieces of special radiation-sensitive plastic film to detect the presence of radon gas which is released by uranium ore bodies. Because of the selectivity and sensitivity of the technique, ore bodies not normally detected with other surface or airborne monitoring methods are found. Since no large equipment or special training of personnel is needed, the Track Etch technique is easily used in field operations. The basis for the Track Etch method, its application in field exploration programs, and the results obtained to date in locating uranium ore bodies is discussed.

The goal of Bethlehem's mining research program is to improve both the safety and productivity of our mines through the use of new equipment, new technology and new mining methods. Although we can all agree on the value of such goals, achieving them can be a costly, time-consuming and sometimes frustrating experience. However, the potential benefits of lower costs per ton and better safety in an increasingly more stringent and confusing regulatory environment make the expended effort worthwhile. At Bethlehem we feel that the mining companies are in the best position to determine the needs of the industry, and coal companies have the incentive as well as mine sites at their disposal for testing. Therefore, the mining industry should be leading the research effort

Introduction Hard rock mine closure (often referred to as decommissioning), mined land reclamation and financial assurance requirements are receiving considerable attention by governments and organizations around the world. In the United States, federal agencies and the states continue to consider and make changes to laws governing mine closure and mined land reclamation, most of which were originally enacted in the mid-1970’s through the mid-1990’s. Internationally, a number of prominent groups and various countries currently are considering new laws, regulations and policies for mined land reclamation. For example, the European Union has conducted a review of existing European laws concerning mining wastes and mine water and is considering new directives concerning mine waste and mine water management and liability schemes that are likely to significantly impact mine closure and mined land reclamation. Many countries, particularly those outside of North America, Europe, and Australia, have recently adopted or are considering new mine closure and reclamation legislation and regulations. These include significant hard-rock mining countries such as Chile, Peru and South Africa. This paper identifies recent developments in hard-rock mine closure and mined land reclamation laws in the United States, focusing on several of the more significant and controversial developments. It also discusses some of the more significant international efforts to consider mine closure and mined land reclamation laws and policies and some of the notable conclusions and trends from those efforts. The focal issues discussed in this paper include requirements for the reclamation of open pit mines, including backfilling; consideration of and measures to address the mining of sulfide ores and potential for acid mine drainage; and new requirements for the estimation of closure and reclamation costs and for financial assurance for closure and reclamation.

"INTRODUCTION Mining and processing of sulfide ore bodies has the potential to solubilize sulfate. Gypsum in the host rock, as well as oxidation of sulfides during milling and processing can solubilize sulfate. Acid rock drainage (ARD) also has the potential to generate waters high in sulfate. Even after treatment of the ARD with lime, the treated water can have sulfate present in gypsum saturation levels. Most mine-sites reuse sulfate impacted water but as a mine nears closure, reuse options may be limited and water treatment becomes an option. Furthermore, sulfate discharge requirements, particularly for anti-degredation narrative standards, can be very strict. Freeport has investigated many new technologies to economically remove sulfate from these types of water. A Dutch company, Paques B.V. developed one of these technologies and it utilized biological reactors to convert sulfate into elemental sulfur in a 2-step process. In 1992 the first industrial reference of the SULFATEQTM technology was commissioned at the Nystar Budel zinc refinery in the Netherlands. PILOT PLANT TECHNOLOGY AND DESCRIPTION As shown in Figure 1, the plant contains several process steps, which can mainly be divided into the following sections: 1. Anaerobic biological system in which sulfate is reduced to hydrogen sulfide by sulfate reducing bacteria. 2. Aerobic biological system in which hydrogen sulfide is oxidized to elemental sulfur by sulfide oxidizing bacteria. 3. Solid/liquid separation in which sulfur, calcium carbonate and biomass solids are separated and dewatered. Sulfate impacted ground water is pumped to the feed water tank through a plate and frame heat exchanger to maintain the solution temperature around 95°F. A custom mix of micronutrients is dosed to the feed tank. This nutrient mixture provides essential elements for the growth of anaerobic and aerobic biomass. Urea is added to the feed tank and provides the required nitrogen source to the biomasses. The pretreated feed water is pumped into the anaerobic reactor. The reactor works on the gas lift principle. Sulfate reducing bacteria utilize hydrogen gas as electron donors and reduce sulfate to hydrogen sulfide. This reaction increases the alkalinity of the solution. Carbon dioxide gas is added in order to control the pH within working range of the reactor. Due to the low solubility of the hydrogen gas, the anaerobic gas mixture is recycled through the system. The gas mixture recycle also provides the gas lift for mixing within the anaerobic reactor."

The separation of feldspars from quartz has been the subject of numerous studies since 1930 and the flotation process so far proved to be the most suitable method. In the conventional process, feldspars are separated from quartz using a cationic collector and hydrofluoric acid as an activator of feldspars. There is no general agreement on the mechanism of fluoride activation of feldspar surfaces and the role of fluoride ions is briefly discussed. The use of HF is no longer acceptable due to environmental and health problems, and a few new reagents schemes have been reported. The available evidence shows that the success of these new reagent schemes is very limited. A new reagent scheme which is environmentally safe and cost effective for the separation of feldspars from quartz is yet to be resolved.

Thermal reactivation of eluted carbon is an essential part of most carbon-in-pulp gold recovery plants. The effectiveness of the reactivation procedure depends on the nature and level of contaminants adsorbed on the carbon, the efficiency of the elution and the temperature, residence time and atmosphere within the kiln. The most commonly used kilns are evaluated in terms of their operating parameters and performance. Data obtained both in the laboratory and in the field emphasize the importance of carbon feed moisture content, kiln atmosphere and carbon conditioning on the activity of the kiln product.

The production of kaolin and calcium carbonate in North America exceeds 13 million tons sold into higher value market segments. With a few exceptions, the markets supplied exhibit mature growth rates. In some market sectors, technology changes have and continue to occur shifting pigment-type consumption and growth. New sources of supply will impact current businesses. New product and process developments for kaolin and calcium carbonates are continuing. Each of these issues is examined in developing a view of the future for kaolin and calcium carbonate in North America.

Industrial usage of clays for current and new applications will continue to grow into the next century. The rate of growth will be highest in the less developed areas of the world. Transportation costs are a significant part of the delivered price, so the location of reserves and processing facilities for kaolin, bentonite, and palygorskite (attapulgite) are reviewed relative to serving these emerging markets. New value added applications will increase in the more developed areas which will require high quality raw materials, more sophisticated processing, and rigorous quality control.

In several sections of the country new demands are being brought bar cement users. Among these the demand' for truck shipments; and palletized loads present new problems that do not lend themselves to sample solution. In fact these demands have far-reaching effect in the way bagged cement might be marketed. Early solutions of palletized truck loads filled from existing packing and loading facilities have resulted in' slowdown in packing, additional labor and space for palletizing, considerable experimentation in type and construction of pallets, and usually far from optimum truck handling and loading methods.

Introduction Today, more than 50% of rail-carried commodities are mineral industry related, with coal being the most important single commodity moved by rail. In 1980, coal accounted for more than 5.7 million of the total 22.6 million carloads moved by rail. Metallic ores were third behind grain, with more than 1.4 million carloads. Crushed stone, gravel, sand, and other non-metallic minerals totaled almost 2.3 million carloads. Chemicals and allied products, including fertilizer and coke, added another 1.7 million cars, with petroleum and petroleum products totaling 300,000 carloads. Coal Several things happened in the 1970s that gave rise to increased consumption of coal-particularly western coal-and to its dominant position among rail-carried commodities. First, the Clean Air Act of 1970 required generating plants to make significant reductions in sulfur dioxide emissions. To comply, utilities could either invest in scrubbers or switch to low-sulfur western coal. Many opted for the latter. By 1972, increasing demands by the utility companies halted what had been a 25-year decline in national coal consumption. Second, the Arab Oil Embargo of 1973 put an end to cheap oil and gas, limiting their future as fuels for electric generating purposes and increasing the potential for coal. Third, in 1977, President Carter announced an energy program with coal as its cornerstone, calling for an annual two-thirds increase in national coal production by 1985. He also called for conversion to coal by utilities and large industrial users. Finally, he proposed a 10-year, $10 billion program to encourage domestic coal production and stimulate development of export markets. Coal bounded into world prominence. Foreign demand for steam and metallurgical coal increased tremendously, while US demand for western coal also shot up. This meant greater demands on the transportation sectors that traditionally carried coal to market. Many railroads began programs to serve the coal industry. One example is Burlington Northern's commitment to handle increased western coal tonnages. The company spent more than $1 billion in recent years to develop a system capable of moving more than 91 Mt (100 million st) of coal each year. Other leaders in this renewal were Norfolk and Western, Union Pacific, Santa Fe, and Southern Pacific railways. The importance of the rapid growth of coal traffic to the railroads is shown in the accompanying table, which gives percentages of total tonnages hauled and revenues attributed to coal. With coal providing the railroad industry with a substantial share of its revenues, there is keen competition among the rail companies themselves and among railroads and other transportation sectors for coal haulage. But there is also cooperation when more than one railroad is involved in delivering the coal from mine to market or when a combination of transportation modes is more economical. The latter is represented by Conrail's interest in working with the port authorities of New York and New Jersey to establish a new coal port that would serve not only export markets, but also utilities and industries in the northeast. Iron Ore Next to coal, iron ore (taconite) is the most important single mineral commodity handled by railroads. In Minnesota, where most iron ore is produced, rail transportation is primarily by Burlington Northern and the Duluth, Missabe, & Iron Range Railway Co. (DM&IR). The DM&IR, owned by US Steel, serves several producers on the Mesabi Iron Range. Two of the larger producers, Erie Mining Co. and Reserve Mining Co., also own railroads that operate between the mines and the ports of Silver Bay and Taconite Harbor on Lake Superior. Several iron mines and taconite plants in Michigan are served by the Chicago and Northwestern, and the Soo Line. Total 1981 shipments of taconite and iron ore are estimated at 55.9 Mt (55 million It), compared with about 61 Mt (60 million It) in 1979 the most ever shipped in one year. The Roybal Raise incorporates the simplicity and low cost of a short bald-headed raise while overcoming the usual impediments to driving a high baldheaded raise. The concept provides for speedy excavation and maximizing the use of the excavated opening, using the rock for structural support. The design is simple: two baldheaded raises are driven parallel to one another, interconnected by dogholes about 8 m (25 ft) apart. In this fashion, the raise can be driven safely and efficiently to 60 m (200 ft) or more. When the raise is complete, the excavation requires no timber for support or partitioning. Rather, the rock itself supports the construction. As a test, a two-compartment Roybal Raise was attempted at the Independence mine in the Willow Creek District of Alaska. One side was driven 2 x 2 m (6 x 6 ft), intended for a manway and equipment skip. The other was driven 1.5 x 1.5 m (5 x 5 ft) for a muck compartment. Both sides were driven at a 65° angle from horizontal and 1 x 1 m (4 x 4 ft) dogholes spanned the 4.6-m (15-ft) pillar between the two compartments. After topping out at 50 m (160 ft), the raise was found to meet all expectations of efficiency, low cost, and practical simplicity. Technique Preparing the Roybal Raise for driving involves no elaborate or costly site prep except assembling materials and providing for muck removal. Normally, the raise muck falls directly onto the sill or track and is picked up either by an overshot mucker or a front-end loader. Raise mining proceeds initially by taking up both compartments simultaneously to the first doghole. It progresses by alternating one side as a clear manway for access with the other side, the active side, as a muck compartment (Fig. 1A). This stage proceeds quickly for no mucking or staging is required to cycle the first three rounds. On the fifth round, in addition to the normal raise round, rib holes are winged out toward the adjacent raise, thus starting the dogholes. Finally, as the sixth raise rounds are drilled and shot, the first doghole is also completed from both sides. The second stage commences by establishing one side as a clear manway for access while the other side, used as a muck compartment, is prepared for active mining. Figure 1B illustrates this step in the succession of raising with the active side advancing to the second doghole level. During this stage, services are maintained through the manway side and equipment is stowed in the doghole during blasting. As the active side advances, muck may be allowed to fill the bottom portion of that side since it is unnecessary to clear it for access. The next stage of raising involves cleaning out the former muck compartment and preparing it for use as a manway. At the same time, the former manway is prepared for advance and use as a muck compartment (Fig. 1C). As in the previous step, the same doghole is used for access and equipment storage. The active side advances until the second doghole is completed, at which point equipment and access are moved to the new doghole. From there, the active side is driven past the second doghole 8 m (25 ft) more to the third doghole level. Again, half of the doghole and the next raise round are mined. The fourth stage involves switch ing back the manway side for the muck side (Fig. ID). The new muck side is driven to the third doghole where equipment storage and access are reestablished. From there, the active side is advanced to the fourth doghole. In the same fashion, the raise is advanced to the top, alternating the manway side with the active side, maintaining access through the inactive manway, and storing equipment in the uppermost doghole. The cycle time for driving each compartment, regardless of the raise height, is greatly improved over that for normal bald-headed raises of comparable height. By storing equipment in the upper-

Two new coal use technologies are on the verge of commercial acceptance by the utility industry: atmospheric fluidized bed combustion (AFBC) and gasification combined cycle (GCC). Generating plants under construction or in planning will replace older pulverized coal (PC) boilers or substitute for new PC boiler capacity. This paper reports recent developments in the commercialization of AFBC and GCC, emphasizing the potential impact on the coal mining industry. The influence of coal quality characteristics on fuel selection is explored by means of preliminary economic calculations for different coals and competing fuels.

Coal mines and power plants utilize different methods to control dust for the safety of their workers and to protect their installations. The methods that they use are limited by the Environmental Protection Agency or the states in which they operate. Now there is a new technology for controlling dust at conveyor transfers! The Passive Enclosure Dust Control System utilizes several proven technologies to mitigate fugitive dust. This new system has been proven to be four times more effective than standard enclosures utilizing bag house collection and is considerably less expensive to install and operate.

"Air inversion is a meteorological phenomenon generally occurs during winter times. Release of pollutants below the inversion height in an open-pit mine during periods of weak winds and consequently weak vertical mixing may result in very high concentrations of primary and secondary pollutants, causing serious consequences for health and safety of miners. Mine operations cease if the concentration of NOx or CO exceeds the threshold limit value (TLV) of the pollutants. Artificial ventilation is required to dilute the pollutants to an extent that mine workers can safely resume work. Studies of the turbulence parameters suggest that effective ventilation of the pit and removal of pollutants can be accomplished if a large enough mixing length in the open pit can be created. Turbulent mixing by eddies of different length scales under an inversion layer is product of wind shear, thermal gradient and buoyancy. The main result of turbulence is mixing of the atmospheric profile and transport of momentum. Computational fluid dynamics (CFD) Simulation results of a novel mitigation approach using cloud cover will be presented in this paper. INTRODUCTION In extreme climatic conditions, deep open-pit mines tend to trap pollutants at the pit bottom due to air inversions. Keeping open pits adequately ventilated is a considerable challenge for the mining community. Mine operators in cold regions are very familiar with this problem, the severity of which can be judged from Figures 1 and 2. The top portion of the figures show clear sky and snow covered benches. The brown haze, containing various contaminants accumulated over time in the pit under the air inversion, can be seen in the bottom portion of the figures. Several Arctic or subarctic mines have reported air inversions. Even Rio Tinto’s Bingham Canyon pit in Utah has reported local air inversions from time to time [1].Mitigation of pollutants in deep open-pit mines in the Arctic is a challenging task. Release of pollutants below the inversion height in an open-pit mine during periods of weak winds and consequently weak vertical mixing may result in very high concentrations of primary and secondary pollutants, causing serious consequences for human health. Mine operations cease if the concentration of any one of the pollutants (NOx or CO) exceeds the TLV. Sustained cessation of a mine operation has serious economic consequences. For continued mining operation, the levels of pollutants must be below the TLVs. If no significant synoptic meteorological situation changes during an inversion, a warm air mass sits over the cold air mass within the open pit. Artificial ventilation is required to dilute the pollutants to an extent that mine workers can safely resume work. Some of the early approaches in artificially ventilating open pits were attempted in the USSR. Most of the studies by Soviet researchers suggested the use of turbojets and turbo-propeller engines, airscrews, axial pit fans, and meteotrons [2, 3]. However, the majority of these studies were only theoretical in nature, with no evidence of an approach that really worked in practice."

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

The WTBAL computer program for evaluating material balances for minerals processing flowsheets was developed at the MRC and has been in general use for a number of years. This paper reports on two enhancements to the basic MTBAL routine. The original program accounted for errors in the process measurements and used estimates of measurement variability to calculate stream weights. Unfortunately, the estimate of measurement variability was fixed over all streams. In the enhanced version of MATBAL, named IMTBL, the program equations and their solution procedure have been modified to allow the estimated variability in a process measurement to vary from stream to stream. The .second enhancement involves making MTBAL interactive. As such, the user now prescribes his information in an easy-to-use fashion in a conversational mode via a terminal. Finally, an assessment of the feasibility of implementing IMTBL on microcomputer systems will also be reported.

Fuzzy logic is a useful tool for Sustainable Development (SD) decision making because it can express uncertainty, both in the informational and in the decision-making environment. The general linguistic definition, acceptability for environment (air, water, nature, risk, etc.), as well other aspects of sustainable development (health, management issues, etc) is proved to be useful in approximate reasoning and decision-making. According to this definition, the various fuzzy functions of environmental acceptability can be constructed. This construction is based on the concept of special kinds of fuzzy functions generally defined as Linguistic Variables (LV), which are suitable for mapping to fuzzy sets. Various SD indicators could be used as domains of such functions, expressed either in their physical values (e.g. production, emissions, risk of accidents) or in Measure of Preferences (MP). The most important MP are mentioned below: Stated Preferences Techniques (SPT) of economic evaluation of environment, economic instruments of environmental protection mostly based on Revealed Preference Techniques (RPT), preferences scales (ordinal, cardinal) according to various methods of their construction, etc. Also, the possibility theory (analogous to probability) could be exploited in such construction. It could be used together with environmental engineering modelling formulas for the purpose of determining fuzzy functions. The appropriate forms of linguistic variables, considering limit cases for this purpose, are also discussed.

INTRODUCTION A team effort by the Owner, Engineer, and Contractor can help avoid serious problems on a construction project. It can save cost and time for both Owner and Contractor, as illustrated in the following case history of the West Zone and Siouf Keblia Collector System in Alexandria, Egypt (Contract 02-AID-83/84). Under the bilateral agreement made in 1980 between the United States of America and the Arab Republic of Egypt, the United States, through the Agency of International Development (USAID), gives approximately $1 billion per year as a grant to Egypt for various development projects. The Alexandria Wastewater Management System was selected in 1981 as one such project. The Egyptian Government Agency responsible for this work is the Alexandria General Organization for Sanitary Drainage (AGOSD). A joint venture of two U.S. consulting engineering firms, CH2M HILL, Inc., and Metcalf & Eddy, Inc., called Wastewater Consultants Group, along with two local subconsultants, Engineering Consulting Group and Warith Engineering Co., were selected by AGOSD to study the sewer system and develop a plan to serve the immediate and long-range sewage disposal needs of Alexandria. Wastewater Consultants Group is currently involved in Phase I of the Master Plan. This initial step in providing Alexandria with an operating sewerage system for the current and near-term population (year 2000) consists of the design and construction management of 140 kilometers of collector and force main pipelines (including 9 miles of pipe jacking and tunneling in very soft clay), five new pumping stations, extensive rehabilitation of two treatment plants (built in the 1960s but never operated successfully), and installation of a sludge handling system. Phase I is scheduled to be completed by the end of 1991 at a total cost of around $250 million (US) plus 250 million

BACKGROUND Diesel exhaust is an animal carcinogen, although evidence of the carcinogenicity in humans is "limited". (World Health Org. , 1989) Of the eight cohort studies in the 19808, five found an increased risk for lung cancer among workers who may have been exposed to diesel exhaust (RR from 1.3-1.5, SMR from 101-132). (Howe, et al., 1983) Only two studies accounted for smoking indirectly. Of the ten case-control studies in the 1980's, eight reported increased risk of lung cancer among those populations purportedly exposed to diesel exhaust. (Benhamou, et al. , 1988) All but one of these adjusted for smoking and other occupational exposures. The odds ratios ranged from 1.2 to 2.1. In two of these studies, miners experienced a two to three fold risk. (Benhamou, et al., 1988) Bladder cancer has also been linked to diesel exhaust in cohort and case-control studies. Excesses of approximately 50% were observed among truck drivers in studies by NCI. (Hoar, et al., 1985) In the National Bladder Cancer Study, risks for truck drivers rose with duration of employment. A study by NIOSH in Ohio also found an excess of bladder cancer among truck drivers, particularly among those with 20 or more years of employment. (Steenland, et al, 1987) Despite the large number of studies in which the relation between diesel exhaust exposure and lung cancer has been examined, exposure to diesel exhaust has been quantitatively estimated only in the studies of railroad workers and truck drivers. (Woskie, et al., 1988) The excess lung cancer risk experienced by workers in these two occupational groups was modest, ranging from 40 to 90% for those with long-term employment. However, diesel exhaust exposure among railroad workers and truck drivers is lower than that seen among miners. Several markers of diesel exhaust have been utilized in these studies. Diesel exhaust is a complex mixture of particulates, vapors and gases. One group of these gases, the nitrogen oxides, react with polynuclear aromatic hydrocarbons, forming mutagenic and possible carcinogenic nitrated derivatives. (World Health Organization, 1989) For this reason, and because it is easy to measure and analyze, NO, was frequently used as a marker of diesel exhaust exposure. As part of the Garshick (Garshick, et al., 1988) study of railroad workers, Woskie measured NO, exposures of 477 railroad workers. (Woskie, et al., 1988) Geometric mean exposures of 13 job groups ranged from 12 to 80 ppb. In a New Mexico potash mine, (Attfield, et al. , 1982) exposures of from 100 to 3300 ppb nitrogen dioxide
