There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. It's been an embarrassingly long time since I was a college student. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. Moving ground in the mining industry is almost inevitable; however comprehensive awareness of these movements is necessary to mitigate risk. Monitoring of displacements caused by mining is a key tool for geomechanical risk management. Good monitoring may prevent unexpected failures and protect personnel and equipment. Many displacement monitoring techniques are available, however not all are reliable, accurate, and cost effective. Close range photogrammetry (CRP) is a monitoring method with high accuracy, reliability, and cost effectiveness; and has the ability to measure places that are inaccessible. In CRP, some series of photos are taken in different positions with different angles at different time intervals depending on the displacement rates. These photos are processed using PhotoModeler software and 3D models are made. By comparing 3D models, displacements can be measured. This method has been demonstrated at the Freeport-McMoRan Safford Mine in Arizona. A fault related instability in part of the pit is reactive to mining, and provided an opportunity to compare results between traditional monitoring methods and CRP. In this project, multiple series of photos were taken at different times using a Canon 5D Mark III digital camera, then PhotoModeler software used to make 3D models for each specific measurement event. Movement rates were determined by comparing different 3D models. These results are then compared to results of other monitoring methods to validate the CRP displacement method.

The principal object of an underground coal mine transportation sys- tem is to move coal from the face where it is produced to the outside of the mine where it is prepared for market. In addition to the movement of coal, a transportation system must also move supply materials to the inside; it must move men in and out of the mine; and it must move rock and other debris out of the mine for disposal. Usually, mine haulage is divided into three categories named for the various areas of the mine served : 1) Pace Haulage. This is used at face from the mining machine to the intermediate transport system. 2) Intermediate or Secondary Haulage. Generally this is used between face haulage and main haulage. Sometimes this is merely an extension of the main haulage. 3) Main Haulage. This extends from the secondary haulage to the outside and is usually either a track or conveyor system, sometimes a combination of both. Transportation modes of coal in the various areas pose different problems, but the whole system must be synchronized. For instance, at the face the coal should be removed quickly from the various places to facilitate the movement of machines, whereas the intermediate system just passes the same coal on to the main transportation system. Selection of the transportation system must be based on the seam height, mining methods used to extract the coal, capacity required, ease of coal handling, and haulage efficiency. When driving rooms, mine cars can be used. They often simplify supply haulage and rock handling because they can also handle these items. Conveyors could be used and would have a greater haulage capacity but they cannot handle supplies easily or segregate the rock. When using a different mining method, such as longwall, mine cars cannot be used because there is not sufficient space to move the cars at the face nor can the cars haul the coal without delays which would cause excessive losses in production. As for ease of handling at a longwall face, conveyors are convenient because of their low height, ruggedness, and ability to operate while being advanced. Similarly, in low seam heights, conveyor systems are easier and more economic to operate than the regular track haulage because roof has to be taken down for handling mine cars of adequate size.

NIOSH is conducting research to reduce the silica dust exposure of workers at surface coal mines. One goal of this research is to evaluate the relationship between drilling parameters, rock strata and silica dust generation. This study involved measuring blast hole emission dust from a rotary drill rig which required sampling high concentration dust (>400 mg/m3) for silica content in a high velocity airstream. To measure dust initially, traditional sampling methods using personal sampling instruments were attempted in and around the shroud area of the drill with no success. Variations in the dust cloud concentrations under the shroud, the condition of the shroud and its orientation over the hole, and ambient air conditions prevented consistent and accurate dust measurements from being obtained. Amore consistent dust cloud is necessary for accurate measurements. An area of the drill’s dust collector system that consistently draws the emitted airborne dust from the hole is the collector tube. This tube connects the drill collector’s vacuum and dust filtration system to the shroud area. Assuming the collector system is working as designed, sampling from the collector tube would enable more consistent and accurate samples to be taken. However, current personal samplers are unable to sample in the concentrations and velocities experienced in the collector tube, so another method had to be devised. To achieve the desired results, an in-stack cascade cyclone was used. Preliminary field testing shows positive results.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. The mining industry of Georgia, while not as large as in some other states, is still an important part of the economy. Total value of mineral production in 1966 was $148.6 million.l/ Clays and stone produced the most income, Other minerals included sand and gravel, iron ore, mica, talc, barite, bauxite, cement, feldspar, kyanite, peat, and rare-earth metals, titanium and zircon concentrates. Georgia ranks first among the states in production of kaolin, second in fuller's earth and rare-earth concentrates, third in bauxite and kyanite, fourth in barite and ilmenite, and fifth in feldspar. It is quite likely that phosphates will one day be mined in the south eastern part: of the state, and that alumina will be produced from the extensive kaolin deposits in the central part of the state.

Mining managers trying to rapidly reduce production costs tend to implement a traditional set of topdown managerial practices: reductions in production volume, employee layoffs, renegotiation of supplier contracts, cancellation of employee training, restrictions on travel, reductions in office supplies, and so forth. While these practices do reduce costs, the benefits are often limited in both magnitude and duration, and the workforce is usually left demoralized. Successful cost-cutters take a different approach. They make the continuous reduction of costs a priority for all members of the organization, whether managers or workers. The culture of these firms emphasizes the commitment, voluntarily given, of individuals and work groups to this goal. Cost-cutting practices often reject all of the traditional methods mentioned above, but are far more numerous, innovative and successful. This culture of cost reduction is the result of a set of leadership competencies that establish direction for the organization, align the organization's various constituencies with this direction, and motivate and inspire the organization. Cost reduction then becomes a routine task rather than a heroic achievement.

Introduction The performance of seals in boreholes, shafts and tunnels is an important concern in mine safety, in the control of effluents from operating and abandoned mines and in the underground containment of hazardous wastes (Einarson and Abel, 1990; Mining Waste Study, 1988). Despite the clear need for effective seals, few documented test results are available concerning the performance of in situ seals. Some evidence indicates that horizontal or near-horizontal holes are especially difficult to seal properly (Kelsall et al., 1982). This research involved the installation, extensive hydraulic testing, removal and post-test examination of a 10-cm-long x 10-cm-diam cement grout seal in a near-horizontal borehole in limestone. The work was performed in an underground mine on Marble Peak in the Santa Catalina Mountains, AZ. A test hole was diamond cored in the recrystallized limestone of the Escabrosa formation. The hole is 33.24 m long, 10 cm in diam, and dips at 10.4°. The hole extends between two drifts and thus is accessible from both ends. Seal installation Surveys to assist in selecting the interval to seal consisted of core logging, video logging and constant-head injection tests using a straddle-packer unit. The location selected, 3 m from the lower end of the hole, had low hydraulic conductivity (3 x 10-10 to 3 x 10-9 cm/sec) and was free of significant fractures. The grout used, an expansive Class A cement, was provided by Dowell-Schlumberger, Tulsa, OK. A grout mass about 1.5 m in length was installed, with a dump bailer, above a temporary mechanical plug. Groundwater in the hole, if any, was minimal during placement. After 13 days of curing, the grout mass was partially drilled out from both ends, leaving a seal 10 cm long. Water distribution in rock mass The distribution of water and fluid pressure in the rock mass near the seal appears to be complex. The generally dry condition of the borehole and rock mass suggests that the rock mass near the seal was unsaturated prior to the injection tests of this research. The injection tests presumably created an expanding saturated zone around the seal. However, anomalously high fluid pressures, consistently recorded by one of two piezometers installed near the seal, suggest connection to a source of significant natural hydraulic head. Comparable head variations for closely spaced piezometers have been reported by others (Sowers, 1976). [ ] Seal testing The seal was tested for 3.5 years, using steady constant-head, tracer travel-time, dye-injection, head-buildup and transient constant-head tests. These tests are fully described in Greer and Daemen, 1991. In the head-buildup test, transient flow occurs through the seal (and rock mass) to a closed, water-filled interval of the borehole adjacent to the seal. The test consists of monitoring the rise in head in the closed interval until steady conditions are approached. The test may be analyzed in terms of a one dimensional analytical model to obtain the effective hydraulic conductivity (Ks) and specific storage (Sss) of the seal. Analysis in terms of an axisymmetric three-dimensional numerical model may yield properties of both the seal and rock mass.

The Dee disseminated gold deposit is the northernmost mine in the Carlin gold belt. We analyzed soil samples £ran undisturbed areas overlying the deposit to determine the usefulness of soil geochemistry in identifying ore zones. The depth of sampling ranged from 12 to 14 inches, depending on soil development. The -80 mesh fraction was analyzed by atomic absorption for Au, As, Sb, Hg, and T1 and by semiquantitative spectrographic analysis for Ag. Highly anomalous Au, Kg, As, Ag, and Sb are most closely associated with ore zones whereas T1 is more broadly dispersed. Hg is the only element that identifies deep ore.

Most of the quartz used in electronics is synthetic and is manufactured using a technique called hydrothermal growth. This paper reviews the basics of hydrothermal growth, the feedstocks used for these crystals and the challenges to improving the growth process. This paper also reviews the processing of these crystals, the markets and applications where they are used, and the global outlook for these markets.

One of the most important considerations in the efficient operation of an under¬ground mine is the haulage system. Often the determining factor between profit or loss is the quick removal of ore and waste from the working places to secondary and main-line haulage areas, and so on to the outside. Important, too, is moving supplies from the surface to the working faces so that the loading process can continue with little interruption. Men must he transported in a rapid but safe manner. It has been through the efficient use and generally the combination of mine cars, track, belt conveyors and rubber-tired haulage equipment that underground operations have been able to compete with the more popular strip or surface mining. As near-surface ore bodies are exhausted, underground haulage will play an expanding part in economically furnishing the world's needs for all types of minerals. The choice of underground haulage equipment, wherever possible, should be one that will give the smallest overall cost of ore removal during the life of the mine while meeting necessary safety requirements. The reader is referred to Sec. 12 for equipment such as scrapers and load-dump-¬haul units that perform loading as well as haulage duties. 14.1-MINE CARS AND TRACK NILES E. GROSVENOR Main-Line and Secondary Haulage-Many mines today use a combination of belt and rail haulage. Even if a- belt system is used to carry the product from the face to the surface, track is used to transport workmen and supplies. A track system, when properly installed, will provide interruption-free and safe haulage. Schrecengost 2 lists the following as major advantages of track haulage: 1. Safety in transporting men in and out of the mine in personnel cars. 2. Easy and rapid transportation of supervisory personnel. 3. A temporary shutdown occasioned by a roof fall or power failure along the haulage system will not shut down the production areas. 4. Quick availability of repair parts and supplies. 5. Large pieces of coal or rock can be handled without damage to the haulage equipment. 6. In areas where quality fluctuates noticeably, different cars may be separated out for special preparation. 7. Rock or equipment may be loaded and moved out of the mine without interference with the production or preparation of the coal. 14.1.1-MINE CARS Mine cars with steel bodies are used in all types of present-day mining. Wooden cars usually are more bulky and less resistant to wear and damage, but are more easily repaired. Regardless of the type of mine car selected, it is most practical to standardize on one type or make to simplify repairs and limit the amount of spare parts necessary to stock. Rigid-body flat-bottomed cars are simpler and usually lower than others of equal capacity. The underground voids that result from mining provide opportunities for deep geologic waste disposal (DGWD). Such disposal could solve many environmental problems. DGWD takes careful planning, technology transfer and true partnership between waste generators and mine/repository operators. The US government is now planning on using specially mined excavations to dispose of radiotoxic and mixed waste. Using the experience gained from the domestic projects that are now in preparation and from foreign repositories that are now in operation, US mines can claim their rightful share of the growing market for DGWD.

NIOSH researchers and an industry partner conducted an investigation to study the effectiveness of ergonomic interventions in mining. The study required a significant commitment of time and resources from the cooperating site, Bridger Coal Company. This paper focuses on some of the challenges faced by the researchers and their cooperator. Challenges included the need to redesign methods of identifying and prioritizing injuries, and the need to train the workforce in ergonomics while still maintaining progress and interest in the process. The authors discuss some practical interventions implemented by Bridger Coal to date, and discuss future research implications brought about by PacifiCorp’s Generation Business Unit, who monitored the project to determine whether an employee-owned ergonomic process could be implemented throughout their operations.

Cleaning of low-rank coals can have several meanings, depending upon the definitions of the terms "low rank" and "cleaning." In general, low-rank coals would be lignite or subbituminous according to the ASTM classification. For the purposes of this summary, cleaning is defined to be any process which materially reduces the proportion of inert material in the coal. For low-rank coals, this often means a reduction in moisture content since moisture is the major inert component in these coals. A brief discussion of conventional cleaning processes is included, as is an extensive reference list.

The Tennohji-Benten Giant Trunk Sewer Project has been under construction since 1974 in the eastern part of Osaka, the second largest city in Japan. The entire project is divided into 7 blocks, some of which have already been completed. This 8.8-km sewer tunnel, being driven through a densely populated area, was planned to be constructed by the shield tunneling method. This paper described shield tunneling performances and ground behaviors during the construction of Blocks 2 and 3. An earth pressure shield (dia., 6,750 mm) was employed in Block 3 tunneling. The ground was generally soft and the cover over the tunnel varied from 13 m to only 4.5 m, so that a considerable amount of chemicals was injected to stabilize the ground. A hand-digging type shield (dia., 7,250 mm) was used in Block 2 tunneling under compressed air. For 85 m of the total length of 1.6 km, the soil at the face was extremely soft, and therefore, the ground freezing method was additionally employed.

The dissociation (ionisation) constant of hydrogen cyanide, pKa(HCN), has been measured by high precision glass electrode potentiometric titrations in saline solutions containing up to 5 mol/L sodium chloride. The dissociation constant of water that is necessary for the calculation of pKa(HCN) has also been measured. In saline solution, and in contrast to literature values, pKa(HCN) changes considerably at both high and low ionic strengths as a result of changes in activity coefficients. In addition an equation is presented, using literature data, that describes the variation of pKa(HCN) with temperature up to 150°C. The significance of the changes in pKa(HCN) for optimising the pH of alkaline cyanide gold recovery streams is briefly discussed.

One of the most difficult tasks associated with placer mining is the sampling of the deposit. More placer projects have failed due to inaccurate assessment of the reserves than to any other reason. Within the realm of placers, those containing valuable minerals with a high unit value are more difficult to sample than those with larger bulk, lower unit value minerals. Some items to consider when sampling a placer deposit are as follows: A. A relatively large sample is needed for accurate valuation of the ground being tested. Placers are composed of many sizes of gravel which makes a representative sample difficult to obtain. B. When sampling placers for high unit value minerals such as gold, any error in mineral content of the sample will be magnified in the calculation of reserves. C. Values are usually erratically distributed within the gravel mass. Therefore, some placers with a more uniform value distribution may be adequately assessed with a minimum number of samples whereas a deposit with a highly erratic distribution of values may not be adequately sampled regardless of how many samples are taken. D. The investigation of a placer deposit should be made by, or be under the direction of, a person experienced in the art of placer sampling. F) During a sampling program, items that must be observed and noted in addition to the sample size and valuable mineral content should include boulder size and number, clay content, bedrock conditions, water, frozen ground, false bedrock, and any other physical characteristics that would affect mining of the deposit.
