In an effort to lower production costs and improve profitability, mining companies have adopted a variety of management practices emphasizing productivity and cost containment. One set of practices that has been used successfully in the manufacturing and electronics industries is "world-class manufacturing" (WCM). It is applicable to mining as well. World-class manufacturing is based on the twin concepts of "just-in-time" inventory practices and total quality control. A few mining companies have implemented quality control programs that are similar to WCM in some ways and substantially different in others. This article considers the use of WCM in the processing environment, although the techniques are applicable throughout a mining operation. The article is also mindful of the variety of customers to whom mineral products are sold. Industrial minerals producers may sell brand-name products to specific customers with exacting requirements, while metals producers often sell their fungible output on a faceless commodity market. Customer requirements are emphasized in WCM, and so the range of these requirements must be recognized. World-class manufacturing In any milling process, specific goals are set for product and process characteristics - concentrate grades, minimum daily throughput, moisture content, etc. WCM has two overriding objectives: the reduction of deviation from these standards, and the reduction of variability in all aspects of the process and product. By definition, reduction of deviation also includes minimizing plant downtime for repairs or process changes. WCM plants use just-in-time inventory practices and total quality control. WCM plants use these techniques to simultaneously improve productivity and reduce costs.

The Waste Isolation Pilot Plant (WIPP) performed a feasibility analysis for the purpose of either modifying, supplementing, or replacing its two main mine fans. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) fa¬cility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Since the centrifugal fans were installed in 1988, multiple op¬erational and performance concerns have been identified. A com¬prehensive engineering study was conducted in 1995 to: 1) Qualify and quantify operational concerns, 2) Evaluate possible alternatives, and 3) Recommend an optimum solution. Multiple system modification and/or replacement scenarios were evaluated with associated cost estimates developed. The study considered replacement with either centrifugal or axial fans. Multiple fan duties are required at the WIPP. Therefore, Variable Frequency Drives and Inlet Vane Controls (IVC) were investigated for centrifugal fans. In-flight adjustable blades were investigated for axial fans. The study indicated that replacing the existing system with two double-width, double-inlet centrifugal fans equipped with IVCs was the best choice. This alternative provided the most desirable combination of: 1) ensuring the required operational readiness, and 2) improving system performance. The WIPP is currently planning to replace the first fan in 1997.

Modern surface mining operations are always seeking for minimizing costs while increasing production rates, among the optimization of other specific tasks that have an impact on the economics of the mine. Specifically, the cost related to the production fleet operation (shovels and trucks), the maximization of the overall performance of the equipment, and the uncertainty to meet the goals at the end of the operational time horizon are always topics of discussion with no apparent simple answer. On the other hand, truck-shovel dispatch systems based on Linear/Non-Linear Programming Algorithms have been in operation since mid-1990’s with different levels of success depending on the correct arrangement of operational resources and the complexity of the mine, but having in most cases some important shortcomings related to the way these systems deal with the decision making of the operational objectives, being necessary to have a human agent (dispatcher) to guide the system when the operational parameters change, creating the possibility of suboptimal decisions due to the human factor. This paper discusses the implementation of a novel methodology based on AI techniques to assist in the decision making of the best goal selection when operating a Fleet Management System, taking into consideration time periods as variables and integrating them as part of the analysis, providing a better overview of the forecast plan completion with respect to previous production numbers and evaluating best alternative to handle future events to minimize losses or maximize profits, resulting in better truck assignments, minimum shovel idle times and overall productivity improvements of the operation at the end of the time horizon.

Water conservation and compliance strategy can be cause for success or failure of a new or existing mining operation. Water accounting at outset, and pit and waste dump planning, may not fully consider total inflows, or sediment loads encountered during mine life. Environmental impact assessments, and permitting often dictates the rules, and these may change, to be more stringent, during course of mine development. This paper will identify techniques to control unprojected fresh water, or increased surface water flows in surface mine operations.

Pad construction costs can impact the overall economics of heap leach projects. Pad construction costs for single-and double-lined pads, using various designs, are listed for a typical small and large project. Double-lined pads are now more often required by regulatory agencies. Unless such designs reduce the risk of site specific contamination significantly, the extra costs cannot be justified from an economical viewpoint. Specific attention is given to the short project life (typically five years) of heap leach projects. A few numerical examples are presented to demonstrate the overall economic impacts of these costs on economic parameters.

The Andritz Ruthner Inc. hyperbaric filter was evaluated at a pilot scale for dewatering fine coal cleaned by froth flotation. The pilot scale dewatering testing was conducted at a solid feed rate ranging from 100 lbs to 200 lbs/hr-ft2. Effect of hyperbaric operating parameters and addition of various surfactants and flocculants were evaluated on dewatering of fine coal. The tests data indicated that for the minus 100 mesh and minus 28 mesh clean coal product, the Andritz hyperbaric unit provided filter cake containing 23 percent and 14 percent moisture, respectively.

The occurrence and distribution of organic sulfur in coals may be investigated using electron probe microanalysis, scanning electron microscopy, and optical petrography. A general relationship exists between macerals and organic sulfur contents in individual coals: sporinite, resinite = micrinite, vitrinite > pseudovitrinite = semifusinite = macrinite > fusinite. With increasing organic sulfur content of a coal, the total range in organic sulfur content between macerals containing high and low organic sulfur contents likewise increases. Furthermore, the organic sulfur content of the vitrinite in most coals equals the organic sulfur content of the coal. For any individual coal, organic sulfur contents of macerals correlate inversely with reflectance-in-oil measurements, but the amount the organic sulfur contents vary between macerals cannot be calculated based solely on the coal's rank. Formation of pyrite following peatification has no effect on organic sulfur contents of surrounding macerals.

Methane has been a hazard since the beginning of coal mining and has influenced, more or less, every aspect of coal mine design. It is receiving increased attention lately because the rate of methane emission in coal mines is increasing as increasing demand for coal leads to exploitation of deeper seams and the use of higher productivity equipment. Consequently, the government and private industries have directed a great deal of effort towards understanding and solving the problem of methane emission in coal mines. In the United States, Consolidation Coal Company has pioneered research in this area since the early 1950's.1 Currently this work is being expanded by Consol through the Mining Research Division of the parent company, Continental Oil (Conoca), to find new techniques for degasification of virgin areas as well as control of methane in gob areas. Basic reservoir properties of coal seams, such as gas content, reservoir pres-sure, diffusivity, porosity and permeability are better understood today largely through the efforts of the U. S. Bureau of Minese2,3,4 It is possible now to identify and model the basic mechanism of gas emission from coal and to forecast steady as well as unsteady state emission of methane in coal mines with some degree of reliability. Combining this knowledge with any ventilation simulator should often identify problem areas in advance and permit adequate methane control measures to be planned.5 Another recent innovation in methane control is the horizontal hole drilling technology. The U. S. Bureau of 1-1ines and the Mining Research Division of Conoco have independently developed techniques for drilling horizontal holes 300 to 600 m deep6 The Bureau's method employs a rotary drill string while Conoco uses a non-rotating string with a down hole drill motor. It is the authors' view that the latter provides more positive control on bore hole deviation both vertically and laterally and appears to be faster, though somewhat more difficult to operate. Several factors contributed to continued declines in mineral-exploration activity in the US in 1985. Low metal prices and, what appears to be worldwide chronic excess capacity in copper, molybdenum, lead, and uranium, have resulted in mineral-exploration expenditures remaining anemic. Economic recovery could result in a healthier mining industry and more cash flow to fund exploration. This is because general economic activity and US mining industry activity have historically been closely linked. However, as the worldwide economic recovery has expanded, the mining sector has continued its downward slide. New cuts in industry exploration budgets in 1985 shocked those who thought the exploration situation could not become worse. Some personnel and equipment had been redirected from base metals exploration to precious metals in the past few years. Last year, continued reductions in exploration sent many professionals out of the mining industry. Recent staff reductions or consolidations of operations were made by Noranda, Chevron, Molycorp, and other exploration companies. The latest data from the Society of Economic Geologists (SEG) summary of exploration statistics show that professional staff at year end in major US exploration companies (domestic and foreign operations) fell from 2355 in 1981 to 1868 in 1983 and 1277 in 1984. By the end of 1985, two economic trends were established that could improve the future profitability of mining and hence exploration. First, the price of crude oil began a decline. If sharply reduced energy prices increase worldwide economic expansion, the substantial excess capacity in some of the base metals industries could disappear, and prices could improve. Furthermore, if energy price declines reduce mining and processing costs significantly, metals may recapture some lost markets. The decline in oil revenues has already encouraged some oil-producing countries, such as Venezuela, to look toward development of mineral resources to earn foreign exchange for debt repayment. Second, the decline of the dollar by 21% during 1985 could also help US producers meet foreign competition. During 1985, industry restructuring continued as many oil companies sold off mining subsidiaries and minerals properties. Gold, silver in new discoveries Precious metals continued to dominate the announcement of new discoveries and exploration projects in 1985. A review of domestic exploration and development activities reported in several industry journals shows that 60% to 80% of these projects were directed primarily at precious metals, particularly gold. Base metals exploration activities frequently involved polymetallic deposits with gold or silver values. Because much of this exploration was done on identified targets (on-property exploration), the decrease in wildcat or grassroots (off-property) exploration may be more substantial than indicated by reductions in total exploration activity. Significant gold discoveries in 1985 included several in Nevada, among them the Genesis property of Newmont (near the Carlin mine), Goldfields' discovery of the Chimney deposit in Humboldt Co., and Freeport's discovery of two mineralized sites near Jerritt Canyon. Gold exploration continued to be focused in the western US and Alaska, but gold production starts at the Haile mine in South Carolina, and the Ropes mine in Michigan as well as Amselco's feasibility studies on deposits near Ridgeway, SC, are evidence that gold exploration is not limited to the West. The dominance of gold projects in exploration is not limited to the US, as demonstrated by gold dis¬coveries and exploration projects in Australia, Brazil, Canada, the Caribbean region, China, Guinea, Ivory Coast, South Africa, the South Pacific islands, and Thailand. From the standpoint of US metal miners, it is perplexing that worldwide exploration and development is also taking place in copper, zinc, tungsten, and other metals with depressed prices. During 1985, the US Geological Survey's efforts to map the sea floor of the Exclusive Economic Zone shifted from the Pacific Coast to the deep water areas of the Gulf of Mexico and to areas off the coast of Puerto Rico and the Virgin Islands. An atlas containing sea-floor maps of the west coast area was published as US Geological Survey Miscellaneous Investigations Series Map 1-1792. Results of the 1985 surveys are expected to be published by January 1987. Exploration trends - Statistical evidence Data from the SEG showed continued decline in the US mining industry's exploration expenditures through 1984. The share of US companies' domestic exploration expenditures directed toward base and precious metals has increased from 51% to 84% from 1980 to 1983 and to 86% in 1984. US mining companies spent about $0.67 of each exploration dollar in 1984 in the US. However, this represents an increase from earlier years. Environmental regulation in Mexico has matured dramatically and effectively in the last decade. The gap between environmental regulation in the United States and Mexico is rapidly narrowing, so much so that it is no longer necessarily less burdensome to operate in Mexico from a regulatory perspective. This paper is intended to give a general overview of the system of environmental regulation in Mexico. The actual application of Mexican laws and regulations governing the environment to a specific operation will require a much more detailed review of the applicable environmental standards.

The hydrothermal agglomerating process described (U.S. Pat. 3,235,371, (1966)) is different from the conventional high temperature processes. Green pellets or briquettes made with mixtures of moist iron ore concentrates and burned or hydrated lime fines are hardened in an autoclave at 198°C and under steam pressure for 1/2 to 5 hours, with or without previous drying. Under the neutral conditions, oxidation of magnetite does not occur as in the conventional processes. The resulting agglomerates are hard and resistant to abrasion and weathering, and they do not disintegrate in the Linder test. The equipment required for the process is not complicated, and favorable operating costs are projected because of the low temperature and efficient heat recuperation. A low capital investment makes the process attractive even when the annual pellet production is below a million tons.

The phytoremediation method is proposed to recover valuable metals from polluted soils. In this sense, the objective of this research is to determine if it is possible to use native plants in the recovery of precious metals from abandoned mining liabilities. The tailings samples containing Au and Ag were acquired from the northern region of Peru. Two native plant species, Stipa Ichu and Cortaderia Nitida, were used. Results show that Au was recovery around 19% (1.52 mg/Kg) and 25.43% (1.78 mg/Kg) by using Stipa Ichu and Cortadeira Nitida, respectively. Besides, Ag had a better recovery in the Stipa Ichu reaching a value of 6.83% (0.628 mg/Kg); in contrast, Cortadeira Nitida had an efficiency of 3.6% (0.814 mg/Kg). Bioaccumulation, bioconcentration and translocation factors were calculated by determining the concentration of precious metals in the roots and aerial parts of each plant. Results show that Stipa Ichu had a greater capacity of hyperaccumulated Ag compared to Au; while Cortaderia Nitida tended to have a better performance for Au. In conclusion, both plants are recommended for phytoremediation of mining liabilities.

Selenium is widely present in the environment at usually low concentration. It is mostly present in the environment at higher oxidation states, i.e., as selenites and selenates (+4 and +6 oxidation states respectively). It is rarely present as selenides (-2 oxidation state) and almost never found as the element (0 oxidation state). Selenites and selenates are generally soluble in water, as such they cannot easily be removed from water by precipitation. Selenites can form insoluble surface complexes with metal oxides such as ferric hydrous oxide and manganese hydroxide, and can therefore be removed that way. However, it is not so common to find selenites in natural environments as it will quickly oxidize to selenate in aerobic conditions. Elemental selenium can also be produced from selenites or selenates by using a reduction process; the end product is a colloid that can be destabilized to be removed from water using the right chemistry. Because of their toxicity, selenides need to be handled with care, and if present, it can form insoluble metal salts or, at low pH, be emitted as H2Se, a noxious and highly toxic gas. The most favorable selenium forms for its removal are therefore selenite and elemental selenium. Organo-selenium species play a crucial part in understanding selenium toxicity. There are a great number of these species. Basically, any organic species that contains sulfur has an equivalent that contains selenium. Of particular interest is the substitution of sulfur by selenium in the two sulfur-bearing amino acids, cysteine and methionine, resulting in selenocysteine and selenomethionine. Methylseleninic acid (CH3SeO2H) is another organo-selenium specie which has been detected in water treated by biological processes and which is biologically active.

In order to safely store radioactive waste long-term, HAW repositories in saliferous formations have to be backfilled. The main purpose of those backfill operations is the restoration of the geological barrier function of the containment area. For best possible results the used material should be of a comparable composition or characteristic for the host rock formation. Additionally, the material should show a high density after completion of the backfilling process as well as a low permeability. A major aspect to consider in these processes is the minimization of the gap of the backfill body to the roof of the drift. To fulfil those requirements, a micro-structure stabilized crushed salt backfill material has been developed as part of the GESAV-I-project. Due to the material composition of this so-called GESAV-material, salt mineralcrystallization processes start after emplacing it, a process that leads to the polyhalite formation. With the crystallization of polyhalit, the halite grains are bridged, which in return stabilizes the matrix of the backfill. The GESAV-II-project continued successfully what GESAV-I started and determined an ideal backfill method in order to build the backfill bodies composed of GESAV-material. Due to the compaction of the material during emplacement by vibration, high in-situ densities, low permeabilities and a backfill factor close to 1 was able to be reached. In the following SAVER project this journey of practical test underground will be continued.

The city of Garmisch-Partenkirchen in southern Germany is located at a main transit road to Tyrol in Austria and suffers of a very heavy traffic load. Therefore, the Kramertunnel as a by-pass tunnel is built to release/mitigate the traffic through the city centre. The 3,600 m long single tube road tunnel is designed with a parallel but smaller emergency tunnel and with cross passages, fitted with single- and doublesided emergency bays, a vent shaft, and an intermediate ceiling to separate fresh air supply from the road traffic. The tunnel, concrete lined along its entire length provided the challenge to find smart formwork solutions for quick set-up, repositioning, setup and pouring. Three particularly specific sections are discussed in this paper.

In response to the Natural Resources Canada “Crush It Challenge”, Corem partnered with the University of British Columbia and led a project to develop and demonstrate the use of high-pressure grinding to replace the workhorse of the industry, wet ball milling, with high-pressure grinding. Two plant case studies, a small tonnage gold recovery operation, and a large tonnage copper recovery operation, were carried out. Plant circuit performances were compared to pilot plants operated on the same circuit feed set up to represent the novel equipment and flowsheet that was developed to produce separation circuit feed. Numerous obstacles to industrial implementation of highpressure grinding in this role which were recognized at the outset of the work were successfully addressed. In both cases, comminution equipment energy savings alone, and final stage total circuit energy savings, exceeded 60% and 50%, respectively. Downstream mineral separation performance was the same or better.

The $2 billion Horizon Lateral includes over 30 miles of trenched and tunneled pipeline with diameters up to 120 inches.Related infrastructure includes large and small pumping stations, reservoirs, and flow control facilities. This paper will discuss the strategy and processes used to determine contract packaging and contracting delivery methods for the various project elements with an emphasis on the tunnels and trenchless crossings. Prior Authority experience and the rigorous risk-based approach to develop the preferred alignments played a large role in determining the outcomes along with schedule concerns and permitting and easement acquisition.

Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

This paper describes several variants of placement and design, from a technical and economic point of view, of shafts, ore bunkers and drifts near shafts of a Russian potash mine. Advantages and disadvantages of the position of different workings are shown as well as an analysis of stratigraphic and geological layers and their use for excavating pit bottoms, haulage drifts and bunker installations. The potash mine consists of two hoisting shafts and one service shaft. The hoisting capacity of one of these skip shafts is planned to be approx. 7 Million tons of crude potash salt per year. Both shafts together will have a hoisting volume of about 14 Million tons. When the mine will increase their highest level of production, it will be one of the biggest potash mines in the world. The skips, the hoist drives and the bunker near the shaft will belong to the largest ones worldwide, too. This paper specifies the features of such a double skip shaft pit in detail and demonstrates problems, which depend on the fact that the pit bottom is in a depth of nearly 1200 m.
