CYCLING WITH CEMENT "THE WHEEL IS COME FULL CIRCLE" Shakespeare's King Lear Act V, Scene 3, Line 176 The time clock of the cement industry has been turned back to the early 1950s. After the trials and tribulations of the decade of the Sixties, the hands now stand where they did just over twenty years ago. Cement shipments have steadily increased, with a record 419 million barrel level (78.8 million tons) being reached last year. Plants are operating at average utilization rates in excess of 85 percent of rated capacity. The spread between supply and demand has narrowed to where a definite shortage of cement now exists within the industry. The notable and unfortunate difference between the two periods however is that, back then, cement's returns were a respectable 14 to 18 percent, whereas today they stand at less than half those levels. Insufficient return forms the present foundation of the U.S. cement industry. This lack is destined to have a cumulative effect. Just as the industry's balance between supply and demand is returning to favorable proportions, promising a period that has historically and now should generate those profit levels required to modernize and provide for capacity addition, cement instead finds itself frozen by federal price controls into the semi-depressed condition that has existed for over a decade and from which it was just starting to emerge. Capital is not attracted to continued low returns, and increasingly restrictive pollution control measures are necessitating great non-productive expenditures be made as definite costs to stay in business. Even a clouded crystal ball would reveal that additional cement plant closings can be expected.

Principles of Green Chemistry provide useful guidance for sustainable mineral process development. Laboratory bench scale testing was carried out using pregnant cyanide leach solutions, and a number of commercially available mercury precipitation reagents were compared using jar testing to determine the most efficient and selective reagents for mercury precipitation. The most efficient reagent identified was sodium polymeric thiocarbonate (NaPTC).Coagulation experiments with fine diatomaceous earth resulted in a stable precipitate, with good settling properties. On line monitoring of the mercury in solution is recommended for process implementation to conserve reagent removing approximately 90-95% of the mercury with minimal silver and negligible gold losses.

The mining industry is changing rapidly. Competition among OEM and aftermarket vendors increases dramatically each year as a result of mergers and acquisitions, and especially technology advancements in the mining industry. Adding value to mine operations by delivering technical value and differentiation is becoming more subtle and more difficult to accomplish. Because of this, identifying and protecting intellectual property has become more important to the product development, engineering and marketing/sales continuum than it had been in the past. How companies protect intellectual property and determine the value of those assets is critical to the sustainability and differentiation of technology providers in the mining industry.

Two complex copper concentrates and one arsenical nickel concentrate were oxidized in simulated flash smelting conditions using a laminar-flow furnace. The concentrates contained tetrahedrite as Sb-bearing mineral and arsenopyrite and gersdorfite as As-bearing minerals. At high temperatures and low oxygen potentials, Sb tended to vaporize, but with high oxygen potentials it was captured in mixed oxide phases with copper and iron. Arsenic was found to follow antimony in copper concentrates, although with less sharp contrast between low and high oxygen potentials. In the nickel concentrate studied, arsenic was found to vaporize from the gersdorffite particles and, subsequently, condense on the other particles.

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). Samples collected during the exploration phase of mining represent baseline conditions at the site. As such, they can be very important in forecasting potential environmental impacts should mining proceed, and can become measurements against which future changes are compared. Constituents in stream water draining mined and mineralized areas tend to be geochemically, spatially, and temporally variable, which presents challenges in collecting both exploration and baseline water-quality samples. Because short-term (daily) variations can complicate long-term trends, it is important to consider recent findings concerning geochemical variability of stream-water constituents at short-term timescales in designing sampling plans. Also, adequate water-quality information is key to forecasting potential ecological impacts from mining. Therefore, it is useful to collect baseline water samples adequate for geochemical and toxicological modeling. This requires complete chemical analyses of dissolved constituents that include major and minor chemical elements as well as physicochemical properties (including pH, specific conductance, dissolved oxygen) and dissolved organic carbon. Applying chemical-equilibrium and appropriate toxicological models to water-quality information leads to an understanding of the speciation, transport, sequestration, bioavailability, and aquatic toxicity of potential contaminants. Insights gained from geochemical and toxicological modeling of water-quality data can be used to design appropriate mitigation and for economic planning for future mining activities.

Industries are challenged to meet increasingly stringent regulations for selenium and metals. Cost-effective treatment is required to minimize the economic impact of environmental compliance. Low-cost biological treatment of selenium can be achieved passively using biochemical reactor cells composed of natural organic media components such as wood chips, sawdust, hay, composted manure, and peat. The reactor cells create an anaerobic microenvironment for biological reduction and sequestration of selenium and other metals. Biochemical reactors can be combined with constructed wetlands for flow equalization and to remove the organic byproducts in reactor cell outflow. Passive treatment reduces capital cost and operational effort compared to more expensive and complex physical and chemical treatment. Recent pilot and full-scale projects by mining companies and by the US Bureau of Reclamation demonstrate that passive treatment can achieve compliance with selenium concentrations over a range of flows and environmental conditions. Case histories of passive selenium treatment systems and their key findings are provided, and prospects for future applications are summarized.

Gas outbursts occur as sudden eruptions of gas and minerals from the face of a mine heading as the heading approaches potentially burst-prone (or anomalous) zones of rock. Such outbursts have resulted in considerable damage to equipment and in some cases lives have been lost. Characterizing these anomalous zones and detecting their presence is therefore vital to safe mining. Certain significant characteristics associated with the outburst-prone zones are: (1) the presence of fluid inclusions, (2) unstable stress conditions, (3) characteristic geologic structures, (4) certain physical properties of the rock, and (5) micro-seismic activity. Geophysical and engineering methods for detecting these characterisitcs are discussed and are considered with respect to their past success and future potential for predicting gas outbursts.

The discovery that triggered the current gold rush in southeastern Peru was made in about 1975 along the Rio Madre de Dios in Madre de Dios Department (Fig. 1). About 5000 to 10,000 miners (called chichiqueros) were working in the area as of 1990. Placer mining is the principal source of revenue for people living along the Rio Inambari and west of Puerto Maldonado. As in past gold rushes, working and living condition are harsh. Supplies are expensive, and the area has poor access compared with other areas in Peru. Food, fuel and all mining supplies are trucked over dirt roads from Cuzco, a three-to-five-day trip (Fig. 1). Some material also comes from Brazil. Many placers have a similar life cycle, beginning with small-volume mining (surface or underground). At the end of this small-scale mining, the placer is exhausted or it has a sufficient volume of gravel high enough in gold grade to be worked by large-volume methods, which lead to exhaustion of the resource. The level of maturity of a placer can be determined from its gold grade. The amount of gold production from large-volume mining can be predicted, given detailed, cumulative gold-production data on placer deposits during small-scale mining (Bliss et al., 1987). Using this general model, the authors analyzed the placers in the Rio Madre de Dios area. Small-volume mining Most placer mining in the Rio Madre de Dios area is in alluvial deposits either in or bordering the major rivers. Locally, some placer mining is in terrace deposits above the rivers. All minerals (including the subsoil) in Peru belong to the state. However, a mining claim (denuncia) is easily obtained for mineral exploitation. It is separate from property ownership.

Kaolin is defined and described as an industrial mineral. In addition the types of deposits -primary and secondary are defined and the genesis of kaolin from feldspars and other minerals discussed. The major deposits of the world found in the United States, Great Britain, Brazil, and Czechoslovakia are described along with many of the minor kaolin deposits. Four areas which have very large deposits of kaolin could, with technological breakthroughs to reduce viscosity significantly, become important factors in supplying the world markets which are increasing year by year.

The concept for a Mine Escape Vehicle (MEV) is motivated by the desire to enable personnel to evacuate a mine rapidly as the first and most desirable response to any underground emergency. Under a NIOSH contract, Raytheon UTD developed a conceptual design for a vehicle that coal miners could use to facilitate their rapid exit from an underground coal mine in the case of emergency, including fire or explosion. The vehicle requirements include the capacity to provide life support functions for a number of miners, operate in an oxygen deficient, low or no visibility atmosphere, and travel at speeds faster than miners can walk out of the mine. To develop the MEV concept, three primary tasks were identified and executed. The first task focused on developing a realistic concept of operations (CONOPS) and associated high level vehicle requirements. The second task identified and evaluated currently available equipment and technologies that could be applied to address the CONOPS. The final task developed a design concept that integrated the identified components for the five (5) MEV sub-systems to provide the foundation for future detailed engineering design and prototype construction. The resulting MEV design concept is centered upon retrofitting existing mine personnel carrier chasses with available, mine-worthy equipment capable of addressing the MEV requirements. This approach offers a practical and economic avenue to prototype development and delivery with minimum lead-time and risk. Furthermore, by integrating familiar and available equipment into the design and CONOPS, the resulting Mine Escape Vehicles should also be more readily accepted by the mining industry.

Historical production data and reserve decline rates can be used both to predict future coal production rates and to estimate when the reserve will be depleted. Reserve estimates inferred herein from historical production data and decline rates are commonly lower than estimates made from geologic data. The latter include significant amounts of lower quality (deeper, thinner, higher sulfur) coal which may be mined when the better deposits are depleted.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been in progress for six years and the writer has been intimately associated with the project during the five years of exploration and the six years of exploitation. The industry is possibly aware of the fact that the Woodsreef Mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and of the fibre. Because of these unique features, a large volume of research has been undertaken by Woodsreef and by other scientific organisations in Australia, England and Canada on the Woodsreef fibre. The answers to some of the problems have negated some semi-sacred concepts of asbestos ore milling and led to the development of new techniques, such as the adoption of microscopic fibre counts as a routine procedure; the modification of accepted evaluation procedures; the development of new machines for dedusting fibres, and to the recognition of a fibre with a unique milling behaviour pattern and, possibly, properties. The problems experienced can be divided broadly into those associated with the geology and those associated with the physical properties of the fibre. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognised during the exploration stages a feasibility evaluation may be just that little closer to the actual.

"The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting research on jackleg use and related accidents in underground metal mines. This paper provides an analysis and overview of jackleg drill usage, accidents, operational characteristics and alternatives, based on information from injury reports, legacy research, stakeholder input and published literature. The results indicate that jackleg drills are involved in more groundfall accidents in underground metal mines than any other drill, and jackleg-drill-related injuries are most prevalent at the face in the course of installing initial ground support. Practical mechanized alternatives to jackleg drills for drilling and bolting under incomplete support in narrow underground openings have not yet been realized. Small, versatile mechanized bolting equipment needs to be developed to address jackleg-drill-related accidents and improve safety at mines where jackleg drills are being used. IntroductionJackleg drill is a generic name for a handheld, rotary, percussion rock drill equipped with an attached reaction leg to provide stability and thrust (Fig. 1). All of the drill and leg controls are located near the operator’s handle at the rear of the head portion of the drill. Jackleg drills are classified according to the bore size of their pneumatic pistons, which normally range from 6.03 to 8.26 cm (2.375 to 3.25 in.) (Kurt, 1982; Clark, 2012). Jackleg drills typically weigh 46.7 kg (103 lb), but the weight can approach 54.4 kg (120 lb) after being fitted for operation with drill steel and air and water hoses (McKibbin and Clark, 2001). In underground mines, jackleg drills are commonly used to drill 3.8-cm (1.5-in.) diameter holes up to 1.83 m (6 ft) deep in rock."

For the mining industry in general and gold mining in particular the past few years have been difficult. Economic conditions coupled with growing regulatory restrictions have led to increasingly important reasons for managing assets wisely. From a public company perspective this makes sense because it ultimately provides for an increase in shareholder wealth and that's what we're in business to do. Regardless of whether a company is public or not, assets must be managed effectively to remain a player in today's competitive environment. So, as the CEO of a gold mining company, how do we manage our assets to ensure that we are satisfying our obligations to our customer --the Amax: Gold shareholder? Let me tell you. As I said earlier, the gold industry has been under siege. We have just completed our third year of average prices below $400 per ounce. When you add finding and/ or acquisition costs and development costs to operating costs, there isn't much of a profit margin left. What this environment provides, however, is opportunities for growth. In the gold business, you either grow or you die. Today, most North American gold producers have at most a 10 year mine life. We are all scrambling to add reserves so we don't become extinct. As prices remain low, opportunities for increasing diminishing reserves abound. This is the time for the opportunistic company to take advantages of market conditions and that's precisely what we, at Amax: Gold, have done!

Creating projects to reach a goal is not new to American industry. In fact, all major construction projects, from skyscrapers to bridges, are completed using similar project management techniques. However, modern project management is relatively new. It was not formalized until 1962, when NASA and the US Department of Defense recognized the need to develop uniform project management procedures throughout the aerospace industry (Moder, Phillips and Davis, 1983). This management method was not introduced to the mining industry until the early 1970s (Britton, 1983). Project management typically follows an organized, four-stage process —definition, planning, implementation and control.

The "Old Reliable" four million pound blast in March of 1972 marked the opening, as far as is known, of serious efforts to commercialize the In Situ concept. That was a coyote shot, and it was followed by three blasts at McAlester Fuel's "Zonia" operation which were surface hole shots. As the only individual who had a principal part in all four shots, it seems to be appropriate to present experiences in the developments and evolutions of the in Situ method of ore extraction. Some of the problems will be described, along with proposals for management of such projects in the future.

Traditionally Australia has been a leader in underground mining methods with world standards being established at Mount Isa, Broken Hill, Kalgoorlie, and Mount Lyell. With decline in higher-grade reserves and discovery of a multitude of near-surface oxide gold de-posits attention has shifted to bulk mining of low-grade gold ores by open pit methods, heap leaching and activated carbon recovery of gold values. The paper examines historical change in mining philosophy and the economic effects of isolation.

In the past ten years, the Geotechnical Baseline Report (GBR) has arguably become the key document for tunnel construction. This report not only allocates much of the risk involved with the work, it serves as the basis for bid preparation and is used extensively in resolving disputes during construction. This paper discusses some important issues related to the GBR and presents suggestions for improving these vital reports.

Tables showing world trade in metallic mineral raw materials during the years 1953 through 1957 have been prepared for the following twenty-one commodities: alumina, aluminum, bauxite, chromite, copper concentrates, partly refined and fully refined copper metal, iron ore, pig iron, iron and steel (simple shapes), lead concentrates, lead metal, manganese ore, mercury metal, nickel ore, concentrates, and matte, nickel metal, raw pyrites, sintered pyrites, tin concentrates, tin metal, zinc concentrates, and zinc metal. In each instance, the amounts given by the importing country were used except when statistics from the importing nation were lacking, incomplete, or misleading. To show the considerable divergence between importing and exporting country totals for the same years, the complete mercury table is given and, in parallel columns, shows the comparable tonnages of importers and exporters. Tables for the other twenty commodities are presented in summary form. The data of the concentrate tables are used with those of the corresponding metals as a basis for a discussion of trade in concentrates versus trade in metals. The data of all twenty-one tables provide the basis for testing the thirteen rules governing international trade in metal raw materials which I first published in Mining Engineering for July 1955. Because the 1953 through 1957 data are far more complete and considerably more extensive than those on which the 1955 rules were based, it was found possible to deduce five additional rules and to modify three of the original thirteen appreciably.
