In its 2001 diesel particulate matter (DPM) rule for metal and nonmetal underground mines, MSHA established an interim concentration limit of 400 micrograms of total carbon (TC) per cubic meter of air (400TCµg/m3), and a final concentration limit of 160TCµg/m3, to be phased in over five years. Following a court challenge to the 2001 rule, MSHA, industry and organized labor reached a partial settlement of the litigation under which the agency agreed to issue a proposal to amend the 2001 rule by, among other things, changing the surrogate from TC to elemental carbon (EC), applying MSHA's traditional hierarchy of controls, and revising requirements for one-year special extensions for complying with the final DPM exposure limit. MSHA issued a final rule in 2005 converting the interim concentration limit from 400TCµg/m3 to 308 micrograms of EC per cubic meter of air (308ECµg/m3) based on a miner?s personal exposure. Pending further rulemaking, MSHA retained the final concentration limit of 160TCµg/m3. In May 2006, MSHA issued a final rule that clarified that the final limit of 160TCµg/m3 would be based on a miner?s personal exposure rather than as a concentration limit. The 2006 rule also phased in the final DPM limit in three steps over two years, beginning in May 2006 at 308ECµg/m3, followed eight months later in January 2007 with a limit of 350TCµg/m3, and finally reaching 160TCµg/m3 in May 2008. Also in the 2006 rule, MSHA committed to converting the 160TCµg/m3 limit to an EC limit in future rulemaking. This paper reviews the DPM exposure limits in the context of the MSHA rulemakings and discusses the DPM engineering controls that were utilized by mine operators to attain compliance with each progressively lower limit.

Much of the land reclaimed since enactment of the 1977 Surface Mining Control and Reclamation Act is over-compacted. Research has shown that excessive compaction in replaced growing media is detrimental to establishment of trees. If trees are to be grown on reclaimed surface mined sites, something must be done to alleviate this excessive compaction. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed growing media. The University of Kentucky has developed test cells on reclaimed sites at a surface mine in eastern Kentucky to determine the impact of tillage (ripping) on soil compaction and tree survival rate. The ripping methods being evaluated include shallow tillage using conventional farm equipment and deep tillage using a dozer with a ripping arm. The impact of organic soil supplements on soil physical properties and tree survival rates is also being evaluated at the site. The organic soil supplements being evaluated include application of hardwood bark and application of straw and mulch. Each test cell has been planted with various species of trees, and for the first two years, data have been collected at these test cells for soil dry bulk density, penetration depth and resistance, and survival rate of trees. These data are currently being correlated to determine how ripping and the application of organic soil supplements affects the relationship between soil compaction and tree survival rate.

Phelps Dodge’s Morenci copper mine has had six drills, six track-dozers, 16 shovels, two loaders, and 90 haul trucks equipped with either Caterpillar, Aquila, or Modular GPS systems for nearly three years. The Caterpillar Computer-Aided Earthmoving System is an open-architecture system, which allows for inputs to enhance orientation solutions and system functionality. This system has begun a new phase that leads to an intelligent mining system. Optimization techniques of the current system and inputs are reviewed. In addition, some practical issues of implementing new technology in a mining environment have been identified to aid in this new phase.

INTRODUCTION The plate loading test is a simple, useful tool in rock mechanics. The test consists of applying load to a rock surface and noting the resulting deflections. Plate loading tests are typically used to obtain modulus of deformation and related material properties, but can also provide information on blast damage and in situ stresses (1). Properties obtained are of course dependent on test procedure and test environment . In order to eliminate extraneous results it is essential that the interrelationship between the physical test environment and various rock properties obtained be thoroughly understood. Test interpretation is based upon elasticity methods, and the general assumptions made during analysis which include the following: 1. The rock is homogeneous, isotropic, elastic and continuous. 2. The stress is induced in a semi-infinite solid. 3. The plate is perfectly rigid or completely flexible. 4. Rock properties are independent of in situ stresses. 5. The plate and rock surface are smooth and parallel.

The Camp Dresser & McKee (CDM)/Hatch Mott MacDonald (HMM) joint venture has been engaged by the New York City Economic Development Corporation (NYCEDC) to provide engineering ser-vices in connection with the replacement of two existing siphons which cross New York Harbor between Staten Island and Brooklyn. The project involves the construction of a 72-inch diameter pipeline within a 12-foot diameter tunnel beneath the New York Harbor. The tunnel will be constructed using either slurry or an earth pressure balanced (EPB) tunnel boring machine (TBM). This paper presents the results of an extensive geotechnical field and laboratory testing program including advanced frozen soil tests (uniaxial compressive strength tests, triaxial tests, and uniaxial creep tests), in-situ vane shear and pressure meter testing, and a marine geophysical survey (seismic reflection technique) to ascertain the complex subsurface conditions along the tunnel alignment and shaft locations. The paper will also discuss the design and construction aspects and the challenges associated with each component of this project.

A large underground cavern with dimensions of 25m × 175m × 49m (W×L×H) was excavated in sandstone and siltstone to house 4 units of hydropower generator and was completed in 2000. In feasibility study stage, the property of the siltstone which governs the ceiling of the cavern was questionable due to slaking phenomenon. Parameters on rock properties for design were back calculated from actual ground response measured from a trial excavation. For safety of construction, comparison between prediction and actual ground responses during excavation had proceeded. The prediction was provided by means of PHASES and PHASE2 software and the actual rock response was detected by the provided monitoring system.

Reducing the number of roof fall injuries is a goal of the NIOSH mine safety research program. Central to this effort is the development of assessment techniques that will help to identify the nature of the risks associated with working under potentially hazardous roof conditions. This paper discusses a method to determine the roof fall risk using a qualitative risk analysis technique. The ability to determine roof fall risk has been a long-standing goal of safety professionals and can provide the kind of information, needed by on-site personnel responsible for worker safety, to mitigate roof fall injuries.

The Cigar Lake uranium deposit was discovered in 1981 at the south western end of Waterbury Lake, approximately 660 km north of Saskatoon in the province of Saskatchewan (see Figure 1). It is the largest undeveloped high grade uranium deposit in the world. It contains proven and probable reserves of more than 226 million pounds U3O8 at an average grade of 20.7%. The world average grade is less than 1% U3O8. [ ] The ore body is located about 450 m below surface at the interface between sandstone above and basement rock below (see Figure 2). The sandstone is fractured rock and saturated with water. This makes water inflow a real hazard at the mine. In fact there have already been two significant mine inflow events. The first of these occurred in October 2006 and resulted in the flooding of the mine. The second occurred in August, 2008 during mine recovery activities.

Recent advances in digital cameras and image processing allow photographers to produce excellent high-resolution action shots in low light and high contrast conditions commonly encountered underground. Digital photography is often used for construction and inspection documentation for underground structures. Designers, owners, and contractors benefit from quality photographs that document incremental progress and project milestones. Documentation photos serve as a lasting record of as-built conditions, are an important marketing tool, and help the owner build public support for expensive public works projects. When the project is complete, the only mementos that the participants will hold onto are the photographs.

The inquiry into the explosion at the Moura No. 2 Mine in August 1994 recommended -?Emergency procedures should be exercised at each mine on a systematic basis, the minimum requirement being on an annual basis for each mine.? (Windridge et al. 1996). In December 1996 the ?Approved Standard for the Conduct of Emergency Procedures Exercises? was published and has been subsequently revised (Queensland Department of Mines and Energy Safety and Health Division 1999). This document provided guidelines for conducting mine site emergency exercises as well as the requirement for a test of state-wide emergency response by holding a Level 1 Mine Emergency Exercise at one mine on an annual basis. From 1998 to date (January 2008) ten Level 1 Mine Emergency Exercises have been held in Queensland, Australia. This paper discusses each of the exercises conducted to date as well as the logistics, scenario preparation, planning and organising required to conduct emergency exercises at this level.

As the Federal government along with individual states continue to grapple with the job of refining a comprehensive energy policy, coal continually stands out as an energy source which heralds a combination of old and new capabilities like an energy planners prophecy, but which is plagued with serious environmental constraints. To determine what level of coal utilization is ultimately possible for states East of the Mississippi, whose high sulfur content coal presents the most paramount of challenges, one must consider product availability, via existing transportation modes, the developing industrial markets and the ability of coal to meet the challenge of becoming an environmentally acceptable fuel. Gasification is emerging as a form of utilization, which during the next twenty years stands a good chance of being able to meet the challenge of making coal an environmentally clean, easily transport-able and usable fuel. It can be argued that, of all the potential ways of utilizing high sulfur coal, coal gasification is perhaps the most expensive, the most financially risky and carries environmental liabilities of its own. Synthetic gas and oil markets will undeniably be a function of price and demand, which, for the purposes of this paper, I'm assuming will begin to merge in the late 1980's and into the 1990's. This is also presuming that public utility commissions will allow favorable price structure ruling so that gasified coal products can be rolled into their respective rate base, much the same as synthetic natural gas from petroleum by-products are currently being priced. The comparative economic markets of coal to gas pro-duct have plenty of time to mature. There is an approximate twelve-year lead time needed to bring coal gasification plants on line which will be able to compete in the market place for natural gas and oil customers.

The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries developed in recent years. Goldcorp Inc. acquired the gold-silver-lead-zinc property with the acquisition of Glamis in 2006. The Peñasquito property is located in the northeast corner of Zacatecas state, Mexico. The elevation of the property averages 1,900 m (6,200 ft) above sea level. It is situated in a wide east-west valley. Minera Peñasquito, S.A. de C.V., wholly owned subsidiary of Goldcorp Inc. has operated twin SABC-flotation lines since June 2010. Each line is capable of processing 50,000 tonne per day using a SABC grinding circuit followed by flotation to produce lead and zinc concentrates. The addition of a Polysius Polycom HPGR 2417 with dual 3,000 kW drives to reduce the crushed pebbles produced by the SAG mills was planned to increase production to 65,000 tonne per day per line. The production has been limited to 100,000 tpd due to operating issues in the grinding circuit. The operating issue has been the amount of pebbles generated by the SAG mills is significantly less than originally planned. This paper describes the planned installation of a crushed augmented feed to maximize utilization of the HPGR capacity. This coupled with full utilization of the SAG and Ball Mill available energies there is the potential to achieve a 50% total capacity increase from the grinding circuit.

M.S. Azun I do not at all agree with the basic points of the author's conclusion. The use of lognormal or normal model to respond to the attribute distribution function should be carefully questioned. If fitting a distribution function of regionalized variables is the main purpose, one may employ one of certain well-known families of distributions, such as Tukey's lambda functions. For instance, the distribution function of gold assay values studied by Krige (Krige, 1978) may fit the lognormal model well, but one should not exclude that the basic idea of using the distribution function of observed data is to have insight of the physical mechanism that gives rise to the regionalized variables. In Applied Geostatistics, there are many examples considering only lognormal or normal model for the distribution function of geostatistical data even if the observed distribution function has more than one mode. Of course, using lognormal or normal model always brings easy computation for the statistical properties of attribute under investigation. Still, I object to adopting any of those models without having any "statistical inference." As seen from the author's paper, lognormal and normal model produce the same average grade (0.746% copper) and almost the same sample variance. Therefore, which model explains the probabilistic behavior of ore deposit is always an important question that should be replied by the geostatistician using not the common sense but the statistical and probabilistic methods. For kriging procedures, such as linear kriging, one should describe either second order stationary properties or bivariate properties of regionalized variables. Second order properties, such as correlogram function or semivariogram function, are the inputs of the so-called kriging equations. Selecting one of any useable models for the observed second order properties, such as spherical model, is not easy since the models are not based on the correlations structure of the regionalized variables. How those models being used in Applied Geostatistics can be distinguished is another important problem. One may develop many fitting models to respond to the observed second order properties of regionalized variables. However, I suggest that the model should be based on the probabilistic behavior of geologic process. The author used spherical model for copper, wolfram, and silver grades from isotropic sector (Fig. 2, 4, 3b) and exponential model for silver grades obtained along raises in isotropic sector (Fig. 3a). It seems that those semivariograms given in Fig. 3b for isotropic sector and Fig. 4 may be described by the random model implying that regionalized variables do belong to renewal process (Azun, 1983). If I knew the total number of data points used in estimation, I may prove that my conclusion is correct. Recalling the test for the first order sample correlogram value, the test procedure is introduced such that the independence is rejected if [ ] where Za/2 is the a/2 percentile of standard normal random variable and N is the total number of samples used in estimation (Azun, 1983). For the other observed semivariogram functions I suggest the author might try to use the so-called "Markovian model" describing not only the correlation structure of regionalized variables, but also the physical mechanism that produces the regionalized variables. The Markovian model for correlogram function is, [ ] The Markovian model for the other second order properties of ReV are also derived. T ve B, in the above equation, show, for example, structural change and mineralizational variation in a considered deposit, respectively (Azun, 1983). In selecting any model, it is not easy to search for the "best" response to the observed second order properties of ReV's. The Markovian model, based on a theoretical understanding of underlying mechanism, gives more information about the occurrence of regionalized variables and respond to all properties. Random model and the so-called hole effect structure can be easily defined as a special form of the Markovian model (Azun, 1983). An estimation of any second order properties of regionalized variables may be computed through (N-1) lag. However, the dependency between the regionalized variables may be deemed to have "died out" after the so-called stationarity width (range). In practice, the estimation is carried out through 25% of the total number samples available. Therefore, the large fluctuations around the zero level and variance for correlogram or covariogram function and semi-variogram function, respectively, cannot be observed. Since the number of pairs involved in the estimation of higher second order properties is small, the estimation variance at those lags is large. There is no need to show higher order estimated second order properties. Introduction Atlas Consolidated Mining and Development Corp. (ACMDC) started gold production at its Masbate gold mine early in 1980. This involved an open-pit mine and a 3.5-k/d (3850-stpd) carbon-in-pulp processing facility (Pizzaro and Antonio, 1981). When this operation started, the mine began stockpiling sub-grade milling material averaging 1 g/t (0.029 oz per st) gold. Furthermore, geologists estimated that there were additional low grade reserves within the ultimate pit limits. These amounted to 2.4 Mt (2.6 million st) with an average grade of 1.1 g/t (0.03 oz per st) gold. The success of low cost heap leaching prompted an investigation to determine if this tech¬nique would be applicable for the low grade Masbate ore. The findings were favorable and a series of laboratory tests were undertaken. These tests indicated the amenability of this subgrade milling ore to heap leaching. Depending on ore size, gold extractions of more than 60% were obtained. To further define operating parameters for a commercial heap leaching plant, a 400-t (440-st) batch pilot plant was built and operated. These test results were used to design the first commercial heap leaching plant in the Philippines. One design concern was the control of solutions during the rainy season. Due to the material's low grade, every effort was made to minimize capital and operating costs. To this end, surplus mining equipment from the copper operations of ACMDC and used machinery in the crushing circuit were considered. Location: The Masbate gold heap leaching operations are located on the northeastern part of Masbate Island, Philippines. This is about 480 km (300 miles) south-east of Manila. Climate: The climate is moderate with two distinct periods. The dry season runs from January through June, and the rainy season extends from July through December. During the wet season, the rainfall at the mine site averages 300 mm/m (11.8 in. per month) for a total of about 2000 mm/year (78 in. per year). However, heavy downpours in excess of 100 mm/h (4 in. per hour) can occur. Geology: Four distinct rock types have been identified in the pit area. They are tuffaceous agglomerates, andesitic agglomerates, metasedimentary rocks, and hornblende augite andesitic porphyry. The tuffaceous agglomerate occupies the northern and western flanks of the mine. Andesitic agglomerates are localized distinctly in the central portion of the volcanic plug within the mine site. The eastern boundary of the mine is occupied by metasedimentary rocks, whereas, the hornblende augite andesitic porphyry occurs as an intrusive within the andesitic agglomerate and tuffaceous agglomerate. Some areas of the pit contain high proportions of clay minerals, requiring an agglomeration step in the flowsheet. This ensures satisfactory percolation through the heaps. Sydney Australia’s M5 East Motorway connects southwestern suburbs to the airport. Central to the project are twin 3.8 km roadway tunnels which are mostly driven through rock. In order to come up with the winning tender, the project team developed several unique approaches for tunnel excavation and support. The project’s flat roof with thin shotcrete lining, 20 m wide underground intersections, thixotropic-grout sheathed rockbolts and cablebolts, and new shotcrete testing methods all differ significantly from traditional concepts. This paper presents the design basis and construction methods used to achieve the 100-year design life required by the project’s owner.

The former Homestake gold mine at Lead, South Dakota, has been selected by the National Science Foundation as the proposed host site for the Deep Underground Science and Engineering Laboratory. The deep laboratory and associated research campus will be developed at approximately the 7700-ft level. Plans also include the development of the Sanford Underground Science and Engineering Laboratory at the 4850-ft level. After the mine?s pumps were shut off in June, 2003, water levels rose to approximately the 4650-ft level by early 2008. Pumps in the 8150-ft deep mine were turned on again for dewatering in April, 2008. Instrumentation is being installed in the mine to measure water-level declines during pumping, for later analysis of permeability and related hydraulic properties of the formation. Pressure-sensitive transducers and data loggers will provide real-time information on water levels that will be available to interested parties. Quality of the water also will be monitored as it is pumped from the mine. I

The Metals Mining Sector of the Acid Drainage Technology Initiative (ADTI-MMS) addresses technical drainage-quality issues related to metal mining and related metallurgical operations, for future and active mines, as well as, for historical mines and mining districts. One of the first projects of ADTI-MMS is to develop a handbook describing the best sampling, monitoring, predicting, mitigating, and modeling of drainage from metal mines, pit lakes and related metallurgical facilities based upon current scientific and engineering practices. One of the important aspects of planning a new mine in today’s regulatory environment is the philosophy of designing a new or existing mine or expansion of operations for ultimate closure. The holistic philosophy taken in the ADTI-MMS handbook maintains that sampling and monitoring programs should be designed to take into account all aspects of the mine-life cycle. Data required for the closure of the operation are obtained throughout the mine-life cycle, from exploration through post-closure.

Nuclear power currently produces about 20% of the electricity in the US, with 104 nuclear power plants located in 31 states. The commercial US nuclear industry contributes over $4 billion annually to US workers in salaries and wages. 25,000 new jobs need to be filled in the next 5 years. There are over 30 new power plants under consideration by US utilities. The operating reactors use uranium oxide fuel enriched to about 4% U235 and fission is the process used to generate heat to form steam to drive the turbine generators. Nuclear energy is an important element in the US generation portfolio and represents the largest producer of nearly emission-free electricity. Most, if not all, of the operating plants will secure an extended 20 years of operation or more. The last plant constructed was ordered in 1978. New smaller, modular reactors are under design to provide less expensive, expandable generation options.
