Whilst mine planners almost universally assume deterministic forward commodity prices when undertaking valuations of mining projects, historical data well demonstrates that those prices are quite volatile. This paper seeks to understand and quantify how this forward price uncertainty will impact mining project valuation. This paper will also present a way of computing an upper bound on the expected Net Present Value (NPV) of a mining project given forward commodity price uncertainty.

In Part I of this paper, it was established that the width of longwall faces in highly gassy mines is primarily limited by the volume of air reaching the tail-end of the face. The ventilation air reaching the tail-end of the face should be not only enough to keep methane concentrations below the statutory limits (generally 1 percent) but also enough to prevent any gas layering. The air volume leaking from the longwall face into the gob should also be able to push the explosive methane-air mixture away from the gob area immediately behind the longwall face where active roof-fall is taking place (typically 30-45 m). The second group of variables that also controls the width of the longwall panel consists of (a) the rate of advance, (b) bleeder air quantities, (c) specific methane emissions for the gob area and, (d) efficiency and cost of gob gas capture. This paper will discuss the second group of variables and its impact on the optimum width of longwall faces in highly gassy coal mines.

Minerales Monclova S.A. de C.V. (MIMOSA) has applied different methane gas drainage technologies, according to the top industry requirements in order to keep the methane gas at the lowest possible concentration in our operations, both in the development sections and longwall sections. Our staff has used the horizontal rotary technique. In 2004 MIMOSA bought a re-built drill machine and signed a contract with Resource Enterprises Inc. (REI), which included a training program in Horizontal Directional Drilling using the reflex system. The training system was developed for a period of three months in Mine VII, with very good performance by the MIMOSA staff. After the training the equipment was moved to Esmeralda Mine, where we had already drilled holes at the development section, 2,500 ft. It was the longest distance that could be reached with our original equipment, obviously; the directional drilling program is another challenge for us and our staff, but we are very confident that our result will be better every time. We will be evaluating each borehole and expect to improve our results in each progressive borehole, until we can drill up to the capacity of the equipment. We are in the process of buying another drill with an electronic monitoring device (DD DMecca) in the following months.

GENERAL DESCRIPTION At the Star mine, Hecla Mining Co., located in Burke, Shoshone County, ID, the mining method is horizontal slicing (timbered or untimbered) cut-and-fill using hydraulic sand backfill. Back stoping as well as breast stoping is used; see Fig. 1. The annual produc¬tion from all cut-and-fill mining is 259 816 t (286,400 st). The average depth ranges from 366 to 2408 m (1200 to 7900 ft). A majority of the tonnage comes from an average depth of 2240 m (7350 ft). Average travel time to the stope is 1 hr. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size and Ground Conditions The ore body is 610 to 1219 m (2000 to 4000 ft) along the strike and 2408 m (7900 ft) on the dip, with an average vein width of 2.6 m (8.5 ft). The dip is essentially vertical. The ore body is heavily sheared and broken on the main fault structures; it is more competent on the wall veins but everywhere subject to rock bursting at depth. The hanging and footwalls are strongly fractured on the main fault structures, again more competent but still fractured on the wall veins. All host rock is Revett quartzite. Value and Production Requirements The ore value is $56 per ton. Production require¬ments are 1089 t/ d (1200 stpd), five days per week. Why Cut-and-Fill? The slusher extraction method is the most satisfac¬tory and practical for narrow vertical veins with sheared walls. The method must be quite selective to be com¬mercial. The veins are too narrow for rubber-tired ex¬traction and the grade is not high enough to make resuing practical. DETAILED DESCRIPTION Development Access to the main shaft is by the 3.2-km (2-mile) main haulage tunnel. The level intervals in the vertical timbered shafts are 61 m (200 ft). Vein development is by crosscut and laterals located 30.5 m (100 ft) into the vein wall. Vein crosscuts are on ±61 m (200 ft) centers. Access to the vein is by raises carried up with the stope. The raises are equipped with four wood¬cribbed chutes (two orepasses reinforced with angle irons, one manway, and one timber slide, Figs. 2-6). The initial cut is located 6.7 m (22 ft) above the main level (Fig. 1). Stoping Cycle Detail Sampling: Grab samples are taken from the mine cars. Channel sampling of the faces and backs is done when necessary. Drilling: For stope drilling, Ingersoll-Rand 300M percussion drills are used, with Ingersoll-Rand 300M and Gardner-Denver RB83M stopers, used for back stoping. Breasting down is done with Gardner-Denver S83FM jacklegs. The back stoping rounds are 0.9 to 1.8 m (3 to 6 ft) and the breast stoping rounds 1.5 to 3m (5 to 10 ft). Blasting: For stope blasting DuPont Tovex 100 watergel with fuses and igniter cord is used primarily. Approximately 60% of the blasting is done with am¬monium nitrate-fuel oil (ANFO). For development headings and shaft sinking, DuPont Drivex watergel with Ensign Bickford Nonel Primadet primers is is used. Mucking: Broken ore is removed entirely by slusher in the stopes. These are mostly 3.7-7.5-kW (5-10-hp) Ingersoll-Rand air-powered or 7.5-37.3-kW (10-50-hp) Ingersoll-Rand electric-powered. In the horizontal de¬velopment headings Eimco 12B and 21 and Atlas Copco LM-56 overshot mucking machines and a 0.76 (1 cu yd) hydroelectric Wagner HST-1 LHD (load-haul-dump) unit are used. Rockway for Extraction: The cribbed chutes (Fig. 7) are nearly vertical and hexagonal in shape and are made of spaced 152 x 203-mm (6 x 8-in.) timber, reinforced with varying weights and sizes of angle iron, depending on wear requirements. Rectangular cribbed chutes are used where ground pressure is not a problem. Cribbing is added in 2.4 or 3-m (8 or 10-ft) extensions accord¬ing to the floor height (whether timbered or untimbered). See Figs. 8 and 9. Backfilling: Backfilling is done with hydraulic sand consisting of classified mill tailings at 65% solids. The fill contains approximately 20% 325-mesh fines. The tailings are pumped 3353 m (11,000 ft) at 50-55% solids 22.7 dry t/h (25 dry stph) with a duplex piston pump. Cycloning increases the tailings density to 65% solids. Several industrial-scale HydroFloat separators have recently been installed at Mosaic’s South Fort Meade beneficiation plant for the purpose of improving phosphate recovery and throughput capacity. This technology was implemented after numerous laboratory, bench-scale, and on-site, pilot-scale test campaigns. The results from this detailed test work provided sufficient justification for the complete retrofit of the existing coarse and ultra-coarse flotation cells. Data indicate that the metallurgical results obtained with the full-scale separators are consistent with that obtained during both the bench- and pilot-scale evaluations. The apparent benefits, theory of operation, and commissioning of the equipment are also discussed.

"Human rights can contribute to sustainability in the mining sector, both in theory and in practice. Both human rights and sustainability share a common concern to improve economic prosperity, environmental health and social equity by avoiding negative impacts and conflict, as well as by engaging with and empowering affected communities. Globally, there is an emerging consensus that companies have a responsibility to respect international human rights standards. Respecting human rights means that mining companies are responsible to ""do no harm"" to the people and communities affected by their operations. After a discussion of the Protect, Respect and Remedy framework for business and human rights, this paper illustrates some examples of how international standards for human rights and sustainability interacted in a recent assessment of Goldcorp's Marlin Mine in the Western Highlands of Guatemala. The final section explores how human rights should be integrated into broader policies and procedures for corporate sustainability. This includes integrating human rights into ESIA processes, legal compliance, corporate governance and grievance mechanisms. Pressures on mining companies to respect human rights will not disappear; therefore, a proactive and integrated approach to human rights is a fundamental component of a broader strategy for sustainability"

To preserve Washington Group International's quality of service in the mine operations area, the company has established a Supervisor Training Program to provide all levels of supervision with the required skills to meet objectives and guarantee consistent, excellent performance for each of our projects. A need developed to establish this training program internationally. The first international training session was held at the APEX San Cristóbal Mine in Bolivia. This paper discusses the program’s development, execution, results, and lessons learned with an emphasis on multicultural environments.

A study has been conducted to control iron in copper electrolyte streams using Eichrom Industries’s new Monophosphonic /sulphonic acid resin. The resin strongly and selectively extracts ferric ion over copper and cobalt from highly acidic copper electrolytes. The resin has a loading capacity of 27 g/L of iron and can be readily regenerated. In addition, the new resin can be easily synthesized using commercially available starting materials. This paper presents the experimental results for iron control in copper electrolyte streams using the new resin and discusses its potential applications to other hydro-metallurgical streams.

There is no doubt that simulated ventilation networks must be adequately verified before they can be extrapolated and used for predictive purposes. There are two general approaches as to how the verification can be established and these are summarised as follows; The first approach is to measure all individual branches with trailing hoses or barometers to get individual pressure drop and flow per branch and then calculate individual resistance factors for input into the software. The simulator is run, checking that the output makes general sense (check some sensitivities if possible). The network is now considered as verified. The pressure drop to be measured is relatively small and thus it is inherent that the measured set of individual K factors will be imprecise no matter how much care is taken in the measurements and the resultant simulations will inherit the same problem. In the second approach, the network is assembled using estimated (Atkinson) K factors (based on physical features of airway, past experience and catalogued typical K factors). Only the main primary flow rates are measured and hence the relative distribution of the primary ventilation in the main airways is determined (probably about 10 off primary air flow measurements). Main critical pressure differentials at main and booster fans and across critical doors are measured (probably about 6 off primary pressure differential measurements need to be made). The simulator is run and the computer model is used to iterate and select an updated suite of K factors so that the flow balances and pressure differentials are correctly simulated (typically only 2 or 3 iterations are all that is needed). The network is now considered as verified. The pressure differences to be measured will be substantial in absolute terms and can be measured with high precision. Also, because only primary flows are measured, these will generally be measured at higher air speed points and hence improved relative accuracy. This leads to more accurate simulation results. Hydrogen is regarded as being a high temperature indicator of spontaneous combustion. It is currently used in underground coal mines to detect advanced heating?s. Previous work has mostly consisted of small scale tests with high air flow to mass ratios. A large-scale test rig has been used to investigate the gas indicators of coal self-heating. In particular, the relationship of gas evolution, the location of its evolution and the temperature at which it is evolved has been examined. It has been found that there are two distinct zones of hydrogen production: one at the hot spot and the other in an oxygen deficient moist zone downstream from the hot spot which is at a relatively low temperature of approximately 100°C. This has implications for the interpretation of mine atmospheres.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. As part vi the development of the Coal Quality Expert (CQRN) --a computer program capable of predicting the impacts of coal quality on power plant performance, costs, and emissions control--several nationally important coals are being characterized to augment the coal quality database associated with the software. The project is sponsored by the U.S. Department of Energy and the Electric Power Research Institute (EPRI) under the Clean coal Technology Program. Since 1989, CQ Inc. (a subsidiary of EPRI) has characterized seven bituminous coals from Alabama, Illinois, Kentucky and Oklahoma and six sub-bituminous coals from the Powder River Basin (PRB) in Montana and Wyoming. Coals from the PRB region--being burned more frequently in Midwestern and southern power plants to reduce emissions of sulfur oxide compounds--can sometimes contain significant concentrations of potentially toxic elements. Although no limits were imposed on air toxics emissions from fossil-fuel fired utilities by the Clean Air Act Amendments of 1990, future regulations may be implemented at the conclusion of Federally-mandated emissions studies. One possible result is that any increased utilization of coals, including those from the PRB, may depend on the potential for removing toxic trace elements prior to combustion.

Metropolitan Washington Airport Authority is currently undertaking the first Phase of Metro?s Extension to Northern Virginia. A wide range of tunnel options was considered for the Tysons Corner segment that involves about 20,000 feet of track and four stations. After consideration of many options that involved EPBM single track tunnels, NATM tunnels and large bore tunnel concepts for the entire Tysons alignment, the design now being progressed into construction involves two 520 meter (1,700 feet) long soft ground NATM tunnels with several hundred feet of cut-and-cover construction. The paper discusses the process that led to selection of the short NATM tunnels as the most feasible of the options considered for Tysons.

This paper describes the original planning which actually resulted in the opening of a new aggregate plant located in central New York State. This plant, which is now named the Skaneateles Plant of The General Crushed Stone Company is unique in that the plant itself is a departure not only in design but in concept of operation from the normal aggregate plant the company has operated in the past. Whether or not the concepts which resulted in the Skaneateles Plant are economically feasible remain to be proven by the next few years of operation. By way of background data about our company which will help set the stage for this presentation, we currently operate seventeen stone quarries in the states of New York, Pennsylvania and Virginia. These quarries range in size from 200,000 tons per year to 1,500,000 tons per year with a total annual stone production of approximately 7,500,000 tons. We also produce about 1,250,000 tons of sand and gravel at six sand and gravel plants, 300,000 cubic yards of ready mix concrete, 1,500,000 tons of bituminous concrete, aglime and other minor construction materials. In many cases we are our own best customer consuming a large percentage of the total production of our own aggregates in our various ready mix and blacktop plants. Up to the concept of the Skaneateles Plant our operating facilities have been of the permanent type as opposed to the moveable or portable type plant. The steps involved in the case history of Skaneateles will begin with the basic economic requirements, market research, geologic surveys, land acquisition, zoning and financing and carry through to the final design and construction. We will attempt to show what some of the problems were, how we interpretted them and how we proceeded to solve them. The current results are apparent and can be analysed. The success of the total concepts of the Skaneateles Plant remains for future analysis.

The Grasberg copper-gold deposit was discovered in Spring 1988, just one year prior to the planned closure of Freeport Indonesia's original Ertsberg open pit copper mine. In spite of Grasberg's remote location, 600m above the Ertsberg, atop a hitherto inaccessible mountain, Freeport-McMoRan brought their latest open pit mine into production in the last week of 1989, less than two years after discovery. This paper describes the start-up of the operation, highlighting synergies drawn from both the original Ertsberg experiences and the current Freeport Indonesia underground mines.

MARTA, The Metropolitan Atlanta Rapid Transit Authority, is building a 53 mile heavy rail transit system to serve the City of Atlanta. Phase A of the Rail System, consisting of approximately 14 miles of at-grade, aerial and subway construction is underway. Metropolitan Atlanta lies in the Piedmont Geologic province of Georgia and is underlain by rocks of essentially granitic and gneissic nature. The soils encountered are primarily silty sands which are in-place weathering products of the parent rock and exhibit their relic structure. In general, these materials have presented no unique construction problems other than those created-by proximity of manmade structures, local availability of ground water, and top of rock elevation. The subway sections of primary interest in this paper consist of hardrock and soft ground tunnels and extensive cut-and-cover sections. The cut-and-cover construction includes excavations as deep as 80 feet. Temporary support systems in these deep excavations consist of soldier pile-timber-lagging or soldier pile-tremie concrete (SPTC) walls with internal bracing or tiebacks. In shallow cut-and-cover sections, where right-of-way economics permitted, slopes were laid back partially or fully to reduce or eliminate the need for bracing systems. Introduction A subject long debated but rarely resolved involves the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is, unfortunately, too often treated as a controversy involving ethics and the profit motive. But, in fact, the two branches of society - industry and academia - are necessarily part of the same system. In the last 25 years, the realization has developed that research alone is not sufficient to bring about use of those results to benefit society through productivity gains and economic growth. The flow of events shown in Fig. 1 was generally believed to be the steps required for reaping the benefits of research. Today, research still has the very important role of creating new information or new ideas. However, it is recognized to be but one of many steps in a process that we now refer to as technological innovation. Charpie (1967) said, "Technological innovation is the driving force behind economic growth in the US. In this context, innovation means the process by which a new idea is successfully translated into economic impact within our own society, by providing better products, and simultaneously creating new jobs in the manufacturing of those products. Only after an investigation is put into sufficient use to have an economic effect, is it termed an innovation." One of the best depictions of the technological innovation process is shown in Figs. 2 and 3. These are adapted from Haeffner (1975), and modified by the Committee on Mineral Technology of the National Research Council (1981). Figure 2 identifies the many steps involved in the process. It designates a generalized form for interaction between the academic community and industry. Figure 3 identifies the steps in the "innovation activity" box of Fig. 2. Academia is generally responsible for developing of new knowledge and ideas, as well as maintaining and enlarging the collected body of scientific knowledge. Industry is responsible for developing new products, methods, and processes. Both institutions operate for the benefit of society, but under different driving forces. Cripple Creek and Victor Gold Mining Co. is developing a full-scale pad injection program as part of the overall operational plan for the Valley Leach Facility. As part of the development process the mechanics of the injection methodology are evaluated in the context of physical injection measurements, outcome from geophysical monitoring, and gold leaching theory. The results indicate that hydraulic fracturing analogies advanced heretofore do not accurately describe injection phenomena in unconsolidated and noncohesive material typical of leach pads. A new interpretation is presented and extended to define operational strategies for maximizing gold production.

Development of a three-dimensional mine visualization model for a section of the mine is addressed first. Discontinuity orientation and location information was taken from this visualization model for use in slope stability analyses. Estimated shear strength properties of discontinuities and mechanical properties of intact rock from the rock mass samples obtained from the mine are discussed next. The paper is then focused on the calculated maximum safe slope angles based on the performed kinematic and block theory analyses using the mapped discontinuities at the mine. Finally, the effects of water that exist in the rock mass, tension cracks, slope face inclination, overall wedge height and double benching on factor of safety of wedge stability are illustrated through limit equilibrium slope stability analyses.

Research is currently being conducted at the Colorado School of Mines in the use of high-pressure water for scaling down loose rocks in underground mine openings. In addition to improved miner safety, the adhesion strength of shotcrete applied to rock surfaces treated with high-pressure water is also increased significantly resulting in improved overall support capabilities of the shotcrete layer. Test results show an increase in adhesion strength by a factor of four on a concrete test wall cleaned with water at 21 Mpa (3000 psi) as compared to a surface cleaned at 0.7 Mpa (100 psi).
