D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. Whereas the screen bowl centrifuges operated without chemical addition, producing a dry, fluffy cake, the belt filter required two stages of chemical addition to attain satisfactory performance and high recovery levels. This manuscript aimed to examine the impact of operating parameters on the wet grinding of talc in a vertical-type stirred media mill. Within the scope of the research, the effects of operating parameters including media filling ratio, solid mass fraction, grinding media size, and grinding time were studied. The findings were assessed based on the product particle size (d50, d10), surface area (Sw), and energy consumption (Em). As a result of the present research, the following optimum grinding test conditions were determined: 65% media filling ratio, 40% solid mass fraction, 1 mm grinding media size, and 120 min grinding time. After determining the optimum grinding conditions, the Box–Behnken statistical design was used to determine the effect of parameter interactions on the d50 size. The media filling ratio was found to significantly affect the decrease in d50 compared to the other two parameters. Furthermore, the minimum d50 size was also achieved under optimum grinding conditions.

This paper analyzes the opinion in Bragg v. Robertson, 72 F.Supp. 2d 642 (S.D. W.Va. 1999), a case which threatens the future of surface mining in West Virginia and which will almost certainly result in new policies or rules that will affect surface mining everywhere. This paper addresses: (1) the jurisdictional bases of the action which relies on the federal surface mining laws to enforce a state mining program; (2) settlement agreements reached in the case that threaten to alter federal policies beyond West Virginia borders; (3) a programmatic environmental impact statement on mountaintop mining being undertaken by the federal government; and (4) an opinion by the Court outlawing excess spoil disposal in intermittent and perennial streams.

"This paper presents some studies on recovering valuable elements from Chinese coal by-products, including coal combustion fly ash, stone coal ash, and coal flotation tailings. Both commercialized technologies and economic potential recovery methods are described in this study. Magnetically stabilized air-dense medium fluidized bed separation, tribo-electrostatic separation, froth flotation, and hydrometallurgical methods are discussed in recovering various valuable elements in Chinese coal by-products from different coalfields. These valuable elements include iron, carbon, aluminum, rare earth elements, lithium, gallium, germanium, uranium, titanium, scandium, silicon, vanadium and phosphorus, etc. The ultimate goal is to fully utilize all valuable elements in coal by-product. Each component within coal by-product should be efficiently segregated to its highest value. INTRODUCTION Coal is mainly composed of energy-producing elements carbon and hydrogen. In addition to these elements, coal usually contains many other valuable elements, including iron, aluminum, silicon, rare earth elements, lithium, gallium, germanium, vanadium, uranium, titanium, scandium, and phosphorus, etc. These coal-associated elements are significantly enriched in coal combustion by-product fly ash because of majority of main components, carbon and hydrogen elements, being removed. Table 1 provides the chemical composition range of the main elements oxides in 12 Chinese fly ash samples collected from coal power plants located in Northeast China, Northwest China, Southwest China, and Southeast China. It can be seen from Table 1 that the major mineral components of different ashes are similar, but the bulk chemistry of different fly ashes may vary widely due to the changes of ratios of the mineral components in different coals. The major mineral components in various Chinese coal combustion fly ash are silicates, iron oxides, and unburned carbon."

INTRODUCTION The City of Phoenix, Arizona is located in the Phoenix Basin watershed which is prone to flash flooding several times each year. The runoff from these storms moves from the mountains in the north to the Salt River in the south. An extension of Interstate Highway 10 (1-10) will pass through the city east to west to form an Inner Loop through the downtown business district. PROJECT DESCRIPTION The I-10 Inner Loop extension will be a depressed roadway which would intercept the surface drainage of the Phoenix Basin and separate the watershed into two regions. To prevent flooding of the depressed roadway, runoff storm water collected from the northern half of the drainage area will be conveyed beneath the roadway to its natural outlet at the Salt River. A conveyance system composed of pressure tunnels beneath the city, shown in Figure 1, was proposed to achieve this goal . Table A presents the prominent features of each of the tunnels. This paper will describe geologic and engineering parameters specific to Phoenix which were used in the design of a series of tunnels to convey storm water from the I-10 Inner Loop to the Salt River. The design of tunnel initial and final support is described along with support and construction methods used by the Contractor.

The numerous small high grade gold and silver deposits of the Front Range Mineral Belt have been uneconomical because of the high costs of mill construction, transportation, and smeltering. Processing of these ores must be simple, cheap, with satisfactory recoveries, and be environmentally acceptable. Vat leach with direct electrolytic recovery satisfies these parameters. A battery of testing was conducted utilizing bottle and bucket tests. A five ton vat leach with direct electrolytic recovery gave excellent results while a five ton heap leach proved impractical due to channeling.

The dewatering of stable phosphatic clay suspensions generated from phosphate beneficiation in the central Florida is an issue of practical and theoretical importance. Because of its tiny particle size and surface charge, the phosphatic clay takes up to 20-30 years to settle in water and causes environmental, aesthetic, economic, and handling problems. An efficient and cost-effective dewatering/consolidation process for phosphatic clay is of great interest to the phosphate industry in Florida. In this paper, the consolidation and dewatering behavior of phosphatic clay was studied by use of anionic flocculants with and without sand addition. The effects of pH, initial polymer concentration, polymer dosage, polymer addition steps, and metal cations (K+, Ca2+, and Al3+) on the flocculation of phosphatic clay have been studied. Experimental results indicated that clay suspensions were well flocculated at pH 10.5 by DPW-1-1355 and Magnafloc 5250 flocculants acquired from Ciba Specialty Chemicals. Sand particles from phosphate flotation added to the clay slurry promoted flocculation and increased clay consolidation. K+ showed good performance to improve the flocculation characteristics by neutralizing clay surface charge. The adsorption mechanisms of flocculants on clay particles were also discussed in this paper.

The most common methods of processing of uranium ores is sulfuric or carbonate leaching with conversion of hexavalent uranium to uranyl carbonate or sulfate anionic complexes followed by sorption of the later by strong base anion (SBA) exchange resins. It is known that chloride anion has high affinity for SBA resins so that it depresses sorption of anionic complexes of uranyl. Application of the SBA resins becomes impractical for recovery of uranium when chloride concentration in pregnant leach solution exceeds 3-5 g/l [1-3].

One of the major problems of mineral exploration is the ability to reliably distinguish between uneconomic mineral deposits and economic mineralization. While the mining industry uses many geophysical methods to locate the mineral deposits, until recently, there was no reliable technology for mineral resources identification and characterization. The main goal of this project is to develop a new geophysical technique for subsurface material characterization, mineral exploration and mineral discrimination, based on electromagnetic methods. The proposed new technique is based on examining the spectral induced polarization effects in electromagnetic data using the modern distributed acquisition systems and advanced methods of 3-D modeling and inversion. The recovered parameters of the relaxation model will be used for the discrimination of different rocks, and in this way will provide an ability to distinguish between uneconomic mineral deposits and zones of economic mineralization using geophysical remote sensing technology (Zonge, 1976). The proposed research and development is undertaken using multi-partner collaboration between the University of Utah, four major mining companies, Kennecott Exploration, BHP Billiton World Exploration Inc., Placer Dome Inc., Phelps Dodge Exploration, and Zonge Engineering Inc., which is equipment manufacturer and service provider to the mining industry. The multi-partner collaboration between the academic institution, the University of Utah, and mining industry helps to identify the appropriate mining target and conduct the field experiment for practical demonstration of the developed new technology, which is an important part of the this project.

INTRODUCTION This paper discusses the design of the subsurface nuclear waste repository at Yucca Mountain, Nevada; and possible concepts for construction of the subsurface facility. Subsurface construction at Yucca Mountain is planned to last for 20 or more years, and may be accomplished using tunnel boring machines (TBM), drill and blast methods, raise bore machines, and roadheaders. The design of the subsurface facility includes approximately 107 km (66 miles) of tunnels and drifts. The vast majority of the repository will be excavated with TBMs. Design and construction concepts for the subsurface repository discussed in this paper are based on the License Application that was submitted to the U.S. Nuclear Regulatory Commission (NRC) by the U.S. Department of Energy (DOE) on June 3, 2008. The License Application was subsequently docketed by the NRC in September 2008. When a Construction Authorization is received from the NRC, notices to proceed with subsurface construction at Yucca Mountain will be issued by DOE. The Yucca Mountain site is located in the Mojave Desert approximately 150 km (90 miles) northwest of Las Vegas, Nevada. The site is on federal land in southern Nevada and is shown in Figure 1. Yucca Mountain is a ridge of volcanic rocks com-posed primarily of solidified volcanic ash. Previous underground construction work at Yucca Mountain included excavation of two tunnels using two different TBMs. The first tunnel, the Exploratory Studies Facility (ESF), is a 7.62 m (25 ft) diameter tunnel that is 7,877 m (25,843 ft) long and was described by Morris and Hansmire at the Rapid Excavation and Tunneling Conference (RETC) in 1995. The second tunnel, known as the Enhanced Characterization of the Repository Block (ECRB), was a TBM drive of 5.0 m (16 ft, 5 in.) in diameter and 2,681 m (8,796 ft) long. The second tunnel was excavated in 1998 and was described by Fulcher, Eastlund and Copeland at RETC 1999 and is named the East?West Cross Drift in that paper. (These previously excavated tunnels are shown in Figure 2.) In the volcanic rock formation where the vast majority of the planned repository will be con-structed, previous tunneling conditions were generally very good.

Although geostatistical techniques have been widely accepted as the standard methods for reserve calculations in the mining industry, the production data of many mines frequently differ from geostatistical estimations based on exploration and development drilling. The discrepancies in recovered metal amounts, commonly in the range between 10% and 30%, are related to different factors. Major causes vary from mine to mine. A common cause, however, is the ignorance of important geological constraints in reserve modeling. Three major factors appear to be related to such an unfortunate fact: 1) modelers are over-confident on geostatistical techniques, 2) it is difficult to establish geological models, and 3) mine schedules are too tight to allow detailed geological modeling work. Defining mineralization envelopes has been a major effort in geological modeling. Past experiences have showed that geological modeling is much mo~ demanding than the choice of sophisticated kriging estimators. Since building envelopes for complex ore bodies can be extremely tedious and time-consuming, computerized approaches are badly needed for mine modelers. A comprehensive procedure reported here is referred to as probability-assigned constrained kriging (PACK), which includes a built-in method for defining 3-d mineralization envelopes. The modeling technique is fast and accurate for complex precious metal deposits. The technique is demonstrated on a gold deposit. The estimation results are compared with blast-hole based production panels, showing that the estimated tonnage is 2.2% larger than the actual production and the average grade is 2.6% lower.

The article evaluates the convective heat transfer coefficient of ventilation air in a potash mine. The energy balance is obtained through thermal characterization of the ventilation air and rock, allowing for the calculation of heat transfer parameters. Different models for calculating the convective heat transfer coefficient are analyzed. The results indicate that the Pethukov–Kirilov, Gnielinski, and modified Dittus–Boelter models are optimal for this mine. The study also indirectly examines the conductivity of the adjacent rock, suggesting saturation throughout the studied section and the presence of liquid water upwelling in a specific section.

Zinc ferrite ( ZnFe2O4) is a by-product of non-ferrous metal production and is considered a promising source of raw zinc. The most efficient way to extract zinc from its ferrite is via acidic extraction, specifically leaching by hydrochloric acid. A comparative study of synthetic zinc ferrite hydrochloric acid leaching in isopropanol, aqueous, and the mixed solvent was performed. Zinc ferrite was obtained by sintering a zinc and iron (III) oxide mixture. Crushed samples were subjected to leaching in 1 M HCl at 323, 333, and 353 K and pulp density of 1 g/100 mL. The dissolution of zinc and iron into solution in organic media reached 77% at 353 K, while in an aqueous environment this value was 65%. The activation energy of 70.0 kJ/ mol was found for the leaching process in an isopropanol environment, which is lower than that in an aqueous solution by 15%. The more efficient leaching effect of isopropanol is attributed to the lower dielectric constant of the alcohol which increases the affinity of chloride anions for zinc and iron cations at leaching.

Markets and Production Beryllium (Be), an extremely light metal, is used in many specialty applications. It the lightest element in Group 2A of the periodic table, with a specific gravity of 1.85 gm/cc, and a high melting point of 12850C (Calvert, 2004). The functional properties of beryllium are stiffness, strength, dimensional stability, resistance to corrosion from acids, and electrical and thermal conductivity. The ability to reflect neutrons and transmit x-rays, makes beryllium irreplaceable in uses such as precision optical components, inertial guidance systems, and in nuclear reactors (Anon, 1993). Beryllium is used in Cu alloys to strengthen and reduce corrosion in copper wire, and in lightweight oxide ceramics that are used as heat sinks, and as electrical insulators. The market revenue of beryllium can be broken down into the seven major groups below, and are plotted on the pie chart in Figure 1 (Anon, 2005). 1.) Telecommunications & Computer 2.) "Shallow-depth (<200m) high temperature submarine hydrothermal systems are not commonly observed on mid-ocean ridge settings, as most known systems are located within arc - island-arc volcanic settings, often proximal to coastal areas (meteoric waters added). In 2013, during the Centre for Geobiology’s 2013 oceanographic cruise (R/V G.O. Sars), a dredge successfully sampled massive sulfides and hydrothermally altered rocks from the top of a volcanic edifice (~144-284 m depth) located on the northern sector of the Kolbeinsey Ridge. Dredged samples include vesicular altered basalts, and matrix supported anhydrite, barite and barite-pyrite-anhydrite volcaniclastic breccias. Sulfidesulfate breccias depict complex zoning where numerous small vent orifices are distributed with large blades of marcasite that appear intergrown with barite. Native sulfur was observed in one of these small vent orifices. On a microscopic scale, numerous spherical silica-rich structures appear associated to these breccias. These rocks are evidence for the presence of a relatively high temperature (minimum 150ºC) shallow-water seafloor hydrothermal system in the Arctic mid-ocean ridge, far from mainland influence. This new discovery presents a unique opportunity to study the dynamics of fluid chemistry, metal mobility and precipitation in shallow hydrothermal systems. The remote location of this system dictates that fluid recharge will be influenced solely by seawater and magmatic fluids, In July-August 2014 we expect to survey this new field and acquire new and comprehensive data."

This paper is primarily a report on the process of using oolitic aragonite, as received from Marconi& Ocean Industries, Ltd. without further processing, for a major portion of the raw feed to a rotary kiln producing cement clinker. Oolitic aragonite is a high purity calcium carbonate material, dust free, with the appearance of a course, white sand. It is farmed when under the right conditions of temperature ocean currents, and ocean floor topography. The calcium carbonate will precipitate into small spherical particles on the ocean floor. These oceanic conditions are correct to cause precipitation of the calcium carbonate near Ocean Cay in the Bahama Island chain. The present growing deposit near Ocean Cay is in the billions of tons and is mined by a relatively shallow-operation hydraulic dredge. The aragonite thus formed is en orthorhombic crystaline form of calcium carbonate with a specific gravity of approximately 2.9. At a temperature of 505°C. (940F), the aragonite converts to the hexagonal crystal of calcite with a specific gravity of 2.6 to 2.7. This change in specific gravity weakens the structure of the particles but the individual pieces are still fairly hard. When the material is then calcined at 900°C (1650°F), the particles retain their shape but become soft and will break up under finger pressure.

Electrowinning is a process by which metals, such as copper or nickel, are recovered from aqueous electrolyte solutions resulting from the extraction of the metal ion from an acidic or basic leach solution. The electrolyte or “pregnant” solution is customarily forwarded to an electrowinning "tankhouse." In the tankhouse, the metal ions are deposited on cathode plates by electrodeposition and then recovered from the cathode plates. Other processes may be employed with other metals, such as nickel, zinc, among others, to produce an electrolyte from which their respective metals are obtained. During the electrowinning (electrodeposition) stage, elemental metal is plated out at the electrowinning cathode and oxygen evolves at an insoluble anode. The evolution of oxygen gas forms bubbles which entrain strong acid electrolyte, carrying it into the air above the electrowinning tank in the form of a fine mist or spray when the bubbles break. An acidic mist is generated above the electrolyte. This mist or spray then spreads throughout the electrowinning tankhouse. The acidic mist is corrosive and a health hazard and can cause extreme discomfort to the skin, eyes, and respiratory systems of tankhouse workers, especially during hot weather conditions. Polyfluoroalkyl based products (PFAS) have been widely applied as anti-misting agents in the electrowinning of metals in an acidic electrolyte. Functionalized PFAS compounds, however, have come under increased scrutiny by the EPA due to their impact on human health and the environment. There remains need for improved acid mist suppression agents for electrolysis and electrodeposition, particularly for products free of fluoroalkyl components.

OHSAS 18001 is a series of international standards for occupational health and safety management. It is comprised of two parts, 18001 and 180029. OHSAS 18001 was formulated by international certifying bodies and is based on BS8800 and was first published in 19996,11. OHSAS 18001 was developed to be compatible with ISO 9001 and ISO 14001 in order to facilitate integration of quality, environment, and occupational health and safety management systems5. It is a voluntary standard and the overall aim of OHSAS 18001 is to enable organizations to control their occupational health and safety (OH&S) risks and improve overall health and safety performance5. OHSAS 18001 is widely accepted in the UK, Europe, and Asia, is gaining momentum in North and South America, and it was used as the basis and conforms to the requirements of ANSI/AIHA Z.10-2005: American National Standard for Occupational Health and Safety Management Systems. It defines a set of requirements for an occupational health and safety management system suitable for any kind and size of organization4. Businesses of all sizes are developing and implementing occupational health and safety management systems (OHSMS) that are in compliance with the OHSAS 18001 standard.

"The Netherlands has major resources of sand, gravel and clay, exploited mainly for construction works and the building materials industry. As in most western countries, mineral extraction meets with considerable societal resistance. To this end, Dutch minerals policy aims to prevent extraction by promoting economical use of materials, and the use of alternative (secondary or renewable) materials. Up till recently, it also included a system of production planning to sustain supplies of regionally scarce materials. Dutch policy development is reviewed and discussed in terms of pitfalls and possibilities for mineral planning in general. Promoting secondary substitution has been quite successful, and presents an example. In contrast, the production planning system has been controversial from the start and ineffective as a result, mainly because it attempted to solve supply problems without properly addressing the underlying resistance.
