Much of the technology and methodology extensively employed in current mining operations is in the mature phase of its lifecycle and, consequently, subject to the principle of diminishing returns. It is probable that future gains in productivity and safety of the magnitude essential for the sustained economic viability of the industry will be derived only from a determined technological development programme. The history of trackless mechanized mining, which represented a radical change in methodology in deep-level gold mines, is reviewed. The benefits and obstacles to the realization of the full potential are highlighted. Similarly, an overview is given of alternative mechanization developments in South Africa. In addition to the development and application of advanced technology, an envelope of operating parameters relevant to each methodology must be engineered to facilitate the site-specific selection of the most appropriate. Furthermore, a mechanism for the evaluation of cost effectiveness is essential to the decision-making process. The narrow, tabular orebodies of relatively low dip that are encountered in the South African hard-rock mining industry make the design and manufacture of a comprehensive range of stoping equipment extremely difficult. The machinery that has been available to date has demonstrated only limited site-specific success. The development of suitable machinery must necessarily be initiated and driven by the South African mining industry in collaboration with the major equipment manufacturers in the world.

This paper summarizes a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialed at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this, a quarry specific health and safety management system specification was developed for large and small quarries.

To date, Anglo Research has carried out several projects, based on the techniques developed in the AMIRA P9 (AMIRA International Limited), to develop comminution and flotation models for several Anglo Base Metals and, to a lesser degree, Anglo Platinum flotation plants. Plant optimization is thus achieved through steady-state sampling, model-fitting and simulation using the JK SimMet and JK SimFloat software packages. The surveys can vary depending on the needs of the plant/client. The survey can therefore include as little as a single piece of equipment, an entire milling/flotation circuit, or a complete circuit from primary comminution to final flotation concentrate (i.e. the ?integrated survey?). The presence of the AR team on-site usually precipitates in face-value observations that can lead to initial improvements. This stems from the knowledge-sharing on best practice that exists in parallel with the surveys. Numerous (reasonable) changes can then be simulated, thus indicating the optimization step most likely to result in the best efficiency improvements. The simulations can include changes in the flowsheet, ore characteristics, mill loads, grinding media size, change in grind, flotation residence time, air hold-up and several more. Plant surveys can result in process changes that provide the plant with either: higher plant tonnage, improved plant grind, additional flotation recovery and/or improved product grade. The additional benefit of performing an integrated plant survey is that the effects of an optimization change in the comminution circuit can be simulated using the flotation model. This paper describes a number of case studies where individual and integrated plant surveys were conducted by AR for Anglo Base Metals.

"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

The refractoriness of the gold in many of the pyritic ores from the eastern Transvaal is due mainly to the association between the gold and the sulphides, but it can be due to the presence of graphltlc carbonaceous material, which complicates the recovery of the gold by virtue of its adsorption activity. In an examination of the roasting characteristics of three flotation concentrates from the Barberton area, It was found that the gold in the concentrates occurred mostly in two forms: in very fine gold particles distributed within the arsenopyrite, and in a slightly coarser form loosely associated with the pyrite. Direct cyanidation of the concentrates gave gold extractions of from 16 to 30 per cent. After the concentrates had been roasted at temperatures of 650 to 700°C for 20 minutes with rabbling, the extractions varied from 86 to over 90 per cent. Examination of the residues after cyanidation indicated that gold was present in the porous calcines or in the calcined sulphide product. This observation, together with porosity measurements, suggests that physical encapsulation of the gold particles is the main reason for the refractory behaviour of the gold in the calcines.

Sy Edele Dr de Wet het geen bekendstelling nodig nie-alhoewel hy ons minister vir slegs die afgelope twee jaar is, het hy reeds talle funksies van ons Mynbedryf bygewoon en het baie vriende gemaak onder ons. Hy het homself baie bemind onder ons gemaak toe hy Wes-Driefontein onlangs besoek het om hulle ondersteuning en aanmoediging aan te bied in hulle uur van nood. The Honourable Dr de Wet was born in the Free State. He is a grandson of that very famous general Christiaan de Wet, who caused so much pain to the British forces and for so many months so successfully eluded them in the Transvaal and Orange Free State. He was educated at both the Pretoria and Witwatersrand Universities. He first practised medicine at Boksburg and then moved to Vanderbijlpark, so you see he has an early association with gold mining on the Witwatersrand, and in moving to the Vereeniging-Vanderbijlpark district he became closely involved in our coal mining and metallurgical industries. South Africa's first steel was poured from a l0-ton open hearth furnace belonging to the Union Steel Corporation in Vereeniging in 1913. Dr de Wet has been mayor of Vanderbijlpark and for several years has been their member of parliament. More recently, the Honourable Dr de Wet has filled with great honour that most important office of Ambassador for the Republic of South Africa in London. At present he wears two hats, in that he is Minister of Planning and of Health, but more important is his cloak, that of Minister of Mines, which I trust offers him the greatest comfort. To fulfill these three arduous tasks must demand of him a terrific devotion to duty, and in doing this he carries on that loyal tradition of service to his fatherland so evident in his grandfather. The achievements of the mining and metallurgical industry in its diversified activities arouse feelings equivalent to paternal pride, but let me speedily add that in considering any family relationship that may exist, the Minister of Mines should not be regarded in the role either of a fairy godmother or an indulgent father.

For tunnelling in poor and heterogeneous ground a reliable on-site short-term prediction is required to allow a safe and economical construction. With the use of absolute displacement monitoring data and advanced software for evaluation of the data in combination with a routine update of the geological model a considerable increase in the reliability of the short-term prediction could be achieved. The paper deals with theoretical considerations, numerical studies and case histories from alpine tunnels in heterogeneous rock. Tunnelbau in schlechtem und heterogenem Gebirge erfordert auf der Baustelle eine verlaessliche Kurzzeitprognose, um ein sicheres und wirtschaftliches Bauwerk gewaehrleisten zu können. Die Verwendung von absoluten Verschiebungsmessdaten und deren Auswertung mit Hilfe von hoch entwickelten Softwareprogrammen in Kombination mit einer laufenden Aktualisierung des Gebirgsmodells ermöglicht eine erhebliche Erhöhung der Verlässlichkeit von Kurzzeitprognosen. Dieser Beitrag beschäftigt sich mit theoretischen Ansätzen, numerischen Modellen und Fallstudien von Tunnelvortrieben in heterogenem Gebirge. La construction de tunnels dans la montagne hétérogène de faible résistance exige un pronostic fiable à court terme sur le chantier, afin de pouvoir garantir un ouvrage sûr et économique. L'utilisation des données de mesure de décalage absolues et de leur évaluation à l'aide de logiciels sophistiqués en combinaison avec une mise à jour courante du modèle de la montagne permet une augmentation considérable de la fiabilité des pronostics à court terme. Cette contribution présente des approches théoriques, des modèles numériques et de cas pratiques de progressions de tunnels dans des montagnes hétérogènes.

A major mud push occurred on the 870 m production level, scraper drift block cave at Dutoitspan diamond mine in November 2011, during which it is estimated that more than 4 400 m3 of mud engulfed the west cave. The production level was successfully evacuated during the mud push with no loss of life or injury to personnel, thanks largely to mine employees being well trained in and adhering to on-mine mud rush evacuation procedures. All access to the west cave was lost as a result of the mud push. Clean-up operations are currently under way to regain access to the production level, to establish the extent of damage to scraper drifts and equipment, and to evaluate what remedial works may be required to resume production. The magnitude of the Dutoitspan mud push necessitated a detailed investigation into the key contributing factors leading up to the incident, which are discussed in this paper. Mud rush mitigation measures in place on scraper drift block caving operations at Dutoitspan, Bultfontein, and Wesselton diamond mines in the Kimberley area are critically reviewed. Recommendations are furthermore made for enhanced mitigation based on mud rush risk profiles derived for different production areas in these old scraper drift block caves. SYNOPSIS The theory of elasticity has been shown to provide a means of determining the stresses and displacements induced by mining in deep level hard rock mines. This theory has been incorporated into an electrical resistance analogue on which the plane of a reef or ore-body can be modelled to enable the rapid determination of stresses and displacements at points in the plane of the reef. This electrical analogue has been used to determine energy release rates caused by scattered mining, which, to some extent, is a measure of the degree of hangingwall fracture. A correlation between predicted energy release rates and actual underground conditions in stopes in the O.F.S. goldfields has been encouraging enough to define parameters on which future stoping layouts can be based. The use of the elastic theory through the analogue has been extended to the assessment of the influence of stoping operations on off-reef excavations. Underground conditions at damaged and undamaged areas have been compared with predicted elastic stresses at the positions under review, resulting in the derivation of design parameters for use in siting off-reef excavations in the prevailing geological conditions in the O.F.S. and Klerksdorp goldfields. The analogue has also been used to assess the vulnerability of certain un mined dykes to bursting. Correlations between stresses induced on dykes by stoping and dyke behaviour underground has enabled critical stress levels to be determined for several persistent dykes occurring in the O.F.S. and Klerksdorp goldfields. A number of long and short term planning projects at mines operating in the Anglo American Corporation and General Mining and Finance Groups are described, where the data derived from the electrical resistance analogue is processed by computer programmes and assessed on the strength of the design factors derived from the correlation of field work and the elastic theory.

The monitoring of rock slopes is a common procedure in the management of hazards associated with slope instability. Slope stability radar has become widely accepted as the state-of-the-art method for management of hazards associated with unstable slopes in open pit mines. This is confirmed by the rapid adoption of the technology since inception in mid 2003, with over 70 GroundProbe slope stability radars now in use at open pit operations throughout the World. The use of a monitoring system such as slope radar to identify slope hazards is only part of the solution to minimise the consequences associated with slope instability. The presence of the hazard must also be effectively communicated to the mine personnel, so that the correct response to the hazard can be enacted, and the risk mitigated to an acceptable level. In some surface mines, due to the geotechnical characteristics of the rock mass, hazards can develop rapidly; with slopes progressing from stability to ultimate collapse in just hours. In these situations, it is vital that efficient systems are developed to evacuate the area of the pit affected. Such a system has been developed by GroundProbe in South Africa, with the vital driving force for the project being provided by the Anglo Platinum Mogalakwena mine operation based at Mokopane. The mine based development of the system was perceived as an essential aspect in the development of the successful system. From an early stage, the mine provided essential input on both hardware and software developments to allow the system to be rapidly integrated into the mining operation. This paper describes the pit evacuation alarm system that was developed and discussed the benefits obtained from a mine based development program.

"The design of rock slopes in the planning and operation of open pit mines and for road and rail cuttings requires the evaluation of their stability. This is commonly done using two well-established methods – limit equilibrium and numerical modelling. The research described in this paper compares the outputs of analyses using these two methods with regard to factor of safety and probability of failure, taking into account technical factors associated with each method and other factors such as material parameters and their variabilities. Results show that technical factors such as number of slices and slip circles, number and type of finite elements, and the stress reduction factor can all affect the results of stability analyses. Factors not taken into account in limit equilibrium analyses, such as dilation, in situ stress, and locked-in stresses can affect the outputs significantly. The research has focused particularly on the predicted location of the failure surface, the resulting volume of failure and, most significantly dependent on this volume, the predicted risk associated with slope failure. The results presented show that there is good agreement between the outputs of the two methods regarding factor of safety and probability of failure. However, the same is not the case with regard to volume of failure and hence risk, which can be very dependent on the methods of analysis and their input parameters. The research is not exhaustive, and there are many other factors that could affect the results of slope stability analyses that were not investigated. The traditional method of stability analysis used limit equilibrium (LE) methods, and this approach continues to be used. Numerical modelling (NM) packages are now also commonly used in slope stability analyses. The outputs from these analyses provide the factor of safety (FOS) and probability of failure (POF) of the slope. Since the capabilities of the two approaches are different, there can be some variations in FOS and POF outputs and in the predicted location of the failure surface. These variations can affect the predicted volume of failure, and this could in turn have a significant effect on the risk associated with the potential failure (Read and Stacey, 2009). Researchers such as Chiwaye and Stacey (2010) have found that LE analyses underestimate the predicted failure volume, unlike NM methods."

The chairman for the first session was Mr W. W. Malan, Consulting Engineer, Goldfields of South Africa.

An evaluation was made of the wear and performance characteristics of liter bars, and the cost-life effectiveness of backing materials for rotary-mil liners. In a large run-of-mine mil in which the liter bars were mounted on grid liners of austenitic manganese steel (AMS), the liners had an average life that was five to six times that of equivalent unprotected liners. For a single mil, this is equivalent to annual savings in the cost of materials of up to R320 000, and to a downtime of 100 hours. Of the five materials tested in a large pebble mil grinding quartzitic ore, AMS grids and 'white iron' blocks performed best on a cost-life basis, with possibly improved performance from a real white cast iron. (The 'white iron' was shown by microstructural analysis to contain flake raphite and pearlite, being in reality a grey cast iron.) The high-chromium white iron had by far the longest predicted life, with mild steel a surprising second. Rubber was shown to last well in this type of mil. The wear rates of liners change during their lifetimes. The protective effect of liter bars was clearly illustrated by the reduction of over 40 per cent in the wear rates of the liners when the lifter bars were renewed to a height of 80 mm from a fully worn height of 35 mm.

Mechanical and fatigue tests were used to determine whether the coating was suitable for turbine-disc applications. Actual observations of rockburst damage, together with some theoretical considerations, strongly suggest that conventional approaches to the design of tunnel support are inappropriate where there is a significant seismic risk. The present widely used support systems, which are based on stiff, fully grouted re-bars, are inadequate where rock displacement velocities exceed 1 m/s. It is shown by means of a simple conceptual model that yielding of the support elements is essential to ensure their survival when they are subject to the high strain rates typical of severe rockbursts. The model proposes that the total load in the element is an impulsive tensile force imposed and sustained by a single 'tributary' block ejected from the tunnel wall. The stability of the system is determined from a comparison of the kinetic energy developed by the block with the energy of deformation absorbed by a grouted steel tendon. A novel test procedure was developed for the validation of this approach, and for an examination of the energy-absorbing capacity of stiff and yielding tendons. The results of an initial series of tests showed that the recently developed cone-bolt is an effective yielding device. It absorbs twenty times more impulsive-load energy than is consumed by the complete fracture of grouted re-bar of equivalent strength, and it remains totally unscathed. Importantly, the results demonstrate that the ejection model is not merely an explanatory concept, but can be used as a representative and valid design method.
