This report presents the results of a washability study of 322 coal mine samples showing the sulfur forms and distribution in the coals. The samples were collected from mines which were principally utility coal producers. Generally, the data show the total sulfur content of the coals evaluated could be significantly reduced by some combination of stage crushing and specific gravity separation. However, few coals could be upgraded to a final product containing 1 percent or less total sulfur. The complete washability data are presented for each sample processed. A statistical evaluation is included for the coalbeds from which more than 10 samples were collected and for the geographical coal producing regions. A graphical summation is presented for the coal producing regions and selected coalbeds.

The REL of 1 mg/m3 for respirable coal mine dust does not assure a zero risk for the development of occupational respiratory diseases among all miners exposed during a full working lifetime. Consequently, a medical screening and surveillance program that includes initial and periodic chest X-rays and spirometric examinations is important for the early detection of disease and the prevention of "material impairment of health or functional capacity" [30 USC 8 11(a)(6)(A)]. The medical screening and surveillance program is also useful for disease surveillance, which includes the tracking trends, the setting of prevention and intervention priorities, and the assessment of prevention and intervention efforts. NIOSH encourages both underground and surface coal miners to participate in the medical screening and surveillance program.

Recently, a collection of programs that will simulate a ventila¬tion system with extensive analyses and report-generating capabilities and error diagnostics has been developed (Didyk, 1974). It has pro¬visions to handle air injections, methane or gas emissions, and leakage. Additionally, it will solve problems where fixed and/or maximum air quantities are specified for some airways. Finally, the simulator has been structured to be extremely modular so that additions and revisions to the model can be easily made. The general aspects of the information flow and logical structure of the mine ventilation simulator are shown in Figure 14. The output from the methane emission model is input into the ventilation simulator for calculation of the concentrations in all branches of the network. The methane model and the ventilation simulator provide powerful tools for the analysis and planning of mine ventilation systems. INPUT DATA REQUIREMENTS In all of the mathematical models, several coefficients that de¬fine the characteristics of the ventilation system are used. For the ventilation simulator, these include the frictional characteristics of the ventilation regulatory devices. Considerable work has been done on the experimental determination of these coefficients for smooth pipes and well-defined mediums, but only limited data are available for actual mining conditions. This report deals with the efforts to develop a portable device suitable for underground use for the purpose of measuring the frequency of vibration of the horizontal chords of Birmingham roof trusses. Four devices are investigated and evaluated. An approximate emperical expression developed from a mathematical analysis provides a means of converting the frequency into tension. The method appears to be effective in mines with shale roof but requires some modification for other roofs.

A multistage probability model for assessing the reliability of mineral samples following any number of stages of sample reduction is presented. Sample reduction is the process of alternately crushing or grinding and sampling mineral particles prior to assaying. The final multistage model developed accurately describes the ideal sample reduction practice. This model is based on previously developed and experimentally tested models for a single stage of sampling. The problem is approached through the probability distributions for the various stages of sampling. The probability distribution, moments, and moment relationships for a single stage of sampling are first reviewed, and the useful concept of unit moments is defined. In presenting the models for two stages of sampling, emphasis is placed on the physical description of the sample reduction process which leads quite naturally to its mathematical representation. In this representation, crushing or particle-size reduction between the stages of sampling is viewed as a random process with respect to the number and proportion of particles of the various kinds produced. The physical and mathematical description is extended to more than two stages of sample reduction, and the first three moments for any number of stages are developed. In common sample reduction practice the effects of a finite population (finite amount of material) at each stage of sampling appear to be important in describing the variance contribution of each stage. This is also true for the third moment about the mean. An example is cited in which the skewness increases by more than an order of magnitude when several stages of sampling are considered. This is largely due to the dependence of the multistage third moment about the mean on the variance. In general the model and results should be useful in helping to understand, control, and reduce the random errors that arise in the sample reduction process.

Estimates are given for the distance from a seismometer at which a miner can probably be detected. The procedure in making these estimates was to first establish the natural noise levels at the output of a surface seismometer for the 25 to 100 Hz frequency passband. The noise levels give the range of values which may be expected in areas with no man-made noise. For each noise level, we give the detection threshold which, when exceeded, indicates that a signal has been received. Based on the signals recorded by Westinghouse, curves are given which show the peak signal amplitude as a function of source- to-receiver distance (slant range). Curves are given for the Westinghouse seismic thumper, a 50-pound timber, and a sledge. For a given type of source, the receive signal strength depends more strongly on slant range than on any other factor. However, there is approximately a five-to-one scatter in the amplitudes. Thus, further study of factors affecting the signal amplitude might allow better estimates to be made for any particular geological setting. Combining the signal amplitude with the detection thresholds for the different noise conditions gives the distances at which a miner should be detected. These are given in Table l* below. [ ] The text also gives the increase in detection ranges which should occur if steps are taken to increase S/N by 10 dB. We feel that 10 dB is a conservative estimate of the improvement possible. Aluminum alloys are used in two broad classifications: wrought and cast. Wrought alloy products, which are formed into final shape by rolling, forging, extruding. etc., contain low percentages of alloying elements; whereas cast aluminum products, which generally are not worked before use, may contain higher percentages and a somewhat different selection of alloying elements. For example, wrought aluminum alloys usually contain less than one percent silicon and cast alloys contain as much as 18 per-cent silicon. While there are good techniques available for separating aluminum alloys from mixed scrap, there are no efficient ways to separate wrought aluminum from cast aluminum. The high levels of silicon, iron) copper, and zinc from the cast alloys make wrought-cast mixtures unacceptable for wrought alloy production. Consequently, separated wrought aluminum scrap commands a premium price on the market. Since increasing amounts of mixed aluminum alloys are being recovered from automobile scrap, this separation is important for efficient recycling of these alloys. Approach The difference in thermo-mechanical properties between the two classes of aluminum alloys is used as the basis for the separation process. Casting alloys lose their ductility within a certain temperature range while wrought alloys remain ductile. As temperature increases, aluminum alloys gradually become weaker, and at a certain temperature, each alloy loses strength and ductility due to incipient melting in localized areas. For casting alloys that temperature generally lies between 520° to 560° C, but it is above 600° C for most wrought alloys. Mild crushing, therefore, in the proper temperature range will result in complete fragmentation of the casting alloys but only plastic deformation of the wrought alloys. A simple screening step then is used to separate the oversize wrought pieces from the fragmented cast alloys.

"""Hazard"" is the general expression used by safety engineers to denote risk, or the danger to property or human beings from the contingencies peculiar to different industries. Where a business, family, or individual is subjected to possible financial loss from any particular hazard, it is customary and is considered good practice to insure for reimbursement of possible loss. Accordingly, we take out insurance for earthquakes, for fire, for accidents, etc., and are charged a different premium for each. The premium rate is based on our relative exposure to the hazard in comparison to the total loss to our particular class of business in our geographical location over a given period.Insurance, then, must be considered as the experience of a group rather than of an individual, and any individual may be fortunate or unfortunate over stated periods. Through the law of averages, the probability of loss because of exposure to hazard is becoming more accurately measured as experience is accumulated and data are analyzed.Lion human life came to have a financial value in the eyes of the law, and employers were held liable for losses through accidents to employees while on duty, insurance companies began to underwrite the accident risks of the different employers and divided them into classes based on the amount of risk involved. Premiums for compensation insurance are based on relative exposure, which is measured by pay roll. The premium is rated in proportion to the severity of losses established by statistical studies.' It soon became evident that the accident experience of employers in the some industry varied widely; that is, there were good and bad risked in the same line of business. This resulted in ""experience rating"" of premiums, meaning thereby that an employer with experience in accident cost was premium rated in proportion to his losses over a stated period (usually three or more years)."

This report presents the Phase I progress in the development of a Radar Coal Thickness Sensor (RCTS) being conducted by Boeing Aerospace and Electronics for the Bureau of Mines. A method is developed for measuring both the dielectric constant and depth of the coal shale interface using a modified UHF network analyzer and antennas in proximity to the surface of the coal. Both bistatic and monostatic systems, are compared. The algorithm technique uses synthetic range gating for clutter rejection and full polarimetric scattering matrix techniques to extract the dielectric constant and depth to sub-wavelength accuracies. Tests were run both in the lab and in a coal mine to build an error budget and demonstrate a validation of the model. The development of a prototype radar suitable for coal mine robotics is specified.

The object of this program was to design and build a self-contained system for remote monitoring of the atmosphere in mines. The system developed uses the mine pager phone line as the primary communication channel and also has the capability of using 208 Hz in the ELF band for wireless transmission through the earth. The depth for through-the-earth trans- mission is expected to be about 80 to 90 meters in high conductivity soil and is limited by the noise level in the ELF band-pass filters. The underground components of the TEM System are energized by mine power through a battery charger - storage battery power supply. In the event of mine power failure the battery capacity is more than sufficient for one week's operation with interrogations every four hours.

Surface mining operations use large off-road haul trucks extensively to move material at mining properties. Past research, using the United States Environmental Protection Agency’s (EPA) emissions factors for unpaved haul roads, has shown that haul trucks generate the majority of dust emissions from surface mining sites, accounting for approximately 78%-97% of total dust emissions. Observations of dust emissions from haul trucks show that if the dust emissions are uncontrolled, they can be a safety hazard by impairing the operator’s visibility. This increases the probability for haul truck accidents (See photos above). However, the greatest long-term health hazard of dust generated from hauling operations is due to inhalation of the respirable dust [median diameter <4 micrometers (µm)] and tho­racic dust, which is equivalent to the EPA’s definition of PM10 [particulate matter with a median diameter <10 µm]. Exposure to respirable dust has long been considered a health hazard at surface mining operations, especially if silica dust is present. There are two legislative acts that regulate the air quality for mining operations: the Federal Coal Mine Health and Safety Act of 1969 and the Clean Air Act of 1970. The Federal Coal Mine Health and Safety Act of 1969 established the limits for dust in the work place for health and safety pur­poses. The Clean Air Act of 1970 regulates air emissions from facilities from an envi­ronmental perspective.

The National Institute for Occupational Safety and Health (NIOSH) is conducting research with the objective of preventing hearing loss in the mining industry. Longwall mining is one sector that has received considerable attention. Studies involving the monitoring of worker noise exposures, characterizing equipment sound levels and dominant noise sources, evaluating engineering noise controls, analyzing hearing protection device (HPD) effectiveness, and testing of improved sound level monitoring techniques specifically for longwall mining systems, are being conducted. The research efforts revealed that stageloader operators are the most exposed longwall workers, with the discharge end being the noisiest location along the stageloader. In addition, the studies have shown that using stationary dosimeters, coupled with observational data of the cutting cycle and worker habits, has the potential for improved monitoring of the effectiveness of engineering noise controls. To address the ineffective use of soft foam earplugs, a simplified 3-step method was developed for inserting soft foam earplugs. Results indicate a 9 dB greater attenuation after training subjects on the 3-step method. Finally, muff type HPDs are being evaluated for effects of speech intelligibility in noise. The combined results of these studies illustrates that much can and has been done to prevent noise-induced hearing loss (NIHL) in the mining industry, especially with respect to longwall mining workers. This paper presents an overview of ongoing studies, a progress report of results, and the implications for reducing worker noise exposures and preventing NIHL in longwall mining workers.

Introduction This Instructor’s Copy contains most of the materials trainers will need in order to use Drill Rig Incident (DRI). It includes suggestions for using the exercise, performance objectives for the training, master answer sheets, a scoring key, and a set of discussion notes that provides additional subject information. Four appendices are also included. Appendix A is the complete exercise problem booklet. It may be reproduced so that every person in the training class has one. Appendix B contains answer sheet blanks. The blanks are furnished if you choose to have the invisible ink answers that appear in appendix C printed on them at your location.3 Answer sheets are consumable. One is needed for each group of three to five persons who work the exercise together. An alternative is for each individual trainee to have his/her own answer sheet. Provide a coalbed methane data source for industry use in mine planning. Approach Coalbed methane data have keen collected and formatted into a computer implemented data base with software developed for storage, retrieval, and generating files of selected data in response to information requests and for statistical analysis of relationships among various coal parameters. How It Works Coalbed methane data is obtained by the Bureau&apos;s direct method test on exploration coal cores. The test involves sealing fresh coal cores in desorption canisters and periodically bleeding the gas into a water-filled, graduated cylinder to measure the volume of gas released. Coalbed methane data collected over the past 9 years have been entered into a computer-implemented data base for efficient retrieval and statistical analysis. Data base processing is accomplished with a commercially available storage, sorting, retrieval, and report writing software package (Datatrieve 11). Information requests from the coal industry are processed with the system, and the data in the desired output format am printed and forwarded to the requestor. Information such as coalbed name, location (state and county), depth of sample, gas content, and coal rank are available from the system. The data can be used for

The U.S. Bureau of Mimes is investigating Fourier transform infrared (FTIR) spectroscopy for on- filter quartz analysis of respirable dust. A custom accessory is described for full-face examination of filters utilizing a large-diameter infrared (IR) beam. The accessory positions samples to match diameters with that of the diverging analytical beam. Sample absorbance is then measured. With nonuniform deposition of dust on collection filters being a major issue for such analyses, this approach is the most direct way to accomplish sample area averaging. The approach is unconventional since it utilizes large-beam geometries instead of the usually desired minimized beam dimensions. The issues and problems involved in the analysis of quartz on a filter matrix are discussed. Absorption bands chosen, light-scattering effects, curved baselines, random noise, interference fringes, and possible solutions to technical difficulties are the topics covered. The more significant findings include a 20-pg detection limit for quartz when the custom accessory is used and minimal occurrence of light-scattering effects at low wavenumbers. The custom accessory performance was satisfactory and merits further work. With continued research, an on-filter method for quartz analysis of respirable dusts seems achievable.

The systems contributing to the cost analysis, and the flow of data input and output related to these systems, are brought into focus in Figure 6. The various sub-systems of the Master Design Simulator provide the raw operating data basic to the cost model which, operating independently, accumulates the raw input, assigns costs to this data by standard or modified costing procedures, manipulates the costs into standard formats and outputs the data for managerial evaluation. Cost Modeling Direct costing methods are not complex in the sense that elemen¬tary arithmetic is employed using the same basic relations for each cost category. The basic cost model relations described above are illustrated in Figure 7. The greatest difficulty encountered in the transition from a dy¬namic systems simulation model to a costing model is the time frame of the input and output data. Dynamic simulation models utilize a small time increment, on the order of seconds or fractions of seconds, to analyze system operations and interactions. On the other hand, for cost computation and reporting, the smallest relevant time unit is the shift, with reporting periods expanding to days, weeks, months, and years. Complications arise in the accumulation of data for the various report periods due to the use of the Gregorian calendar by modern so¬ciety. The potential for simulation for the life of the mine, possibly in excess of 50 years, increases the complexity of the costing process

A semicommercia1, high-temperature electrostatic precipitator and adjunct equipment are described, and operating characteristics at 1,470° F and 80 psig are presented for both positive and negative polarity. Removal efficiency for negative corona waS about 91 to 96 percent while that for positive corona was only about 75 to 77 percent. Results are compared with those from bench-scale investigations, and equipment limitations are discussed. Theoretical aspects of the precipitation process are related to the operating characteristics.

This paper introduces a method for teaching workers to communicate necessary information when giving or receiving emergency warning messages. Research has shown that when an emergency occurs, people may not get the information they need to take appropriate action. Interviews conducted with 48 underground coal miners who had escaped mine fires revealed that the warning information provided was inadequate. In some cases, sufficient information was not provided to the endangered miners. At other times, miners failed to ask for information they needed to plan and execute effective escapes. Researchers from the NIOSH Pittsburgh Research Laboratory have been studying the content of emergency warning messages and have developed an emergency communication protocol. A training intervention that presents the protocol and related mental cues is being evaluated for effectiveness in improving the content of emergency messages. In this paper the protocol is presented and the training package described. The evaluation procedures and a summary of the analyses conducted to-date are also provided. The training package was developed for use with underground coal miners, but could easily be modified for emergency communications training in other settings.

Sulfur content data from Bureau of Mines routine analyses of 1,060 United States crude oils were used with crude oil production data for the years 1956-66 to prepare tables and charts that illustrate the volume and percentage distribution according to sulfur content of crude oil produced in 10 geographical areas of the United States. Similar relationships for foreign crude oils based on analyses of 201 crude oils and production during 1966 are illustrated for Africa, Canada, Middle East, and South America. Tables are included giving field name, sulfur content, geologic name and age of producing formation, depth of producing formation, and production during 1966 for 882 United States crude oils and 201 .foreign crude oils. Between 1955 and 1966 the average sulfur content of crude oils produced in the United States decreased from 0.73 to 0.67 percent.

According to Dr. Geller, author of Building Successful Safety Teams: Together Everyone Achieves More (1998), a team of people working together for industrial safety consists of as few as two people or as many as fifteen who have complementary skills, assignments, or abilities for completing a particular task. Effective teams have members who share a common mission and relevant goals, and they share specific methods to reach their goals and accomplish their mission. They also have an evaluation system in place for holding themselves mutually accountable for goal-directed responsibilities.
