This paper describes technology and training that has been identified for underground emergency responders. Historically, underground mine rescue teams have only received training in the course of actual emergencies, or in simulated mine environments, usually on the surface, with placards to identify objects and hazards. Also, while U.S. Federal Regulations require all underground miners to walk escapeways and conduct fie drills every 90 days in a smoke-free environment, this does not fully prepare them for the conditions that will be encountered in real escape situations. Therefore, it is extremely important that miners are provided with adequate technology and that training simulations are conducted in a realistic manner. A series of mine rescue training and mine emergency response development (MERD) exercises, and in-mine smoke training was developed, conducted, and evaluated by state and company teams, and by National Institute For Occupational Safety and Health (NIOSH) personnel. The training exercises were held at NIOSH's Lake Lynn Laboratory (LLL) and operating mines during the past several years. This training resulted in improved technology and training for mine rescue teams, fire brigades, first responders, and miners in general. For example, existing technologies were identified to help responders during exploration and recovery operations. These included various chemical light shapes, strobe lights, light vests, and laser pointers to identify team members. Most of these devices may be used to mark underground areas and certain mine materials. Strobe lights were used for mapping out escapeways and lasers were used to negotiate travel through smoke. Thermal imaging systems allow rescue personnel to see in darkness and through dense smoke, and allows the user to easily locate missing or trapped personnel and heated areas. A hands-free communication system showed potential for enhanced communications between team members, the fresh air base, and command center. A new team lighted-lifeline allows for flexibility in movements of team members during routine tasks and allows them to easily find their fixed position on the lifeline. Of all the technology evaluated by underground personnel, laser lights and lifelines were most beneficial in leading personnel to safety and out of the mine in smoke-filled passageways. A positive-pressure inflatable escape device (IED)/airlock, was used to isolate the "hazardous" environment from fresh air and allow rescue team members to traverse through. An inflatable feed- tube partition that can rapidly block large openings such as underground passageways or tunnels and simultaneously provide a feed-tube for high-expansion foam generators was also deployed during the simulations. These technological advancements have improved the state of readiness for rescue personnel and have increased the chances of survival for all personnel escaping from underground emergencies.

The Bureau of Mines, in its investigations of respiratory apparatus for use in mines and allied industries; tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum requirements for safety in use. Approval certificates are issued for apperatus that meets the bureau's specifications, and the manufacturer is permitted to mark his equiment with a seal showing that it has been approved as "Permissible." A complete list of per- missible self-contained oxygen breathing apparatus, gas masks, and hose masks tested prior to January 1, 1930, was published in Bureau of Mines Information Circular 62309. The present list includes all equipment tested and approved prior to July 1, 1930.

Fused - salt electrorefining has been successfully applied to the purification of vanadium metal . The electrolyte used in this refining technique was sodium chloride to which had been added 3 to 6 percent vanadium as vanadium dichloride . The average deposition current efficiency was 91 percent . Oxygen and nitrogen , the impurities in commercially produced vanadium metal , were reduced by two - thirds of the amount contained in the feed material . Hardness of the vanadium- metal product was reduced from an initial 97 Rockwell B ( RB ) to a minimum of 35 Rg . The reduction of these impurities markedly improved the plasticity of the final product obtained by melting the crystalline cell metal into small ingots . These ingots could be given a 99 - percent cold reduction by rolling before edge cracking appeared . Growing interest in high - purity vanadium and the industrial need for purer metals and improved alloys for use under high temperatures and high speeds have demanded the elimination and/or control of impurities . Accordingly, research to eliminate or control the undesirable impurities has been expanded .

"It is well known by all who are familiar with the oil industry in America that the oil pipe line is as fundamentally a part of this industry as the railroad is of most other American industries. The oil pipe line was first introduced about 56 years ago, and since that time has so demonstrated its superiority as a means of carrying crude oil froze the well to the refinery, that this method of transportation has largely superseded all others. This has made possible the building of refineries in or near the large consuming centers, rather than at the wells, which are usually remote from the centers of population.The pipes for conveying the oil are laid on the surface of the ground, or at a depth varying from 18 inches to 3 feet beneath the surface, and the main lines are generally eight inches in diameter. The oil is forced through the pipes by means of pumps operated either by steam or by internal combustion engines. The pump stations are located from 1 1/2 to 90 miles apart, varying with the condition of the country through which the pipe lines extend, and the viscosity of the oil to be handled.Some of the larger pipe-line systems and hundreds of miles in length. It is estimated by the U. S. Geological Survey that the total mileage of oil trunk lines in the United States today is approximately 34,000, and that the gathering systems, which are a fundamental part of the trunk systems, aggregate about 11,500 miles in length, making a total of 45,500 miles.Using those figures as a basis, some general conclusions as to the investment represented will be made. At the time most of the lines were constructed, the average cost per mile based on eight-inch pipe was about $6,500. The cost of the average pump station at that time varied from $130,000 to $250,000. The cost at the present time, on account of the increase in price of labor and materials, would be much in excess of these figures. The fixed investment in pipe lines is, therefore, very extensive. It corresponds closely with the actual cost of the property, and is estimated to be approximately $500,000,000."

A central requirement for using simulation models is the need for retrospect testing to validate experimental conclusions. Acceptance of a model by managers and safety practitioners is more likely to depend on its tested performance in-the field rather than on the underlying logic or the validity aspects of the model itself. It is here that simulation bridges the gap between theory and useful design procedures. The original version of the rail haulage sub-assembly was success¬fully tested in the field (Sanford, 1969). However, the case studies that were described here involved single-stage haulage and restricted jobtypes from UGMHS. Since this report together with Volume VI (Production Subsystem) describes extensive changes and modifications to the rail haulage sub-assembly and UGMHS, field tests were necessary to verify both the rail model and the linking concepts to the Produc¬tion Sub-system. Mine Description The candidate mine selected for model verification works the 6 1/2 foot Pittsburgh seam. Shaft openings are used for manways and ventilation and a dual compartment slope for materials handling. In the bottom half of the slope, a hoist with track handles supplies and equipment. In the upper half, a 42 inch belt conveyor travelling at 450 fpm moves coal from a rotary dump to the surface. The immediate roof is shale with the first 12 inches taken during development mining. About 4500 raw tons are produced daily from seven face units and one spare working three shifts. At seven of the sections,

The mining law of the Belgian Congo does not cover the Province of Katanga nor the District of Kivu (in Eastern Province). Regulations of the Comité Spécial du K tanga are in force in Katanga and those of the Comité National du Kivu in Kivu. The three laws differ only in detail, and grants made by the Comité Spécial du Katanga or by the Comité National du Kivu must be approved by the Ministry of Colonies. The following résumé is designed to coordinate the three sets of regulations.

Problems of design involving the high-temperature characteristics of materials of construction have focused attention on tungsten, the metal with the highest melting point. To study the properties of this metal a method was needed to produce tungsten of high purity easily and consistently. The Bureau of Mines has made tungsten metal in massive form on a laboratory scale by hydrogen reduction of tungsten hexafluoride (WF6). Metal made in this manner had a purity of 99.99 percent or better, with reference to all detectable impurities, including gases. The process tolerated a wide variation in operating conditions, and the results with respect to total impurities as low as 0.01 percent were reproducible.

The Bureau of Mines explored the use of air or natural gas for recovering additional oil from natural water-drive reservoirs with little or no original gas saturation. Engineering and production data for a field in the Mid-Continent area, results of limited laboratory experiments, and data shown in the literature were considered. Injecting air into a water-coned well could seriously damage the well. Injecting natural gas into the watered-out zone could improve the producing water-oil ratio. In the reservoir studied, oil recovery can be increased by injecting natural gas to decrease water-oil ratios. Laboratory tests on a core from the field show an increase in oil recovery of 7.6 percent of the original oil in place as a result of increasing the free gas saturation. This recovery could amount to as much as an additional 6 million barrels of oil from this field.

"Ferrograde manganese ore or its equivalent is essential to the manufacture of every ton of steel produced; although it is well known that there are large deposits of low-grade ore in the United States, the production of substantial amounts of ferrograde material from domestic sources presents a problem that becomes more and more critical as the stockpiled ore is depleted through inability to procure adequate supplies from foreign sources. Consequently, a program of laboratory and pilot-plant investigation designed to solve the problem of obtaining a domestic supply of manganese has been undertaken by the Metallurgical Division, Bureau of Mines.This paper is one of a new series that will include reports of results obtained in the various investigations conducted under the manganese program. The scope of the program and the organization that woo set up to direct and supervise the work were discussed in the foreword of the first paper of this series, Report of Investigations 3606, Manganese Investigations. 1. [The geophone has occupied a prominent position as a mine signalling device since its first introduction. The Bureau has carried out tests at different times with a view to improving the early geophones. The following paper describes briefly the adaption of the vacuum-tube audio frequency Amplifier to a new form of geophone. It is not intended to convey the idea that the results described are sufficient to warrant the drawing of definite conclusions as to the practicability of the electrical geophone, but the data and tests liven herein are made public because of their possible use to the industry and as a result of inquiries received as to the feasibility of such adaptions and modifications of the early geophones. Because of the limited time available to the authors, only one geophone with its auxiliary amplifier was constructed. As is well known, two geophones are necessary in order to determine the direction of a sound. Although the principles upon which the electrical geophone operates appear to be fundamentally correct, it is not possible to state whether two such devices 'rill function as efficiently, (as regards determining direction of sound) as the present geophone. In order to operate efficiently as a direction finder, the amplifiers of the electrical geophone must each amplify with exactly the same degree of magnitude. By proper design and adjustment this can probably be accomplished without greatly complicating the design. inasmuch as audio frequency amplification is used, no tuning; is necessary as is the case with tuned radio-frequency circuits. The same filament and plate batteries can be used to operate the amplifiers and by the use of dry cell tubes, requiring shall filament and plate currents, it if believed that a compact, portable and practical instrument can be evolved. Further investigations of the electrical geophone should be conducted to determine the points outlined in this preliminary report.]

This report discusses some practical applications of a geotechnical investigation conducted by the U.S. Bureau of Mines that can help mine operators meet revised Federal regulations in their roof control plans. The investigation, designed to characterize roof conditions near the coalbed outcrop in drift coal mines in eastern Kentucky, revealed that weathered stress-relief joints near outcrop are crucial ground control factors in the region. The joints' origin and character were determined through underground mapping of many joints in coal mine roof and detailed observations and measurement of joint trends and physical characteristics in widely separated strip mine highwalls and roadcuts. This resulted in an understanding of stress-relief-joint patterns and the effect of various rock types on the intensity of weathering in the joints. That information is used in this report to show how stress-relief joints contribute to roof failure and how, through improved roof support and mine planning, safer roof support plans can be developed.

The Bureau of Mines has conducted desorption work on fine coal particles at near atmospheric pressure. An apparatus Iris been developed that uses a capacitance manometer to measure desorption of methane from coal particles up to, 2 inches in diameter and pressures up to 1,000 psi. This will make it possible to duplicate the desorption process as it occurs in its natural underground environment.

Loss of life, loss of sight, crippling injuries, and property damage nearly always result from accidents involving explosives. The severity of such accidents has prompted lawmaking bodies to pass laws concerning the transportation, handling, and use of explosives; manufacturers of explosives publish manuals 'describing explosives and practical methods of handling then; and mining companies and others who use large quantities of explosives publish rules based on actual experience for the guidance of their employees. Careless storage of explosives by thoughtless or incompetent persons, particularly if they are left where children or saboteurs have access 'to them, has led to many serious accidents. Many contractors and mining operators who use explosives are extremely careless about storing them. It is the purpose of this paper to discuss the explosive-handling practices of a large western mining company, which are considered better than most.

The coal and metal mines of the United States furnish this country with a large part of the fuel and material necessary to support our industries and thus make possible the welfare and prosperity of our people and even the continuance of our present-day scale of civilization. Mining companies furnish material to industry with one general purpose in mind -- the making of a profit on their work. Efforts are being made successfully and continually to reduce operating costs, to increase production per man, and to perform work as far as possible mechanically and with more efficiency. These efforts are made primarily to reduce costs, to increase production, or to do both - in other words to make more profits or more certain profits. In the endeavor to reduce expense companies are considering more and more the factors which enter into costs of production, among them the factor of accidents and their cost. This paper endeavors to estimate the approximate cost of accidents to the mining industry in order to present the saving possible through accident reduction or elimination.

"The relationship between exposure to coal mine dust and the development of various respiratory diseases is well recognized. The cause of these diseases however. Is still uncertain. To study this cause-effect relationship, It Is necessary to characterize the coal mine dust In terms of the quantity of dust present and mineral content of the dust. Dust samples were collected using a Portable Continuous Aerosol Monitor (PCAM) and 4-stage cassette Impactors at various locations in an upper Freeport seam coal mine In West Virginia. The samples were analyzed using an X-ray microdiffraction film technique and energy dispersive scanning electron microscopy. This paper presents the results of the first phase of this characterization work which Includes determining the size distribution of the dust and the mineral content of the size intervals.IntroductionDiseases associated with dusts in coal mine environments continue to afflict miners in today's modem mines. These diseases still persist because, as Olishifski points out an employee rarely experiences exposures to a single environmental stress but rather to an Intricate Interplay of multiple stresses.(1) In the case of coal mining the multiple stresses are varying sizes of dust particles originating from coal imbedded minerals. Immediate roof strata bottom strata. Incombustible rock and the coal itself. The site of this Intricate Interplay Is the miner's lungs and the resulting diseases are a function of the composite dust exposures.The proper study of coal mine dust toxicity requires that the dusts used replicate existing coal and mineral dust compositions in their relevant size fractions. The purpose of this project is to develop the size and mineral content data necessary to support this ongoing toxicological effort.Existing coal mining standards and regulations also address total and respirable dust exposures. These dust terms refer to both the quality and quantity of the dust segment in the mine atmosphere. Dust quality addresses its coal and mineral content. whereas dust quantity Is described by mass per unit volume (mg/m3) The comprehensive characterization of coal mine dust exposures will enable revision of these standards and regulations to address the specific minerals and size fractions found to be toxic to human lung tissue."

Through laboratory and underground studies, the Bureau of Mines has evaluated the use of passive barriers (dust shields) to help confine dust generated by longwall shearers to the face area. Laboratory studies focused first on selection of the optimum barrier design, which proved to be a simple, gobside barrier (made of conveyor belting), coupled with a headgate splitter arm, which was found necessary to prevent the dust cloud from entering the walkway at the headgate end of the shearer when cutting tail to head. Further laboratory testing was done to determine whether using passive barriers in combination with different water-spray dust-reduction methods, including the shearer-clearer system developed by the Bureau, would improve dust reduction over that from using the water sprays alone. It was found that the combination of gobs ide passive barriers plus the full shearer-clearer system was most effective, and surmised that this would be especially useful in thicker seams. However, underground testing revealed that the shearer-clearer system alone was 35 pct more effective in reducing dust contamination than when used with the gobside passive barriers, and far more effective than using passive barriers with a conventional water spray system. For such an effective system as the shearer-clearer; the reduction in avail-able space over the top of the machine actually impeded system performance; this was shom1 in both eastern and western mines. But when used with comparatively inefficient water spray systems, the passive barriers, used in combination with a headgate splitter arm, provide consider-able help in reducing dust levels in the walkway.

A-weighted sound levels around vibrating screens in coal preparation plants often exceed 90 dB(A). The National Institute for Occupational Safety and Health (NIOSH) is actively developing noise controls to reduce noise generated by horizontal vibrating screens. A 121-microphone, 3.5-meter-diameter array was used to perform beamforming to determine locations of significant noise radiation on the screen. Below about 1 kHz, the screen body was found to be the most significant noise source. The beamforming contour maps showed several key locations on the sides of the screen and the feedbox are the most significant contributors. Operating deflection shape (ODS) analysis was used to examine the screen behavior under actual operating conditions. This information is helpful in determining how to modify the screen body to reduce the noise radiated by the screen below 1 kHz. The analysis showed modal vibration patterns on the sides and feed box were the main contributors to noise. The results show several areas on the screen sides and feedbox that can be modified to reduce noise.

APPENDIX D DEVELOPMENT AND EXPERIMENTAL VERIFICATION OF ACOUSTIC SEAL CHECKER THEORY 1. Introduction In Section 7 of the report the acoustic seal checker concept was described in a general manner and the parameters which affect the signal level at the microphone were discussed briefly. In this appendix the theoretical basis will be presented and the experimental program described which permitted the extension of the theory into practice. The basic goal of the acoustic seal checker is to relate the reduction in sound pressure level to the size of the residual hole in the fly ash barrier. The smallest hole size that may be measured is determined by the signal to noise ratio, where the noise in this case includes the ambient noise in the mine, the internal microphone noise and the sound transmitted from the acoustic source via the flanking paths through corridors adjacent to the one being sealed. The latter source of noise can be discriminated against, at the expense of increased complexity of the acoustic system, by employing a pulsed source and pulse gating of the microphone signal set to accept sound via the barrier path and to reject the delayed flanking path signals. In order that the acoustic system be insensitive to precise source and microphone location and to permit assessment of system performance on an acoustic power flow basis, a broad frequency band of pseudo-random noise is emitted by the loudspeaker source. Amyl nitrite (C5H11NO2) is a pale-yellow liquid with an ethereal fruity odor and a pungent aromatic taste. Its use in first-aid treatment of cyanide poisoning has been suggested by Chen and his coworkers. Although not the most effective treatment, it is the only one that does not require intravenous injections and is, therefore, very suitable as a preliminary measure, which only involves breaking a capsule near the patient's nose until intravenous injections can be given. In the case of the sodium nitrite -sodium thiosulfate treatment, for instance, such injections require about 15 minutes. As amyl nitrite "Pearls" (small capsules containing liquid amyl nitrite) are placed in many first-aid kits by various companies that handle, store, or use hydrogen cyanide gas, it appeared advisable to investigate the explosion hazards of this material in air and oxygen. Accordingly, tests were made to determine the limits of flammability, temperature range of flammability of amyl nitrite saturated with air and with oxygen, and minimum ignition temperatures of this material in air and in oxygen.
