The U.S. Bureau of Mines has compiled data on the major causes of fatal and nonfatal electrical accidents related to mining, and their associated costs, for the 1980-85 period. Specific electrical problem areas were identified, allowing future research to be focused on reducing the frequency of these occurrences. Recommendations for reducing the number of electrical accidents and injuries are provided. The four mining sectors for which data were gathered and compiled are (1) underground coal mines, (2) surface at underground coal mines, (3) underground metal-nonmetal mines, and (4) surface at underground metal-nonmetal mines. Nine categories of information pertaining to specific aspects of the accident are used in this report: activity engaged in when the accident occurred, source of injury, job title, mining method, location, machine, nature of injury, accident type, and part of body affected. The number of years of experience at the specific job the employee was performing when the accident occurred, time of accident, and in the case of nonfatal accidents, the total days lost per year, are also summarized.

A degasification experiment was conducted in a Pocahontas No. 3 coalbed mine in Virginia. It involved (1) drilling holes in the coalbed in the out-side headings of a set of five being developed in virgin area, and (2) con-ducting a methane emission rate study as mining progressed and additional holes were drilled. Degasification from all drill holes except the longest in each of the outside headings and the first three drilled (excluding the in-situ pressure hole), was erratic and inconsequential in methane emission rates. The two longest holes liberated 66 and 79 cfm of methane, which is significant for the coalbed, but such quantity lasted a relatively short time; the first three were uniform but low in methane emission.

The Bureau of Mines studied tailings samples from 11 large-scale western copper operations to determine the potential for recovery of rutile and other critical and strategic minerals. Up to 15 pounds per short ton (lb/st) Ti02 was found ion these samples; however, only 9 to 44 pct of the Ti02 was liberated rutile. For one sample, gravity preconcentra-tion, grinding, and flotation recovered 34 pct of the Ti02 in a 54.8-pct-Ti02 concentrate. Over 0.38 Ib/st W was found in some of the tailings sampleso Scheelite was identified as the major W mineral. Nine of the eleven samples contained about 0.02 to 0.18 Ib/st Co. Pyrite was the principal Co-bearing sulfide mineral, with Co contained in about one-fifth of the pyrite grains. Up to 30 pct of the Co was concentrated in a bulk sulfide flotation concentrate.

"INTRODUCTION Sulfur is a most damaging impurity in many of our American coals. From the older coal industry of Europe and Britain we can apparently learn but little about the problem of preparing and using high-sulfur coal. Although washing has long been established there for controlling ash content, sulfur is referred to rarely, as the important deposits are singularly low in sulfur.On the other hand, widely distributed coal deposits of America differ tremendously in sulfur content. Many of the more extensive beds contain too much sulfur for metallurgical use, and almost everywhere except in the Rocky Mountain and Pacific coast regions sulfur control is at least a potential problem. American coal-preparation engineers are confronted not only with great variations in the total quantity of sulfur in coal but with an intricately varying pattern of the physical and chemical forms in which the sulfur occurs. It must be conceded that the baffling problem of sulfur reduction in coal is as yet substantially unsolved, for there are but few isolated instances in which we have been able to prepare a satisfactory metallurgical fuel from coals containing as much as 2.0 percent sulfur in the raw state.It has been assumed generally that organic sulfur, being chemically combined with carbonaceous matter, is distributed throughout the coal matter and that it remains unchanged in the clean-coal part of the product during washing.Sulfur that may be washed out of the coal is that part that is combined with the iron in pyrite lenticles associated with the coal. In most of our coals it has been found that, besides the visible bands, lenses, and flakes of pyrite, extremely small and even microscopic particles of pyrite 4/ are distributed through the coal matter. Only the free, relatively coarse pyrite particles .are removed by conventional coal-washing devices, and usually most of the sulfur is still left in the product."

The Bureau of Mines has developed a computerized oil and gas well data retrieval system from studies of the waterflood potential of a producing reservoir. This system stores pertinent information about each well completed in a reservoir and facilitates selection and manipulation of large volumes of data. Use of the system enables reservoir information to be supplied rapidly, accurately, and at less expense.

Twelve millisecond delayed blasts in four limestone quarries in Iowa were instrumented with arrays of vertical velocity gages to determine if the direction of propagation through the rock or the method of initiation of the blast had any effect upon the level of vibration. Two gage arrays approximately 90° apart were used to test the effect of direction of propagation. The vibrations from blasts initiated by three methods were recorded. Vibration records from these tests were analyzed for peak particle velocity as a function of distance from the blast. The data are shown to fit a power Law equation. Direction of propagation is shown to affect the value of the exponent n. The effect of charge size per delay interval on the level of vibration is removed from the data by scaling the travel distance by the square root of the charge weight per delay period. The method of initiating the blasts is shown to have a strong effect upon the level of vibration and the spread in the data from one shot to another.

The Federal Bureau of Mines coal-pyrite flotation process has been modi¬fied to produce a concentrated final clean coal slurry underflow that could be dewatered more effectively by filtration or centrifugation. This change was accomplished by redesigning the Bureau's two-stage flotation pilot plant facility and running the second-stage flotation step with undiluted or only partially diluted first stage coal froth concentrate. Results of the pilot plant flotation tests showed that substantial sulfur reduction could be achieved by flotation with undiluted pulp but some dilution is recommended for maximum selectivity. For example, coal-pyrite flotation in slurry of 25 percent solids yielded clean coal products analyzing as low as 0.7 percent pyritic sulfur and froth reject products containing slightly over 3.0 percent pyritic sulfur. In comparison, coal-pyrite flotation with pulp diluted to about 12.5 percent solids yielded clean coal containing as low as 0.4 percent pyritic sulfur and froth reject of 5.6 to 6.7 percent pyritic sulfur. Despite the need for some dilution, it was concluded that excellent coal-¬pyrite flotation selectivity could be achieved without diluting to 6 or 7 per¬cent solids as done in the earlier work. Thus the economics of coal-pyrite flotation would be improved by easing clean coal dewatering problems and by reducing second-stage flotation cell volume requirements.

During the 9 years ended December 31, 1938, 188 fatalities resulted from preventable accidents in and around the coal mines of Indiana; 173 of these occurred at underground mines and 15 at stripping or open-cut operations. In addition, there may have been other unrecorded fatalities during this period. The two organizations receiving notice of accidental deaths at coal mines in this State are the Division of Mines and Mining and the Indiana Industrial Commission. Only deaths occurring at underground mines employing 10 or more men are reported to the former, as neither strip mines nor underground mines employing fewer than 10 men cone within the purview of the Indiana mining law. The mine inspectors have no Jurisdiction over this latter group of mines and do not inspect them. Fatalities at small "wagon" mines and open-cut operations are supposed to be reported to the Industrial Commission; however, in many instances deaths at small mines are not reported, the only record being a death certificate filed with the county or corporation health officer. Thus, many deaths in small mines escape attention, especially when the victim succumbs some time after the injury was received. The data presented here on fatalities in Indiana, during the past 5 years include several instances in which the only record available is a death certificate; possibly others have been overlooked. From 1934 to 1937 the fatality record was progressively worse, that of the larger underground mines in 1937 being more than twice the average for these mines for the previous 4 years and only slightly less than twice the average for all mines, including open-cut operations. The increase in deaths during 1937 was due to two explosions, with 20 fatalities in one and 2 in the other. The number of deaths in the larger underground mines was considerably less in 1938 than in the previous 4 years, but there was no improvement in the number of fatalities at the small mines, or at open-cut mines.

From 1986 to 1989, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 59,600-acre Mexican Mountain Wilderness Study Area (UT-060-054) in order to evaluate its identified mineral resources. The study area is located in Emery County, UT, about 24 miles east of Castle Dale, UT. A review of the geologic and mining literature, and a field examination identified two uranium prospects in the Wilderness Study Area, and three copper prospects nearby. One-hundred ninety-five rock samples were taken.

Following World War II, the rapid increase in both military and civilian activity in the area served by the Alaska Railroad stimulated interest in the availability of local sources of nonmetallic minerals that might be used for building materials. Except for abundant sand and gravel and some pumice, the construction industry of the area depended entirely on high-cost imports for building materials of mineral origin. Because continued rapid growth was anticipated, development and use of local sources of such materials was advocated by both military and civil authorities to reduce the high costs of con¬struction and bolster the unstable economy of the area. The U.S. Department of the Interior began a program On included examining the numerous deposits of nonmetallic minerals accessible to the Alaska Railroad to determine their possible use as raw materials for the construction industry. Preliminary field investigations were made by the Geological Survey. The more promising deposits were subsequently examined and sampled by Bureau of Mines engineers, and the samples were subjected to the laboratory tests necessary to indicate the chemical and physical characteristics of the raw materials or their products. Such field and laboratory investigations were conducted on clay, shale, argillite, limestone, gypsum, and pumice taken from various parts of the area. In initial phasees of the work, done irate 1948 through 1952, many of the deposits examined were suitable for proctoring building materials. Results of the work completed during that period have been published in a Bureau of Mines report3 giving general information and detailed data on more than 35 deposits that were investigated.

The Bureau of Mines has conducted considerable research to improve life support technology for underground mining applications. This proceedings volume presents several new developments that may help increase the chances of mine workers in surviving underground disasters. Several papers address the performance of present self-contained self-rescuers (SCSR's) and provide proposed guidelines for the design and testing of a second-generation SCSR. Improvements In the safety and effectiveness of mine rescue and recovery operations are described, including the design of a low-profile rescue breathing apparatus and a rescue team helmet.

Samples of coal from six beds in the Roslyn-Cle Elum field of Washington were subjected to float-and-sink tests to determine their amenability to the production of high-ash boiler fuel for on-site power generation. Grindability tests and analyses of ash were made. All of the coals would require some degree of cleaning to insure a product of 25 percent ash. With two of the coals the entire size range would have to be washed. With the other four, it would suffice to clean only the coarse coal and bypass the raw fines.

"Soon after the armistice, an investigation was conducted by the writer on the use of liquid oxygen for explosive purposes in Germany, so far as the conditions of such investigation wore permitted at the time. The results of this inquiry were published in Technical Paper 243, entitled ""Development of Liquid Oxygen Explosives during the War.""Recently, through the courtesy of Dr. C. L. Parsons, former chief chemist of the Bureau, who was visiting Germany, and Mr. Chester L. Benson, of the American Expeditionary Forces in Germany, data was obtained from the Deutsche Oxhydric A. G., Surth near Cologne, (one of the principal manufacturers of liquid oxygen installation) concerning the number of plants which bad been installed in Germany during the period following the armistice. A complete list of permissible mine equipment , tested and approved by the Bureau of Mines previous to January 1 , 1947 , was published as Information Circular 7432.27 A list of permissible mine equipment tested and approved by the Bureau of Mines during the calendar year 1947 was published as Information Circular 7465.3/ The present list supplements Information Circular 7432 and includes all of the equipment approved during the calendar years 1947 , 1948 , and 1949. It therefore supersedes Information Circular 7465. The list also includes an appendix ( No. 2 ) giving the symbol that must be used by every cable manufacturer in marking trailing cables that have passed the test for flame resistance as stated in the amendment of October 21 , 1947 , to Schedule 2E . The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification . Thus , Information Circular 7432 showed six air compressors on the active list ; five additional compressors , Nos . 7 to 11 , inclusive , in this category were approved during 1947 , 1948 , and 1949 . Several items that were listed in Information Circular 7432 have been repeated in this circular where it was necessary to show that approvals of such equipment were extended to cover an additional voltage rating or other changes . Equipment listed in these circulars is approved by the Bureau of Mines only when found , upon inspection and test , to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal -mining industry . The use of such equipment in mines known to be gassy , as well as in those that may become so , is earnestly recommended in the interest of safety . This circular is published so that the industry may be kept informed as to the many types of machines , devices , and lamps that are available for reducing explosion and other hazards incident to coal mining . This circular and Information Circular 7432 give the complete list of permissible mine equipment that is available under the various classifications .

Mine One General. The first summer field trip for the purpose of collecting data on open-pit metal mine grounding systems was marred by the fact that the group's ground test instrument was damaged in transit and proved to be inoperative. Fortunately, the mine personnel had a similar instrument which was then used for all tests. System Description. Power is purchased from the utility at either 69 or 100 kV. This is transformed to 4160 V at the pit substations and distributed around the periphery of the pit via a "ring bus." The three phase wires and the safety-ground conductor are carried on a conventional wooden pole and cross-arm support structure. At key loca¬tions, overhead feeders carry power from the ring bus down over the benches and into the pit. Each overhead feeder is terminated at a switchhouse, from which an SHD-GC trailing cable supplies power to the electric loading shovels. Each pit substation has a main or system-ground mat, installed by the utility, and a separate safety-ground mat, which is constructed by mine personnel. Three of the safety-ground mats are quite old, and personnel at the mine could not recall what type of construction was used. However, records are available on the fourth mat and construc¬tion details are shown in Figure 64. In the U.S. coal mining industry, a large cohort of miners is at or nearing retirement age. As these miners retire, there will be a need to hire and train thousands of new and most likely younger workers. Moreover, a large portion of safety trainers will also require replacement due to retirement. In a speech before the U.S. House of Representatives (2004), Bruce Watzman, Vice President for Safety, Health and Human Resources for the National Mining Association said, “[W]e will need to replace a major portion, approximately 50%, of the underground coal mining workforce within the next 5–7 years.” The large influx of new mine workers, along with the deficit in safety trainers, creates the challenge to provide consistent and effective safety training. Given the expected high turnover of the mining workforce, it is very likely that incoming workers will have much less experience than those leaving the workforce. Unfortunately, inexperienced miners have been shown to incur the highest rate of injuries. The piece of machinery most associated with these injuries is the roof bolting machine, which accounts for 56% of machinery-related injuries in underground coal mining. The National Institute for Occupational Safety and Health (NIOSH) has released a new report entitled “Roof Bolting Machine Operators Skills Training for a Walk-Thru Roof Bolter: Trainer’s Guide” (IC 9489). It is designed to help safety trainers develop struc-tured training for new operators of walk-thru bolting machines. This resource will help trainees learn, understand, and apply knowledge and skills. Included in the trainer’s guide are the following tools: [ ] a six-part DVD video series, a skills check survey, talking points, and a complete job training analysis. Also included is an exercise to help trainees learn more about their mine’s roof control plan, as well as a list of supplemental training and reading materials. On-site trainers can modify this guide to fit their particular mine conditions, machines and equipment, and work procedures. The goal of every coal mine safety professional is to increase safety awareness and make mines a safer place to work. The Walk-Thru Bolting Machine Trainer’s Guide will help teach new miners skills to create a safer working environment that will ultimately prevent or reduce on-the-job injuries. Safety trainers can also use the ideas and concepts from this guide to develop their own training skills for the safe operation of other pieces of underground coal mining equipment.

This report on the physical and chemical properties of typical crude oils of California is the eighth in a series which will cover the producing districts of the United States, and is supplementary to Serial 2595 of the Bureau of Mines, which includes discussion of results, summary tables, and selected typical analyses of California crudes. The present report contains additional individual analyses of crude, oils from the fields of Fresno, Kern, Los Angeles, Orange, and Ventura Counties.

In continuation of the study of thermodynamic properties of the common interoxidic compounds of ferroalloy elements, this report gives the results of low-termperature heat-capacity measurements and entropy evaluations of the monotungstates of sodium, magnesium, and calcium. Previous reports4 5/ of this laboratory dealt with low-temperature heat capacities, entropies, and heats of formation of the sodium vanadates. Heat-capacity measurements of the monotungstates of sodium, magnesium, and calcium (Na2W04, MgW04, and CaW04) were conducted throughout the temperature range 51° to 298° K. The entropies at 298° K. were evaluated and then combined with entropy data for the elements and oxides to obtain entropies of formation. This information is an essential part of the data needed for thermodynamic appraisals of chemical reactions of these substances. No similar data for any tungstate are to be found in the literature.

The Veta Chica and Cerro Colorado chromite deposits of the McGuffy Creek area, Siskiyou County, Calif. were selected as worthy of investigation by the Bureau of Mines in accordance with the Strategic Minerals Act of 1939. These were two of many chromite deposits examined by engineers of the Bureau of Mines during their extensive wartime mineral examination and exploration campaign. Exploration by the Bureau of Mines consisted of 2,234 feet of diamond drilling, surface trenching, and sampling during the months of May and June 1942.
