In 1939, American industry got, off to a poor start, slowed down further during the first quarter, quickened after May, speeded up still more when war broke out again in Europe, and ended the year at a pace close to an all-time record. The average index of general business activity for the entire year (105) was well ahead of that for 1938 (86), failed to equal that of 1937 (110), and fell behind the average for 1929 (119) by a wide margin. The Thousand Lakes Wilderness has no known economically significant mineral resources. However, the geologic setting of the Wilderness indicates a potential for the discovery of geothermal resources. INTRODUCTION The Thousand Lakes Wilderness occupies 16,335 acres (6,611 ha) in eastern Shasta County, California. A mineral resource study of the area was authorized by the Wilderness Act of 1964 (Public Law 88-577). Mining records and published information were examined, and field investigations conducted in 1979. The Wilderness is about 50 miles (80 km) east of Redding and 12 miles (19 km) south of Burney, California. It lies in the Cascade Range of California. Relief is more than 3,000 feet (910 m); elevation is greatest at the summit of Crater Peak, 8,677 feet (2,645 m).

The Bureau of Mines conducted a Laboratory and pilot-plant investigation of the flotation of iron sulfides from zinc-lead mill tailings near Platteville, in south-western Wisconsin, at the North Central Experiment Station, Minneapolis, Minn. The procedures used and the results obtained in this investigation are described in this report. Samples for laboratory tests were obtained from each mill in the district, namely, Calumet & Hecla, Inc., Eagle-Picher Co., Vinegar Hill Zinc Co., and Tri-State Zinc, Inc. The sample fat pilot-plant work was obtained from the Davis Mining Enterprises mill.

Tonnage quantities of hafnium metal have been prepared in Kroll-process equipment designed for producing zirconium. Some slight process modifications have been necessary, but overall operation is the same as for zirconium. Hafnium oxide is chlorinated in the presence of carbon and the resultant hafnium tetrachloride reduced by magnesium metal. Byproduct magnesium chloride is removed in a high-vacuum distillation step and the hafnium sponge metal crushed for further use. Arc-melted metal can be forged and rolled to sheet, but the best material produced to date would not be considered cold ductile. INTRODUCTION This investigation is part of the program for the production of pure metals from domestic and foreign ores that has been underway at the Bureau of Mines for several years. It was done in cooperation with the Atomic Energy Commission and the Bureau of Ships.

Available literature published or abstracted in 1953 and 1954 relating to dust prevention and suppression has been summarized and reviewed in this report, and un-published information also is included to outline current practice for those interested in dust control in and around mines, tunnels, and quarries. More and more companies are realizing the value of controlling dust by incorporating suitable methods and devices in the planning stage. In preparation and crushing plants preliminary tests have been made of the fine materials to determine the best type of dust-control equipment to use, and the details of the quantities of air, the number of sprays, the dust-allaying fluids, and the location of hoods or enclosures have been determined in advance. Such planning has paid for itself in more effective control. Similar planning in a tunnel resulted in healthful conditions and low dust concentrations.

Observations made on coking of coal, deposition of soot, dust transport, flame, violence, and related phenomena following experimental coal-dust explosions are summarized. Data are given on gas explosion pressure, flame length, flame velocity, and variation of these parameters with concentration. Conclusions from these observations are useful in preventing similar occurrences in operating mines and serve as a guide in improving safety.

Coal mines and mining-, as well as metal and nonmetallic mines and min¬ing, are not inherently unsafe, although mining people think they are and would like to have everyone else think so. It is now being demonstrated that mines can be operated with essentially as much safety as any other major industrial enterprise; but most mining people, including workers as well as officials, have been slow to realize or admit this. In the past, and with most people even at present, the idea has prevailed that it is utterly impossible to operate a mine without accidents. Although, as in all other kinds of industrial activity, it is true that some injury is likely on occasion to occur to some workers and an extraordinary accident may occur to one or more persons under exceptional conditions, mines can be operated with few if any accidents if a reasonable amount of the right kind of precautionary effort is exerted and kept in effect.

"The aggressive industrialization of America, the development of powered tools which generated massive amounts of respirable-sized dust particles, a latency period which may mask the relationship between exposure and development of disease, inadequate (or perhaps even careless) understanding of the relationship between dust exposure and disease, and respiratory protection which has later proven to be inadequate have resulted in a series of epidemics of silicosis which have caused the premature death of many workers.1-11 Emphasis on the regulatory control of dust levels in the workplace has greatly reduced the development of pneumoconiosis in the United States and in other developed as well as underdeveloped countries, yet the prevention of silicosis or coal workers' pneumoconiosis has not come close to being accomplished. Despite the public health perspective that pneumoconiosis arc totally preventable illnesses, there appears to be little evidence that this is the case.Cases of pneumoconiosis continue despite aggressive enforcement policies by regulatory agencies, attempts at dissemination of very readable materials aimed at workers and management 12.13 and respiratory dust exposure standards which are in place and appear, for the most part, protectivc.14- 16 It is more than frustrating for all parties associated with advocating workers' health to see reports of workers with aggressive silicosis. On another level, both the physician and the affected worker are helpless when a diagnosis of silicosis or coal workers' pneumoconiosis is made. Both realize that there is no proven way to affect the natural history of these progressive inflammatory and fibrotic processes. Neither is there any ""compassionate use"" therapy. What must be developed, at the very least, is a ""salvage therapy"" which has the potential to reverse, or at least dramatically lessen, the aggressive natural history of silicosis which develops over relatively short time periods. Because of the aggressive nature of silicosis (compared to coal workers' pneumoconiosis) attempting to develop a therapy for this illness should be a priority."

"INTRODOCTIONMeasurement of the contribution of diesel exhaust to respirable aerosol in mine environments has become increasingly important because of current concerns over the occupational health effects resulting from exposure to diesel emissions. In response to this, the U.S. Bureau of Mines is developing and evaluating new sampling methods for measuring diesel aerosol in underground mines. Two such techniques are being studied by the Bureau, size selective sampling and Chemical Mass Balance (CMB) modeling. These techniques use measurable physical or chemical characteristics of a mine aerosol sample to infer the amount of diesel particulate material contained in the sample.Size selective sampling is being adapted for measurement of diesel aerosol by the Particle Technology Laboratory (PTL) of the University of Minnesota under sponsorship by the Bureau. 1 It is based on the premise that diesel and mineral dust aerosol can be physically separated by size and collected during sampling using inertial impaction. An independent effort by the National Institute for Occupational Safety and Health to develop a size selective sampling technique was also sponsored by the Bureau.The second technique, CMB modeling, is being developed by the Bureau as an alternative measurement technique to referee the results obtained using size selective sampling.3 It compares measured trace element ""finger prints"" of aerosol sources with similar profiles of mine aerosol samples. From these, the portions of the sample contributed by each source can be determined. Results of these investigations in underground coal mines have confirmed that diesel and coal dust aerosol are of different size and can be measured separately using size selective sampling techniques.A major difference in diesel usage among underground mines is the requirement for exhaust gas cooling systems in coal and gassy noncoal mines. Nongassy mines usually employ limited exhaust conditioning in the form of catalytic converters, which have limited effect on primary exhaust particulate. The cooling system in most general use in gassy mines is the water scrubber. This device has little effect on most of the gases but removes particulate material from the exhaust. 5 Because of this, exhaust aerosol characteristics in nongassy mines are expected to be different. To see if size selective sampling techniques can be used in such mines, the Bureau and the University of Minnesota conducted a second study in three metal and nonmetal mines, two nongassy and one rated as gassy."

The Bureau of Mines drilled and sampled the more important magnesite deposits in the Currant Creek Mining District, White Pine County, Nev. The properties of the Ala-Mar Magnesium Co., Inc., and the Nevada Magnesite Co. were examined in August 1942 by D. W. Butner, engineer of the Bureau of Mines, to determine the advisability of investigating the deposits under the strategic minerals program. Development involving diamond drilling, trenching, and sampling was started September 1, 1942, and was completed in the latter part of November 1942. The deposits are on unsurveyed public land in T. 12N., B. 59 E., M.D.B.&M., in an area of high relief ranging from 7,300 to 8,100 feet in altitude. Both properties are situated northwest of the Tonopah-Ely Highway, U.S. Highway 6, from which a dirt road extends about 4.6 miles northwesterly, about 35 miles southwest of Ely, to the Ala-Mar property, and another dirt road extends about 10 miles westerly, about 26 miles southwest of Ely, to the Nevada Magnesite property. The magnesite occurs as irregular nodules, veins, and lenses in a bedded calcareous tuff formation, which overlies a group of volcanic rocks, and which is capped by remnants of rhyolite flows.

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. "The Bureau of Mines exploratory work on the Bear Lodge, Wyo., fluorite property wider the strategic minerals Program was completed in November 1944. Exploration consisted of surface trenching, shaft sinking, and drifting at shallow depth. Doak C. Cox of the Federal Geological Survey visited the area during the latter part of 1944 and napped the Bear Lodge property.The Bear Lodge property is situated in the Black Hilts National Forest in eastern Crook County, Wyo., 6 miles north of the community of Sundance (fig. 1). Sundance is 29 miles northwest of Upton, Wyo., a station on the Chicago, Burlington, & Quincy Railroad and 43 miles southwest of a siding on the Chicago & Northwestern Railroad, 3 miles south of Belle Fourche, S. Dak. U. S. Highway 14 passes through Sundance in an east-west direction. Sundance may be reached from the south over U. S. Highway 85 and Wyoming State Highway 585.The Bear Lodge property i a situated in the Boer Lodge Mountains in secs. 15, 22, and 23, T. 52 N., R. 63W., 6th P.M.The topography in the vicinity of the fluorite deposits consists essentially of rounded hills which slope gently to the valley floors. Near the north end of the Property the terrain steepens locally, and the canyon walls are Precipitous along the courses of several streams. There is an adequate supply of water and native timber for mining purposes. The average elevation near the deposits is 5,700 feet.The climate of the region is relatively moderate. The summers are usually warm, with frequent rainstorms. Temperatures often fall below zero during the winter months. Snowfalls are moderate to heavy.Fluorite occurrences in the Bear Lodge area have been known since 1914; however, fluorite was not discovered on the Bear Lodge property until 1943, when prospectors working on a nearby manganese deposit found fluorite mineralization in the limestone. No production has been recorded from the property."

This paper describes a comparison of the fatigue failure responses of older versus younger lumbar spine cadaver motion segment specimens. These specimens were repeatedly subjected to loads simulating those experienced by the spine in lifting a 9 kg load in different torso flexion postures (0, 22.5, and 45 degrees of flexion). An older sample of 36 motion segments (average age 81 years + 8 SD) is compared with a younger sample of 18 motion segments (average age: 47 years + 9 SD) with respect to the number of cycles to failure and results of survival analyses evaluating the effects of flexion and bone mineral content with and without the younger data set. Compared to the older sample of spines, the younger sample exhibited many more cycles to fatigue failure in all the torso flexion conditions (10020 versus 8267 average cycles to failure in 0 degrees flexion, 7124 versus 3262 in 22.5 degrees flexion, and 3229 versus 263 cycles to failure in 45 degrees flexion). The increased cycles to failure in young specimens is likely due to the increased bone mineral content (BMC) in younger motion segments (30.7 g + 11.1 g per motion segment versus 27.8 + 9.4 g). Cox regression analyses modeling both flexion effects and BMC indicate that betas are similar when just older spines are modeled and when younger specimens are included in the analysis. Betas for survival analysis models with and without younger specimens generally show little change for flexion (2.716 versus 2.756 for 22.5 degrees [0 degrees referent], 3.926 versus 3.380 for 45 degrees [0 degrees referent]). Bone mineral content shows a similar protective effect in both models (Betas: -0.127 versus -0.087). Overall, comparison of the models indicate that risk ratios are similar for 22.5 degrees flexion, slightly increased for 45 degrees flexion and slightly more protective influence predicted for BMC in the combined sample versus the older sample alone.

"Railroad locomotives produce heat, gas, and smoke, which cause considerable discomfort to engine men and firemen while passing through tunnels. In order to try and improve these conditions, the Bureau of Mines has investigated the composition of atmospheres in cabs of freight locomotives while in tunnels; and some of the higher temperatures in the cabs were noted; physiological effects upon men were determined and gas masks and respirators were devised to eliminate the effects of irritating and poisonous gases and smoke. Those investigations were conducted in tunnels of the Baltimore & Ohio, Pennsylvania, and Union Pacific railroads; while that described in this paper was carried out in tunnels of the Chesapeake & Ohio, Railroad, situated in the Blue Ridge and Allegheny Mountains in Virginia and West Virginia, Freight locomotives used by this railroad are of the Mallet type, which have two separate cylinders: and two separate sets of driving wheels on each side. In locomotive language they are of the 2-6-6-2 type. All of the cylinders act as simple engines when starting or in slow, heavy hauling; but at faster speeds the pair of cylinders on each side operate compound, Mallet locomotives are the largest and most powerful now operated.The tendency in train operation has always been to increase the burden upon locomotives, Present traffic needs frequently load even the Mallet engine to capacity, and yet the weight of trains tends to increase. It has been suggested as a means of securing greater power units that Mallets be constructed to operate only as simple engines. This would increase the amount of steam given off as the amount of coal burned and the resulting volume of flue gas emitted."

Twenty eight pulse release sulfur hexafluoride tracer gas field tests were run in a multi-level multi-vein hard rock mine to measure leakage ventilation. The mine had numerous underground booster fans and gob filled old stoping areas and consequently numerous leakage paths. The tests proved that the equipment and methods developed by the USBM can be used successfully in complicated ventilation circuits. The leakage quantities varied each time a major change was made in the main ventilation circuit. Usually leakage quantities had to be remeasured after a main ventilation change, but measurements could be duplicated for anyone configuration except under certain defined circumstances. The characteristics of an individual leakage path could be determined from the difference between the measured sum of two paths and the calculated characteristics of one of the paths. Many leakage paths could not be evaluated accurately on one shift. Comments are made on equipment performance and field techniques. Programs for the calculation of gas concentrations and recirculation from measured data and for the mechanical integration necessary for a calculated leakage characteristic have been written for an HP 9810 and are included.

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.

Foreign mining publications describing successful hydraulic mining installations, and successful domestic hydraulic mining in a gilsonite bed, have prompted the Federal Bureau of Mines to conduct a literature survey of foreign publications to determine if the hydraulic mining method can be applied to domestic coal mining. Most foreign publications do not give detailed data about the water pressures, water capacities, and production and manpower requirements for successful hydraulic mining, However, they do provide enough general data on mining conditions, manpower, and equipment used to show that conditions in many bituminous coal deposits in the United States may be favorable for economical coal extraction, using high-pressure water jets. Therefore, the Bureau proposes to conduct a field investigation to determine the most appropriate natural conditions, water pressures, and equipment for successful hydraulic mining of coal beds in the United States with variable dip, thickness, and hardness. In the past, technical personnel reviewing foreign mining reports assumed that a steeply pitching coal bed was necessary for successful hydraulic mining. Although the structure of the coal bed may be a factor in gaining assistance from overburden pressures or help in an integrated hydraulic mining and transportation system, the coal is broken mainly by the action of high-pressure, water-penetrating cracks, fissures, or cleats; therefore, the slope of the coal bed is not necessarily a determining factor in hydraulic mining.

This report develops information and recommendations which could be used by a mine operator who desired to install a rescue chamber. Volume I covers the following major areas: atmospheric life support, configuration and construction, chamber location, power and lighting, equipment and supplies, communications, and psychological aspects and training. Volume II contains the following appendices: History of Barricading, Chamber Pressuriztion Considerations, Diffusional Infiltration of Gas, Compressed Air Storage, Location Examples, and Psychological Aspects.
