On April 5, the potlines at Consolidated Aluminum Corp.'s 35,000 ton-per-year primary aluminum smelter at Lake Charles, La., were frozen when natural gas lines were accidently cut by a dredge. Full production is expected to resume in 3 to 4 months. Three primary aluminum producers announced plans to restore much of the idled capacity in the Pacific Northwest as a result of a special power allocation by the Bonneville Power Administration. Reynolds Metals Co. planned to bring a total of 40,800 tons per year of capacity back onstream at Troutdale, Oreg., and Longview, Wash. The Aluminum Company of America (Alcoa) will restart half of a 23,500 ton-per-year potline at Vancouver, Wash. Kaiser Aluminum & Chemical Corp. planned to restart a 27,500 ton-per-year potline at Mead, Wash., and to bring an additional 10,000 to 20,000 tons per year back onstream at Mead and Tacoma, Wash.

"Nickel is an essential metal in stainless steel, armor plate, and nickel steels and also in nonferrous alleys, such as monel metal and cupre-nickel, which are used in marine service. Nickel is one of the metals that must be greatly restricted in civilian use to provide the amounts needed for our War program. Consequently, it is desirable to investigate every possible substitute.The 5-cent coin no z in use contains 2.3 percent nickel. At the end of 1941, about 450 tons of nickel was being consumed annually to produce these coins. If the nickel used for that purpose in 9141 had been diverted to military use, 15,000 tons of armor plate could have been produced. As nickel is vitally needed for military as well as essential civilian products, it would seem desirable to substitute some other alloy for the 25 percent nickel alloy now being used. The Bureau of Mines has been asked to suggest possible substitutes.The substitute should have physical properties similar to the alloy now being used. It should have a metallic appearance and ring and a reasonably white color, so to be distinguishable from the present 1-cent coin. It should also be reasonably resistant to corrosion."

This Bureau of Mines report deals principally with the resources and economic aspects of feldspar in the United States east of the Mississippi River. Although in a strict sense, all phases of the feldspar industry affect its economic structure, emphasis in this study is on supply, demand, and marketing. Although feldspar was originally mined for use in the manufacture of pottery and other ceramics, the glass industry, which began to use feldspar in the mid-1920's, now consumes more than half of the annual output. Most mining is open cut, and the methods used are similar to those used in mining crushed stone. Excess plant capacity has been chronic, and production is usually about 50 percent of capacity fur the industry as a whole. Since 1947, feldspar consumption has grown more slowly than the average for all U.S. industry. This has fostered intense competition, especially for the glass market. Prices have not kept pace with inflation, and profits are small. The trend of consumption through 1.970 for glass feldspar is expected to be upward; less rapid growth in consumption of ceramic feldspar is anticipated.

The original organic act establishing the Federal Bureau of Mines in 1910 and the amended act of 1913 indicated that promotion of the health and safety of mine workers was to be ore of the chief functions4/ of the Bureau. Many of the field and laboratory studies pursued by the Bureau are designed to improve conditions under dish minors must work. As the Bureau has no legal authority to enforce safety rules, it must rely upon cooperation of employer, employees, State mining or other departments, and labor organizations for success in promulgating its finding and making recommendations. The staff of the Safety Division, which is essentially a service organization of the Bureau, is composed of 28 safety instructors, 29 engineers, 18 clersk, and 7 others engaged in promotion of an educational program in an effort to improve conditions in the mining industry. The work is directed from 14 safety stations in the United States and 1 in Alaska. The work of the personnel, of the mine safety car that operates in. the anthracite region of Pennsylvania was supervised and directed by the district engineer in charge of the Wilkes-Barre (Pa.) Safety Station.

The technique of remote sensing, used for many years by earth scientists, is being applied to the detection and monitoring of air pollution. Instrumentation being developed is of a very diverse nature and is effective, Fn varying degrees, at ranges from 1,000 meters to the altitude of a space satellite. This paper describes a number of the recent developments in this new field. Instruments based on spectroscopic, laser, and photographic systems are discussed. Sensors are being developed which utilize correlation spectrometry, interferometry, Raman scattering, Mie scattering, laser line absorption, and simple photographic detection.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . Workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., were back on the job December 1, after agreeing to a new 3-year contract. The old contract had expired November 15. On December 20, the Aluminum Company of America reportedly shut down a 42,000-ton-per-year potline at its Wenatchee, Wash., primary aluminum smelter and half of a 23,000-ton-per-year potline at its Vancouver, Wash., smelter as a result of a power cutback by the Bonneville Power Administration. A1 so in December, Kaiser Aluminum & Chemical Corp. reduced overall power at its Mead and Tacoma, Mash,, smelters and shut down one of eight 27,500-ton-per-year potlines at Mead. Reported shutdowns for the firms since September have amounted to 76,000 tons for Alcoa and 50,000 tons for Kaiser. Alcan Aluminum Ltd. announced plans to double the generating capacity at its Kemano hydroelectric power plant in British Columbia to 1,916 megawatts. The additional power would be equal to that required of a primary aluminum smelter with an annual capacity of 567,000 tons.

Aluminum Production. -By October 1, Aluminum Company of America will restart a 35,000-ton-per-year unit at its aluminum smelter at Rockdale, Tex., restoring that facility to its full capacity of 325,000 tons annually. Primary Ingot Price Increase. -Most U.S. aluminum producers in mid-September were quoting a price of 72 cents per pound for primary aluminum ingot. On September 19, Kaiser Aluminum & Chemical Corp. announced that it would increase the price of primary aluminum ingot 4 cents to 76 cents per pound.

This report summarizes the program to develop and construct an improved light-scattering dust monitor (ILSDM). This improved light-scattering dust monitor, which operates on the forward light scattering principle, provides instantaneous measurements of airborne dust concentrations in units of mg/m. The program was divided into two phases. Phase I involved the design of the ILSDM which was reviewed by the Bureau of Mines. Phase II included the fabrication of a prototype ILSDM based upon the design developed during Phase I. After completion, the ILSDM was delivered and demonstrated at the Bureau of Mines. A description of the final ILSDM design, operating instructions, maintenance instructions and recommendations for additional work are also included in this report.

This Kaiser Engineers report on the feasibility of surface mining on the North Slope of Alaska has considered the quantity and quality of the North Slope deposits with attention paid to the economic, technical, and environmental constraints of the mining systems suggested for the three candidate minesites at Kukpowruk River, Elusive Creek, and Kuk River. Site selection, based on coal rank and quality as well as seam thickness and geometry, also considered demonstrated and hypothetical reserves relative to three mining systems (dragline, shovel, dragline and shovel), mining equipment requirements, infrastructure, and transportation relative to the Arctic environment and costed for potential markets. Throughout the report the delicate permafrost environment has received particular consideration. Recommendations based on the technical, economic, and environmental feasibility of mining the coal deposits of Northern Alaska by surface mining techniques have resulted in two conclusions: 1. The coal deposits can be mined with currently available technology; 2. It is uneconomic to mine these coals given current coal resource estimates, costs, and market conditions. The Bureau of Mines determined the costs associated with the production of chromium, in the form of chromite and high-carbon ferrochomium, from the demonstated resources of 10 market economy nations. The analyses evaluated the relative geologic and economic position of these chromite resources contained within 80 producing or potential mining operations. This report presents cost evaluations of a demonstrated resource of chromite, contained within the nations studied, of appoximately 1.2 billion metric tons (t). Of this total, 70 pct is contained within the southern African nations of Zimbabwe and the Republic of South Africa. The majority of current chromium mining and smelting capacity is contained within these two countries as well. India and the Philippines have recently demonstrated greatly increased chromite resources and hold the most promise for expanding both chomite and ferrochromium production outside southern Africa. Their demonstrated resources represent approximately 7 and 16 pet, respectively, of the cost evaluated total tonnage. Chromite resources, on an identified or hypothetical basis worldwide, are highly concentrated within Zimbabwe and South Africa, with these two nations containing in excess of 95 pet of the total. Given the present market structure, a majority of chromium contained within the demonstrated chromite resources of the nations studied is economically recoverable; but from a long-term resource and economic perspective, South Africa should inceasingly dominate the markets for both chromite and high-carbon ferrochromium. In addition, it is anticipated that an increasing percentage of chromium traded on the world market in the future will be in the form of high-carbon ferrochromium as opposed to chromite, as this additional processing stage continues to relocate from the industrial nations that account for a majority of chromium consumption to those nations that mine chromite.

The purpose of the study was to 1) examine the social and economic impacts of surface mine blasting in relation to variations in conditions of terrain and geology, population density and type, levels of ground motion and air blast; 2) consider technical, legal and government policy issues; and 3) examine the potential, nature and extent of surface mine blasting impacts and its regulations upon both communities and surface mining companies. Phase One designed the empirical research and technical analyses of Phase Two, focused upon surface coal mining and quarrying in the Eastern U.S. Several broad conclusions are evident: 1) blasting is not the major issue for communities or surface mine companies; 2) while the number of instances of severe cracking or annoyance are relatively small, the impact can be severe for individuals immediately involved; 3) blasting/drilling cost curves tend to rise significantly at intervals below 1.0 particle velocity, in/sec, dependent upon the size of a permit area and the size of a mine; and 4) the legal, complaint, cost and density analyses do not suggest the need for a general lowering of present regulations.

In November 1989, the U.S. Bureau of Mines sponsored a 2-day conference to stimulate thinking and discussion about changing materials technologies and implications for the Government's materials information programs. On the first day of the conference, speakers provided overviews of developments occurring in each of the major materials groups. Emerging technological developments, applications, economic and national defense significance, intermaterial competition, and potential market growth in advanced plastics, polymer composites, ceramics, metals, and electronic materials were described. In general, the speakers forecast advanced materials market growth rates in excess of overall gross national product (GNP) though high costs will tend to limit growth outside of aerospace, defense, electronics, medical equipment, and other typically high value-added businesses. On the second day, a wide range of speakers representing several facets of the materials community described how advances in materials technology are creating a need for new types of data, statistics, information, and analysis. Reflecting the speakers' broad range of organizational, professional, and personal perspectives, an array of information needs was identified. Most requirements, however, seemed to fall into one of five major categories: Federal materials research activities, material standards, market and economic information, health and safety, and public policy.

Research objectives were to determine the reasons for erratic behavior of semisilica horizontal zinc retorts in service; to investigate potential corrective measures including the possible utilization of more refractory materials in the retort body; and to delineate laboratory tests suitable for process control in the manufacture of retorts. Correlation of laboratory test results and data supplied by the cooperating smelters indicated that structural failures due to thermal shock and laminations in the retort body are largely responsible for the erratic behavior of horizontal zinc retorts in service. The most promising modifications made in the retort body and evaluated on a laboratory scale included finer grinding of the plastic clay fraction, substitution of mullite grog for calcined fire clay and grain alumina for silica, plus the use of an organic binder. Lamination-free extrusions having excellent thermal shock resistance were prepared from a mixture composed of 50 percent low-silica Missouri plastic clay through 100 mesh, 25 percent mullite grog through 6 mesh, and 25 percent alumina through 100 mesh. The mix was pugged under 28-inch vacuum with 1 percent ligno sulfonate binder in 12 percent tempering water. Laboratory tests suitable for process control in the manufacture of retorts are described.

"DEFINITIONDiatomaceous earth consists almost entirely of the silicious remains of minute flowerless aquatic plants known as diatoms. The name diatomaceous earth, therefore, is to be preferred to others such as trade names, inappropriate terms, or names correctly applied to some other product. The following names should, therefore, not be used for diatomaceous earth,-- kieselguhr, infusorial earth, diatomite, celite, moler, bergnehl, English rottenstone, tripoli, tripolite, fossil earth, desmid earth, white peat, tellurine, randanite, ceyssatite, or any trade name.FORMATIONDiatoms live in practically all kinds of water, fresh or salt, hot or cold, still or running and under different conditions of depth and pressure. These minute plants assimilate inorganic salts from their environment and produce skeletons of silica much as mollusks secrete lime and form their Shalls. When the diatoms die they settle to the bottom together with anything else which may be present, such as sand, clay or volcanic ash. The organic matter gradually disappears leaving the silicious skeletons of the diatoms which, with impurities, make up the deposits of diatomaceous earth. These deposits which are still being foamed at the present time and which were produced throughout very different epochs, were more prolifically formed in the Tertiary, so that the thickest beds so far discovered are of that Age."

This is the fifth of a series of annual reports4/ of technologic investigations conducted by the Bureau of Mines on the occurrence, properties, mining, preparation, and uses of coal. The research of the Bureau is carefully coordinated with the requirements of the producing and consuming industries, with a view to conservation of resources of coal in mining and use, and conservation of the health and lives of workmen employed in these industries. Such coordination is facilitated by the wide range of specialization of the several groups on engaged in studies concerning coal. Here are reported correlated studies ranging from paleobotanic analysis of the formation of coal as it occurred some millions of years ago to the effect of mechanical methods of mining on present-day employment in mines. As this is a summary of the current work of the Bureau of Mines, so the Bureau likewise has provided a condensed review of the outstanding current work of others on research and technology of coal 5/.

A unity of viewpoint emerged from the workshop. The concept that transmission is via characteristic modes was a common theme in many of the presentations. Also, the confusion an the meaning of monofilar and bifilar to describe these dominant modes was cleared up. But, there was still a healthy divergence of opinion on what constitutes an optimum system. It was generally agreed that further analytical and experimental work is definitely needed. In particular, it was stressed that independent measurements of the constitutive properties of the electromagnetic environment are needed. Also, there was considerable concern that laboratory measurements of rock samples could lead to misleading results for the effective conductivities. Also, there was a general recognition that over simplified propagation theory should not be used to interpret field data. From a theoratical and practical point of view, it was realized that mode coupling plays a vital role in the transmission channel. One must not only understand which and how many propagation modes are excited by the transmitting antenna, but the conversion of energy from one mode type to another must be accounted for. This conversion can either be done intentionally (by fixed mode convertors) or non intentionally (by random wall roughness). In fact, mode conversion can be quite complicated when various propagation paths exist such as when insulated cables, leaky feeders, grounded rails, coal seams, etc. all convey portions of the electromagnetic energy. However, this state of affairs should be regared as an. opportunity for extended communication coverage in mines rather than a limitation of a desig. procedure based on preconceived notions of the dominant propagation mechanism.

Chlorofluorocarbons (CFC's), once universally accepted as ideal compounds for use in cooling and refrigeration, in foam production, and in cleaning electronic components, are being phased out and eventually banned under extensive international agreements because the chlorine in CFC's is thought to deplete the Earth's ozone layer. The industry has responded with the introduction of alternatives in the form of hydrofluorocarbons (HFC's), which contain no chlorine, and with hydrochlorofluorocarbons (HCFC's), which fill an intermediate gap in the replacement of CFC's. As a result of the elimination of chlorine in the HFC's and the reduction of it in the HCFC's, these alternatives contain more fluorine than the CFC's do. Other nonfluorocarbon substitutes, known as not-in-kind alternatives, contain no fluorine at all. As a result, the fluorspar mining industry, which is the source of fluorine in fluorocarbons through intermediate hydrofluoric acid, is being affected. Concern for this impact has led the U.S. Bureau of Mines to employ its capabilities to analyze various scenarios in the evolution of CFC replacements and substitutes to determine their effect on fluorspar mining. This report utilizes a network flow model to examine the effects of proposed replacements for CFC's, in terms of fluorine content, on fluorspar operations worldwide and on hydrofluoric acid plants in North America and Europe.

This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.
